    The purpose of the Conference was to discuss government efforts to assist in the commercialization of new products and processes and the effect of such efforts on competition. Specifically, the appropriate role of the Federal Trade Commission (FTC) in assessing the relationship between commercialization and competition is discussed. Summaries are presented of research and/or experiences of private sector participants' presentations. Summaries are also presented of government participants' statements. An attempt is made to clarify the role of antitrust in support of innovative activity. Examples of the effect of government commercialization efforts on the market are briefly discussed. The competitive dangers concerning the size of the firm are described. A summary of the broad themes - the appropriate goal for government, competition in emerging industries, and the FTC role - is presented. (MCW)

  3. Commercializing Government-sponsored Innovations: Twelve Successful Buildings Case Studies

    This report examines the commercialization and use of R and D results funded by DOE's Office of Buildings and Community Systems (OBCS), an office that is dedicated to improving the energy efficiency of the nation's buildings. Three goals guided the research described in this report: to improve understanding of the factors that hinder or facilitate the transfer of OBCS R and D results, to determine which technology transfer strategies are most effective and under what circumstances each is appropriate, and to document the market penetration and energy savings achieved by successfully-commercialized innovations that have received OBCS support. Twelve successfully-commercialized innovations are discussed here. The methodology employed involved a review of the literature, interviews with innovation program managers and industry personnel, and data collection from secondary sources. Six generic technology transfer strategies are also described. Of these, contracting R and D to industrial partners is found to be the most commonly used strategy in our case studies. The market penetration achieved to date by the innovations studied ranges from less than 1% to 100%. For the three innovations with the highest predicted levels of energy savings (i.e., the flame retention head oil burner, low-E windows, and solid-state ballasts), combined cumulative savings by the year 2000 are likely to approach 2 quads. To date the energy savings for these three innovations have been about 0.2 quads. Our case studies illustrate the important role federal agencies can play in commercializing new technologies.

  4. Government commercialization of large scale technology: the United States Breeder Reactor Program 1964-1976

    The US Liquid Metal Fast Breeder Reactor program was an attempt by the Atomic Energy Commission to develop, in partnership with industry, a particular nuclear technology. Not only did the AEC provide subsidies and test facilities for the private sector, but the agency attempted to direct which technological options would be developed. The national laboratories, nuclear vendors, and electric utilities were not amenable to government direction. The resulting time delays and cost overruns stalled the program until the anti-nuclear movement arose and undermined the political consensus behind the program. As a result, a breeder demonstration plant has not yet been built in the United States. The analysis of this thesis suggests two conclusions. First, future government directed commercialization programs are unlikely to succeed. Second, breeder development should be slowed down until the political problems in the nuclear industry are solved.

    PEM fuel cell technology is rapidly emerging as a viable propulsion alternative to the internal combustion engine. Fuel cells offer the advantages of low emissions, high efficiency, fuel flexibility, quiet and continuous operation, and modularity. Over the last decade, dramatic advances have been achieved in the performance and cost of PEM fuel cell technologies for automotive applications. However, significant technical barriers remain to making fuel cell propulsion systems viable alternatives to the internal combustion engine. This paper focuses on the progress achieved and remaining technical barriers while highlighting Government-industry R&D efforts that are accelerating fuel cell technology toward commercialization.

    The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications.     Studies were carried out on the FED Baseline to improve design definition, establish feasibility, and reduce cost. Emphasis was placed on cost reduction, but significant feasibility concerns existed in several areas, and better design definition was required to establish feasibility and provide a better basis for cost estimates. Design definition and feasibility studies included the development of a labyrinth shield ring concept to prevent radiation streaming between the torus spool and the TF coil cryostat. The labyrinth shield concept which was developed reduced radiation streaming sufficiently to permit contact maintenance of the inboard EF coils. Various concepts of preventing arcing between adjacent shield sectors were also explored. It was concluded that installation of copper straps with molybdenum thermal radiation shields would provide the most reliable means of preventing arcing. Other design studies included torus spool electrical/structural concepts, test module shielding, torus seismic response, poloidal conditions in the magnets, disruption characteristics, and eddy current effects. These additional studies had no significant impact on cost but did confirm the feasibility of the basic FED Baseline concept.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    This report examines energy intensities in commercial buildings for nine end uses: space heating, cooling, ventilation, lighting, water heating, cooking, refrigeration, office equipment, and other. The objective of this analysis was to increase understanding of how energy is used in commercial buildings and to identify targets for greater energy efficiency which could moderate future growth in demand. The source of data for the analysis is the 1989 Commercial Buildings Energy Consumption survey (CBECS), which collected detailed data on energy-related characteristics and energy consumption for a nationally representative sample of approximately 6,000 commercial buildings. The analysis used 1989 CBECS data because the 1992 CBECS data were not yet available at the time the study was initiated. The CBECS data were fed into the Facility Energy Decision Screening (FEDS) system, a building energy simulation program developed by the US Department of Energy`s Pacific Northwest Laboratory, to derive engineering estimates of end-use consumption for each building in the sample. The FEDS estimates were then statistically adjusted to match the total energy consumption for each building. This is the Energy Information Administration`s (EIA) first report on energy end-use consumption in commercial buildings. This report is part of an effort to address customer requests for more information on how energy is used in buildings, which was an overall theme of the 1992 user needs study. The end-use data presented in this report were not available for publication in Commercial Buildings Energy Consumption and Expenditures 1989 (DOE/EIA-0318(89), Washington, DC, April 1992). However, subsequent reports on end-use energy consumption will be part of the Commercial Buildings Energy Consumption and Expenditures series, beginning with a 1992 data report to be published in early 1995.

    On April 1, 1998, Materials and Chemistry Laboratory, Inc. (MCLinc) began business as an employee-owned, commercial, applied research laboratory offering services to both government and commercial clients. The laboratory had previously been a support laboratory to DoE's gaseous diffusion plant in Oak Ridge (K-25). When uranium enrichment was halted at the site, the laboratory was expanded to as an environmental demonstration center and served from 1992 until 1997 as a DOE Environmental User Facility. In 1997, after the laboratory was declared surplus, it was made available to the employee group who operated the laboratory for DOE as a government-owned, contractor-operated facility. This paper describes briefly the process of establishing the business. Attributes that contributed to the success of MCLinc are described. Some attention is given to lessons learned and to changes that could facilitate future attempts to make similar transitions. Lessons learnt: as with any business venture, operation over time has revealed that some actions taken by the laboratory founders have contributed to its successful operation while others were not so successful. Observations are offered in hopes that lessons learned may suggest actions that will facilitate future attempts to make similar transitions. First, the decision to vest significant ownership of the business in the core group of professionals operating the business is key to its success. Employee-owners of the laboratory have consistently provided a high level of service to its customers while conducting business in a cost-efficient manner. Secondly, an early decision to provide business support services in-house rather than purchasing them from support contractors on site have proven cost-effective. Laboratory employees do multiple tasks and perform overhead tasks in addition to their chargeable technical responsibilities.     Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits.     Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

    This paper reports on a project whose objective was to quantify the technical benefits of using refrigerant R-502 in a supercharged reciprocating compressor for commercial refrigeration applications. The supercharged compressor concept used a special heat exchanger that subcools the major portion of the liquid refrigerant leaving the condenser. This subcooling is achieved by flashing the remaining portion of the condensed liquid through an expansion valve, thereby cooling it, and using it to absorb heat from the rest of the refrigerant. This supercharged stream is then fed to the cylinders through ports in the cylinder walls that are uncovered when the piston reaches bottom dead center.

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado. Participating businesses have demonstrated that a pollution prevention program can reduce environmental waste, increase employee safety, and decrease costs. 4 refs., 4 figs., 5 tabs.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    The Facility Energy Decision System (FEDS) software is a powerful buildings energy analysis tool developed by Battelle at the Pacific Northwest National Laboratory with support from numerous organizations including several within the U.S. Department of Energy (DOE) and U.S. Department of Defense (DoD). FEDS is used extensively throughout the federal sector to examine building energy efficiency potential and recommend energy saving retrofit projects. The focus of this CRADA was to update the foundation of the FEDS loads models, to improve the core functionality and calculation methods and position the building efficiency analysis software for continued growth. The broader intent was to increase FEDS utility and user satisfaction via improving modeling accuracy, facilitating development and making possible a wide range of new and desired capability enhancements. This report provides an summary of the various tasks performed under the CRADA.

    The Hanford Site was established in 1943 as one of the three original Manhattan Project locations involved in the development of atomic weapons. It continued as a defense production center until 1988, when its mission changed to environmental restoration and remediation. The Hanford Site is changing its business strategy and in doing so, is reinventing government. This new development has been significantly influenced by a number of external sources. These include: the change in mission, reduced security requirements, new found partnerships, fiscal budgets, the Tri-Party agreement and stakeholder involvement. Tight budgets and the high cost of cleanup require that the site develop and implement innovative cost saving approaches to its mission. Costeffective progress is necessary to help assure continued funding by Congress.

    The Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to all federal agencies, to state and local governments, and to universities and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties. This report was compiled from primary records, which were readily available to the INL’s Office of Technology Transfer & Commercialization.     The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the

    The inertial electrostatic confinement (IEC) fusion grade plasma devices are being developed as a commercial industrial product by Daimler-Benz Aerospace (DASA), Center Trauen, which has an exclusive license from the University of Illinois (UI) to manufacture the commercial implementation of the Miley et al. IEC inventions. DASA is funding the UI Fusion Studies Laboratory basic IEC research and the intellectual property protection process. The association of the DASA Space Infrastructure division with an apparently unrelated technology has arisen from the perception that IEC technology may benefit from certain aerospace technologies and eventually create a market for space infrastructure services. In addition, DASA Center Trauen has a number of environmental technology businesses.

The abstracts are in a separate section; individual papers also contain the author's bio and e-mail address. In the session planning phase, it was suggested that the following questions and other relevant issues be addressed: * What are the difficulties and issues with defining and enforcing international standards for the physical protection of Pu and HEU (beyond the Convention on the Physical protection of Nuclear Material, which primarily addresses transportation)? * How do we (or can we) keep nuclear technology in general, and reprocessing and enrichment technologies in particular, from spreading to undesirable organizations (including governments), in light of Article IV of the NPT? Specifically, can we (should we) prevent the construction of light-water reactors in Iran; and should we support the construction of light-water reactors in North Korea? * Are there more proliferation-resistant fuel cycles that would be appropriate in developing countries? * Can the concept of "nonproliferation credentials" be defined in a useful way? * Is there historical evidence to indicate that reprocessing (or enrichment of HEU) in the US, Japan, or the EURATOM countries has impacted the acquisition (or attempted acquisition) of nuclear weapons by other nations or groups? * What is the impact of a fissile material cutoff treaty (FMCT) be on commercial nuclear fuel cycles? * Does MOX spent fuel present a greater proliferation risk than LEU spent fuel? Although the authors did not explicitly attempt to answer all these questions, they did enlighten us about a number of these and related issues.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

    An assessment has been made to determine current tribology research and development work sponsored or conducted by the government. Data base surveys and discussions were conducted to isolate current projects sponsored primarily by 21 different government organizations. These projects were classified by subject, objective, energy relevance, type of research, phenomenon being investigated, variables being studied, type of motion, materials and application. An abstract of each project was prepared which included the classification, sponsor, performing organization and a project description. It was found that current work is primarily materials oriented to meet military requirements. Other than the high temperature programs very few of the tribology projects accomplish energy related objectives.

    This report is a user's manual for the MASBAL computer program. MASBAL's objectives are to predict the composition of nuclear waste glass produced by a slurry-fed ceramic melter based on a knowledge of process conditions; to generate simulated data that can be used to estimate the uncertainty in the predicted glass composition as a function of process uncertainties; and to generate simulated data that can be used to provide a measure of the inherent variability in the glass composition as a function of the inherent variability in the feed composition. These three capabilities are important to nuclear waste glass producers because there are constraints on the range of compositions that can be processed in a ceramic melter and on the range of compositions that will be acceptable for disposal in a geologic repository. MASBAL was developed specifically to simulate the operation of the West Valley Component Test system, a commercial-scale ceramic melter system that will process high-level nuclear wastes currently stored in underground tanks at the site of the Western New York Nuclear Services Center (near West Valley, New York). The program is flexible enough, however, to simulate any slurry-fed ceramic melter system. 4 refs., 16 figs., 5 tabs.

    The principal purpose of the FED-R tokamak facility is to provide a substantial quasisteady flux of fusion neutrons irradiating a large test area in order to carry out thermal, neutronic, and radiation effects testing of experimental blanket assemblies. The emphasis on reliable nuclear testing capability demands that the plasma physics characteristics and technological features of the fusion machine be chosen as close to mid-1980s state of the art as possible, with the important exception that FED-R requires high-duty-factor operation. The outboard nuclear test region is at least 80-cm deep with approximately 60 m/sup 2/ of exposure area. The neutron wall loading is 0.4 MW/m/sup 2/ in Stage I operation (Q/sub p/ = 1.5) and 1.3 MW/m/sup 2/ in Stage II (Q/sub p/ = 2.5). The toroidal field coils are fabricated of water-cooled copper plates with demountable joints and operate steady state with a power dissipation of 180 MW in Stage I and 280 MW in Stage II.

    About 5,000 Tcf of stranded gas reserves exist worldwide--gas that is not economically feasible to recover and move to market through pipelines. For oil producers, this is problematic for a number of reasons. What do you do with associated gas when environmental regulations worldwide are banning flaring due to concerns over greenhouse gas emissions? Reinjection is costly and may not be the best solution in every reservoir. While many producers have enormous gas reserves, they are of no value if that gas is just sitting in the ground with no potential markets at hand. How can you monetize these reserves? A potential solution to the problem of stranded gas reserves is GTL processing. This process takes methane and converts it to synthesis gas, uses the Fischer-Tropsch (FT) process to convert the synthesis gas to syncrude, and upgrades the syncrude to various hydrocarbon chains to produce a variety of refined products. Three recent developments favor commercial GTL development: environmental regulations are creating a premium for ultraclean fuels; new technology is lowering the capital costs and operating costs of GTL development; and world oil prices have risen above $20/bbl. Therefore, the oil and gas industry is taking a serious look at commercialization of GTL.

    An examination is made of the incentives which influence the decisions by local governments to adopt energy-efficiency programs, either unilaterally or in partnership with the Federal government. It is found that there is significant potential for improved energy efficiency in urban residential, commercial, and industrial buildings and that exploiting these opportunities is in the interest of both Federal and local governments. Unless there is a unique combination of strong local leadership, a tradition of resource management, and external energy shocks, communities are unlikely to realize this potential. Conflicting demands, traditional perceptions, and lack of funding pose a major barrier to a strong unilateral commitment by local governments. A Federal-local partnership built upon and complementary to existing efforts in areas such as housing, social welfare, and economic development offers an excellent opportunity to realize the inherent potential of local energy-efficiency programs. At the local level, energy is not perceived as an isolated issue, but one which is part of a number of problems arising from the continuing increase in energy prices.

    A temperature-feedback system has been developed for controlling electrical power to liquid-fed ceramic melters (LFCM). Software, written for a microcomputer-based data acquisition and process monitoring system, compares glass temperatures with a temperature setpoint and adjusts the electrical power accordingly. Included in the control algorithm are steps to reject failed thermocouples, spatially average the glass temperatures, smooth the averaged temperatures over time using a digital filter, and detect foaming in the glass. The temperature control system has proved effective during all phases of melter operation including startup, steady operation, loss of feed, and shutdown. This system replaces current, power, and resistance feedback control systems used previously in controlling the LFCM process.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    In recent years, it is becoming apparent that good science not only requires the talents of individual scientists, but also state-of-the-art laboratory facilities. These faculties, often costing millions to billions of dollars, allow scientists unprecedented opportunities to advance their knowledge and improve the quality of human life. To make optimum use of these experimental facilities, a significant amount of computational simulations is required. These mega-projects require large-scale computational facilities and complementary infrastructures of network and software. For physical sciences in US, most of these research and development efforts are funded by the US Department of Energy (DOE) and National Science Foundation (NSF). Universities, US National Laboratories, and occasionally industrial partners work together on projects awarded with different flavors of government funds managed under different rules. At Fermilab, we manage multiple such collaborative computing projects for university and laboratory consortia. In this paper, I explore important lessons learned from my experience with these projects. Using examples of projects delivering computing infrastructure for the Lattice QCD Collaboration, I explain how the use of federal enterprise architecture may be deployed to run projects effectively. I also describe the lessons learned in the process. Lessons learned from the execution of the above projects are also applicable to other consortia receiving federal government funds.

    The purpose of this design analysis is to specify and document the total and respirable fractions for radioactive materials that are released from an accident event at the Monitored Geologic Repository (MGR) involving commercial spent nuclear fuel (CSNF) in a dry environment. The total and respirable release fractions will be used to support the preclosure licensing basis for the MGR. The total release fraction is defined as the fraction of total CSNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. The radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses. This subset of the total release fraction is referred to as the respirable release fraction. Potential accidents may involve waste forms that are characterized as either bare (unconfined) fuel assemblies or confined fuel assemblies. The confined CSNF assemblies at the MGR are contained in shipping casks, canisters, or disposal containers (waste packages). In contrast to the bare fuel assemblies, the container that confines the fuel assemblies has the potential of providing an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. However, this analysis will not take credit for this additional bamer and will establish only the total release fractions for bare unconfined CSNF assemblies, which may however be

    Melter viewing systems are an integral component of the monitoring and control systems for liquid-fed ceramic melters. The Pacific Northwest Laboratory (PNL) has designed cameras for use with glass melters at PNL, the Hanford Waste Vitrification Plant (HWVP), and West Valley Demonstration Project (WVDP). This report is a compilation of these designs. Operating experiences with one camera designed for the PNL melter are discussed. A camera has been fabricated and tested on the High-Bay Ceramic Melter (HBCM) and the Pilot-Scale Ceramic Melter (PSCM) at PNL. The camera proved to be an effective tool for monitoring the cold cap formed as the feed pool developed on the molten glass surface and for observing the physical condition of the melter. Originally, the camera was built to operate using the visible light spectrum in the melter. It was later modified to operate using the infrared (ir) spectrum. In either configuration, the picture quality decreases as the size of the cold cap increases. Large cold caps cover the molten glass, reducing the amount of visible light and reducing the plenum temperatures below 600/sup 0/C. This temperature corresponds to the lowest level of blackbody radiation to which the video tube is sensitive. The camera has been tested in melter environments for about 1900 h. The camera has withstood mechanical shocks and vibrations.     The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

  1. Establishing an energy efficiency recommendation for commercial boilers

    To assist the federal government in meeting its energy reduction goals, President Clinton's Executive Order 12902 established the Procurement Challenge, which directed all federal agencies to purchase equipment within the top 25th percentile of efficiency. Under the direction of DOE's Federal Energy Management Program (FEMP), the Procurement Challenge's goal is to create efficiency recommendations for all energy-using products that could substantially impact the government's energy reduction goals, like commercial boilers. A typical 5,000,000 Btuh boiler, with a thermal efficiency of 83.2%, can have lifetime energy cost savings of $40,000 when compared to a boiler with a thermal efficiency of 78%. For the federal market, which makes up 2% of the boiler market, this means lifetime energy cost savings of over $25,600,000. To establish efficiency recommendations, FEMP uses standardized performance ratings for products sold in the marketplace. Currently, the boiler industry uses combustion efficiency and, sometimes, thermal efficiency performance measures when specifying a commercial boiler. For many years, the industry has used these efficiency measures interchangeably, causing confusion about boiler performance measurements, and making it difficult for FEMP to establish the top 25th percentile of efficiency. This paper will illustrate the method used to establish FEMP's recommendation for boilers. The method involved defining a correlation between thermal and combustion efficiency among boiler classifications; using the correlation to model a data set of all the boiler types available in the market; and identifying how the correlation affected the top 25th percentile analysis. The paper also will discuss the applicability of this method for evaluating other equipment for which there are limited data on performance ratings.

    Eisenhower's Atoms for Peace speech in 1953 is remembered for engaging the world, and the Soviet Union in particular, in a dialogue about arms control and the formulation of a nuclear regime in which national and international security concerns growing from this unprecedented emerging and frightening new weapons capability would be addressed while tapping the civilian promise of nuclear applications for the good of mankind. Out of it came a series of initiatives, leading fifteen years later to the NPT, intended to allow the growth and spread of the beneficial uses of nuclear know-how while constraining the incentives and capabilities for nuclear weapons. The last 50 years has seen a gradual spread in nations with nuclear weapons, other nations with nuclear knowledge and capabilities, and still others with nuclear weapon intentions. Still most nations of the world have forgone weapon development, most have signed and abided by the NPT, and some that have had programs or even weapons, have turned these capabilities off. Yet despite this experience, and despite a relatively successful record up to a few years ago, there is today a clear and generally recognized crisis in nuclear governance, a crisis that affects the future of all the cross-cutting civilian/security issues we have cited. The crux of this crisis is a lack of consensus among the major powers whose support of international efforts is necessary for effective governance of nuclear activities. The lack of consensus focuses on three challenges: what to do about non-compliance, what to do about non-adherence, and what to do about the possible leakage of nuclear materials and technologies to terrorist groups. Short of regaining consensus on the priority to be given to nuclear material and technology controls, it is unlikely that any international regime to control nuclear materials and technologies, let alone oversee a growth in the nuclear power sector, will be successful in the tough cases where it needs to

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

    A major objective of the U.S. Department of Energy is to have a zero energy commercial building by the year 2025. Windows have a major influence on the energy performance of the building envelope as they control over 55% of building energy load, and represent one important area where technologies can be developed to save energy. Aluminum framing systems are used in over 80% of commercial fenestration products (i.e. windows, curtain walls, store fronts, etc.). Aluminum framing systems are often required in commercial buildings because of their inherent good structural properties and long service life, which is required from commercial and architectural frames. At the same time, they are lightweight and durable, requiring very little maintenance, and offer design flexibility. An additional benefit of aluminum framing systems is their relatively low cost and easy manufacturability. Aluminum, being an easily recyclable material, also offers sustainable features. However, from energy efficiency point of view, aluminum frames have lower thermal performance due to the very high thermal conductivity of aluminum. Fenestration systems constructed of aluminum alloys therefore have lower performance in terms of being effective barrier to energy transfer (heat loss or gain). Despite the lower energy performance, aluminum is the choice material for commercial framing systems and dominates the commercial/architectural fenestration market because of the reasons mentioned above. In addition, there is no other cost effective and energy efficient replacement material available to take place of aluminum in the commercial/architectural market. Hence it is imperative to improve the performance of aluminum framing system to improve the energy performance of commercial fenestration system and in turn reduce the energy consumption of commercial building and achieve zero energy building by 2025. Algenol expects that the first two gas stations offering the fuel will open next year in Tampa and Orlando. The companies will distribute both E15 and E85 blends of ethanol that Algenol will produce at its future full-scale commercial plant upon completion in 2017.

    Incorporation of nanoparticles into devices such as solid oxide fuel cells (SOFCs) may provide benefits such as higher surface areas or finer control over microstructure. However, their use with traditional fabrication techniques such as screen-printing is problematic. Here, we show that mixing larger commercial particles with nanoparticles allows traditional ink formulation and screen-printing to be used while still providing benefits of nanoparticles such as increased porosity and lower sintering temperatures. SOFC anodes were produced by impregnating ceria–gadolinia (CGO) scaffolds with nickel nitrate solution. The scaffolds were produced from inks containing a mixture of hydrothermally-synthesised nanoparticle CGO, commercial CGO and polymericmore » pore formers. The scaffolds were heat-treated at either 1000 or 1300 °C, and were mechanically stable. In situ ultra-small X-ray scattering (USAXS) shows that the nanoparticles begin sintering around 900–1000 °C. Analysis by USAXS and scanning electron microscopy (SEM) revealed that the low temperature heat-treated scaffolds possessed higher porosity. Impregnated scaffolds were used to produce symmetrical cells, with the lower temperature heat-treated scaffolds showing improved gas diffusion, but poorer charge transfer. Using these scaffolds, lower temperature heat-treated cells of Ni–CGO/200 μm YSZ/CGO-LSCF performed better at 700 °C (and below) in hydrogen, and performed better at all temperatures using syngas, with power densities of up to 0.15 W cm-2 at 800 °C.   19. Development and validation of bonded composite doubler repairs for commercial aircraft.

    substandard design and a flawed installation. In addition, the new Sol-Gel surface preparation technique was evaluated. Fatigue coupon tests produced Sol-Gel results that could be compared with a large performance database from conventional, riveted repairs. It was demonstrated that not only can composite doublers perform well in severe off-design conditions (low doubler stiffness and presence of defects in doubler installation) but that the Sol-Gel surface preparation technique is easier and quicker to carry out while still producing optimum bonding properties. Nondestructive inspection (NDI) methods were developed so that the potential for disbond and delamination growth could be monitored and crack growth mitigation could be quantified. The NDI methods were validated using full-scale test articles and the FedEx aircraft installations. It was demonstrated that specialized NDI techniques can detect flaws in composite doubler installations before they reach critical size. Probability of Detection studies were integrated into the FedEx training in order to quantify the ability of aircraft maintenance depots to properly monitor these repairs. In addition, Boeing Structural Repair and Nondestructive Testing Manuals were modified to include composite doubler repair and inspection procedures. This report presents the results from the FedEx Pilot Program that involved installation and surveillance of numerous repairs on operating aircraft. Results from critical NDI evaluations are reported in light of damage tolerance assessments for bonded composite doublers. This work has produced significant interest from airlines and aircraft manufacturers. The successful Pilot Program produced flight performance history to establish the durability of bonded composite patches as a permanent repair on commercial aircraft structures.     This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    There is a great deal of interest in commercial operation in space today, but very little consideration of where the power to run such an operation is to come from. For any commercial operation in space, the power source, especially those involving kilowatts and megawatts of power, must be considered at the very onset of the venture. The Multimegawatt Space Reactor Program at the Idaho National Engineering Laboratory is working this problem in conjunction with the development of Strategic Defense Initiative needs. The same type of up-front power development program needs to be considered in all discussions associated with commercial development in space. A system developed for a commercial operation in space will most likely be a hybrid system utilizing both electrical and thermal energy. Even if the commercial process consists totally of high power thermal energy usage, there will be a certain amount of electricity required for controls, mass transport, environmental control (if manned), and communications. The optimum system will thus require a great deal of planning and coordination with the development of the commercial process. 2 refs., 4 figs.

    The Commercial Buildings Consortium (CBC) was established in 2009, under the chairmanship of the National Association of State Energy Officials (NASEO), as a supporting organization to the Commercial Buildings Initiative (CBI). The CBI was created by Congress through the Energy Independence and Security Act of 2007 (EISA) and launched by the Department of Energy (DOE) in 2008 with the goal to “develop and disseminate technologies, practices, and policies for establishment of zero net energy commercial buildings.”. The impact of the CBC since 2009 has been multifold, resulting in increased collaboration, increased innovation, and increased demonstration and deployment. During the project performance period of 2009-2014, the CBC provided an organizational framework for sustained public-private collaboration among more than 600 commercial building professionals, researchers and educators, utilities, and government agencies at federal, state, and local level. The CBC’s research has identified emerging technologies, market strategies, and innovative public and corporate policies to help advance CBI’s zero-net-energy. Finally, the CBC worked in close partnership with DOE’s commercial building teams and the Better Buildings Alliances to identify opportunities for proving out and deploying energy-saving technologies and practices.

    Although heat pump water heaters are today widely accepted in both Japan and Europe, where energy costs are high and government incentives for their use exist, acceptance of such products in the US has been limited. While this trend is slowly changing with the introduction of heat pump water heaters into the residential market, but acceptance remains low in the commercial sector. The objective of the presented work is the development of a high efficiency R744 heat pump water heater for commercial applications with effective utilization of the cooling capability for air conditioning and/or refrigeration. The ultimate goal is to achieve total system COP of up to 8. This unit will be targeted at commercial use where some cooling load is typically needed year round, such as restaurants, hotels, nursing homes, and hospitals. This paper presents the performance results from the development of four R744 commercial heat pump water heater packages of approximately 35 kW and comparison to a commercially available baseline R134a unit of the same capacity and footprint. In addition, the influences of an internal heat exchanger and an enhanced evaporator on the system performance are described and recommendations are made for further improvements of the R744 system.

    Branched-chain alcohols are considered promising green energy sources due to their compatibility with existing infrastructure and their high energy density. We utilized a strain of Ralstonia eutropha capable of producing branched-chain alcohols and examined its production in flask cultures. In order to increase isobutanol and 3-methyl-1-butanol (isoamyl alcohol) productivity in the engineered strain, batch, fed-batch, and two-stage fed-batch cultures were carried out in this work. The effects of nitrogen source concentration on branched-chain alcohol production were investigated under four different initial concentrations in fermenters. A maximum 380 g m(-3) of branched-chain alcohol production was observed with 2 kg m(-3) initial NH4Cl concentration in batch cultures. A pH-stat control strategy was utilized to investigate the optimum carbon source amount fed during fed-batch cultures for higher cell density. In cultures of R. eutropha strains that did not produce polyhydroxyalkanoate or branched-chain alcohols, a maximum cell dry weight of 36 kg m(-3) was observed using a fed-batch strategy, when 10 kg m(-3) carbon source was fed into culture medium. Finally, a total branched-chain alcohol titer of 790 g m(-3), the highest branched-chain alcohol yield of 0.03 g g(-1), and the maximum branched-chain alcohol productivity of 8.23 g m(-3) h(-1) were obtained from the engineered strain Re2410/pJL26 in a two-stage fed-batch culture system with pH-stat control.
