    During the past year Analytic Power has tested fuel cell stacks and diesel fuel processors for US Navy and Marine Corps applications. The units are 10 kW demonstration power plants. The USN power plant was built to demonstrate the feasibility of diesel fueled PEM fuel cell power plants for 250 kW and 2.5 MW shipboard power systems. We designed and tested a ten cell, 1 kW USMC substack and fuel processor. The complete 10 kW prototype power plant, which has application to both power and hydrogen generation, is now under construction. The USN and USMC fuel cell stacks have been tested on both actual and simulated reformate. Analytic Power has accumulated operating experience with autothermal reforming based fuel processors operating on sulfur bearing diesel fuel, jet fuel, propane and natural gas. We have also completed the design and fabrication of an advanced regenerative ATR for the USMC. One of the significant problems with small fuel processors is heat loss which limits its ability to operate with the high steam to carbon ratios required for coke free high efficiency operation. The new USMC unit specifically addresses these heat transfer issues. The advances in the mill programs have been incorporated into Analytic Power`s commercial units which are now under test.

Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (Intertek) to conduct several U.S. Department of Defense base studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). This study is focused on the Marine Corps Base Camp Lejeune (MCBCL) located in North Carolina. Task 1 consisted of a survey of the non-tactical fleet of vehicles at MCBCL to begin the review of vehicle mission assignments and types of vehicles in service. In Task 2, daily operational characteristics of vehicles were identified to select vehicles for further monitoring and attachment of data loggers. Task 3 recorded vehicle movements in order to characterize the vehicles’ missions. The results of the data analysis and observations were provided. Individual observations of the selected vehicles provided the basis for recommendations related to PEV adoption, i.e., whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. It also provided the basis for recommendations related to placement of PEV charging infrastructure. This report focuses on an implementation plan for the near-term adoption of PEVs into the MCBCL fleet. Intertek acknowledges the support of Idaho National Laboratory, Marine Corps headquarters, and Marine Corps Base Camp Lejeune fleet management and personnel for participation in this study.     This paper summarizes the results of an NREL assessment of Marine Corps Base Hawaii (MCBH), Kaneohe Bay to appraise the potential of achieving net zero energy status through energy efficiency, renewable energy, and hydrogen vehicle integration. In 2008, the U.S. Department of Defense's U.S. Pacific Command partnered with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to assess opportunities for increasing energy security through renewable energy and energy efficiency at Hawaii military installations. DOE selected Marine Corps Base Hawaii (MCBH), Kaneohe Bay, to receive technical support for net zero energy assessment and planning funded through the Hawaii Clean Energy Initiative (HCEI). NREL performed a comprehensive assessment to appraise the potential of MCBH Kaneohe Bay to achieve net zero energy status through energy efficiency, renewable energy, and hydrogen vehicle integration. This paper summarizes the results of the assessment and provides energy recommendations. The analysis shows that MCBH Kaneohe Bay has the potential to make significant progress toward becoming a net zero installation. Wind, solar photovoltaics, solar hot water, and hydrogen production were assessed, as well as energy efficiency technologies. Deploying wind turbines is the most cost-effective energy production measure. If the identified energy projects and savings measures are implemented, the base will achieve a 96% site Btu reduction and a 99% source Btu reduction. Using excess wind and solar energy to produce hydrogen for a fleet and fuel cells could significantly reduce energy use and potentially bring MCBH Kaneohe Bay to net zero. Further analysis with an environmental impact and interconnection study will need to be completed. By achieving net zero status, the base will set an example for other military installations, provide environmental benefits, reduce costs, increase energy security, and exceed its energy goals and mandates.

    John Grisham`s novel The Firm relates the story of Mitchell McDeere, a young law school graduate who believes that he is joining a {open_quotes}white shoe{close_quotes} Memphis, Tennessee, firm but discovers that the firm is controlled by the Mob. A similar, but different, {open_quotes}surprise{close_quotes} has befallen banks as a result of toxic waste cleanup cost claims. When the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) was passed in 1980, banks had no cause for alarm because the Act provided an exemption from its ownership-based liability for any lender holding {open_quotes}indicia of ownership primarily to protect his security interest{close_quotes} in a hazardous waste facility. Based on the statutory language, it seemed reasonably clear that Congress did not intend to impose liability on secured creditors merely for securing a debt with a deed of trust or mortgage. Unfortunately, lender liability for CERCLA claims arose in the mid-1980s out of two lower federal court decisions and the Eleventh Circuit`s controversial, to say the least, 1990 decision in United States v. Fleet Factors Corp (Fleet Factors II). The major issues currently confronting lenders under CERCLA are (1) the extent to which a secured creditor may involve itself in the debtor`s operations, especially during a loan workout program, without becoming liable for cleanup costs as a CERCLA {open_quotes}owner or operator{close_quotes} and (2) whether a lender who forecloses on collateral and takes title is liable under CERCLA. 94 refs.

    Occidental Refineries Ltd., an Occidental Petroleum Corp. subsidiary, plans to spend about $500,000 to build a 60,000 bbl/day hydrocracker on Canvey Island near London to produce aviation fuel, naphtha, and gasoline. Occidental hopes to deflect criticism by environmentalists, concerned about the concentration of petroleum facilities in the area, by installing a minimum amount of LPG storage and not using hydrogen sulfide on the site. During the 1970's, Occidental had prepared the site for the construction of a 125,000 bbl/day refinery, plans for which were scrapped after the demand for product compounds decreased. Occidental Chemical Co., another Occidental Petroleum subsidiary, plans to spend about $500,000 to build a 300,000 ton/yr ethylene plant at Peterhead, Scotl. The cracker would take part of the output from the de-ethanizer at the St. Fergus terminal for the proposed U.K. gas-gathering pipeline. Both projects would require about 3-4 yr to complete. Esso Chemical Ltd. will build a 550,000 ton/yr ethylene plant near the Mossmoran gas liquids plant in Fife, Scotl.

  1. Alternative landfill cover technology demonstration at Kaneohe Marine Corps Base Hawaii

    Surface covers to control water infiltration to waste buried in landfills will be the remediation alternative of choice for most hazardous and sanitary landfills operated by the Department of Defense. Although surface covers are the least expensive method of remediation for landfills, they can still be expensive solutions. Conventional wisdom suggests that landfill capping technology is well developed as evidenced by the availability of EPA guidance for designing and constructing what has become known as the {open_quotes}RCRA Cap{close_quotes}. In practice, however, very little testing of the RCRA cap, or any other design, has been done to evaluate how effective these designs are in limiting infiltration of water into waste. This paper describes a low cost alternative to the {open_quotes}RCRA Cap{close_quotes} that is being evaluated at Marine Corps Base Hawaii (MCBH) Kaneohe Bay. This study uses an innovative, simple and inexpensive concept to manipulate the fate of water falling on a landfill. The infiltration of water through the cap will be controlled by combining the evaporative forces of vegetation to remove soil water, with engineered structures that limit infiltration of precipitation into the soil. This approach relies on diverting enough of the annual precipitation to runoff, so that the water that does infiltrate into the soil can easily be removed by evapotranspiration.

    The U.S. Department of Defense (DoD) is the largest energy consumer in the U.S. government. Present energy use impacts DoD global operations by constraining freedom of action and self-sufficiency, demanding enormous economic resources, and putting many lives at risk in logistics support for deployed environments. There are many opportunities for DoD to more effectively meet energy requirements through a combination of human actions, energy efficiency technologies, and renewable energy resources. In 2008, a joint initiative was formed between DoD and the U.S. Department of Energy (DOE) to address military energy use. This initiative created a task force comprised of representatives from each branch of the military, the Office of the Secretary of Defense (OSD), the Federal Energy Management Program (FEMP), and the National Renewable Energy Laboratory (NREL) to examine the potential for ultra high efficiency military installations. This report presents an assessment of Marine Corps Air Station (MCAS) Miramar, selected by the task force as the initial prototype installation based on its strong history of energy advocacy and extensive track record of successful energy projects.

    The active solar Domestic Hot Water (DHW) system at the Tucson Job Corps Center was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP selected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large Federal buildings. The systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregated overall performance is often considerably below what might be expected had similar systems been constructed consecutively with each repetition incorporating corrections and improvements. The solar collector system is installed on a two story dormitory at the Job Corps Center. The solar system preheats hot water for about two hundred students. The solar system provided about 50% of the energy needed for water heating in the winter and nearly 100% of the water heating needs in the summer. There are about 70,000 gallons of water used per month. There are seventy-nine L.O.F. panels or 1659 square feet of collectors (1764 square feet before freeze damage occurred) mounted in two rows on the south facing roof. Collected solar energy is stored in the 2200-gallon storage tank. The control system is by Johnson Controls. City water is piped directly to the storage tank and is circulated in the collectors. Freeze protection is provided by recirculation of storage water. There is an auxiliary gas fired boiler and 750 gallon DHW storage tank to provide backup for the solar system. Highlights of the performance monitoring from the solar collection system at the Tucson Job Corps Center during the November 1984 through July 1985 monitoring period are presented in this report.

    A microwave generator is provided for generating microwaves substantially from virtual cathode oscillation. Electrons are emitted from a cathode and accelerated to an anode which is spaced apart from the cathode. The anode has an annular slit there through effective to form the virtual cathode. The anode is at least one range thickness relative to electrons reflecting from the virtual cathode. A magnet is provided to produce an optimum magnetic field having the field strength effective to form an annular beam from the emitted electrons in substantial alignment with the annular anode slit. The magnetic field, however, does permit the reflected electrons to axially diverge from the annular beam. The reflected electrons are absorbed by the anode in returning to the real cathode, such that substantially no reflexing electrons occur. The resulting microwaves are produced with a single dominant mode and are substantially monochromatic relative to conventional virtual cathode microwave generators. 6 figs.

A first step in addressing this concern is to establish military bases that can produce as much energy as they use over the course of a year, a concept known as a "net zero energy installation" (NZEI). The National Renewable Energy Laboratory (NREL) has helped the U.S. Marine Corps Air Station (MCAS) Miramar, located north of San Diego, California, as it strives to achieve its NZE goal. In conjunction with the U.S. Department of Energy's Federal Energy Management Program (FEMP), NREL partnered with MCAS Miramar to standardize processes and create an NZEI template for widespread replication across the military.

    Natural gas was not widely used until the 1930s when the development of seamless pipe enabled gas to be delivered at high compression to markets far from the wellhead. Now the availability and relatively low cost of natural gas have resulted in its widespread use in both home heating and industry. Regulation of this important fuel is consequently a hotly debated issue. The scope and fundamental purpose of the Natural Gas and Policy Act of 1978 (NGPA) was recently the subject of the Supreme Court's opinion in Transcontinental Gas Pipeline Corp v. Oil and Gas Board of Mississippi (Transcontinental). In a five-to-four decision, the Court held that the NGPA pre-empted the enforcement of a state ratable-take requirement. This Note examines Justice Blackmun's majority opinion and the persuasive dissent presented by Justice Rehnquist in the court's decision. The effects of the decision, the Court's first interpretation of NPGA, will undoubtedly be quite significant.

    In Task 1, a survey was completed of the inventory of non-tactical fleet vehicles at the Marine Corps Base Camp Lejeune (MCBCL) to characterize the fleet. This information and characterization was used to select vehicles for further monitoring, which involves data logging of vehicle movements in order to identify the vehicle’s mission and travel requirements. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption. It also identifies whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provides observations related to placement of PEV charging infrastructure. This report provides the list of vehicles selected by MCBCL and Intertek for further monitoring and fulfills the Task 2 requirements.

The apparatus utilizes a closed, gas-filled, cylindrical housing in which an axially directed magnetic field is provided. At one end of the housing, a short cylindrical electrode is disposed coaxially around a short axial inner electrode. A radial electrical discharge is caused to occur between the inner and outer electrodes, creating a rotating hydromagnetic ionization wave that propagates aiong the magnetic field lines toward the opposite end of the housing.     An 18mm period, 0.54 Tesla, 8mm gap superconducting undulator with both horizontal and vertical focusing has been built and tested. This magnet, which is fabricated in 25 cm length sections, is being tested for use in the radiator section (total magnet length of 1.5 m) of the Harmonic Generation Free Electron Laser experiment at the National Synchrotron Light Source - Accelerator Test Facility at Brookhaven National Lab., in collaboration with Grumman Corp. The measurement system is outlined, sources and estimates of errors are described, and some magnetic field data are presented and discussed.

    New equipment that can generate gaseous nitrogen at the well site has been used successfully in a variety of oil and gas well drilling applications in the US and Canada, affording the many benefits of drilling with gas or air, while also eliminating the danger of downhole fires, and/or providing significant savings over delivered liquid nitrogen. The technology involves the use of a hollow fiber membrane polymer incorporated into a skid-mounted nitrogen production unit (NPU) designed for use in oilfield conditions. Generon Systems, Inc., a wholly owned subsidiary of The Dow Chemical Co., fabricates the membrane fiber and other equipment for the NPUs. The equipment is exclusively marketed for Generon, for oil and gas applications, by Energy Technology Services Corp., of Englewood, Colorado. This paper reviews this equipment and its application to horizontal drilling. It also reviews the safety advantage of nitrogen in lost circulation zones.

    The U.S. Department of Energy (USDOE) created the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to identify, investigate, and cleanup or control radiological contamination at sites used by the Manhattan Engineer District (MED) and the Atomic Energy Commission (AEC) from the 1940s through the 1960s. The USDOE had identified 46 sites in the program and finished remediation at 24 of the smaller ones before the end of 1997. With the passage of the Energy and Water Resources Appropriation Act of 1998 the United States Army Corps of Engineers (USACE) was designated by Congress with responsibility to manage and execute the FUSRAP. The Linde Site located in Tonawanda, New York was operated by the MED from 1942-1946 to extract uranium from several high-grade ores. This natural uranium was subsequently enriched in U-235 elsewhere in the United States and ultimately used to produce energy or weapons. Though in the process of reviewing alternative disposal options by 1995, the USDOE had operated FUSRAP with a strategy requiring virtually all materials remediated be disposed of at only one Nuclear Regulatory Commission licensed facility. The change in management of the FUSRAP in 1997 allowed the disposal policy of low levels of radioactively contaminated materials found at the remaining sites to be reexamined. This paper presents some of the innovative regulatory and technical approaches employed at the Linde Site that are resulting in project cost savings while meeting applicable or relevant and appropriate requirements as well as fulfilling commitments made to the local community.

    The objective of this project is to demonstrate the use of alkaline reagents injected into the furnace of coal-fired boilers as a means of controlling sulfuric acid emissions. The project is being co-funded by the U.S. DOE National Energy Technology Laboratory, under Cooperative Agreement DE-FC26-99FT40718, along with EPRI, the American Electric Power Company (AEP), FirstEnergy Corp., the Tennessee Valley Authority, and Dravo Lime, Inc. Sulfuric acid controls are becoming of increasing interest to power generators with coal-fired units for a number of reasons. Sulfuric acid is a Toxic Release Inventory species and can cause a variety of plant operation problems such as air heater plugging and fouling, back-end corrosion, and plume opacity. These issues will likely be exacerbated with the retrofit of selective catalytic reduction (SCR) for NO{sub x} control on many coal-fired plants, as SCR catalysts are known to further oxidize a portion of the flue gas SO{sub 2} to SO{sub 3}. The project previously tested the effectiveness of furnace injection of four different calcium-and/or magnesium-based alkaline sorbents on full-scale utility boilers. These reagents were tested during four one- to two-week tests conducted on two FirstEnergy Bruce Mansfield Plant (BMP) units. One of the sorbents tested was a magnesium hydroxide byproduct slurry produced from a modified Thiosorbic{reg_sign} Lime wet flue gas desulfurization system. The other three sorbents are available commercially and include dolomite, pressure-hydrated dolomitic lime, and commercial magnesium hydroxide. The dolomite reagent was injected as a dry powder through out-of-service burners, while the other three reagents were injected as slurries through air-atomizing nozzles inserted through the front wall of the upper furnace, either across from the nose of the furnace or across from the pendant superheater tubes.     A quantum random number generator (QRNG) and a photon generator for a QRNG are provided. The photon generator may be operated in a spontaneous mode below a lasing threshold to emit photons. Photons emitted from the photon generator may have at least one random characteristic, which may be monitored by the QRNG to generate a random number. In one embodiment, the photon generator may include a photon emitter and an amplifier coupled to the photon emitter. The amplifier may enable the photon generator to be used in the QRNG without introducing significant bias in the random number and may enable multiplexing of multiple random numbers. The amplifier may also desensitize the photon generator to fluctuations in power supplied thereto while operating in the spontaneous mode. In one embodiment, the photon emitter and amplifier may be a tapered diode amplifier.

    Solar thermoelectric generators (STEGs) are solid state heat engines that generate electricity from concentrated sunlight. A novel detailed balance model for STEGs is provided and applied to both state-of-the-art and idealized materials. STEGs can produce electricity by using sunlight to heat one side of a thermoelectric generator. While concentrated sunlight can be used to achieve extremely high temperatures (and thus improved generator efficiency), the solar absorber also emits a significant amount of black body radiation. This emitted light is the dominant loss mechanism in these generators. In this invention, we propose a solution to this problem that eliminates virtually all of the emitted black body radiation. This enables solar thermoelectric generators to operate at higher efficiency and achieve said efficient with lower levels of optical concentration. The solution is suitable for both single and dual axis solar thermoelectric generators.

Genuine randomness from the measurement of a quantum system reveals the inherent nature of quantumness -- coherence, an important feature that differentiates quantum mechanics from classical physics. The generation of genuine randomness is generally considered impossible with only classical means. Based on the degree of trustworthiness on devices, quantum random number generators (QRNGs) can be grouped into three categories.     The present invention provides a method of grid generation that uses the geometry of the problem space and the governing relations to generate a grid. The method can generate a grid with minimized discretization errors, and with minimal user interaction. The method of the present invention comprises assigning grid cell locations so that, when the governing relations are discretized using the grid, at least some of the discretization errors are substantially zero. Conventional grid generation is driven by the problem space geometry; grid generation according to the present invention is driven by problem space geometry and by governing relations. The present invention accordingly can provide two significant benefits: more efficient and accurate modeling since discretization errors are minimized, and reduced cost grid generation since less human interaction is required.

    The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.

The primary risk assessment concern at these sites was the potential exposure of site invertebrates, plants, and their secondary consumers (birds, mammals) to toxic levels of contaminants. Contaminants included a variety of organochlorine pesticides, PCBs, herbicides, PAHs, arsenic, heavy metals, and petroleum hydrocarbons. Toxicity to earthworms was measured as survival and growth over 28 days. Toxicity to lettuce was assessed as seed germination and 28-day growth of above-ground plant biomass. Test organisms were exposed to a series of concentrations of site soils diluted with clean control soils ranging from 100% to 25% site soil. The tests yielded varying results which indicated a wide range of sensitivities to toxic contaminants among the test species and life stages. In addition, test results indicated a strong and potentially confounding sensitivity of earthworms to soil structure, apparently independent of soil chemistry. However, the combination of multi-species toxicity tests including the assessment of earthworm and lettuce bioaccumulation of selected contaminants provided a ranking of sites by toxicity, estimates of the probable causes of toxicity, and an assessment of the LC{sup 50} and NOEC values for detected soil contaminants at the Sites.

    A compact neutron generator has at its outer circumference a toroidal shaped plasma chamber in which a tritium (or other) plasma is generated. A RF antenna is wrapped around the plasma chamber. A plurality of tritium ion beamlets are extracted through spaced extraction apertures of a plasma electrode on the inner surface of the toroidal plasma chamber and directed inwardly toward the center of neutron generator. The beamlets pass through spaced acceleration and focusing electrodes to a neutron generating target at the center of neutron generator. The target is typically made of titanium tubing. Water is flowed through the tubing for cooling. The beam can be pulsed rapidly to achieve ultrashort neutron bursts. The target may be moved rapidly up and down so that the average power deposited on the surface of the target may be kept at a reasonable level. The neutron generator can produce fast neutrons from a T-T reaction which can be used for luggage and cargo interrogation applications. A luggage or cargo inspection system has a pulsed T-T neutron generator or source at the center, surrounded by associated gamma detectors and other components for identifying explosives or other contraband.

    The benchmarking effort within the Extreme Scale Systems Center at Oak Ridge National Laboratory seeks to provide High Performance Computing benchmarks and test suites of interest to the DoD sponsor. The work described in this report is a part of the effort focusing on graph generation. A previously developed benchmark, SystemBurn, allowed the emulation of dierent application behavior profiles within a single framework. To complement this effort, similar capabilities are desired for graph-centric problems. This report examines existing synthetic graph generator implementations in preparation for further study on the properties of their generated synthetic graphs.

    A system and method for harvesting the kinetic energy of a fluid flow for power generation with a vertically oriented, aerodynamic wing structure comprising one or more airfoil elements pivotably attached to a mast. When activated by the moving fluid stream, the wing structure oscillates back and forth, generating lift first in one direction then in the opposite direction. This oscillating movement is converted to unidirectional rotational movement in order to provide motive power to an electricity generator. Unlike other oscillating devices, this device is designed to harvest the maximum aerodynamic lift forces available for a given oscillation cycle. Because the system is not subjected to the same intense forces and stresses as turbine systems, it can be constructed less expensively, reducing the cost of electricity generation. The system can be grouped in more compact clusters, be less evident in the landscape, and present reduced risk to avian species.
