    This study performs high-spatial-resolution (12 km) Weather Research and Forecasting (WRF) simulations over a very large domain (7200 km × 6180 km, covering much of North America) to explore changes in mean and extreme precipitation in the mid and late 21st century under Representative Concentration Pathways 4.5 (RCP 4.5) and 8.5 (RCP 8.5). We evaluate WRF model performance for a historical simulation and future projections, applying the Community Climate System Model version 4 (CCSM4) as initial and boundary conditions with and without a bias correction. WRF simulations using boundary and initial conditions from both versions of CCSM4 show smaller biasesmore » versus evaluation data sets than does CCSM4 over western North America. WRF simulations also improve spatial details of precipitation over much of North America. However, driving the WRF with the bias-corrected CCSM4 does not always reduce the bias. WRF-projected changes in precipitation include decreasing intensity over the southwestern United States, increasing intensity over the eastern United States and most of Canada, and an increase in the number of days with heavy precipitation over much of North America.   12. Modeling Results For the ITER Cryogenic Fore Pump. Final Report

    A numerical model characterizing the operation of a cryogenic fore-pump (CFP) for ITER has been developed at the University of Wisconsin – Madison during the period from March 15, 2011 through June 30, 2014. The purpose of the ITER-CFP is to separate hydrogen isotopes from helium gas, both making up the exhaust components from the ITER reactor. The model explicitly determines the amount of hydrogen that is captured by the supercritical-helium-cooled pump as a function of the inlet temperature of the supercritical helium, its flow rate, and the inlet conditions of the hydrogen gas flow. Furthermore the model computes the location and amount of hydrogen captured in the pump as a function of time. Throughout the model’s development, and as a calibration check for its results, it has been extensively compared with the measurements of a CFP prototype tested at Oak Ridge National Lab. The results of the model demonstrate that the quantity of captured hydrogen is very sensitive to the inlet temperature of the helium coolant on the outside of the cryopump. Furthermore, the model can be utilized to refine those tests, and suggests methods that could be incorporated in the testing to enhance the usefulness of the measured data.

    The cryogenic fore pump (CFP) is designed for ITER to collect and compress hydrogen isotopes during the regeneration process of torus cryopumps. Different from common cryopumps, the ITER-CFP works in the viscous flow regime. As a result, both adsorption boundary conditions and transport phenomena contribute unique features to the pump performance. In this report, the physical mechanisms of cryopumping are studied, especially the diffusion-adsorption process and these are coupled with standard equations of species, momentum and energy balance, as well as the equation of state. Numerical models are developed, which include highly coupled non-linear conservation equations of species, momentum and energy and equation of state. Thermal and kinetic properties are treated as functions of temperature, pressure, and composition. To solve such a set of equations, a novel numerical technique, identified as the Group-Member numerical technique is proposed. It is presented here a 1D numerical model. The results include comparison with the experimental data of pure hydrogen flow and a prediction for hydrogen flow with trace helium. An advanced 2D model and detailed explanation of the Group-Member technique are to be presented in following papers.

  17. Dolomitization of coeval shelf and fore-shelf carbonates, Lower Permian, Midland basin, Texas

    Coeval shelf and fore-shelf carbonates in Lower Permian (Leonardian) rocks in the Midland basin are pervasively dolomitized. Shelf strata consist of a regional mosaic of shelf margin reef, lagoon, and peritidal facies associated with contemporaneous evaporite deposition; fore-shelf facies consist of resedimented shelf margin deposits. Numerous relative sea-level fluctuations that resulted in the formation of Type 1 and 2 unconformities are recognized throughout this section. Mean stable oxygen and carbon isotopic compositions of the shelf strate suggest that dolomitization occurred essentially syndepositionally, likely by interaction with normal marine( ) and hypersaline fluids. In fore-shelf strata petrographic evidence, in combination with paleotemperature estimates from isotopic data and the burial depth-temperature history of these rocks, suggest relatively early (late Permian) dolomitization in rock-dominated systems. Three possible modes of dolomitization could have affected these fore-shelf beds: (1) dolomitization by reflux of normal-marine and/or hypersaline fluids during sea level highstands or lowstands; (2) dolomitization by mixed meteoric-marine fluids during lowstands; and (3) replacement by calcic dolomites via reaction with circulating marine fluids during deposition and early, shallow burial without organic matter influences. The latter mode of origin, however, is favored for most of the rocks examined on the basis of the slightly positive carbon isotopic compositions, Sr versus MgCO{sub 3} compositions (mean Sr 61 ppm, mean MgCO{sub 3} 49.5), and low Mn contents (mean 61 ppm) of the dolomites, although later burial recrystallization is indicated by their relatively depleted isotopic compositions.

  18. Geologic reconnaissance of natural fore-reef slope and a large submarine rockfall exposure, Enewetak Atoll

    In 1958 a submarine rockfall exposed a cross section through the reef and fore-reef deposits along the northwestern margin of Enewetak Atoll, Marshall Islands. Removal of more than 10/sup 8/ MT of rock left a cirque-shaped submarine scarp 220 m high, extending back 190 m into the modern reef, and 1000 m along the reef trend. The scarp exposed older, steeply dipping beds below 220 m along which the rockfall detached. They sampled this exposure and the natural fore-reef slope surrounding it in 1984 and 1985 using a manned submersible. The natural slope in this area is characterized by three zone: (1) the reef plate, crest, and near fore reef that extends from sea level to -16 m, with a slope of less than 10/sup 0/, (2) the bypass slope that extends from -16 to -275 m, with slopes of 55/sup 0/ decreasing to 35/sup 0/ near the base, and (3) a debris slope of less than 35/sup 0/ below -275 m. Vertical walls, grooves, and chutes, common on other fore-reef slopes, are sparse on the northwestern slope of Enewetak. The scarp exposes three stratigraphic units that are differentiated by surficial appearance: (1) a near-vertical wall from the reef crest to 76 m that appears rubbly, has occasional debris-covered ledges, and is composed mainly of coral; (2) a vertical to overhanging wall from -76 m to -220 m that is massive and fractured, and has smooth, blocky surfaces; and (3) inclined bedding below -220 m along which the slump block has fractured, exposing a dip slope of hard, dense, white limestone and dolomite that extends below -400 m. Caves occur in all three units. Open cement-lined fractures and voids layered with cements are most common in the middle unit, which now lies within the thermocline. Along the sides of the scarp are exposed fore-reef boulder beds dipping at 30/sup 0/ toward the open sea; the steeper (55/sup 0/) dipping natural surface truncates these beds, which gives evidence of the erosional nature of the bypass slope.

  19. Regional distribution and chemical characterization of Permian Capitan fore-reef slope dolomite: Implications for paleohydrology

    Dolomitized fore-reef slope facies recently have become significant targets for petroleum exploration in the Permian basin and elsewhere. Despite this, very little is known about the dolomitization process that largely controls porosity distribution in this facies. An integrated field, petrographic, and geochemical study has been conducted in the fore-reef slope strata of the Permian Capitan Formation to provide insight into this problem. Dolomitization of the Capitan fore-reef slope facies ranges from 0 to 100%. Regionally, the variation is related to stratigraphic age, with older forereef slope facies more dolomitized than younger facies. This generalization is consistent throughout the Guadalupe Mountains and appears to continue into the subsurface. On a local scale, more permeable beds were the first dolomitized, and within these, dolomitization decreases downslope. In the Capitan reef facies, dolomitization is restricted to vertical karst breccia pipes and other zones of high primary porosity. The majority of Capitan dolomite is finely crystalline (5-30 {mu}) with average {delta}{sup 18}O = 0.9 and {delta}{sup 13}C = 5.9. A second coarser (130-{mu}) dolomite generation is also present but is not as volumetrically important. The relative positive (for the Late Permian) {delta}{sup 18}O values indicates an evaporitively concentrated dolomitizing fluid. The most likely paleohydrologic model for the main phase of forereef slope dolomitization calls for descending hypersaline brines passing through the reef facies in vertical karst breccia pipes and then following permeable beds down the foreslope. Several sources are possible for these brines, with the most likely being the hypersaline back-reef lagoonal environment.

    The relationship between the Franciscan complex and Knoxville shales in the Californian Coast Ranges has been the subject of debate for a considerable period of time. Initially, gradational and unconformable relationships for the contact were proposed. This was followed by the recognition, at some localities, of a thrust fault contact. Plate tectonics has provided a framework for interpretation of the Franciscan complex as an accretionary prism related to subduction of oceanic crust and the Great Valley sequence, including the Knoxville shales, as fore-arc basin deposits. Thus, the contact between the two units was the initial site of the Benioff zone, which then migrated westward as the accretionary prism developed. In the Franciscan complex and Great Valley sequence many thrusts have been recognized recently. At different localities, the Franciscan complex can be observed juxtaposed against various units of the Great Valley sequence, suggesting a complicated thrusting history subsequent to initiation of the Benioff zone. Some of the thrusts had movement during development of the accretionary prism, but movement on others may be post-subduction in time. The term ''Coast Range thrust'' has been used to refer to the contact, but in recent years its meaning has become blurred by liberalization and excessive use. It is proposed that the term be used only as originally proposed, that is, as the thrust that juxtaposes the Franciscan complex and the ophiolitic base of the Great Valley sequence.

  2. Wolfcampian and early Leonardian fore-shelf carbonate debris production, Permian basin, west Texas

    Since 1980, a number of Wolfcampian and early Leonardian oil fields have been discovered in a previously unexplored carbonate environment of the Permian basin i.e. basinal fore-shelf debris. These fields range up to 25 MMBOE in size. The Permian basin formed during the Early Pennsylvanian through the earliest Leonardian. Carbonate buildups dominated shelf-edge deposition and a syntectonic wedge of shelf debris was shed into the basins during both high and low sea level stands. Combined eustatic and tectonic sea level fluctuations of over 300 ft have been documented. The geometry, texture, and seismic expression of the debris changes with depositional slope, which ranges from very steep fault-block edges on the Central Basin platform to gentle ramps on the eastern shelf. Productive, low-stand deposits derived from steep shelf edges, consist of turbidite grainstones; clean, very coarse, lithoclastic, debris flaws; and allochthonous slide blocks. These deposits were derived from point sources on the eroded shelf and have a single-lobe or multi-lobe fan geometry. Debris clasts commonly display subaerial lithification and leaching. Lowstand fans extend 4-8 mi into the basin. Productive, lowstand deposits derived from ramp settings have a submarine channel geometry and consist dominantly of grainstone and packstone. Porosity has been enhanced by late subsurface solution. Nonproductive, highstand deposits were derived from a line source and have an apron geometry. These deposits consist of thinly bedded shaly, bioclastic turbidites with no evidence of lithification before final transport.

    Late Pleistocene reef terraces in southeastern Barbardos developed extensive fore-reef sand facies during deposition in response to high-energy windward-facing conditions. Sedimentology and diagenesis of these deposits illustrate significant contrasts with previous studies from the leeward west coast. These calcarenites are dominantly skeletal packstones with less common grainstones and wackestones present. The fore-reef sand facies occurs within progradational reef sequences, being conformably overlain by deep-water head coral facies. Medium-bedded, laterally continuous sand sheets retain original depositional slopes, dipping seaward at 10/degrees/-15/degrees/. These fore-reef deposits, in places, are over 30 m thick (average 20 m) and developed rapidly during late Pleistocene glacio-eustatic sea level highstands. Sedimentation rate ranges from 2 to 5 m/1000 years. Areal extent of fore-reef calcarenites in southeastern Barbados is estimated to be 8-10 km/sup 2/. Lithologically, the packstones are composed of an abundance of coralline red algae and the benthic foraminifer Amphistegina sp. Other volumetrically significant allochems include echinoids, mollusks, rhodoliths, peloids, and micritized grains. Micrite in the wackestone and packstone lithologies is likely derived from intense physical/mechanical abrasion of shoal-water reef facies. Diagenesis of these lithologies reflects a complex interplay of meteoric, mixing zone, and marine environments as a result of glacio-eustasy. Differences in diagenetic character are derived from differences in terrace ages, terrace geometry, a paleotopographic control on meteoric ground-water distribution, and high-energy coastal conditions. Diagenetic fabrics include equant, blocky meteoric phreatic calcite; limpid dolomite of mixing zone origin: and peloidal and isopachous fibrous cements from marine precipitation.

    This paper describes the use of xenon difluoride to clean deposits in the source housing, source turbo pump, and source turbo pump fore-line of ion implanters. Xenon difluoride has previously been shown to be effective in increasing the lifetime of the ion source{sup 1,2} and this paper presents an extension of the technology to other areas within the tool. Process by-products that are deposited in the source housing, turbo pump, and turbo pump fore-line can not only pose productivity issues, in the case of coatings on insulators, but can also be flammable and toxic in the case of deposits formed within the turbo pump and fore-line. The results presented in this paper detail the initial successful examples of using xenon difluoride to clean these deposits.ATMI has shown that xenon difluoride is capable of cleaning an insulator in an ion implanter. Typically during use an insulator will become increasingly coated with deposits that could lead to productivity problems. By introducing xenon difluoride into the source housing the insulator residues were effectively cleaned in-situ, thereby extending the maintenance interval and resulting in significant consumable savings.Similar deposits that form in the turbo pump and fore-line could not only lead to production problems due to turbo pump failure or fore-line build-up, but pose significant health risks during the ex-situ cleaning process. Through internal testing ATMI has shown that xenon difluoride is able to clean phosphorus and germanium deposits located within a turbo pump. Additionally, testing has demonstrated that the turbo pump fore-line can be cleaned in-situ without the need to remove these components, thereby virtually eliminating the possibility of fires. The cleaning reaction progress and by-products were monitored using FTIR spectrometry and thermocouples.In order to efficiently clean the source housing, turbo pump, and turbo pump fore-line xenon difluoride delivery must be optimized.     The environmental monitoring program, which began in 1984, continued during 1989 at the St. Louis Airport Site (SLAPS) in St. Louis County, Missouri. SLAPS and its vicinity properties, including ditches north and south of the site, were designated for cleanup as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a United States Department of Energy (DOE) program to identify and decontaminate or otherwise control sites where residual radioactive material remains from the early years of the nation's atomic energy program. The monitoring program at SLAPS measures radon concentrations in air; external gamma dose rates; and uranium, thorium, and radium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater. To assess the potential effect of SLAPS on public health, the potential radiation dose was estimated for a hypothetical maximally exposed individual. This report presents the findings of the environmental monitoring program conducted at the St. Louis Airport Site (SLAPS) during calendar year 1989. 19 refs., 13 figs., 14 tabs.

    The purpose of this paper is to present lessons learned from fours years' experience conducting Remedial Investigation and Remedial Action activities at the St. Louis Downtown Site (SLDS) under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Many FUSRAP sites are experiencing challenges conducting Remedial Actions within forecasted volume and budget estimates. The St. Louis FUSRAP lessons learned provide insight to options for cost effective remediation at FUSRAP sites. The lessons learned are focused on project planning (budget and schedule), investigation, design, and construction.

    ST Microelectronics microcontrollers and processors are readily available, capable and economical processors. Unfortunately they lack a broad user base like similar offerings from Texas Instrument, Atmel, or Microchip. All of these devices could be useful in economical devices for remote sensing applications used with environmental sensing. With the increased need for environmental studies, and limited budgets, flexibility in hardware is very important. To that end, and in an effort to increase open support of ST devices, I am sharing my teams' experience in interfacing a common environmental sensor communication protocol (SDI-12) with ST devices.

    The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS).     Integrated scenario simulations are done for NSTX [National Spherical Torus Experiment] that address four primary milestones for developing advanced ST configurations: high {beta} and high {beta}{sub N} inductive discharges to study all aspects of ST physics in the high-beta regime; non-inductively sustained discharges for flattop times greater than the skin time to study the various current-drive techniques; non-inductively sustained discharges at high {beta} for flattop times much greater than a skin time which provides the integrated advanced ST target for NSTX; and non-solenoidal start-up and plasma current ramp-up. The simulations done here use the Tokamak Simulation Code (TSC) and are based on a discharge 109070. TRANSP analysis of the discharge provided the thermal diffusivities for electrons and ions, the neutral-beam (NB) deposition profile, and other characteristics. CURRAY is used to calculate the High Harmonic Fast Wave (HHFW) heating depositions and current drive. GENRAY/CQL3D is used to establish the heating and CD [current drive] deposition profiles for electron Bernstein waves (EBW). Analysis of the ideal-MHD stability is done with JSOLVER, BALMSC, and PEST2. The simulations indicate that the integrated advanced ST plasma is reachable, obtaining stable plasmas with {beta} {approx} 40% at {beta}{sub N}'s of 7.7-9, I{sub P} = 1.0 MA, and B{sub T} = 0.35 T. The plasma is 100% non-inductive and has a flattop of 4 skin times. The resulting global energy confinement corresponds to a multiplier of H{sub 98(y,2)} = 1.5. The simulations have demonstrated the importance of HHFW heating and CD, EBW off-axis CD, strong plasma shaping, density control, and early heating/H-mode transition for producing and optimizing these plasma configurations.

    The US Department of Energy (DOE) is implementing a cleanup program for three groups of properties in the St. Louis, Missouri, area: the St. Louis Downtown Site (SLDS), the St. Louis Airport Site (SLAPS) and vicinity properties, and the Latty Avenue Properties, including the Hazelwood Interim Storage Site (HISS). The general location of these properties is shown in Figure 1; the properties are referred to collectively as the St. Louis Site. None of the properties are owned by DOE, but each property contains radioactive residues from federal uranium processing activities conducted at the SLDS during and after World War 2. The activities addressed in this environmental evaluation/cost analysis (EE/CA) report are being proposed as interim components of a comprehensive cleanup strategy for the St. Louis Site. As part of the Department's Formerly Utilized Sites Remedial Action Program (FUSRAP), DOE is proposing to conduct limited decontamination in support of proprietor-initiated activities at the SLDS, commonly referred to as the Mallinckrodt Chemical Works. The primary goal of FUSRAP activity at the SLDS is to eliminate potential environmental hazards associated with residual contamination resulting from the site's use for government-funded uranium processing activities. 17 refs., 3 figs., 5 tabs.

    Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    The Federal government plays a key role in supporting the country's science infrastructure, a national treasure, and scientific research, an investment in our future. Scientific discoveries transform the way we think about our universe and ourselves, from the vastness of space to molecular-level biology. In innovations such as drugs derived through biotechnology and new communications technologies we see constant evidence of the power of science to improve lives and address national challenges. We had not yet learned to fly at the dawn of the 20th century, and could not have imagined the amazing 20th century inventions that we now take for granted. As we move into the 21st century, we eagerly anticipate new insights, discoveries, and technologies that will inspire and enrich us for many decades to come. This report presents the critical responsibilities of our Federal science enterprise and the actions taken by the Federal research agencies, through the National Science and Technology Council, to align our programs with scientific opportunity and with national needs. The many examples show how our science enterprise has responded to the President's priorities for homeland and national security, economic growth, health research, and the environment. In addition, we show how the science agencies work together to set priorities; coordinate related research programs; leverage investments to promote discovery, translate science into national benefits, and sustain the national research enterprise; and promote excellence in math and science education and work force development.

  9. Ground-water flow and ground- and surface-water interaction at the Weldon Spring quarry, St. Charles County, Missouri

    Ground-water-level measurements to support remedial actions were made in 37 piezometers and 19 monitoring wells during a 19-month period to assess the potential for ground-water flow from an abandoned quarry to the nearby St. Charles County well field, which withdraws water from the base of the alluvial aquifer. From 1957 to 1966, low-level radioactive waste products from the Weldon Spring chemical plant were placed in the quarry a few hundred feet north of the Missouri River alluvial plain. Uranium-based contaminants subsequently were detected in alluvial ground water south of the quarry. During all but flood conditions, lateral ground-water flow in the bedrock from the quarry, as interpreted from water-table maps, generally is southwest toward Little Femme Osage Creek or south into the alluvial aquifer. After entering the alluvial aquifer, the ground water flows southeast to east toward a ground-water depression presumably produced by pumping at the St. Charles County well field. The depression position varies depending on the Missouri River stage and probably the number and location of active wells in the St. Charles County well field.

    The St. Louis Airport/Hazelwood Iterim Storage/Futura Coatings Company, a National Priorities List site, is in St. Louis County, Missouri. From 1946 to 1973, the site was used to store radioactive materials resulting from uranium processing. High levels of uranium, thorium, radium, and radon were detected in soil, groundwater, and air. The site is still being used to store radioactive materials. The Agency for Toxic Substances and Disease Registry considers the St. Louis Airport site to be an indeterminate public health hazard. Although there are emissions of radon and the presence of thorium in on-site air and off-site soils and the emission of radiation resulting from the presence of these materials is not currently considered a health hazard. At present conditions, the concentration of radon off-site is indistinguishable from background levels. However, in the past, these contaminants may have been present at levels of health concern.

    This study examines the changes of landfalling atmospheric rivers (ARs) over the west coast of North America in response to future warming using model outputs from the Coupled Model Intercomparison Project phase 5 (CMIP5). The result reveals a strikingly large magnitude of increase of AR days by the end of the 21st century in the RCP8.5 climate change scenario, with fractional increases ranging between ~50% and 600%, depending on the seasons and the landfall locations. These increases are predominantly controlled by the super-Clausius-Clapeyron rate of increase of atmospheric water vapor with warming, while changes of winds that transport moisture in the ARs, or dynamical effect, mostly counter the thermodynamical effect of increasing water vapor, limiting the increase of AR events in the future. The consistent negative effect of wind changes on AR days during spring and fall can be further linked to the robust poleward shift of the subtropical jet in the North Pacific basin.

    The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

    Owned and operated by large public electric utilities, district steam systems flourished in most northern US cities in the first half of this century. Following World War II, however, district steam systems became minor and, in some cases, unprofitable portions of the utilities' operations. Consequently, public utilities ceased promoting district steam to existing and potential customers, leading to the decline of their use. In recent years, district steam systems have been revitalized by independent enterprises that have the commitment and expertise to make these systems once again reliable and cost-effective energy sources. This paper reports on one such system, The St. Louis Steam Loop. The St. Louis steam loop consists of 22 miles of insulated underground steam piping encompassing a 400-square block area in the city's downtown business district. The loop is supplied with steam by the Ashley Plant, which was built in 1904 for the St. Louis World's Fair. Due to the rising cost of oil, which has been used to fuel the Ashley Plant since 1972, and the subsequent loss of customers, many people considered the steam system a dinosaur in the jet age. In 1982, Trigen-St. Louis Energy Corporation purchased the steam system and embarked on an aggressive campaign to upgrade all aspects of the system, including valves, piping, and meters. In 1999, Trigen-St. Louis will install an ISMW state-of-the-art combustion turbine cogenerator to provide 95% of the steam to the steam loop. A primary reason for the St. Louis Steam Loop's longevity is that it has reliably supplied steam to many downtown buildings for the better part of the 20th century.

    A macroeconometric model describing the St. Lucian economy was developed using 1970 to 1982 economic data. Results of macroeconometric forecasts for the period 1983 through 1985 show an increase in gross domestic product (GDP) for 1983 and 1984 with a decline in 1985. The rate of population growth is expected to exceed GDP growth so that a small decline in per capita GDP will occur. We forecast that garment exports will increase, providing needed employment and foreign exchange. To obtain a longer-term but more general outlook on St. Lucia's economy, and to evaluate the benefit of geothermal energy development, we applied a nonlinear programming model. The model maximizes discounted cumulative consumption.

    The US Department of Energy (DOE) proposes to lease the Strategic Petroleum Reserve`s (SPR) St. James Terminal to private industry. The St. James Terminal consists of six storage tanks, a pumping station, two maine docks and ancillary facilities. DOE believes that the St. James Terminal presents an opportunity to establish a government- industry arrangement that could more effectively use this asset to serve the nations`s oil distribution needs, reduce the operational cost of the SPR, and provide a source of revenue for the Government. DOE solicited interest in leasing its distribution facilities in a notice published March 16, 1994. In response, industry has expressed interest in leasing the St. James Terminal, as well as several DOE pipelines, to enhance the operation of its own facilities or to avoid having to construct new ones. Under such a lease, industry use would be subordinate to DOE use in the event of a national energy emergency. This Environmental Assessment describes the proposed leasing operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) OF 1969 and has issued the Finding of No Significant Impact (FONSI).

    According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

  1. Using a Neural Network to Determine the Hatch Status of the AERI at the ARM North Slope of Alaska Site

    The fore-optics of the Atmospheric Emitted Radiance Interferometer (AERI) are protected by an automated hatch to prevent precipitation from fouling the instrument's scene mirror (Knuteson et al. 2004). Limit switches connected with the hatch controller provide a signal of the hatch state: open, closed, undetermined (typically associated with the hatch being between fully open or fully closed during the instrument's sky view period), or an error condition. The instrument then records the state of the hatch with the radiance data so that samples taken when the hatch is not open can be removed from any subsequent analysis. However, the hatch controller suffered a multi-year failure for the AERI located at the ARM North Slope of Alaska (NSA) Central Facility in Barrow, Alaska, from July 2006-February 2008. The failure resulted in misreporting the state of the hatch in the 'hatchOpen' field within the AERI data files. With this error there is no simple solution to translate what was reported back to the correct hatch status, thereby making it difficult for an analysis to determine when the AERI was actually viewing the sky. As only the data collected when the hatch is fully open are scientifically useful, an algorithm was developed to determine whether the hatch was open or closed based on spectral radiance data from the AERI. Determining if the hatch is open or closed in a scene with low clouds is non-trivial, as low opaque clouds may look very similar spectrally as the closed hatch. This algorithm used a backpropagation neural network; these types of neural networks have been used with increasing frequency in atmospheric science applications.

    There are 1.4 Gt (1.5 billion st) of recoverable coal under less than 914 m (3,000 ft) of cover in Colorado in pitching seams. Snowmass Coal Co., in cooperation with the US Department of Energy, introduced the longwall mining method in pitching seams to North America. This venture is a coal mining research program directed toward the profitable production of coal under difficult mining conditions as found in pitching seams of the western US. Snowmass Coal classifies pitching seams into the following categories for longwall on the strike in seams 3 m (10 ft) or less thick: Flat = 0 to 10/sup 0/: Normal continuous mines and shuttle cars work efficiently. Slight = 10/sup 0/ to 22/sup 0/: The maximum pitch that rubber tired equipment will function. Moderate = 22/sup 0/ to 40/sup 0/: The angle of repose of mined coal. Steep = 40/sup 0/ to 60/sup 0/: The limit of safe use of this roof support. Vertical = over 60/sup 0/. The longwall roof support covered here will work in all pitches except vertical. The shearer and conveyor will work in flat through moderate conditions. Longwalling across strike with this equipment in seam pitch over 60/sup 0/ could be accomplished with an inclined face. Development of the first longwall panel began in 1979 and was completed in 1981. The longwall equipment was installed and mining began on Aug. 11, 1981. Snowmass' performance shows that the capacity of a longwall operating on moderate pitch, up to 45/sup 0/, should be the same as a flat seam longwall. The actual roof support method of troika concept has excellent maneuverability, good support, and low maintenance. The shearer has proven power to operate on moderate pitching seams.

    The 21st Century Jobs Initiative has been launched in the context of new realities in Washington, D.C., rapid restructuring of the US economy and accelerating changes in the makeup of the East Tennessee economy driven by these and other external economic forces. Continuing downward pressure on Federal budgets for programs that support three key institutions in the region - DOE`s Oak Ridge complex, the Tennessee Valley Authority and research programs of the University of Tennessee - are especially threatening to the region. With a large part of its economy dependent on Federal spending, the area is at risk of troublesome impacts that could ripple out from the Oak Ridge and Knoxville home of these institutions throughout the entire 15-county {open_quotes}Resource Valley.{close_quotes} As these economic forces play out in the region`s economy, important questions arise. How will East Tennessee {open_quotes}earn its living{close_quotes} in the future if the Federal government role in the economy shrinks? What kind of new industries will be formed to replace those at risk due to Federal cutbacks and economic restructuring? Where will the jobs come from for the next generation of job seekers? These are among the questions driving the 21st Century Jobs Initiative, an action-oriented program designed and implemented by local leaders in response to the economic challenges facing East Tennessee. Fortunately, the region`s economy is strong today. Unemployment is at near record lows in most counties. Moreover, leaders are increasingly aware of the threats on the horizon and are already moving to action. And the impacts from the forces at work on the economy will probably come slowly, over the next decade or so. Based on economic research and input from local leaders knowledgeable about the economy, the 21st Century Jobs Initiative has set forth a strategic economic development plan for the region.

    n 2012, the National Cancer Institute (NCI) engaged the scientific community to provide a vision for cancer epidemiology in the 21st century. Eight overarching thematic recommendations, with proposed corresponding actions for consideration by funding agencies, professional societies, and the research community emerged from the collective intellectual discourse. The themes are (i) extending the reach of epidemiology beyond discovery and etiologic research to include multilevel analysis, intervention evaluation, implementation, and outcomes research; (ii) transforming the practice of epidemiology by moving toward more access and sharing of protocols, data, metadata, and specimens to foster collaboration, to ensure reproducibility and replication, and accelerate translation; (iii) expanding cohort studies to collect exposure, clinical, and other information across the life course and examining multiple health-related endpoints; (iv) developing and validating reliable methods and technologies to quantify exposures and outcomes on a massive scale, and to assess concomitantly the role of multiple factors in complex diseases; (v) integrating big data science into the practice of epidemiology; (vi) expanding knowledge integration to drive research, policy, and practice; (vii) transforming training of 21st century epidemiologists to address interdisciplinary and translational research; and (viii) optimizing the use of resources and infrastructure for epidemiologic studies. These recommendations can transform cancer epidemiology and the field of epidemiology, in general, by enhancing transparency, interdisciplinary collaboration, and strategic applications of new technologies. They should lay a strong scientific foundation for accelerated translation of scientific discoveries into individual and population health benefits.

    In October 1997, Congress transferred the Formerly Utilized Sites Remedial Action Program (FUSRAP) from the Department of Energy (DOE) to the United States Army Corps of Engineers (USACE). FUSRAP addresses contamination generated by activities of the Manhattan Engineering District and the Atomic Energy Commission during the 1940's and 50's in support of the nation's nuclear weapons development program. The USACE Operation Order for FUSRAP gave responsibility for remediation of five sites in Missouri and Illinois to the USACESt. Louis District. The principal site is the St. Louis Airport Site (SLAPS), which involves the removal, transportation, disposal, and restoration of approximately 28 acres and 245,000 bank cubic yards (bcy) of contaminated soils. This paper will focus on the progress and achievements in removal action efficiencies of the SLAPS team. This team consists primarily of the USACE and Stone & Webster, Incorporated.

    In February 1995, leakage into the quench tank of the St. Lucie Nuclear Station Unit 1 was becoming an operational concern. This internal leak resulted in measurable increases in both the temperature and level of the quench tank water, and was so severe that, if the trend continued, plant shut down would be necessary. Preliminary diagnosis based on in-plant instrumentation indicated that any one of 11 valves might be leaking into the quench tank. This paper describes the joint effort by two teams of engineers--one from Florida Power & Light, the other from Framatome Technologies--to identify the sources of the leak, using the latest technology developed for valve diagnosis.
