    This report contains the results of a study required by section 162 of the Energy Policy Act of 1992 (EPAct). It outlines options for financing energy and water conservation measures at Federal facilities as required by Part 3 of Title V of the National Energy Policy and Conservation Act (NECPA) (42 U.S.C. 8251 et seq.) as amended by EPAct. It addresses: (1) the estimated Federal financial investment necessary to install energy and water conservation measures to meet NECPA and Executive Order requirements; (2) the use of revolving funds and other funding mechanisms which offer stable, long-term financing of energy and water conservation measures; and (3) the means for capitalizing such funds. On March 8, 1994, President Clinton signed Executive Order 12902. This Executive Order is an aggressive mandate to improve energy efficiency and water conservation in Federal buildings nationwide. This Executive Order is designed to meet and exceed requirements for Federal energy and water efficiency that were contained in section 152 of EPAct. Section 152 mandated that Federal agencies use all cost effective measures with less than a ten year payback to reduce energy consumption in their facilities by 20% by the year 2000 compared to 1985 levels. In addition, Executive Order 12902 established a requirement to use cost effective measures to reduce energy use by fiscal year 2005 by 30% compared to 1985 energy use. This report provides estimates for the energy and water conservation investments needed to achieve the NECPA and Executive Order goals as well as estimates for the contribution from various funding sources and a review of the mechanisms for funding these investments.

    Pacific Northwest Laboratory (PNL) conducted this study for the Office of Advanced Utility Concepts of the US Department of Energy (DOE). The objective of this study was to develop a series of graphs that depict the long-term benefits of continuing DOE`s thermal energy storage (TES) research program in four sectors: building heating, building cooling, utility power production, and transportation. The study was conducted in three steps- The first step was to assess the maximum possible benefits technically achievable in each sector. In some sectors, the maximum benefit was determined by a ``supply side`` limitation, and in other sectors, the maximum benefit is determined by a ``demand side`` limitation. The second step was to apply economic cost and diffusion models to estimate the benefits that are likely to be achieved by TES under two scenarios: (1) with continuing DOE funding of TES research, and (2) without continued funding. The models all cover the 20-year period from 1990 to 2010. The third step was to prepare graphs that show the maximum technical benefits achievable, the estimated benefits with TES research funding, and the estimated benefits in the absence of TES research funding. The benefits of federally-funded TES research are largely in four areas: displacement of primary energy, displacement of oil and natural gas, reduction in peak electric loads, and emissions reductions.

The current debate over whether federal spending for military research and development has a positive spin-off effect on the civilian economy introduces questions of academic freedom and of open inquiry and information exchange.     Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    Over the course of the 2009, Federal Fiscal Year the U.S. Departments of Homeland Security and Defense will introduce university programs designed to provide the U.S. national laboratories with a highly qualified workforce in nuclear forensics. These programs are designed to recruit the best and brightest students, develop universities research and education activities, and to enhance university/laboratory(s) interactions nuclear forensics. The approach will be comprehensive in that it will target undergraduate and graduate students, faculty members and institutions. This will include an undergraduate research program designed to encourage emerging seniors to perform research at designated national laboratories throughout the United States. In addition to the undergraduate program, a nationally competitive graduate fellowship program in nuclear forensics was established in 2008. This program provides a four-year appointment with a monthly stipend, full payment of tuition and fees, the establishment of participating universities, and required post-graduate positions in nuclear forensics. A Nuclear Forensics Education Award program will also be introduced. This broad-based program will have an impact on university programs interested in developing nuclear forensics capabilities. This will include funds for instrumentation and equipment, faculty members, students, and curriculum.

    As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

    This report is a compilation of descriptions of federal projects and programs that are concerned in some way with anthracite. It is the first inventory of its type to be prepared. Among the projects and programs described are those completed in the latter half of 1979, those that are currently active, and others that will start soon. Of the 43 projects described, 8 involve research, development, and demonstration (RD and D) of technologies aimed at enhancing the use of anthracite or anthracite mining waste; 6 address environmental problems associated with anthracite mining or use; 9 provide information on the anthracite industry; 16 involve studies related to anthracite; and 4 are miscellaneous projects and programs. These projects and programs represent federal government expenditures of $27.1 million, excluding current military purchases of anthracite for use in European bases of $33.6 million, and US Bureau of Mines mined land demonstration and reclamation projects of $38.3 million.

    Continuous Fiber Ceramic Composites (CFCC) are a new class of materials that are lighter, stronger, more corrosion resistant, and capable of performing at elevated temperatures. This new type of material offers the potential to meet the demands of a variety of industrial, military, and aerospace applications. The Department of Energy Office of Industrial Technologies (OIT) has a new program on CFCCs for industrial applications and this program has requested an inventory of all federal projects on CFCCs that relate to their new program. The purpose of this project is to identify all other ongoing CFCC research to avoid redundancy in the OIT Program. The inventory will be used as a basis for coordinating with the other ongoing ceramic composite projects. The inventory is divided into two main parts. The first part is concerned with CFCC supporting technologies projects and is organized by the categories listed below. (1) Composite Design; (2) Materials Characterization; (3) Test Methods; (4) Non-Destructive Evaluation; (5) Environmental Effects; (6) Mechanical Properties; (7) Database Life Prediction; (8) Fracture/Damage; and (9) Joining.     Federal agencies have had performance contracting authority since 1985, when Congress first authorized agencies to enter into shared energy savings agreements with Public Law 99-272, the Consolidated Omnibus Budget Reconciliation Act. By the end of FY 2001, agencies had used energy savings performance contracts (ESPCs) to attract private-sector investment of over $1 billion to improve the energy efficiency of federal buildings. Executive Order 13123 directs agencies to maximize their use of alternative financing contracting mechanisms such as ESPCs when life-cycle cost effective to reduce energy use and cost in their facilities and operations. Continuing support for ESPCs at the Administration and Congressional levels is evident in the pending comprehensive national energy legislation, which repeals the sunset provision on ESPC authority and extends ESPC authority to water savings projects. Despite the Congressional and Presidential directives to use ESPCs, some agencies have been reluctant to do so. Decision makers in these agencies see no reason to enter into long-term obligations to pay interest on borrowed money out of their own operating budgets if instead Congress will grant them appropriations to pay for the improvements up front. Questions frequently arise about whether pricing in ESPCs, which are negotiated for best value, is as favorable as prices obtained through competitive sourcing, and whether ESPC as a means of implementing energy conservation projects is as life-cycle cost effective as the standard practice of funding these projects through appropriations. The lack of any quantitative analysis to address these issues was the impetus for this study. ESPCs are by definition cost-effective because of their ''pay-from-savings'' requirement and guarantee, but do their interest costs and negotiated pricing extract an unreasonably high price? Appropriations seem to be the least-cost option, because the U.S. Treasury can borrow money at lower interest rates

    In recent years, it is becoming apparent that good science not only requires the talents of individual scientists, but also state-of-the-art laboratory facilities. These faculties, often costing millions to billions of dollars, allow scientists unprecedented opportunities to advance their knowledge and improve the quality of human life. To make optimum use of these experimental facilities, a significant amount of computational simulations is required. These mega-projects require large-scale computational facilities and complementary infrastructures of network and software. For physical sciences in US, most of these research and development efforts are funded by the US Department of Energy (DOE) and National Science Foundation (NSF). Universities, US National Laboratories, and occasionally industrial partners work together on projects awarded with different flavors of government funds managed under different rules. At Fermilab, we manage multiple such collaborative computing projects for university and laboratory consortia. In this paper, I explore important lessons learned from my experience with these projects. Using examples of projects delivering computing infrastructure for the Lattice QCD Collaboration, I explain how the use of federal enterprise architecture may be deployed to run projects effectively. I also describe the lessons learned in the process. Lessons learned from the execution of the above projects are also applicable to other consortia receiving federal government funds.

    The present invention is a thermally reversible stimulus-sensitive gel or gelling copolymer radioisotope carrier that is a linear random copolymer of an [meth-]acrylamide derivative and a hydrophilic comonomer, wherein the linear random copolymer is in the form of a plurality of linear chains having a plurality of molecular weights greater than or equal to a minimum gelling molecular weight cutoff. Addition of a biodegradable backbone and/or a therapeutic agent imparts further utility. The method of the present invention for making a thermally reversible stimulus-sensitive gelling copolymer radionuclcide carrier has the steps of: (a) mixing a stimulus-sensitive reversible gelling copolymer with an aqueous solvent as a stimulus-sensitive reversible gelling solution; and (b) mixing a radioisotope with said stimulus-sensitive reversible gelling solution as said radioisotope carrier. The gel is enhanced by either combining it with a biodegradable backbone and/or a therapeutic agent in a gelling solution made by mixing the copolymer with an aqueous solvent.

    The most important indicator of a well-managed site cleanup effort may no longer be funding or scientific expertise. While support for federal facility cleanup has included appropriations of more than $10 billion annually, these expenditures alone are unlikely to assure progress toward environmental remediation. {open_quotes}Trust{close_quotes} is now overwhelmingly mentioned as a prerequisite for progress with site cleanup in DOE`s weapons complex. In part, federal budget deficits are forcing participants to focus on factors that build consensus and lead to cost-effective cleanup actions. In some cases, the stakeholders at cleanup sites are making efforts to work cooperatively with federal agencies. A report by 40 representatives of federal agencies, tribal and state governments, associations, and others developed recommendations to create a {open_quotes}new era of trust and consensus-building that allows all parties to get on with the job of cleaning up federal facilities in a manner that reflects the priorities and concerns of all stakeholders.{close_quotes} Changes are underway affecting how federal agencies work with federal and state regulators reflecting this concept of shared responsibility for conducting cleanup. This paper addresses these changes and provides examples of the successes and failures underway.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs?   14. Applying for and using CMAQ funds: Putting the pieces together. A Clean Cities guide

    This guide provides the basic concepts to aid in an alternative fuel vehicle market development program developing an application for Congestion Mitigation and Air Quality Improvement Program funding. The US Department of Energy`s Clean Cities Program is an aggressive, forward-thinking alternative fuel vehicle (AFV) market development program. The stakeholders in any Clean Cities Program subscribe to the common philosophy that, through participation in a team-oriented coalition, steady progress can be made toward achieving the critical mass necessary to propel the AFV market into the next century. An important component in the successful implementation of Clean Cities Program objectives is obtaining and directing funding to the capital-intensive AFV market development outside of the resources currently offered by the Department of Energy. Several state and local funding sources have been used over the past decade, including Petroleum Violation Escrow funds, vehicle registration fees, and state bond programs. However, federal funding is available and can be tapped to implement AFV market development programs across the nation. Historically, opportunities to use federal funding for AFV projects have been limited; however, the one remaining federal program that must be tapped into by Clean Cities Programs is the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. CMAQ is a 6-year, $6 billion federal program formed by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA).

    The Energy Research Advisory Board convened a Solar R and D Panel to determine the status of the solar industry and solar R and D in the United States and to recommend to DOE appropriate roles for the Federal and private sectors. The Panel's report acknowledges the new Administration policy reorienting the Federal role in energy development to long-term, high-risk, high-payoff R and D, and leaving commercialization to the private sector. The Panel's recommendations are further predicated on an assumption of continued, substantially reduced funding in the near-term. The Panel found that solar energy technologies have progressed significantly in the past 10 years and represent a group of highly promising energy options for the United States. However, it also found the solar industry to be in a precarious condition, fluctuating energy demand and prices, and uncertain Federal tax and regulatory policies. The Business Energy and Residential Tax Credits are essential to the near-term health of the solar industry. Commercialization has already begun for some solar technologies; for others, decreases in Federal funding will result in a slowdown or termination. The primary Federal roles in solar R and D should be in support of basic and applied research, high-risk, high-payoff technology development and other necessary research for which there are insufficient market incentives. The Federal Government should also move strongly to transfer technology to the private sector for near-commerical technologies. Large demonstration and commercialization projects cannot be justified for Federal funding under current economic conditions. These should be pursued by the private sector. The Panel examined seven technology areas and made specific findings and recommendations for each.

    The CILogon-HA project extended the existing open source CILogon service (initially developed with funding from the National Science Foundation) to provide credentials at multiple levels of assurance to users of DOE facilities for collaborative science. CILogon translates mechanism and policy across higher education and grid trust federations, bridging from the InCommon identity federation (which federates university and DOE lab identities) to the Interoperable Global Trust Federation (which defines standards across the Worldwide LHC Computing Grid, the Open Science Grid, and other cyberinfrastructure). The CILogon-HA project expanded the CILogon service to support over 160 identity providers (including 6 DOE facilities) and 3 internationally accredited certification authorities. To provide continuity of operations upon the end of the CILogon-HA project period, project staff transitioned the CILogon service to operation by XSEDE.

The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President's commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment. The resulting product is a search engine called Needle, an open-source-based tool that the INL uses internally for researching across a wide variety of information repositories. Needle has a flexible search interface that allows end users to point at any available data source. A user can select multiple sources such as commercialmore » databases (Web of Science, Engineering Index), external resources (WorldCat, Google Scholar), and internal corporate resources (email, document management system, library collections) in a single interface with one search query.     The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

The declining availability of appropriated funding means that energy performance contracting will be key to achieving this goal. Historically however, energy performance contracts have been able to reduce energy use by only about 20% over baseline. Achieving 30% energy reductions using performance contracting will require new approaches and a specific focus on achieving higher energy savings, both by ESCOs and by agencies. This paper describes some of the ways federal agencies are meeting this challenge, and presents results from the efforts of one agency the US General Services Administration -- to achieve deeper energy savings in conventional energy savings performance contracts.

    The Ministry of Atomic Energy of the Russian Federation (Minatom) is one of Russia's largest and most influential federal bodies. Throughout 1999 its head, Yevgeny Adamov, has worked to increase the Ministry's commercial competitiveness by consolidating redundant facilities and tightening control over subsidiary organizations. Economic difficulties and budget constraints, however, have hindered Minatom's ability to achieve many of its programs and goals. As a result, the Ministry has continued, renewed or initiated contracts with several countries possessing questionable commitments to nonproliferation and has sought to expand its role in international nuclear waste management and spent fuel reprocessing in order to raise new sources of revenue. While many of these programs are not likely to come to fruition, others raise significant nonproliferation and environmental concerns. This paper reviews select programs driving Minatom's efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the United States over the next three to five years.

    The Federal Fleet Conversion Task Force was created by Executive Order 12844, signed by President Clinton on April 21, 1993. In the Order, the President directed that purchases of alternative fueled vehicles by the Federal Government be substantially increased beyond the levels required by current law. The President charged the Task Force with developing recommendations for carrying out the Executive Order, with special emphasis on setting a course that will lead to the widespread use of alternative fueled vehicles by Federal, State, and local government fleets, by private fleets and, ultimately, by individuals. The chief recommendation of the Task Force is the establishment of a Presidential Clean Cities Initiative. To support creation of the Presidential Initiative, the Task Force identified 38 cities and regions, prioritized into three tiers, for concentrating the Initiative`s efforts in Fiscal Years 1994 through 1996. This concentration of effort is key to the effectiveness of the Initiative. The 38 cities and regions would receive priority funding for Federal vehicle purchases and for infrastructure development. In addition, the Task Force has made specific recommendations for overcoming numerous regulatory, economic, and technical barriers that have slowed the introduction of alternative fueled vehicles into general use.

    The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)
