    Wind energy research began at the Rocky Flats test site in 1976 when Rockwell International subcontracted with the Energy Research and Development Administration (ERDA). The Rocky Flats Plant was competitively selected from a number of ERDA facilities primarily because it experienced high instantaneous winds and provided a large, clear land area. By 1977, several small wind turbines were in place. During the facility`s peak of operation, in 1979-1980, researchers were testing as many as 23 small wind turbines of various configurations, including commercially available machines and prototype turbines developed under subcontract to Rocky Flats. Facilities also included 8-kW, 40-kW, and 225-kW dynamometers; a variable-speed test bed; a wind/hybrid test facility; a controlled velocity test facility (in Pueblo, Colorado); a modal test facility, and a multimegawatt switchgear facility. The main laboratory building was dedicated in July 1981 and was operated by the Rocky Flats Plant until 1984, when the Solar Energy Research Institute (SERI) and Rocky Flats wind energy programs were merged and transferred to SERI. SERI and now the National Renewable Energy Laboratory (NREL) continued to conduct wind turbine system component tests after 1987, when most program personnel were moved to the Denver WEst Office Park in Golden and site ownership was transferred back to Rocky Flats. The Combined Experiment test bed was installed and began operation in 1988, and the NREL structural test facility began operation in 1990. In 1993, the site`s operation was officially transferred to the DOE Golden Field Office that oversees NREL. This move was in anticipation of NREL`s renovation and reoccupation of the facility in 1994.

The wind datasets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as being time synchronized with available load profiles.As described in this presentation, the WIND Toolkit fulfills these requirements by providing a state-of-the-art national (US) wind resource, power production and forecast dataset.

    Applied research activities at the National Wind Technology Center are divided into several technical disciplines. Not surprisingly, these engineering and science disciplines highlight the technology similarities between aircraft and wind turbine design requirements. More often than not, wind turbines are assumed to be a subset of the much larger and more comprehensive list of well understood aerospace engineering accomplishments and it is difficult for the general public to understand the poor performance history of wind turbines in sustained operation. Often overlooked are the severe environmental conditions and operational demands placed on turbine designs which define unique requirements beyond typical aerospace applications. It is the role of the National Wind Technology Center to investigate and quantify the underlying physical phenomena which make the wind turbine design problem unique and to provide the technology advancements necessary to overcome current operational limitations. This paper provides a brief overview of research areas involved with the design of wind turbines.

    Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting.     This overview fact sheet is one in a series of information fact sheets for the National Wind Technology Center (NWTC). Wind energy is one of the fastest growing electricity generation sources in the world. NREL's National Wind Technology Center (NWTC), the nation's premier wind energy technology research facility, fosters innovative wind energy technologies in land-based and offshore wind through its research and testing facilities and extends these capabilities to marine hydrokinetic water power. Research and testing conducted at the NWTC offers specialized facilities and personnel and provides technical support critical to the development of advanced wind energy systems. From the base of a system's tower to the tips of its blades, NREL researchers work side-by-side with wind industry partners to increase system reliability and reduce wind energy costs. The NWTC's centrally located research and test facilities at the foot of the Colorado Rockies experience diverse and robust wind patterns ideal for testing.     The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

The wind data sets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as be time synchronized with available load profiles. The Wind Integration National Dataset (WIND) Toolkit described in this paper fulfills these requirements. A wind resource dataset, wind power production time series, and simulated forecasts from a numerical weather prediction model run on a nationwide 2-km grid at 5-min resolution will be made publicly available for more than 110,000 onshore and offshore wind power production sites.

To better understand the inflow to utility-scale turbines, two inflow towers were installed and commissioned at the National Renewable Energy Laboratory's (NREL) National Wind Technology Center near Boulder, Colorado, in 2011. These towers are 135 m tall and instrumented with a combination of sonic anemometers, cup anemometers, wind vanes, and temperature measurements to characterize the inflow wind speed and direction, turbulence, stability and thermal stratification to two utility-scale turbines. Herein, we present variations in mean and turbulent wind parameters with height, atmospheric stability, and as a function of wind direction that could be important for turbine operation as well as persistence of turbine wakes. Wind speed, turbulence intensity, and dissipation are all factors that affect turbine performance. Our results show that these all vary with height across the rotor disk, demonstrating the importance of measuring atmospheric conditions that influence wind turbine performance at multiple heights in the rotor disk, rather than relying on extrapolation from lower levels.

    The National Renewable Energy Laboratory (NREL), the nation`s primary solar and renewable energy research laboratory, proposes to expand its wind technology research and development program activities at its National Wind Technology Center (NWTC) near Golden, Colorado. NWTC is an existing wind energy research facility operated by NREL for the US Department of Energy (DOE). Proposed activities include the construction and reuse of buildings and facilities, installation of up to 20 wind turbine test sites, improvements in infrastructure, and subsequent research activities, technology testing, and site operations. In addition to wind turbine test activities, NWTC may be used to support other NREL program activities and small-scale demonstration projects. This document assesses potential consequences to resources within the physical, biological, and human environment, including potential impacts to: air quality, geology and soils, water resources, biological resources, cultural and historic resources, socioeconomic resources, land use, visual resources, noise environment, hazardous materials and waste management, and health and safety conditions. Comment letters were received from several agencies in response to the scoping and predecisional draft reviews.     The National Wind Coordinating Collaborative (NWCC) is a consensus-based stakeholder group comprised of representatives from the utility, wind industry, environmental, consumer, regulatory, power marketer, agricultural, tribal, economic development, and state and federal government sectors. The purpose of the NWCC is to support the development of an environmentally, economically, and politically sustainable commercial market for wind power (NWCC 2010). The NWCC has been funded by the U.S. Department of Energy (DOE) since its inception in 1994.     In the early development of wind turbine generators (WTG) in the United States, wind farms were primarily located in California where lightning activity is the lowest in the United States. As such, lightning protection for wind turbines was not considered to be a major issue for designers or wind farm operators. However, wind turbine installations are expanding into the Midwest, Southwest and other regions of the United States where lightning activity is significantly more intense and lightning damage to wind turbines is more common. There is a growing need, therefore, to better understand lightning activity on wind farms and to improve wind turbine lightning protection systems. In support of the U.S. Department of Energy/Electric Power Research Institute (DOE/EPRI) Utility Wind Turbine Verification Program (TVP), the National Renewable Energy Laboratory (NREL) has recently begun to take steps to determine the extent of damage due to lightning and the effectiveness of various lightning protection techniques for wind power plants. Working through the TVP program, NREL will also perform outreach and education to (1) help manufacturers to provide equipment that is adequately designed to survive lightning, (2) make sure that operators are aware of effective safety procedures, and (3) help site designers and wind farm developers take the risk of lightning into account as effectively as possible.

    The project, A Feasibility Study to Evaluate Wind Energy Potential on the Navajo Nation, is funded under a solicitation issued by the U.S. Department of Energy Tribal Energy Program. Funding provided by the grant allowed the Navajo Nation to measure wind potential at two sites, one located within the boundaries of the Navajo Nation and the other off-reservation during the project period (September 5, 2005 - September 30, 2009). The recipient for the grant award is the Navajo Tribal Utility Authority (NTUA). The grant allowed the Navajo Nation and NTUA manage the wind feasibility from initial site selection through the decision-making process to commit to a site for wind generation development. The grant activities help to develop human capacity at NTUA and help NTUA to engage in renewable energy generation activities, including not only wind but also solar and biomass. The final report also includes information about development activities regarding the sited included in the grant-funded feasibility study.

    CNE has conducted a feasibility study on the Chilocco property in north-central Oklahoma since the grant award on July 20, 2003. This study has concluded that there is sufficient wind for a wind farm and that with the Production Tax Credits and Green Tags, there will be sufficient energy to, not only cover the costs of the Nation’s energy needs, but to provide a profit. CNE has developed a wind energy team and is working independently and with industry partners to bring its renewable energy resources to the marketplace. We are continuing with the next phase in conducting avian, cultural and transmission studies, as well as continuing to measure the wind with the SoDAR unit. Cherokee Nation Enterprises, Inc. is a wholly-owned corporation under Cherokee Nation and has managed the Department of Energy grant award since July 20, 2003. In summary, we have determined there is sufficient wind for a wind farm at the Chilocco property where Cherokee Nation owns approximately 4,275 acres. The primary goal would be more of a savings in light of the electricity used by Cherokee Nation and its entities which totals an estimated eight million dollars per year. Cherokee Nation Enterprises (CNE), working independently and with industry partners, plans to bring its renewable energy resources into the marketplace through a well-documented understanding of our undeveloped resource. Our plan is to cultivate this resource in a way that will ensure the development and use for our energy will be in an environmentally and culturally acceptable form.

Install the tower at the site that has been pre-qualified as the site most likely to produce maximum electric power from the wind. The purpose of our research is to better understand today's domestic wind workforce, projected workforce needs as the industry grows, and how existing and new programs can meet the wind industry's future education and training needs. Results presented in this report provide the first published investigation into the detailed makeup of the wind energy workforce, educational infrastructure and training needs of the wind industry. Insights from this research into the domestic wind workforce will allow the private sector, educational institutions, and federal and state governmental organizations to make workforce-related decisions based on the current employment and training data and future projections in this report.

    The focus of this report is the wind forecasting system developed during this contract period with results of performance through the end of 2010. The report is intentionally high-level, with technical details disseminated at various conferences and academic papers. At the end of 2010, Xcel Energy managed the output of 3372 megawatts of installed wind energy. The wind plants span three operating companies1, serving customers in eight states2, and three market structures3. The great majority of the wind energy is contracted through power purchase agreements (PPAs). The remainder is utility owned, Qualifying Facilities (QF), distributed resources (i.e., 'behind the meter'), or merchant entities within Xcel Energy's Balancing Authority footprints. Regardless of the contractual or ownership arrangements, the output of the wind energy is balanced by Xcel Energy's generation resources that include fossil, nuclear, and hydro based facilities that are owned or contracted via PPAs. These facilities are committed and dispatched or bid into day-ahead and real-time markets by Xcel Energy's Commercial Operations department. Wind energy complicates the short and long-term planning goals of least-cost, reliable operations. Due to the uncertainty of wind energy production, inherent suboptimal commitment and dispatch associated with imperfect wind forecasts drives up costs. For example, a gas combined cycle unit may be turned on, or committed, in anticipation of low winds. The reality is winds stayed high, forcing this unit and others to run, or be dispatched, to sub-optimal loading positions. In addition, commitment decisions are frequently irreversible due to minimum up and down time constraints. That is, a dispatcher lives with inefficient decisions made in prior periods. In general, uncertainty contributes to conservative operations - committing more units and keeping them on longer than may have been necessary for purposes of maintaining reliability.     The Wind Vision analysis demonstrates the economic value that wind power can bring to the nation, a value exceeding the costs of deployment. Wind’s environmental benefits can address key societal challenges such as climate change, air quality and public health, and water scarcity. Wind deployment can provide U.S. jobs, U.S. manufacturing, and lease and tax revenues in local communities to strengthen and support a transition of the nation’s electricity sector towards a low-carbon U.S. economy. The path needed to achieve 10% wind by 2020, 20% by 2030, and 35% by 2050 requires new tools, priorities, and emphases beyond those forged by the wind industry in growing to 4.5% of current U.S. electricity demand. Consideration of new strategies and updated priorities as identified in the Wind Vision could provide substantial positive outcomes for future generations.

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme.     The lifetime cost of wind energy is comprised of a number of components including the investment cost, operation and maintenance costs, financing costs, and annual energy production. Accurate representation of these cost streams is critical in estimating a wind plant's cost of energy. Some of these cost streams will vary over the life of a given project. From the outset of project development, investors in wind energy have relatively certain knowledge of the plant's lifetime cost of wind energy. This is because a wind energy project's installed costs and mean wind speed are known early on, and wind generation generally has low variable operation and maintenance costs, zero fuel cost, and no carbon emissions cost. Despite these inherent characteristics, there are wide variations in the cost of wind energy internationally, which is the focus of this report. Using a multinational case-study approach, this work seeks to understand the sources of wind energy cost differences among seven countries under International Energy Agency (IEA) Wind Task 26 - Cost of Wind Energy. The participating countries in this study include Denmark, Germany, the Netherlands, Spain, Sweden, Switzerland, and the United States. Due to data availability, onshore wind energy is the primary focus of this study, though a small sample of reported offshore cost data is also included.

    This work investigates the minimum level of fidelity required to accurately simulate wind turbine gearboxes using state-of-the-art design tools. Excessive model fidelity including drivetrain complexity, gearbox complexity, excitation sources, and imperfections, significantly increases computational time, but may not provide a commensurate increase in the value of the results. Essential designparameters are evaluated, including the planetary load-sharing factor, gear tooth load distribution, and sun orbit motion. Based on the sensitivity study results, recommendations for the minimum model fidelities are provided.

    Wind research and development during the 1970s and recent studies showing wind to be a feasible source of both electrical and mechanical power are behind the rapid expansion of wind energy. Improved technology should make wind energy economical in most countries having sufficient wind and appropriate needs. A form of solar energy, winds form a large pattern of global air circulation because the earth's rotation causes differences in pressure and oceans cause differences in temperature. New development in the ancient art of windmill making date to the 1973 oil embargo, but wind availability must be determined at local sites to determine feasibility. Whether design features of the new technology and the concept of large wind farms will be incorporated in national energy policies will depend on changing attitudes, acceptance by utilities, and the speed with which new information is developed and disseminated. 44 references, 6 figures.     A 2-m-dia Darrieus Vertical Axis Wind Turbine with NACA-0012 blades was extensively tested in the Vought Corporation Low Speed Wind Tunnel. This same turbine was installed in the field at the Sandia National Laboratories Wind Turbine Test Site and operated to determine if field data corresponded to data obtained in the wind tunnel. It is believed that the accuracy of the wind tunnel test data was verified and thus the credibility of that data base was further established.

    As part of an ongoing effort to improve the modeling and prediction of small wind turbine dynamics, NREL tested a small horizontal axis wind turbine in the field at the National Wind Technology Center (NWTC). The test turbine was a 2.1-kW downwind machine mounted on an 18-meter multi-section fiberglass composite tower. The tower was instrumented and monitored for approximately 6 months. The collected data were analyzed to assess the turbine and tower loads and further validate the simplified loads equations from the International Electrotechnical Commission (IEC) 61400-2 design standards. Field-measured loads were also compared to the output of an aeroelastic model of the turbine. Ultimate loads at the tower base were assessed using both the simplified design equations and the aeroelastic model output. The simplified design equations in IEC 61400-2 do not accurately model fatigue loads. In this project, we compared fatigue loads as measured in the field, as predicted by the aeroelastic model, and as calculated using the simplified design equations.

These analyses are in support of the 10-year review plan for the assessment of meteorological natural phenomena hazards at Los Alamos National Laboratory (LANL). These analyses follow guidance from Department of Energy, DOE Standard, Natural Phenomena Hazards Analysis and Design Criteria for DOE Facilities (DOE-STD-1020-2012), Nuclear Regulatory Commission Standard Review Plan (NUREG-0800, 2007) and ANSI/ ANS-2.3-2011, Estimating Tornado, Hurricane, and Extreme Straight-Line Wind Characteristics at Nuclear Facility Sites. LANL precipitation and snow level data have been collected since 1910, although not all years are complete. In this report the results from the more recent data (1990–2014) are compared to those of past analyses and a 2004 National Oceanographic and Atmospheric Administration report. Given the many differences in the data sets used in these different analyses, the lack of statistically significant differences in return level estimates increases confidence in the data and in the modeling and analysis approach.

    Demand response may be a valuable flexible resource for low-carbon electric power grids. However, there are as many types of possible demand response as there are ways to use electricity, making demand response difficult to study at scale in realistic settings. This talk reviews our state of knowledge regarding the potential value of demand response in several example systems as a function of increasing levels of wind and solar power, sometimes drawing on the analogy between demand response and storage. Overall, we find demand response to be promising, but its potential value is very system dependent. Furthermore, demand response, like storage, can easily saturate ancillary service markets.

    Light Detection and Ranging (LIDAR) systems are able to measure the speed of incoming wind before it interacts with a wind turbine rotor. These preview wind measurements can be used in feedforward control systems designed to reduce turbine loads. However, the degree to which such preview-based control techniques can reduce loads by reacting to turbulence depends on how accurately the incoming wind field can be measured. Past studies have assumed Taylor's frozen turbulence hypothesis, which implies that turbulence remains unchanged as it advects downwind at the mean wind speed. With Taylor's hypothesis applied, the only source of wind speed measurement error is distortion caused by the LIDAR. This study introduces wind evolution, characterized by the longitudinal coherence of the wind, to LIDAR measurement simulations to create a more realistic measurement model. A simple model of wind evolution is applied to a frozen wind field used in previous studies to investigate the effects of varying the intensity of wind evolution. LIDAR measurements are also evaluated with a large eddy simulation of a stable boundary layer provided by the National Center for Atmospheric Research. Simulation results show the combined effects of LIDAR errors and wind evolution for realistic turbine-mounted LIDAR measurement scenarios.

    The National Renewable Energy Laboratory started collecting wind power data from large commercial wind power plants (WPPs) in southwest Minnesota with dedicated dataloggers and communication links in the spring of 2000. Over the years, additional WPPs in other areas were added to and removed from the data collection effort. The longest data stream of actual wind plant output is more than 10 years. The resulting data have been used to analyze wind power fluctuations, frequency distribution of changes, the effects of spatial diversity, and wind power ancillary services. This report uses the multi-year wind power data to examine long-term wind power variability.

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to develop a wind farm recommendation for the Executive Council and a list of proposed actions for proceeding with the recommendation. In terms of land use, the INL Land Use Committee unanimously agrees that Site 6 is the preferred location of the alternatives presented for an INL wind farm. However, further studies and resolution to questions raised (stated in this report) by the INL Land Use Committee are needed for the preferred location. Studies include, but are not limited to, wind viability (6 months), bats (2 years), and the visual impact of the wind farm. In addition, cultural resource surveys and consultation (1 month) and the National Environmental Policy Act process (9 to 12 months) need to be completed. Furthermore, there is no documented evidence of developers expressing interest in constructing a small wind farm on INL, nor a specific list of expectations or concessions for which a developer might expect INL to cover the cost. To date, INL assumes the National Environmental Policy Act activities will be paid for by the Department of Energy and INL (the environmental assessment has only received partial funding). However, other concessions also may be expected by developers such as roads, fencing, power line installation, tie-ins to substations, annual maintenance, snow removal, access control, down-time, and remediation. These types of concessions have not been documented, as a request, from a developer and INL has not identified the short and long-term cost liabilities for such concessions should a developer expect INL to cover these costs. INL has not identified a go-no-go funding level or the priority this Wind Farm Project might have with respect to other nuclear-related projects, should the wind farm remain an unfunded mandate.     The Wind Powering America FY06 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 29 state wind working groups (welcoming New Jersey, Indiana, Illinois, and Missouri in 2006) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 120 members of national and state public and private sector organizations from 34 states attended the 5th Annual WPA All-States Summit in Pittsburgh in June.

Communities with good wind resources may be approached by entities with plans to develop the resource. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows. This fact sheet provides an overview of elements found in typical wind energy ordinances to educate state and local government officials, as well as policy makers.

    This multi-year, multi-faceted project was focused on the continued development of a nationally-recognized facility for the testing, characterization, and improvement of grid-connected wind turbines, integrated wind-water desalination systems, and related educational and outreach topics. The project involved numerous faculty and graduate students from various engineering departments, as well as others from the departments of Geosciences (in particular the Atmospheric Science Group) and Economics. It was organized through the National Wind Institute (NWI), which serves as an intellectual hub for interdisciplinary and transdisciplinary research, commercialization and education related to wind science, wind energy, wind engineering and wind hazard mitigation at Texas Tech University (TTU). Largely executed by an academic based team, the project resulted in approximately 38 peer-reviewed publications, 99 conference presentations, the development/expansion of several experimental facilities, and two provisional patents.

    The U.S. Department of Energy's (DOE's) 20% Wind Energy by 2030 report recommends expanding education to ensure a trained workforce to meet the projected growth of the wind industry and deployment. Although a few U.S. higher education institutions offer wind technology education programs, most are found in community and technical colleges, resulting in a shortage of programs preparing highly skilled graduates for wind industry careers. Further, the United States lags behind Europe (which has more graduate programs in wind technology design and manufacturing) and is in danger of relinquishing the economic benefits of domestic production of wind turbines and related components and services to European countries.     This test was conducted as part of the U.S. Department of Energy's (DOE) Independent Testing project. This project was established to help reduce the barriers to wind energy expansion by providing independent testing results for small wind turbines (SWT). In total, four turbines were tested at the National Wind Technology Center (NWTC) as a part of this project. Safety and function testing is one of up to five tests performed on the turbines, including power performance, duration, noise, and power-quality tests. The results of the testing provide the manufacturers with reports that can be used for small wind turbine certification. The test equipment includes a Gaia-Wind 11-kW wind turbine mounted on an 18-m monopole tower. Gaia-Wind Ltd. manufactured the turbine in Denmark. The system was installed by the NWTC site operations group with guidance and assistance from Gaia-Wind.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    The objective of this grant was to further the development of Montana’s vast wind resources for small, medium, and large scale benefits to Montana and the nation. This was accomplished through collaborative work with wind industry representatives, state and local governments, the agricultural community, and interested citizens. Through these efforts MT Dept Environmental Quality (DEQ) was able to identify development barriers, educate and inform citizens, as well as to participate in regional and national dialogue that will spur the development of wind resources. The scope of DEQ’s wind outreach effort evolved over the course of this agreement from the development of the Montana Wind Working Group and traditional outreach efforts, to the current focus on working with the state’s university system to deliver a workforce trained to enter the wind industry.

    In May 2008, DOE published '20% Wind Energy by 2030', a report which describes the costs and benefits of producing 20% of the nation's projected electricity demand in 2030 from wind technology. The total electricity system cost resulting from this scenario was modestly higher than a scenario in which no additional wind was installed after 2006. NREL's Wind Deployment System (WinDS) model was used to support this analysis. With its 358 regions, explicit treatment of transmission expansion, onshore siting considerations, shallow- and deep-water wind resources, 2030 outlook, explicit financing assumptions, endogenous learning, and stochastic treatment of wind resource variability, WinDS is unique in the level of detail it can bring to this analysis. For the 20% Wind Energy by 2030 analysis, the group chose various model structures (such as the ability to wheel power within an interconnect), and the wind industry agreed on a variety of model inputs (such as the cost of transmission or new wind turbines). For this paper, the analysis examined the sensitivity of the results to variations in those input values and model structure choices. These included wind cost and performance improvements over time, seasonal/diurnal wind resource variations, transmission access and costs, siting costs, conventional fuel cost trajectories, and conventional capital costs.

    Renewable energy integration studies require wind data sets of high quality with realistic representations of the variability, ramping characteristics, and forecast performance for current wind power plants. The Wind Integration National Data Set (WIND) Toolkit is meant to be an update for and expansion of the original data sets created for the weather years from 2004 through 2006 during the Western Wind and Solar Integration Study and the Eastern Wind Integration Study. The WIND Toolkit expands these data sets to include the entire continental United States, increasing the total number of sites represented, and it includes the weather years from 2007 through 2012. In addition, the WIND Toolkit has a finer resolution for both the temporal and geographic dimensions. Three separate data sets will be created: a meteorological data set, a wind power data set, and a forecast data set. This report describes the validation of the wind power data set.
