    The number of workers currently involved in the various aspects of geothermal development in the Geysers are identified. Using two different development scenarios, projections are made for the number of power plants needed to reach the electrical generation capacity of the steam resource in the Geysers. The report also projects the cumulative number of workers needed to develop the steam field and to construct, operate, and maintain these power plants. Although the number of construction workers fluctuates, most are not likely to become new, permanent residents of the KGRA counties. The administrative and public service costs of geothermal development to local jurisdications are examined, and these costs are compared to geothermal revenues accruing to the local governments. Revenues do not cover the immediate fiscal needs resulting from increases in local road maintenance and school enrollment attributable to geothermal development. Several mitigation options are discussed and a framework presented for calculating mitigation costs for school and road impacts.

Through the TC Program, the IAEA provides technical assistance to meet the needs of recipient countries and to bring about a substantial transfer of technology. This is done by providing experts, equipment, fellowships, and training courses. This report addresses the US component of the fellowship program. These fellowships provide opportunities for research and training of scientists, engineers and physicians from developing countries in the peaceful application of nuclear energy. The fellowships are awarded to persons who are, or soon will be, trusted with responsibilities that are important to the development of their countries. Fellowship awards are classified into two groups, those financed by the IAEA General Fund or the UNDP Fund (Type 1 Fellowships and Scientific Visits), and those offered by Member States (Type 2 Fellowships). In placing individuals, preference is given to applicants from countries that are signatories to the Treaty on Non-Proliferation of Nuclear Weapons or to the Treaty for the Prohibition of Nuclear Weapons in Latin America.

    Congressional Earmark Funding was used to create a Postdoctoral Environmental Fellowship Program, interdisciplinary Environmental Working Groups, and special initiatives to create a dialogue around the environment at the University of Massachusetts Amherst to mobilize faculty to work together to respond to emerging environmental needs and to build institutional capacity to launch programmatic environmental activities across campus over time. Developing these networks of expertise will enable the University to more effectively and swiftly respond to emerging environmental needs and assume a leadership role in varied environmental fields. Over the course of the project 20 proposals were submitted to a variety of funding agencies involving faculty teams from 19 academic departments; 4 projects were awarded totaling $950,000; special events were organized including the Environmental Lecture Series which attracted more than 1,000 attendees over the course of the project; 75 University faculty became involved in one or more Working Groups (original three Working Groups plus Phase 2 Working Groups); an expertise database was developed with approximately 275 faculty involved in environmental research and education as part of a campus-wide network of environmental expertise; 12 University centers and partners participated; and the three Environmental Fellows produced 3 publications as well as a number of presentations and papers in progress.

    The primary objective of this project is to stimulate academic interest in the conventional hydropower field by supplying research support for at least eight individual Master of Science (MS) or Doctoral (PhD) level research projects, each consisting of a graduate student supervised by a faculty member. We have completed many of the individual student research projects: 2 PhD students have finished, and 4 are still working towards their PhD degree. 4 MS students have finished, and 2 are still working towards their MS degree, one of which is due to finish this April. In addition, 4 undergraduate student projects have been completed, and one is to be completed this April. These projects were supervised by 7 faculty members and an Advisory/Review Panel. Our students and faculty have presented their work at national or international conferences and have submitted several journal publications. Three of our graduate students (Keith Martin, Dan Leonard and Hosein Foroutan) have received HRF Fellowships during the course of this project. All of the remaining students are anticipated to be graduated by the end of Fall Semester 2014. All of the tasks for this project will have been completed once all the students have been graduated, although it will be another year or two until all the journal publications have been finalized based on the work performed as part of this DOE Hydropower project.

    The Hydro Fellowship Program (program) began as an experiment to discover whether the hydropower industry could find mechanisms to attract new entrants through conducting relevant research to benefit the industry. This nationwide, new-to-the-world program was started through funding from the Wind and Water Power Technologies Office of the Energy Efficiency and Renewable Energy (EERE) Office of the Department of Energy (DOE). Between 2010-2015, the Hydro Research Foundation (HRF) designed and implemented a program to conduct valuable research and attract new entrants to the hydro workforce. This historic grant has empowered and engaged industry members from 25 organizations by working with 91 students and advisors at 24 universities in 19 states. The work funded answered pressing research needs in the fields of civil, mechanical, environmental, and electrical engineering, as well as law, energy engineering and materials innovation. In terms of number of individuals touched through funding, 148 individuals were supported by this work through direct research, mentorship, oversight of the work, partnerships and the day-to-day program administration. Based on the program results, it is clear that the funding achieved the hoped-for outcomes and has the capacity to draw universities into the orbit of hydropower and continue the conversation about industry research and development needs. The Foundation has fostered unique partnerships at the host universities and has continued to thrive with the support of the universities, advisors, industry and the DOE. The Foundation has demonstrated industry support through mentorships, partnerships, underwriting the costs and articulating the universities’ support through in-kind cost sharing. The Foundation recommends that future work be continued to nurture these graduate level programs using the initial work and improvements in the successor program, the Research Awards Program, while stimulating engagement of academia at the

    The production of electricity from wind has grown rapidly in the U.S. and abroad. A problem generated by this rapid growth is the need for a highly trained workforce as has been discussed openly in recent workshops and in discussions with wind energy manufacturers and developers. In addition, the 20% by 2030 report lists workforce development as among the critical needs if the initiative is to succeed. This report also identified that, for this initiative to succeed, many of the wind energy related technologies needed to advance. As a result, a critical component of the workforce development is the highly trained personnel that can contribute to this technology advancement. The objective of this effort was to attract several highly qualified candidates to pursue a wind-energy focused interdisciplinary degree at the Masters Degree level. Since it was desired to produce these candidates as quickly as possible, fellowships were to be provided to the best candidates so that they could complete their degree quickly and transition to the workforce in the minimum time possible. In the course of advertising for these high quality candidates, it was hoped that other students would also be made aware of the educational and research opportunities offered by the Wind Energy Research Center (WERC). To ensure a wind energy focus for the students, a curriculum focused on wind was encouraged, but the curriculum was sufficiently flexible to allow the students to tailor the experience to meet their interests. Options for the students included internships or a thesis in addition to coursework only programs. The results of this effort are considered to be an overall success. Six students started the program and all have either completed or are in the last stages of completing the program. Individuals with a broad range of backgrounds started the program demonstrating that students from many areas can successfully complete such a program. On average, the students took longer than the

    The NRC staff uses probabilistic risk assessment (PRA) and risk management as important elements its licensing and regulatory processes. In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

    The report provides semiannual 20-year forecasts of electricity and primary fuel prices. Its purposes is to review current and past trends in energy prices as well as report on the California Energy Commission staff's periodic price forecasts. Both in actual and inflation-adjusted terms, energy prices are expected to continue to rise in the next 20 years, although not at the extreme rates witnessed during the 1973-1974 oil embargo and again in 1979. The impact of rising energy prices of electricity, natural gas, gasoline, coal, and petroleum on a hypothetical California household's energy bill (based on estimated 1980 consumption) is characterized. Although price increases will not be easy to sustain, the proven and anticipated abilities of households and businesses to adjust to higher prices will mitigate the impacts of higher energy prices so that they are consistent with a growing state economy and improved standard of living.

    This report is an issue of the original draft copy of the Interim Staff Report on Uranium Exploration on the Colorado Plateau, dated June 1951. The original draft copy was only recently located and is being published at this time because of the interest in the contained historical content. The table of contents of this report lists: history of uranium mining; geology; proposed program for the geologic investigations section; general activities of industry and government; and future exploration of sedimentary uranium deposits and anticipated results. Under the proposed program section are: future of the copper-uranium deposits as a source of uranium; uraniferous asphaltite deposits; and commission exploration and future possibilities. The section on general activities of industry and government includes: exploratory and development drilling; field investigations and mapping; early geologic investigations and investigations by the US geological survey; and geophysical exploration. Tables are also presented on: uranium production by districts; US Geological survey drilling statistics; Colorado Exploration Branch drilling statistics; summary of drilling projects; and comparative yearly core-drill statistics on the Colorado Plateau.

    The value model discussed herein provides an accurate and simple calculation of the funding required to adequately staff the AskIT Service Desk (SD).  The model is incremental – only technical labor cost is considered.  All other costs, such as management, equipment, buildings, HVAC, and training are considered common elements of providing any labor related IT Service. Depending on the amount of productivity loss and the number of hours the defect was unresolved, the value of resolving work from the SD is unquestionably an economic winner; the average cost of $16 per SD resolution can commonly translate to cost avoidance exceeding well over $100. Attempting to extract too much from the SD will likely create a significant downside. The analysis used to develop the value model indicates that the utilization of the SD is very high (approximately 90%).  As a benchmark, consider a comment from a manager at Vitalyst (a commercial IT service desk) that their utilization target is approximately 60%.  While high SD utilization is impressive, over the long term it is likely to cause unwanted consequences to staff such as higher turnover, illness, or burnout.  A better solution is to staff the SD so that analysts have time to improve skills through training, develop knowledge, improve processes, collaborate with peers, and improve customer relationship skills.

An increase in the price of energy enters farmers' cost functions through direct energy use and through the indirect influence of energy prices on intermediate inputs, especially fertilizers. The multiregion feature of the model allows us to include the effects of energy price shocks on economies of other regions and to assess price changes in a global context. Because farming is highly energy-intensive, agricultural output falls more than output in the manufacturing and services sectors of each region of the model. Real returns to farmland, a good indicator of farm welfare, falls in each of the four regions. The U.S. land price declines by 3.5 percent, a drop comparable to that resulting from a 20-percent multilateral agricultural policy liberalization in a similar model.

    In 1975, the General Electric Company (GE) published a Nuclear Reactor Study, also referred to as ''the Reed Report,'' an internal product-improvement study. GE considered the document ''proprietary'' and thus, under the regulations of the Nuclear Regulatory Commission (NRC), exempt from mandatory public disclosure. Nonetheless, members of the NRC staff reviewed the document in 1976 and determined that it did not raise any significant new safety issues. The staff also reached the same conclusion in subsequent reviews. However, in response to recent inquiries about the report, the staff reevaluated the Reed Report from a 1987 perspective. This re-evaluation, documented in this staff report, concluded that: (1) there are no issues raised in the Reed Report that support a need to curtail the operation of any GE boiling water reactor (BWR); (2) there are no new safety issues raised in the Reed Report of which the staff was unaware; and (3) although certain issues addressed by the Reed Report are still being studied by the NRC and the industry, there is no basis for suspending licensing and operation of GE BWR plants while these issues are being resolved.

    To develop state-of-the-art instrumentation required for experimental research programs at BNL, and to maintain the expertise and facilities in specialized high technology areas essential for this work. Development of facilities is motivated by present BNL research programs and anticipated future directions of BNL research. The Division's research efforts also have a significant impact on programs throughout the world that rely on state-of-the-art radiation detectors and readout electronics. Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise. Division staff is encouraged to become involved with research problems in other Departments to advance the application of new ideas in instrumentation. The Division Head integrates these efforts when they evolve into larger projects, within available staff and budget resources, and defines the priorities and direction with concurrence of appropriate Laboratory program leaders. The Division Head also ensures that these efforts are accompanied by strict adherence to all ES and H regulatory mandates and policies of the Laboratory.     Communication plays a fundamental role in science and engineering disciplines. However, many higher education programs provide little, if any, technical communication coursework. Without strong communication skills scientists and engineers have less opportunity to publish, obtain competitive research funds, or grow their careers. This article describes the role of scientific communication training as an innovative staff development program in a learning-intensive workplace – a national scientific research and development laboratory. The findings show that involvement in the workshop has increased overall participating staff annual publications by an average of 61 percent compared to their pre-workshop publishing performance as well as confidence level in their ability to write and publish peer-reviewed literature. Secondary benefits include improved information literacy skills and the development of informal communities of practice. This work provides insight into adult education in the workplace.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year.     Commercial nuclear power plant operating experience has indicated that pressure locking and thermal binding represent potential common mode failure mechanisms that can cause safety-related power-operated gate valves to fail in the closed position, thus rendering redundant safety-related systems incapable of performing their safety functions. In Generic Letter (GL) 95-07, {open_quotes}Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves,{close_quotes} the U.S. Nuclear Regulatory Commission (NRC) staff requested that nuclear power plant licensees take certain actions to ensure that valves susceptible to pressure locking or thermal binding are capable of performing their safety functions within the current licensing bases of the facility. The NRC staff has received summary information from licensees in response to GL 95-07 describing actions they have taken to prevent the occurrence of pressure locking and thermal binding. The NRC staff has developed a systematic process to help ensure uniform and consistent review of licensee submittals in response to GL 95-07.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    Dynamic retail pricing, especially real-time pricing (RTP), has been widely heralded as a panacea for providing much-needed demand response in electricity markets. However, in designing default service for competitive retail markets, demand response has been an afterthought, and in some cases not given any weight at all. But that may be changing, as states that initiated customer choice in the past 5-7 years reach an important juncture in retail market design. Most states with retail choice established an initial transitional period during which utilities were required to offer a default or standard offer generation service, often at a capped or otherwise administratively-determined rate. Many retail choice states have reached the end of their transitional period, and several have adopted or are actively considering an RTP-type default service for large commercial and industrial (C&I) customers. In most cases, the primary reason for adopting RTP as the default service has been to advance policy objectives related to the development of competitive retail markets. However, if attention is paid in its design and implementation, default RTP service can also provide a solid foundation for developing price responsive demand, creating an important link between wholesale and retail market transactions. This article, which draws from a lengthier report, describes experience to date with RTP as a default service, focusing on its role as an instrument for cultivating price responsive demand.1 As of summer 2005, default service RTP was in place or approved for future implementation in five U.S. states: New Jersey, Maryland, Pennsylvania, New York, and Illinois. For each of these states, we conducted a detailed review of the regulatory proceedings leading to adoption of default RTP and interviewed regulatory staff and utilities in these states, as well as eight competitive retail suppliers active in these markets.

    This report, Volume 2 of two volumes of NUREG-1000, describes the intermediate term actions to be taken by licensees and applicants of the US Nuclear Regulatory Commission (NRC), on the one hand, and by NRC staff, on the other, to address the generic issues raised by two anticipated transients without scram (ATWS) at the Salem Nuclear Generating Station, Unit 1, on February 22 and 25, 1983. These actions came about as a result of the findings of NUREG-1000, Volume 1, and of reviews by the NRC Committee to Review Generic Requirements, the NRC Program Offices, and the Commission. The actions to be taken by licensees and applicants have been detailed in a letter pursuant to 10 CFR 50.54(f).

    MethodsThe evaluation of a new occupational Dose Aware System (DAS) showing staff radiation doses in real time has been carried out in several angiography rooms in our hospital. The system uses electronic solid-state detectors with high-capacity memory storage. Every second, it archives the dose and dose rate measured and is wirelessly linked to a base-station screen mounted close to the diagnostic monitors. An easy transfer of the values to a data sheet permits further analysis of the scatter dose profile measured during the procedure, compares it with patient doses, and seeks to find the most effective actions to reduce operator exposure to radiation.ResultsThe cumulative occupational doses measured per procedure (shoulder-over lead apron) ranged from 0.6 to 350 {mu}Sv when the ceiling-suspended screen was used, and DSA (Digital Subtraction Acquisition) runs were acquired while the personnel left the angiography room. When the suspended screen was not used and radiologists remained inside the angiography room during DSA acquisitions, the dose rates registered at the operator's position reached up to 1-5 mSv/h during fluoroscopy and 12-235 mSv/h during DSA acquisitions. In such case, the cumulative scatter dose could be more than 3 mSv per procedure.ConclusionReal-time display of doses to staff members warns interventionists whenever the scatter dose rates are too high or the radiation protection tools are not being properly used, providing an opportunity to improve personal protection accordingly.

The software when in operation contains business sensitive material that is used as a principal portion of the Kaiser Analytical Management Services business model. The software version provided is the most recent version, however the copy of the application does not contain business sensitive data from the associated Oracle tables such as contract information or price per line item code.« less

ASMS allows sample and analysis tracking from sample planning and collection in the field through sample shipment, laboratory sample receipt, laboratory analysis and submittal of the requested analyses, electronic data transfer, and payment of the laboratories for the completed analyses. The software when in operation contains business sensitive material that is used as a principal portion of the Kaiser Analytical Management Services business model. The software version provided is the most recent version, however the copy of the application does not contain business sensitive data from the associated Oracle tables such as contract information or price per line item code.

    The purpose of this paper is to illustrate the use of semantic technologies and approaches to seamlessly link things, services, and data in the proposed design of a scientific offshore wind energy research for the U.S. Department of Energy Wind and Water Technology Office of the Office of Energy Efficiency and Renewable Energy (EERE). By adapting linked community best practices, we were able to design a collaborative facility supporting both operational staff and end users that incorporates off-the-shelf components and overcome traditional barriers between devices, resulting data, and processing services. This was made largely possible through complementary advances in the Internet of Things (IoT), semantic web, Linked Services, and Linked Data communities, which provide the foundation for our design.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    RESTful (REpresentational State Transfer) web services are an alternative implementation to SOAP/RPC web services in a client/server model. BNLs IT Division has started deploying RESTful Web Services for enterprise data retrieval and manipulation. Data is currently used by system administrators for tracking configuration information and as it is expanded will be used by Cyber Security for vulnerability management and as an aid to cyber investigations.     This article outlines the minimum safety requirements that should be considered for onshore and offshore oil well service operations with coiled tubing equipment. These guidelines comply with Minerals Management Service (MMS) regulations issued on May 31, 1988, for offshore work. Where specific MMS regulations are sited, the regulation reference, Incident of Non-Compliance (INC), number is provided. These guidelines can be used by operators and contractors, and although U.S. offshore operations are emphasized, they are applicable wherever coiled tubing services are used.

    Dynamic retail electricity pricing, especially real-time pricing (RTP), has been widely heralded as a panacea for providing much-needed demand response in electricity markets. However, in designing default service for competitive retail markets, demand response often appears to be an afterthought. But that may be changing as states that initiated customer choice in the past 5-7 years reach an important juncture in retail market design. Most states with retail choice established an initial transitional period, during which utilities were required to offer a default or ''standard offer'' generation service, often at a capped or otherwise administratively-determined rate. Many retail choice states have reached, or are nearing, the end of their transitional period and several states have adopted an RTP-type default service for large commercial and industrial (C&I) customers. Are these initiatives motivated by the desire to induce greater demand response, or is RTP being called upon to serve a different role in competitive markets? Surprisingly, we found that in most cases, the primary reason for adopting RTP as the default service was not to encourage demand response, but rather to advance policy objectives related to the development of competitive retail markets. However, we also find that, if efforts are made in its design and implementation, default RTP service can also provide a solid foundation for developing price responsive demand, creating an important link between wholesale and retail market transactions. This paper, which draws from a lengthier report, describes the experience to date with default RTP in the U.S., identifying findings related to its actual and potential role as an instrument for cultivating price responsive demand [1]. For each of the five states currently with default RTP, we conducted a detailed review of the regulatory proceedings leading to its adoption.
