    This paper is an investigation of the pion form factor utilizing recently developed effective field theory techniques. The primary results reported are both the transition and electromagnetic form factors are corrected at order {lambda}/Q due to time ordered products which account for deviations of the pion from being a state composed purely of highly energetic collinear quarks in the lab frame. The usual higher twist wave function corrections contribute only at order {lambda}{sup 2}/Q{sup 2}, when the quark mass vanishes. In the case of the electromagnetic form factor the {lambda}/Q power correction is enhanced by a power of 1/{alpha}{sub s}(Q) relative to the leading order result of Brodsky and Lepage, if the scale {radical}({lambda}Q) is nonperturbative. This enhanced correction could explain the discrepancy with the data.

    Combining Planck CMB temperature [1] and BICEP2 B-mode polarization data [2,3] we show qualitatively that, assuming inflationary consistency relation, the power-law form of the scalar primordial spectrum is ruled out at more than 3σ CL. This is an important finding, since the power-law form of the scalar primordial spectrum is one of the main assumptions of concordance model of cosmology and also a direct prediction of many inflationary scenarios. We show that a break or step in the form of the primordial scalar perturbation spectrum, similar to what we studied recently analyzing Planck data [4], can address both Planck and BICEP2 results simultaneously. Our findings also indicate that the data may require more flexibilities than what running of scalar spectral index can provide. Finally we show that an inflaton potential, originally appeared in [5], can generate both the step and the break model of scalar primordial spectrum in two different limits. The discussed potential is found to be favored by Planck data but marginally disfavored by BICEP2 results as it produces slightly lower amplitude of tensor primordial spectrum. Hence, if the tensor-to-scalar ratio (r) quoted by BICEP2 persists, it is of importance that we generate inflationary models with large r and at the same time provide suppression in scalar primordial spectrum at large scales.

    We report an observation of X-ray emission from the exciting region of Cepheus A with the Chandra/ACIS instrument. What had been an unresolved X-ray source comprising the putative power sources is now resolved into at least three point-like sources, each with similar X-ray properties and differing radio and submillimeter properties. The sources are HW9, HW3c, and a new source that is undetected at other wavelengths 'h10'. They each have inferred X-ray luminosities >= 10{sup 31} erg s{sup -1} with hard spectra, T >= 10{sup 7} K, and high low-energy absorption equivalent to tens to as much as a hundred magnitudes of visual absorption. The star usually assumed to be the most massive and energetic, HW2, is not detected with an upper limit about seven times lower than the detections. The X-rays may arise via thermal bremsstrahlung in diffuse emission regions associated with a gyrosynchrotron source for the radio emission, or they could arise from powerful stellar winds. We also analyzed the Spitzer/IRAC mid-IR observation from this star formation region and present the X-ray results and mid-IR classifications of the nearby stars. HH 168 is not as underluminous in X-rays as previously reported.

    This report describes both the theoretical development and the experimental evaluation of a novel, robust methodology for the time-optimal adjustment of a reactor's neutronic power under conditions of closed-loop digital control. Central to the approach are the MIT-SNL Period-Generated Minimum Time Control Laws' which determine the rate at which reactivity should be changed in order to cause a reactor's neutronic power to conform to a specified trajectory. Using these laws, reactor power can be safely raised by five to seven orders of magnitude in a few seconds. The MIT-SNL laws were developed to facilitate rapid increases of neutronic power on spacecraft reactors operating in an SDI environment. However, these laws are generic and have other applications including the rapid recovery of research and test reactors subsequent to an unanticipated shutdown, power increases following the achievement of criticality on commercial reactors, power adjustments on commercial reactors so as to minimize thermal stress, and automated startups. The work reported here was performed by the Massachusetts Institute of Technology under contract to the Sandia National Laboratories. Support was also provided by the US Department of Energy's Division of University and Industry Programs. The work described in this report is significant in that a novel solution to the problem of time-optimal control of neutronic power was identified, in that a rigorous description of a reactor's dynamics was derived in that the rate of change of reactivity was recognized as the proper control signal, and in that extensive experimental trials were conducted of these newly developed concepts on actual nuclear reactors. 43 refs., 118 figs., 11 tabs.

    Adding large amounts of photovoltaic (PV) solar energy onto the grid creates significant challenges for future grid operations, since the electric power grid currently operates with rotational inertia from fossil fuel-driven machines. However, PV inverters are power-electronic devices with no inherent inertia. This project will develop a suite of inverter controllers to ensure the long-term viability of electric power grid infrastructure and address the large reductions in system-wide inertia with high penetrations of PV. These grid-forming inverter controllers will allow each inverter to act as a controllable voltage source that dynamically adjusts its output to ensure system-level stability, synchronization, and voltage regulation.

    The single-filamentation regime of GW femtosecond laser beams of millimetre diameter, propagating in atmospheric air under collimated and tight focusing, has been theoretically and experimentally (at wavelengths of 800 and 400 nm) investigated. The influence of the initial size of the light beam on the spatial characteristics of the filamentation region is systematically analysed. The filamentation length for collimated beams with the same initial power is found to nonmonotonically depend on the initial beam radius. In this case, the filament start point is displaced, and the longitudinal continuity of the related plasma channel is lost. For tightly focused beams, the observed filament length barely depends of the initial beam radius, provided that the peak intensity remains constant. (interaction of radiation with matter)

    The Southern Research/Southern Company 1 MWth Pilot-Scale Coal-Fired Test Facility was successfully retrofit to fire in either the traditional air-fired mode or with 100% oxygen and recycled flue gas, with a fully integrated feedback and control system, including oxygen and recycled flue gas modulation during startup, transfer, and shutdown, safety and operational interlocks, and data acquisition. A MAXON Staged Oxygen Burner for Oxy-Coal Applications produced a stable flame over a significant range of firing turn-down, staging, and while firing five different U.S. coal types. The MAXON burner design produces lower flame temperatures than for air firing, which will enable (A) Safe operation, (B) Reduction of recycle flow without concern about furnace flame temperatures, and (C) May likely be affective at reducing slagging and fouling in the boiler and super heater at full-scale Power Plants. A CFD model of the Oxy-fired Combustion Research Facility (OCRF) was used to predict the flame geometry and temperatures in the OCRF and make a comparison with the air-fired case. The model predictions were consistent with the experimental data in showing that the MAXON burner fired with oxygen produced lower flame temperatures than the air-fired burner while firing with air.

    Power inverters include a frame and a power module. The frame has a sidewall including an opening and defining a fluid passageway. The power module is coupled to the frame over the opening and includes a substrate, die, and an encasement. The substrate includes a first side, a second side, a center, an outer periphery, and an outer edge, and the first side of the substrate comprises a first outer layer including a metal material. The die are positioned in the substrate center and are coupled to the substrate first side. The encasement is molded over the outer periphery on the substrate first side, the substrate second side, and the substrate outer edge and around the die. The encasement, coupled to the substrate, forms a seal with the metal material. The second side of the substrate is positioned to directly contact a fluid flowing through the fluid passageway.

The method for forming the densified waste form includes mixing a metallic powder and a temperature sensitive waste material to form a waste form precursor. The waste form precursor is compacted with sufficient pressure to densify the waste precursor and encapsulate the temperature sensitive waste material in a physically densified matrix.

    In one aspect, the invention encompasses a method of forming a steel. A metallic glass is formed and at least a portion of the glass is converted to a crystalline steel material having a nanocrystalline scale grain size. In another aspect, the invention encompasses another method of forming a steel. A molten alloy is formed and cooled the alloy at a rate which forms a metallic glass. The metallic glass is devitrified to convert the glass to a crystalline steel material having a nanocrystalline scale grain size. In yet another aspect, the invention encompasses another method of forming a steel. A first metallic glass steel substrate is provided, and a molten alloy is formed over the first metallic glass steel substrate to heat and devitrify at least some of the underlying metallic glass of the substrate.

    The reintroduction of nuclear power in the Philippines is favored by several factors such as: the inclusion of nuclear energy in the energy sector of the science and technology agenda for national development (STAND); the Large gap between electricity demand and available local supply for the medium-term power development plan; the relatively lower health risks in nuclear power fuel cycle systems compared to the already acceptable power systems; the lower environmental impacts of nuclear power systems compared to fossil fuelled systems and the availability of a regulatory framework and trained personnel who could form a core for implementing a nuclear power program. The electricity supply gap of 9600 MW for the period 1993-2005 could be partly supplied by nuclear power. The findings of a recent study are described, as well as the issues that have to be addressed in the reintroduction of nuclear power.

    Single source precursors or pre-copolymers of single source precursors are subjected to microwave radiation to form particles of a I-III-VI.sub.2 material. Such particles may be formed in a wurtzite phase and may be converted to a chalcopyrite phase by, for example, exposure to heat. The particles in the wurtzite phase may have a substantially hexagonal shape that enables stacking into ordered layers. The particles in the wurtzite phase may be mixed with particles in the chalcopyrite phase (i.e., chalcopyrite nanoparticles) that may fill voids within the ordered layers of the particles in the wurtzite phase thus produce films with good coverage. In some embodiments, the methods are used to form layers of semiconductor materials comprising a I-III-VI.sub.2 material. Devices such as, for example, thin-film solar cells may be fabricated using such methods.

    The intent of this report is to document a procedure used at LANL for HIP bonding aluminum cladding to U-10Mo fuel foils using a formed HIP can for the Domestic Reactor Conversion program in the NNSA Office of Material, Management and Minimization, and provide some details that may not have been published elsewhere. The HIP process is based on the procedures that have been used to develop the formed HIP can process, including the baseline process developed at Idaho National Laboratory (INL). The HIP bonding cladding process development is summarized in the listed references. Further iterations with Babcock & Wilcox (B&W) to refine the process to meet production and facility requirements is expected.

    Although nucleons account for nearly all the visible mass in the universe, they have a complicated structure that is still incompletely understood. The first indication that nucleons have an internal structure, was the measurement of the proton magnetic moment by Frisch and Stern (1933) which revealed a large deviation from the value expected for a point-like Dirac particle. The investigation of the spatial structure of the nucleon, resulting in the first quantitative measurement of the proton charge radius, was initiated by the HEPL (Stanford) experiments in the 1950s, for which Hofstadter was awarded the 1961 Nobel prize. The first indication of a non-zero neutron charge distribution was obtained by scattering thermal neutrons off atomic electrons. The recent revival of its experimental study through the operational implementation of novel instrumentation has instigated a strong theoretical interest. Nucleon electro-magnetic form factors (EMFFs) are optimally studied through the exchange of a virtual photon, in elastic electron-nucleon scattering. The momentum transferred to the nucleon by the virtual photon can be selected to probe different scales of the nucleon, from integral properties such as the charge radius to scaling properties of its internal constituents. Polarization instrumentation, polarized beams and targets, and the measurement of the polarization of the recoiling nucleon have been essential in the accurate separation of the charge and magnetic form factors and in studies of the elusive neutron charge form factor.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends.   8. Wireless power transmission: The key to solar power satellites

    In the years following the OPEC oil embargo of 1973--74, the US aggressively researched alternative energy options. Among those studied was the concept of Solar Power Satellites -- generating electricity in space from solar energy on giant satellites and sending the energy to the earth with wireless power transmission. Much has happened in the fifteen years since the studies were terminated. Maturing of the enabling technologies has provided much of the infrastructure to support the development of a commercial Solar Power Satellite program. All of this will reduce the cost by one to two orders of magnitude so development can now be undertaken by industry instead of relying on a massive government program. Solar Space Industries was formed to accomplish this goal. The basis of their development plan for Solar Power Satellites is to build a Ground Test Installation that will duplicate, in small scale on the earth, all aspects of the power generating and power transmission systems for the Solar Power Satellite concept except for the space environment and the range and size of the energy beam. Space operations issues will be separated from the power generation function and verified by testing using the NASA Space Station and Space Shuttle. Solar Space Industries` concept is to built a Ground Test Installation that couples an existing 100 kW terrestrial solar cell array, furnished by an interested utility, to a phased-array wireless power transmitter based on the subarray developed by William Brown and The Center for Space Power. Power will be transmitted over a 1 1/4 mile range to a receiving antenna (rectenna) and then fed into a commercial utility power grid. The objective is to demonstrate the complete function of the Solar Power Satellites, with the primary issue being the validation of practical wireless power transmission. The key features to demonstrate are; beam control, stability, steering, efficiency, reliability, cost, and safety.

  9. Primordial power spectrum from Planck

    Using modified Richardson-Lucy algorithm we reconstruct the primordial power spectrum (PPS) from Planck Cosmic Microwave Background (CMB) temperature anisotropy data. In our analysis we use different combinations of angular power spectra from Planck to reconstruct the shape of the primordial power spectrum and locate possible features. Performing an extensive error analysis we found the dip near ℓ ∼ 750–850 represents the most prominent feature in the data. Feature near ℓ ∼ 1800–2000 is detectable with high confidence only in 217 GHz spectrum and is apparently consequence of a small systematic as described in the revised Planck 2013 papers. Fixing the background cosmological parameters and the foreground nuisance parameters to their best fit baseline values, we report that the best fit power law primordial power spectrum is consistent with the reconstructed form of the PPS at 2σ C.L. of the estimated errors (apart from the local features mentioned above). As a consistency test, we found the reconstructed primordial power spectrum from Planck temperature data can also substantially improve the fit to WMAP-9 angular power spectrum data (with respect to power-law form of the PPS) allowing an overall amplitude shift of ∼ 2.5%. In this context low-ℓ and 100 GHz spectrum from Planck which have proper overlap in the multipole range with WMAP data found to be completely consistent with WMAP-9 (allowing amplitude shift). As another important result of our analysis we do report the evidence of gravitational lensing through the reconstruction analysis. Finally we present two smooth form of the PPS containing only the important features. These smooth forms of PPS can provide significant improvements in fitting the data (with respect to the power law PPS) and can be helpful to give hints for inflationary model building.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    The Department of Energy has operated nuclear facilities at the Idaho National Engineering Laboratory (INEL) to support national interests for several decades. Since 1953, it has supported the development of technologies for the storage and reprocessing of spent nuclear fuels (SNF) and the resultant wastes. However, the 1992 decision to discontinue reprocessing of SNF has left nearly 768 MT of SNF in storage at the INEL with unspecified plans for future dispositioning. Past reprocessing of these fuels for uranium and other resource recovery has resulted in the production of 3800 M{sup 3} calcine and a total inventory of 7600 M{sup 3} of radioactive liquids (1900 M{sup 3} destined for immediate calcination and the remaining sodium-bearing waste requiring further treatment before calcination). These issues, along with increased environmental compliance within DOE and its contractors, mandate operation of current and future facilities in an environmentally responsible manner. This will require satisfactory resolution of spent fuel and waste disposal issues resulting from the past activities. A national policy which identifies requirements for the disposal of SNF and high level wastes (HLW) has been established by the Nuclear Waste Policy Act (NWPA) Sec.8,(b) para(3)) [1982]. The materials have to be conditioned or treated, then packaged for disposal while meeting US Environmental Protection Agency (EPA) and Nuclear Regulatory Commission (NRC) regulations. The spent fuel and HLW located at the INEL will have to be put into a form and package that meets these regulatory criteria. The emphasis of Idaho Chemical Processing Plant (ICPP) future operations has shifted toward investigating, testing, and selecting technologies to prepare current and future spent fuels and waste for final disposal. This preparation for disposal may include mechanical, physical and/or chemical processes, and may differ for each of the various fuels and wastes.

    Wind research and development during the 1970s and recent studies showing wind to be a feasible source of both electrical and mechanical power are behind the rapid expansion of wind energy. Improved technology should make wind energy economical in most countries having sufficient wind and appropriate needs. A form of solar energy, winds form a large pattern of global air circulation because the earth's rotation causes differences in pressure and oceans cause differences in temperature. New development in the ancient art of windmill making date to the 1973 oil embargo, but wind availability must be determined at local sites to determine feasibility.     By using the theory we developed in the early 1970s, a broad range of phenomena is considered for an optical surface of a solid body that is exposed to radiation arbitrarily varying in time and producing temperature fields, thermoelastic stresses and thermal deformations on the surface layer. The examination is based on the relations (which are similar to Duhamel's integral formula from the theory of heat conduction) between the quantities characterising the thermal stress state in any nonstationary regimes of energy input into a solid. A peculiar feature of the analysis of the thermal stress state in this case consists in the fact that this relation comprises time as a parameter, which in turn is a consequence of incoherence of the quasi-stationary problem of thermoelasticity. This phenomenon is particularly important for the optics of high-power, high-pulse repetition rate lasers, which are being actively developed. In the review, we have recently published in Laser Physics, the thermal stress state of a solid is analysed. In this state, time is treated as an independent variable used in differentiation. Such an approach greatly reduces the applicability of the method. The review published contains data on the use of capillary porous structures made of various materials with different degrees of the surface development. Moreover, such structures can be efficiently employed to increase the heat exchange at a temperature below the boiling point of the coolant. In the present review we discuss the dependences of the limiting laser intensities on the duration of a pulse or a pulse train, corresponding to the three stages of the state of the reflecting surface and leading to unacceptable elastic deformations of the surface, to the plastic yield of the material accompanied by the formation of residual stresses and to the melting of the surface layer. We also analyse the problem of heat exchange in the surface layer with a liquid metal coolant pumped through it. The

    A fast nuclear reactor system ls described for producing power and radioactive isotopes. The reactor core is of the heterogeneous, fluid sealed type comprised of vertically arranged elongated tubular fuel elements having vertical coolant passages. The active portion is surrounded by a neutron reflector and a shield. The system includes pumps and heat exchangers for the primary and secondary coolant circuits. The core, primary coolant pump and primary heat exchanger are disposed within an irapenforate tank which is filled with the primary coolant, in this case a liquid metal such as Na or NaK, to completely submerge these elements. The tank is completely surrounded by a thick walled concrete shield. If the total power load exceeds the threshold power value, then a determination may be made as to whether one or more additional power sources is available from among the plurality of power sources.     A solar thermal power generator includes an inclined elongated boiler tube positioned in the focus of a solar concentrator for generating steam from water. The boiler tube is connected at one end to receive water from a pressure vessel as well as connected at an opposite end to return steam back to the vessel in a fluidic circuit arrangement that stores energy in the form of heated water in the pressure vessel. An expander, condenser, and reservoir are also connected in series to respectively produce work using the steam passed either directly (above a water line in the vessel) or indirectly (below a water line in the vessel) through the pressure vessel, condense the expanded steam, and collect the condensed water. The reservoir also supplies the collected water back to the pressure vessel at the end of a diurnal cycle when the vessel is sufficiently depressurized, so that the system is reset to repeat the cycle the following day. The circuital arrangement of the boiler tube and the pressure vessel operates to dampen flow instabilities in the boiler tube, damp out the effects of solar transients, and provide thermal energy storage which enables time shifting of power generation to better align with the higher demand for energy during peak energy usage periods.

    DSNP (Dynamic Simulator for Nuclear Power-Plants) is a system of programs and data files by which a nuclear power plant, or part thereof, can be simulated. The acronym DSNP is used interchangeably for the DSNP language, the DSNP libraries, the DSNP precompiler, and the DSNP document generator. The DSNP language is a special-purpose, block-oriented, digital-simulation language developed to facilitate the preparation of dynamic simulations of a large variety of nuclear power plants. It is amore » user-oriented language that permits the user to prepare simulation programs directly from power plant block diagrams and flow charts by recognizing the symbolic DSNP statements for the appropriate physical components and listing these statements in a logical sequence according to the flow of physical properties in the simulated power plant. Physical components of nuclear power plants are represented by functional blocks, or modules. Many of the more complex components are represented by several modules. The nuclear reactor, for example, has a kinetic module, a power distribution module, a feedback module, a thermodynamic module, a hydraulic module, and a radioactive heat decay module. These modules are stored in DSNP libraries in the form of a DSNP subroutine or function, a block of statements, a macro, or a combination of the above. Basic functional blocks such as integrators, pipes, function generators, connectors, and many auxiliary functions representing properties of materials used in nuclear power plants are also available. The DSNP precompiler analyzes the DSNP simulation program, performs the appropriate translations, inserts the requested modules from the library, links these modules together, searches necessary data files, and produces a simulation program in FORTRAN.« less

    The findings of a working group formed to review the status of efforts by utilities and utility regulators to increase the availability and reliability of generating units are presented. Representatives from nine state regulatory agencies, NRRI, and DOE, participated on the Working Group. The Federal government has been working cooperatively with utilities, utility organizations, and with regulators to encourage and facilitate improvements in power plant productivity. Cooperative projects undertaken with regulatory and energy commissions in California, Illinois, New York, Ohio, Texas, North Carolina and Mighigan are described. Following initiation of these cooperative projects, DOE funded a survey to determine which states were explicitly addressing power plant productivity through the regulatory process. The Working Group was formed following completion of this survey. The Working Group emphasized the need for those power plant productivity improvements which are cost effective. The cost effectiveness of proposed availability improvement projects should be determined within the context of opportunities for operating and capital improvements available to an entire utility. The Working Group also identified the need for: allowing for plant designs that have a higher construction cost, but are also more reliable; allowing for recovery and reducing recovery lags for productivity-related capital expenditures; identifying and reducing disincentives in the regulatory process; ascertaining that utilities have sufficient money available to undertake timely maintenance; and support of EPRI and NERC to develop a relevant and accurate national data base. The DOE views these as extremely important aspects of any regulatory program to improve power plant productivity.

    In forming a heliostat having a main support structure and pivoting and tilting motors and gears and a mirror module for reflecting solar energy onto a collector, the improvement characterized by a method of forming the mirror module in which the mirror is laid upon a solid rigid supporting bed in one or more sections, with or without focusing; a mirror backing sheet is applied by first applying respective thin layers of silicone grease and, thereafter, progressively rolling application to eliminate air bubbles; followed by affixing of a substrate assembly to the mirror backing sheet to form a mirror module that does not curve because of thermally induced stresses and differential thermal expansion or contraction effects. The silicone grease also serves to dampen fluttering of the mirror and protect the mirror backside against adverse effects of the weather. Also disclosed are specific details of preferred embodiments.

    A process of forming high-density compacts of a powdered ceramic material is described by agglomerating the powdered ceramic material with a heat- decompossble binder, adding a heat-decompossble lubricant to the agglomerated material, placing a quantity of the material into a die cavity, pressing the material to form a compact, pretreating the compacts in a nonoxidizing atmosphere to remove the binder and lubricant, and sintering the compacts. When this process is used for making nuclear reactor fuel elements, the ceramic material is an oxide powder of a fissionsble material and after forming, the compacts are placed in a cladding tube which is closed at its ends by vapor tight end caps, so that the sintered compacts are held in close contact with each other and with the interior wall of the cladding tube.

The monomeric boron-nitrogen compound is polymerized to form the boron nitride by exposure to a temperature greater than approximately 100.degree. C. The boron nitride is amorphous boron nitride, hexagonal boron nitride, rhombohedral boron nitride, turbostratic boron nitride, wurzite boron nitride, combinations thereof, or boron nitride and carbon. A method of conditioning a ballistic weapon and a metal article coated with the monomeric boron-nitrogen compound are also disclosed.

    Of the many radionuclides and contaminants in the tank wastes stored at the Hanford site, technetium-99 (99Tc) is one of the most challenging to effectively immobilize in a waste form for ultimate disposal. Within the Hanford Tank Waste Treatment and Immobilization Plant (WTP), the Tc will partition between both the high-level waste (HLW) and low-activity waste (LAW) fractions of the tank waste. The HLW fraction will be converted to a glass waste form in the HLW vitrification facility and the LAW fraction will be converted to another glass waste form in the LAW vitrification facility. In both vitrification facilities, the Tc is incorporated into the glass waste form but a significant fraction of the Tc volatilizes at the high glass-melting temperatures and is captured in the off-gas treatment systems at both facilities. The aqueous off-gas condensate solution containing the volatilized Tc is recycled and is added to the LAW glass melter feed. This recycle process is effective in increasing the loading of Tc in the LAW glass but it also disproportionally increases the sulfur and halides in the LAW melter feed which increases both the amount of LAW glass and either the duration of the LAW vitrification mission or the required supplemental LAW treatment capacity.

    In a second development order, spin-forming equipment was again evaluated using the test shape, a hemispherical shell. In this second development order, pure vanadium and alloy titanium (Ti-6Al-4V) were spin-formed, as well as additional copper and 21-6-9 stainless. In the first development order the following materials had been spin-formed: copper (alloy C11000 ETP), 6061 aluminum, 304L stainless steel, 21-6-9 stainless steel, and tantalum-2.5% tungsten. Significant challenges included properly adjusting the rotations-per-minute (RPM), cracking at un-beveled edges and laser marks, redressing of notches, surface cracking, non-uniform temperature evolution in the titanium, and cracking of the tailstock. Lessons learned were that 300 RPM worked better than 600 RPM for most materials (at the feed rate of 800 mm/min); beveling the edges to lower the stress reduces edge cracking; notches, laser marks, or edge defects in the preform doom the process to cracking and failure; coolant is required for vanadium spin-forming; increasing the number of passes to nine or more eliminates surface cracking for vanadium; titanium develops a hot zone in front of the rollers; and the tailstock should be redesigned to eliminate the cylindrical stress concentrator in the center.

    A bipolar pulse forming transmission line module and system for linear induction accelerators having first, second, third, and fourth planar conductors which form a sequentially arranged interleaved stack having opposing first and second ends, with dielectric layers between the conductors. The first and second planar conductors are connected to each other at the first end, and the first and fourth planar conductors are connected to each other at the second end via a shorting plate. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short at the first end a high voltage from the third planar conductor to the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

The joint material is free of cations of Si, Ge, Sn, Pb, P and Te and has a melting point below the sintering temperatures of both sintered bodies. The joint material is heated to a temperature above the melting point of the metal oxide(s) and below the sintering temperatures of the sintered bodies to form the joint. Structures containing such joints are also disclosed.

    Three cylindrical rollers are rotatably mounted equidistant from the center of a hollow tool head on radii spaced 120.degree. apart. Each roller has a thin flange; the three flanges lie in a single plane to form an internal circumferential rib in a rotating tubular workpiece. The tool head has two complementary parts with two rollers in one part of the head and one roller in the other part; the two parts are joined by a hinge. A second hinge, located so the rollers are between the two hinges, connects one of the parts to a tool bar mounted in a lathe tool holder. The axes of rotation of both hinges and all three rollers are parallel. A hole exposing equal portions of the three roller flanges is located in the center of the tool head. The two hinges permit the tool head to be opened and rotated slightly downward, taking the roller flanges out of the path of the workpiece which is supported on both ends and rotated by the lathe. The parts of the tool head are then closed on the workpiece so that the flanges are applied to the workpiece and form the rib. The tool is then relocated for forming of the next rib.

    The breakdown of Bjorken scaling in asymptotically free gauge theories of the strong interactions is explored for its implications on the large q{sup 2} behavior of nucleon form factors. Duality arguments of Bloom and Gilman suggest a connection between the form factors and the threshold properties of the deep inelastic structure functions. The latter are addressed directly in an analysis of asymptotically free theories; and through the duality connection we are then led to statements about the form factors. For very large q{sup 2} the form factors are predicted to fall faster than any inverse power of q{sup 2}. For the more modest range of q{sup 2} reached in existing experiments the agreement with data is fairly good, though this may well be fortuitous. Extrapolations beyond this range are presented.

    The structure formation in university is a hierarchical process. As universe evolves, tiny density fluctuations that existed in the early universe grows under gravitational instability to form massive large scale structures. The galaxy clusters are the massive viralized objects that forms by accreting smaller clumps of mass until they collapse under their self-gravity. As such galaxy clusters are the youngest objects in the universe which makes their abundance as a function of mass and redshift, very sensitive to dark energy. Galaxy clusters can be detected by measuring the richness in optical waveband, by measuring the X-ray flux, and in the microwave sky using Sunyaev-Zel'dovich (SZ) effect. The Sunyaev-Zel'dovich (SZ) effect has long been recognized as a powerful tool for detecting clusters and probing the physics of the intra-cluster medium. Ongoing and future experiments like Atacama Cosmology Telescope, the South Pole Telescope and Planck survey are currently surveying the microwave sky to develop large catalogs of galaxy clusters that are uniformly selected by the SZ flux. However one major systematic uncertainties that cluster abundance is prone to is the connection between the cluster mass and the SZ flux. As shown by several simulation studies, the scatter and bias in the SZ flux-mass relation can be a potential source of systematic error to using clusters as a cosmology probe. In this study they take a semi-analytic approach for modeling the intra-cluster medium in order to predict the tSZ power spectrum. The advantage of this approach is, being analytic, one can vary the parameters describing gas physics and cosmology simultaneously. The model can be calibrated against X-ray observations of massive, low-z clusters, and using the SZ power spectrum which is sourced by high-z lower mass galaxy groups. This approach allows us to include the uncertainty in gas physics, as dictated by the current observational uncertainties, while measuring the cosmological

  15. Resource Form Factor and Installation of GFA Controllers

    The focus of this task is to optimize the form and placement of a controller comprising the Grid Friendly appliance (GFA) controller, power supply and power relay (and/or a solid-state power electronic switch) that would command a domestic water heater to shed its load in response to stress on the electric power grid. The GFA controller would disconnect the water heater from its supply circuit whenever it senses a low voltage signal or other indicators of system stress communicated via the electric power distribution system. Power would be reconnected to the appliance when the GFA controller senses the absence of these signals. This project has also considered more frequent cycling of this controllers relay switch to perform demand-side frequency regulation. The principal criteria considered in this optimization are reliability, cost and life expectancy of the GFA components. The alternative embodiments of the GFA equipment under consideration are: Option 1- installation inside the insulation space of the water heater between the tank and jacket Option 2 containment in a separate nearby electrical enclosure Option 3 - as a modification or adjunct to the distribution panel housing and/or the breaker that protects the water heater supply circuit.

  16. CERAMIC WASTE FORM DATA PACKAGE

    The purpose of this data package is to provide information about simulated crystalline waste forms that can be used to select an appropriate composition for a Cold Crucible Induction Melter (CCIM) proof of principle demonstration. Melt processing, viscosity, electrical conductivity, and thermal analysis information was collected to assess the ability of two potential candidate ceramic compositions to be processed in the Idaho National Laboratory (INL) CCIM and to guide processing parameters for the CCIM operation. Given uncertainties in the CCIM capabilities to reach certain temperatures throughout the system, one waste form designated 'Fe-MP' was designed towards enabling processing and another, designated 'CAF-5%TM-MP' was designed towards optimized microstructure. Melt processing studies confirmed both compositions could be poured from a crucible at 1600{degrees}C although the CAF-5%TM-MP composition froze before pouring was complete due to rapid crystallization (upon cooling). X-ray diffraction measurements confirmed the crystalline nature and phase assemblages of the compositions. The kinetics of melting and crystallization appeared to vary significantly between the compositions. Impedance spectroscopy results indicated the electrical conductivity is acceptable with respect to processing in the CCIM. The success of processing either ceramic composition will depend on the thermal profiles throughout the CCIM. In particular, the working temperature of the pour spout relative to the bulk melter which can approach 1700{degrees}C. The Fe-MP composition is recommended to demonstrate proof of principle for crystalline simulated waste forms considering the current configuration of INL's CCIM. If proposed modifications to the CCIM can maintain a nominal temperature of 1600{degrees}C throughout the melter, drain, and pour spout, then the CAF-5%TM-MP composition should be considered for a proof of principle demonstration.

    A switching system for delivering pulses of power from a source to a load using a storage capacitor charged through a rectifier, and maintained charged to a reference voltage level by a transistor switch and voltage comparator. A thyristor is triggered to discharge the storage capacitor through a saturable reactor and fractional turn saturable transformer having a secondary to primary turn ratio N of n:l/n = n[sup 2]. The saturable reactor functions as a soaker'' while the thyristor reaches saturation, and then switches to a low impedance state. The saturable transformer functions as a switching transformer with high impedance while a load coupling capacitor charges, and then switches to a low impedance state to dump the charge of the storage capacitor into the load through the coupling capacitor. The transformer is comprised of a multilayer core having two secondary windings tightly wound and connected in parallel to add their output voltage and reduce output inductance, and a number of single turn windings connected in parallel at nodes for the primary winding, each single turn winding linking a different one of the layers of the multilayer core. The load may be comprised of a resistive beampipe for a linear particle accelerator and capacitance of a pulse forming network. To hold off discharge of the capacitance until it is fully charged, a saturable core is provided around the resistive beampipe to isolate the beampipe from the capacitance until it is fully charged. 5 figs.

    Voltage stability refers to the ability of a power system to maintain steady voltages at all buses in the system after being subjected to a disturbance from a given initial operating condition. Voltage stability depends on a power system's ability to maintain and/or restore equilibrium between load demand and supply. Instability that may result occurs in the form of a progressive fall or rise of voltages of some buses. Possible outcomes of voltage instability are the loss of load in an area or tripped transmission lines and other elements by their protective systems, which may lead to cascading outages. The loss of synchronism of some generators may result from these outages or from operating conditions that violate a synchronous generator's field current limit, or in the case of variable speed wind turbine generator, the current limits of power switches. This paper investigates the impact of wind power plants on power system voltage stability by using synchrophasor measurements.

    A study conducted to summarize the role of static reactive power compensators for high voltage power system applications is described. This information should be useful to the utility system planning engineer in applying static var systems (SVS) to high voltage as (HVAC) systems. The static var system is defined as a form of reactive power compensator. The general need for reactive power compensation in HVAC systems is discussed, and the static var system is compared to other devices utilized to provide reactive power compensation. Examples are presented of applying SVS for specific functions, such as the prevention of voltage collapse. The operating principles of commercially available SVS's are discussed in detail. The perormance and active power loss characteristics of SVS types are compared.

    An austenitic stainless steel alloy, consists essentially of, in weight percent 2.5 to 4 Al; 25 to 35 Ni; 12 to 19 Cr; at least 1, up to 4 total of at least one element selected from the group consisting of Nb and Ta; 0.5 to 3 Ti; less than 0.5 V; 0.1 to 1 of at least on element selected from the group consisting of Zr and Hf; 0.03 to 0.2 C; 0.005 to 0.1 B; and base Fe. The weight percent Fe is greater than the weight percent Ni. The alloy forms an external continuous scale including alumina, and contains coherent precipitates of .gamma.'-Ni.sub.3Al, and a stable essentially single phase FCC austenitic matrix microstructure. The austenitic matrix is essentially delta-ferrite-free and essentially BCC-phase-free.

The guidance that mandates this direction is under the provisions of 10 CFR Part 63 and the US Department of Energy's ''Revised Interim Guidance Pending Issuance of New US Nuclear Regulatory Commission (NRC) Regulations (Revision 01, July 22, 1999), for Yucca Mountain, Nevada'' (Dyer 1999 and herein referred to as DOE's Interim Guidance). This assurance must be demonstrated in the form of a performance assessment that: (1) identifies the features, events, and processes (FEPs) that might affect the performance of the potential geologic repository; (2) examines the effects of such FEPs on the performance of the potential geologic repository; (3) estimates the expected annual dose to a specified receptor group; and (4) provides the technical basis for inclusion or exclusion of specific FEPs.

The power processor may operate on a per-phase basis wherein the load may be synthetically transferred from one phase to another by way of a bumpless transfer which causes no interruption of power to the load when transferring energy sources. Voltage transients and frequency transients delivered to the load when switching between the generator and battery sources are minimized, thereby providing an uninterruptible power supply. The power processor may be used as part of a hybrid electrical power source system which may contain, in one embodiment, a photovoltaic array, diesel engine, and battery power sources. 31 figs.

    In the early years of the United States space program, lightweight batteries, fuel cells, and solar modules provided electric power for space missions. As missions became more ambitious and complex, power needs increased and scientists investigated various options to meet these challenging power requirements. One of the options was nuclear energy. By the mid-1950s, research had begun in earnest on ways to use nuclear power in space. These efforts resulted in the first radioisotope thermoelectric generators (RTGs), which are nuclear power generators build specifically for space and special terrestrial uses. These RTGs convert the heat generated from the natural decay of their radioactive fuel into electricity. RTGs have powered many spacecraft used for exploring the outer planets of the solar system and orbiting the sun and Earth. They have also landed on Mars and the moon. They provide the power that enables us to see and learn about even the farthermost objects in our solar system.

    A switching system for delivering pulses of power from a source (10) to a load (20) using a storage capacitor (C3) charged through a rectifier (D1, D2), and maintained charged to a reference voltage level by a transistor switch (Q1) and voltage comparator (12). A thyristor (22) is triggered to discharge the storage capacitor through a saturable reactor (18) and fractional turn saturable transformer (16) having a secondary to primary turn ratio N of n:l/n=n.sup.2. The saturable reactor (18) functions as a "soaker" while the thyristor reaches saturation, and then switches to a low impedance state. The saturable transformer functions as a switching transformer with high impedance while a load coupling capacitor (C4) charges, and then switches to a low impedance state to dump the charge of the storage capacitor (C3) into the load through the coupling capacitor (C4). The transformer is comprised of a multilayer core (26) having two secondary windings (28, 30) tightly wound and connected in parallel to add their output voltage and reduce output inductance, and a number of single turn windings connected in parallel at nodes (32, 34) for the primary winding, each single turn winding linking a different one of the layers of the multilayer core. The load may be comprised of a resistive beampipe (40) for a linear particle accelerator and capacitance of a pulse forming network (42). To hold off discharge of the capacitance until it is fully charged, a saturable core (44) is provided around the resistive beampipe (40) to isolate the beampipe from the capacitance (42) until it is fully charged.

    A petawatt pulsed-power accelerator can be driven by various types of electrical-pulse generators, including conventional Marx generators and linear-transformer drivers. The pulsed-power accelerator can be configured to drive an electrical load from one- or two-sides. Various types of loads can be driven; for example, the accelerator can be used to drive a high-current z-pinch load. When driven by slow-pulse generators (e.g., conventional Marx generators), the accelerator comprises an oil section comprising at least one pulse-generator level having a plurality of pulse generators; a water section comprising a pulse-forming circuit for each pulse generator and a level of monolithic triplate radial-transmission-line impedance transformers, that have variable impedance profiles, for each pulse-generator level; and a vacuum section comprising triplate magnetically insulated transmission lines that feed an electrical load. When driven by LTD generators or other fast-pulse generators, the need for the pulse-forming circuits in the water section can be eliminated.

Volume 1 -- with a focus on US electric utilities -- contains final 1997 data on net generation and fossil fuel consumption, stocks, receipts, and cost; preliminary 1997 data on generating unit capability, and retail sales of electricity, associated revenue, and the average revenue per kilowatthour of electricity sold (based on a monthly sample: Form EIA-826, ``Monthly Electric Utility Sales and Revenue Report with State Distributions``). Additionally, information on net generation from renewable energy sources and on the associated generating capability is included in Volume 1 of the EPA.

    In order to provide improved and expanded experimental capabilities, the existing Transrex power supplies at PPPL are to be upgraded and modernized. Each of the 39 power supplies consists of two six pulse silicon controlled rectifier sections forming a twelve pulse power supply. The first modification is to split each supply into two independent six pulse supplies by replacing the existing obsolete twelve pulse firing generator with two commercially available six pulse firing generators. The second change replaces the existing control link with a faster system, with greater capacity, which will allow for independent control of all 78 power supply sections. The third change replaces the existing Computer Automated Measurement and Control (CAMAC) based fault detector with an Experimental Physics and Industrial Control System (EPICS) compatible unit, eliminating the obsolete CAMAC modules. Finally the remaining relay logic and interfaces to the "Hardwired Control System" will be replaces with a Programmable Logic Controller (PLC).

    We investigate metric independent, gauge invariant, and closed forms in the generalized Yang-Mills (YM) theory. These forms are polynomial on the corresponding fields strength tensors curvature forms and are analogous to the Pontryagin-Chern densities in the YM gauge theory. The corresponding secondary characteristic classes have been expressed in integral form in analogy with the Chern-Simons form. Because they are not unique, the secondary forms can be dramatically simplified by the addition of properly chosen differentials of one-step-lower-order forms. Their gauge variation can also be found yielding the potential anomalies in the gauge field theory.

    The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.

    The high-performance computing (HPC) community has been greatly concerned about energy efficiency. To address this concern, it is essential to understand and characterize the electrical loads of HPC applications. In this work, we study whether HPC applications can be distinguished by their power-consumption patterns using quantitative measures in an automatic manner. Using a collection of 88 power traces from 4 different systems, we find that basic statistical measures do a surprisingly good job of summarizing applications' distinctive power behavior. Moreover, this study opens up a new area of research in power-aware HPC that has a multitude of potential applications.
