    The Department of Energy's (DOE) Ocean Energy Technology (OET) Program is looking for cost-effective ways to harness ocean energy to help power tomorrow's world. Federally sponsored researchers are studying methods to transform the solar heat stored in the ocean's surface waters into electricity as well as new ways to convert wave energy into mechanical energy or electricity. This report provides a summary of research completed during FY 1986. Four major research areas are addressed in the work covered by this report: Thermodynamic Research and Analysis addresses the process and system analyses which provide the underlying understanding of physical effects which constitute the energy conversion processes, Experimental Verification and Testing provides confirmation of the analytical projections and empirical relationships, Materials and Structural Research addresses special materials compatibility issues related to operation in the sea. Much of its focus is on concepts for the system CWP which is a major technology cost driver, and Oceanographic, Environmental, and Geotechnical Research addresss those unique design requirements imposed by construction in steep slope coastal areas.

    In 1990 the New Technology Demonstration Program (formerly the Test Bed Demonstration Program) was initiated by the US Department of Energy`s Office (DOE`s) of Federal Energy Management Programs with the purpose of accelerating the introduction of new technologies into the Federal sector. The program has since expanded into a multi-laboratory collaborative effort that evaluates new technologies and shares the results with the Federal design and procurement communities. These evaluations are performed on a collaborative basis which typically includes technology manufacturers, Federal facilities, utilities, trade associations, research institutes, and other in partnership with DOE. The end result is a range of effective technology transfer tools that provide operations and performance data on new technologies to Federal designers, building managers, and procurement officials. These tools assist in accelerating a technology`s Federal application and realizing reductions in energy consumption and costs.

Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems.     The purpose of this study is to satisfy the requirements of Section 152 of the Energy Policy Act of 1992 (EPAct 92), which directs the Secretary of Energy to ``evaluate the potential use of the purchasing power of the Federal government to promote the development and commercialization of energy efficient products`` (US Congress 1992). Here, purchasing power implies a market presence by the Federal government that is large enough to influence decisions by manufacturers and suppliers about new-product introduction. In recent years, as energy use has become more efficient in the United States in both the public and private sectors, a major contributor to this transition has been the development of innovative technologies and products that reduce the use of energy and/or that use renewable forms of energy. Although the Nation`s efforts toward greater efficiency have been impressive, there are still many opportunities for the widespread introduction of even more energy-saving innovations. This report outlines the actions that DOE can take, in partnership with other Federal agencies, to address the barriers and realize the opportunities from commercializing new technologies.

    This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities. Lighting systems and air conditioning projects at federal facilities, especially military bases are updated.

Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters.     The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

    The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning. The EPRI model could also help to overcome information sharing and antitrust constraints. (DCK)

    This two-page overview describes how the use of distributed energy resources at Federal facilities is being supported by the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP). Distributed energy resources include both existing and emerging energy technologies: advanced industrial turbines and microturbines; combined heat and power (CHP) systems; fuel cells; geothermal systems; natural gas reciprocating engines; photovoltaics and other solar systems; wind turbines; small, modular biopower; energy storage systems; and hybrid systems. DOE FEMP is investigating ways to use these alternative energy systems in government facilities to meet greater demand, to increase the reliability of the power-generation system, and to reduce the greenhouse gases associated with burning fossil fuels.

    Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

    This document presents two estimates of future growth of emerging energy technology in the years 1985, 1990, and 2000 to be used as a basis for conducting Water Resources Council assessments as required by the Nonnuclear Energy Research and Development Act of 1974. The two scenarios are called the high world oil price (HWOP) and low world oil price (LWOP) cases. A national-level summary of the ASA tabulations is shown in Appendix A; the scenarios are presented at the ASA level of detail in Appendix B. The two scenarios were generally derived from assumptions of the Second National Energy Plant (NEP II), including estimates of high and low world oil price cases, growth rate of GNP, and related economic parameters. The overall national energy growth inherent in these assumptions was expressed as a detailed projection of various energy fuel cycles through use of the Fossil-2 model and regionalized through use of the Strategic Environmental Assessment System (SEAS). These scenarios are for the use of regional analysts in examining the availability of water for and the potential impacts of future growth of emerging energy technology in selected river basins of the Nation, as required by Section 13(a).

    As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    The Energy Research Advisory Board convened a Solar R and D Panel to determine the status of the solar industry and solar R and D in the United States and to recommend to DOE appropriate roles for the Federal and private sectors. The Panel's report acknowledges the new Administration policy reorienting the Federal role in energy development to long-term, high-risk, high-payoff R and D, and leaving commercialization to the private sector. The Panel's recommendations are further predicated on an assumption of continued, substantially reduced funding in the near-term. The Panel found that solar energy technologies have progressed significantly in the past 10 years and represent a group of highly promising energy options for the United States. However, it also found the solar industry to be in a precarious condition, fluctuating energy demand and prices, and uncertain Federal tax and regulatory policies. The Business Energy and Residential Tax Credits are essential to the near-term health of the solar industry. Commercialization has already begun for some solar technologies; for others, decreases in Federal funding will result in a slowdown or termination. The primary Federal roles in solar R and D should be in support of basic and applied research, high-risk, high-payoff technology development and other necessary research for which there are insufficient market incentives. The Federal Government should also move strongly to transfer technology to the private sector for near-commerical technologies. Large demonstration and commercialization projects cannot be justified for Federal funding under current economic conditions. These should be pursued by the private sector. The Panel examined seven technology areas and made specific findings and recommendations for each.

    Federal agencies are taking many steps to improve the sustainability of their operations, including improving the energy efficiency of their buildings, promoting recycling and reuse of materials, encouraging carpooling and alternative transit schemes, and installing low flow water fixture units are just a few of the common examples. However, an often overlooked means of energy savings is to provide feedback to building users about their energy use through information dashboards connected to a building?s energy information system. An Energy Information System (EIS), broadly defined, is a package of performance monitoring software, data acquisition hardware, and communication systems that is used to collect, store, analyze, and display energy information. At a minimum, the EIS provides the whole-building energy-use information (Granderson 2009a). We define a ?dashboard? as a display and visualization tool that utilizes the EIS data and technology to provide critical information to users. This information can lead to actions resulting in energy savings, comfort improvements, efficient operations, and more. The tools to report analyzed information have existed in the information technology as business intelligence (Few 2006). The dashboard is distinguished from the EIS as a whole, which includes additional hardware and software components to collect and storage data, and analysis for resources and energy management (Granderson 2009b). EIS can be used for a variety of uses, including benchmarking, base-lining, anomaly detection, off-hours energy use evaluation, load shape optimization, energy rate analysis, retrofit and retro-commissioning savings (Granderson 2009a). The use of these EIS features depends on the specific users. For example, federal and other building managers may use anomaly detection to identify energy waste in a specific building, or to benchmark energy use in similar buildings to identify energy saving potential and reduce operational cost.     The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

    Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric
