    The readiness of the Data Acquisition and Control System (DACS) to provide monitoring and control of the mixer pump, directional drive system, and the instrumentation associated with the SY-101 tank and support systems, and the proper functioning of the DACS with new Model 984-785 Programmable Logic Controllers (PLCs), new MODBUS PLUS version 2.01 software for the PLCs, and version 3.72 of the GENESIS software will be systematically evaluated by performance of this procedure. The DACS, which is housed in a trailer located just outside of the north fence at the SY tank farm, receives input signals from a variety of sensors located in and around the SY-101 tanks. These sensors provide information such as: tank vapor space and ventilation system H{sub 2} concentration; tank waste temperature; tank pressure; waste density; operating pump parameters such as speed, flow, rotational position, discharge pressure, and internal temperature; strain (for major equipment); and waste level. The output of these sensors is conditioned and transmitted to the DACS computers where these signals are displayed, recorded, and monitored for out-of-specification conditions. If abnormal conditions are detected, then, in certain situations, the DACS automatically generates alarms and causes the system to abort pump operations.

    The 100 and 300 areas of the Hanford Site are included on the US Environmental Protection Agencies (EPA) National Priorities List under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Soil washing is a treatment process that is being considered for the remediation of the soil in these areas. Contaminated soil washing fines can be mixed or blended with cementations materials to produce stable waste forms that can be used for beneficial purposes in mixed or low-level waste landfills, burial trenches, environmental restoration sites, and other applications. This process has been termed co-disposal. The Co-Disposal Treatability Study Test Plan is designed to identify a range of cement-based formulations that could be used in disposal efforts in Hanford in co-disposal applications. The purpose of this document is to provide explicit procedural information for the testing of co-disposal formulations. This plan also provides a discussion of laboratory safety and quality assurance necessary to ensure safe, reproducible testing in the laboratory.

    The purpose of this test procedure is to verify that the system(s) procured to load the SY-101 Mitigation Test Pump package fulfills its functional requirements. It will also help determine the man dose expected due to handling of the package during the actual event. The scope of this procedure focuses on the ability of the air pallets and container saddles to carry the container package from the new 100 foot concrete pad into 2403-WD where it will be stored awaiting final disposition. This test attempts to simulate the actual event of depositing the SY-101 hydrogen mitigation test pump into the 2403-WD building. However, at the time of testing road modifications required to drive the 100 ton trailer into CWC were not performed. Therefore a flatbed trailer will be use to transport the container to CWC. The time required to off load the container from the 100 ton trailer will be recorded for man dose evaluation on location. The cranes used for this test will also be different than the actual event. This is not considered to be an issue due to minimal effects on man dose.

    Enhanced knowledge preservation for DOE DP technical component activities has recently received much attention. As part of this recent knowledge preservation effort, improved documentation of the sample preparation and electrical testing procedures for lead magnesium niobate--lead titanate (PMN/PT) qualification pellets was completed. The qualification pellets are fabricated from the same parent powders used to produce PMN/PT lightning arrestor connector (LAC) granules at HWF&T. In our report, the procedures for fired pellet surface preparation, electrode deposition, electrical testing and data recording are described. The dielectric measurements described in our report are an information only test. Technical reasons for selecting the electrode material, electrode size and geometry are presented. The electrical testing is based on measuring the dielectric constant and dissipation factor of the pellet during cooling from 280 C to 220 C. The most important data are the temperature for which the peak dielectric constant occurs (Curie Point temperature) and the peak dielectric constant magnitude. We determined that the peak dielectric constant for our procedure would be that measured at 1 kHz at the Curie Point. Both the peak dielectric constant and the Curie point parameters provide semi-quantitative information concerning the chemical and microstructural homogeneity of the parent material used for the production of PMN/PT granules for LACs. Finally, we have proposed flag limits for the dielectric data for the pellets. Specifically, if the temperature of the peak dielectric constant falls outside the range of 250 C {+-} 30 C we propose that a flag limit be imposed that will initiate communication between production agency and design agency personnel. If the peak dielectric constant measured falls outside the range 25,000 {+-} 10,000 we also propose that a flag limit be imposed.

    This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

    The condition of a nuclear material control and accountability system (MC&A) and its individual components, as with any system combining technical elements and documentation, may be characterized through an aggregate of values for the various parameters that determine the system's ability to perform. The MC&A system's status may be functioning effectively, marginally or not functioning based on a summary of the values of the individual parameters. This work included a review of the following subsystems, MC&A and Detecting Material Losses, and their respective elements for the material control and accountability system: (a) Elements of the MC&A Subsystem - Information subsystem (Accountancy/Inventory), Measurement subsystem, Nuclear Material Access subsystem, including tamper-indicating device (TID) program, and Automated Information-gathering subsystem; (b) Elements for Detecting Nuclear Material Loses Subsystem - Inventory Differences, Shipper/receiver Differences, Confirmatory Measurements and differences with accounting data, and TID or Seal Violations. In order to detect the absence or loss of nuclear material there must be appropriate interactions among the elements and their respective subsystems from the list above. Additionally this work includes a review of regulatory requirements for the MC&A system component characteristics and criteria that support the evaluation of the performance of the listed components. The listed components had performance testing algorithms and procedures developed that took into consideration the regulatory criteria. The developed MC&A performance-testing procedures were the basis for a Guide for MC&A Performance Testing at the material balance areas (MBAs) of State Scientific Center of the Russian Federation - Institute for Physics and Power Engineering (SSC RF-IPPE).

    Suitable thermal tests have been identified for performance evaluation of a concentrating solar cooker. These tests provide parameters that characterize the performance of the solar cooker, and are more or less independent of the climatic variables. The overall heat loss factor is obtained from the cooling curve and the optical efficiency factor is determined from the heating curve - both under full load conditions. The performance characteristic curve for the solar cooker is obtained and discussed. The study indicates that the no load test, which is useful in the case of a box type solar cooker, is not appropriate in the case of concentrator type cookers.

    The purpose of this test is to verify the Westinghouse configuration of the MICON A/S Distributed Control System for project B610. The following will be verified: proper assignment and operation of all field inputs to and outputs from the MICON Termination panels; proper operation of all display data on the operator`s console; proper operation of all required alarms; and proper operation of all required interlocks. The MICON A/S control system is configured to replace all the control, indication, and alarm panels now located in the Power Control Room. Nine systems are covered by this control configuration, 2736-ZB HVAC, 234-5Z HVAC, Process Vacuum, Dry Air, 291-Z Closed Loop Cooling, Building Accelerometer, Evacuation Siren, Stack CAMs, and Fire. The 2736-ZB HVAC system consists of the ventilation controls for 2736-ZB and 2736-Z as well as alarms for the emergency generators and 232-Z. The 234-5Z HVAC system is the ventilation controls for 235-5Z and 236-Z buildings. Process Vacuum covers the controls for the 26 inch vacuum system. Dry Air covers the controls for the steam and electric air dryers. The 291-Z Closed Loop Cooling system consists of the status indications and alarms for the 291-Z compressor and vacuum pump closed loop cooling system. The rest of closed loop cooling was tested earlier. The Building Accelerometer system consists of the status indications for the two seismic system accelerometers. The Evacuation Siren system includes the controls for the evacuation and take cover sirens. Stack CAMs cover the alarms for the various building ventilation stack continuous air monitors. Finally, the Fire system covers the various fire alarms now located in Room 321-A.

    This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

    This report reviews the suitability of the existing Heating Seasonal Performance Factor (HSPF) ratings and testing requirements for the current generation of variable-speed (VS) air-source heat pumps. Recent field test results indicate larger discrepancies between rated HSPF and field-observed HSPF for VS models than for single-speed models in the same houses. These findings suggest that the heating season test and ratings procedure should be revisited for VS heat pumps. The ratings and testing procedures are described in ANSI/AHRI 210/240 (2008) for single-speed, two-capacity, and variable-speed units. Analysis of manufacturer and independent test performance data on VS units reveals why the current VS testing/ratings procedure results in overly optimistic HSPF ratings for some VS units relative to other types of heat pumps. This is due to a combination of extrapolation of low speed test data beyond the originally anticipated ambient temperature operating range and the constraints of unit controls, which prevent low speed operation over the range of ambient temperatures assumed in the procedure for low speed. As a result, the HSPFs of such units are being overpredicted relative to those for single- and two-capacity designs. This overprediction has been found to be significantly reduced by use in the HSPF ratings procedure of an alternative higher-load heating load line, described in a companion report (Rice et al., 2015).

    The Collector and System Testing Group (CSTG) of the European Community has developed a procedure for testing the performance of solar water heaters. This procedure treats a solar water heater as a black box with input-output parameters that are determined by all-day tests. In the present study the authors carry out a systematic analysis of the accuracy of this procedure, in order to answer the question: what tolerances should one impose for the measurements and how many days of testing should one demand under what meteorological conditions, in order to be able to quarantee a specified maximum error for the long term performance The methodology is applicable to other test procedures as well. The present paper (Part 1) examines the measurement tolerances of the current version of the procedure and derives a priori estimates of the errors of the parameters; these errors are then compared with the regression results of the Round Robin test series. The companion paper (Part 2) evaluates the consequences for the accuracy of the long term performance prediction. The authors conclude that the CSTG test procedure makes it possible to predict the long term performance with standard errors around 5% for sunny climates (10% for cloudy climates). The apparent precision of individual test sequences is deceptive because of large systematic discrepancies between different sequences. Better results could be obtained by imposing tighter control on the constancy of the cold water supply temperature and on the environment of the test, the latter by enforcing the recommendation for the ventilation of the collector.

    A testing program was initiated to develop a procedure for toughness testing of irradiated materials using J integral methods. An evaluation of presently used procedures and improved techniques was completed to increase the reliability of the unloading compliance method for single specimen J/sub Ic/ determination. Three different heats of pressure vessel steels were used to evaluate the reliability and accuracy of the unloading compliance procedure. A new technique for improved sensitivity of displacement measurements was found to be successful on large 4T specimens. This technique consisted of using a small electrical linear actuator to continuously rezero a 0.635 mm (.025 inch) LVDT. The effects of specimen geometry on both J/sub Ic/ and dJ/da were evaluated using various specimen sizes and varying amounts of side grooving.

    Draft American National Standards Institute (ANSI) Standard N13.30 (Performance Criteria for Radiobioassay) was developed in response to a concern expressed by the US Department of Energy and US Nuclear Regulatory Commission to help ensure that bioassay laboratories provide accurate and consistent results. The draft standard specifies the criteria for defining the procedures necessary to establish a bioassay performance-testing laboratory and program. The testing laboratory will conduct tests to evaluate the performance of service laboratories. Pacific Northwest Laboratory helped define responsibilities and develop procedures as part of an effort to evaluate the draft ANSI N13.30 performance criteria for quality assurance at bioassay laboratories. This report recommends elements of quality assurance and quality control responsibilities for the bioassay performance-testing laboratory program, including the qualification and performance of personnel and the calibration, certification, and performance of equipment. The data base and recommended records system for documenting radiobioassay performance at the service laboratories are also presented. 15 refs.

    Proposals for a future European testing procedure for {open_quotes}High Efficiency Particulate Air Filters (HEPA and ULPA){close_quotes} are being developed by CEN (Comite Europeen de Normalisation). The new standard will be given the status of national standard in participating countries, conflicting national standards being withdrawn. The standard will comprise 5 parts covering the grouping and classification of HEPA and ULPA filters according to their efficiency, fundamental principles of testing, marking etc (in part 1). Part 2 will cover aerosol production, measurement principles, counting equipment and statistics. Parts 3-5 will cover testing flat sheet media, leak testing of filter elements and the efficiency testing of filter elements respectively. The efficiency test methods allow the use of either homogeneous monodisperse or polydisperse aerosols for the determination of particulate filtration efficiencies as a function of particle size. The particle size at which maximum penetration occurs is first determined in flat sheet media tests; tests on filter elements (constructed using the same filter medium) may be carried out using either a homogeneous monodisperse aerosol of the size at which maximum penetration occurs (MPPS) or a polydisperse aerosol whose median size is close to the MPPS. Tests with monodisperse aerosols may be conducted using condensation nucleus counting equipment; tests using polydisperse test aerosols require the use of optical sizing particle counters. When determining the efficiency of filter elements the downstream aerosol concentrations may be determined from air samples obtained using either an overall method (single point sampling after mixing) or a scan method. The Wastewater Rules and Wastewater Reuse Permit LA-000141-03 require that the procedure used for performing a seepage test be approved by IDEQ prior to conducting the seepage test. The procedures described herein are based on a seepage testing plan that was developed by J-U-B ENGINEERS, Inc. (J-U-B) and has been accepted by several IDEQ offices for lagoons in Idaho.

An off-line, skid mounted, beta/gamma radiation monitor and pH monitor was installed near stairwell three in the 221-B electrical gallery by Project W-007H. The skid mounted monitoring system includes two radiation detectors and a pH meter, both with local digital displays. Output signals from each monitor are also received and displayed by the Facility Process Monitor and Control System (FPMCS). Pumps, motors, gauges, valves and transport lines complement the skid monitoring system. The system is part of BAT/AKART for the BCE liquid effluent system.

    Bidirectional power electronics can add vehicle-to-grid (V2G) capability in a plug-in vehicle, which then allows the vehicle to operate as a distributed resource (DR). The uniqueness of the battery-based V2G power electronics requires a test procedure that will not only maintain IEEE interconnection standards, but can also evaluate the electrical performance of the vehicle working as a DR. The objective of this paper is to discuss a recently published NREL technical report that provides interim test procedures for V2G vehicles for their integration into the electrical distribution systems and for their performance in terms of continuous output power, efficiency, and losses. Additionally, some other test procedures are discussed that are applicable to a V2G vehicle that desires to provide power reserve functions. A few sample test results are provided based on testing of prototype V2G vehicles at NREL.

    This paper continues the evaluation of the European test procedure for solar water heaters, by considering what consequences the errors of the parameters (derived in Part 1, the companion paper) will have for the prediction of the long-term performance. A simple criterion is derived for the required length of the test period, as a function of climatic variables and desired accuracy of the long-term performance prediction. Typically a duration of 10 to 50 days will suffice. Since the actual conditions during a test cannot be foreseen, it will be more efficient to calculate the error of the long-term performance prediction on line at the end of each test day and terminate the series whenever acceptable accuracy is reached.

    A rating method for solar domestic hot water (SDHW) systems is presented that provides site-specific annual performance estimates based on ASHRAE-95 test results. An overall loss and overall gain coefficient are estimated by lumping the entire thermal behavior of the actual system exhibited during the ASHRAE-95 test into the collector parameters of a simplified system model. The performance of the simplified model can then be predicted using either the F-chart or TRNSYS and presented as an estimate of the annual performance of the actual system. Experimental performance measurements taken from relevant literature as well as extensive simulations, indicate that this method is capable of predicting the annual performance of a wide range of SDHW system types to within 5%, independent of location.

One option is to leave the waste in-place if the disposal can meet the requirements of Title 40 Code of Federal Regulations (CFR) Part 191, 'Environmental Radiation Protection Standard for Management and Disposal of Spent Nuclear Fuel, High-Level, and Transuranic Radioactive Wastes'. This paper describes analyses that assess the likelihood that TRU waste in shallow land burial can meet the 40 CFR 191 standards for a geologic repository. The simulated probability of the cumulative release exceeding 1 and 10 times the 40 CFR 191.13 containment requirements is estimated to be 0.009 and less than 0.0001, respectively. The cumulative release is most sensitive to the number of groundwater withdrawal wells drilled through the disposal trench. The mean total effective dose equivalent for a member of the public is estimated to reach a maximum of 0.014 milliSievert (mSv) at 10,000 years, or approximately 10 percent of the 0.15 mSv 40 CFR 191.15 individual protection requirement. The dose is predominantly from inhalation of short-lived Rn-222 progeny in air produced by low-level waste disposed in the same trench. The transuranic radionuclide released in greatest amounts, Pu-239, contributes only 0.4 percent of the dose. The member of public dose is most sensitive to the U-234 inventory and the radon emanation coefficient. Reasonable assurance of compliance with the Subpart C groundwater protection standard is provided by site characterization data and hydrologic processes modeling which support a conclusion of no groundwater pathway within 10,000 years.     A U.S./Russian Federation Joint Tabletop Exercise took place in Snezhinsk, Russia, from 19 to 24 October 1998 whose objectives were to examine the functioning of an Inspection Team (IT) in a given scenario, to evaluate the strategies and techniques employed by the IT, to identify ambiguous interpretations of treaty provisions that needed clarification, and to confirm the overall utility of tabletop exercises to assist in developing an effective Comprehensive Test Ban Treaty (CTBT) verification regime. To achieve these objectives, the United States and Russian Federation (RF) agreed that two exercises would be conducted. The first would be developed by the RF, who would act as controller and as the inspected State Party (ISP), while the United States would play the role of the IT. The roles would be reversed in the second exercise; the United States would develop the scenario and play the ISP, while the RF would play the IT. A joint control team, comprised of members of both the U.S. and RF control teams, agreed on a number of ground rules for the two exercises and established a joint Evaluation Team to evaluate both of the exercises against the stated objectives. To meet time limitations, the scope of this joint exercise needed to be limited. The joint control team decided that each of the two exercises would not go beyond the first 25 days of an on-site inspection (OSI) and that the focus would be on examining the decision-making of the IT as it utilized the various technologies to clarify whether a nuclear test explosion had taken place. Hence, issues such as logistics, restricted access, and activities prior to Point of Entry (POE) would be played only to the extent needed to provide for a realistic context for the exercises' focus on inspection procedures, sensor deployments, and data interpretation. For each product, an overview of the scope of existing international standards and labeling programs, energy values and energy performance metrics and description and detailed summary table of criteria and procedures in major test standards are presented.

An expedited FAR case is being processed to change the date of expiration for the program in FAR 13.500(d).     The Russian Research Reactor Fuel Return (RRRFR) program is promoted by IAEA and DOE in order to repatriate of irradiated research reactor fuel originally supplied by Russia to facilities outside the country. Developed under the framework of the Global Threat Reduction Initiative (GTRI) the take-back program [1] common goal is to reduce both proliferation and security risks by eliminating or consolidating inventories of high-risk material. The main objective of this program is to support the return to Russian Federation of fresh or irradiated HEU and LEU fuel. Being part of this project, Romania is fulfilling its tasks by examining transport and transfer cask options, assessment of transport routes, and providing cost estimates for required equipment and facility modifications.     Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric

    The formation of high-temperature oxide scales and Cr-depleted zones on stainless alloys, such as 6% Mo superaustenitic steels, can significantly reduce their corrosion resistance. Effective methods to remove these layers and restore the surface to an optimized condition are detailed. Also, an acceptance test using a modified ASTM G 48B method at 35 C (95 F) for 72 h with a specimen having a crevice, and special corrosion criteria for failure, are described. Comparison of this test method with one using an uncreviced specimen at lower temperatures and for less time is discussed.

    This test plan describes the methods to be used in the forensic examination of the Multi-probe Corrosion Monitoring System (MPCMS) installed in the double-shell tank 241-AY-101 (AY-101). The probe was designed by Applied Research and Engineering Sciences (ARES) Corporation. The probe contains four sections, each of which can be removed from the tank independently (H-14-107634, AY-101 MPCMS Removable Probe Assembly) and one fixed center assembly. Each removable section contains three types of passive corrosion coupons: bar coupons, round coupons, and stressed C-rings (H-14-l07635, AY-101 MPCMS Details). Photographs and weights of each coupon were recorded and reported on drawing H-14-107634 and in RPP-RPT-40629, 241-AY-101 MPCMS C-Ring Coupon Photographs. The coupons will be the subject of the forensic analyses. The purpose of this examination will be to document the nature and extent of corrosion of the 29 coupons. This documentation will consist of photographs and photomicrographs of the C-rings and round coupons, as well as the weights of the bar and round coupons during corrosion removal. The total weight loss of the cleaned coupons will be used in conjunction with the surface area of each to calculate corrosion rates in mils per year. The bar coupons were presumably placed to investigate the liquid-air-interface. An analysis of the waste level heights in the waste tank will be investigated as part of this examination.

    A conceptual framework is developed that categorizes measurement protocols for forced-air thermal distribution systems in small buildings. This framework is based on the distinction between two generic approaches. The {open_quote}system-comparison{close_quote} approach seeks to determine, via a pair of whole-house energy-use measurements, the difference in energy use between the house with the as-found duct system and the same house with no energy losses attributable to the thermal distribution system. The {open_quote}component loss-factor{close_quote} approach identifies and measures the individual causes of duct losses, and then builds up a value for the net overall duct efficiency, usually with the help of computer simulation. Examples of each approach are analyzed and related to a proposed Figure of Merit for thermal distribution systems. This Figure of Merit would serve as the basis for a Standard Method of Test analogous to those already in place for furnaces, boilers, air conditioners, and heat pumps.

    The spiral notch torsion test (SNTT) has been utilized to investigate the crack growth behavior of X52 steel base and welded materials used for hydrogen infrastructures. The X52 steel materials are received from a welded pipe using friction stir welding techniques. Finite element models were established to study the crack growth behavior of steel SNTT steel samples, which were assumed to be isotropic material. A series SNTT models were set up to cover various crack penetration cases, of which the ratios between crack depth to diameter (a/D ratio) ranging from 0.10 to 0.45. The evolution of compliance and energy release rates in the SNTT method have been investigated with different cases, including different geometries and materials. Indices of characteristic compliance and energy release rates have been proposed. Good agreement has been achieved between predictions from different cases in the same trend. These work shed lights on a successful protocol for SNTT application in wide range of structural materials. The further effort needed for compliance function development is to extend the current developed compliance function to the deep crack penetration arena, in the range of 0.55 to 0.85 to effectively determine fracture toughness for extremely tough materials.

    Superconducting cavity resonators offer the advantage of high field intensity for a given input power, making them an attractive contender for particle accelerator applications. Power coupling into a superconducting cavity employed in a particle accelerator requires unique provisions to maintain high vacuum and cryogenic temperature on the cavity side, while operating with ambient conditions on the source side. Components introduced to fulfill mechanical requirements must show negligible obstruction of the propagation of the microwave with absence of critical locations that may give rise to electron multipaction, leading to a multiple section design, instead of an aperture, a probe, or a loop structure as found in conventional cavities. A coaxial power coupler for a superconducting multiple-cell cavity at 3.9 GHz has been developed. The cavity is intended to be employed as an accelerator to provide enhanced electron beam quality in a free-electron laser in Hamburg (FLASH) user facility. The design of the coupler called for two windows to sustain high vacuum in the cavity and two bellows to accommodate mechanical dimensional changes resulting from cryogenics. Suppression of multipacting was accomplished by the choice of conductor dimensions and materials with low second yield coefficients. Prior to integration with the cavity, the coupler was tested for intrinsic properties in a back-to-back configuration and conditioned for high-power operation with increasing power input. Maximum incident power was measured to be 61 kW. When integrated with the superconducting cavity, a loaded quality factor of 9 x 10 5 was measured by transient method. Coupler return loss and insertion loss were estimated to be around -21 dB and -0.2 dB, respectively.

    Since the late 1970s, energy labeling programs and mandatory energy performance standards have been used in many different countries to improve the efficiency levels of major residential and commercial equipment. As more countries and regions launch programs covering a greater range of products that are traded worldwide, greater attention has been given to harmonizing the specific efficiency criteria in these programs and the test methods for measurements. For example, an international compact fluorescent light (CFL) harmonization initiative was launched in 2006 to focus on collaboration between Australia, China, Europe and North America. Given the long history of standards and labeling programs, most major energy-consuming residential appliances and commercial equipment are already covered under minimum energy performance standards (MEPS) and/or energy labels. For these products, such as clothes washers and CFLs, harmonization may still be possible when national MEPS or labeling thresholds are revised. Greater opportunity for harmonization exists in newer energy-consuming products that are not commonly regulated but are under consideration for new standards and labeling programs. This may include commercial products such as water dispensers and vending machines, which are only covered by MEPS or energy labels in a few countries or regions. As China continues to expand its appliance standards and labeling programs and revise existing standards and labels, it is important to learn from recent international experiences with efficiency criteria and test procedures for the same products. Specifically, various types of standards and labeling programs already exist in North America, Europe and throughout Asia for products in China's 2010 standards and labeling programs, namely clothes washers, water dispensers, vending machines and CFLs.     The ceramic waste form produced from the electrometallurgical treatment of sodium bonded spent fuel from the Experimental Breeder Reactor-II was tested using two immersion tests with separate and distinct purposes. The product consistency test is used to assess the consistency of the waste forms produced and thus is an indicator of a well-controlled process. The toxicity characteristic leaching procedure is used to determine whether a substance is to be considered hazardous by the Environmental Protection Agency. The proposed high level waste repository will not be licensed to receive hazardous waste, thus any waste forms destined to be placed there cannot be of a hazardous nature as defined by the Resource Conservation and Recovery Act. Results are presented from the first four fully radioactive ceramic waste forms produced and from seven ceramic waste forms produced from cold surrogate materials. The fully radioactive waste forms are approximately 2 kg in weight and were produced wit h salt used to treat 100 driver subassemblies of spent fuel.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.
