    This two-page overview describes how the use of distributed energy resources at Federal facilities is being supported by the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP). Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    In the continuing effort to achieve a higher level of compliance with the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) at Federal facilities, the Federal Facilities Hazardous Waste Compliance Office (FFHWCO) has developed the Federal Facilities Hazardous Waste Compliance Manual. The manual includes an overview of the Federal-facilities hazardous-waste compliance program, relevant statutory authorities, model provisions for Federal facility agreements, enforcement and other applicable guidance, Federal facilities docket and NPL listings, data-management information, selected DOD and DOE program guidance, and organization charts and contacts. This compendium is intended to be used as a reference by Regional RCRA and CERCLA enforcement personnel and Regional Counsels, particularly as an orientation guide for new Federal facilities staff.

    The most important indicator of a well-managed site cleanup effort may no longer be funding or scientific expertise. While support for federal facility cleanup has included appropriations of more than $10 billion annually, these expenditures alone are unlikely to assure progress toward environmental remediation. {open_quotes}Trust{close_quotes} is now overwhelmingly mentioned as a prerequisite for progress with site cleanup in DOE`s weapons complex. In part, federal budget deficits are forcing participants to focus on factors that build consensus and lead to cost-effective cleanup actions. In some cases, the stakeholders at cleanup sites are making efforts to work cooperatively with federal agencies. A report by 40 representatives of federal agencies, tribal and state governments, associations, and others developed recommendations to create a {open_quotes}new era of trust and consensus-building that allows all parties to get on with the job of cleaning up federal facilities in a manner that reflects the priorities and concerns of all stakeholders.{close_quotes} Changes are underway affecting how federal agencies work with federal and state regulators reflecting this concept of shared responsibility for conducting cleanup. This paper addresses these changes and provides examples of the successes and failures underway.

    The (SRS) Federal Facility Agreement (FFA) was made effective by the US. Environmental Protection Agency Region IV (EPA) on August 16, 1993. To meet the reporting requirements in Section XXV of the Agreement, the FFA Progress Report was developed. The FFA Progress Report is the first of a series of quarterly progress reports to be prepared by the SRS.     An assessment of Los Alamos National Laboratory`s management system related to facility compliance with an element of the Clean Air Act was performed under contract by a team from Northern Arizona University. More specifically, a Federal Facilities Compliance Agreement (FFCA) was established in 1996 to bring the Laboratory into compliance with emissions standards of radionuclides, commonly referred to as Rad/NESHAP. In the fall of 1996, the four-person team of experienced environmental managers evaluated the adequacy of relevant management systems to implement the FFCA provisions. The assessment process utilized multiple procedures including document review, personnel interviews and re-interviews, and facility observations. The management system assessment was completed with a meeting among team members, Laboratory officials and others on November 1, 1996 and preparation of an assessment report.

    Construction partnering has been used on many government and private construction projects for at least a decade while environmental partnering at federal facilities has only recently received some attention. The Federal government is exploring how to implement the concepts of environmental partnering at federal facilities. It appears that some federal facilities are utilizing partnering concepts while others are not. Environmental partnering as a federal facility consists of a cooperative effort by all facility stakeholders working as a team to achieve the goal of environmental restoration. The regulatory members must join with other stakeholders in dealing with environmental issues in a timely manner. The key elements of environmental partnering are: commitment, trust, common goals, timely response and continuous evaluation. The partnering process is only a guide since each project or program is unique and the stakeholder will vary requiring a tailored partnering approach. The process consists of: early preparation, identification of stakeholders, management commitments, kick-off meeting or workshop and periodic evaluations. This paper presents the concepts of environmental partnering, including benefits, stakeholders, and the environmental partnering process. It also discusses examples of construction partnering and environmental partnering.

    Argonne National Laboratory`s Expedited Side Characterization (ESC) methodology gives federal agencies a process for producing high-quality CERCLA and RCRA site characterizations and remedial investigations in a cost- and time-efficient manner. The ESC process has been successfully tested and applied at numerous federal facilities. Examples include expanded site investigations for the Department of Interior`s Bureau of Land Management and remedial investigations for the Commodity Credit Corporation/US Dept. of Agriculture (CCC/USDA). In particular, the CCC/USDA has been the major sponsor in the development of the ESC process at Argonne. The technical successes and the cost and time savings of the ESC process for these programs have been detailed in previous papers. The Argonne ESC is currently being implemented at a Department of Energy facility (Pantex) and is schedules for implementation in the Department of Defense base closure program in order to meet accelerated schedules for remedial actions by these agencies.

Sound facility management offers huge savings that affect the agency`s bottom line, the environment, and workplace quality. In these fiscally-modest times, pursuing sound energy management programs can present additional challenges for energy and facility managers. The correct path to take is not always the easiest. Hard work, innovation, and vision are characteristic of those who pursue energy efficiency. That is why the Department of energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1998 Federal Energy and Water Management Award. The 1998 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $222 million and 10.5 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects. Through their dedication, hard work, ingenuity, and success, the award winners have also inspired others to increase their own efforts to save energy and water and to more aggressively pursue the use of renewable energy sources.     The Arid Lands Ecology (ALE) facility is a 312-sq-km tract of land that lies on the western side of the Hanford Site in southcentral Washington. The US Atomic Energy Commission officially set aside this land area in 1967 to preserve shrub-steppe habitat and vegetation. The ALE facility is managed by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE) for ecological research and education purposes. In 1971, the ALE facility was designated the Rattlesnake Hills Research Natural Area (RNA) as a result of an interagency federal cooperative agreement, and remains the largest RNA in Washington. it is also one of the few remaining large tracts of shrub-steppe vegetation in the state retaining a predominant preeuropean settlement character. This management plan provides policy and implementation methods for management of the ALE facilities consistent with both US Department of Energy Headquarters and the Richland Field Office decision (US Congress 1977) to designate and manage ALE lands as an RNA and as a component of the DOE National Environmental Research Park System.

    Utility financing of energy efficient measures becomes easier to accomplish with the two new alternative financing guidance memoranda, released April 17, 1998, that address the use of utility incentives for Federal facilities. The memoranda have been approved by the Alternative Financing Guidance Committee on the Interagency Energy Management Task Force. The memoranda include: (1) Policy Statement No. 001: Authority to Sole Source Utility Service Contracts as Referenced in Section 152 of the Energy Policy Act (EPACT) of 1992; and (2) Policy Statement No. 002: Congressional Notification for Utility Projects Under the Authority of Section 152 of the Energy Policy Act (EPACT) of 1992. The purpose for developing the financing memoranda was to address specific issues within current Federal procurement regulations that require clarification or guidance. This new guidance will allow for increased use of utility incentives as a means of financing energy efficient and life cycle cost-effective projects in Federal facilities.

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. For the purposes of this Guide, large-scale Federal renewable energy projects are defined as renewable energy facilities larger than 10 megawatts (MW) that are sited on Federal property and lands and typically financed and owned by third parties.1 The U.S. Department of Energy’s Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This Guide is intended to provide a general resource that will begin to develop the Federal employee’s awareness and understanding of the project developer’s operating environment and the private sector’s awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this Guide has been organized to match Federal processes with typical phases of commercial project development. FEMP collaborated with the National Renewable Energy Laboratory (NREL) and professional project developers on this Guide to ensure that Federal projects have key elements recognizable to private sector developers and investors. The main purpose of this Guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects.     The Federal Facilities Compliance Act (FFCA, the Act) was signed into law on October 6, 1992, primarily as a means of waiving sovereign immunity for federal facilities with respect to requirements under the Resource Conservation and Recovery Act. DOE`s implementation of the FFCA will have significant effects on current and future DOE waste management operations. DOE will need to rethink its strategy in the area of future compliance agreements to ensure commitments and deliverables are made consistent throughout the different DOE facilities. Several types of agreements that address mixed waste land disposal restriction (LDR) compliance have already been signed by both DOE and the regulators. These agreements are in place at the Hanford Reservation, the Savannah River Site, the Oak Ridge Reservation (Oak Ridge National Laboratory, K-25, Y-12), and the Paducah Gaseous Diffusion Plant. The Rocky Flats Agreement is now being renegotiated. Los Alamos National Laboratory, Sandia/Albuquerque National Laboratory, Lawrence Livermore National Laboratory, and Idaho National Engineering Laboratory agreements are in progress. Major components of the FFCA include provisions on: sovereign immunity waiver; cost reimbursements; mixed waste requirements, including inventory reports on mixed waste and treatment capacity and technologies; and plans for the development of treatment capacities and technologies. Each of these components is discussed within this paper.

    U.S. government agencies are now directed to assess the vulnerability of their operations and facilities to climate change and to develop adaptation plans to increase their resilience. Specific guidance on methods is still evolving based on the many different available frameworks. Agencies have been experimenting with these frameworks and approaches. This technical paper synthesizes lessons and insights from a series of research case studies conducted by the investigators at facilities of the U.S. Department of Energy and the Department of Defense. The purpose of the paper is to solicit comments and feedback from interested program managers and analysts before final conclusions are published. The paper describes the characteristics of a systematic process for prioritizing needs for adaptation planning at individual facilities and examines requirements and methods needed. It then suggests a framework of steps for vulnerability assessments at Federal facilities and elaborates on three sets of methods required for assessments, regardless of the detailed framework used. In a concluding section, the paper suggests a roadmap to further develop methods to support agencies in preparing for climate change. The case studies point to several preliminary conclusions; (1) Vulnerability assessments are needed to translate potential changes in climate exposure to estimates of impacts and evaluation of their significance for operations and mission attainment, in other words into information that is related to and useful in ongoing planning, management, and decision-making processes; (2) To increase the relevance and utility of vulnerability assessments to site personnel, the assessment process needs to emphasize the characteristics of the site infrastructure, not just climate change; (3) A multi-tiered framework that includes screening, vulnerability assessments at the most vulnerable installations, and adaptation design will efficiently target high-risk sites and infrastructure

    This Configuration Management Plan (CMP) describes the technical and administrative management process for controlling the National Ignition Facility (NIF) Project configuration. The complexity of the NIF Project (i.e., participation by multiple national laboratories and subcontractors involved in the development, fabrication, installation, and testing of NIF hardware and software, as well as construction and testing of Project facilities) requires implementation of the comprehensive configuration management program defined in this plan. A logical schematic illustrating how the plan functions is provided in Figure 1. A summary of the process is provided in Section 4.0, Configuration Change Control. Detailed procedures that make up the overall process are referenced. This CMP is consistent with guidance for managing a project's configuration provided in Department of Energy (DOE) Order 430.1, Guide PMG 10, ''Project Execution and Engineering Management Planning''. Configuration management is a formal discipline comprised of the following four elements: (1) Identification--defines the functional and physical characteristics of a Project and uniquely identifies the defining requirements. This includes selection of components of the end product(s) subject to control and selection of the documents that define the project and components. For agencies that want to pursue a fuel cell CHP this guide presents a four step process for a successful project. 1. Perform a preliminary screening of the energy needs energy costs and incentives. 2. Compare a detailed project plan. 3. Make a financing and contracting decision. 4. Execute the project plan including financing, installation, and operation. The simplest procurement method is designated funding for the outright purchase of the fuel cell CHP system, although this is usually not the most cost-effective option. This guide describes the following financing options: Power purchase agreement Energy savings performance contract Utility energy services contract Enhanced use lease Fuel cell CHP technology can help federal facility managers comply with agency objectives for reducing energy consumption and air pollution emissions. Fuel cells do not generate particulate pollutants, unburned hydrocarbons or the gases that produce acid rain. Fuel cells emit less carbon dioxide (CO2) than other, less efficient technologies and use of renewable fuels can make them carbon neutral. Fuel cell CHP technology can deliver reliable electricity and heat with high efficiency (70% to 85%) in a small physical footprint with little noise, making it a cost-effective option for federal facilities.

    Chillers are a significant component of large facility energy use. The focus of much of the development of chilled water systems in recent years has been on optimization of set point and staging controls, improvements in chiller design to increase efficiency and accommodate chlorofluorocarbon (CFC) refrigerant replacements. Other improvements have been made by upgrading controls to the latest digital technologies, improving access and monitoring via communications and sophisticated liquid crystal displays (LCD), more robust fault diagnostics and operating and maintenance information logging. Advances have also been made in how chiller plant systems are designed and operated, and in the diversity of chiller products that are available to support innovative approaches. As in many industries, these improvements have been facilitated by advances in, and lower costs for, enabling technologies, such as refrigerants, compressor design, electronics for controls and variable frequency drives (VFD). Along with the improvements in electronics one would expect that advances have also been made in the functionality of unit controls included with chillers. Originally, the primary purpose of this project was to investigate the state of practice of chiller unit controllers in terms of their energy saving capabilities. However, early in the study it was discovered that advances in this area did not include incorporation of significantly different capabilities than had existed 10-15 years ago. Thus the scope has been modified to provide an overview of some of the basic controls-related energy saving strategies that are currently available along with guideline estimates of their potential and applicability. We have minimized consideration of strategies that could be primarily implemented via design practices such as chiller selection and plant design, and those that can only be implemented by a building management system (BMS).     With the realignment and closure of Federal facilities, especially Department of Defense installations, Federal agencies have been presented with a unique opportunity: the chance to create and dispose of air emission reduction credits (ERCs). This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.

    To accomplish Federal goals for renewable energy, sustainability, and energy security, large-scale renewable energy projects must be developed and constructed on Federal sites at a significant scale with significant private investment. The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps Federal agencies meet these goals and assists agency personnel navigate the complexities of developing such projects and attract the necessary private capital to complete them. This guide is intended to provide a general resource that will begin to develop the Federal employee's awareness and understanding of the project developer's operating environment and the private sector's awareness and understanding of the Federal environment. Because the vast majority of the investment that is required to meet the goals for large-scale renewable energy projects will come from the private sector, this guide has been organized to match Federal processes with typical phases of commercial project development. The main purpose of this guide is to provide a project development framework to allow the Federal Government, private developers, and investors to work in a coordinated fashion on large-scale renewable energy projects. The framework includes key elements that describe a successful, financially attractive large-scale renewable energy project.

    In early 1994, the White House established a Federal Interagency Ecosystem Management Task Force and Working Group to implement the ecosystem management recommendation in the Vice President`s National Performance Review. The Task Force identified seven ecosystems where mature interagency ecosystem-based activities are mature and ongoing and may provide valuable lessons for broader application. Case studies of each of the seven ecosystems were prepared by interagency teams conducting interviews with representatives of federal, state, and local governments and private interests. The seven ecosystems are: the Southern Appalachian Highlands, Anacostia River Watershed, Prince William Sound, Pacific Northwest Forests, Coastal Louisiana, South Florida, and Great Lakes ecosystems. A final synthesis report, scheduled for completion in the Spring of 1995, will provide an overview of constraints, opportunities, and recommendations in five issue areas: legal, budgetary, science, institutional, policy, and public involvement. A second phase of this initiative will entail the development of ecosystem management strategies for three {open_quotes}new initiatives{close_quotes} laboratories.

    The Surplus Facilities Management Program (SFMP) at Oak Ridge National Laboratory (ORNL) is part of the Department of Energy`s (DOE) National SFMP, administered by the Richland Operations Office. This program was established to provide for the management of DOE surplus radioactively contaminated facilities from the end of their operating life until final facility disposition is completed. As part of this program, the ORNL SFMP oversees some 76 individual surplus facilities, ranging in complexity from abandoned waste storage tanks to large experimental reactors. The ORNL SFMP has prepared this Long Range Plan to outline the long-term management strategy for those facilities included in the program. The primary objective of this plan are to: (1) develop a base of information for each ORNL SFMP facility, (2) conduct preliminary decommissioning analyses to identify feasible alternatives, (3) assess the current and future risk of each facility, (4) establish a priority list for the decommissioning projects, and (5) integrate the individual project costs and schedules into an overall program schedule and cost estimate for the ORNL site. The Long Range Plan also provides an overview of the ORNL SFMP management structure, specifies the decommissioning criteria to be employed, and identifies special technical problems, research and development needs, and special facilities and equipment that may be required for decommissioning operations.

    Due to drought-related water temperature problems in the Bureau of Reclamation`s California Central Valley Project in the early 1990`s, engineers were forced to bypass water from the plants during critical periods. This was done at considerable cost in the form of lost revenue. As a result, an alternative method of lowering water temperature was developed and it has successfully lowered water temperatures downstream from hydroelectric facilities by using flexible rubber curtains. This innovative technology is aiding the survival of endangered fish populations. This article outlines the efforts and discusses the implementation of this method at several hydroelectric facilities in the area.

    This report provides a chronological history of policies and practices relating to the management of radioactive waste for which the US Atomic Energy Commission and its successor agencies, the Energy Research and Development Administration and the Department of Energy, have been responsible since the enactment of the Atomic Energy Act in 1946. The defense programs and capabilities that the Commission inherited in 1947 are briefly described. The Commission undertook a dramatic expansion nationwide of its physical facilities and program capabilities over the five years beginning in 1947. While the nuclear defense activities continued to be a major portion of the Atomic Energy Commission`s program, there was added in 1955 the Atoms for Peace program that spawned a multiplicity of peaceful use applications for nuclear energy, e.g., the civilian nuclear power program and its associated nuclear fuel cycle; a variety of industrial applications; and medical research, diagnostic, and therapeutic applications. All of these nuclear programs and activities generated large volumes of radioactive waste that had to be managed in a manner that was safe for the workers, the public, and the environment. The management of these materials, which varied significantly in their physical, chemical, and radiological characteristics, involved to varying degrees the following phases of the waste management system life cycle: waste characterization, storage, treatment, and disposal, with appropriate transportation linkages. One of the benefits of reviewing the history of the waste management program policies and practices if the opportunity it provides for identifying the lessons learned over the years. Examples are summarized at the end of the report and are listed in no particular order of importance.

This activity-how to assure prevention of unplanned high exposures-is separate from normal exposure management, which historically has been quite successful. The ad-hoc Committee on the Accelerator Safety Order and Guidance [CASOG], formed by the Accelerator Section of the HPS, has proposed a risk- based approach, which will be discussed. Concepts involved are risk quantification and comparison (including with non-radiation risk), passive and active (reacting) protection systems, and probabilistic analysis.     The Department of Energy (DOE) is required by section 3021(b) of the Resource Conservation and Recovery Act (RCRA), as amended by the Federal Facility Compliance Act (the Act), to prepare plans describing the development of treatment capacities and technologies for treating mixed waste. The Act requires site treatment plans (STPs or plans) to be developed for each site at which DOE generates or stores mixed waste and submitted to the State or EPA for approval, approval with modification, or disapproval. The Lawrence Livermore National Laboratory (LLNL) Conceptual Site Treatment Plan (CSTP) is the preliminary version of the plan required by the Act and is being provided to California, the US Environmental Protection Agency (EPA), and others for review. A list of the other DOE sites preparing CSTPs is included in Appendix 1.1 of this document. Please note that Appendix 1.1 appears as Appendix A, pages A-1 and A-2 in this document.

    Public facility restoration planning traditionally focused on response to natural disasters and hazardous materials accidental releases. These plans now need to integrate response to terrorist actions. Therefore, plans must address a wide range of potential vulnerabilities. Similar types of broad remediation planning are needed for restoration of waste and hazardous material handling areas and facilities. There are strong similarities in damage results and remediation activities between unintentional and terrorist actions; however, the uncertainties associated with terrorist actions result in a re-evaluation of approaches to planning. Restoration of public facilities following a release of a hazardous material is inherently far more complex than in confined industrial settings and has many unique technical, economic, social, and political challenges. Therefore, they arguably involve a superset of drivers, concerns and public agencies compared to other restoration efforts. This superset of conditions increases complexity of interactions, reduces our knowledge of the initial conditions, and even condenses the timeline for restoration response. Therefore, evaluations of alternative restoration management approaches developed for responding to terrorist actions provide useful knowledge for large, complex waste management projects. Whereas present planning documents have substantial linearity in their organization, the 'adaptive management' paradigm provides a constructive parallel operations paradigm for restoration of facilities that anticipates and plans for uncertainty, multiple/simUltaneous public agency actions, and stakeholder participation. Adaptive management grew out of the need to manage and restore natural resources in highly complex and changing environments with limited knowledge about causal relationships and responses to restoration actions.     This 2001 Facility Work Plan (FWP) has been prepared as required by Module VII, Section VII.M.1 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit, NM4890139088-TSDF (the Permit); (NMED, 1999a), and incorporates comments from the New Mexico Environment Department (NMED) received on December 6, 2000 (NMED, 2000a). This February 2001 FWP describes the programmatic facility-wide approach to future investigations at Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) specified in the Permit. The permittees are evaluating data from previous investigations of the SWMUs and AOCs against the newest guidance proposed by the NMED. Based on these data, the permittees expect that no further sampling will be required and that a request for No Further Action (NFA) at the SWMUs and AOCs will be submitted to the NMED. This FWP addresses the current Permit requirements. It uses the results of previous investigations performed at WIPP and expands the investigations as required by the Permit. As an alternative to the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) specified in Module VII of the Permit, current NMED guidance identifies an Accelerated Corrective Action Approach (ACAA) that may be used for any SWMU or AOC (NMED, 1998). This accelerated approach is used to replace the standard RFI Work Plan and Report sequence with a more flexible decision-making approach. The ACAA process allows a Facility to exit the schedule of compliance contained in the Facilitys Hazardous and Solid Waste Amendments (HSWA) permit module and proceed on an accelerated time frame. Thus, the ACAA process can be entered either before or after an RFI Work Plan. According to the NMED's guidance, a facility can prepare an RFI Work Plan or Sampling and Analysis Plan (SAP) for any SWMU or AOC (NMED, 1998). Based on this guidance, a SAP constitutes an acceptable alternative to the RFI Work Plan specified in the Permit.

    This report is the result of a study of networks and how they may need to evolve to support petascale leadership computing and science. As Dr. Ray Orbach, director of the Department of Energy's Office of Science, says in the spring 2006 issue of SciDAC Review, 'One remarkable example of growth in unexpected directions has been in high-end computation'. In the same article Dr. Michael Strayer states, 'Moore's law suggests that before the end of the next cycle of SciDAC, we shall see petaflop computers'. Given the Office of Science's strong leadership and support for petascale computing and facilities, we should expect to see petaflop computers in operation in support of science before the end of the decade, and DOE/SC Advanced Scientific Computing Research programs are focused on making this a reality. This study took its lead from this strong focus on petascale computing and the networks required to support such facilities, but it grew to include almost all aspects of the DOE/SC petascale computational and experimental science facilities, all of which will face daunting challenges in managing and analyzing the voluminous amounts of data expected. In addition, trends indicate the increased coupling of unique experimental facilities with computational facilities, along with the integration of multidisciplinary datasets and high-end computing with data-intensive computing; and we can expect these trends to continue at the petascale level and beyond. Coupled with recent technology trends, they clearly indicate the need for including capability petascale storage, networks, and experiments, as well as collaboration tools and programming environments, as integral components of the Office of Science's petascale capability metafacility. The objective of this report is to recommend a new cross-cutting program to support the management of petascale science and infrastructure.     This report presents an overview of effectiveness of management control of safety. It reviews several modern management control theories as well as the general functions of management and relates them to safety issues at the corporate and at the process safety management (PSM) program level. Following these discussions, structured technique for assessing management of the safety function is suggested. Seven modern management control theories are summarized, including business process reengineering, the learning organization, capability maturity, total quality management, quality assurance and control, reliability centered maintenance, and industrial process safety. Each of these theories is examined for-its principal characteristics and implications for safety management. The five general management functions of planning, organizing, directing, monitoring, and integrating, which together provide control over all company operations, are discussed. Under the broad categories of Safety Culture, Leadership and Commitment, and Operating Excellence, key corporate safety elements and their subelements are examined. The three categories under which PSM program-level safety issues are described are Technology, Personnel, and Facilities.
