    The Strategic Target System program (STARS) uses a three-stage solid propellant guided missile. The missile integrates selected parts of the Navy retired Polaris A3 fleet ballistic missile with a substantial number of newly developed subsystems. STARS will be used for testing various developmental elements of the Strategic Defense Initiative System. STARS will fly a payload of either single or multiple reentry vehicles to the Broad Ocean Area or will be targeted for impact or for reentry. As part of the STARS development process, an EA was prepared. It concluded with a finding of no significant impact (FNSI). The Army determined that the STARS program would have no significant environmental impacts and that any potential impacts could be mitigated. However, as a result of lawsuits the court ordered that a supplemental study be conducted of the potential effects on the Kauai environment from hydrogen chloride released during STARS launches and that a determination be made as to whether the release of freon from the second stage of the STARS would violate the Hawaii Ozone Layer Protection Statute.

    Public comments are sought on this final SEIS, which supplements the 1992 Columbia River Salmon Flow Measures Options Analysis (OA)/Environmental Impact Statement (EIS). The Corps of Engineers, in cooperation with the Bonneville Power Administration and the Bureau of Reclamation proposes five alternatives to improve flows of water in the lower Columbia-Snake rivers in 1993 and future years to assist the migration of juvenile and adult anadromous fish past eight hydropower dams. These are: (1) Without Project (no action) Alternative, (2) the 1992 Operation, (3) the 1992 Operation with Libby/Hungry Horse Sensitivity, (4) a Modified 1992 Operation with Improvements to Salmon Flows from Dworshak, and (5) a Modified 1992 Operation with Upper Snake Sensitivity.     Testing revealed that sulfur content and sulfur morphology are the most important variables determining the susceptibility of low alloy pressure vessel steels (SA508C and SA533B) to environmentally enhanced fatigue crack growth. The next most significant engineering variables are loading frequency and temperature. As each applied stress intensity factor level increased during crack growth tests, the frequency at which environmentally assisted cracking (EAC) occurred decreased. EAC was most pronounced at 200{degrees}C, with the effect over a wide range in frequency. A host of other variables exert some influence on the existence of EAC, including oxygen content and R-ratio of the loading wave form. Sufficient information now exists regarding the magnitude and controlling variables for EAC so that, in many cases, realistic predictions of crack growth rates can be made. Overall, the research described in this report contributes substantially to the scientific understanding of EAC under fatigue loading conditions. Volume 1 of this report summarizes key results from the fatigue crack growth studies. Volume 2 provides details of the test methods and data from the studies.

    This document provides an analysis of the potential impacts associated with the proposed action, which is continued operation of Naval Petroleum Reserve No. I (NPR-1) at the Maximum Efficient Rate (MER) as authorized by Public law 94-258, the Naval Petroleum Reserves Production Act of 1976 (Act). The document also provides a similar analysis of alternatives to the proposed action, which also involve continued operations, but under lower development scenarios and lower rates of production. NPR-1 is a large oil and gas field jointly owned and operated by the federal government and Chevron U.SA Inc. (CUSA) pursuant to a Unit Plan Contract that became effective in 1944; the government`s interest is approximately 78% and CUSA`s interest is approximately 22%. The government`s interest is under the jurisdiction of the United States Department of Energy (DOE). The facility is approximately 17,409 acres (74 square miles), and it is located in Kern County, California, about 25 miles southwest of Bakersfield and 100 miles north of Los Angeles in the south central portion of the state. The environmental analysis presented herein is a supplement to the NPR-1 Final Environmental Impact Statement of that was issued by DOE in 1979 (1979 EIS). As such, this document is a Supplemental Environmental Impact Statement (SEIS).

    of Supplementation Project (RASP) was initiated as a result of a request by NPPC to address long-standing concerns about the need to coordinate supplementation research, monitoring and evaluation. Such coordination was also recommended by the Supplementation Technical Work Group. In August 1990, the NPPC gave conditional approval to proceed with the final design of the Yakima Production Project. The Council called on the Bonneville Power Administration (BPA) to fund immediately a supplementation assessment to reevaluate, prioritize and coordinate all existing and planned supplementation monitoring and evaluation activities in the basin. Providing for the participation of the fishery agencies and tribes and others having expertise in this area. RASP addresses four principal objectives: (1) provide an overview of ongoing and planned supplementation activities and identify critical uncertainties associated with supplementation, (2) construct a conceptual framework and model which estimates the potential benefits and risks of supplementation and prioritizes uncertainties, (3) provide guidelines for the development of supplementation projects, (4) develop a plan for regional coordination of research and monitoring. These objectives, once attained, will provide the technical tools fishery managers need to carry out the Council's direction to protect and enhance salmon and steelhead. RASP has further divided the four broad objectives into 12 technical topics: (1) definition of supplementation; (2) description of the diversity of supplementation projects; (3) objectives and performance standards; (4) identification of uncertainties; (5) supplementation theory; (6) development of a conceptual model of supplemented populations; (7) development of spreadsheet model of risks and benefits of supplementation; (8) classification of stocks, streams, and supplementation strategies; (9) regional design of supplementation evaluation and monitoring; (10) guidelines for planning

    Supplementation or planting salmon and steelhead into various locations in the Columbia River drainage has occurred for over 100 years. All life stages, from eggs to adults, have been used by fishery managers in attempts to establish, rebuild, or maintain anadromous runs. This report summarizes and evaluates results of past and current supplementation of salmon and steelhead. Conclusions and recommendations are made concerning supplementation. Hatchery rearing conditions and stocking methods can affect post released survival of hatchery fish. Stress was considered by many biologists to be a key factor in survival of stocked anadromous fish. Smolts were the most common life stage released and size of smolts correlated positively with survival. Success of hatchery stockings of eggs and presmolts was found to be better if they are put into productive, underseeded habitats. Stocking time, method, species stocked, and environmental conditions of the receiving waters, including other fish species present, are factors to consider in supplementation programs. The unpublished supplementation literature was reviewed primarily by the authors of this report. Direct contact was made in person or by telephone and data compiled on a computer database. Areas covered included Oregon, Washington, Idaho, Alaska, California, British Columbia, and the New England states working with Atlantic salmon. Over 300 projects were reviewed and entered into a computer database. The database information is contained in Appendix A of this report. 6 refs., 9 figs., 21 tabs.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the Environmental Prosperity Game conducted under the sponsorship of the Silicon Valley Environmental Partnership. Players were drawn from all stakeholders involved in environmental technologies including small and large companies, government, national laboratories, universities, environmentalists, the legal profession, finance, and the media. The primary objectives of this game were to: investigate strategies for developing a multi-agency (national/state/regional), one-step regulatory approval process for certifying and implementing environmental technologies and evaluating the simulated results; identify the regulatory hurdles and requirements, and the best approaches for surmounting them; identify technical problems and potential resources (environmental consultants, labs, universities) for solving them. The deliberations and recommendations of these players provided valuable insights as to the views of this diverse group of decision makers concerning environmental issues, including the development, licensing, and commercialization of new technologies.

    On May 22, 1997, DOE published a Notice of Intent in the Federal Register (62 Federal Register 28009) announcing its decision to prepare an environmental impact statement (EIS) that would tier from the analysis and decisions reached in connection with the ''Storage and Disposition of Weapons-Usable Fissile Materials Final Programmatic EIS (Storage and Disposition PEIS)''. ''The Surplus Plutonium Disposition Draft Environmental Impact Statement'' (SPD Draft EIS) (DOWEIS-0283-D) was prepared in accordance with NEPA and issued in July 1998. It identified the potential environmental impacts of reasonable alternatives for the proposed siting, construction, and operation of three facilities for plutonium disposition. These three facilities would accomplish pit disassembly and conversion, immobilization, and MOX fuel fabrication. For the alternatives that included MOX fuel fabrication, the draft also described the potential environmental impacts of using from three to eight commercial nuclear reactors to irradiate MOX fuel. The potential impacts were based on a generic reactor analysis that used actual reactor data and a range of potential site conditions. In May 1998, DCE initiated a procurement process to obtain MOX fuel fabrication and reactor irradiation services. The request for proposals defined limited activities that may be performed prior to issuance of the SPD EIS Record of Decision (ROD) including non-site-specific work associated with the development of the initial design for the MOX fuel fabrication facility, and plans (paper studies) for outreach, long lead-time procurements, regulatory management, facility quality assurance, safeguards, security, fuel qualification, and deactivation. No construction on the proposed MOX facility would begin before an SPD EIS ROD is issued. In March 1999, DOE awarded a contract to Duke Engineering & Services; COGEMA, Inc.; and Stone & Webster (known as DCS) to provide the requested services. The procurement process included

    The newest weapons in EPA`s arsenal for ensuring compliance multimedia pollution control and pollution prevention are Supplemental Environmental Projects--SEPs, which are being introduced into enforcement negotiations with willing industrial dischargers. SEPs allow EPA to reach beyond the compliance milepost and require industry to do more and spend more than required to reach compliance. Innovative technologies, best management practices (BMPs) and pollution prevention measures can be implemented through SEPs. SEPs involve monetary and time commitments beyond the fine for violating environmental statues, such as the Clean Water Act. SEPs can redirect expenditures to active efforts to clean up the environment. SEPs can allow industry to conduct compliance audits, demonstrate innovative technologies, and implement pollution prevention methods. A company can demonstrate its commitment to the environment, gain positive PR, and accomplish desirable economic activities through the proposal of favorable SEPs. On the other hand, EPA can use SePs to compel actions contrary to the company`s business strategy. EPA can use SEPs to require specific corrective measures, expand the focus of compliance determinations to beyond the facility in question, or mandate a multimedia compliance initiative. SEPs also allow EPA to move beyond its outdated command and control mindset and the reliance on end-of-pipe pollution controls. SEPs can serve as a reward to local, state, and regional agencies who cooperate with compliance and enforcement initatives. The Agency policy on the inclusion of SEPs in compliance and enforcement negotiations is being revised by the newly-reorganized and expanded Office of Enforcement. Industry needs to request a seat at the table. Industry has the opportunity to advise EPA to adopt a policy that allows SEPs to be utilized in a manner advantageous to industry, while also satisfying EPA`s objectives.

    BPA proposes to fund several fishery-related activities in the Yakima River Basin. These activities, known as the Yakima Fisheries Project (YFP), would be jointly managed by the State of Washington and the Yakima Indian Nation. The YFP is included in the Northwest Power Planning Council`s (Council`s) fish and wildlife program. The Council selected the Yakima River system for attention because fisheries resources are severely reduced from historical levels and because there is a significant potential for enhancement of these resources. BPA`s proposed action is to fund (1) information gathering on the implementation of supplementation techniques and on feasibility of reintroducing coho salmon in an environment where native populations have become extinct; (2) research activities based on continuous assessment, feedback and improvement of research design and activities ({open_quotes}adaptive management{close_quotes}); and (3) die construction, operation, and maintenance of facilities for supplementing populations of upper Yakima spring chinook salmon. Examined in addition to No Action are two alternatives for action: (1) supplementation of depressed natural populations of upper Yakima spring chinook and (2) that same supplementation plus a study to determine the feasibility of reestablishing naturally spawning population and a significant fall fishery for coho in the Yakima Basin. Alternative 2 is the preferred action. A central hatchery would be built for either alternative, as well as three sites with six raceways each for acclimation and release of spring chinook smolts. Major issues examined in the Revised Draft EIS include potential impacts of the project on genetic and ecological resources of existing fish populations, on water quality and quantity, on threatened and endangered species listed under the Endangered Species Act, and on the recreational fishery.

    To meet BPA`s contractual obligation to supply electrical power to its customers, BPA proposes to acquire power generated by Klickitat Cogeneration Project. BPA has prepared an environmental assessment evaluating the proposed project. Based on the EA analysis, BPA`s proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 for the following reasons: (1)it will not have a significant impact land use, upland vegetation, wetlands, water quality, geology, soils, public health and safety, visual quality, historical and cultural resources, recreation and socioeconomics, and (2) impacts to fisheries, wildlife resources, air quality, and noise will be temporary, minor, or sufficiently offset by mitigation. Therefore, the preparation of an environmental impact statement is not required and BPA is issuing this FONSI (Finding of No Significant Impact).

Based on the application, Western's proposed action is to enter into an interconnection and construction agreement with Griffith for the requested interconnections. The proposed action includes the power plant, water wells and transmission line, natural gas pipelines, new electrical transmission lines and a substation, upgrade of an existing transmission line, and access road to the power plant. Construction of segments of the transmission lines and a proposed natural gas pipeline also require a grant of right-of-way across Federal lands administered by the Bureau of Land Management. The proposed Project would consist of the construction and operation of a generating facility; construction of a 14-mile pipeline to supply natural gas to the proposed Facility; a new 230-kV bay at an existing substation; a new double-circuit 230-kV transmission line; a new single-circuit 230-kV transmission line; an upgrade of a 115-kV line to 230-kV specifications; and an upgrade of an existing substation. Three alternatives would consist of different locations of the 230-kV transmission lines and would not involve upgrading the 115-kV line or the existing substation. The environmentally preferred alternative is Alternative 3, the power line routing that is furthest west.

    This Environmental Monitoring Plan (EMP) provides the mechanism to evaluate the integrated coal combustion/emission control system being demonstrated by the Healy Clean Coal Project (HCCP) as part-of the third solicitation of the US Department of Energy (DOE) Clean Coal Technology Demonstration Program (CCT-III). The EMP monitoring is intended to satisfy two objectives: (1) to develop the information base necessary for identification, assessment, and mitigation of potential environmental problems arising from replication of the technology and (2) to identify and quantify project-specific and site-specific environmental impacts predicted in the National Environmental Policy Act (NEPA) documents (Environmental Impact Statement and Record of Decision). The EMP contains a description of the background and history of development of the project technologies and defines the processes that will take place in the combustion and spray dryer absorber systems, including the formation of flash-calcined material (FCM) and its use in sulfur dioxide (SO{sub 2}) removal from the flue gases. It also contains a description of the existing environmental resources of the project area. The EMP includes two types of environmental monitoring that are to be used to demonstrate the technologies of the HCCP: compliance monitoring and supplemental monitoring. Compliance monitoring activities include air emissions, wastewater effluents, and visibility. Monitoring of these resources provide the data necessary to demonstrate that the power plant can operate under the required state and federal statutes, regulations, and permit requirements.

The project would be composed of a double-circuit, 230-kilovolt (kV) transmission line from WWP`s existing Beacon Substation located northeast of Spokane, Washington to the international border located northwest of Metaline Falls, Washington. The original Presidential permit application and associated proposed route presented in the draft environmental impact statement (DEIS) have been modified to terminate at the Beacon Substation, instead of WWP`s initially proposed termination point at the planned Marshall Substation located southwest of Spokane. A supplemental draft EIS was prepared and submitted for review to not only examine the new proposed 5.6 miles of route, but to also compare the new Proposed Route to the other alternatives previously analyzed in the DEIS. This final EIS (FEIS) assesses the environmental effects of the proposed transmission line through construction, operation, maintenance, and abandonment activities and addresses the impacts associated with the Proposed Action, Eastern Alternative, Western Alternative, Northern Crossover Alternative, Southern Crossover Alternative, and No Action Alternative. The FEIS also contains the comments received and the responses to these comments submitted on the DEIS and Supplemental DEIS.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. The proposed action would allow the sponsors to secure property and conduct wildlife management activities within the boundaries of the Colville Indian Reservation. This Final Environmental Assessment (EA) examines the potential environmental effects of acquiring and managing property for wildlife and wildlife habitat within a large project area. This area consists of several separated land parcels, of which 2,000 hectares (4,943 acres) have been purchased by BPA and an additional 4,640 hectares (11,466 acres) have been identified by the Colville Confederated Tribes for inclusion in the Project.     This environmental impact report (EIR) has been prepared pursuant to the applicable provisions of the California Environmental Quality Act (CEQA) and its implementing guidelines (CEQA Guidelines), and the Amended University of California Procedures for Implementation of the California Environmental Quality Act (UC CEQA Procedures). The University of California (UC or the University) is the lead agency for this EIR, which examines the overall effects of implementation of the proposed 2006 Long Range Development Plan (LRDP; also referred to herein as the 'project' for purposes of CEQA) for Lawrence Berkeley National Laboratory (LBNL; also referred to as 'Berkeley Lab,' 'the Laboratory,' or 'the Lab' in this document). An LRDP is a land use plan that guides overall development of a site. The Lab serves as a special research campus operated by the University employees, but it is owned and financed by the federal government and as such it is distinct from the UC-owned Berkeley Campus. As a campus operated by the University of California, the Laboratory is required to prepare an EIR for an LRDP when one is prepared or updated pursuant to Public Resources Code Section 21080.09. The adoption of an LRDP does not constitute a commitment to, or final decision to implement, any specific project, construction schedule, or funding priority. Rather, the proposed 2006 LRDP describes an entire development program of approximately 980,000 gross square feet of new research and support space construction and 320,000 gross square feet of demolition of existing facilities, for a total of approximately 660,000 gross square feet of net new occupiable space for the site through 2025. Specific projects will undergo CEQA review at the time proposed to determine what, if any, additional review is necessary prior to approval.     This report describes work performed by BP Solar, Inc., to provide an extensive preproduction analysis of waste-stream abatement at its plant in Fairfield, California. During the study, numerous technologies were thoroughly evaluated, which allowed BP Solar to select systems that outperformed the stringent federal and state regulations. The main issues were originally perceived to be controlling cadmium compound releases to both air and wastewater to acceptable levels and adopting technologies for air and water waste streams in an efficient, cost-effective manner. BP Solar proposed high-efficiency, reliable control equipment that would reduce air-contaminant emission levels below levels of concern. Cadmium telluride dust is successfully controlled with high-efficiency (>99.9%) bag-in/bag-out filters. For air abatement, carbon canisters provide efficient VOC reduction, and wastewater pretreatment is required per federal pretreatment standards. BP Solar installed a cadmium-scavenging ion exchange system and electrowinning system capable of removing cadmium to <10 ppb (local publicly-owned-treatment-works limits for cadmium is 30 ppb). BP Solar plans to maximize potential reuse of rinse waters by phasing in additional wastewater treatment technologies. Finally, the work to date has identified the areas that need to be revisited as production scales up to ensure that all health, safety, and environmental goals are met.
