    Under the RE-Powering America's Land initiative, the U.S. Environmental Protection Agency (EPA) provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of biomass renewable energy generation at the former Farmland Industries site in Lawrence, Kansas. Feasibility assessment team members conducted a site assessment to gather information integral to this feasibility study. Information such as biomass resources, transmission availability, on-site uses for heat and power, community acceptance, and ground conditions were considered.

    The Surface Mining Control and Reclamation Act of 1977 allows prime farmland to be mined but requires the coal operator to reclaim it according to special reclamation standards. To be considered prime farmland, the soil must meet the Secretary of Agriculture's definition of prime soil and have historically been used for intensive agricultural purposes. In Oklahoma, the historical-use provision has generally been applied to lands that have been used for cropland for 5 of the preceding 10 years. GAO's review of mining activities in two Oklahoma counties showed that the land comprising 54 of the 58 mine permits issued since the act's passage contained some prime soil. None, however, required reclamation to prime farmland standards because landowners signed letters stating that the land had not been farmed for crops for five of the preceding 10 years. GAO also found that numerous sites in the two counties were abandoned by mining companies after the act was passed. Since abandonment, no reclamation has occurred on most of these sites. The Department of the Interior's Office of Surface Mining questions whether the bonds on the unreclaimed sites, if collected, will be adequate to do the necessary reclamation. Oklahoma's Department of Mines has taken action to increase bond amounts on newly-issued permits and on some older permitted areas in order to prevent future reclamation problems.

    During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice. - Highlights: • SEA system is incomplete and stays limited to the plan EIA level in China. • EIA on economic policy is of utmost importance for all the developing countries. • Four case studies of trade policy EIA in China are reviewed for policy implications. • Departmental competition for political power impedes economic policy EIAs in China. • Legislative regulation on policy EIA is the first thing needed to overcome barrier.

    Serious concern about physical protection of nuclear facilities began around 1972. R and D was initiated at Sandia National Laboratories which had developed techniques to protect weapons for many years. Special vehicles, convoy procedures, and a communications system previously developed for weapons shipments were improved and extended for shipments of other sensitive materials. Barriers, perimeter alarms, portal and internal control systems were developed, tested, and published in handbooks and presented at symposia. Training programs were initiated for U.S. and foreign personnel. Containment and surveillance techniques were developed for the IAEA. Presently emphasis is on computer security, active barriers, and techniques to prevent theft or sabotage by insiders .

    Protection of low-income consumers remains an important public policy concern in a restructuring electricity industry. Policies are needed to ensure that low-income households have enough affordable electricity to protect their health and safety, and that they are not victimized by unscrupulous suppliers. In this paper, the author presents three broad federal roles in setting low-income electricity policy, and discuss three more specific policy areas: universal service, electricity assistance, and health and safety. He discusses the key policy issues that arise when considering these potential federal initiatives and draw upon reviews of proposed low-income policies from restructuring proposals in eight states--California, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin.

    We assess developable on-shore wind potential in India at three different hub-heights and under two sensitivity scenarios – one with no farmland included, the other with all farmland included. Under the “no farmland included” case, the total wind potential in India ranges from 748 GW at 80m hub-height to 976 GW at 120m hub-height. Under the “all farmland included” case, the potential with a minimum capacity factor of 20 percent ranges from 984 GW to 1,549 GW. High quality wind energy sites, at 80m hub-height with a minimum capacity factor of 25 percent, have a potential between 253 GW (no farmland included) and 306 GW (all farmland included). Our estimates are more than 15 times the current official estimate of wind energy potential in India (estimated at 50m hub height) and are about one tenth of the official estimate of the wind energy potential in the US.

    The potential environmental impact of offshore platform disposal can be illustrated by both the numbers of platforms and the complexity of their abandonment options. Some 7,000 platforms are in place worldwide. In the US, approximately a quarter of the platforms are more than 25 years old and in sight of their end of service.     Air quality is one of the basic factors determining the environmental quality and influencing the life conditions of people. There is a shortage of proper quality air in many regions of Poland. In consequence, and due to unhindered transport, air pollution is the direct cause of losses in the national economy (reduction of crops, losses in forestry, corrosion of buildings and constructions, worsening of people`s health). Poland is believed to be one of the most contaminated European countries. The reason for this, primarily, is the pollution concomitant with energy-generating fuel combustion; in our case it means the use of solid fuels: hard coal and lignite. This monocultural economy of energy generation is accompanied by low efficiency of energy use (high rates of energy loss from buildings, heat transmission pipelines, energy-consuming industrial processes). This inefficiency results in the unnecessary production of energy and pollution. Among other reasons, this results from the fact that in the past Poland did not sign any international agreements concerning the reduction of the emission of pollution. The activities aimes at air protection in Poland are conducted based on the Environmental Formation and Protection Act in effect since 1980 (with many further amendments) and the The Ecological Policy of the state (1991). The goals of the Polish air pollution reduction program for the period 1994-2000 are presented.

    The Department of Energy (DOE) is in the process of defining the magnitude and diversity of Decontamination and Decommissioning (D&D) obligations at its numerous sites. The DOE believes that existing technologies are inadequate to solve many challenging problems such as how to decontaminate structures and equipment cost effectively, what to do with materials and wastes generated, and how to adequately protect workers and the environment. Preliminary estimates show a tremendous need for effective use of resources over a relatively long period (over 30 years). Several technologies are being investigated which can potentially reduce D&D costs while providing appropriate protection to DOE workers. The DOE recognizes that traditional methods used by the EPA in hazardous waste site clean up activities are insufficient to provide the needed protection and worker productivity demanded by DOE D&D programs. As a consequence, new clothing and equipment which can adequately protect workers while providing increases in worker productivity are being sought for implementation at DOE sites. This project describes the development of an Advanced Worker Protection System (AWPS) which will include a life-support backpack with liquid air for cooling and as a supply of breathing gas, protective clothing, respirators, communications, and support equipment.

    A microscope collision protection apparatus for a remote control microscope which protects the optical and associated components from damage in the event of an uncontrolled collision with a specimen, regardless of the specimen size or shape. In a preferred embodiment, the apparatus includes a counterbalanced slide for mounting the microscope's optical components. This slide replaces the rigid mounts on conventional upright microscopes with a precision ball bearing slide. As the specimen contacts an optical component, the contacting force will move the slide and the optical components mounted thereon. This movement will protect the optical and associated components from damage as the movement causes a limit switch to be actuated, thereby stopping all motors responsible for the collision.

The material is basically composed of borax in the range of 25 to 50%, coal tar in the range of 25 to 37.5%, with the remainder being an epoxy resin mix. A preferred composition is 50% borax, 25% coal tar and 25% epoxy resin. The material is not susceptible to burning and is about 1/5 the cost of existing radiation protection material utilized in similar applications.

Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE’s '20% Wind Energy by 2030' report and helping to meet COE targets.

    A lightweight, armored protective garment for protecting an arm or leg from blast superheated gases, blast overpressure shock, shrapnel, and spall from a explosive device, such as a Rocket Propelled Grenade (RPG) or a roadside Improvised Explosive Device (IED). The garment has a ballistic sleeve made of a ballistic fabric, such as an aramid fiber (e.g., KEVLAR.RTM.) cloth, that prevents thermal burns from the blast superheated gases, while providing some protection from fragments. Additionally, the garment has two or more rigid armor inserts that cover the upper and lower arm and protect against high-velocity projectiles, shrapnel and spall. The rigid inserts can be made of multiple plies of a carbon/epoxy composite laminate. The combination of 6 layers of KEVLAR.RTM. fabric and 28 plies of carbon/epoxy laminate inserts (with the inserts being sandwiched in-between the KEVLAR.RTM. layers), can meet the level IIIA fragmentation minimum V.sub.50 requirements for the US Interceptor Outer Tactical Vest.

Current postings of radiological hazards at the Rocky Flats Environmental Technology Site (RFETS) do not incorporate recent findings concerning effective warning presentation. Warning information should be highly visible, quickly, and easily understood. While continuing to comply with industry standards (e.g., Department of Energy (DOE) guidelines), these findings can be incorporated into existing radiological sign design, making them more effective in terms of usability and compliance. Suggestions are provided for designing more effective postings within stated guidelines.

    The protection of the RHIC experimental detectors from damage due to beam hitting close upstream elements in cases of abort kicker prefires requires some dedicated precautionary measures with two general options: to bring the beam close to a limiting aperture (i.e. the beam pipe wall), as far upstream of the detector components as possible or, alternatively, to bring a limiting aperture close to the circulating beam. Spontaneous and random prefires of abort kicker modules (Pulse Forming Network, PFN) have a history as long as RHIC is being operated. The abort system consist of 5 kickers in per ring, each of them equipped with its own dedicated PFN.

    A NIOSH analysis showed that at age 50 approximately 90% of coal miners have a hearing impairment, yet noise included hearing loss is 100% preventable. The article discusses requirements of the MSHA regulations, 30 CFR Part 62 - occupational noise exposure (2000) and a 2008-MSHA document describing technologically achievable and promising controls for several types of mining machinery. Hearing protection is still required for exposure to greater than 90 dBA. These are now commercially available ways to determine how much attenuation an individual gets from a given hearing protector, known as 'fit testing'. 3 refs., 1 fig., 1 tab., 1 photo.

    Forests will continue to disappear rapidly, the authors contend, until they are recognized as a valuable economic resource. This paper examines the causes of deforestation in Asia and suggests practical ways to achieve sustainable forest management. The report focuses on commercial logging, demand for firewood and fodder, and clearing forest land for farming. Economic policies and forest institutions have failed to protect natural forests. The authors point out technical problems that hinder forest management, such as improper tree harvesting. They describe conflicting goals among forest users and government investments that deplete forests. The authors argue that sustainable forest management calls for sound pricing policies and strong institutions to enforce them. They discuss benefit-sharing schemes that give local people incentives to protect forests and new ways to manage tree plantations to serve many different users. Detailed case studies look at effective forest management programs in Indonesia, Malaysia, Papua New Guinea, and the Philippines. The paper examines profitable opportunities for trade in environmental services. Such trade would involve industrial countries paying developing nations not to clear their natural forests. The protected forests would help reduce global carbon emissions and preserve biodiversity.

    Overwhelmed with environmental protection documentation requirements, a number of Federal agencies are grappling with the complexities of attempting to integrate'' the documentation requirements of the National Environmental Policy Act (NEPA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the Resource Conservation and Recovery Act (RCRA). While there is some overlap between the general environmental policy objectives of NEPA, and the much more specific waste cleanup objectives of CERCLA and RCRA, there are also major differences and outright conflicts. This paper identifies both problems and opportunities associated with implementing emerging and evolving Federal agency policy regarding integration of the procedural and documentation requirements of NEPA, CERCLA, and RCRA. The emphasis is on NEPA/CERCLA/RCRA integration policy and practice at US Department of Energy (DOE) facilities. The paper provides a comparative analysis of NEPA, CERCLA, and RCRA processes and discusses special integration issues including scoping, development and analysis of alternatives, risk assessment, tiering, scheduling, and the controversy surrounding applicability of NEPA to CERCLA or RCRA cleanup activities. Several NEPA/CERCLA/RCRA integration strategy options are evaluated and an annotated outline of an integrated NEPA/CERCLA document is included.

    Earth-sheltered buildings inherently posess near-absolute occupant protection from severe winds. They should sustain no structural damage and only minimal facial damage. Assuming that the lower-hazard risk attendant to this type of construction results in reduced insurance-premium rates, the owner accrues economic benefits from the time of construction. Improvements to aboveground buildings, in contrast, may not yield early economic benefits in spite of a favorable benefit-to-cost ratio. This, in addition to sensitivity to initial costs, traditionalism in residential construction, and lack of professional input to design, impede the widespread use of underground improvements and the subsequent economic losses from severe winds. Going underground could reverse the trend. 7 references.

The Dewar has spaced-apart inside and outside walls, an open top end and a bottom end. An insulating plug is located in the top end. The inside wall has portions defining an inside wall aperture located at the bottom of the Dewar and the outside wall has portions defining an outside wall aperture located at the bottom of the Dewar. A bottom connector has inside and outside components. The inside component sealably engages the inside wall aperture and the outside component sealably engages the outside wall aperture. The inside component is operatively connected to the heat sensitive components and to the outside component. The connections can be made with optical fibers or with electrically conducting wires.

    A protective system for high-energy resonant cavities is described. It is particularly directed to the discharging of resonant cavities for preventing energy back flow through associated equipment as a result of faults. The invention in general provides means defining a spark gap communicating with the interior of a cavity or waveguide adapted for high-power energization or an evacuated chamber containing an electrode having a large power differential from the wall or other electrode. A control or trigger circuit is connected between a power supply energizing the cavity and the spark gap whereby reverse current flow in the power supply circuit instantaneously triggers the spark gap to initiate discharge within the cavity, whereupon cavity energy discharges across the gap, or with an electrode present the electrode discharges to one of the spark gap elements.

    Policies aimed at limiting anthropogenic climate change would result in significant transformations of the energy and land-use systems. However, increasing the demand for bioenergy could have a tremendous impact on land use, and can result in land clearing and deforestation. Wise et al. (2009a,b) analyzed an idealized policy to limit the indirect land use change emissions from bioenergy. The policy, while effective, would be difficult, if not impossible, to implement in the real world. In this paper, we consider several different land use policies that deviate from this first-best, using the Joint Global Change Research Institute’s Global Change Assessment Model (GCAM). Specifically, these new frameworks are (1) a policy that focuses on just the above-ground or vegetative terrestrial carbon rather than the total carbon, (2) policies that focus exclusively on incentivizing and protecting forestland, and (3) policies that apply an economic penalty on the use of biomass as a proxy to limit indirect land use change emissions. For each policy, we examine its impact on land use, land-use change emissions, atmospheric CO2 concentrations, agricultural supply, and food prices.

    The examination of which protective measures are the most appropriate to be implemented in order to prevent, protect against, respond to, and recover from attacks on critical infrastructures and key resources typically involves a comparison of the consequences that could occur when the protective measure is implemented to those that could occur when it is not. This report describes a framework for evaluation that provides some additional capabilities for comparing optional protective measures. It illustrates some potentially important time-dependent factors, such as the implementation rate, that affect the relative pros and cons associated with widespread implementation of protective measures. It presents example results from the use of protective measures, such as detectors and pretrained responders, for an illustrative biological incident. Results show that the choice of an alternative measure can depend on whether or not policy and financial support can be maintained for extended periods of time. Choice of a time horizon greatly influences the comparison of alternatives.

    A pressure group model where environmental and industry lobby groups offer political support in return for favorable pollution tax policies is used to explain and predict the equilibrium pollution tax in sectors protected by tariffs. The political economy effects of trade liberalization are investigated. The pollution tax is shown to decrease if the lobbying effort by the environmental lobby decreases more rapidly than by the industry lobby Ceteris paribus. The level of political conflict falls with trade liberalization. Pollution may increase because of a reduction of the pollution tax, and tax revenues may fall simultaneously as pollution increases.

    What the EPA, working jointly with the states, hopes to accomplish over the next ten years in order to integrate and coordinate all the groundwater programs within the agency is discussed. Although many other EPA programs such as Superfund, Clean Air Act, and Wetlands Management are often highlighted in the media, EPA does not down rate the importance of groundwater protection. Indeed as a resource, it is one of the most important commodities. Groundwater is the basis for life in this country. Recharge rates are no where near what the withdrawal rates are in many areas of the country. Twenty-five percent of all the potable water comes from groundwater. Groundwater supplies 50 percent of the needs for all the US population. If you include strictly rural areas, it supplies 95 percent of all the use. Something that most people who are not groundwater hydrologists would not think about is the fact that groundwater is a recharge mechanism that provides over 30 percent of the flow in streams and major rivers.

    The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Several US policies, including the imposition of NRC fees and licensing costs and Harbor Maintenance fees, directly harm the competitiveness of the domestic uranium industry. Finally, requirements under US law, such as those in the 1979 Nuclear Nonproliferation Act, place very strict limits on the use of US-origin uranium, limitations not imposed by other uranium-producing countries. Export promotion and coordination are two areas in which the US can help the domestic uranium industry without violating existing trade agreements or other legal or policy constraints.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    We summarize the technical progress and accomplishments on the evaluation methodology for proliferation resistance and physical protection (PR and PP) of Generation IV nuclear energy systems. We intend the results of the evaluations performed with the methodology for three types of users: system designers, program policy makers, and external stakeholders. The PR and PP Working Group developed the methodology through a series of demonstration and case studies.     Studies of the costs of climate change policies have utilized a variety of measures or metrics for summarizing costs. The leading economic models have utilized GNP, GDP, the ''area under a marginal cost curve,'' the discounted present value of consumption, and a welfare measure taken directly from the utility function of the model's representative agent (the ''Equivalent Variation''). Even when calculated using a single model, these metrics do not necessarily give similar magnitudes of costs or even rank policies consistently. This paper discusses in non-technical terms the economic concepts lying behind each concept, the theoretical basis for expecting each measure to provide a consistent ranking of policies, and the reasons why different measures provide different rankings. It identifies a method of calculating the ''Equivalent Variation'' as theoretically superior to the other cost metrics in ranking policies. When regulators put forward new economic or regulatory policies, there is a need to compare the costs and benefits of these new policies to existing policies and other alternatives to determine which policy is most cost-effective. For command and control policies, it is quite difficult to compute costs, but for more market-based policies, economists have had a great deal of success employing general equilibrium models to assess a policy's costs. Not all cost measures, however, arrive at the same ranking. Furthermore, cost measures can produce contradictory results for a specific policy. These problems make it difficult for a policy-maker to determine the best policy. For a cost measures to be of value, one would like to be confident of two things. First one wants to be sure whether the policy is a winner or loser. Second, one wants to be confident that a measure produces the correct policy ranking. That is, one wants to have confidence in a policy measure's ability to correctly rank policies from most beneficial to most harmful. This paper analyzes

    Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

    This handbook establishes and presents for the Office of Surface Mining Reclamation and Enforcement (OSM) a comprehensive, logical set of procedures for implemeting the National Environmental Policy Act of 1969 (NEPA). (a) the legal framework with which OSM must comply is detailed in title I of NEPA, as amended. This handbook discusses responsibilities under title I and the following additional requirements resulting from NEPA; Section 2 of Executive Order 11514, Protection and Enhancement of Environmental Quality, as amended by Executive Order 11991; The regulations of the Council on Environmental Quality (CEQ) for implementing the procedural provisions of NEPA (40 CFR 1500-1508); The final procedures of the Department of the Interior (DOI) implementing NEPA (516 DM 1-7); and OSM's draft appendix to the above DOI procedures. (b) OSM is responsible for the implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), (30 U.S.C. 1201 et seq.). SMCRA has specific environmental protection performance standards designed to protect society and the environment from the adverse effects of surface coal mining operations and to reclaim mined areas left without adequate reclamation within these standards. As a Federal agency making decisions that affect the human environment, OSM must comply with NEPA.

We consider alternative normative criteria for social decision-making with particular emphasis on cost-benefit analysis and the principle of sustainable development. While each framework yields important insights, we argue that the gross uncertainties associated with climate change and the distribution of impacts between present and future generations constrain the usefulness of cost-benefit criteria in evaluating climate policy. If one accepts the ethical proposition that it is morally wrong to impose catastrophic risks on unborn generations when reducing those risks would not noticeably diminish the quality of life of existing persons, a case can be made for concerted policy action to reduce greenhouse gas emissions.
