    This report focuses on the National Renewable Energy Laboratory's (NREL) fiscal year (FY) 2012 effort that used the NREL Optimal Vehicle Acquisition (NOVA) analysis to identify optimal vehicle acquisition recommendations for eleven diverse federal agencies. Results of the study show that by following a vehicle acquisition plan that maximizes the reduction in greenhouse gas (GHG) emissions, significant progress is also made toward the mandated complementary goals of acquiring alternative fuel vehicles, petroleum use reduction, and alternative fuel use increase.

    The North American Proton Exchange Membrane (PEM) fuel cell industry may be at a critical juncture. A large-scale market for automotive fuel cells appears to be several years away and in any case will require a long-term, coordinated commitment by government and industry to insure the co-evolution of hydrogen infrastructure and fuel cell vehicles (Greene et al., 2008). The market for non-automotive PEM fuel cells, on the other hand, may be much closer to commercial viability (Stone, 2006). Cost targets are less demanding and manufacturers appear to be close, perhaps within a factor of two, of meeting them. Hydrogen supply is a significant obstacle to market acceptance but may not be as great a barrier as it is for hydrogen-powered vehicles due to the smaller quantities of hydrogen required. PEM fuel cells appear to be potentially competitive in two markets: (1) Backup power (BuP) supply, and (2) electrically-powered MHE (Mahadevan et al., 2007a, 2007b). There are several Original Equipment Manufacturers (OEMs) of PEM fuel cell systems for these applications but production levels have been quite low (on the order of 100-200 per year) and cumulative production experience is also limited (on the order of 1,000 units to date). As a consequence, costs remain above target levels and PEM fuel cell OEMs are not yet competitive in these markets. If cost targets can be reached and acceptable solutions to hydrogen supply found, a sustainable North American PEM fuel cell industry could be established. If not, the industry and its North American supply chain could disappear within a year or two. The Hydrogen Fuel Cell and Infrastructure Technologies (HFCIT) program of the U.S. Department of Energy (DOE) requested a rapid assessment of the potential for a government acquisition program to bootstrap the market for non-automotive PEM fuel cells by driving down costs via economies of scale and learning-by-doing.     A small-size antenna having a doughnut-shaped field pattern and which can act both as an antenna and a resonant circuit is described. The antenna is of the slotted type and comprises a resonant cavity with a center hole. A circular slot is provided in one wall of the cavity concentric with the hole and a radio frequency source is connected across the slot. The pattern and loading of the antenna are adjusted by varying the position and shape of a center element slidably disposed within the hole and projecting from the slotted side of the resonant cavity. The disclosed structure may also be used to propagate the oscillator signal down a transniission line by replacing the center element with one leg of the transmission line in a spaced relation from the walls of the cavity.

    A solar energy concentrator and collector having a concentrator made up of one or more anticlastic panels that feature a non-developable doubly curved surface. The panels are concave in the north-south direction and convex in the east-west direction. In one embodiment, the panels are formed to have parallel circular arcs in the north-south direction of increasing radius from the center of the panel to its edges and having a curved cross-section in the east-west direction. The concentrator reflects light to a narrow zone of concentration which moves within a plane in response to changes in the angle of incidence of sunlight thereon. A method for forming the specially shaped reflective fiber reinforced plastic panel is also disclosed.

    A circular chemiresistor for use in microchemical sensors. A pair of electrodes is fabricated on an electrically insulating substrate. The pattern of electrodes is arranged in a circle-filling geometry, such as a concentric, dual-track spiral design, or a circular interdigitated design. A drop of a chemically sensitive polymer (i.e., chemiresistive ink) is deposited on the insulating substrate on the electrodes, which spreads out into a thin, circular disk contacting the pair of electrodes. This circularly-shaped electrode geometry maximizes the contact area between the pair of electrodes and the polymer deposit, which provides a lower and more stable baseline resistance than with linear-trace designs. The circularly-shaped electrode pattern also serves to minimize batch-to-batch variations in the baseline resistance due to non-uniform distributions of conductive particles in the chemiresistive polymer film.

    Recent years have witnessed a growing interest in magneto-optic spectroscopy techniques that use nuclear magnetization as the source of the magnetic field. Here we present a formulation of magnetic circular dichroism (CD) due to magnetically polarized nuclei, nuclear spin-induced CD (NSCD), in molecules. The NSCD ellipticity and nuclear spin-induced optical rotation (NSOR) angle correspond to the real and imaginary parts, respectively, of (complex) quadratic response functions involving the dynamic second-order interaction of the electron system with the linearly polarized light beam, as well as the static magnetic hyperfine interaction. Using the complex polarization propagator framework, NSCD and NSOR signals are obtained at frequencies in the vicinity of optical excitations. Hartree-Fock and density-functional theory calculations on relatively small model systems, ethene, benzene, and 1,4-benzoquinone, demonstrate the feasibility of the method for obtaining relatively strong nuclear spin-induced ellipticity and optical rotation signals. Comparison of the proton and carbon-13 signals of ethanol reveals that these resonant phenomena facilitate chemical resolution between non-equivalent nuclei in magneto-optic spectra.

    Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) occasionally experiences fast intermittent beam instabilities that are difficult to isolate and result in downtime. The Distributed Data Acquisition (Dist DAQ) system is being developed to detect and quickly locate such instabilities. It will consist of multiple Ethernet based data acquisition chassis distributed throughout the seven-eights of a mile CEBAF site. Each chassis will monitor various control system signals that are only available locally and/or monitored by systems with small bandwidths that cannot identify fast transients. The chassis will collect data at rates up to 40 Msps in circular buffers that can be frozen and unrolled after an event trigger. These triggers will be derived from signals such as periodic timers or accelerator faults and be distributed via a custom fiber optic event trigger network. This triggering scheme will allow all the data acquisition chassis to be triggered simultaneously and provide a snapshot of relevant CEBAF control signals. The data will then be automatically analyzed for frequency content and transients to determine if and where instabilities exist.

    Practical heat transfer data acquisition systems are normally characterized by the need for high-resolution, low-drift, low-speed recording devices. Analog devices such as strip chart or circular recorders and FM analog magnetic tape have excellent resolution and work well when data will be presented in temperature versus time format only and need not be processed further. Digital systems are more complex and require an understanding of the following components: digitizing devices, interface bus types, processor requirements, and software design. This paper discusses all the above components of analog and digital data acquisition, as they are used in current practice. Additional information on thermocouple system analysis will aid the user in developing accurate heat transfer measuring systems.

    Federal fleet managers face unique challenges in accomplishing their mission - meeting agency transportation needs while complying with Federal goals and mandates. Included in these challenges are a variety of statutory requirements, executive orders, and internal goals and objectives that typically focus on petroleum consumption and greenhouse gas (GHG) emissions reductions, alternative fuel vehicle (AFV) acquisitions, and alternative fuel use increases. Given the large number of mandates affecting Federal fleets and the challenges faced by all fleet managers in executing day-to-day operations, a primary challenge for agencies and other organizations is ensuring that they are as efficient as possible in using constrained fleet budgets. An NREL Optimal Vehicle Acquisition (NOVA) analysis makes use of a mathematical model with a variety of fleet-related data to create an optimal vehicle acquisition strategy for a given goal, such as petroleum or GHG reduction. The analysis can helps fleets develop a vehicle acquisition strategy that maximizes petroleum and greenhouse gas reductions.

  16. CIRCULAR RIBBON FLARES AND HOMOLOGOUS JETS

    Solar flare emissions in the chromosphere often appear as elongated ribbons on both sides of the magnetic polarity inversion line (PIL), which has been regarded as evidence of a typical configuration of magnetic reconnection. However, flares having a circular ribbon have rarely been reported, although it is expected in the fan-spine magnetic topology involving reconnection at a three-dimensional (3D) coronal null point. We present five circular ribbon flares with associated surges, using high-resolution and high-cadence H{alpha} blue wing observations obtained from the recently digitized films of Big Bear Solar Observatory. In all the events, a central parasitic magnetic field is encompassed by the opposite polarity, forming a circular PIL traced by filament material. Consequently, a flare kernel at the center is surrounded by a circular flare ribbon. The four homologous jet-related flares on 1991 March 17 and 18 are of particular interest, as (1) the circular ribbons brighten sequentially, with cospatial surges, rather than simultaneously, (2) the central flare kernels show an intriguing 'round-trip' motion and become elongated, and (3) remote brightenings occur at a region with the same magnetic polarity as the central parasitic field and are co-temporal with a separate phase of flare emissions. In another flare on 1991 February 25, the circular flare emission and surge activity occur successively, and the event could be associated with magnetic flux cancellation across the circular PIL. We discuss the implications of these observations combining circular flare ribbons, homologous jets, and remote brightenings for understanding the dynamics of 3D magnetic restructuring.

    A data acquisition circuit for a particle detection system that allows for time tagging of particles detected by the system. The particle detection system screens out background noise and discriminate between hits from scattered and unscattered particles. The detection system can also be adapted to detect a wide variety of particle types. The detection system utilizes a particle detection pixel array, each pixel containing a back-biased PIN diode, and a data acquisition pixel array. Each pixel in the particle detection pixel array is in electrical contact with a pixel in the data acquisition pixel array. In response to a particle hit, the affected PIN diodes generate a current, which is detected by the corresponding data acquisition pixels. This current is integrated to produce a voltage across a capacitor, the voltage being related to the amount of energy deposited in the pixel by the particle. The current is also used to trigger a read of the pixel hit by the particle.

    The data acquisition facility for the LEGS medium energy photonuclear beam line is composed of an auxiliary crate controller (ACC) acting as a front-end processor, loosely coupled to a time-sharing host computer based on a UNIX-like environment. The ACC services all real-time demands in the CAMAC crate: it responds to LAMs generated by data acquisition modules, to keyboard commands, and it refreshes the graphics display at frequent intervals. The host processor is needed only for printing histograms and recording event buffers on magnetic tape. The host also provides the environment for software development. The CAMAC crate is interfaced by a VERSAbus CAMAC branch driver.

    This report contains the results of a Direct Assistance Project performed by Lockheed Martin Energy Systems, Inc., for Dr. K. O. Jobson. The purpose of the project was to perform preliminary analysis of the data acquisition instruments used in the field of psychiatry, with the goal of identifying commonalities of data and strategies for handling and using the data in the most advantageous fashion. Data acquisition instruments from 12 sources were provided by Dr. Jobson. Several commonalities were identified and a potentially useful data strategy is reported here. Analysis of the information collected for utility in performing diagnoses is recommended. In addition, further work is recommended to refine the commonalities into a directly useful computer systems structure.

    The Federal Facilities compliance Act of 1992 directs all federal facilities including those under the auspices of the Department of Defense (DoD) to adhere to the ever growing number of environmental statutes. With a large percentage of the 1994 DoD budget dedicated to major acquisitions, it became apparent that an intensive study of the acquisition process was needed to identify milestone areas in which environmental protection requirements could be integrated. This paper provides a synopsis of the study which was undertaken to assist the DoD in understanding environmental considerations and complying with environmental legislation. The study utilized a three phased methodology which provided legislation analysis, process application, and guidance development. In phase one, over 25 Federal and 14 state environmental statutes and regulations, the tri-service regulations, and the DoD and EPA policy and procedures were analyzed. Phase two applied the environmental considerations and legislative analysis to the defense acquisition process, while phase three developed specific guidance to assist government personnel in their roles and responsibilities. The study resulted in the development of an expandable PC-based support system that integrated environmental protection considerations in the defense acquisition process and provided guidance to the responsible government official(s).

    A data acquisition system capable of resolving transient pulses in the subnanosecond range. A pulse in an information carrying medium such as light is transmitted through means which disperse the pulse, such as a fiber optic light guide which time-stretches optical pulses by chromatic dispersion. This time-stretched pulse is used as a sampling pulse and is modulated by the signal to be recorded. The modulated pulse may be further time-stretched prior to being recorded. The recorded modulated pulse is unfolded to derive the transient signal by utilizing the relationship of the time-stretching that occurred in the original pulse.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services

Over the years, as a result of this support, Lou and I were able to attend standards meetings of IEEE and IEC, which led directly to the publication of many standards for NIM systems, FastBus and CAMAC. We also chaired several writing committees as well as ANSI N42 (Nuclear instrumentation), IEEE NIM (NIM standard), IEEE NID (NPSS nuclear instruments and detector) and IEC TC45 WG9 (Nuclear instrumentation). Through this support we were able to assure that the interests of the US and DOE were expressed and implemented in the various standards.

Additionally, such surveys are likely to see early use of some emerging new technology which can improve data quality. Because such items as depth imaging, borehole seismic, 4-D and marine 3-component recording were mentioned in the May 1996 issue of World Oil, they are not discussed again here. However, these technologies will also play some role in the deepwater seismic activities. What is covered in this paper are some new considerations for: (1) longer data records needed in deeper water, (2) some pros and cons of very long steamer use, and (3) two new commercial systems for quantifying data quality.

    A robust prediction of ΛCDM cosmology is the halo circular velocity function (CVF), a dynamical cousin of the halo mass function. The correspondence between theoretical and observed CVFs is uncertain, however: cluster galaxies are reported to exhibit a power-law CVF consistent with N-body simulations, but that of the field is distinctly Schechter-like, flattened compared to ΛCDM expectations at circular velocities v {sub c} ≲ 200 km s{sup –1}. Groups offer a powerful probe of the role environment plays in this discrepancy as they bridge the field and clusters. Here, we construct the CVF for a large, mass- and multiplicity-complete sample of group galaxies from the Sloan Digital Sky Survey. Using independent photometric v {sub c} estimators, we find no transition from field to ΛCDM-shaped CVF above v {sub c} = 50 km s{sup –1} as a function of group halo mass. All groups with 12.4 ≲ log M {sub halo}/M {sub ☉} ≲ 15.1 (Local Group analogs to rich clusters) display similar Schechter-like CVFs marginally suppressed at low v {sub c} compared to that of the field. Conversely, some agreement with N-body results emerges for samples saturated with late-type galaxies, with isolated late-types displaying a CVF similar in shape to ΛCDM predictions. We conclude that the flattening of the low-v {sub c} slope in groups is due to their depressed late-type fractions—environment affecting the CVF only to the extent that it correlates with this quantity—and that previous cluster analyses may suffer from interloper contamination. These results serve as useful benchmarks for cosmological simulations of galaxy formation.

    In spite of the importance of anisotropic circular dichroism, in practice, it is difficult to get rid of the artifacts that arise from the imperfection of the circular polarization. Undesirable linear dichroism, interference of two orthogonal polarization states, and linear birefringence prevent us from making accurate measurements. We propose a theoretical method for evaluating the contributions of the first two, which are thought to be the main artifacts when specimens are not thick enough. Using the time-dependent perturbation theory and taking into account the direction of light propagation toward an orientationally fixed molecule, we formulated the transition probability of systems perturbed by arbitrarily polarized light and the absorption difference associated with two kinds of polarized light. We also formulated, as an extension of the dissymmetry factor of circular dichroism, a newly defined dissymmetry factor associated with two arbitrary polarization states. Furthermore, we considered a mixed-state of photon ensemble in which polarization states distribute at a certain width around a certain average. Although the purity of polarization and ellipticity does not correspond immediately, by considering the mixed state it is possible to treat them consistently. We used quantum statistical mechanics to describe the absorption difference for two kinds of photon ensembles and applied the consequent formula to examine the reported experimental results of single-molecule chiroptical responses under discussion in the recent past. The artifacts are theoretically suggested to be sensitive to the incident direction of elliptically polarized light and to the oriented systems, the ellipticity, and the orientation of ellipse. The mixed state has little, if any, effect when the polarization state distribution is narrow.

    Circular dichroism and fluorescence polarization anisotropy are important tools for characterizing biomolecular systems. Both are used extensively in kinetic experiments involving stopped- or continuous flow systems as well as titrations and steady-state spectroscopy. This paper presents the theory for determining circular dichroism and fluorescence polarization anisotropy simultaneously, thus insuring the two parameters are recorded under exactly the same conditions and at exactly the same time in kinetic experiments. The approach to measuring circular dichroism is that used in almost all conventional dichrographs. Two arrangements for measuring fluorescence polarization anisotropy are described. One uses a single fluorescence detector and signal processing with a lock-in amplifier that is similar to the measurement of circular dichroism. The second approach uses classic ''T'' format detection optics, and thus can be used with conventional photon-counting detection electronics. Simple extensions permit the simultaneous measurement of the absorption and excitation intensity corrected fluorescence intensity.

    This paper shows that negative circular polarization, a spin flip of polarized carriers resulting in emission of opposite helicity, can be observed in undoped, n-doped, and p-doped InAs/GaAs quantum dots. These results contradict the usual interpretation of the effect. We show using power dependent and time resolved spectroscopy that the generation of negative circular polarization correlates with excited state emission. Furthermore, a longer spin lifetime of negatively polarized excitons is observed where emission is largely ground state in character.

    An analytical theory is developed for studying the phenomenon of generation of harmonics by the propagation of an obliquely incident, circularly polarized laser beam in homogeneous, underdense plasma. The amplitudes of second and third harmonic radiation as well as detuning distance have been obtained and their variation with the angle of incidence is analyzed. The amplitude of harmonic radiation increases with the angle of incidence while the detuning distance decreases, for a given plasma electron density. It is observed that the generated second and third harmonic radiation is linearly and elliptically polarized, respectively. The harmonic radiation vanishes at normal incidence of the circularly polarized laser beam.

    The goal of the U.S. Department of Energy's (DOE) Loaner Program is to increase the awareness, deployment, and use of electric vehicles (EVs) in Federal fleets. The Loaner Program accomplishes this by providing free EVs to Federal fleets on a loaner basis, generally for 1 or 2 months. The Program partners DOE with six electric utilities, with DOE providing financial support and some leads on Federal fleets interested in obtaining EVs. The utilities obtain the vehicles, identify candidate loaner fleets, loan the vehicles, provide temporary charging infrastructure, provide overall support to participating Federal fleets, and support fleets with their leasing decisions. While the utilities have not had the success initially envisioned by themselves, DOE, the Edison Electric Institute, and the Electric Vehicle Association of the Americas, the utilities can not be faulted for their efforts, as they are not the entity that makes the ultimate lease or no-lease decision. Some external groups have suggested to DOE that they direct other federal agencies to change their processes to make loaning vehicles easier; this is simply not within the power of DOE. By law, a certain percentage of all new vehicle acquisitions are supposed to be alternative fuel vehicles (AFV); however, with no enforcement, the federal agencies are not compelled to lease AFVs such as electric vehicles.

    A small, unmanned aerial vehicle (UAV), equipped with sensors for physical and chemical measurements of remote environments, is described. A miniature helicopter airframe is used as a platform for sensor testing and development. The sensor output is integrated with the flight control system for real-time, interactive, data acquisition and analysis. Pre-programmed flight missions will be flown with several sensors to demonstrate the cost-effective surveillance capabilities of this new technology.

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    The circular polarization of the magnetic field of obliquely propagating whistler waves is derived using a basis set associated with the wave partial differential equation. The wave energy is mainly magnetic and the wave propagation consists of this magnetic energy sloshing back and forth between two orthogonal components of magnetic field in quadrature. The wave electric field energy is small compared to the magnetic field energy.

    From a single 3.8 hr observation of the asteroid (4) Vesta at 13.7 phase angle with the POlarimeter at Lick for Inclination Studies of Hot jupiters 2 (POLISH2) at the Lick Observatory Shane 3 m telescope, we confirm rotational modulation of linear polarization in the B and V bands. We measure the peak-to-peak modulation in the degree of linear polarization to be ?P = (294 35) 10{sup ?6} (ppm) and time-averaged ?P/P = 0.0575 0.0069. After rotating the plane of linear polarization to the scattering plane, asteroidal rotational modulation is detected with 12? confidence and observed solely in Stokes Q/I. POLISH2 simultaneously measures Stokes I, Q, U (linear polarization), and V (circular polarization), but we detect no significant circular polarization with a 1? upper limit of 78 ppm in the B band. Circular polarization is expected to arise from multiple scattering of sunlight by rough surfaces, and it has previously been detected in nearly all other classes of solar system bodies except for asteroids. Subsequent observations may be compared with surface albedo maps from the Dawn Mission, which may allow the identification of compositional variation across the asteroidal surface. These results demonstrate the high accuracy achieved by POLISH2 at the Lick 3 m telescope, which is designed to directly detect scattered light from spatially unresolvable exoplanets.
