    In the United States, concentrating solar power (CSP) is one of the most promising renewable energy (RE) technologies for reduction of electric sector greenhouse gas (GHG) emissions and for rapid capacity expansion. It is also one of the most price-competitive RE technologies, thanks in large measure to decades of field experience and consistent improvements in design. One of the key design features that makes CSP more attractive than many other RE technologies, like solar photovoltaics and wind, is the potential for including relatively low-cost and efficient thermal energy storage (TES), which can smooth the daily fluctuation of electricity production and extend its duration into the evening peak hours or longer. Because operational environmental burdens are typically small for RE technologies, life cycle assessment (LCA) is recognized as the most appropriate analytical approach for determining their environmental impacts of these technologies, including CSP. An LCA accounts for impacts from all stages in the development, operation, and decommissioning of a CSP plant, including such upstream stages as the extraction of raw materials used in system components, manufacturing of those components, and construction of the plant. The National Renewable Energy Laboratory (NREL) is undertaking an LCA of modern CSP plants, starting with those of parabolic trough design.

    In June 1992 the representatives of 176 countries including Ukraine met in Rio de Janeiro at the UN Conference to coordinate its efforts in protecting and guarding the environment. Signature of the UN Framework Convention on Climate Change by around 150 countries indicates that climate change is potentially a major threat to the world`s environment and economic development. The project {open_quotes}Country Study on Climate Change in Ukraine{close_quotes} coordinated by the Agency for Rational Energy Use and Ecology (ARENIA-ECO) and supported by the US Country Studies Program Support for Climate Change Studies. The aim of the project is to make the information related to climate change in Ukraine available for the world community by using the potential of Ukrainian research institutes for further concerted actions to solve the problem of climate change on the global scale. The project consists of four elements: (1) the development of the GHG Inventory in Ukraine; (2) assessments of ecosystems-vulnerability to climate change and adaptation options; and (3) mitigation options analysis; (4) public education and outreach activities. This paper contains the main results of the third element for the energy and non-energy sectors. Main tasks of the third element were: (1) to select, test and describe or develop the methodology for mitigation options assessment; (2) to analyze the main sources of GHG emissions in Ukraine; (3) to give the macro economic analysis of Ukrainian development and the development of main economical sectors industry, energy, transport, residential, forestry and agriculture; (4) to forecast GHG emissions for different scenarios of the economic development; and (5) to analyze the main measures to mitigate climate change.

    The Government of Venezuela ratified the United Nations Framework Convention on Climate Change (UNFCCC) in December, 1994. The Convention requires all parties to develop and publish national inventories of anthropogenic greenhouse gas emissions (GHG) as well as national plans to reduce or control emissions, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives, and circumstances. Within this context, the Ministry of Environment and Renewable Natural Resources and the Ministry of Energy and Mines developed the `Venezuelan Case-Study to Address Climate Change`. The study was initiated in October 1993, with the financial and technical assistance of the Government of United States, through the U.S. Country Studies Program (USCSP), and the Global Environment Facility (GEF), through the United Nations Environment Programme (UNEP).

    Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

    The answer to what will be the net effect of an x percent increase in wind generation on GHG emissions in a given system is not a simple y percent -- but is likely to depend on many variables, assumptions, modeling, and number crunching. But the result is important, and hence there has been a flurry of contradictory studies, confusing policymakers and the general public alike.     Verifying national greenhouse gas (GHG) emissions inventories is a critical step to ensure that reported emissions data to the United Nations Framework Convention on Climate Change (UNFCCC) are accurate and representative of a country’s contribution to GHG concentrations in the atmosphere. Verification could include a variety of evidence, but arguably the most convincing verification would be confirmation of a change in GHG concentrations in the atmosphere that is consistent with reported emissions to the UNFCCC. We report here on a case study evaluating this option based on a prototype atmospheric CO2 measurement network deployed in the Mid-Continent Region of themore » conterminous United States. We found that the atmospheric CO2 measurement data did verify the accuracy of the emissions inventory within the confidence limits of the emissions estimates, suggesting that this technology could be further developed and deployed more widely in the future for verifying reported emissions.« less

  15. Summary of Fast Pyrolysis and Upgrading GHG Analyses

    The Energy Independence and Security Act (EISA) of 2007 established new renewable fuel categories and eligibility requirements (EPA 2010). A significant aspect of the National Renewable Fuel Standard 2 (RFS2) program is the requirement that the life cycle greenhouse gas (GHG) emissions of a qualifying renewable fuel be less than the life cycle GHG emissions of the 2005 baseline average gasoline or diesel fuel that it replaces. Four levels of reduction are required for the four renewable fuel standards. Table 1 lists these life cycle performance improvement thresholds. Table 1. Life Cycle GHG Thresholds Specified in EISA Fuel Type Percent Reduction from 2005 Baseline Renewable fuel 20% Advanced biofuel 50% Biomass-based diesel 50% Cellulosic biofuel 60% Notably, there is a specialized subset of advanced biofuels that are the cellulosic biofuels. The cellulosic biofuels are incentivized by the Cellulosic Biofuel Producer Tax Credit (26 USC 40) to stimulate market adoption of these fuels. EISA defines a cellulosic biofuel as follows (42 USC 7545(o)(1)(E)): The term “cellulosic biofuel” means renewable fuel derived from any cellulose, hemicellulose, or lignin that is derived from renewable biomass and that has lifecycle greenhouse gas emissions, as determined by the Administrator, that are at least 60 percent less than the baseline lifecycle greenhouse gas emissions. As indicated, the Environmental Protection Agency (EPA) has sole responsibility for conducting the life cycle analysis (LCA) and making the final determination of whether a given fuel qualifies under these biofuel definitions. However, there appears to be a need within the LCA community to discuss and eventually reach consensus on discerning a 50–59 % GHG reduction from a ≥ 60% GHG reduction for policy, market, and technology development.     Verifying national greenhouse gas (GHG) emissions inventories is a critical step to ensure that reported emissions data to the United Nations Framework Convention on Climate Change (UNFCCC) are accurate and representative of a country’s contribution to GHG concentrations in the atmosphere. Verification could include a variety of evidence, but arguably the most convincing verification would be confirmation of a change in GHG concentrations in the atmosphere that is consistent with reported emissions to the UNFCCC. We report here on a case study evaluating this option based on a prototype atmospheric CO2 measurement network deployed in the Mid-Continent Region of the conterminous United States. We found that the atmospheric CO2 measurement data did verify the accuracy of the emissions inventory within the confidence limits of the emissions estimates, suggesting that this technology could be further developed and deployed more widely in the future for verifying reported emissions.

    It is widely accepted that the increase of greenhouse gas concentrations in the atmosphere due to human activities would result in warming of the Earth`s surface. To examine this effect and better understand how the GHG increase in the atmosphere might change the climate in the future, how ecosystems and societies in different regions of the World should adapt to these changes, what must policymakers do for the mitigation of that effect, the worldwide project within the Framework Convention on Climate Change was generated by the initiative of United Nations. Estonia is one of more than 150 countries, which signed the Framework Convention on Climate Change at the United Nations Conference on Environment and Development held in Rio de Janeiro in June 1992. In 1994 a new project, Estonian Country Study was initiated within the US Country Studies Program. The project will help to compile the GHG inventory for Estonia, find contemporary trends to investigate the impact of climate change on the Estonian ecosystems and economy and to formulate national strategies for Estonia addressing to global climate change.

    Reducing GHG emissions in the U.S. transportation sector requires both the use of highly efficient propulsion systems and low carbon fuels. This study compares reduction potentials that might be achieved in 2060 for several advanced options including biofuels, hybrid electric vehicles (HEV), plug-in hybrid electric vehicles (PHEV), and fuel cell electric vehicles (FCEV), assuming that technical and cost reduction targets are met and necessary fueling infrastructures are built. The study quantifies the extent of the reductions that can be achieved through increasing engine efficiency and transitioning to low-carbon fuels separately. Decarbonizing the fuels is essential for achieving large reductions in GHG emissions, and the study quantifies the reductions that can be achieved over a range of fuel carbon intensities. Although renewables will play a vital role, some combination of coal gasification with carbon capture and sequestration, and/or nuclear energy will likely be needed to enable very large reductions in carbon intensities for hydrogen and electricity. Biomass supply constraints do not allow major carbon emission reductions from biofuels alone; the value of biomass is that it can be combined with other solutions to help achieve significant results. Compared with gasoline, natural gas provides 20% reduction in GHG emissions in internal combustion engines and up to 50% reduction when used as a feedstock for producing hydrogen or electricity, making it a good transition fuel for electric propulsion drive trains. The material in this paper can be useful information to many other countries, including developing countries because of a common factor: the difficulty of finding sustainable, low-carbon, cost-competitive substitutes for petroleum fuels.

This document is intended for use in postclosure analysis only. Bounding waste stream information and data were collected that capture probable limits. For commercially generated waste, this analysis considers alternative waste stream projections to bound the characteristics of wastes likely to be encountered using arrival scenarios that potentially impact the commercial spent nuclear fuel (CSNF) waste stream. For TSPA-LA, this radionuclide inventory analysis considers U.S. Department of Energy (DOE) high-level radioactive waste (DHLW) glass and two types of spent nuclear fuel (SNF): CSNF and DOE-owned (DSNF). These wastes are placed in two groups of waste packages: the CSNF waste package and the codisposal waste package (CDSP), which are designated to contain DHLW glass and DSNF, or DHLW glass only. The radionuclide inventory for naval SNF is provided separately in the classified ''Naval Nuclear Propulsion Program Technical Support Document'' for the License Application. As noted previously, the radionuclide inventory data presented here is intended only for TSPA-LA postclosure calculations. It is not applicable to preclosure safety calculations. Safe storage, transportation, and ultimate disposal of these wastes require safety analyses to support the design and licensing of repository equipment and facilities. These analyses will require radionuclide inventories to represent the radioactive source term that must be accommodated during handling, storage and disposition of these wastes.     Highlights: • GHG emission factors for local recycling of municipal waste are presented. • GHG emission factors for two composting technologies for garden waste are included. • Local GHG emission factors were compared to international ones and discussed. • Uncertainties and limitations are presented and areas for new research highlighted. - Abstract: GHG (greenhouse gas) emission factors for waste management are increasingly used, but such factors are very scarce for developing countries. This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from −290 kg CO{sub 2} e (glass) to −19 111 kg CO{sub 2} e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO{sub 2} e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.

This GHG Monitoring Plan identifies procedures and methodologies used at the Idaho National Laboratory Site (INL Site) to collect data used for GHG emissions calculations and reporting requirements from stationary combustion and other regulated sources in accordance with 40 CFR 98, Subparts A and other applicable subparts. INL Site Contractors determined subpart applicability through the use of a checklist (Appendix A). Each facility/contractor reviews operations to determine which subparts are applicable and the results are compiled to determine which subparts are applicable to the INL Site.     This fact sheet summarizes actions in the areas of light-duty vehicle, non-light-duty vehicle, fuel, and transportation demand that show promise for deep reductions in energy use. Energy efficient transportation strategies have the potential to simultaneously reduce oil consumption and greenhouse gas (GHG) emissions. The Transportation Energy Futures (TEF) project examined how the combination of multiple strategies could achieve deep reductions in GHG emissions and petroleum use on the order of 80%. Led by NREL, in collaboration with Argonne National Laboratory, the project's primary goal was to help inform domestic decisions about transportation energy strategies, priorities, and investments, with an emphasis on underexplored opportunities. TEF findings reveal three strategies with the potential to displace most transportation-related petroleum use and GHG emissions: 1) Stabilizing energy use in the transportation sector through efficiency and demand-side approaches. 2) Using additional advanced biofuels. 3) Expanding electric drivetrain technologies.

    Energy reserves price and security of supply issues are discussed in the context of the prospects for coal and policies to reduce greenhouse gas (GHG) emissions. Coal is projected to remain a major source of energy, with most of the demand growth in developing countries. Currently available power-generating technologies, deploying coal with natural gas or biomass, are examined. Examples of successful, partial substitution of coal by other fuels in power stations are highlighted, including the GHG emissions reductions achieved as well as the costs where available. Among various options, hybrid gasification and parallel cofiring of coal with biomass and natural gas appear to have the greatest potential to reduce GHG emissions. Much may also be achieved by cofiring, reburning, and repowering with gas turbines. The best method differs between different power systems. Co-utilization of biomass with coal is a least-cost option to reduce GHG emissions where the fuel prices are comparable, usually due to subsidies or taxes. The role of biomass is likely to increase due to greater use of subsidies, carbon taxes, and emissions trading within the context of the Kyoto Protocol. This should provide opportunities for clean coal technology transfer and diffusion, including biomass co-utilization. 32 refs., 1 fig., 3 tabs.

    This study estimates the range of fuel and emissions impact of an automated-vehicle (AV) based transit system that services campus-based developments, termed an automated mobility district (AMD). The study develops a framework to quantify the fuel consumption and greenhouse gas (GHG) emission impacts of a transit system comprised of AVs, taking into consideration average vehicle fleet composition, fuel consumption/GHG emission of vehicles within specific speed bins, and the average occupancy of passenger vehicles and transit vehicles. The framework is exercised using a previous mobility analysis of a personal rapid transit (PRT) system, a system which shares many attributes with envisioned AV-based transit systems. Total fuel consumption and GHG emissions with and without an AMD are estimated, providing a range of potential system impacts on sustainability. The results of a previous case study based of a proposed implementation of PRT on the Kansas State University (KSU) campus in Manhattan, Kansas, serves as the basis to estimate personal miles traveled supplanted by an AMD at varying levels of service. The results show that an AMD has the potential to reduce total system fuel consumption and GHG emissions, but the amount is largely dependent on operating and ridership assumptions. The study points to the need to better understand ride-sharing scenarios and calls for future research on sustainability benefits of an AMD system at both vehicle and system levels.

    Slovakia is a UN FCCC Annex I country and is obliged to limit its anthropogenic GHG emissions in the year 2000 to 1990 level. The key greenhouse gas in Slovakia is CO{sub 2} resulting mainly from fuel combustion processes. However the share of CH{sub 4} and N{sub 2}O is approximately 20% of the total emissions on GWP basis. These gases are occurring mainly in non-energy sectors. The construction of the non-CO{sub 2} emission scenarios to reduce GHG and the uncertainty in N{sub 2}O and CH{sub 4} emission estimation are discussed focusing on agriculture and waste treatment. The presentation will also include information on emission trends of CH{sub 4} and N{sub 2}O since 1988. There are already implemented measures reducing GHG emissions in Slovakia, however, not motivated by global warming. A short view of implemented measures with an assessment of their benefit concerning non-CO{sub 2} GHG emissions reduction and some proposed mitigation options for agriculture and waste treatment are shown. Expected difficulties connected with preparing scenarios and with implementation of reducing measures are discussed.

    Highlights: • GHG savings are in the order of 600–1000 kg CO{sub 2}-eq. per Mg of MBM treated. • Energy recovery differed in terms of energy products and efficiencies. • The results were largely determined by use of the products for energy purposes. - Abstract: Meat-and-bone-meal (MBM) produced from animal waste has become an increasingly important residual fraction needing management. As biodegradable waste is routed away from landfills, thermo-chemical treatments of MBM are considered promising solution for the future. Pyrolysis and gasification of MBM were assessed based on data from three experimental lab and pilot-scale plants. Energy balances were established for the three technologies, providing different outcomes for energy recovery: bio-oil was the main product for the pyrolysis system, while syngas and a solid fraction of biochar were the main products in the gasification system. These products can be used – eventually after upgrading – for energy production, thereby offsetting energy production elsewhere in the system. Greenhouse gases (GHG) accounting of the technologies showed that all three options provided overall GHG savings in the order of 600–1000 kg CO{sub 2}-eq. per Mg of MBM treated, mainly as a consequence of avoided fossil fuel consumption in the energy sector. Local conditions influencing the environmental performance of the three systems were identified, together with critical factors to be considered during decision-making regarding MBM management.

    The International Finance Corporation (IFC), a member of the World Bank Group, is the largest multilateral source of loan and equity financing for private sector projects in the developing world. IFC participates in an investment only when it can make a special contribution that complements the role of market operators. Since its founding 40 years ago, IFC has provided more than $18.8 billion in financing for 1,706 companies in developing countries. Its share capital is provided by its 170 member countries, which collectively determine its policies and activities. Strong shareholder support and a substantial paid-in capital base have allowed IFC to raise funds for its lending activities through its triple-A rated bond issues in international financial markets. IFC created an Infrastructure Department in 1992 in response to the growing demand for its services in this area. During fiscal 1996 IFC approved 33 projects for new investments of $715 million of which 27% were in the power sector. In recognition of the continuing demand growth for private power investments an expanded Power Department has been formed to handle IFC`s investments in electric power generation projects using renewable resources such as: run-of-the-river hydro, geothermal, biomass cogeneration, wind energy, and solar (photovoltaic, solar thermal, etc.), as well as conventional thermal generation projects, transmission and distribution projects, and energy efficiency investments.

    The Polish Country Study Project was initiated in 1992 as a result of the US Country Study Initiative whose objective was to grant the countries -- signatories of the United Nations` Framework Convention on Climate Change -- assistance that will allow them to fulfill their obligations in terms of greenhouse gases (GHG`s) inventory, preparation of strategies for the reduction of their emission, and adapting their economies to the changed climatic conditions. In February 1993, in reply to the offer from the United States Government, the Polish Government expressed interest in participation in this program. The Study proposal, prepared by the Ministry of Environmental Protection, Natural Resources and Forestry was presented to the US partner. The program proposal assumed implementation of sixteen elements of the study, encompassing elaboration of scenarios for the strategy of mission reduction in energy sector, industry, municipal management, road transport, forestry, and agriculture, as well as adaptations to be introduced in agriculture, forestry, water management, and coastal management. The entire concept was incorporated in macroeconomic strategy scenarios. A complementary element was the elaboration of a proposal for economic and legal instruments to implement the proposed strategies. An additional element was proposed, namely the preparation of a scenario of adapting the society to the expected climate changes.

Mathematical programming models are often used for structure, design and operational optimization of various systems (energy, supply chain, processes, etc.). The last twenty years they are used all the more often in Municipal Solid Waste (MSW) management in order to provide optimal solutions with the cost objective being the usual driver of the optimization. In our work we consider the GHG emissions as an additional criterion, aiming at a multi-objective approach. The Pareto front (Cost vs. GHG emissions) of the system is generated using an appropriate multi-objective method. This information is essential to the decision maker because he can explore the trade-offs in the Pareto curve and select his most preferred among the Pareto optimal solutions. In the present work a detailed multi-objective, multi-period mathematical programming model is developed in order to describe the waste management problem. Apart from the bi-objective approach, the major innovations of the model are (1) the detailed modeling considering 34 materials and 42 technologies, (2) the detailed calculation of the energy content of the various streams based on the detailed material balances, and (3) the incorporation of the IPCC guidelines for the CH{sub 4} generated in the landfills (first order decay model).     This research provides a systematic review and harmonization of the life cycle assessment (LCA) literature of electricity generated from conventionally produced natural gas. We focus on estimates of greenhouse gases (GHGs) emitted in the life cycle of electricity generation from conventionally produced natural gas in combustion turbines (NGCT) and combined-cycle (NGCC) systems. A process we term "harmonization" was employed to align several common system performance parameters and assumptions to better allow for cross-study comparisons, with the goal of clarifying central tendency and reducing variability in estimates of life cycle GHG emissions. This presentation summarizes preliminary results.

    Highlights: ► An average GHG emission factor for the collection and transport of municipal solid waste in South Africa is calculated. ► A range of GHG emission factors for different types of landfills (including dumps) in South Africa are calculated. ► These factors are compared internationally and their implications for South Africa and developing countries are discussed . ► Areas for new research are highlighted. - Abstract: Greenhouse gas (GHG) emission factors are used with increased frequency for the accounting and reporting of GHG from waste management. However, these factors have been calculated for developed countries of the Northern Hemisphere and are lacking for developing countries. This paper shows how such factors have been developed for the collection, transport and landfilling of municipal waste in South Africa. As such it presents a model on how international results and methodology can be adapted and used to calculate country-specific GHG emission factors from waste. For the collection and transport of municipal waste in South Africa, the average diesel consumption is around 5 dm{sup 3} (litres) per tonne of wet waste and the associated GHG emissions are about 15 kg CO{sub 2} equivalents (CO{sub 2} e). Depending on the type of landfill, the GHG emissions from the landfilling of waste have been calculated to range from −145 to 1016 kg CO{sub 2} e per tonne of wet waste, when taking into account carbon storage, and from 441 to 2532 kg CO{sub 2} e per tonne of wet waste, when carbon storage is left out. The highest emission factor per unit of wet waste is for landfill sites without landfill gas collection and these are the dominant waste disposal facilities in South Africa. However, cash strapped municipalities in Africa and the developing world will not be able to significantly upgrade these sites and reduce their GHG burdens if there is no equivalent replacement of the Clean Development Mechanism (CDM) resulting from the Kyoto agreement

    Financial innovations—independent of technology-cost improvements—could cut the cost of solar energy to customers and businesses by 30%–60% (see Feldman and Bolinger 2016). Financing is critical to solar deployment, because the costs of solar technologies are paid up front, while their benefits are realized over decades. Solar financing has been shaped by the government incentives designed to accelerate solar deployment. This is particularly true for federal tax incentives, which have spawned complex tax-equity structures that monetize tax benefits for project sponsors who otherwise could not use them efficiently. Although these structures have helped expand solar deployment, they are relatively costly and inefficient. This has spurred solar stakeholders to develop lower-cost financing solutions such as securitization of solar project portfolios, solar-specific loan products, and methods for incorporating residential PV’s value into home values. To move solar further toward an unsubsidized SunShot future, additional financial innovation must occur. Development of a larger, more mature U.S. solar industry will likely increase financial transparency and investor confidence, which in turn will enable simpler, lower-cost financing methods. Utility-scale solar might be financed more like conventional generation assets are today, non-residential solar might be financed more like a new roof, and residential solar might be financed more like an expensive appliance. Assuming a constant, SunShot-level installed PV system price, such financing innovations could reduce PV’s LCOE by an estimated 30%–60% (depending on the sector) compared with historical financing approaches.

  19. Logistics, Costs, and GHG Impacts of Utility-Scale Co-Firing with 20% Biomass

    This study analyzes the possibility that biopower in the U.S. is a cost-competitive option to significantly reduce greenhouse gas emissions. In 2009, net greenhouse gas (GHG) emitted in the United States was equivalent to 5,618 million metric tons CO2, up 5.6% from 1990 (EPA 2011). Coal-fired power generation accounted for 1,748 million metric tons of this total. Intuitively, life-cycle CO2 emissions in the power sector could be reduced by substituting renewable biomass for coal. If just 20% of the coal combusted in 2009 had been replaced with biomass, CO2 emissions would have been reduced by 350 million metric tons, or about 6% of net annual GHG emission. This would have required approximately 225 million tons of dry biomass. Such an ambitious fuel substitution would require development of a biomass feedstock production and supply system tantamount to coal. This material would need to meet stringent specifications to ensure reliable conveyance to boiler burners, efficient combustion, and no adverse impact on heat transfer surfaces and flue gas cleanup operations. Therefore, this report addresses the potential cost/benefit tradeoffs of co-firing 20% specification-qualified biomass (on an energy content basis) in large U.S. coal-fired power plants. The dependence and sensitivity of feedstock cost on source of material, location, supply distance, and demand pressure was established. Subsequently, the dependence of levelized cost of electricity (LCOE) on feedstock costs, power plant feed system retrofit, and impact on boiler performance was determined. Overall life-cycle assessment (LCA) of greenhouse gas emissions saving were next evaluated and compared to wind and solar energy to benchmark the leading alternatives for meeting renewable portfolio standards (or RPS).

    A California Greenhouse Gas Inventory Spreadsheet (GHGIS) model was developed to explore the impact of combinations of state policies on state greenhouse gas (GHG) and regional criteria pollutant emissions. The model included representations of all GHG- emitting sectors of the California economy (including those outside the energy sector, such as high global warming potential gases, waste treatment, agriculture and forestry) in varying degrees of detail, and was carefully calibrated using available data and projections from multiple state agencies and other sources. Starting from basic drivers such as population, numbers of households, gross state product, numbers of vehicles, etc., the model calculated energy demands by type (various types of liquid and gaseous hydrocarbon fuels, electricity and hydrogen), and finally calculated emissions of GHGs and three criteria pollutants: reactive organic gases (ROG), nitrogen oxides (NOx), and fine (2.5 ?m) particulate matter (PM2.5). Calculations were generally statewide, but in some sectors, criteria pollutants were also calculated for two regional air basins: the South Coast Air Basin (SCAB) and the San Joaquin Valley (SJV). Three scenarios were developed that attempt to model: (1) all committed policies, (2) additional, uncommitted policy targets and (3) potential technology and market futures. Each scenario received extensive input from state energy planning agencies, in particular the California Air Resources Board. Results indicate that all three scenarios are able to meet the 2020 statewide GHG targets, and by 2030, statewide GHG emissions range from between 208 and 396 MtCO2/yr. However, none of the scenarios are able to meet the 2050 GHG target of 85 MtCO2/yr, with emissions ranging from 188 to 444 MtCO2/yr, so additional policies will need to be developed for California to meet this stringent future target. A full sensitivity study of major scenario assumptions was also performed. In terms of criteria pollutants

    To help meet our nation’s energy needs, reprocessing of spent nuclear fuel is being considered more and more as a necessary step in a future nuclear fuel cycle, but incorporating this step into the fuel cycle will require considerable investment. This report presents an evaluation of financing scenarios for reprocessing facilities integrated into the nuclear fuel cycle. A range of options, from fully government owned to fully private owned, was evaluated using a DPL (Dynamic Programming Language) 6.0 model, which can systematically optimize outcomes based on user-defined criteria (e.g., lowest life-cycle cost, lowest unit cost). Though all business decisions follow similar logic with regard to financing, reprocessing facilities are an exception due to the range of financing options available. The evaluation concludes that lowest unit costs and lifetime costs follow a fully government-owned financing strategy, due to government forgiveness of debt as sunk costs. Other financing arrangements, however, including regulated utility ownership and a hybrid ownership scheme, led to acceptable costs, below the Nuclear Energy Agency published estimates. Overwhelmingly, uncertainty in annual capacity led to the greatest fluctuations in unit costs necessary for recovery of operating and capital expenditures; the ability to determine annual capacity will be a driving factor in setting unit costs. For private ventures, the costs of capital, especially equity interest rates, dominate the balance sheet; the annual operating costs dominate the government case. It is concluded that to finance the construction and operation of such a facility without government ownership could be feasible with measures taken to mitigate risk, and that factors besides unit costs should be considered (e.g., legal issues, social effects, proliferation concerns) before making a decision on financing strategy.

As with money-laundering and terrorist financing, halting the illicit procurement of dual-use commodities requires close coordination between government and industry. However, many of the legal and operational features present in financial threat cooperation do not exist in the export control realm.     Natural gas (NG) is a potential "bridge fuel" during transition to a decarbonized energy system: It emits less carbon dioxide during combustion than other fossil fuels and can be used in many industries. However, because of the high global warming potential of methane (CH4, the major component of NG), climate benefits from NG use depend on system leakage rates. Some recent estimates of leakage have challenged the benefits of switching from coal to NG, a large near-term greenhouse gas (GHG) reduction opportunity. During this presentation, Garvin will review evidence from multiple perspectives - life cycle assessments (LCAs), inventories and measurements - about NG leakage in the US. Particular attention will be paid to a recent article in Science magazine which reviewed over 20 years of published measurements to better understand what we know about total methane emissions and those from the oil and gas sectors. Scientific and policy implications of the state of knowledge will be discussed.

    There is growing national interest in renewable energy development based on the economic, environmental, and security benefits that these resources provide. Historically, greater development of our domestic renewable energy resources has faced a number of hurdles, primarily related to cost, regulation, and financing. With the recent sustained increase in the costs and associated volatility of fossil fuels, the economics of renewable energy technologies have become increasingly attractive to investors, both large and small. As a result, new entrants are investing in renewable energy and new business models are emerging. This study surveys some of the current issues related to wind and solar photovoltaic (PV) energy project financing in the electric power industry, and identifies both barriers to and opportunities for increased investment.

    These models address a variety of purposes, such as supply or demand of energy or of certain types of energy, emergency management of energy, conservation in end uses of energy, and economic factors. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    POWER`s engineering and development experience in the Czech Republic creating financeable projects within the power generation industry will be presented. POWER has been involved in the Czech Republic`s privatization process, environmental legislation as well as formation of the regulatory environment. Strategic methods for accomplishing the development of financeable projects often include ownership and financial restructuring of the projects. This is done by utilizing internal cash flows, external debt and equity placement (provided by international financial institutions) by restructuring the facility`s contractual relationships and operations (providing as least cost solution to engineering) and possibly using existing governmental guarantees. In order to make any recommendations on how to come into compliance with the country`s environmental legislation, it is necessary to begin with an analysis of the existing facility. This involves preparation of technical and economic feasibility study, evaluation of technology and preliminary engineering solutions. It further involves restructuring of power sales agreements, heat sales agreements, and fuel supply agreements. The goal is to provide suitable security for the equity and debt financing participants by mitigating risk and creating a single purpose business unit with predictable life and economics.

  9. Optimizing spare parts inventories using RAM techniques

    The perfect spare parts inventory is one which always has the component required to prevent a facility outage. Ideally, such an inventory would contain exactly enough of each component to maintain the facility in operating condition until replacements for the spare parts arrive. Real spare parts inventories have typically been specified using a combination of engineering judgement and manufacturer's recommendations, as modified by budgetary constraints. The development of reliability, availability and maintainability (RAM) techniques provides additional tools through which spare parts inventories can more effectively be used to improve the safety and availability of a facility. This paper presents an analysis performed at the INEL using the techniques resident in a Reliability-Centered-Maintenance (RCM) program to prioritize components based on contribution to risk and to availability. The fill rate model or the confidence level approach could then be performed for those critical components resulting in an optimum stock level for the facility.

    The whole cycle of the decommissioning process development of repository requires the relevant bodies to have a financial system to ensure that it has sufficient funds for its whole life cycle (over periods of many decades). Therefore, the financing mechanism and management system shall respect the following status: the national position, institutional and legislative environment, technical capabilities, the waste origin, ownership, characteristics and inventories. The main objective of the studies is to focus on the cost considerations, alternative funding managements and mechanisms, technical and non-technical factors that may affect the repository life-cycle costs. As a conclusion, the outcomes of this paper is to make a good recommendation and could be applied to the national planners, regulatory body, engineers, or the managers, to form a financial management plan for the decommissioning of the Nuclear Installation.

    The Department of Energy (DOE) issued Title 10 of the Code of Federal Regulations Part 850, “Chronic Beryllium Disease Prevention Program” (the Beryllium Rule) in 1999 and required full compliance by no later than January 7, 2002. The Beryllium Rule requires the development of a baseline beryllium inventory of the locations of beryllium operations and other locations of potential beryllium contamination at DOE facilities. The baseline beryllium inventory is also required to identify workers exposed or potentially exposed to beryllium at those locations. Prior to DOE issuing 10 CFR 850, Pacific Northwest Nuclear Laboratory (PNNL) had documented the beryllium characterization and worker exposure potential for multiple facilities in compliance with DOE’s 1997 Notice 440.1, “Interim Chronic Beryllium Disease.” After DOE’s issuance of 10 CFR 850, PNNL developed an implementation plan to be compliant by 2002. In 2014, an internal self-assessment (ITS #E-00748) of PNNL’s Chronic Beryllium Disease Prevention Program (CBDPP) identified several deficiencies. One deficiency is that the technical basis for establishing the baseline beryllium inventory when the Beryllium Rule was implemented was either not documented or not retrievable. In addition, the beryllium inventory itself had not been adequately documented and maintained since PNNL established its own CBDPP, separate from Hanford Site’s program. This document reconstructs PNNL’s baseline beryllium inventory as it would have existed when it achieved compliance with the Beryllium Rule in 2001 and provides the technical basis for the baseline beryllium inventory.

  18. Fundamentals of financing energy conservation projects

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

  19. Potential of Securitization in Solar PV Finance

    This report aims to demonstrate, hypothetically and at a high level, what volumes of solar deployment could be supported given solar industry access to the capital markets in the form of security issuance. Securitization is not anticipated to replace tax equity in the near- to mid-term, but it could provide an additional source of funds that would be comparatively inexpensive and could reduce the weighted average cost of capital for a given solar project or portfolio. Thus, the potential to securitize solar assets and seek financing in the capital markets could help to sustain the solar industry when the investment tax credit (ITC) -- one of the federal incentives that has leveraged billions of dollars of private capital in the solar industry -- drops from 30% to 10% at the close of 2016. The report offers analysis on the size of the U.S. third-party financed solar market, as well as on the volumes (in MW) of solar asset origination possible through a $100 million securitization fund (assuming no overcollateralization). It also provides data on the size of the relevant securities markets and how the solar asset class may fit into these markets.

    The total system performance assessment for site recommendation (TSPA-SR), on Yucca Mountain, as a site (if suitable) for disposal of radioactive waste, consists of several models. The Waste Form Degradation Model (i.e, source term) of the TSPA-SR, in turn, consists of several components. The Inventory Component, discussed here, defines the inventory of 26 radioisotopes for three representative waste categories: (1) commercial spent nuclear fuel (CSNF), (2) US Department of Energy (DOE) spent nuclear fuel (DSNF), and (3) high-level waste (HLW). These three categories are contained and disposed of in two types of waste packages (WPs)--CSNF WPs and co-disposal WPs, with the latter containing both DSNF and HLW. Three topics are summarized in this paper: first, the transport of radioisotopes evaluated in the past; second, the development of the inventory for the two WP types; and third, the selection of the most important radioisotopes to track in TSPA-SR.
