    Public comments are sought on this final SEIS, which supplements the 1992 Columbia River Salmon Flow Measures Options Analysis (OA)/Environmental Impact Statement (EIS). The Corps of Engineers, in cooperation with the Bonneville Power Administration and the Bureau of Reclamation proposes five alternatives to improve flows of water in the lower Columbia-Snake rivers in 1993 and future years to assist the migration of juvenile and adult anadromous fish past eight hydropower dams. These are: (1) Without Project (no action) Alternative, (2) the 1992 Operation, (3) the 1992 Operation with Libby/Hungry Horse Sensitivity, (4) a Modified 1992 Operation with Improvements to Salmon Flows from Dworshak, and (5) a Modified 1992 Operation with Upper Snake Sensitivity. Alternative 4, Modified 1992 Operations, has been identified as the preferred alternative.

    In order to exploit the information on surface wave propagation that is stored in large seismic event datasets, Sandia and Lawrence Livermore National Laboratories have developed a MatSeis interface for performing phase-matched filtering of Rayleigh arrivals. MatSeis is a Matlab-based seismic processing toolkit which provides graphical tools for analyzing seismic data from a network of stations. Tools are available for spectral and polarization measurements, as well as beam forming and f-k analysis with array data, to name just a few. Additionally, one has full access to the Matlab environment and any functions available there. Previously the authors reported the development of new MatSeis tools for calculating regional discrimination measurements. The first of these performs Lg coda analysis as developed by Mayeda and coworkers at Lawrence Livermore National Laboratory. A second tool measures regional phase amplitude ratios for an event and compares the results to ratios from known earthquakes and explosions. Release 1.5 of MatSeis includes the new interface for the analysis of surface wave arrivals. This effort involves the use of regionalized dispersion models from a repository of surface wave data and the construction of phase-matched filters to improve surface wave identification, detection, and magnitude calculation. The tool works as follows. First, a ray is traced from source to receiver through a user-defined grid containing different group velocity versus period values to determine the composite group velocity curve for the path. This curve is shown along with the upper and lower group velocity bounds for reference. Next, the curve is used to create a phase-matched filter, apply the filter, and show the resultant waveform. The application of the filter allows obscured Rayleigh arrivals to be more easily identified. Finally, after screening information outside the range of the phase-matched filter, an inverse version of the filter is applied to obtain a

    A multilayer spectroscopic ellipsometry (SE) model has been developed to characterize SEI formation. The model, which consists of two Cauchy layers, is constructed with an inner layer meant to model primarily inorganic compounds adjacent to an electrode and an outer layer which mirrors polymeric, organic constituents on the exterior of the SEI. Comparison of 1:1 EC:EMC and 1:4 EC:EMC with 1.0 M LiPF₆ shows distinct differences in the two modeled layers. The data suggest that the thickness of both layers change over a wide potential range. These changes have been linked with other reports on the growth of the SEI.

Specifically, it presents a series of step-by-step instructions to write four specific functions of increasing complexity, while simultaneously explaining the notation, syntax, and general program design of the functions being written. The ultimate goal is that that the user can use this guide as a jumping off point from which he or she can write new functions that are compatible with and expand the capabilities of the current MatSeis software that has been developed as part of the Ground-based Nuclear Explosion Monitoring Research and Engineering (GNEMRE) program at Sandia National Laboratories.

    To support the signal processing and data visualization needs of CTBT related projects at SNL, a MATLAB based GUI was developed. This program is known as MatSeis. MatSeis was developed quickly using the available MATLAB functionality. It provides a time-distance profile plot integrating origin, waveform, travel-time, and arrival data. Graphical plot controls, data manipulation, and signal processing functions provide a user friendly seismic analysis package. In addition, the full power of MATLAB (the premier tool for general numeric processing and visualization) is available for prototyping new functions by end users. This package is being made available to the seismic community in the hope that it will aid CTBT research and will facilitate cooperative signal processing development. 2 refs., 5 figs.

    Li-S battery is a complicated system with many challenges existing before its final market penetration. While most of the reported work for Li-S batteries is focused on the cathode design, we demonstrate in this work that the anode consumption accelerated by corrosive polysulfide solution also critically determines the Li-S cell performance. To validate this hypothesis, ionic liquid (IL) N-methyl-N-butylpyrrolidinium bis(trifluoromethylsulfonyl)imide (Py14TFSI) has been employed to modify the properties of SEI layer formed on Li metal surface in Li-S batteries. It is found that the IL-enhanced passivation film on the lithium anode surface exhibits much different morphology and chemical compositions, effectively protecting lithium metal from continuous attack by soluble polysulfides. Therefore, both cell impedance and the irreversible consumption of polysulfides on lithium metal are reduced. As a result, the Coulombic efficiency and the cycling stability of Li-S batteries have been greatly improved. After 120 cycles, Li-S battery cycled in the electrolyte containing IL demonstrates a high capacity retention of 94.3% at 0.1 C rate. These results unveil another important failure mechanism for Li-S batteries and shin the light on the new approaches to improve Li-S battery performances.

    SeisTool is an interactive graphical tool that allows you to analyse seismograms. It runs under the X window environment. The current version employs an OpenLook graphical user interface. It is designed for convenient display of seismograms and handling of events for routine analysis. It also allows phase picking to be done smoothly. A number of time-series analysis operations have also been implemented. Here, is a brief guide to the operation of SeisTool. The intention of this User`s Guide is not to guide you through SeisTool step by step, (The best way of learning how to use SeisTool is run the program and experiment with it.) but, to present a few basic concepts behind SeisTool to acquaint you with the program. The goal of this prototype is to make analysing seismograms as easy and convenient as browsing a file with a text editor. Think of SeisTool as nothing more than a seismogram data file browser.

    To improve the nuclear event monitoring capability of the U.S., the NNSA Ground-based Nuclear Explosion Monitoring Research & Engineering (GNEM R&E) program has been developing a collection of products known as the Knowledge Base (KB). Though much of the focus for the KB has been on the development of calibration data, we have also developed numerous software tools for various purposes. The Matlab-based MatSeis package and the associated suite of regional seismic analysis tools were developed to aid in the testing and evaluation of some Knowledge Base products for which existing applications were either not available or ill-suited. This presentation will provide brief overviews of MatSeis and each of the tools, emphasizing features added in the last year. MatSeis was begun in 1996 and is now a fairly mature product. It is a highly flexible seismic analysis package that provides interfaces to read data from either flatfiles or an Oracle database. All of the standard seismic analysis tasks are supported (e.g. filtering, 3 component rotation, phase picking, event location, magnitude calculation), as well as a variety of array processing algorithms (beaming, FK, coherency analysis, vespagrams). The simplicity of Matlab coding and the tremendous number of available functions make MatSeis/Matlab an ideal environment for developing new monitoring research tools (see the regional seismic analysis tools below). New MatSeis features include: addition of evid information to events in MatSeis, options to screen picks by author, input and output of origerr information, improved performance in reading flatfiles, improved speed in FK calculations, and significant improvements to Measure Tool (filtering, multiple phase display), Free Plot (filtering, phase display and alignment), Mag Tool (maximum likelihood options), and Infra Tool (improved calculation speed, display of an F statistic stream). The NSPWG developed a top- level policy to provide the guiding principles for the development and implementation of the nuclear propulsion safety program and the development of Safety Functional Requirements. In addition the NSPWG reviewed safety issues for nuclear propulsion and recommended top-level safety requirements and guidelines to address these issues. Safety requirements were developed for reactor start-up, inadvertent criticality, radiological release and exposure, disposal, entry, and safeguards. Guidelines were recommended for risk/reliability, operational safety, flight trajectory and mission abort, space debris and meteoroids, and ground test safety. In this paper the specific requirements and guidelines will be discussed.

  19. Automated infrasound signal detection algorithms implemented in MatSeis - Infra Tool.

    MatSeis's infrasound analysis tool, Infra Tool, uses frequency slowness processing to deconstruct the array data into three outputs per processing step: correlation, azimuth and slowness. Until now, an experienced analyst trained to recognize a pattern observed in outputs from signal processing manually accomplished infrasound signal detection. Our goal was to automate the process of infrasound signal detection. The critical aspect of infrasound signal detection is to identify consecutive processing steps where the azimuth is constant (flat) while the time-lag correlation of the windowed waveform is above background value. These two statements describe the arrival of a correlated set of wavefronts at an array. The Hough Transform and Inverse Slope methods are used to determine the representative slope for a specified number of azimuth data points. The representative slope is then used in conjunction with associated correlation value and azimuth data variance to determine if and when an infrasound signal was detected. A format for an infrasound signal detection output file is also proposed. The detection output file will list the processed array element names, followed by detection characteristics for each method. Each detection is supplied with a listing of frequency slowness processing characteristics: human time (YYYY/MM/DD HH:MM:SS.SSS), epochal time, correlation, fstat, azimuth (deg) and trace velocity (km/s). As an example, a ground truth event was processed using the four-element DLIAR infrasound array located in New Mexico. The event is known as the Watusi chemical explosion, which occurred on 2002/09/28 at 21:25:17 with an explosive yield of 38,000 lb TNT equivalent.     This final technical report describes results and findings from a research project to examine the role of microbial phosphohydrolase enzymes in naturally occurring subsurface microorganisms for the purpose of promoting the immobilization of the radionuclide uranium through the production of insoluble uranium phosphate minerals. The research project investigated the microbial mechanisms and the physical and chemical processes promoting uranium biomineralization and sequestration in oxygenated subsurface soils. Uranium biomineralization under aerobic conditions can provide a secondary biobarrier strategy to immobilize radionuclides should the metal precipitates formed by microbial dissimilatory mechanisms remobilize due to a change in redox state.

    In this project we have established guidelines for the design on organic chromophores suitable for producing high triplet yields via singlet fission. We have proven their utility by identifying a chromophore of a structural class that had never been examined for singlet fission before, 1,3-diphenylisobenzofuran, and demonstrating in two independent ways that a thin layer of this material produces a triplet yield of 200% within experimental error. We have also designed a second chromophore of a very different type, again of a structural class that had not been examined for singlet fission before, and found that in a thin layer it produces a 70% triplet yield. Finally, we have enhanced the theoretical understanding of the quantum mechanical nature of the singlet fission process.

    The overall objective of the Chattanooga fuel cell demonstrations project was to develop and demonstrate a prototype 5-kW grid-parallel, solid oxide fuel cell (SOFC) system that co-produces hydrogen, based on Ion Americas technology. The commercial viability of the 5kW SOFC system was tested by transporting, installing and commissioning the SOFC system at the Alternative Energy Laboratory at the University of Tennessee Chattanooga. The system also demonstrated the efficiency and the reliability of the system running on natural gas. This project successfully contributed to the achievement of DOE technology validation milestones from the Technology Validation section of the Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan. Results of the project can be found in the final technical report.

    The two main objectives of this project were: 1) to develop and test technologies to harvest, transport, store, and separate corn stover to supply a clean raw material to the bioproducts industry, and 2) engineer fermentation systems to meet performance targets for lactic acid and ethanol manufacturers. Significant progress was made in testing methods to harvest corn stover in a “single pass” harvest mode (collect corn grain and stover at the same time). This is technically feasible on small scale, but additional equipment refinements will be needed to facilitate cost effective harvest on a larger scale. Transportation models were developed, which indicate that at a corn stover yield of 2.8 tons/acre and purchase price of $35/ton stover, it would be unprofitable to transport stover more than about 25 miles; thus suggesting the development of many regional collection centers. Therefore, collection centers should be located within about 30 miles of the farm, to keep transportation costs to an acceptable level. These collection centers could then potentially do some preprocessing (to fractionate or increase bulk density) and/or ship the biomass by rail or barge to the final customers. Wet storage of stover via ensilage was tested, but no clear economic advantages were evident. Wet storage eliminates fire risk, but increases the complexity of component separation and may result in a small loss of carbohydrate content (fermentation potential). A study of possible supplier-producer relationships, concluded that a “quasi-vertical” integration model would be best suited for new bioproducts industries based on stover. In this model, the relationship would involve a multiyear supply contract (processor with purchase guarantees, producer group with supply guarantees). Price will likely be fixed or calculated based on some formula (possibly a cost plus). Initial quality requirements will be specified (but subject to refinement).Producers would invest in harvest

    The multiloop integral system test (MIST) was part of a multiphase program started in 1983 to address small-break loss-of-coolant accidents (SBLOCAs) specific to Babcock Wilcox-designed plants. MIST was sponsored by the US Nuclear Regulatory Commission, the Babcock Wilcox Owners Group, the Electric Power Research Institute, and Babcock Wilcox. The unique features of the Babcock Wilcox design, specifically the hot leg U-bends and steam generators, prevented the use of existing integral system data or existing integral system facilities to addresss the thermal-hydraulic SBLOCA questions. MIST was specifically designed and constructed for this program, and an existing facility -- the once-through integral system (OTIS) -- was also used. Data from MIST and OTIS are used to benchmark the adequacy of system codes, such as RELAP5 and TRAC, for predicting abnormal plant transients. The MIST program is reported in eleven volumes; Volumes 2 through 8 pertain to groups of Phase 3 tests by type, Volume 9 presents inter-group comparisons. Volume 10 provides comparisons between the RELAP5 MOD2 calculations and MIST observations, and Volume 11 (with addendum) presents the later, Phase 4 tests. This is Volume 1 of the MIST final report, a summary of the entire MIST program. Major topics include: test advisory grop (TAG) issues; facility scaling and design; test matrix; observations; comparisons of RELAP5 calculations to MIST observations; and MIST versus the TAG issues. 11 refs., 29 figs., 9 tabs.

    This final report summarizes the accomplished goals and provide a list of the publications and presentations made during the project. The goals of the project were accomplished through the various publications submitted to Journals and presentations done at the DOE and international meetings and conferences. The 8 journal articles related to the goals of this project were accepted or submitted. The 23 presentations related to goals of the project were presented at the meetings. There were some minor changes regarding to project goals because of issues encountered during the analysis of the data. For example, a total water probe sensor mounted on the Convair-580 that can be used for defining mixed phase conditions and parameterization, had some problems to estimate magnitude of total water mass, and this resulted in issues providing an accurate parameterization for cloud fraction. Variability related aerosol number concentrations and their composition for direct and indirect effects were studied and published. Results were given to explain aerosol and ice microphysical effects on climate change studies. It is suggested that developed parameterizations should consider the variability in aerosol and ice parameters over the Arctic regions.

    This work is focused on the design and construction of novel beam diagnostic and instrumentation for charged particle accelerators required for the next generation of linear colliders. Our main interest is in non-invasive techniques. The Northwestern group of Velasco has been a member of the CLIC Test Facility 3 (CTF3) collaboration since 2003, and the beam instrumentation work is developed mostly at this facility1. This 4 kW electron beam facility has a 25-170 MeV electron LINAC. CTF3 performed a set of dedicated measurements to finalize the development of our RF-Pickup bunch length detectors. The RF-pickup based on mixers was fully commissioned in 2009 and the RF-pickup based on diodes was finished in time for the 2010-11 data taking. The analysis of all the data taken in by the summer of 2010 was finish in time and presented at the main conference of the year, LINAC 2010 in Japan.

    This DOE project DE-FC36-04GO14052 ''Plasma Pilot Plant Test for Treating VOC Emissions from Wood Products Plants'' was conducted by Drexel University in cooperation with Georgia-Pacific (G-P) and Kurchatov Institute (KI). The objective of this project was to test the Plasma Pilot Plant capabilities in wood industry. The final goal of the project was to replace the current state-of-the-art, regenerative thermal oxidation (RTO) technology by Low-Temperature Plasma Technology (LTPT) in paper and wood industry for Volatile Organic Components (VOC) destruction in High Volume Low Concentration (HVLC) vent emissions. MetPro Corporation joined the team as an industrial partner from the environmental control business and a potential leader for commercialization. Concurrent Technology Corporation (CTC) has a separate contract with DOE for this technology evaluation. They prepared questionnaires for comparison of this technology and RTO, and made this comparison. These data are presented in this report along with the description of the technology itself. Experiments with the pilot plant were performed with average plasma power up to 3.6 kW. Different design of the laboratory and pilot plant pulsed coronas, as well as different analytical methods revealed many new peculiarities of the VOC abatement process. The work reported herein describes the experimental results for the VOCs removal efficiency with respect to energy consumption, residence time, water effect and initial concentration.

    This final report describes our efforts on the Three-Dimensional Massively Parallel CEM Technologies LDRD project (97-ERD-009). Significant need exists for more advanced time domain computational electromagnetics modeling. Bookkeeping details and modifying inflexible software constitute a vast majority of the effort required to address such needs. The required effort escalates rapidly as problem complexity increases. For example, hybrid meshes requiring hybrid numerics on massively parallel platforms (MPPs). This project attempts to alleviate the above limitations by investigating flexible abstractions for these numerical algorithms on MPPs using object-oriented methods, providing a programming environment insulating physics from bookkeeping. The three major design iterations during the project, known as TIGER-I to TIGER-III, are discussed. Each version of TIGER is briefly discussed along with lessons learned during the development and implementation. An Application Programming Interface (API) of the object-oriented interface for Tiger-III is included in three appendices. The three appendices contain the Utilities, Entity-Attribute, and Mesh libraries developed during the project. The API libraries represent a snapshot of our latest attempt at insulated the physics from the bookkeeping.

    This is the final report for the Research Grant DE-FG02-08ER54989 'Edge Plasma Simulations in NSTX and CTF: Synergy of Lithium Coating, Non-Diffusive Anomalous Transport and Drifts'. The UCSD group including: A.Yu. Pigarov (PI), S.I. Krasheninnikov and R.D. Smirnov, was working on modeling of the impact of lithium coatings on edge plasma parameters in NSTX with the multi-species multi-fluid code UEDGE. The work was conducted in the following main areas: (i) improvements of UEDGE model for plasma-lithium interactions, (ii) understanding the physics of low-recycling divertor regime in NSTX caused by lithium pumping, (iii) study of synergistic effects with lithium coatings and non-diffusive ballooning-like cross-field transport, (iv) simulation of experimental multi-diagnostic data on edge plasma with lithium pumping in NSTX via self-consistent modeling of D-Li-C plasma with UEDGE, and (v) working-gas balance analysis. The accomplishments in these areas are given in the corresponding subsections in Section 2. Publications and presentations made under the Grant are listed in Section 3.

    The MTX experiment was proposed in 1986 to apply high frequency microwaves generated by a free-electron laser (FEL) to electron cyclotron resonance heating (ECRH) in a high field, high density tokamak. As the absorption of microwaves at the electron cyclotron resonance requires high frequencies, the opportunity of applying a free-electron laser has appeal as the device is not limited to frequencies in the microwave or long millimeter wavelength regions, in contrast to many other sources. In addition, the FEL is inherently a high power source of microwaves, which would permit single units of 10 MW or more, optimum for reactors. Finally, it was recognized early in the study of the application of the FEL based on the induction linear accelerator, that the nonlinear effects associated with the intense pulses of microwaves naturally generated would offer several unique opportunities to apply ECRH to current drive, MHD control, and other plasma effects. It was consequently decided to adapt the induction accelerator based FEL to heating and controlling the tokamak, and to conduct experiments on the associated physics. To this end, the Alcator C tokamak was moved from the Massachusetts Institute of Technology (MIT) to the Lawrence Livermore National Laboratory where it was installed in Building 431 and operated from March, 1989, until the conclusion of the experiment in October, 1992. The FEL, based on the ETA-11 accelerator and IMP wiggler was brought into operation by the LLNL Electron Beam Group and power injected into the tokamak during an experimental run in the Fall, 1989. Following an upgrade by the MTX group, a second experimental run was made lasting from the Winter, 1992 through the end of the experiment. Significant contributions to the ECRH experiments were made by the Japan Atomic Energy Research Institute (JAERI).

    emissions are only observed in whistler spheromaks and FRCs but not in mirrors or asymmetric configurations lacking magnetic null lines. The collisionless electron energization in a toroidal null line usually produces non-Maxwellian distributions. Off the null axis electrons gain more perpendicular than parallel energy. Distributions with T{sub {perpendicular}} > T{sub {parallel}} lead to whistler instabilities which have been observed. A whistler spheromak is a source of high-frequency whistler emissions. These are usually small amplitude whistlers propagating in a complicated background magnetic field. The waves are emitted from a moving source. High frequency whistlers propagate faster than the spheromak, thus partly move ahead of it and partly in the reverse direction. In test wave experiments wave growth opposite to the direction of the hot electron flow has been observed, confirming that Doppler-shifted cyclotron resonance instabilities account for the emission process. Propagating whistler mirrors produce no significant instabilities except when they interact with other fields which exhibit null lines. For example, a whistler mirror has been launched against a stationary FRC, resulting in strong FRC heating and whistler instabilities. In the whistler mirror configuration the antenna near-zone field produces a toroidal null line outside the coil which can also become a source for whistler emissions. Finally, nonlinear EMHD research has been extended to initially unmagnetized plasmas where a new nonlinear skin depth has been discovered. When a small-amplitude oscillating magnetic field is applied to a plasma the field penetration is governed by the skin depth, collisional or collisionless depending on frequency, collision frequency and plasma frequency. However, when the magnetic field increases the electrons become magnetized and the field penetration occurs in the whistler mode if the cyclotron frequency exceeds the oscillating frequency.     ETDP Final Forms was an attempt to demonstrate the fabrication and performance of a ceramic waste form immobilizing the hazardous and radioactive elements of the MSO/SR mineral residues. The ceramic material had been developed previously. The fabrication system was constructed and functioned as designed except for the granulator. Fabrication of our particular ceramic, however, proved unsatisfactory. The ceramic material design was therefore changed toward the end of the project, replacing nepheline with zircon as the sink for silica. Preliminary results were encouraging, but more development is needed. Fabrication of the new ceramic requires major changes in the processing: Calcination and granulation would be replaced by spray drying; and sintering would be at higher temperature. The main goal of the project--demonstrating the fabrication and performance of the waste form--was not achieved. This report summarizes Final Forms' activities. The problem of immobilizing the MSO/SR mineral residues is discussed.

    In order to drive an inertial fusion target or study high energy density physics with heavy ion beams, the beam radius must be focused to < 3 mm and the pulse length must be compressed to < 10 ns. The conventional scheme for temporal pulse compression makes use of an increasing ion velocity to compress the beam as it drifts and beam space charge to stagnate the compression before final focus. Beam compression in a neutralizing plasma does not require stagnation of the compression, enabling a more robust method. The final pulse shape at the target can be programmed by an applied velocity tilt. In this paper, neutralized drift compression is investigated. The sensitivity of the compression and focusing to beam momentum spread, plasma, and magnetic field conditions is studied with realistic driver examples. Using the 3D particle-in-cell code, we examine issues associated with self-field generation, stability, and vacuum-neutralized transport transition and focusing.

    Catalyst activity and aging rate were studied in ICRC's process development unit (PDU) and at the Wilsonville Advanced Coal Liquefaction Facility under SRC-I Demonstration Plant hydroprocessing conditions. Similar studies using both high- and low-conversion modes were conducted by The Lummus Company. The studies determined variations in SRC conversion, hydrocarbon gas production, hydrogen consumption, and heteroatom removal. Samples of spent catalyst were analyzed to ascertain the reasons for catalyst deactivation. Finally, the ICRC PDU hydroprocessing results were compared with those generated at Lummus and Wilsonville pilot plants.

    The mission of the Energy Materials Center at Cornell (emc2) was to achieve a detailed understanding, via a combination of synthesis of new materials, experimental and computational approaches, of how the nature, structure, and dynamics of nanostructured interfaces affect energy conversion and storage with emphasis on fuel cells, batteries and supercapacitors. Our research on these systems was organized around a full system strategy for; the development and improved performance of materials for both electrodes at which storage or conversion occurs; understanding their internal interfaces, such as SEI layers in batteries and electrocatalyst supports in fuel cells, and methods for structuring them to enable high mass transport as well as high ionic and electronic conductivity; development of ion-conducting electrolytes for batteries and fuel cells (separately) and other separator components, as needed; and development of methods for the characterization of these systems under operating conditions (operando methods) Generally, our work took industry and DOE report findings of current materials as a point of departure to focus on novel material sets for improved performance. In addition, some of our work focused on studying existing materials, for example observing battery solvent degradation, fuel cell catalyst coarsening or monitoring lithium dendrite growth, employing in operando methods developed within the center.

    This Final Presentation provides a summary of the work done under Increments A, B, E, and G of the Energy Engineering Analysis Program (EEAP) for Fort Polk Louisiana. The work was accomplished under Contract DACA63-80-C-0166 plus modifications with the Fort Worth District, Corps of Engineers. The vast majority of consumed energy at Fort Polk consists of electricity and natural gas. In FY75, Fort Polk used 48,399,000 kWh of electricity at a cost of $600,000. During that same period, 782,637 MCF of natural gas was purchased for $484,000. The total FY75 energy use was 1,368,327 MBtu.

    The Strategic Asia Program made considerable progress over the course of 2002--the program's first year with support from the Department of Energy--and completed all its tasks on schedule and within budget. Following a planning meeting in Washington in February 2002, a team of leading specialists wrote a series of original assessments regarding the impact of September 11 on the strategic environment in Asia, examining how perceptions and strategies of countries in the region changed following the terrorist attacks. The final products, Strategic Asia 2002-03: Asian Aftershocks and its accompanying executive summary, were published in September 2002. The program's research findings (some of which are summarized) were presented to policymakers in Washington and elsewhere throughout the year, and almost 2,000 copies of the book had been distributed by mid-2003.

    OAK-B135 This NERI project, originally started as the Secure Transportable Autonomous Light Water Reactor (STAR-LW) and currently known as the International Reactor Innovative and Secure (IRIS) project, had the objective of investigating a novel type of water-cooled reactor to satisfy the Generation IV goals: fuel cycle sustainability, enhanced reliability and safety, and improved economics. The research objectives over the three-year (1999-2002) program were as follows: First year: Assess various design alternatives and establish main characteristics of a point design; Second year: Perform feasibility and engineering assessment of the selected design solutions; Third year: Complete reactor design and performance evaluation, including cost assessment These objectives were fully attained and actually they served to launch IRIS as a full fledged project for eventual commercial deployment. The program did not terminate in 2002 at the end of the NERI program, and has just entered in its fifth year. This has been made possible by the IRIS project participants which have grown from the original four member, two-countries team to the current twenty members, nine countries consortium. All the consortium members work under their own funding and it is estimated that the value of their in-kind contributions over the life of the project has been of the order of $30M. Currently, approximately 100 people worldwide are involved in the project. A very important constituency of the IRIS project is the academia: 7 universities from four countries are members of the consortium and five more US universities are associated via parallel NERI programs. To date, 97 students have worked or are working on IRIS; 59 IRIS-related graduate theses have been prepared or are in preparation, and 41 of these students have already graduated with M.S.     The Winnebago Tribe of Nebraska energy options study results will be used to advance the Tribes near term energy management objectives. The array of energy options identified allows the Tribe to select those activities that best fit its energy strategies, goals and objectives. During the course of the study, Red Mountain analyzed both energy options and energy organizational alternatives suitable for the Tribe, presented findings to the Tribal Council, and made recommendations regarding each. Work products delivered to the Tribe, and provided in the Final Report included: A matrix of energy management options applicable to the Tribe, which provided descriptions of particular conservation, efficiency, weatherization, and demand management alternatives. The matrix also provided insight about relative costs of the alternatives, cost/benefit efficacy, ease of implementation, resources for implementing, and observations about each. A matrix of utility service options applicable to the Tribe, describing each of the four alternatives described above. The matrix also provided insight about key benefits of each option, required resources, costs and timeframe for implementation, funding sources and analysis, and key issues for consideration. Discussion guides prepared for each meeting between the Energy Committee and Council, and the Tribes contractor, Red Mountain Energy Partners, which included preliminary analysis and findings. A Position Description for the Energy Manager position, which was reviewed by the Tribal HR Department, and used by the Tribe to develop a position posting. A Utility Code designed for Winnebago to use in establishing its Utility Board, and, ultimately, to provide guidance for the Boards further development. A project summary book developed to include all key information, deliverables and utility provider data for the project. Winnebagos growth trends and expansion plans require the Tribe to play a more active role in assuring that

    This report details how the $5,000 DOE grant to support the workshop titled “Sterile Neutrinos at the Crossroads” (or SNAC11) was allocated and spent. The SNAC11 workshop covered three days during which there were 28 talks, multiple discussion sessions, a poster session with 9 posters delivered, and an impromptu public lecture on the OPERA superluminal neutrino result by the former project manager of OPERA (this was the first official OPERA talk on the subject in North America). The workshop scientific agenda can be viewed at http://www.cpe.vt.edu/snac/program.html. Emerging out of the workshop discussions, was the idea to write a comprehensive white paper describing the current state of the light sterile neutrino. This effort soon became an international collaboration. The final document, titled “Light Sterile Neutrinos: A White Paper” has nearly 200 authors, is 267 pages long, and cites 730 unique references. It has been posted the preprint archive as arXiv:1204.5379 [hep-ph]. Workshop local organizing committee co-chairs, Patrick Huber and Jonathan Link, are the white paper’s head editors. The white paper’s sections and section editors are as follows: 1. Theory and Motivation (Gabriela Barenboim, Valencia and Werner Rodejohann, MPI Heidelberg) 2. Astrophysical Evidence (Kev Abazajian, UC Irvine and Yvonne Wong, Aachen) 3. Evidence from Oscillation Experiments (Joachim Kopp, FNAL and Bill Louis, LANL) 4.     This report serves as the Final Report for Santa Barbara County’s Energy Efficiency and Conservation Block Grant (EECBG) BetterBuildings Neighborhood Program (BBNP) award from the U.S. Department of Energy (DOE). This report explains how DOE BBNP funding was invested to develop robust program infrastructure designed to help property owners complete energy improvements, thereby generating substantial outcomes for the local environment and economy. It provides an overview of program development and design within the grant period, program accomplishments and challenges to date, and a plan for the future sustainability of emPower, the County’s innovative clean energy and building efficiency program. During the grant period, Santa Barbara County’s emPower program primarily targeted 32,000 owner occupied, single family, detached residential homes over 25 years old within the County. In order to help these homeowners and their contractors overcome market barriers to completing residential energy improvements, the program developed and promoted six voluntary, market-based service areas: 1) low cost residential financing (loan loss reserve with two local credit unions), 2) residential rebates, 3) local customer service, 4) expert energy advising, 5) workforce development and training, and 6) marketing, education and outreach. The main goals of the program were to lower building energy use, create jobs and develop a lasting regional building performance market. These services have generated important early outcomes and lessons after the program’s first two years in service. The DOE BBNP funding was extended through October 2014 to enable Santa Barbara County to generate continued outcomes. In fact, funding related to residential financing remains wholly available for the foreseeable future to continue offering Home Upgrade Loans to approximately 1,300 homeowners. The County’s investment of DOE BBNP funding was used to build a lasting, effective, and innovative

    The Department has issued a Final Rule revising the existing contractor regulations covering contractor legal management requirements at 10 C.F.R. 719 (Federal Register May 3, 2013; http://www.gpo.gov/fdsys/pkg/FR-2013-05-03/pdf/2013-10485.pdf). One unusual aspect of the Final Rule is that it requires Contracting Officers to attempt to execute bilateral modifications to existing affected contracts to apply the Final Rule's revisions to those contracts. We will issue an Acquisition Letter shortly with suggested contract modification language. (The Final Rule's revisions "… are designed to clarify and streamline existing requirements, improve efficiency of contractor legal management, and facilitate oversight over the expenditure of taxpayer dollars." The contract modifications will state the revisions will only apply to costs incurred from date the bilateral modifications are executed forward. The revisions are administrative in nature. Regarding costs contractors have not yet incurred, the revisions could have been communicated to contractors without using a Final Rule to incorporate them into current contracts. Consequently, the modifications do not require equitable adjustments.)

    This document provides an analysis of the potential impacts associated with the proposed action, which is continued operation of Naval Petroleum Reserve No. I (NPR-1) at the Maximum Efficient Rate (MER) as authorized by Public law 94-258, the Naval Petroleum Reserves Production Act of 1976 (Act). The document also provides a similar analysis of alternatives to the proposed action, which also involve continued operations, but under lower development scenarios and lower rates of production. NPR-1 is a large oil and gas field jointly owned and operated by the federal government and Chevron U.SA Inc. (CUSA) pursuant to a Unit Plan Contract that became effective in 1944; the government`s interest is approximately 78% and CUSA`s interest is approximately 22%. The government`s interest is under the jurisdiction of the United States Department of Energy (DOE). The facility is approximately 17,409 acres (74 square miles), and it is located in Kern County, California, about 25 miles southwest of Bakersfield and 100 miles north of Los Angeles in the south central portion of the state. The environmental analysis presented herein is a supplement to the NPR-1 Final Environmental Impact Statement of that was issued by DOE in 1979 (1979 EIS). As such, this document is a Supplemental Environmental Impact Statement (SEIS).

    The DCE (DNA Capture Element) Bio-Detection System (Biohound) was conceived, designed, built and tested by PNNL under a MIPR for the US Air Force under the technical direction of Dr. Johnathan Kiel and his team at Brooks City Base in San Antonio Texas. The project was directed toward building a measurement device to take advantage of a unique aptamer based assay developed by the Air Force for detecting biological agents. The assay uses narrow band quantum dots fluorophores, high efficiency fluorescence quenchers, magnetic micro-beads beads and selected aptamers to perform high specificity, high sensitivity detection of targeted biological materials in minutes. This final report summarizes and documents the final configuration of the system delivered to the Air Force in December 2008

    Researchers at INL with funding from the Department of Energy’s Office of Electricity Delivery and Energy Reliability (DOE-OE) evaluated a novel approach for near real-time consumption of threat intelligence. Demonstration testing in an industry environment supported the development of this new process to assist the electric sector in securing their critical networks. This report provides the reader with an understanding of the methods used during this proof of concept project. The processes and templates were further advanced with an industry partner during an onsite assessment.     The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    The reactions which occur when fly ash is treated under hydrothermal conditions were investigated. This was done for the following primary reasons. The first of these is to determine the nature of the phases that form to assess the stabilities of these phases in the ambient environment and, finally, to assess whether these phases are capable of sequestering hazardous species. The second reason for undertaking this study was whether, depending on the composition of the ash and the presence of selected additives, it would be possible under hydrothermal conditions to form compounds which have cementitious properties. Formation of four classes of compounds, which bracket likely fly ash compositional ranges, were selected for study. The classes are calcium silicate hydrates, calcium selenates, and calcium aluminosulfates, and silicate-based glasses. Specific compounds synthesized were determined and their stability regions assessed. As part of stability assessment, the extent to which selected hazardous species are sequestered was determined. Finally, the cementing properties of these compounds were established. The results obtained in this program have demonstrated that mild hydrothermal conditions can be employed to improve the reactivity of fly ash. Such improvements in reactivity can result in the formation of monolithic forms which may exhibit suitable mechanical properties for selected applications as building materials. If the ashes involved are considered hazardous, the mechanical properties exhibited indicated the forms could be handled in a manner which facilitates their disposal.

    Energy Impact Illinois (EI2) is an alliance of government organizations, nonprofits, and regional utility companies led by the Chicago Metropolitan Agency for Planning (CMAP) that is dedicated to helping communities in the Chicago metropolitan area become more energy efficient. Originally organized as the Chicago Region Retrofit Ramp-Up (CR3), EI2 became part of the nationwide Better Buildings Neighborhood Program (BBNP) in May 2010 after receiving a $25 million award from the U.S. Department of Energy (DOE) authorized through the American Recovery and Reinvestment Act of 2009 (ARRA). The program’s primary goal was to fund initiatives that mitigate barriers to energy efficiency retrofitting activities across residential, multifamily, and commercial building sectors in the seven-county CMAP region and to help to build a sustainable energy efficiency marketplace. The EI2 Final Technical Report provides a detailed review of the strategies, implementation methods, challenges, lessons learned, and final results of the EI2 program during the initial grant period from 2010-2013. During the program period, EI2 successfully increased direct retrofit activity in the region and was able to make a broader impact on the energy efficiency market in the Chicago region. As the period of performance for the initial grant comes to an end, EI2’s legacy raises the bar for the region in terms of helping homeowners and building owners to take action on the continually complex issue of energy efficiency.

    This Final Regulatory Assessment examines certain alternative pollution prevention measures on a selected range of existing single-hull tank vessel categories. The final rule assessment studies the cost and benefit variations if certain existing tank vessels were required to fit protectively located spaces or hydrostatically load cargo to standards equivalent to those in Regulation 13G of Annex I of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 (MARPOL). The cost and benefit study was broken down by vessel type (international or domestic), gross tonnage, and type of cargo carried.

    The results of a study to identify potential hazards arising from nuclear reactor power systems for use on the lunar and Martian surfaces, related safety issues, and resolutions of such issues by system design changes, operating procedures, and other means are presented. All safety aspects of nuclear reactor power systems from prelaunch ground handling to eventual disposal were examined consistent with the level of detail for SP-100 reactor design at the 1988 System Design Review and for launch vehicle and space transport vehicle designs and mission descriptions as defined in the 90-day Space Exploration Initiative (SEI) study. Information from previous aerospace nuclear safety studies was used where appropriate. Safety requirements for the SP-100 space nuclear reactor system were compiled. Mission profiles were defined with emphasis on activities after low earth orbit insertion. Accident scenarios were then qualitatively defined for each mission phase. Safety issues were identified for all mission phases with the aid of simplified event trees. Safety issue resolution approaches of the SP-100 program were compiled. Resolution approaches for those safety issues not covered by the SP-100 program were identified. Additionally, the resolution approaches of the SP-100 program were examined in light of the moon and Mars missions.

This amendment provides updates to the FSAR to facilitate FFTF shutdown and deactivation. Among the changes are the following: Chapter 11 is updated to describe upgrades to the Solid Waste Cask. Additional fuel handling accidents are added to Chapter 15. Appendix G is revised to clearly identify systems and their safety functions. Appendix H is revised to remove the discussion of material that has been removed from the Interim Storage Area. Appendix I is revised to provide a general description of liquid metal removal from FFTF. Other changes include minor technical updates from the FSAR annual review and editorial and procedure references.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    This final report deals with the results of a 5-yr project for developing a more energy-efficient, environmentally friendly, less costly process for producing hot metal than current coke ovens and blast furnaces. In the process, iron ore pellets are smelted in a foamy slag created by reaction of coal char with molten slag to produce CO. The CO further reacts with oxygen, which also reacts with coal volatile matter, to produce the heat necessary to sustain the endothermic reduction reaction. The uncombusted CO and H{sub 2} from the coal are used to preheat and prereduce hematite pellets for the most efficient use of the energy in the coal. Laboratory programs confirmed that the process steps worked. Pilot plant studies were successful. Economic analysis for a 1 million tpy plant is promising.

    In the course of developing parallel programs for leadership computing systems, subtle programming errors often arise that are extremely difficult to diagnose without tools. To meet this challenge, University of Maryland, the University of Wisconsin—Madison, and Rice University worked to develop lightweight tools to help code developers pinpoint a variety of program correctness errors that plague parallel scientific codes. The aim of this project was to develop software tools that help diagnose program errors including memory leaks, memory access errors, round-off errors, and data races. Research at Rice University focused on developing algorithms and data structures to support efficient monitoring of multithreaded programs for memory access errors and data races. This is a final report about research and development work at Rice University as part of this project.

    Over the last three years the Neurons to Algorithms (N2A) LDRD project teams has built infrastructure to discover computational structures in the brain. This consists of a modeling language, a tool that enables model development and simulation in that language, and initial connections with the Neuroinformatics community, a group working toward similar goals. The approach of N2A is to express large complex systems like the brain as populations of a discrete part types that have specific structural relationships with each other, along with internal and structural dynamics. Such an evolving mathematical system may be able to capture the essence of neural processing, and ultimately of thought itself. This final report is a cover for the actual products of the project: the N2A Language Specification, the N2A Application, and a journal paper summarizing our methods.

    The project goal was reduction of energy consumption on a group of multi-use buildings. The initial step was to assess the group of buildings and define a set of Energy Conservation Measures (ECM?s) that would return an average energy consumption savings of thirty percent. The assessments defined deficiencies in systems from building envelope to interior lighting. Corrections for the deficiencies were addressed through ECM?s that included: high efficiency lighting, occupancy sensors, programmable thermostats, HVAC upgrades, insulation upgrades, as well as a solar thermal installation to reduce propane consumption. ECM?s were recommended based on calculated energy savings. ECM implementation was performed using licensed professionals across multiple disciplines. Electricians installed new lighting and set up occupancy sensors while plumbers implemented low flow fixtures and insulated water heater systems. A general contractor sealed and repaired building envelopes while overseeing other disciplines. Final energy consumption reductions will exceed thirty percent across nine buildings

    This report describes progress made during the final phase of our DOE-funded program on Nanostructured Magnetic Materials. This period was quite productive, resulting in the submission of three papers and presentation of three talks at international conferences and three seminars at research institutions. Our DOE-funded research efforts were directed toward studies of magnetism at surfaces and interfaces in high-quality, well-characterized materials prepared by Molecular Beam Epitaxy (MBE) and sputtering. We have an exceptionally well-equipped laboratory for these studies, with: Thin film preparation equipment; Characterization equipment; Equipment to study magnetic properties of surfaces and ultra-thin magnetic films and interfaces in multi-layers and superlattices.

    This report covers the period from October 1992 through the close of the project. FY 92 closed out with the successful briefing to industry and with many potential and important initiatives in the spacecraft arena. Due to the funding uncertainties, we were directed to proceed as if our funding would be approximately the same as FY 92 ($2M), but not to make any major new commitments. However, the MODIL`s FY 93 funding was reduced to $810K and we were directed to concentrate on the cryocooler area. The cryocooler effort completed its demonstration project. The final meetings with the cryocooler fabricators were very encouraging as we witnessed the enthusiastic reception of technology to help them reduce fabrication uncertainties. Support of the USAF Phillips Laboratory cryocooler program was continued including kick-off meetings for the Prototype Spacecraft Cryocooler (PSC). Under Phillips Laboratory support, Gill Cruz visited British Aerospace and Lucas Aerospace in the United Kingdom to assess their manufacturing capabilities. In the Automated Spacecraft & Assembly Project (ASAP), contracts were pursued for the analysis by four Brilliant Eyes prime contractors to provide a proprietary snap shot of their current status of Integrated Product Development. In the materials and structure thrust the final analysis was completed of the samples made under the contract (``Partial Automation of Matched Metal Net Shape Molding of Continuous Fiber Composites``) to SPARTA. The Precision Technologies thrust funded the Jet Propulsion Laboratory to prepare a plan to develop a Computer Aided Alignment capability to significantly reduce the time for alignment and even possibly provide real time and remote alignment capability of systems in flight.
