    The Third International Meeting on Next Generation Safeguards (NGS3) was hosted by the U.S. Department of Energy (DOE)/National Nuclear Security Administration's (NNSA) Office of Nonproliferation and International Security (NIS) in Washington, D.C. on 14-15 December 2010; this meeting focused on the Safeguards-by-Design (SBD) concept. There were approximately 100 participants from 13 countries, comprised of safeguards policy and technical experts from government and industry. Representatives also were present from the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC), the European Atomic Energy Agency (Euratom), and the International Atomic Energy Agency (IAEA). The primary objective of this meeting was to exchange views and provide recommendations on implementation of the SBD concept for four specific nuclear fuel cycle facility types: gas centrifuge enrichment plants (GCEPs), GEN III and GEN IV reactors, aqueous reprocessing plants, and mixed oxide fuel fabrication facilities. The general and facility-specific SBD documents generated from the four working groups, which were circulated for comment among working group participants, are intended to provide a substantive contribution to the IAEA's efforts to publish SBD guidance for these specific types of nuclear facilities in the near future. The IAEA has described the SBD concept as an approach in which 'international safeguards are fully integrated into the design process of a new nuclear facility from the initial planning through design, construction, operation, and decommissioning.' As part of the Next Generation Safeguards Initiative (NGSI), the DOE is working to establish SBD as a global norm through DOE laboratory studies, international workshops, engagement with industry and the IAEA, and setting an example through its use in new nuclear facilities in the United States.     A joint-venture, high-pressure, large-flow-rate facility to test, qualify, and research new natural-gas metering systems has been built by Den Norske Stats Oljeselskap A.S. (Statoil) and Total Marine Norsk A.S. Located near Haugesund in the Stavanger area, the lab, designated the Karsto Metering and Technology Laboratory, or K-Lab, is adjacent to Norway's first natural-gas-processing plant. It receives natural gas from across the Norwegian Trench from the Statfjord complex and after processing it sends it on to Emden, West Germany. The gas, which is produced in the North Sea, is transported to United Kingdom and the European continent through a high-pressure pipeline network. The importance of gas-metering technology has been emphasized by oil and gas companies as well as by national regulatory authorities.

    For the 2010 ANS Embedded Topical Meeting on Decommissioning, Decontamination and Reutilization and Technology, Savannah River National Laboratory's Mike Serrato reported initial information on the newly developed specialty grout materials necessary to satisfy all requirements associated with in-situ decommissioning of P-Reactor and R-Reactor at the U.S. Department of Energy's Savannah River Site. Since that report, both projects have been successfully completed and extensive test data on both fresh properties and cured properties has been gathered and analyzed for a total of almost 191,150 m{sup 3} (250,000 yd{sup 3}) of new materials placed. The focus of this paper is to describe the (1) special grout mix for filling the P-Reactor vessel (RV) and (2) the new flowable structural fill materials used to fill the below grade portions of the facilities. With a wealth of data now in hand, this paper also captures the test results and reports on the performance of these new materials. Both reactors were constructed and entered service in the early 1950s, producing weapons grade materials for the nation's defense nuclear program. R-Reactor was shut down in 1964 and the P-Reactor in 1991. In-situ decommissioning (ISD) was selected for both facilities and performed as Comprehensive Environmental Response, Compensations and Liability Act actions (an early action for P-Reactor and a removal action for R-Reactor), beginning in October 2009. The U.S. Department of Energy concept for ISD is to physically stabilize and isolate intact, structurally robust facilities that are no longer needed for their original purpose of producing (reactor facilities), processing (isotope separation facilities), or storing radioactive materials. Funding for accelerated decommissioning was provided under the American Recovery and Reinvestment Act. Decommissioning of both facilities was completed in September 2011.     The Utility of Social Modeling for Proliferation Assessment project (PL09-UtilSocial) investigates the use of social and cultural information to improve nuclear proliferation assessments, including nonproliferation assessments, Proliferation Resistance (PR) assessments, safeguards assessments, and other related studies. These assessments often use and create technical information about a host State and its posture towards proliferation, the vulnerability of a nuclear energy system (NES) to an undesired event, and the effectiveness of safeguards. This objective of this project is to find and integrate social and technical information by explicitly considering the role of cultural, social, and behavioral factors relevant to proliferation; and to describe and demonstrate if and how social science modeling has utility in proliferation assessment. This report describes a modeling approach and how it might be used to support a location-specific assessment of the PR assessment of a particular NES. The report demonstrates the use of social modeling to enhance an existing assessment process that relies on primarily technical factors. This effort builds on a literature review and preliminary assessment performed as the first stage of the project and compiled in PNNL-18438. [ T his report describes an effort to answer questions about whether it is possible to incorporate social modeling into a PR assessment in such a way that we can determine the effects of social factors on a primarily technical assessment. This report provides: 1. background information about relevant social factors literature; 2. background information about a particular PR assessment approach relevant to this particular demonstration; 3. a discussion of social modeling undertaken to find and characterize social factors that are relevant to the PR assessment of a nuclear facility in a specific location; 4. description of an enhancement concept that integrates social factors into an existing, technically

    Modern and technologically up-to-date facilities and systems infrastructure are necessary to accommodate today's research environment. In response, Lawrence Livermore National Laboratory (LLNL) has a continuing commitment to develop and apply effective management models and processes to maintain, modernize, and upgrade its facilities to meet the science and technology mission. The Facility Modernization Pilot Study identifies major subsystems of facilities that are either technically or functionally obsolete, lack adequate capacity and/or capability, or need to be modernized or upgraded to sustain current operations and program mission. This study highlights areas that need improvement, system interdependencies, and how these systems/subsystems operate and function as a total productive unit. Although buildings are 'grandfathered' in and are not required to meet current codes unless there are major upgrades, this study also evaluates compliance with 'current' building, electrical, and other codes. This study also provides an evaluation of the condition and overall general appearance of the structure.

    The purpose of this facility description document (FDD) is to establish requirements and associated bases that drive the design of the Canister Handling Facility (CHF), which will allow the design effort to proceed to license application. This FDD will be revised at strategic points as the design matures. This FDD identifies the requirements and describes the facility design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This FDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This FDD is part of an iterative design process. It leads the design process with regard to the flowdown of upper tier requirements onto the facility. Knowledge of these requirements is essential in performing the design process. The FDD follows the design with regard to the description of the facility. The description provided in this FDD reflects the current results of the design process.

    The purpose of DOE Handbook, Establishing Nuclear Facility Drill Programs, is to provide DOE contractor organizations with guidance for development or modification of drill programs that both train on and evaluate facility training and procedures dealing with a variety of abnormal and emergency operating situations likely to occur at a facility. The handbook focuses on conducting drills as part of a training and qualification program (typically within a single facility), and is not intended to included responses of personnel beyond the site boundary, e.g. Local or State Emergency Management, Law Enforcement, etc. Each facility is expected to develop its own facility specific scenarios, and should not limit them to equipment failures but should include personnel injuries and other likely events. A well-developed and consistently administered drill program can effectively provide training and evaluation of facility operating personnel in controlling abnormal and emergency operating situations. To ensure the drills are meeting their intended purpose they should have evaluation criteria for evaluating the knowledge and skills of the facility operating personnel. Training and evaluation of staff skills and knowledge such as component and system interrelationship, reasoning and judgment, team interactions, and communications can be accomplished with drills. The appendices to this Handbook contain both models and additional guidance for establishing drill programs at the Department`s nuclear facilities.

  12. Financing Strategies for Nuclear Fuel Cycle Facility

    To help meet our nation’s energy needs, reprocessing of spent nuclear fuel is being considered more and more as a necessary step in a future nuclear fuel cycle, but incorporating this step into the fuel cycle will require considerable investment. This report presents an evaluation of financing scenarios for reprocessing facilities integrated into the nuclear fuel cycle. A range of options, from fully government owned to fully private owned, was evaluated using a DPL (Dynamic Programming Language) 6.0 model, which can systematically optimize outcomes based on user-defined criteria (e.g., lowest life-cycle cost, lowest unit cost). Though all business decisions follow similar logic with regard to financing, reprocessing facilities are an exception due to the range of financing options available. The evaluation concludes that lowest unit costs and lifetime costs follow a fully government-owned financing strategy, due to government forgiveness of debt as sunk costs. Other financing arrangements, however, including regulated utility ownership and a hybrid ownership scheme, led to acceptable costs, below the Nuclear Energy Agency published estimates. Overwhelmingly, uncertainty in annual capacity led to the greatest fluctuations in unit costs necessary for recovery of operating and capital expenditures; the ability to determine annual capacity will be a driving factor in setting unit costs. For private ventures, the costs of capital, especially equity interest rates, dominate the balance sheet; the annual operating costs dominate the government case. It is concluded that to finance the construction and operation of such a facility without government ownership could be feasible with measures taken to mitigate risk, and that factors besides unit costs should be considered (e.g., legal issues, social effects, proliferation concerns) before making a decision on financing strategy.

    This feasibility study report presents a draft design of the Vitrified Waste Interim Storage Facility (VWISF), which is one of three subprojects of the Idaho Waste Vitrification Facilities (IWVF) project. The primary goal of the IWVF project is to design and construct a treatment process system that will vitrify the sodium-bearing waste (SBW) to a final waste form. The project will consist of three subprojects that include the Waste Collection Tanks Facility, the Waste Vitrification Facility (WVF), and the VWISF. The Waste Collection Tanks Facility will provide for waste collection, feed mixing, and surge storage for SBW and newly generated liquid waste from ongoing operations at the Idaho Nuclear Technology and Engineering Center. The WVF will contain the vitrification process that will mix the waste with glass-forming chemicals or frit and turn the waste into glass. The VWISF will provide a shielded storage facility for the glass until the waste can be disposed at either the Waste Isolation Pilot Plant as mixed transuranic waste or at the future national geological repository as high-level waste glass, pending the outcome of a Waste Incidental to Reprocessing determination, which is currently in progress. A secondary goal is to provide a facility that can be easily modified later to accommodate storage of the vitrified high-level waste calcine. The objective of this study was to determine the feasibility of the VWISF, which would be constructed in compliance with applicable federal, state, and local laws. This project supports the Department of Energys Environmental Management missions of safely storing and treating radioactive wastes as well as meeting Federal Facility Compliance commitments made to the State of Idaho.

    This plan defines how the Grout Facilities will be deactivated to meet the intent of the recently renegotiated Tri-Party Agreement (TPA). The TPA calls for the use of the grout process as an emergency option only in the event that tank space is not available to resolve tank safety issues. The availability of new tanks is expected by 1997. Since a grout startup effort would take an estimated two years, a complete termination of the Grout Disposal Program is expected in December 1995. The former Tank Waste Remediation (TWRS) Strategy, adopted in 1988, called for the contents of Hanford`s 28 newer double-shell waste tanks to be separated into high-level radioactive material to be vitrified and disposed of in a geologic repository; low-level wastes were to be sent to the Grout Facility to be made into a cement-like-mixture and poured into underground vaults at Hanford for disposal. The waste in the 149 older single-shell tanks (SST) were to undergo further study and analysis before a disposal decision was made.

    A directory of neutron radiography facilities around the world was informally compiled about ten years ago under the auspices of the American Society for Testing and Materials (ASTM), Subcommittee E7.05 (Radiology, Neutron). The work lay dormant for a number of years, but was revived in earnest in the fall of 1995. At that time, letters were mailed to all the facilities with available addresses in the original directory, requesting updated information. Additionally, information was gathered at the Second Topical meeting on neutron Radiography Facility System Design and Beam Characterization (November, 1995, Shonan Village, Japan). A second mailing was sent for final confirmation and updates in January, 1996. About 75% of the information in the directory has now been confirmed by the facility management. This paper presents a summary of the information contained in the facility directory. An electronic version of the directory in Wordperfect 6.1, uuencode, or rtf format is available by sending e-mail to the authors at imel{at}anl.gov or imel{at}baobab.cad.cea.fr. A WWW site for the directory is presently under construction.

    The High Exposure Facility is a collimated high-level gamma irradiator that is located in the basement of the 318 building. It was custom developed by PNNL back in 1982 to meet the needs for high range radiological instrument calibrations and dosimeter irradiations. At the time no commercially available product existed that could create exposure rates up to 20,000 R/h. This document is intended to pass on the design criteria that was employed to create this unique facility, while maintaining compliance with ANSI N543-1974, "General Safety Standard for Installations Using Non-Medical X-Ray and Sealed Gamma-Ray Sources, Energies up to 10 MeV."

    This Guide provides information on facilities at US Department of Energy (DOE) and other government laboratories that focus on research and development of energy efficiency and renewable energy technologies. These laboratories have opened these facilities to outside users within the scientific community to encourage cooperation between the laboratories and the private sector. The Guide features two types of facilities: designated user facilities and other research facilities. Designated user facilities are one-of-a-kind DOE facilities that are staffed by personnel with unparalleled expertise and that contain sophisticated equipment. Other research facilities are facilities at DOE and other government laboratories that provide sophisticated equipment, testing areas, or processes that may not be available at private facilities. Each facility listing includes the name and phone number of someone you can call for more information.

    The disposal of radioactive wastes now stored at the Idaho National Engineering and Environmental Laboratory is currently mandated under a {open_quotes}Settlement Agreement{close_quotes} (or {open_quotes}Batt Agreement{close_quotes}) between the Department of Energy and the State of Idaho. Under this agreement, all high-level waste must be treated as necessary to meet the disposal criteria and disposed of or made road ready to ship from the INEEL by 2035. In order to comply with this agreement, all calcined waste produced in the New Waste Calcining Facility and stored in the Calcined Solids Facility must be treated and disposed of by 2035. Several treatment options for the calcined waste have been studied in support of the High-Level Waste Environmental Impact Statement. Two treatment methods studied, referred to as the TRU Waste Separations Options, involve the separation of the high-level waste (calcine) into TRU waste and low-level waste (Class A or Class C). Following treatment, the TRU waste would be sent to the Waste Isolation Pilot Plant (WIPP) for final storage. It has been proposed that the low-level waste be disposed of in the Tank Farm Facility and/or the Calcined Solids Storage Facility following Resource Conservation and Recovery Act closure. In order to use the seven Bin Sets making up the Calcined Solids Storage Facility as a low-level waste landfill, the facility must first be closed to Resource Conservation and Recovery Act (RCRA) standards. This study identifies and discusses two basic methods available to close the Calcined Solids Storage Facility under the RCRA - Risk-Based Clean Closure and Closure to Landfill Standards. In addition to the closure methods, the regulatory requirements and issues associated with turning the Calcined Solids Storage Facility into an NRC low-level waste landfill or filling the bin voids with clean grout are discussed.

  10. AGING FACILITY CRITICALITY SAFETY CALCULATIONS

    The purpose of this design calculation is to revise and update the previous criticality calculation for the Aging Facility (documented in BSC 2004a). This design calculation will also demonstrate and ensure that the storage and aging operations to be performed in the Aging Facility meet the criticality safety design criteria in the ''Project Design Criteria Document'' (Doraswamy 2004, Section 4.9.2.2), and the functional nuclear criticality safety requirement described in the ''SNF Aging System Description Document'' (BSC [Bechtel SAIC Company] 2004f, p. 3-12). The scope of this design calculation covers the systems and processes for aging commercial spent nuclear fuel (SNF) and staging Department of Energy (DOE) SNF/High-Level Waste (HLW) prior to its placement in the final waste package (WP) (BSC 2004f, p. 1-1). Aging commercial SNF is a thermal management strategy, while staging DOE SNF/HLW will make loading of WPs more efficient (note that aging DOE SNF/HLW is not needed since these wastes are not expected to exceed the thermal limits form emplacement) (BSC 2004f, p. 1-2). The description of the changes in this revised document is as follows: (1) Include DOE SNF/HLW in addition to commercial SNF per the current ''SNF Aging System Description Document'' (BSC 2004f). (2) Update the evaluation of Category 1 and 2 event sequences for the Aging Facility as identified in the ''Categorization of Event Sequences for License Application'' (BSC 2004c, Section 7). (3) Further evaluate the design and criticality controls required for a storage/aging cask, referred to as MGR Site-specific Cask (MSC), to accommodate commercial fuel outside the content specification in the Certificate of Compliance for the existing NRC-certified storage casks. In addition, evaluate the design required for the MSC that will accommodate DOE SNF/HLW. This design calculation will achieve the objective of providing the criticality safety results to support the preliminary design of the Aging

    As Congress voted to terminate the Superconducting Super Collider (SSC) Laboratory in October of 1993, the Department of Energy was encouraged to maximize the benefits to the nation of approximately $2 billion which had already been expended to date on its evolution. Having been recruited to Texas from other intellectually challenging enclaves around the world, many regional scientists, especially physicists, of course, also began to look for viable ways to preserve some of the potentially short-lived gains made by Texas higher education in anticipation of {open_quotes}the SSC era.{close_quotes} In fact, by November, 1993, approximately 150 physicists and engineers from thirteen Texas universities and the SSC itself, had gathered on the SMU campus to discuss possible re-uses of the SSC assets. Participants at that meeting drew up a petition addressed to the state and federal governments requesting the creation of a joint Texas Facility for Science Education and Research. The idea was to create a facility, open to universities and industry alike, which would preserve the research and development infrastructure and continue the educational mission of the SSC.
