A variety of carbohydrate sources can be used as raw material for the production of ethanol. Section 1 is a review of technologies available for the production of ethanol from whole corn. Particular emphasis is placed on the environmental aspects of the process, including land utilization and possible air and water pollutants. Suggestions are made for technological changes intended to improve the economics of the process as well as to reduce some of the pollution from by-product disposal. Ethanol may be derived from renewable cellulosic substances by either enzymatic or acid hydrolysis of cellulose to sugar, followed by conventional fermentation and distillation. Section 2 is a review of the use of two agricultural residues - corn stover (field stalks remaining after harvest) and straw from wheat crops - as a cellulosic feedstock. Two processes have been evaluated with regard to environmental impact - a two-stage acid process developed by G.T. Tsao of Purdue University and an enzymatic process based on the laboratory findings of C.R. Wilke of the University of California, Berkeley. Section 3 deals with the environmental residuals expected from the manufacture of methyl and ethyl alcohols from woody biomass. The methanol is produced in a gasification process, whereas ethanol is produced by hydrolysis and fermentation processes similar to those used to derive ethanol from cellulosic materials.

Increasing atmospheric carbon dioxide levels, higher temperatures, altered precipitation patterns, and other climate change impacts have already begun to affect US agriculture and forestry, with impacts expected to become more substantial in the future. There have been numerous studies of climate change impacts on agriculture or forestry, but relatively little research examining the long-term net impacts of a stabilization scenario relative to a case with unabated climate change. We provide an analysis of the potential benefits of global climate change mitigation for US agriculture and forestry through 2100, accounting for landowner decisions regarding land use, crop mix, and management practices. The analytic approach involves a combination of climate models, a crop process model (EPIC), a dynamic vegetation model used for forests (MC1), and an economic model of the US forestry and agricultural sector (FASOM-GHG). We find substantial impacts on productivity, commodity markets, and consumer and producer welfare for the stabilization scenario relative to unabated climate change, though the magnitude and direction of impacts vary across regions and commodities. Although there is variability in welfare impacts across climate simulations, we find positive net benefits from stabilization in all cases, with cumulative impacts ranging from $32.7 billion to $54.5 billion over the period 2015-2100. Our estimates contribute to the literature on potential benefits of GHG mitigation and can help inform policy decisions weighing alternative mitigation and adaptation actions.

The development of an appropriate technology for the conversion of agricultural and wood wastes into fuels in underdeveloped nations is discussed. Low temperature pyrolysis offers a promising means of conversion since the char and oil products are storable and easily transportable. The steady-flow, vertical packed bed, partial oxidation pyrolysis process is described and the appropriate technology pyrolytic converter basic design concept is presented. The current status of program in the US and in Papua New Guinea is described. The operation, test results, and economics of the converter are discussed.

  7. Global and regional potential for bioenergy from agricultural and forestry residue biomass

    SciTech Connect

Gregg, Jay S.; Smith, Steven J.

    2010-02-11

As co-products, agricultural and forestry residues represent a potential low cost, low carbon, source for bioenergy. A method is developed method for estimating the maximum sustainable amount of energy potentially available from agricultural and forestry residues by converting crop production statistics into associated residue, while allocating some of this resource to remain on the field to mitigate erosion and maintain soil nutrients. Currently, we estimate that the world produces residue biomass that could be sustainably harvested and converted into over 50 EJ yr-1 of energy. The top three countries where this resource is estimated to be most abundant are currently net energy importers: China, the United States (US), and India. The global potential from residue biomass is estimated to increase to approximately 80-95 EJ yr-1 by mid- to late- century, depending on physical assumptions such as of future crop yields and the amount of residue sustainably harvestable. The future market for biomass residues was simulated using the Object-Oriented Energy, Climate, and Technology Systems Mini Climate Assessment Model (ObjECTS MiniCAM). Utilization of residue biomass as an energy source is projected for the next century under different climate policy scenarios. Total global use of residue biomass is estimated to increase to 70-100 EJ yr-1 by mid- to late- century in a central case, depending on the presence of a climate policy and the economics of harvesting, aggregating, and transporting residue. Much of this potential is in developing regions of the world, including China, Latin America, Southeast Asia, and India.

    1993-09-01

This technical paper provides a broad analysis of forestry policy in Zimbabwe. Some two dozen contributors look at forestry as a provider of livelihood, homes and workplaces, and industrial commodities. The first section of the paper concentrates on the social and macroeconomic goals of forestry in Zimbabwe and on its place in rural agriculture. Contributors examine the issues of land tenure and the culture of common property, the practice of woodland management, and control of and participation in management and policy development. The second section focuses on the status of the forest industry in Zimbabwe and on its capacity to manage and expand existing commercial plantations. The paper explores the main issues the sector faces, including growing concentration of ownership versus the government`s objective of wider participation in the industry. They discuss the effects of trade liberalization on its competitive position, both among other agricultural sectors within Zimbabwe and with competitors outside the country. Included is a color map of Zimbabwe`s woodlands. Many forestry programs worldwide face the issues discussed in this work. It will be of interest to planners, policymakers, teachers, and students of rural development and forestry.

  14. Greenhouse gas mitigation options in the forestry sector of The Gambia: Analysis based on COMAP model

    SciTech Connect

    Jallow, B.P.

    1996-12-31

Results of the 1993 Greenhouse Gas Emissions Inventory of The Gambia showed net CO{sub 2} emissions of over (1.66 x 10{sup 6} tons) and 1% was due to uptake by plantations (0.01 x 10{sup 6} tons). This is a clear indication that there is need to identify changes in the land-use policy, law and tenure that discourages forest clearing at the same time significantly influencing the sustainable distribution of land among forestry, rangeland and livestock, and agriculture. About 11% of the total area of The Gambia is either fallow or barren flats that once supported vegetation and hence is still capable of supporting vegetation. The US Country Study Programme has provided the Government of The Gambia through the National Climate Committee funds to conduct Assessment of Mitigation Options to Reduce Greenhouse Gas Emissions. The Forestry Sector is one area for which assessment is being conducted. The assessment is expected to end in September 1996. The Comprehensive Mitigation Analysis Process (COMAP) is one of the Models supplied to the National Climate Committee by the Lawrence Berkeley Laboratory, on behalf of the US Country Study Programme, and is being used to conduct the analysis in The Gambia.

    1993-08-01

Forestry practices have been implicated by many states as a contributor to nonpoint source (NPS) pollution of streams, rivers, lakes, and other waterbodies. Many states, recognizing the forestry contribution to water pollution, have developed programs to address forestry NPS. The recent development of the Management Measures Guidance, as required by section 6217 of the Coastal Zone Reauthorization Amendments (CZARA), provided the motivation to develop a summary of the current state forestry NPS programs. The document provides a synopsis of the BMPs currently used by states to address the nonpoint source (NPS) impacts on water quality caused by forestry activities. Summaries of over 41 existing state BMP manuals or regulations that include BMPs are presented. The information presented in the document is intended to provide an increased understanding of the types of forestry activities commonly addressed in existing state NPS programs and to serve as a reference for the type and nature of BMPs included in current state BMP manuals.

  3. GHG Mitigation potential and cost in tropical forestry - Relative role for agroforestry

    SciTech Connect

Makundi, Willy R.; Sathaye, Jayant A.

    2004-01-01

This paper summarizes studies of carbon mitigation potential (MP) and costs of forestry options in seven developing countries with a focus on the role of agroforestry. A common methodological approach known as comprehensive mitigation assessment process (COMAP) was used in each study to estimate the potential and costs between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios derived from the demand for forest products and forestland for other uses such as agriculture and pasture. By using data on estimated carbon sequestration, emission avoidance, costs and benefits, the model enables one to estimate cost effectiveness indicators based on monetary benefit per t C, as well as estimates of total mitigation costs and potential when the activities are implemented at equilibrium level. The results show that about half the MP of 6.9 Gt C (an average of 223 Mt C per year) between 2000 and 2030 in the seven countries could be achieved at a negative cost, and the other half at costs not exceeding $100 per t C. Negative cost indicates that non-carbon revenue is sufficient to offset direct costs of about half of the options. The agroforestry options analyzed bear a significant proportion of the potential at medium to low cost per t C when compared to other options. The role of agroforestry in these countries varied between 6% and 21% of the MP, though the options are much more cost effective than most due to the low wage or opportunity cost of rural labor. Agroforestry options are attractive due to the large number of people and potential area currently engaged in agriculture, but they pose unique challenges for carbon and cost accounting due to the dispersed nature of agricultural activities in the tropics, as well as specific difficulties arising from requirements for monitoring, verification, leakage assessment and the establishment of credible baselines.

  5. Environmental and economic evaluation of energy recovery from agricultural and forestry residues

    SciTech Connect

    1980-09-01

Four conversion methods and five residues are examined in this report, which describes six model systems: hydrolysis of corn residues, pyrolysis of corn residues, combustion of cotton-ginning residues, pyrolysis of wheat residues, fermentation of molasses, and combustion of pulp and papermill wastes. Estimates of material and energy flows for those systems are given per 10/sup 12/ Btu of recovered energy. Regional effects are incorporated by addressing the regionalized production of the residues. A national scope cannot be provided for every residue considered because of the biological and physical constraints of crop production. Thus, regionalization of the model systems to the primary production region for the crop from which the residue is obtained has been undertaken. The associated environmental consequences of residue utilization are then assessed for the production region. In addition, the environmental impacts of operating the model systems are examined by quantifying the residuals generated and the land, water, and material requirements per 10/sup 12/ Btu of energy generated. On the basis of estimates found in the literature, capital, operating, and maintenance cost estimates are given for the model systems. These data are also computed on the basis of 10/sup 12/ Btu of energy recovered. The cost, residual, material, land, and water data were then organized into a format acceptable for input into the SEAS data management program. The study indicates that the most serious environmental impacts arise from residue removal rather than from conversion.

The most important factors are: shortage in funds; absence of well defined legislation, rules and standards; absence of adequate control systems; weak transport infrastructure and export problems. Assessment of economic possibilities, potential, short- and middle-term measures show that strategies have to be focused on improvement and promotion of current carbon sequestration activity. Five baseline forestry scenario (No. 1) and four other scenarios (No. 2 - No. 5) for 2000-2040 were developed. Each scenario covers all forested area but provides separate analysis of 30 `forestry ecoregions`. Three types of forestry management were included in scenarios: clear-cut logging and reforestation (by scenarios No. 2 and No. 3); selective logging and thinning (No. 4); measures to prevent and manage fires (No. 5). The baseline scenario results in a constant net-sink of about 150 MtC/yr. An increase in clear-cut logging on the basis of current forestry practice will cause a rapid drop of net-sink. Implementation of a modest increase in clear-cut logging with active forest fire and selective logging measures could provide with a slight increase of net-sink. Consideration of scenarios helps identify regional forestry priorities for Russian Climate Change Action Plan. The priorities by region include: European-Ural: (1) creation of economy mechanism to increase forestry effectiveness on the same cutting areas, (2) assistance to natural reforestation. Central and North-East Siberia: promotion of forest fire protection system. South Siberia and Primorie and Priamurie: limit of clear-cut logging and creation market situation for better forestry efficiency. The proposed Joint Implementation Vologda reforestation project which is being considered now by special bodies of the USA and the Russian Federation is in good agreement with these priorities.

  1. Overview of mitigation policies and measures in the forestry sector

    SciTech Connect

    Sathaye, J.

    1996-12-31

In this paper the author addresses questions on how the forestry sector can make a contribution to the general problem of greenhouse gases in the environment. Primarily this is in the form of carbon conservation and sequestering. There is a potential land area for conservation and sequestration estimated to be 700 Mha. The total carbon that could be sequestered and conserved globally by 2050 on this land is 60 - 87 GtC. Slowing deforestation, assisting regeneration, forestation and agroforestry are the primary mitigation measures for carbon conservation and sequestration. For long term success, enforcement to halt deforestation has to be accompained by economic and/or other benefits to the deforesters that equal or exceed their current remuneration. Making plantations a significant fuel for utility electricity generation will require higher biomass yields and thermal efficiency matching that of conventional plants. Significant reduction of global carbon emissions requires national governments to institute measures that provide local, national, economic and other benefits while conserving and sequestering carbon.

    SciTech Connect

    Sathaye, Jayant A.; Andrasko, Kenneth

    2006-06-01

There is a growing acceptance that the environmentalbenefits of forests extend beyond traditional ecological benefits andinclude the mitigation of climate change. Interest in forestry mitigationactivities has led to the inclusion of forestry practices at the projectlevel in international agreements. Climate change activities place newdemands on participating institutions to set baselines, establishadditionality, determine leakage, ensure permanence, and monitor andverify a project's greenhouse gas benefits. These issues are common toboth forestry and other types of mitigation projects. They demandempirical evidence to establish conditions under which such projects canprovide sustained long term global benefits. This Special Issue reportson papers that experiment with a range of approaches based on empiricalevidence for the setting of baselines and estimation of leakage inprojects in developing Asia and Latin America.

  6. Global Climate Change: Some Implications, Opportunities, and Challenges for US Forestry

    DOE R&D Accomplishments

    Marland, G.

    1991-06-01

It is widely agreed that the concentration of greenhouse gases in the earth`s atmosphere is increasing, that this increase is a consequence of man`s activities, and that there is significant risk that this will lead to changes in the earth`s climate. The question is now being discussed what, if anything, we should be doing to minimize and/or adapt to changes in climate. Virtually every statement on this matter; from the US Office of Technology Assessment, to the National Academy of Science, to the Nairobi Declaration on Climatic Change, includes some recommendation for planting and protecting forests. In fact, forestry is intimately involved in the climate change debate for several reasons: changing climate patterns will affect existing forests, tropical deforestation is one of the major sources of greenhouse gases to the atmosphere, reforestation projects could remove additional carbon dioxide from the atmosphere and there is renewed interest in wood-based or other renewable fuels to replace fossil fuels. Part of the enthusiasm for forestry-related strategies in a greenhouse context is the perception that forests not only provide greenhouse benefits but also serve other desirable social objectives. This discussion will explore the current range of thinking in this area and try to stimulate additional thinking on the rationality of the forestry-based approaches and the challenges posed for US forestry.

  8. The case against environmental taxes for sustainable forestry

    SciTech Connect

    Paris, R. ); Ruzicka, I. )

    1993-04-01

A current argument related to causes of deforestation and environmental problems theorizes that the government owner practice of selling timber resources too cheaply creates many of the problems. Recommendations to stop forest depletion included economic rent and/or auctioning harvesting rights. The authors dispute the validity of insufficient taxation analysis on both theoretical and practical grounds. They propose that, under existing tenurial arrangements, increasing levies on timber extraction is more likely to aggrevate than mitigate forest depletion. The article uses a forest that is ecologically suitable for timber production and unsuitable for agriculture, and omits the value of nontimber products, to illustrate their position. Continuity of ownership and associated responsibilities throughout the production cycle are important to the authors presentation.

  4. Estimating the greenhouse gas benefits of forestry projects: A Costa Rican Case Study

    SciTech Connect

    2000-09-01

If the Clean Development Mechanism proposed under the Kyoto Protocol is to serve as an effective means for combating global climate change, it will depend upon reliable estimates of greenhouse gas benefits. This paper sketches the theoretical basis for estimating the greenhouse gas benefits of forestry projects and suggests lessons learned based on a case study of Costa Rica's Protected Areas Project, which is a 500,000 hectare effort to reduce deforestation and enhance reforestation. The Protected Areas Project in many senses advances the state of the art for Clean Development Mechanism-type forestry projects, as does the third-party verification work of SGS International Certification Services on the project. Nonetheless, sensitivity analysis shows that carbon benefit estimates for the project vary widely based on the imputed deforestation rate in the baseline scenario, e.g. the deforestation rate expected if the project were not implemented. This, along with a newly available national dataset that confirms other research showing a slower rate of deforestation in Costa Rica, suggests that the use of the 1979--1992 forest cover data originally as the basis for estimating carbon savings should be reconsidered. When the newly available data is substituted, carbon savings amount to 8.9 Mt (million tones) of carbon, down from the original estimate of 15.7 Mt. The primary general conclusion is that project developers should give more attention to the forecasting land use and land cover change scenarios underlying estimates of greenhouse gas benefits.

This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

  11. A Landscape Perspective on Sustainability of Agricultural Systems

    SciTech Connect

Dale, Virginia H; Kline, Keith L; Kaffka, Stephen R; Langeveld, J.W.A.

    2013-01-01

Landscape sustainability of agricultural systems considers effects of farm activities on social, economic, and ecosystem services at local and regional scales. Sustainable agriculture entails: defining sustainability, developing easily measured indicators of sustainability, moving toward integrated agricultural systems, and offering incentives or imposing regulations to affect farmer behavior. A landscape perspective is useful because landscape ecology provides theory and methods for dealing with spatial heterogeneity, scaling, integration, and complexity. To implement agricultural sustainability, we propose adopting a systems perspective, recognizing spatial heterogeneity, addressing the influences of context, and integrating landscape-design principles. Topics that need further attention at local and regional scales include (1) protocols for quantifying material and energy flows; (2) effects of management practices; (3) incentives for enhancing social, economic, and ecosystem services; (4) integrated landscape planning and management; (5) monitoring and assessment; (6) effects of societal demand; and (7) consistent and holistic policies for promoting agricultural sustainability.

    1998-06-01

Mitigation options to reduce greenhouse gas emissions and sequester carbon in land use sectors are describe in some detail. The paper highlights those options in the forestry sector, which are more relevant to different parts of Africa. It briefly outlines a bottom-up methodological framework for comprehensively assessing mitigation options in land use sectors. This method emphasizes the application of end-use demand projections to construct a baseline and mitigation scenarios and explicitly addresses the carbon storage potential on land and in wood products, as well as use of wood to substitute for fossil fuels. Cost-effectiveness indicators for ranking mitigation options are proposed, including those, which account for non-carbon monetary benefits such as those derived from forest products, as well as opportunity cost of pursuing specific mitigation option. The paper finally surveys the likely policies, barriers and incentives to implement such mitigation options in African countries .

    SciTech Connect

Wilson, Andrew T.; Robinson, David Gerald

    2011-09-01

Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

  13. Forestry herbicide influences on biodiversity and wildlife habitats in Southern forests.

    Miller, Karl V.

    2004-01-01

Abstract In the southern United States, herbicide use continues to increase for timber management in commercial pine (Pinus spp.) plantations, for modifying wildlife habitats, and for invasive plant control. Several studies have reported that single applications of forestry herbicides at stand initiation have minor and temporary impacts on plant communities and wildlife habitat conditions, with some reports of enhanced habitat conditions for both game and nongame species. Due to the high resiliency of floral communities, plant species richness and diversity rebound rapidly after single herbicide treatments, with short- and long-term compositional shifts according to the selectivity and efficacy of the herbicide used. Recently, however, a shift to the Southeast in North American timber supplies has resulted in increased forest management intensity. Current site-preparation techniques rely on herbicide combinations, often coupled with mechanical treatments and >1 years of post-planting applications to enhance the spectrum and duration of vegetation control. This near-total control of associated vegetation at establishment and more rapid pine canopy closure, coupled with shortened and repeated rotations, likely will affect plant diversity and wildlife habitat quality. Development of mitigation methods at the stand and landscape levels will be required to minimize vegetative and wildlife impacts while allowing continued improvement in pine productivity. More uncertain are long-term impacts of increasing invasive plant occupation and the projected increase in herbicide use that will be needed to reverse this worsening situation. In addition, the potential of herbicides to meet wildlife management objectives in areas where traditional techniques have high social costs (e.g., prescribed fire) should be fully explored.

    SciTech Connect

    Stewart, R.; Gibson, D.

    1994-04-15

This paper draws heavily on the results of case studies in Bolivia, Costa Rica, and Ecuador to explain how sectoral policies have tilted land use decisions against forestry and in favor of agriculture, and to present estimates of the economic development effects of those decisions. The paper summarizes information on forests and forest industries of the three countries, and it describes the framework within which policies are designed. It presents the effects of sectoral policies on land use and forest management, and then quantifies and discusses economic costs of relevant sectoral policies. Conclusions and recommendations for policy reform are offered.

  16. Application of lidar to current atmospheric topics

    SciTech Connect

    Sedlacek, A.J. III

    1996-12-31

The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

  17. I think that I shall never see {hor_ellipsis} a lovely forestry policy: Land use programs for conservation of forests

    SciTech Connect

    Rayner, S.F.; Richards, K.R.

    1994-01-01

Forestry programs are frequently invoked as having potential for mitigation of greenhouse gas emissions. Most studies have attempted to quantify the potential impact of forest programs on carbon uptake and the potential costs of such programs. In this paper, we will attempt instead to focus on the institutional issues of the implementation of forestry programs for carbon sequestration. In particular, we explore the challenges for implementing forest programs that are: of increasing technological complexity; and in settings that depart significantly from the idealized conditions of economic models. We start in Section 1 by examining a suite of instruments that are commonly employed to implement a given policy. Section 2 examines a relatively simple case -- a tree-planting program in the US -- and demonstrates that there are significant difficulties involved in implementing a carbon sequestration program, even in a well-developed market economy. Section 3 focuses on other technologies in the US and why the choice of policy instruments and program design is more difficult than for the simple tree-planting case. Section 4 considers implementation of forestry policies in other countries where the economies may bear less resemblance to the ideal market economy than the US. In those settings, the choice of policy instruments may be very sensitive to non-market considerations that are often missed in conventional policy and cost analysis.

  18. Carbon mitigation potential and costs of forestry options in Brazil, China, India, Indonesia, Mexico, the Philippines and Tanzania

    Sathaye, J.; Makundi, W.; Andrasko, K.; Boer, R.; Ravindranath, N.; Sudha, P.; Rao, S.; Lasco, R.; Pulhin, F.; Masera, O.; Ceron, A.; Ordonez, J.; Deying, X.; Zhang, X.; Zuomin, S.

    2001-01-01

This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

  19. Analysis Of Leakage In Carbon Sequestration Projects In Forestry:A Case Study Of Upper Magat Watershed, Philippines

    SciTech Connect

Lasco, Rodel D.; Pulhin, Florencia B.; Sales, Renezita F.

    2007-06-01

The role of forestry projects in carbon conservation andsequestration is receiving much attention because of their role in themitigation of climate change. The main objective of the study is toanalyze the potential of the Upper Magat Watershed for a carbonsequestration project. The three main development components of theproject are forest conservation, tree plantations, and agroforestry farmdevelopment. At Year 30, the watershed can attain a net carbon benefit of19.5 M tC at a cost of US$ 34.5 M. The potential leakage of the projectis estimated using historical experience in technology adoption inwatershed areas in the Philippines and a high adoption rate. Two leakagescenarios were used: baseline and project leakage scenarios. Most of theleakage occurs in the first 10 years of the project as displacement oflivelihood occurs during this time. The carbon lost via leakage isestimated to be 3.7 M tC in the historical adoption scenario, and 8.1 MtC under the enhanced adoption scenario.

The Fourth Assessment Report of the Intergovernmental Panel on Climate Change released in 2007 significantly increased our confidence about the role that humans play in forcing climate change. There is now a high degree of confidence that the (a) current atmospheric concentrations of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) far exceed those of the pre-industrial era, (b) global increases in CO2 arise mainly from fossil fuel use and land use change while those of CH4 and N2O originate primarily from agricultural activities, and (c) the net effect of human activities since 1750 has led to a warming of the lower layers of the atmosphere, with an increased radiative forcing of 1.6 W m-2. Depending on the scenario of human population growth and global development, mean global temperatures could rise between 1.8 and 4.0 C by the end of the 21st century.

    1980-08-01

The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    2014-01-01

Agriculture is unique among economic sectors in the nature of impacts from climate change. The production activity that transforms inputs into agricultural outputs makes direct use of weather inputs. Previous studies of the impacts of climate change on agriculture have reported substantial differences in outcomes of key variables such as prices, production, and trade. These divergent outcomes arise from differences in model inputs and model specification. The goal of this paper is to review climate change results and underlying determinants from a model comparison exercise with 10 of the leading global economic models that include significant representation of agriculture. By providing common productivity drivers that include climate change effects, differences in model outcomes are reduced. All models show higher prices in 2050 because of negative productivity shocks from climate change. The magnitude of the price increases, and the adaptation responses, differ significantly across the various models. Substantial differences exist in the structural parameters affecting demand, area, and yield, and should be a topic for future research.

Agriculture produces more than just crops. Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices. To accomplish this, however, we must overcome a big challenge in measuring the impact of alternative agricultural practices on ecosystem services and of ecosystem services on agricultural production.

Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

During the past two decades the improvements in circuit integration have given rise to many new applications in digital processing technology by continuously reducing the unit cost of processing power. Along with this increase in processing power a corresponding decrease in circuit volume has been achieved. Progress has been so swift that new classes of applications become feasible every 2 or 3 years. This is especially true in the application of proven new technology to special nuclear materials (SNM) safeguard systems. Several areas of application were investigated in establishing the performance requirements for the SNM safeguard system. These included the improvements in material control and accountability and surveillance by using multiple sensors to continuously monitor SNM inventory within the selected value(s); establishing a system architecture to provide capabilities needed for present and future performance requirements; and limiting operating manpower exposure to radiation. This paper describes two selected topics in the application of state-of-the-art, well-proven technology to SNM safeguard system design.

  11. Climate policy implications for agricultural water demand

    SciTech Connect

    2013-03-01

Energy, water and land are scarce resources, critical to humans. Developments in each affect the availability and cost of the others, and consequently human prosperity. Measures to limit greenhouse gas concentrations will inevitably exact dramatic changes on energy and land systems and in turn alter the character, magnitude and geographic distribution of human claims on water resources. We employ the Global Change Assessment Model (GCAM), an integrated assessment model to explore the interactions of energy, land and water systems in the context of alternative policies to limit climate change to three alternative levels: 2.5 Wm-2 (445 ppm CO2-e), 3.5 Wm-2 (535 ppm CO2-e) and 4.5 Wm-2 (645 ppm CO2-e). We explore the effects of two alternative land-use emissions mitigation policy options—one which taxes terrestrial carbon emissions equally with fossil fuel and industrial emissions, and an alternative which only taxes fossil fuel and industrial emissions but places no penalty on land-use change emissions. We find that increasing populations and economic growth could be anticipated to almost triple demand for water for agricultural systems across the century even in the absence of climate policy. In general policies to mitigate climate change increase agricultural demands for water still further, though the largest changes occur in the second half of the century, under both policy regimes. The two policies examined profoundly affected both the sources and magnitudes of the increase in irrigation water demands. The largest increases in agricultural irrigation water demand occurred in scenarios where only fossil fuel emissions were priced (but not land-use change emission) and were primarily driven by rapid expansion in bioenergy production. In these scenarios water demands were large relative to present-day total available water, calling into question whether it would be physically possible to produce the associated biomass energy. We explored the potential of improved

    2014-02-01

This program is used to model the energy demand of agricultural irrigation pumps, used to maintain soil moisture levels in irrigated fields. This modeling is accomplished using historical data from evapotranspirationmeasuring weather stations (from the California Irrigation Management Information System) as well as irrigation system characteristics for the field(s) to be modeled. The modelled energy demand is used to estimate the achievable demand response (DR) potential of the field(s), for use in assessing the valuemore » of the DR for the utility company. The program can accept input data with varying degrees of rigor, and estimate the uncertainty of the output accordingly.« less

  1. Agriculture, land use, and commercial biomass energy

    SciTech Connect

    Edmonds, J.A.; Wise, M.A.; Sands, R.D.; Brown, R.A.; Kheshgi, H.

    1996-06-01

In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

  4. Emissions Of Greenhouse Gases From Rice Agriculture

    2009-07-16

This project produced detailed data on the processes that affect methane and nitrous oxide emissions from rice agriculture and their inter-relationships. It defines the shifting roles and potential future of these gases in causing global warming and the benefits and tradeoffs of reducing emissions. The major results include: 1). Mechanisms and Processes Leading to Methane Emissions are Delineated. Our experiments have tested the standard model of methane emissions from rice fields and found new results on the processes that control the flux. A mathematical mass balance model was used to unravel the production, oxidation and transport of methane from rice. The results suggested that when large amounts of organic matter are applied, the additional flux that is observed is due to both greater production and reduced oxidation of methane. 2). Methane Emissions From China Have Been Decreasing Over the Last Two Decades. We have calculated that methane emissions from rice fields have been falling in recent decades. This decrease is particularly large in China. While some of this is due to reduced area of rice agriculture, the bigger effect is from the reduction in the emission factor which is the annual amount of methane emitted per hectare of rice. The two most important changes that cause this decreasing emission from China are the reduced use of organic amendments which have been replaced by commercial nitrogen fertilizers, and the increased practice of intermittent flooding as greater demands are placed on water resources. 3). Global Methane Emissions Have Been Constant For More Than 20 Years. While the concentrations of methane in the atmosphere have been leveling off in recent years, our studies show that this is caused by a near constant total global source of methane for the last 20 years or more. This is probably because as some anthropogenic sources have increased, others, such as the rice agriculture source, have fallen. Changes in natural emissions appear small
