    The influence of recirculating warm plume air on the performance of mechanical-draft cooling towers is investigated analytically, numerically and experimentally. It is shown that the amount of recirculation that occurs is a function of the flow and the thermal and geometric characteristics of the tower. The presence of a wind wall tends to reduce the mount of recirculation. An equation is presented with which the performance effectiveness due to recirculation can be evaluated approximately for a mechanical-draft cooling tower.

    The US Nuclear Regulatory Commission (NRC) is proposing to amend the requirements of 10 CFR Part 50, ''Domestic Licensing of Production and Utilization Facilities.'' These amendments would allow licensees to use realistic calculations, as opposed to the currently required conservative calculations, to show the acceptability of the emergency core cooling system (ECCS) performance. The proposed amendments would also require that the uncertainty of each realistic calculation be determined and that this uncertainty be included in the calculation as a safety factor. The NRC staff has prepared this regulatory guide in draft form to allow the public to participate in the development of guidance on acceptable methods of complying with the proposed amendments.

  8. Safety aspects of forced flow cooldown transients in Modular High Temperature Gas-Cooled Reactors

    During some of the design basis accidents in Modular High Temperature Gas Cooled Reactors (MHTGRs), the main Heat Transport System (HTS) and the Shutdown Cooling System n removed by the passive Reactor (SCS) are assumed to have failed. Decay heat is the Cavity Cooling System (RCCS) only. If either forced flow cooling system becomes available during such a transient, its restart could significantly reduce the down-time. This report used the THATCH code to examine whether such restart, during a period of elevated core temperatures, can be accomplished within safe limits for fuel and metal component temperatures. If the reactor is scrammed, either system can apparently be restarted at any time, without exceeding any safe limits. However, under unscrammed conditions a restart of forced cooling can lead to recriticality, with fuel and metal temperatures significantly exceeding the safety limits.

    Cryogenic pumps designed to circulate super-critical helium are commonly deemed necessary in many super-conducting magnet and other cooling applications. Acknowledging that these pumps are often located at the coldest temperature levels, their use introduces risks associated with the reliability of additional rotating machinery and an additional load on the refrigeration system. However, as it has been successfully demonstrated, this objective can be accomplished without using these pumps by the refrigeration system, resulting in lower system input power and improved reliability to the overall cryogenic system operations. In this paper we examine some trade-offs between using these pumps vs. using the refrigeration system directly with examples of processes that have used these concepts successfully and eliminated using such pumps

  10. Forced Two-Phase Helium Cooling Scheme for the Mu2e Transport Solenoid

    The Mu2e Transport Solenoid (TS) is an S-shaped magnet formed by two separate but similar magnets, TS-u and TS-d. Each magnet is quarter-toroid shaped with a centerline radius of approximately 3 m utilizing a helium cooling loop consisting of 25 to 27 horizontal-axis rings connected in series. This cooling loop configuration has been deemed adequate for cooling via forced single phase liquid helium; however it presents major challenges to forced two-phase flow such as “garden hose” pressure drop, concerns of flow separation from tube walls, difficulty of calculation, etc. Even with these disadvantages, forced two-phase flow has certain inherent advantages which make it a more attractive option than forced single phase flow. It is for this reason that the use of forced two-phase flow was studied for the TS magnets. This paper will describe the analysis using helium-specific pressure drop correlations, conservative engineering approach, helium properties calculated and updated at over fifty points, and how the results compared with those in literature. Based on the findings, the use of forced-two phase helium is determined to be feasible for steady-state cooling of the TS solenoids

    A review of general techniques and specific methods useful in the optimization of solar heating and cooling systems is undertaken. A discussion of the state-of-the-art and the principal problems in both the simplified thermal performance analysis and economic analysis portions of the optimization problem are presented. Sample economic analyses are performed using several widely used economic criteria. The predicted thermal results of one typical, widely used simplified method is compared to detailed simulation results. A methodology for and the results of a sensitivity study of key economic parameters in the life cycle cost method are presented. Finally, a simple graphical optimization technique based on the life cycle cost method is proposed.

    Reduction of the 6-dimensional phase-space of a muon beam by several orders of magnitude is a key requirement for a Muon Collider. Recently, a 12-stage rectilinear ionization cooling channel has been proposed to achieve that goal. The channel consists of a series of low frequency (325 MHz-650 MHz) normal conducting pillbox cavities, which are enclosed with thin beryllium windows (foils) to increase shunt impedance and give a higher field on-axis for a given amount of power. These windows are subject to ohmic heating from RF currents and Lorentz force from the EM field in the cavity, both of which will produce out of the plane displacements that can detune the cavity frequency. In this study, using the TEM3P code, we report on a detailed thermal and mechanical analysis for the actual Be windows used on a 325 MHz cavity in a vacuum ionization cooling rectilinear channel for a Muon Collider.

  15. Transient Thermal Response of the Pb-AHTR to Loss of Forced Cooling

    In liquid-salt cooled high temperature reactors, such as the Pebble Bed Advanced High Temperature Reactor (PB-AHTR), natural circulation of the liquid salt provides the primary decay heat removal mechanism during transients such as the loss of forced cooling (LOFC) transient. Because this natural circulation is highly effective, for LOFC the temperature differences across the core of the PB-AHTR are much lower than in modular helium reactors (MHR), where decay heat removal occurs primarily by thermal radiation and conduction. This allows the PB-AHTR to operate with much higher power density than a comparable MHR, which in turn provides the potential for attractive economics. This paper reports RELAP5-3D simulations for the PB-AHTR that verify its excellent response to LOFC transients. (authors)

  16. Responses to comments received on the draft final report of the Secretary of Energy Advisory Board Task Force on Radioactive Waste Management

    The Task Force solicited comments on its Draft Final Report from a variety of sources. Letters were sent to over 400 individuals who had expressed interest in the interest in the Department`s radioactive waste, management programs, a notice was placed in the Federal Register, the morning session of the January 1993 meeting of the full Secretary of Energy Advisory Board was given over to discussion of the draft, and Task Force members and staff presented the effort at several professional meetings. Altogether 32 written comments were received. They are reproduced here, followed in each case by the Task Force`s response to specific suggestions made to improve the draft. (The panel did not respond to comments that simply reflected policy preferences or that praised the group`s effort.) With one exception, those specific suggestions are highlighted and given a letter designation from {open_quotes}A{close_quotes} to {open_quotes}Z{close_quotes}. The Task Force`s responses, written in the Fall 1993, are labeled in a like manner. For the one exception, a comments submitted by Judy Treichel, the Task Force`s response is printed on copies of her annotated pages.

  19. Thermal-Hydraulic Analyses of Transients in an Actinide-Burner Reactor Cooled by Forced Convection of Lead Bismuth

    The Idaho National Engineering and Environmental Laboratory (INEEL) and the Massachusetts Institute of Technology (MIT) are investigating the suitability of lead or leadbismuth cooled fast reactors for producing low-cost electricity as well as for actinide burning. The current analysis evaluated a pool type design that relies on forced circulation of the primary coolant, a conventional steam power conversion system, and a passive decay heat removal system. The ATHENA computer code was used to simulate various transients without reactor scram, including a primary coolant pump trip, a station blackout, and a step reactivity insertion. The reactor design successfully met identified temperature limits for each of the transients analyzed.

    The railplug is a plasma ignitor capable of injecting a high energy plasma jet into a combustion chamber of an internal combustion engine or continuous combustion system. An improved railplug is provided which has dual coaxial chambers (either internal or external to the center electrode) that provide for forced convective cooling of the electrodes using the normal pressure changes occurring in an internal combustion engine. This convective cooling reduces the temperature of the hot spot associated with the plasma initiation point, particularly in coaxial railplug configurations, and extends the useful life of the railplug. The convective cooling technique may also be employed in a railplug having parallel dual rails using dual, coaxial chambers.

    Fouling of the film fill in cooling towers is becoming an increasingly serious problem in the Utility Industry. This paper discusses Florida Power Corporation's experience with fouling of film type fill in two mechanical draft and two natural draft towers. The two mechanical draft towers were placed in service as helper towers at the Anclote Plant in 1981. The two natural draft towers went into service at the Crystal River North Site in 1982 and 1984 for closed cycle cooling. All the towers are on salt water systems.

    The Interagency Coal Export Task Force was formed in the Spring of 1980 at the direction of the President, in support of the international efforts of the United States, encouraging the use of coal. Its purpose was to report on possible courses of action to increase United States steam coal exports in a manner consistent with other national policies, including our commitment to environmental protection. The Task Force assembled existing data, developed significant new information regarding the international coal market and undertook analyses of apparent problems underlying coal exports. The Task Force contributed to a public awareness of the fact that increased coal exports will serve both the domestic and international interests of the United States. Based upon extensive, independent field studies in Europe and the Far East, the Task Force concludes that there will be significant growth in world demand for steam coal. Such growth has already begun, has contributed to the almost seven-fold increase in United States overseas steam coal exports for 1990 over 1979, and is expected to continue beyond the end of this century. The growth in world steam coal trade projected in the report does not guarantee United States coal exporters a large or expanding share of the market. The United States' role depends on the buying strategies of the consuming countries, the policies and prices of competing exporters, and the actions taken by the United States to maintain reasonable prices, prompt delivery and dependable quality. Projections of United States steam coal exports, therefore, rest upon a number of highly uncertain factors which are discussed in some detail.

    In April 1990 Wright-Patterson Air Force Base (WPAFB) initiated an investigation to evaluate a potential CERCLA removal action to prevent, to the extent practicable, the migration of ground-water contamination in the Mad River Valley Aquifer within and across WPAFB boundaries. The action will be based on a Focused Feasibility Study with an Action Memorandum serving as a decision document that is subject to approval by the Ohio Environmental Protection Agency. The first phase (Phase 1) of this effort involves an investigation of ground-water contamination migrating across the southwest boundary of Area C and across Springfield Pike adjacent to Area B. Task 4 of Phase 1 is a field investigation to collect sufficient additional information to evaluate removal alternatives. The field investigation will provide information in the following specific areas of study: water-level data which will be used to permit calibration of the ground-water flow model to a unique time in history; and ground-water quality data which will be used to characterize the current chemical conditions of ground water.

    In April 1990, Wright-Patterson Air Force Base (WPAFB), initiated an investigation to evaluate a potential Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) removal action to prevent, to the extent practicable, the offsite migration of contaminated ground water from WPAFB. WPAFB retained the services of the Environmental Management Operations (EMO) and its principle subcontractor, International Technology Corporation (IT) to complete Phase 1 of the environmental investigation of ground-water contamination at WPAFB. Phase 1 of the investigation involves the short-term evaluation and potential design for a program to remove ground-water contamination that appears to be migrating across the western boundary of Area C, and across the northern boundary of Area B along Springfield Pike. Primarily, Task 4 of Phase 1 focuses on collection of information at the Area C and Springfield Pike boundaries of WPAFB. This Sampling and Analysis Plan (SAP) has been prepared to assist in completion of the Task 4 field investigation and is comprised of the Quality Assurance Project Plan (QAPP) and the Field Sampling Plan (FSP).

    This paper presents a calculation method for current continuous rating of cable lines that considers the actual environment conditions, such as different types of soil, change of geometrical disposition, etc... This method is based on the resolution in terms of limit differences. The results of a full scale experimental installation, were used to check the theoretical model precision. The comparison between the measured and calculated rise show a difference of 5% in general and a maximum of 7% which may be considered acceptable for line design.

    A nuclear reactor with provisions for selectively cooling the fuel elements is described. The reactor has a plurality of tubes extending throughout. Cylindrical fuel elements are disposed within the tubes and the coolant flows through the tubes and around the fuel elements. The fuel elements within the central portion of the reactor are provided with roughened surfaces of material. The fuel elements in the end portions of the tubes within the reactor are provlded with low conduction jackets and the fuel elements in the region between the central portion and the end portions are provided with smooth surfaces of high heat conduction material.

    This assessment covers three specific effects from the operation of the Total Energy (TE) demonstration: (1) air quality from combustion emissions of 600 kW diesel engines and auxiliary boilers fueled with No. 2 distillate oil, (2) noise levels from TE equipment operation, (3) cooling tower drift from two, 2220 gpm, forced-draft cooling towers. For the air quality study, measurements were performed to determine both the combustion emission rates and ground-level air quality at the Demonstration site. Stack analysis of NO/sub x/, SO/sub 2/, CO, particulates, and total hydrocarbons characterized emission rates over a range of operating conditions. Ground-level air quality was monitored during two six-week periods during the summer and winter of 1977. The noise study was performed by measuring sound levels in db(A) in the area within approximately 60 m of the CEB. The noise survey investigated the effects on noise distribution of different wind conditions, time of day or night, and condition of doors - open or closed - near the diesel engines in the CEB. In the cooling tower study, drift emission characteristics were measured to quantify the drift emission before and after cleaning of the tower internals to reduce fallout of large drift droplets in the vicinity of the CEB.

    A portable lightweight cooling apparatus for cooling a human body is disclosed, having a channeled sheet which absorbs sweat and/or evaporative liquid, a layer of highly conductive fibers adjacent the channeled sheet; and, an air-moving device for moving air through the channeled sheet, wherein the layer of fibers redistributes heat uniformly across the object being cooled, while the air moving within the channeled sheet evaporates sweat and/or other evaporative liquid, absorbs evaporated moisture and the uniformly distributed heat generated by the human body, and discharges them into the environment. Also disclosed is a method for removing heat generated by the human body, comprising the steps of providing a garment to be placed in thermal communication with the body; placing a layer of highly conductive fibers within the garment adjacent the body for uniformly distributing the heat generated by the body; attaching an air-moving device in communication with the garment for forcing air into the garment; removably positioning an exchangeable heat sink in communication with the air-moving device for cooling the air prior to the air entering the garment; and, equipping the garment with a channeled sheet in communication with the air-moving device so that air can be directed into the channeled sheet and adjacent the layer of fibers to expell heat and moisture from the body by the air being directed out of the channeled sheet and into the environment. The cooling system may be configured to operate in both sealed and unsealed garments.

    A cool roof increases the solar reflectance of the roof surface. By reflecting more sunlight, the roof surface maintains a cooler temperature. This decrease in temperature leads to less heat transfer through the roof into the building below. During the cooling season, the addition of a cool roof can decrease the cooling load of the building.

    A data center cooling system may include heat transfer equipment to cool a liquid coolant without vapor compression refrigeration, and the liquid coolant is used on a liquid cooled information technology equipment rack housed in the data center. The system may also include a controller-apparatus to regulate the liquid coolant flow to the liquid cooled information technology equipment rack through a range of liquid coolant flow values based upon information technology equipment temperature thresholds.

Disclosed is a cooling water distribution system for introducing cooling water by gravity uniformly over the outer surface of a steel containment vessel using an interconnected series of radial guide elements, a plurality of circumferential collector elements and collector boxes to collect and feed the cooling water into distribution channels extending along the curved surface of the steel containment vessel. The cooling water is uniformly distributed over the curved surface by a plurality of weirs in the distribution channels.

    A practical obstacle for stochastic cooling in high-energy colliders like RHIC is the large amount of power needed for the cooling system. Based on the coasting-beam Fokker-Planck (F-P) equation, we analytically derived the optimum cooling rate and cooling power for a beam of uniform distribution and a cooling system of linear gain function. The results indicate that the usual back-of-envelope formula over-estimated the cooling power by a factor of the mixing factor M. On the other hand, the scaling laws derived from the coasting-beam Fokker-Planck approach agree with those derived from the bunched-beam Fokker-Planck approach if the peak beam intensity is used as the effective coasting-beam intensity. A longitudinal stochastic cooling system of 4-8 GHz bandwidth in RHIC can effectively counteract intrabeam scattering, preventing the beam from escaping the RF bucket becoming debunched around the ring.

    A semiconductor cooling arrangement wherein a semiconductor is affixed to a thermally and electrically conducting carrier such as by brazing. The coefficient of thermal expansion of the semiconductor and carrier are closely matched to one another so that during operation they will not be overstressed mechanically due to thermal cycling. Electrical connection is made to the semiconductor and carrier, and a porous metal heat exchanger is thermally connected to the carrier. The heat exchanger is positioned within an electrically insulating cooling assembly having cooling oil flowing therethrough. The arrangement is particularly well adapted for the cooling of high power switching elements in a power bridge.

    A containment cooling system utilizes a naturally induced air flow and a gravity flow of water over the containment shell which encloses a reactor core to cool reactor core decay heat in two stages. When core decay heat is greatest, the water and air flow combine to provide adequate evaporative cooling as heat from within the containment is transferred to the water flowing over the same. The water is heated by heat transfer and then evaporated and removed by the air flow.     A gas-cooled nuclear reactor includes a central core located in the lower portion of a prestressed concrete reactor vessel. Primary coolant gas flows upward through the core and into four overlying heat-exchangers wherein stream is generated. During normal operation, the return flow of coolant is between the core and the vessel sidewall to a pair of motor-driven circulators located at about the bottom of the concrete pressure vessel. The circulators repressurize the gas coolant and return it back to the core through passageways in the underlying core structure. If during emergency conditions the primary circulators are no longer functioning, the decay heat is effectively removed from the core by means of natural convection circulation. The hot gas rising through the core exits the top of the shroud of the heat-exchangers and flows radially outward to the sidewall of the concrete pressure vessel. A metal liner covers the entire inside concrete surfaces of the concrete pressure vessel, and cooling tubes are welded to the exterior or concrete side of the metal liner. The gas coolant is in direct contact with the interior surface of the metal liner and transfers its heat through the metal liner to the liquid coolant flowing through the cooling tubes. The cooler gas is more dense and creates a downward convection flow in the region between the core and the sidewall until it reaches the bottom of the concrete pressure vessel when it flows radially inward and up into the core for another pass. Water is forced to flow through the cooling tubes to absorb heat from the core at a sufficient rate to remove enough of the decay heat created in the core to prevent overheating of the core or the vessel.

    The Direct Reactor Auxiliary Cooling System (DRACS) is a passive residual heat removal system proposed for the Fluoride-salt-cooled High-temperature Reactor (FHR) that combines the coated particle fuel and graphite moderator with a liquid fluoride salt as the coolant. The DRACS features three natural circulation/convection loops that rely on buoyancy as the driving force and are coupled via two heat exchangers, namely, the DRACS heat exchanger and the natural draft heat exchanger. A fluidic diode is employed to minimize the parasitic flow into the DRACS primary loop and correspondingly the heat loss to the DRACS during reactor normal operation, and to activate the DRACS in accidents when the reactor is shut down. While the DRACS concept has been proposed, there are no actual prototypic DRACS systems for FHRs built or tested in the literature. In this paper, a detailed scaling analysis for the DRACS is performed, which will provide guidance for the design of scaled-down DRACS test facilities. Based on the Boussinesq assumption and one-dimensional flow formulation, the governing equations are non-dimensionalized by introducing appropriate dimensionless parameters. The key dimensionless numbers that characterize the DRACS system are obtained from the non-dimensional governing equations. Based on the dimensionless numbers and non-dimensional governing equations, similarity laws are proposed. In addition, a scaling methodology has been developed, which consists of a core scaling and a loop scaling. The consistency between the core and loop scaling is examined via the reference volume ratio, which can be obtained from both the core and loop scaling processes. The scaling methodology and similarity laws have been applied to obtain a scientific design of a scaled-down high-temperature DRACS test facility.

    Cooling intense high-energy hadron beams remains a major challenge in modern accelerator physics. Synchrotron radiation is still too feeble, while the efficiency of two other cooling methods, stochastic and electron, falls rapidly either at high bunch intensities (i.e. stochastic of protons) or at high energies (e-cooling). In this talk a specific scheme of a unique cooling technique, Coherent Electron Cooling, will be discussed. The idea of coherent electron cooling using electron beam instabilities was suggested by Derbenev in the early 1980s, but the scheme presented in this talk, with cooling times under an hour for 7 TeV protons in the LHC, would be possible only with present-day accelerator technology. This talk will discuss the principles and the main limitations of the Coherent Electron Cooling process. The talk will describe the main system components, based on a high-gain free electron laser driven by an energy recovery linac, and will present some numerical examples for ions and protons in RHIC and the LHC and for electron-hadron options for these colliders. BNL plans a demonstration of the idea in the near future.

In the present conceptual design, we utilize the conventional election cooling method and adopted a multi-staged cooling scheme for reduction of and maintaining low beam emittances [2,3,4]. Two electron cooling facilities are required to support the scheme: one is a low energy (up to 2 MeV) DC cooler installed in the MEIC ion pre-booster (with the proton kinetic energy up to 3 GeV); the other is amore » high electron energy (up to 55 MeV) cooler in the collider ring (with the proton kinetic energy from 25 to 100 GeV). The high energy cooler, which is based on the ERL technology and a circulator ring, utilizes a bunched electron beam to cool bunched proton or ion beams. To complete the MEIC cooling concept and a technical design of the ERL cooler as well as to develop supporting technologies, an R&D program has been initiated at Jefferson Lab and significant progresses have been made since then.     Increasing the solar reflectance of the urban surface reduce its solar heat gain, lowers its temperatures, and decreases its outflow of thermal infrared radiation into the atmosphere. This process of 'negative radiative forcing' can help counter the effects of global warming. In addition, cool roofs reduce cooling-energy use in air conditioned buildings and increase comfort in unconditioned buildings; and cool roofs and cool pavements mitigate summer urban heat islands, improving outdoor air quality and comfort. Installing cool roofs and cool pavements in cities worldwide is a compelling win-win-win activity that can be undertaken immediately, outside of international negotiations to cap CO{sub 2} emissions. We propose an international campaign to use solar reflective materials when roofs and pavements are built or resurfaced in temperate and tropical regions.

    A solar-powered adsorption-desorption refrigeration and air conditioning system that uses nanostructural materials such as aerogels, zeolites, and sol gels as the adsorptive media. Refrigerant molecules are adsorbed on the high surface area of the nanostructural material while the material is at a relatively low temperature, perhaps at night. During daylight hours, when the nanostructural materials is heated by the sun, the refrigerant are thermally desorbed from the surface of the aerogel, thereby creating a pressurized gas phase in the vessel that contains the aerogel. This solar-driven pressurization forces the heated gaseous refrigerant through a condenser, followed by an expansion valve. In the condenser, heat is removed from the refrigerant, first by circulating air or water. Eventually, the cooled gaseous refrigerant expands isenthalpically through a throttle valve into an evaporator, in a fashion similar to that in more conventional vapor recompression systems.

    Reinforced concrete cooling towers of hyperbolic shell configuration find widespread application in utilities engaged in the production of electric power. In design of critical civil infrastructure of this type, it is imperative to consider all the possible loading conditions that the cooling tower may experience, an important loading condition in many countries is that of the earthquake excitation, whose influence on the integrity and stability of cooling towers is profound. Previous researches have shown that the columns supporting a cooling tower are sensitive to earthquake forces, as they are heavily loaded elements that do not possess high ductility, and understanding the behavior of columns under earthquake excitation is vital in structural design because they provide the load path for the self weight of the tower shell. This paper presents the results of a finite element investigation of a representative 'dry' cooling tower, using realistic horizontal and vertical acceleration data obtained from the recent and widely-reported Tabas, Naghan and Bam earthquakes in Iran. The results of both linear and nonlinear analyses are reported in the paper, the locations of plastic hinges within the supporting columns are identified and the ramifications of the plastic hinges on the stability of the cooling tower are assessed. It is concluded that for the (typical) cooling tower configuration analyzed, the columns that are instrumental in providing a load path are influenced greatly by earthquake loading, and for the earthquake data used in this study the representative cooling tower would be rendered unstable and would collapse under the earthquake forces considered.

    While sites generally have systems in place to monitor the health of Cray computers themselves, often the cooling systems are ignored until a computer failure requires investigation into the source of the failure. The Liebert XDP units used to cool the Cray XE/XK models as well as the Cray proprietary cooling system used for the Cray XC30 models provide data useful for health monitoring. Unfortunately, this valuable information is often available only to custom solutions not accessible by a center-wide monitoring system or is simply ignored entirely. In this paper, methods and tools used to harvest the monitoring data available are discussed, and the implementation needed to integrate the data into a center-wide monitoring system at the Oak Ridge National Laboratory is provided.

    The Title V permitting process is well underway for many industries and just beginning for others. Waste Management recently conducted the first in-depth reviews of draft Title V permits for some of its municipal solid waste (MSW) landfills. The Company`s comments on the draft permits were numerous. The draft permits contained some obvious as well as several less obvious errors. The results of these reviews identified a need to scrutinize carefully each and every draft permit issued to the Company`s landfills. The Company expects to require Title V permits for most of its 140 plus active landfills, due to the recently-enacted New Source Performance Standards for Municipal Solid Waste Landfills. Many issues of concern were encountered during the review. Had these issues not been identified, the facility would have had to live with an unnecessarily burdensome permit consisting of permit conditions that were more strict than the regulations required and lacking protections allowed by the law. This paper discusses many of the issues of concern identified during the draft permit review. Although many of the issues addressed in this paper are specific to MSW landfills, many of the issues are also applicable to Title V permits in general.

    We analyze the temperature relaxation phenomena of systems in contact with a thermal reservoir that undergoes a non-Markovian diffusion process. From a generalized Langevin equation, we show that the temperature is governed by a law of cooling of the Newton’s law type in which the relaxation time depends on the velocity autocorrelation and is then characterized by the memory function. The analysis of the temperature decay reveals the existence of an anomalous cooling in which the temperature may oscillate. Despite this anomalous behavior, we show that the variation of entropy remains always positive in accordance with the second law of thermodynamics.

    Electron cooling of the ion beams is one critical R&D to achieve high luminosities in JLab's MEIC proposal. In the present MEIC design, a multi-staged cooling scheme is adapted, which includes DC electron cooling in the booster ring and bunched beam electron cooling in the collider ring at both the injection energy and the collision energy. We explored the feasibility of using both magnetized and non-magnetized electron beam for cooling, and concluded that a magnetized electron beam is necessary. Electron cooling simulation results for the newly updated MEIC design is also presented.

    This document describes the approach Waste and Environmental Services - Environmental Data and Analysis plans to take to resolve the issues presented in a recent audit of the WES-EDA Environmental Database relative to the RACER database. A majority of the issues discovered in the audit will be resolved in May 2011 when the WES-EDA Environmental Database, along with other LANL databases, are integrated and moved to a new vendor providing an Environmental Information Management (EIM) system that allows reporting capabilities for all users directly from the database. The EIM system will reside in a publicly accessible LANL cloud-based software system. When this transition occurs, the data quality, completeness, and access will change significantly. In the remainder of this document, this new structure will be referred to as the LANL Cloud System In general, our plan is to address the issues brought up in this audit in three ways: (1) Data quality issues such as units and detection status, which impinge upon data usability, will be resolved as soon possible so that data quality is maintained. (2) Issues requiring data cleanup, such as look up tables, legacy data, locations, codes, and significant data discrepancies, will be addressed as resources permit. (3) Issues associated with data feed problems will be eliminated by the LANL Cloud System, because there will be no data feed. As discussed in the paragraph above, in the future the data will reside in a publicly accessible system. Note that report writers may choose to convert, adapt, or simplify the information they receive officially through our data base, thereby introducing data discrepancies between the data base and the public report.     The Direct Reactor Auxiliary Cooling System (DRACS) is a passive heat removal system proposed for the Advanced High-Temperature Reactor (AHTR) that combines the coated particle fuel and graphite moderator with a liquid fluoride salt as the coolant. The DRACS features three coupled natural circulation/convection loops relying completely on buoyancy as the driving force. In the DRACS, two heat exchangers, namely, the DRACS Heat Exchanger (DHX) and the Natural Draft Heat Exchanger (NDHX) are used to couple these loops. In addition, a fluidic diode is employed to minimize the parasitic flow during normal operation of the reactor and to activate the DRACS in accidents. While the DRACS concept has been proposed, there are no actual prototypic DRACS systems for AHTRs built and tested in the literature. In this paper, a detailed scaling analysis for the DRACS is performed, which will provide guidance for the design of the scaled-down DRACS test facilities. Based on the Boussinesq assumption and one-dimensional flow formulation, the governing equations are non-dimensionalized by introducing appropriate dimensionless parameters. The key dimensionless numbers that characterize the DRACS system are obtained straightforwardly from the non-dimensional governing equations. Based on the dimensionless numbers and non-dimensional governing equations, similarity laws are proposed. In addition, a scaling methodology has also been developed, which consists of the core scaling and loop scaling. The consistence between the core and loop scaling is examined through the reference volume ratio, which can be obtained from the core and loop scaling processes. The scaling methodology and similarity laws have been applied to obtain a design of the scaled-down high-temperature DRACS test facility (HTDF).

    A reactor cavity cooling system (RCCS), an air-cooled helical coil RCCS unit immersed in the water pool, was proposed to overcome the disadvantages of the weak cooling ability of air-cooled RCCS and the complex structure of water-cooled RCCS for the high temperature gas-cooled reactor (HTGR). An experimental apparatus was constructed to investigate the various heat transfer phenomena in the water pool type RCCS, such as the natural convection of air inside the cavity, radiation in the cavity, the natural convection of water in the water pool and the forced convection of air in the cooling pipe. The RCCS experimental results were compared with published correlations. The CFX code was validated using data from the air-cooled portion of the RCCS. The RELAP5 code was validated using measured temperatures from the reactor vessel and cavity walls.

  2. Alternative cooling resource for removing the residual heat of reactor

    The Recirculated Cooling Water (RCW) system of a Candu reactor is a closed cooling system which delivers demineralized water to coolers and components in the Service Building, the Reactor Building, and the Turbine Building and the recirculated cooling water is designed to be cooled by the Raw Service Water (RSW). During the period of scheduled outage, the RCW system provides cooling water to the heat exchangers of the Shutdown Cooling System (SDCS) in order to remove the residual heat of the reactor, so the RCW heat exchangers have to operate at all times. This makes it very hard to replace the inlet and outlet valves of the RCW heat exchangers because the replacement work requires the isolation of the RCW. A task force was formed to prepare a plan to substitute the recirculated water with the chilled water system in order to cool the SDCS heat exchangers. A verification test conducted in 2007 proved that alternative cooling was possible for the removal of the residual heat of the reactor and in 2008 the replacement of inlet and outlet valves of the RCW heat exchangers for both Wolsong unit 3 and 4 were successfully completed.     An often overlooked key to satisfactory operation and longevity of any mechanical device is proper operation and maintenance in accordance with the manufacturer`s written instructions. Absorption chillers, although they use a different technology than the more familiar vapor compression cycle to produce chilled water, operate successfully in a variety of applications if operated and maintained properly. Maintenance procedures may be more frequent than those required for vapor compression chillers, but they are also typically less complex. The goal of this article is to describe the basic operation of an absorption chiller to provide an understanding of the relatively simple tasks required to keep the machine operating at maximum efficiency for its design life and beyond. A good starting point is definitions. Gas cooling equipment is generally defined as alternative energy, non-electric cooling products. This includes absorption chillers, engine-drive chillers and packaged desiccant units, among others. Natural gas combustion drives the equipment.

  4. Water Cooled Mirror Design

    This design is intended to replace the current mirror setup being used for the NorthStar Moly 99 project in order to monitor the target coupon. The existing setup has limited movement for camera alignment and is difficult to align properly. This proposed conceptual design for a water cooled mirror will allow for greater thermal transfer between the mirror and the water block. It will also improve positioning of the mirror by using flexible vacuum hosing and a ball head joint capable of a wide range of motion. Incorporating this design into the target monitoring system will provide more efficient cooling of the mirror which will improve the amount of diffraction caused by the heating of the mirror. The process of aligning the mirror for accurate position will be greatly improved by increasing the range of motion by offering six degrees of freedom.

    Muon Colliders offer a possible long term path to lepton-lepton collisions at center-of-mass energies {radical}s {ge} 1 TeV. In October 2006 the Muon Collider Task Force (MCTF) proposed a program of advanced accelerator R&D aimed at developing the Muon Collider concept. The proposed R&D program was motivated by progress on Muon Collider design in general, and in particular, by new ideas that have emerged on muon cooling channel design. The scope of the proposed MCTF R&D program includes muon collider design studies, helical cooling channel design and simulation, high temperature superconducting solenoid studies, an experimental program using beams to test cooling channel RF cavities and a 6D cooling demonstration channel. The first year of MCTF activities are summarized in this report together with a brief description of the anticipated FY08 R&D activities. In its first year the MCTF has made progress on (1) Muon Collider ring studies, (2) 6D cooling channel design and simulation studies with an emphasis on the HCC scheme, (3) beam preparations for the first HPRF cavity beam test, (4) preparations for an HCC four-coil test, (5) further development of the MANX experiment ideas and studies of the muon beam possibilities at Fermilab, (6) studies of how to integrate RF into an HCC in preparation for a component development program, and (7) HTS conductor and magnet studies to prepare for an evaluation of the prospects for of an HTS high-field solenoid build for a muon cooling channel.

    Schneider National, Inc., SNI, has concluded the Cab Heating and Cooling evaluation of onboard, engine off idling solutions. During the evaluation period three technologies were tested, a Webasto Airtronic diesel fired heater for cold weather operation, and two different approaches to cab cooling in warm weather, a Webasto Parking Cooler, phase change storage system and a Bergstrom Nite System, a 12 volt electrical air conditioning approach to cooling. Diesel fired cab heaters were concluded to provide adequate heat in winter environments down to 10 F. With a targeted idle reduction of 17%, the payback period is under 2 years. The Webasto Parking Cooler demonstrated the viability of this type of technology, but required significant driver involvement to achieve maximum performance. Drivers rated the technology as ''acceptable'', however, in individual discussions it became apparent they were not satisfied with the system limitations in hot weather, (over 85 F). The Bergstrom Nite system was recognized as an improvement by drivers and required less direct driver input to operate. While slightly improved over the Parking Cooler, the hot temperature limitations were only slightly better. Neither the Parking Cooler or the Nite System showed any payback potential at the targeted 17% idle reduction. Fleets who are starting at a higher idle baseline may have a more favorable payback.

    An electric motor, transformer or inductor having a lamination cooling system including a stack of laminations, each defining a plurality of apertures at least partially coincident with apertures of adjacent laminations. The apertures define a plurality of cooling-fluid passageways through the lamination stack, and gaps between the adjacent laminations are sealed to prevent a liquid cooling fluid in the passageways from escaping between the laminations. The gaps are sealed by injecting a heat-cured sealant into the passageways, expelling excess sealant, and heat-curing the lamination stack. The apertures of each lamination can be coincident with the same-sized apertures of adjacent laminations to form straight passageways, or they can vary in size, shape and/or position to form non-axial passageways, angled passageways, bidirectional passageways, and manifold sections of passageways that connect a plurality of different passageway sections. Manifold members adjoin opposite ends of the lamination stack, and each is configured with one or more cavities to act as a manifold to adjacent passageway ends. Complex manifold arrangements can create bidirectional flow in a variety of patterns.

    Microwave instability of an electron beam can be used for a multiple increase in the collective response for the perturbation caused by a particle of a co-moving ion beam, i.e. for enhancement of friction force in electron cooling method. The low scale (hundreds GHz and higher frequency range) space charge or FEL type instabilities can be produced (depending on conditions) by introducing an alternating magnetic fields along the electron beam path. Beams’ optics and noise conditioning for obtaining a maximal cooling effect and related limitations will be discussed. The method promises to increase by a few orders of magnitude the cooling rate for heavy particle beams with a large emittance for a wide energy range with respect to either electron and conventional stochastic cooling.

Heat generated by the conductor is transferred by convection within the supercooled liquid coolant to the inner wall of the inner conduit and then is removed by the boiling liquid coolant, making the heat removal from the conductor relatively independent of conductor length.

    A liquid metal cooled fast breeder reactor provided with an emergency core cooling system includes a reactor vessel which contains a reactor core comprising an array of fuel assemblies and a plurality of blanket assemblies. The reactor core is immersed in a pool of liquid metal coolant. The reactor also includes a primary coolant system comprising a pump and conduits for circulating liquid metal coolant to the reactor core and through the fuel and blanket assemblies of the core. A converging-diverging venturi nozzle with an intermediate throat section is provided in between the assemblies and the pump. The intermediate throat section of the nozzle is provided with at least one opening which is in fluid communication with the pool of liquid sodium. In normal operation, coolant flows from the pump through the nozzle to the assemblies with very little fluid flowing through the opening in the throat. However, when the pump is not running, residual heat in the core causes fluid from the pool to flow through the opening in the throat of the nozzle and outwardly through the nozzle to the assemblies, thus providing a means of removing decay heat.

    DECam, camera for the Dark Energy Survey (DES), is undergoing general design and component testing. For an overview see DePoy, et al in these proceedings. For a description of the imager, see Cease, et al in these proceedings. The CCD instrument will be mounted at the prime focus of the CTIO Blanco 4m telescope. The instrument temperature will be 173K with a heat load of 113W. In similar applications, cooling CCD instruments at the prime focus has been accomplished by three general methods. Liquid nitrogen reservoirs have been constructed to operate in any orientation, pulse tube cryocoolers have been used when tilt angles are limited and Joule-Thompson or Stirling cryocoolers have been used with smaller heat loads. Gifford-MacMahon cooling has been used at the Cassegrain but not at the prime focus. For DES, the combined requirements of high heat load, temperature stability, low vibration, operation in any orientation, liquid nitrogen cost and limited space available led to the design of a pumped, closed loop, circulating nitrogen system. At zenith the instrument will be twelve meters above the pump/cryocooler station. This cooling system expected to have a 10,000 hour maintenance interval. This paper will describe the engineering basis including the thermal model, unbalanced forces, cooldown time, the single and two-phase flow model.
