    Highlights: • On-site segregation level: 1.80%; training and motivation strategies were not effective. • 70% Cardboard waste: from switches and sockets during the building services stage. • 40% Plastic waste: generated during structures and partition works due to palletizing. • >50% Wood packaging waste, basically pallets, generated during the envelope works. - Abstract: The construction sector is responsible for around 28% of the total waste volume generated in Europe, which exceeds the amount of household waste. This has led to an increase of different research studies focusing on construction waste quantification. However, within the research studies made, packaging waste has been analyzed to a limited extent. This article focuses on the packaging waste stream generated in the construction sector. To this purpose current on-site waste packaging management has been assessed by monitoring ten Mediterranean residential building works. The findings of the experimental data collection revealed that the incentive measures implemented by the construction company to improve on-site waste sorting failed to achieve the intended purpose, showing low segregation ratios. Subsequently, through an analytical study the generation patterns for packaging waste are established, leading to the identification of the prevailing kinds of packaging and the products responsible for their generation. Results indicate that plastic waste generation maintains a constant trend throughout the whole construction process, while cardboard becomes predominant towards the end of the construction works with switches and sockets from the electricity stage. Understanding the production patterns of packaging waste will be beneficial for adapting waste management strategies to the identified patterns for the specific nature of packaging waste within the context of construction worksites.

    In this paper, we describe a Mackey type decomposition for group actions on abelian categories. This allows us to define new Mackey functors which associates to any subgroup the K-theory of the corresponding equivariantized abelian category. In the case of an action by tensor autoequivalences, the Mackey functor at the level of Grothendieck rings has a Green functor structure. As an application we give a description of the Grothendieck rings of equivariantized fusion categories under group actions by tensor autoequivalences on graded fusion categories. In this settings, a new formula for the tensor product of any two simple objects of an equivariantized fusion category is given, simplifying the fusion formula from Burciu and Natale [J. Math. Phys. 54, 013511 (2013)].

    Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

    The paper compares hydrographic and terrain categories in the geospatial data standards of the US, Taiwan, and Russian Federation where the dominant languages used are from di erent language families. It aims to identify structural and semantic di erences between similar categories across three geospatial data standards. By formalizing the data standard structures and identifying the properties that di erentiate sibling categories in each geospatial data standard using well-known formal relations and quality universals, we develop a common basis on which hydrographic and terrain categories in the three data standards can be compared. The result suggests that all three data standards structure categories with a mixture of relations with di erent meaning even though most of them are well-known relations in top-level ontologies. Similar categories can be found across all three standards but exact match between similar categories are rare.

    The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility.     Today’s categories for responding to targeted violence are motive-based and tend to drive policies, practices, training, media coverage, and research. These categories are based on the assumption that there are significant differences between ideological and non-ideological actors and between domestic and international actors. We question the reliance on these categories and offer an alternative way to frame the response to multiple forms of targeted violence. We propose adopting a community-based multidisciplinary approach to assess risk and provide interventions that are focused on the pre-criminal space. We describe four capabilities that should be implemented locally by establishing and maintaining multidisciplinary response teams that combine community and law-enforcement components: (1) community members are educated, making them better able to identify and report patterns associated with elevated risk for violence; (2) community-based professionals are trained to assess the risks for violent behavior posed by individuals; (3) community-based professionals learn to implement strategies that directly intervene in causal factors for those individuals who are at elevated risk; and (4) community-based professionals learn to monitor and assess an individual’s risk for violent behaviors on an ongoing basis. Community-based multidisciplinary response teams have the potential to identify and help persons in the pre-criminal space and to reduce barriers that have traditionally impeded community/law-enforcement collaboration.

    The chiral conformal field theory of free super-bosons is generated by weight one currents whose mode algebra is the affinisation of an abelian Lie super-algebra h with non-degenerate super-symmetric pairing. The mode algebras of a single free boson and of a single pair of symplectic fermions arise for even|odd dimension 1|0 and 0|2 of h, respectively. In this paper, the representations of the untwisted mode algebra of free super-bosons are equipped with a tensor product, a braiding, and an associator. In the symplectic fermion case, i.e., if h is purely odd, the braided monoidal structure is extended to representations of the Z/2Z-twisted mode algebra. The tensor product is obtained by computing spaces of vertex operators. The braiding and associator are determined by explicit calculations from three- and four-point conformal blocks.

    The ARM Program gathers a wide variety of measurements from many different sources. Each day, the Data Archive stores and distributes large quantities of data collected from these sources. Scientists then use these data to research atmospheric radiation balance and cloud feedback processes, which are critical elements of global climate change. The huge archive of ARM data can be organized by measurement categories into six "collections:" Aerosols, Atmospheric Carbon, Atmospheric State, Cloud Properties, Radiometric, and Surface Properties. Clicking on one of the measurement categories leads to a page that breaks that category down into sub-categories. For example, "Aerosols" is broken down into Microphysical and Chemical Properties (with 9 subsets) and Optical and Radiative Properties (with 7 subsets).     In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. A key component of the technical basis is the Potential Impact Category (PIC) assigned to an emission point. This paper discusses the PIC assignments for the Pacific Northwest National Laboratory (PNNL) Integrated Laboratory emission units; this revision includes five PIC categories.

    Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. We learn the scene prediction model from highresolution satellite imagery to test the model on the Columbus Surrogate Unmanned Aerial Vehicle (CSUAV) dataset ollected by high-altitude wide area UAV sensor platform. e compare the proposed features with the popular Scale nvariant Feature Transform (SIFT) features. Our experimental results show that proposed approach outperforms te SIFT model when the training and testing are conducted n disparate data sources.

    The summaries contain data about industrial facilities in various industries discharging pollutants in their wastewaters and considers whether the EPA should pursue regulations to control such discharges. The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes, and contain only the minimum amount of data needed to provide some perspective on the relative magnitude of the pollution problems created across the categories. The study provides technical, economic, and environmental bases to determine whether additional effluent limitation guidelines and standards to control the discharge of toxic and hazardous pollutants are necessary for the pharmaceutical manufacturing industry and serves as a source of information to be used by permit writers and publicly owned treatment works (POTWs) in controlling hazardous wastes until final rules are published.

The calculations were based on the weights of the hazardous medical wastes that were regularly transferred to the sole medical waste incinerator in Athens over a 22-month period during years 2009 and 2010. The 132 health-care facilities were grouped into public and private ones, and, also, into seven sub-categories, namely: birth, cancer treatment, general, military, pediatric, psychiatric and university hospitals. Results showed that there is a large variability in the HMWUGR, even among hospitals of the same category. Average total HMWUGR varied from 0.012 kg bed{sup -1} d{sup -1}, for the public psychiatric hospitals, to up to 0.72 kg bed{sup -1} d{sup -1}, for the public university hospitals. Within the private hospitals, average HMWUGR ranged from 0.0012 kg bed{sup -1} d{sup -1}, for the psychiatric clinics, to up to 0.49 kg bed{sup -1} d{sup -1}, for the birth clinics. Based on non-parametric statistics, HMWUGR were statistically similar for the birth and general hospitals, in both the public and private sector. The private birth and general hospitals generated statistically more wastes compared to the corresponding public hospitals. The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes. The paint formulating industry is one of 12 industries identified in the DSS as a potential source of hazardous waste discharges to POTWs. The study gathered information to assist the Agency in deciding whether to develop national effluent limitations guidelines and standards for the industry. The document comprises three independent studies: a technical support study, an economic impact study, and an environmental impact study.

This study constructs a physical input-output life-cycle assessment (PIO-LCA) model. The PIO-LCA model is used to investigate environmental impacts of four categories of waste recycling in China's paper industry: crop straws, bagasse, textile wastes and scrap paper. Crop straw recycling and wood utilization for paper production have small total intensity of environmental impacts. Moreover, environmental impacts reduction of crop straw recycling and wood utilization benefits the most from technology development. Thus, using crop straws and wood (including wood wastes) for paper production should be promoted. Technology development has small effects on environmental impacts reduction of bagasse recycling, textile waste recycling and scrap paper recycling. In addition, bagasse recycling and textile waste recycling have big total intensity of environmental impacts. Thus, the development of bagasse recycling and textile waste recycling should be properly limited. Other pathways for reusing bagasse and textile wastes should be explored and evaluated. Moreover, imports of scrap paper should be encouraged to reduce large indirect impacts of scrap paper recycling on domestic environment.

    A large wildfire called the Las Conchas Fire burned large areas near Los Alamos National Laboratory (LANL) in 2011 and heightened public concern and news media attention over transuranic (TRU) waste stored at LANL’s Technical Area 54 (TA-54) Area G waste management facility. The removal of TRU waste from Area G had been placed at a lower priority in budget decisions for environmental cleanup at LANL because TRU waste removal is not included in the March 2005 Compliance Order on Consent (Reference 1) that is the primary regulatory driver for environmental cleanup at LANL. The Consent Order is an agreement between LANL and the New Mexico Environment Department (NMED) that contains specific requirements and schedules for cleaning up historical contamination at the LANL site. After the Las Conchas Fire, discussions were held by the U.S. Department of Energy (DOE) with the NMED on accelerating TRU waste removal from LANL and disposing it at the Waste Isolation Pilot Plant (WIPP). This report summarizes available information on the origin, configuration, and composition of the waste containers within the Hot Cell Liners category; their physical and radiological characteristics; the results of the radioassays; and the justification to reclassify the five containers as LLW rather than TRU waste.

    Nuclear proliferation risks from magnetic fusion energy associated with access to weapon-usable materials can be divided into three main categories: (1) clandestine production of weapon-usable material in an undeclared facility, (2) covert production of such material inn a declared facility, and (3) use of a declared facility in a breakout scenario, in which a state begins production of fissile material without concealing the effort. In this paper we address each of these categories of risks from fusion. For each case, we find that the proliferation risk from fusion systems can be much lower than the equivalent risk from fission systems, if the fusion system is designed to accommodate appropriate safeguards.

  16. Unit Price Scaling Trends for Chemical Products

    To facilitate early-stage life-cycle techno-economic modeling of emerging technologies, here we identify scaling relations between unit price and sales quantity for a variety of chemical products of three categories - metal salts, organic compounds, and solvents. We collect price quotations for lab-scale and bulk purchases of chemicals from both U.S. and Chinese suppliers. We apply a log-log linear regression model to estimate the price discount effect. Using the median discount factor of each category, one can infer bulk prices of products for which only lab-scale prices are available. We conduct out-of-sample tests showing that most of the price proxies deviate from their actual reference prices by a factor less than ten. We also apply the bootstrap method to determine if a sample median discount factor should be accepted for price approximation. We find that appropriate discount factors for metal salts and for solvents are both -0.56, while that for organic compounds is -0.67 and is less representative due to greater extent of product heterogeneity within this category.

    This report presents the results of a survey of the secondary copper smelting and refining industry to determine the probable impact of the development of new source performance standards under Section 111 of the Clean Air Act. The surveyed industry processes copper scrap to produce pure copper or copper alloy, other than brass and bronze. Secondary copper foundries, which melt and cast high-quality copper scrap without refining it, are excluded. Primary copper smelters and refiners, which produce copper from ore, are also excluded, although they also process copper scrap. Process, emissions, and economic data were gathered by literature searches, contacts with representatives of the industry, trade associations, federal government agencies, and state and local air pollution control agencies, and visits to two plants. The industry's production processes, actual and allowable air emissions, and emission control systems are described. State and local emission regulations are compared. Production and capacity are projected to 1989 and the impact of new source performance standards is assessed.

Sandia's primary mission is ensuring that the U.S. nuclear arsenal is safe, secure, and reliable and can fully support the Nation's deterrence policy. Part of this mission includes systems engineering of nuclear weapons; research, design, and development of non-nuclear components; manufacturing of non-nuclear weapons components; the provision of safety, security, and reliability assessments of stockpile weapons; and the conduct of high-explosives research and development and environmental testing. Sandia Corporation, a subsidiary of Lockheed Martin Corporation, operates Sandia for the National Nuclear Security Administration (NNSA). On May 7, 2004, the Secretary announced that the Department would evaluate missions at DOE sites to consolidate Special Nuclear Material (SNM) in the most secure environments possible.     Nuclear facilities sometimes use hand-held plastic scintillator detectors to detect attempts to divert special nuclear material in situations where portal monitors are impractical. MCNP calculations have been performed to determine the neutron and gamma radiation field arising from a Category I quantity of weapons-grade plutonium in various shielding configurations. The shields considered were composed of combinations of lead and high-density polyethylene such that the mass of the plutonium plus shield was 22.7 kilograms. Monte-Carlo techniques were also used to determine the detector response to each of the shielding configurations. The detector response calculations were verified using field measurements of high-, medium-, and low- energy gamma-ray sources as well as a Cf-252 neutron source.

    In the context of the LHC experiments, the physics of bottom flavoured hadrons enters in different contexts. It can be used for QCD tests, it affects the possibilities of B decays studies, and it is an important source of background for several processes of interest. The physics of b production at hadron colliders has a rather long story, dating back to its first observation in the UA1 experiment. Subsequently, b production has been studied at the Tevatron. Besides the transverse momentum spectrum of a single b, it has also become possible, in recent time, to study correlations in the production characteristics of the b and the b. At the LHC new opportunities will be offered by the high statistics and the high energy reach. One expects to be able to study the transverse momentum spectrum at higher transverse momenta, and also to exploit the large statistics to perform more accurate studies of correlations.

As the single largest material category in the municipal solid waste (MSW) stream, wastepaper is the main target of efforts to reduce the volume of MSW. And in the process for producing ethanol from lignocellulosics, the feedstock represents the highest cost. If wastepaper could be obtained cheaply in large enough quantities and if conversion process cost and efficiency prove to be similar to those for wood, the cost of ethanol could be significantly reduced.     This paper describes the conception, design, fabrication and deployment of a modular, transportable, connectable Category 2 nuclear system deployed at the Savannah River site to be used for characterizing and repackaging Transuranic Waste destined for the Waste Isolation Pilot Plant (WIPP). A standardized Nuclear Category 2 and Performance Category 2 envelope called a 'Nuclear Transportainer' was conceived and designed that provides a safety envelope for nuclear operations. The Nuclear Transportainer can be outfitted with equipment that performs functions necessary to meet mission objectives, in this case repackaging waste for shipment to WIPP. Once outfitted with process and ventilation systems the Nuclear Transportainer is a Modular Unit (MU). Each MU is connectable to other MUS - nuclear or non-nuclear - allowing for multiple functions, command & control, or increasing capacity. The design took advantage of work already in-progress at Los Alamos National Laboratory (LANL) for a similar system to be deployed at LANL's Technical Area 54.

    1-Hydroxypyrene (1-OHP) is a biomarker of recent exposure to polycyclic aromatic hydrocarbons (PAHs). We investigated whether urinary 1-OHP concentrations in Chinese coke oven workers (COWs) are modulated by job category, respirator usage, and cigarette smoking. The present cross-sectional study measured urinary 1-OHP concentrations in 197 COWs from Coking plant I and 250 COWs from Coking plant II, as well as 220 unexposed referents from Control plant I and 56 referents from Control plant II. Urinary 1-OHP concentrations (geometric mean, {mu}mol/mol creatinine) were 5.18 and 4.21 in workers from Coking plants I and II, respectively. The highest 1-OHP levels in urine were found among topside workers including lidmen, tar chasers, and whistlers. Benchmen had higher 1-OHP levels than other workers at the sideoven. Above 75% of the COWs exceeded the recommended occupational exposure limit of 2.3 {mu}mol/mol creatinine. Respirator usage and increased body mass index (BMI) slightly reduced 1-OHP levels in COWs. Cigarette smoking significantly increased urinary 1-OHP levels in unexposed referents but had no effect in COWs. Chinese COWs, especially topside workers and benchmen, are exposed to high levels of PAHs. Urinary 1-OHP concentrations appear to be modulated by respirator usage and BMI in COWs, as well as by smoking in unexposed referents.

    A secondary light sensitive photoelectric product separator for use with a primary product separator that concentrates a material so that it is visually distinguishable from adjacent materials. The concentrate separation is accomplished first by feeding the material onto a vibratory inclined surface with a liquid flow, such as a wet concentrating table. Vibrations generally perpendicular to the stream direction of flow cause the concentrate to separate from its mixture according to its color. When the concentrate and its surrounding stream reach the recovery end of the table, a detecting device notes the line of color demarcation and triggers a signal if it differs from a normal condition. If no difference is noted nothing moves on the second separator. However, if a difference is detected in the constant monitoring of the color line's location, a product splitter and recovery unit normally positioned near the color line at the recovery end, moves to a new position. In this manner the selected separated concentrate is recovered at a maximum rate regardless of variations in the flow stream or other conditions present.

    The scope of this Environmental Development Plan (EDP) follows the Special Nuclear Materials (SNM) Production category of the Department of Energy budget. It includes the process steps and facilities necessary for the production of plutonium and tritium for Government needs and the production of some other radioactive materials that will be used for heat and radiation sources by domestic and international customers. Most of the SNM production is now carried out at the Savannah River Plant, but plutonium is still produced at Hanford. This EDP does not address the mining, milling, or enrichment of the uranium, but it does consider the reactor fuel (and target) fabrication facilities. The production reactors and the spent fuel processing plants and their effluents are discussed here, but the defense wastes from them are treated in a separate EDP. The scope does not include transportation, decontamination and decommissioning, safeguards and security, or use of the SNM products.

    Results of surveys conducted between 1991 and 1995 were used to document the distribution and habitat of 11 Category 2 candidate plant species known to occur on or near the Nevada Test Site (NTS). Approximately 200 areas encompassing about 13,000 ha were surveyed. Distributions of all species except Frasera-pahutensis and Phaceliaparishii were increased, and the ranges of Camissonia megalantha, Galium hilendiae ssp. kingstonense, Penstemon albomarginatus, and Penstemon pahutensis were expanded. The status of each species was assessed based on current distribution population trends, and potential threats. Recommendations were made to reclassi& the following five species to Category 3C: Arctomecon merriamii, F. pahutensis, P. pahutensis, Phacelia beatleyae, and Phaceliaparishii. Two species, C. megalantha and Cymopterus ripIeyi var. saniculoides, were recommended for reclassification to Category 3B status. No recommendation was made to reclassify Astragalus funereus, G. hilendiae ssp. kingstonense, P. albomarginatus, or Penstemon fruticiformis var. amargosae from their current Category 2 status. Populations of these four species are not threatened on NTS, but the NTS populations represent only a.small portion of each species range and the potential threats of mining or grazing activities off NTS on these species was notassessed. Conservation measures recommended included the development of an NTS ecosystem conservation plan, continued conduct of preactivity and plant surveys on NTS, and protection of plant type localities on NTS.

    One of the methods being considered for safely disposing of Category 3 low-level radioactive wastes is to encase the waste in concrete. Such concrete encasement would contain and isolate the waste packages from the hydrologic environment and would act as an intrusion barrier. The current plan for waste isolation consists of stacking low-level waste packages on a trench floor, surrounding the stacks with reinforced steel, and encasing these packages in concrete. These concrete-encased waste stacks are expected to vary in size with maximum dimensions of 6.4 m long, 2.7 m wide, and 4 m high. The waste stacks are expected to have a surrounding minimum thickness of 15 cm of concrete encasement. These concrete-encased waste packages are expected to withstand environmental exposure (solar radiation, temperature variations, and precipitation) until an interim soil cover or permanent closure cover is installed, and to remain largely intact thereafter. Any failure of concrete encasement may result in water intrusion and consequent mobilization of radionuclides from the waste packages. The mobilized radionuclides may escape from the encased concrete by mass flow and/or diffusion and move into the surrounding subsurface environment. Therefore, it is necessary to assess the performance of the concrete encasement structure and the ability of the surrounding soil to retard radionuclide migration. The retardation factors for radionuclides contained in the waste packages can be determined from measurements of diffusion coefficients for these contaminants through concrete and fill material. Some of the mobilization scenarios include (1) potential leaching of waste form before permanent closure cover is installed; (2) after the cover installation, long-term diffusion of radionuclides from concrete waste form into surrounding fill material; (3) diffusion of radionuclides from contaminated soils into adjoining concrete encasement and clean fill material. The data cover 4105 of the 5477 US coal mining operations active in 1985. These mining operations accounted for 99.4% of total US coal production and represented 74.9% of all US coal mining operations in 1985. This report also includes data for the demonstrated reserve vase of coal in the US on January 1, 1985.

    Reducing the water use of plumbing products—toilets, urinals, faucets, and showerheads —has been a popular conservation measure. Improved technologies have created opportunities for additional conservation in this area. However, plumbing products do not operate in a vacuum. This paper reviews the literature related to plumbing products to determine a systems framework for evaluating future conservation measures using these products. The main framework comprises the following categories: water use efficiency, product components, product performance, source water, energy, and plumbing/sewer infrastructure. This framework for analysis provides a starting point for professionals considering future water conservation measures to evaluate the need for additional research, collaboration with other standards or codes committees, and attachment of additional metrics to water use efficiency (such as performance).

In 1992, there were 3,439 active coal mining operations made up of all mines, preparation plants, and refuse operations. The data in Table 1 cover the 2,746 mines that produced coal, regardless of the amount of production, except for bituminous refuse mines. Tables 2 through 33 include data from the 2,852 mining operations that produced, processed, or prepared 10 thousand or more short tons of coal during the period, except for bituminous refuse, and includes preparation plants with 5 thousand or more employee hours. These mining operations accounted for over 99 percent of total US coal production and represented 83 percent of all US coal mining operations in 1992.

    A method for microbial production of epoxides and other oxygenated products is disclosed. The method uses a biocatalyst of methanotrophic bacteria cultured in a biphasic medium containing a major amount of a non-aqueous polar solvent. Regeneration of reducing equivalents is carried out by using endogenous hydrogenase activity together with supplied hydrogen gas. This method is especially effective with gaseous substrates and cofactors that result in liquid products.

    The ORNL Cost Evaluation Technical Support Group (CETSG) has been assigned by DOE-HQ Defense Programs (DP) the task defining, obtaining, and evaluating the capital and life-cycle costs for each of the technology/proponent/site/revenue possibilities envisioned for the New Production Reactor (NPR). The first part of this exercise is largely one of accounting, since all NPR proponents use different accounting methodologies in preparing their costs. In order to address this problem of comparing ''apples and oranges,'' the proponent-provided costs must be partitioned into a framework suitable for all proponents and concepts. If this is done, major cost categories can then be compared between concepts and major cost differences identified. Since the technologies proposed for the NPR and its needed fuel and target support facilities vary considerably in level of technical and operational maturity, considerable care must be taken to evaluate the proponent-derived costs in an equitable manner. The use of cost-risk analysis along with derivation of single point or deterministic estimates allows one to take into account these very real differences in technical and operational maturity. Chapter 2 summarizes the results of this study in tabular and bar graph form. The remaining chapters discuss each generic reactor type as follows: Chapter 3, LWR concepts (SWR and WNP-1); Chapter 4, HWR concepts; Chapter 5, HTGR concept; and Chapter 6, LMR concept. Each of these chapters could be a stand-alone report. 39 refs., 36 figs., 115 tabs.

    Energy Information Administration’s (EIA) new Drilling Productivity Report (DPR) takes a fresh look at oil and natural gas production, starting with an assessment of how and where drilling for hydrocarbons is taking place. The DPR uses recent data on the total number of drilling rigs in operation along with estimates of drilling productivity and estimated changes in production from existing oil and natural gas wells to provide estimated changes in oil and natural gas production for six key fields. EIA's approach does not distinguish between oil-directed rigs and gas-directed rigs because once a well is completed it may produce both oil and gas; more than half of the wells produce both.

    A simplified subsea production wellhead which permits (1) pumpdown tool operations for routine well maintenance and (2) vertical entry to the wellbore for major workover operations. The wellhead can be lowered by the production pipeline to a wellhead site on the sea floor. The production wellhead includes a diverter spool for releasably attaching to a subsea well. Pumpdown tools can be used with the diverter spool. If vertical entry of the subsea well is required, the diverter spool can be released, raised and moved horizontally to one side of the subsea well, giving vertical entry. After workover operations, the diverter spool is again moved over the subsea well and reattached.

    This invention presents a method of improving enzymatic degradation of lignocellulose, as in the production of ethanol from lignocellulosic material, through the use of ultrasonic treatment. The invention shows that ultrasonic treatment reduces cellulase requirements by 1/3 to 1/2.     Coal production in the United States in 1991 declined to a total of 996 million short tons, ending the 6-year upward trend in coal production that began in 1985. The 1991 figure is 33 million short tons below the record level of 1.029 billion short tons produced in 1990 (Table 1). Tables 2 through 33 in this report include data from mining operations that produced, prepared, and processed 10,000 or more short tons during the year. These mines yielded 993 million short tons, or 99.7 percent of the total coal production in 1991, and their summary statistics are discussed below. The majority of US coal (587 million short tons) was produced by surface mining (Table 2). Over half of all US surface mine production occurred in the Western Region, though the 60 surface mines in this area accounted for only 5 percent of the total US surface mines. The high share of production was due to the very large surface mines in Wyoming, Texas and Montana. Nearly three quarters of underground production was in the Appalachian Region, which accounted for 92 percent of underground mines. Continuous mining methods produced the most coal among those underground operations that responded. Of the 406 million short tons, 59 percent (239 million short tons) was produced by continuous mining methods, followed by longwall (29 percent, or 119 million short tons), and conventional methods (11 percent, or 46 million short tons).

    As part of a cooperative agreement with the United States Department of Energy (DOE) - entitled Technology's Impact on Production: Developing Environmental Solutions at the State and National Level - the Interstate Oil and Gas Compact Commission (IOGCC) has been tasked with assisting state governments in the effective, efficient, and environmentally sound regulation of the exploration and production of natural gas and crude oil, specifically in relation to orphaned and abandoned wells and wells nearing the end of productive life. Project goals include: (1) Developing (a) a model framework for prioritization and ranking of orphaned or abandoned well sites; (b) a model framework for disbursement of Energy Policy Act of 2005 funding; and (c) a research study regarding the current status of orphaned wells in the nation. (2) Researching the impact of new technologies on environmental protection from a regulatory perspective. Research will identify and document (a) state reactions to changing technology and knowledge; (b) how those reactions support state environmental conservation and public health; and (c) the impact of those reactions on oil and natural gas production. (3) Assessing emergent technology issues associated with wells nearing the end of productive life.     For the purposes of this report, tight gas reservoirs are defined as those that meet the Federal Energy Regulatory Commission`s (FERC) definition of tight. They are generally characterized by an average reservoir rock permeability to gas of 0.1 millidarcy or less and, absent artificial stimulation of production, by production rates that do not exceed 5 barrels of oil per day and certain specified daily volumes of gas which increase with the depth of the reservoir. All of the statistics presented in this report pertain to wells that have been classified, from 1978 through 1991, as tight according to the FERC; i.e., they are ``legally tight`` reservoirs. Additional production from ``geologically tight`` reservoirs that have not been classified tight according to the FERC rules has been excluded. This category includes all producing wells drilled into legally designated tight gas reservoirs prior to 1978 and all producing wells drilled into physically tight gas reservoirs that have not been designated legally tight. Therefore, all gas production referenced herein is eligible for the Section 29 tax credit. Although the qualification period for the credit expired at the end of 1992, wells that were spudded (began to be drilled) between 1978 and May 1988, and from November 5, 1990, through year end 1992, are eligible for the tax credit for a subsequent period of 10 years. This report updates the EIA`s tight gas production information through 1991 and considers further the history and effect on tight gas production of the Federal Government`s regulatory and tax policy actions. It also provides some high points of the geologic background needed to understand the nature and location of low-permeability reservoirs.

    Coal Production 1987 provides comprehensive information about US coal production, the number of mines, prices, productivity, employment, reserves, and stocks to a wide audience including Congress, federal and state agencies, the coal industry, and the general public. The data presented in this report were collected and published by the Energy Information Administration (EIA), to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (P.L. 93-275) as amended. The 1987 coal production and related data presented in this report were obtained from Form EIA-7A, ''Coal Production Report,'' from companies owning mining operations that produced, processed, or prepared 10,000 or more short tons of coal in 1987. This survey originated at the Bureau of Mines, US Department of the Interior. In 1977, the responsibility for taking the survey was transferred to the EIA under the Department of Energy Organization Act (P.L. 95-91). The data cover 3667 of the 4770 US coal mining operations active in 1987. These mining operations accounted for over 99 percent of total US coal production and represented 77 percent of all US coal mining operations in 1987. This issue is the 12th annual report published by EIA and continues the series formerly included as a chapter in the Minerals Yearbook published by the Bureau of Mines. This report also includes data for the demonstrated reserve base of coal in the United States on January 1, 1988. This is the eighth annual summary on minable coal, pursuant to Section 801 of Public Law 95-620. 18 figs., 105 tabs.

    Numerous possibilities exist for using high temperature solar thermal energy in the production of various chemicals and fuels (Sun Fuels). Research and development activities have focused on the use of feedstocks such as coal and biomass to provide synthesis gas, hydrogen, and a variety of other end-products. A Decision Analysis technique geared to the analysis of Sun Fuels options was developed. Conventional scoring methods were combined with multi-attribute utility analysis in a new approach called the Multi-Attribute Preference Scoring (MAPS) system. MAPS calls for the designation of major categories of attributes which describe critical elements of concern for the processes being examined. The six major categories include: Process Demonstration; Full-Scale Process, Feedstock; End-Product Market; National/Social Considerations; and Economics. MAPS calls for each attribute to be weighted on a simple scale for all of the candidate processes. Next, a weight is assigned to each attribute, thus creating a multiplier to be used with each individual value to derive a comparative weighting. Last, each of the categories of attributes themselves are weighted, thus creating another multiplier, for use in developing an overall score. With sufficient information and industry input, each process can be ultimately compared using a single figure of merit. After careful examination of available information, it was decided that only six of the 20 candidate processes were adequately described to allow a complete MAPS analysis which would allow direct comparisons for illustrative purposes. These six processes include three synthesis gas processes, two hydrogen and one ammonia. The remaining fourteen processes were subjected to only a partial MAPS assessment.

    As part ofthe Consortium for Research on Renewable Industrial Materials' Phase I life-cycle assessments ofbiofuels, lifecycle inventory burdens from the production of bio-oil were developed and compared with measures for residual fuel oil. Bio-oil feedstock was produced using whole southern pine (Pinus taeda) trees, chipped, and converted into bio-oil by fast pyrolysis. Input parameters and mass and energy balances were derived with Aspen. Mass and energy balances were input to SimaPro to determine the environmental performance of bio-oil compared with residual fuel oil as a heating fuel. Equivalent functional units of 1 MJ were used for demonstrating environmental preference in impact categories, such as fossil fuel use and global warming potential. Results showed near carbon neutrality of the bio-oil. Substituting bio-oil for residual fuel oil, based on the relative carbon emissions of the two fuels, estimated a reduction in CO2 emissions by 0.075 kg CO2 per MJ of fuel combustion or a 70 percent reduction in emission over residual fuel oil. The bio-oil production life-cycle stage consumed 92 percent of the total cradle-to-grave energy requirements, while feedstock collection, preparation, and transportation consumed 4 percent each. This model provides a framework to better understand the major factors affecting greenhouse gas emissions related to bio-oil production and conversion to boiler fuel during fast pyrolysis.

    Considerable public interest and debate have been focused on the so-called energy balance issue involved in the conversion of biomass materials into ethanol for fuel use. This report addresses questions of net gains in premium fuels that can be derived from the production and use of ethanol from biomass, and shows that for the US alcohol fuel program, energy balance need not be a concern. Three categories of fuel gain are discussed in the report: (1) Net petroleum gain; (2) Net premium fuel gain (petroleum and natural gas); and (3) Net energy gain (for all fuels). In this study the investment of energy (in the form of premium fuels) in alcohol production includes all investment from cultivating, harvesting, or gathering the feedstock and raw materials, through conversion of the feedstock to alcohol, to the delivery to the end-user. To determine the fuel gains in ethanol production, six cases, encompassing three feedstocks, five process fuels, and three process variations, have been examined. For each case, two end-uses (automotive fuel use and replacement of petrochemical feedstocks) were scrutinized. The end-uses were further divided into three variations in fuel economy and two different routes for production of ethanol from petrochemicals. Energy requirements calculated for the six process cycles accounted for fuels used directly and indirectly in all stages of alcohol production, from agriculture through distribution of product to the end-user. Energy credits were computed for byproducts according to the most appropriate current use.

    The large-scale production of hydrogen utilizing energy provided by a renewable source to split water is one of the most ambitious long-term goals of the U.S. Department of Energy`s Hydrogen Program. One promising option to meet this goal is direct photoelectrolysis in which light absorbed by semiconductor-based photoelectrodes produces electrical power internally to split water into hydrogen and oxygen. Under this program, direct solar-to-chemical conversion efficiencies as high as 7.8 % have been demonstrated using low-cost, amorphous-silicon-based photoelectrodes. Detailed loss analysis models indicate that solar-to-chemical conversion greater than 10% can be achieved with amorphous-silicon-based structures optimized for hydrogen production. In this report, the authors describe the continuing progress in the development of thin-film catalytic/protective coatings, results of outdoor testing, and efforts to develop high efficiency, stable prototype systems.

    A significant component of the US DOE Hydrogen Program is the development of a practical technology for the direct production of hydrogen using a renewable source of energy. High efficiency photoelectrochemical systems to produce hydrogen directly from water using sunlight as the energy source represent one of the technologies identified by DOE to meet this mission. Reactor modeling and experiments conducted at UH provide strong evidence that direct solar-to-hydrogen conversion efficiency greater than 10% can be expected using photoelectrodes fabricated from low-cost, multijunction (MJ) amorphous silicon solar cells. Solar-to-hydrogen conversion efficiencies as high as 7.8% have been achieved using a 10.3% efficient MJ amorphous silicon solar cell. Higher efficiency can be expected with the use of higher efficiency solar cells, further improvement of the thin film oxidation and reduction catalysts, and optimization of the solar cell for hydrogen production rather than electricity production. Hydrogen and oxygen catalysts developed under this project are very stable, exhibiting no measurable degradation in KOH after over 13,000 hours of operation. Additional research is needed to fully optimize the transparent, conducting coatings which will be needed for large area integrated arrays. To date, the best protection has been afforded by wide bandgap amorphous silicon carbide films.

    Charged pion production via charged-current νμ interactions on plastic scintillator (CH) is studied using the MINERvA detector exposed to the NuMI wideband neutrino beam at Fermilab. Events with hadronic invariant mass W < 1.4 GeV and W < 1.8 GeV are selected in separate analyses: the lower W cut isolates single pion production, which is expected to occur primarily through the Δ(1232) resonance, while results from the higher cut include the effects of higher resonances. Cross sections as functions of pion angle and kinetic energy are compared to predictions from theoretical calculations and generator-based models for neutrinos ranging in energymore » from 1.5–10 GeV. The data are best described by calculations which include significant contributions from pion intranuclear rescattering. As a result, these measurements constrain the primary interaction rate and the role of final state interactions in pion production, both of which need to be well understood by neutrino oscillation experiments.« less

    PRODMOD is an integrated computational tool for performing dynamic simulation and optimization for the entire high level waste complex at the Savannah River Site (SRS) It is being used at SRS for planning purposes so that all waste can be processed efficiently. The computational tool 1) optimizes waste blending sequences, 2) minimizes waste volume production, 3) reduces waste processing time, 4) provides better process control and understanding, and 5) assists strategic planning, scheduling, and costmore » estimation. PRODMOD has been developed using Aspen Technology''s software development package SPEEDUP. PRODMOD models all the key HLW processing operations at SRS: storage and evaporation: saltcake production and dissolution: filtration (dewatering): precipitation: sludge and precipitate washing: glass, grout, and organics production. Innovative approaches have been used in making PRODMOD a very fast computational tool. These innovative approaches are 1) constructing a dynamic problem as a steady state problem 2) mapping between event-space (batch processes) and time-space (dynamic processes) without sacrificing the details in the batch process. The dynamic nature of the problem is constructed in linear form where time dependence is implicit. The linear constructs and mapping algorithms have made it possible to devise a general purpose optimization scheme which couples the optimization driver with the PRODMOD simulator.     Charged pion production via charged-current νμ interactions on plastic scintillator (CH) is studied using the MINERvA detector exposed to the NuMI wideband neutrino beam at Fermilab. Events with hadronic invariant mass W < 1.4 GeV and W < 1.8 GeV are selected in separate analyses: the lower W cut isolates single pion production, which is expected to occur primarily through the Δ(1232) resonance, while results from the higher cut include the effects of higher resonances. Cross sections as functions of pion angle and kinetic energy are compared to predictions from theoretical calculations and generator-based models for neutrinos ranging in energy from 1.5–10 GeV. The data are best described by calculations which include significant contributions from pion intranuclear rescattering. As a result, these measurements constrain the primary interaction rate and the role of final state interactions in pion production, both of which need to be well understood by neutrino oscillation experiments.

    This paper connects the science of sustainability theory with applied aspects of sustainability deployment. A suite of 35 sustainability indicators spanning six environmental, three economic, and three social categories has been proposed for comparing the sustainability of bioenergy production systems across different feedstock types and locations. A recent demonstration-scale switchgrass-to-ethanol production system located in East Tennessee is used to assess the availability of sustainability indicator data and associated measurements for the feedstock production and logistics portions of the biofuel supply chain. Knowledge pertaining to the available indicators is distributed within a hierarchical decision tree framework to generate an assessment ofmore » the overall sustainability of this no-till switchgrass production system relative to two alternative business-as-usual scenarios of unmanaged pasture and tilled corn production. The relative contributions of the social, economic and environmental information are determined for the overall trajectory of this bioenergy system s sustainability under each scenario. Within this East Tennessee context, switchgrass production shows potential for improving environmental and social sustainability trajectories without adverse economic impacts, thereby leading to potential for overall enhancement in sustainability within this local agricultural system. Given the early stages of cellulosic ethanol production, it is currently difficult to determine quantitative values for all 35 sustainability indicators across the entire biofuel supply chain. This case study demonstrates that integration of qualitative sustainability indicator ratings may increase holistic understanding of a bioenergy system in the absence of complete information.« less
