The REI financial assistance programs for small hydropower development in the US DOE; Economic Development Administration; REA; HUD; Farmers Home Administration; DOI; DOL's CETA programs; and the Community Services Administration are described. This paper describes the structure and function of the tool, gives an inventory of renewable energy technologies represented in the tool, and briefly describes the algorithms used to rank opportunities by the savings-to-investment ratio.

    Rolls-Royce Corporation has completed a cooperative agreement under Department of Energy (DOE) contract DE-FC21-96MC33066 in support of the Advanced Turbine Systems (ATS) program to stimulate industrial power generation markets. This DOE contract was performed during the period of October 1995 to December 2002. This final technical report, which is a program deliverable, describes all associated results obtained during Phases 3A and 3B of the contract. Rolls-Royce Corporation (formerly Allison Engine Company) initially focused on the design and development of a 10-megawatt (MW) high-efficiency industrial gas turbine engine/package concept (termed the 701-K) to meet the specific goals of the ATS program, which included single digit NOx emissions, increased plant efficiency, fuel flexibility, and reduced cost of power (i.e., $/kW). While a detailed design effort and associated component development were successfully accomplished for the 701-K engine, capable of achieving the stated ATS program goals, in 1999 Rolls-Royce changed its focus to developing advanced component technologies for product insertion that would modernize the current fleet of 501-K and 601-K industrial gas turbines. This effort would also help to establish commercial venues for suppliers and designers and assist in involving future advanced technologies in the field of gas turbine engine development. This strategy change was partly driven by the market requirements that suggested a low demand for a 10-MW aeroderivative industrial gas turbine, a change in corporate strategy for aeroderivative gas turbine engine development initiatives, and a consensus that a better return on investment (ROI) could be achieved under the ATS contract by focusing on product improvements and technology insertion for the existing Rolls-Royce small engine industrial gas turbine fleet.

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period.     The Southeastern Federal Power Program (SEFPP) consists of all activities associated with the production, transmission and disposition of Federal power marketed under Section 5 of the Flood Control Act of 1944 from projects in the ten southeastern states. The ten states are: Virginia, West Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Tennessee, and Kentucky. Power is marketed to customers in 11 states - the above ten plus Illinois. SEFPP includes the accounts of two separate Federal government agencies- the Southeastern Power Administration (Southeastern) of the Department of Energy and the U.S. Army Corps of Engineers (Corps). Southeastern purchases, transmits, and markets power within four separate power systems (each including one or more Corps generating projects for which rates are set). Specific and joint-use costs allocated to power are included in the attached statements of assets. Federal investment and liabilities under utility plant and cash. The accounts of SEFPP are maintained in conformity with generally accepted accounting principles and the Uniform System of Accounts prescribed for electric utilities by the Federal Energy Regulatory Commission (FERC). SEFPP`s accounting policies also reflect requirements of specific legislation and executive directives issued by the applicable government agencies. Southeastern and Corps properties and income are exempt from taxation. Southeastern and the Corps receive Congressional appropriations through the Department of Energy (DOE) and the Department of Defense to finance their operations. The Corps also receives Congressional appropriations to finance construction of its hydroelectric projects.

    On January 28-30, 2014, the National Council for Science and the Environment (NCSE) hosted its 14th National Confrerence and Global Forum on Science, Policy and the Environment: Building Climate Solutions. The conference was held at the Hyatt Regency Crystal City near the Washington, DC National Airport. The conference engaged over 1,100 key individuals from a variety of fields, including natural and social sciences, humanities and engineering and government and policy, as well as business and civil society. They developed actionable partnerships, strategies and tactics that advanced solutions minimizing the impacts of anthropogenic climate change. The conference was organized around the two major areas where climate actions are necessary: [1] The Built Environment; and, [2] Agriculture and Natural Resources. This “multi-sector approach” of the conference enables participants to work across traditional boundaries of discipline, science, policy and application by engaging a diverse team of scientists, public- and private-sector program managers, and policy-makers. The confernce was two and a half days long. During this time, over 200 speakers presented in 8 keynote addresses, 7 plenary roundtable discussions, 30 symposia and 23 workshops. The goal of the workshops was to generate additional action through development of improved strategies, tools, and partnerships. During the workshops, participants developed actionable outcomes, committed to further collaboration and implementation, and outlined follow-up activities for post-conference. A list of recommendations from the workshop follows this summary. NCSE’s annual conference has become a signature event for the organization, recognized for its notable presenters, innovative programming, and outcome-oriented approach. Each year, over 1,100 participants attend the event, representing federal agencies, higher education institutions, state and local governments, non-governmental and civic organizations

Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems.     A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    The Federal Facility Compliance Act of 1992 (FFCAct) (Public Law 102-386) was enacted into law on October 6, 1992. In addition to amending the Resource Conservation and Recovery Act (RCRA), the FFCAct requires the US Department of Energy (DOE) to prepare an annual report from the Chief Financial Officer to the Congress on compliance activities undertaken by the DOE with regard to mixed waste streams and provide an accounting of the fines and penalties imposed upon the DOE for violations involving mixed waste. This document has been prepared to report the necessary information. Mixed waste is defined by the FFCAct to include those wastes containing both hazardous waste as defined in the RCRA and source, special nuclear, or byproduct material subject to the Atomic Energy Act of 1954, as amended (42 U.S.C. Section 2001 et seq.). Section 2 of this report briefly summarizes DOE Headquarters` activities conducted during Fiscal Year 1993 (FY 1993) to comply with the requirements of the FFCAct. Section 3 of this report provides an overview of the site-specific RCRA compliance activities, relating to mixed waste streams, conducted in FY 1993 for those sites that currently generated or store mixed waste that are subject to regulation under RCRA. Section 4 provides information on notifications of alleged RCRA violations involving mixed waste imposed upon the DOE during FY 1993 and an accounting of any fines and penalties associated with these violations. Appendix A provides site-specific summaries of RCRA compliance activities, relating to mixed waste streams, conducted in FY 1993 for those sites that currently generate or store mixed waste that are subject to regulation under RCRA.

    This report documents the findings from an onsite audit of the John W. Bricker Federal building located in Columbus, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would either reduce electrical and gas consumption or increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This guide is intended to provide a general resource that will begin to develop the Federal employee's awareness and understanding of the project developer's operating environment and the private sector's awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this guide has been organized to match Federal processes with typical phases of commercial project development. The main purpose of this guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects.   10. Developing Renewable Energy Projects Larger Than 10 MWs at Federal Facilities

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. For the purposes of this Guide, large-scale Federal renewable energy projects are defined as renewable energy facilities larger than 10 megawatts (MW) that are sited on Federal property and lands and typically financed and owned by third parties.1 The U.S. Department of Energy’s Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This Guide is intended to provide a general resource that will begin to develop the Federal employee’s awareness and understanding of the project developer’s operating environment and the private sector’s awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this Guide has been organized to match Federal processes with typical phases of commercial project development. FEMP collaborated with the National Renewable Energy Laboratory (NREL) and professional project developers on this Guide to ensure that Federal projects have key elements recognizable to private sector developers and investors. The main purpose of this Guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects. The framework includes key elements that describe a successful, financially attractive large-scale renewable energy project.     The first step in financing a street lighting retrofit is a detailed financial analysis. Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision.     To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

    We have audited the accompanying combined balance sheets of the Southwestern Federal Power System (SWFPS), as of September 30, 2009, 2008, 2007, and 2006, and the related combined statements of revenues and expenses, changes in capitalization, and cash flows for the years then ended. As described in note 1(a), the combined financial statement presentation includes the hydroelectric generation functions of another Federal agency (hereinafter referred to as the generating agency), for which Southwestern Power Administration (Southwestern) markets and transmits power. These combined financial statements are the responsibility of the management of Southwestern and the generating agency. Our responsibility is to express an opinion on these combined financial statements based on our audits. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the combined financial statements are free of material misstatement.     The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations).     This document was prepared at the request of the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP) under its Technical Guidance and Assistance and Project Financing Programs. The purpose was to provide an estimate of the national potential for combined heat and power (also known as CHP; cogeneration; or cooling, heating, and power) applications at federal facilities and the associated costs and benefits including energy and emission savings. The report provides a broad overview for the U.S. Department of Energy (DOE) and other agencies on when and where CHP systems are most likely to serve the government's best interest. FEMP's mission is to reduce the cost to and environmental impact of the federal government by advancing energy efficiency and water conservation, promoting the use of renewable energy, and improving utility management decisions at federal sites. FEMP programs are driven by its customers: federal agency sites. FEMP monitors energy efficiency and renewable energy technology developments and mounts ''technology-specific'' programs to make technologies that are in strong demand by agencies more accessible. FEMP's role is often one of helping the federal government ''lead by example'' through the use of advanced energy efficiency/renewable energy (EERE) technologies in its own buildings and facilities. CHP was highlighted in the Bush Administration's National Energy Policy Report as a commercially available technology offering extraordinary benefits in terms of energy efficiencies and emission reductions. FEMP's criteria for emphasizing a technology are that it must be commercially available; be proven but underutilized; have a strong constituency and momentum; offer large energy savings and other benefits of interest to federal sites and FEMP mission; be in demand; and carry sufficient federal market potential.     The Atomic Energy Act of 1954 established, and later Congressional amendments have confirmed, that except in areas which have been explicitly granted to the states, the federal government possesses preemptive authority to regulate radiation hazards associated with the development and use of atomic energy. Since the passage of the original Act, numerous decisions by the courts have reaffirmed the legitimacy of federal preemption, and have defined and redefined its scope. In this study, the aim is to explore the underlying issues involved in federal preemption of radiation-hazard regulation, and to recommend actions that the Department of Energy and other agencies and groups should consider undertaking in the near term to protect the preemption principle. Appropriate roles of the states are discussed, as well as recent state-level activities and their rationale, and several current arenas in which state-federal conflicts about regulation of hazards are being played out. The emphasis here is on four particular arenas that are now important arenas of conflict, but the issues discussed are far broader in scope. These four arenas are: state-level moratorium activity; emergency planning for reactors; conflicts arising from state financial regulation; and inroads in federal preemption through litigation under state law.

    Political as well as technological changes are now reshaping the electric utility industry. While accommodating these changes, state legislative and regulatory agencies have the opportunity to promote public policies. In this regard, various state entities are evaluating appropriate incentives for renewable energy development so as to introduce greater competition in electric generation. For example, the California legislature is considering a supplemental production payment and the State of Iowa has instituted a low-interest loan program for wind and other alternative energy generation. By complementing the existing federal tax incentives, state incentives can spur the wind industry`s growth. If structured in the wrong way, however, state assistance programs will undercut the value of the federal tax incentives. The federal anti-double dipping rules apply to certain state programs. If a developer utilizes the wrong type of state assistance for a wind project, the anti-double dipping rules will reduce the federal tax incentives and this in turn will decrease the project`s profitability. Rather than suffer these results, very few if any developer will use the state program. Despite the time and effort a state may expend to enact a program for alternative energy development, the state assistance will be ineffectual. This paper reviews the counterproductive results which state assistance can have on a wind project because of the federal anti-double dipping rules.

The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decision making purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Five years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. 2 figs., 32 tabs.
