    A geotechnical investigation program has been completed for the Commercial Light Water Reactor - Tritium Extraction Facility (CLWR-TEF) at the Savannah River Site (SRS). The program consisted of reviewing previous geotechnical and geologic data and reports, performing subsurface field exploration, field and laboratory testing, and geologic and engineering analyses. The purpose of this investigation was to characterize the subsurface conditions for the CLWR-TEF in terms of subsurface stratigraphy and engineering properties for design and to perform selected engineering analyses. The objectives of the evaluation were to establish site-specific geologic conditions, obtain representative engineering properties of the subsurface and potential fill materials, evaluate the lateral and vertical extent of any soft zones encountered, and perform engineering analyses for slope stability, bearing capacity and settlement, and liquefaction potential. In addition, provide general recommendations for construction and earthwork.

    The focus of the workshop was on higher education facilities because college and university campuses are an important market for lighting products and they use almost every kind of luminaire on the market. This workshop was seen as a chance for SSL manufacturers large and small to get the inside scoop from a group of people that specify, pay for, install, use, maintain, and dispose of lighting systems for nearly every type of application. Workshop attendees explored the barriers to SSL adoption, the applications where SSL products could work better than existing technologies, and where SSL luminaires are currently falling short. This report summarizes the Workshop activities and presentation highlights.

    The Forest County Potawatomi Community (FCPC or Tribe) owns a six-story parking facility adjacent to its Potawatomi Bingo Casino (the Casino) in Milwaukee, Wisconsin, as well as a valet parking facility under the Casino (collectively, the Parking Facility). The Parking Facility contained 205-watt metal halide-type lights that, for security reasons, operated 24 hours per day, 7 days per week. Starting on August 30, 2010, the Tribe replaced these fixtures with 1,760 state-of-the-art, energy efficient 55-Watt LED lights. This project resulted in an immediate average reduction in monthly peak demand of 238 kW over the fourth quarter of 2010. The average reduction in monthly peak demand from October 1 through December 31, 2010 translates into a forecast annual electrical energy reduction of approximately 1,995,000 kWh or 47.3% of the pre-project demand. This project was technically effective, economically feasible, and beneficial to the public not only in terms of long term energy efficiency and associated emissions reductions, but also in the short-term jobs provided for the S.E. Wisconsin region. The project was implemented, from approval by U.S. Department of Energy (DOE) to completion, in less than 6 months. The project utilized off-the-shelf proven technologies that were fabricated locally and installed by local trade contractors.

    potentially revolutionary science involves soft excitations such as magnons and phonons; in general, these are well below the resolution that can be probed by today’s optical systems. The study of these low-energy excitations will only move forward if advances are made in high-resolution gratings for the soft X-ray energy region, and higher-resolution crystal analyzers for the hard X-ray region. In almost all the forefront areas of X-ray science today, the main limitation is our ability to focus, monochromate, and manipulate X-rays at the level required for these advanced measurements. To address these issues, the U.S. Department of Energy (DOE) Office of Basic Energy Sciences (BES) sponsored a workshop, X-ray Optics for BES Light Source Facilities, which was held March 27–29, 2013, near Washington, D.C. The workshop addressed a wide range of technical and organizational issues. Eleven working groups were formed in advance of the meeting and sought over several months to define the most pressing problems and emerging opportunities and to propose the best routes forward for a focused R&D program to solve these problems. The workshop participants identified eight principal research directions (PRDs), as follows: Development of advanced grating lithography and manufacturing for high-energy resolution techniques such as soft X-ray inelastic scattering. Development of higher-precision mirrors for brightness preservation through the use of advanced metrology in manufacturing, improvements in manufacturing techniques, and in mechanical mounting and cooling. Development of higher-accuracy optical metrology that can be used in manufacturing, verification, and testing of optomechanical systems, as well as at wavelength metrology that can be used for quantification of individual optics and alignment and testing of beamlines.     Universal Display Corporation (UDC) has pioneered high efficacy phosphorescent OLED (PHOLED™) technology to enable the realization of an exciting new form of high quality, energy saving solid-date lighting. In laboratory test devices, we have demonstrated greater than 100 lm/W conversion efficacy. In this program, Universal Display will demonstrate the scalability of its proprietary UniversalPHOLED technology and materials for the manufacture of white OLED lighting panels that meet commercial lighting targets. Moser Baer Technologies will design and build a U.S.- based pilot facility. The objective of this project is to establish a pilot phosphorescent OLED (PHOLED) manufacturing line in the U.S. Our goal is that at the end of the project, prototype lighting panels could be provided to U.S. luminaire manufacturers for incorporation into products to facilitate the testing of design concepts and to gauge customer acceptance, so as to facilitate the growth of the embryonic U.S. OLED lighting industry. In addition, the team will provide a cost of ownership analysis to quantify production costs including OLED performance metrics which relate to OLED cost such as yield, materials usage, cycle time, substrate area, and capital depreciation. This project was part of a new DOE initiative designed to help establish and maintain U.S. leadership in this program will support key DOE objectives by showing a path to meet Department of Energy Solid-State Lighting Manufacturing Roadmap cost targets, as well as meeting its efficiency targets by demonstrating the energy saving potential of our technology through the realization of greater than 76 lm/W OLED lighting panels by 2012.

    The 3rd generation synchrotron radiation (SR) facilities are storage ring based facilities with many insertion devices and photon beamlines, and have low injection beam power (< few tens of watts), but extremely high stored beam power ({approx} 1 GW). The 4th generation x-ray free electron laser (FEL) facilities are based on an electron Linac with a long undulator and have high injection beam power (a few kW). Due to its electron and photon beam characteristics and modes of operation, storage ring and photon beamlines have unique safety aspects, which are the main subjects of this paper. The shielding design limits, operational modes, and beam losses are first reviewed. Shielding analysis (source terms and methodologies) and interlocked safety systems for storage ring and photon beamlines (including SR and gas bremsstrahlung) are described. Specific safety issues for storage ring top-off injection operation and FEL facilities are discussed. The operational safety program, e.g., operation authorization, commissioning, training, and radiation measurements, for SR facilities is also presented.

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) highlighted the importance of reducing the Nation's dependence on foreign oil and conserving scarce energy resources. The Department of Energy, as the designated lead agency for promoting new technologies, providing leadership for energy conservation and helping Federal agencies reduce energy costs, plays a pivotal role in achieving the Recovery Act's energy related goals. The Department spends nearly $300 million per year in energy costs for its 9,000 buildings at 24 sites. Electricity costs, totaling $190 million, account for close to two-thirds of the Department's total energy expenditures, with roughly 40 percent or $76 million of those costs attributable to the cost of lighting. New lighting technologies and advanced lighting systems offer the Department the opportunity to significantly reduce energy consumption; decrease operating costs at its sites throughout the country; and, demonstrate the benefits of using new lighting technologies that are currently being developed in its laboratories and by other sources. Because of its energy conservation leadership role, we initiated this audit to determine whether the Department's facilities had implemented lighting conservation measures.

    The National Ignition Facility (NIF), operating at green (2{omega}) light, has the potential to drive ignition targets with significantly more energy than the 1.8 MJ it will produce with its baseline, blue (3{omega}) operations. This results in a greatly increased 'target design space', providing a number of exciting opportunities for fusion research. These include the prospect of ignition experiments with capsules absorbing energies in the vicinity of 1 MJ. This significant increase in capsule absorbed energy over the original designs at {approx}150 kJ could allow high-gain, high yield experiments on NIF. This paper reports the progress made exploring 2{omega} for NIF ignition, including potential 2{omega} laser performance, 2{omega} ignition target designs and 2{omega} Laser Plasma Interaction (LPI) studies.

CuFe{sub 2}O{sub 4} nanospheres showed high photocatalytic activity toward benzene. Ethyl acetate, carboxylic acid and aldehyde were the intermediate products. - Abstract: Spinel copper ferrite nanospheres with diameters of about 116 nm were synthesized in high yield via a facile solvothermal route. The prepared nanospheres had cubic spinel structure and exhibited good size uniformity and regularity. The band-gap energy of CuFe{sub 2}O{sub 4} nanospheres was calculated to be about 1.69 eV, indicating their potential visible-light-induced photocatalytic activity. The dramatically enhanced photocatalytic activity of the CuFe{sub 2}O{sub 4} nanospheres was evaluated via the photocatalytic conversion of benzene under Xe lamp irradiation. By using the in situ FTIR technique, ethyl acetate, carboxylic acid and aldehyde could be regarded as the intermediate products, and CO{sub 2} was produced as the final product during the reaction process. This study provided new insight into the design and preparation of functional nanomaterials with sphere structure in high yield, and the as-grown architectures demonstrated an excellent ability to remove organic pollutants in the atmosphere.

  12. Containment and recovery of a light non-aqueous phase liquid plume at a woodtreating facility

    A woodtreating site in Montana used a formulation (product) of 5 percent pentachlorophenol and 95 percent diesel fuel as a carrier liquid to pressure treat lumber. Through years of operations approximately 378,500 liters of this light non-aqueous phase liquid (LNAPL) product spilled onto the ground and soaked into the groundwater. A plume of this LNAPL product flowed in a northerly direction toward a stream located approximately 410 meters from the pressure treatment building. A 271-meter long high density polyethylene (HDPE) containment cutoff barrier wall was installed 15 meters from the stream to capture, contain, and prevent the product from migrating off site. This barrier was extended to a depth of 3.7 meters below ground surface and allowed the groundwater to flow beneath it. Ten product recovery wells, each with a dual-phase pumping system, were installed within the plume, and a groundwater model was completed to indicate how the plume would be contained by generating a cone of influence at each recovery well. The model indicated that the recovery wells and cutoff barrier wall would contain the plume and prevent further migration. To date, nearly 3{1/2} year`s later, approximately 106,000 liters of product have been recovered.

    We give a short overview of the DarkLight detector concept which is designed to search for a heavy photon A' with a mass in the range 10 MeV/c^2 < m(A') < 90 MeV/c^2 and which decays to lepton pairs. We describe the intended operating environment, the Jefferson Laboratory free electon laser, and a way to extend DarkLight's reach using A' --> invisible decays.

The band gap of TiO{sub 2}/N-graphene is red-shifted from neat TiO{sub 2} nanoparticles. 5-NGT nanocomposite has the best visible light photodegradation performance. - Abstract: TiO{sub 2}/N-graphene nanocomposites are synthesized via a facile in-situ hydrothermal solgel strategy in order to improve the photocatalytic efficiency for pollutant photodegradation under visible light irradiation. The as-prepared nanocomposites are respectively characterized by transmission electron microscopy (TEM), X-ray photoelectron spectroscopy (XPS), X-ray diffraction (XRD) and UVvis diffuse reflectance spectroscopy. Results indicated that neat TiO{sub 2} nanoparticles have an average diameter about 6.70 nm while TiO{sub 2} nanoparticles in TiO{sub 2}/N-graphene nanocomposites synthesized through in-situ hydrothermal solgel strategy bear an average diameter of ?1 nm and are anchored on N-graphene nanosheets via chemical bonding. Both neat TiO{sub 2} nanoparticles and chemically anchored TiO{sub 2} nanoparticles in TiO{sub 2}/N-graphene nanocomposites take on the crystal type of anatase. The band gap of TiO{sub 2}/N-graphene nanocomposites is red-shifted compared with neat TiO{sub 2} nanoparticles. The evaluation of photodegradation performance under visible light irradiation suggested that the nanocomposite with 5 wt% N-graphene content has the best visible light photodegradation performance.

    Cu{sub 2}O nanocube/polycarbazole composites have been prepared by an one-pot solvothermal process using carbazole as a reductant. The polycarbazole layer not only protected and stabilized Cu{sub 2}O particles, but also prohibited the recombination of photogenerated electrons-holes pair and facilitated interfacial charge transfer between polycarbazole and Cu{sub 2}O. The composition, structure and morphology of the obtained products was systematically studied by X-ray powder diffraction (XRD), Field-emission scanning electron microscopy (FE-SEM), High-resolution transmission electron microscopy (HRTEM), Fourier transformation infrared spectroscopy (FT-IR), X-ray photoelectron spectroscopy (XPS) and UV-visible spectrophotometer.     Highlights: ? The nanostructured NiS/CdS photocatalyst was prepared by a facile two-step method. ? After aged for six days, the photocatalyst achieved a maximal rate of H{sub 2} evolution. ? The rate of H{sub 2} evolution on NiS(0.14)/CdS-6 is about 33 times that of CdS-6. - Abstract: The nanostructured NiS/CdS-t (t = aging period in day number) composite photocatalysts were prepared by a facile two-step synthesis method. The photocatalytic activity of H{sub 2} evolution over NiS/CdS could be greatly enhanced by changing the aging period of CdS. The NiS/CdS achieved a maximal rate of H{sub 2} evolution when CdS was aged for 6 days before hydrothermal treatment. It was demonstrated that the composite NiS(0.14)/CdS-6 could achieve a H{sub 2} evolution rate up to 1517 ?mol h{sup ?1} and show high photocatalytic stability for H{sub 2} evolution under long-term light irradiation. The rate of H{sub 2} evolution on NiS(0.14)/CdS-6 is about 7.5 times that of NiS(0.14)/CdS-3 and 33 times that of CdS-6. The notable improvement can be attributed to the fast electron transfer from CdS to NiS, which is proved by the surface photovoltage spectroscopy and photoluminescent measurements, as well as the increasing percentage of hexagonal-CdS in the mixture of cubic and hexagonal CdS.

    ZnO composite films consisting of ZnO nanorods and nanosheets were prepared by low-temperature hydrothermal processing at 80 C on seeded glass substrates. The seed layer was coated on glass substrates by solgel dip-coating and pre-heated at 300 C for 10 min prior to hydrothermal growth. The size of the grain formed after pre-heat treatment was ?40 nm. A preferred orientation seed layer at the c-axis was obtained, which promoted vertical growth of the ZnO nanorod arrays and formation of the ZnO nanosheets. X-ray diffraction patterns and high-resolution transmission electron microscope (HR-TEM) images confirmed that the ZnO nanorods and nanosheets consist of single crystalline and polycrystalline structures, respectively. Room temperature photoluminescence spectra of the ZnO nanorodnanosheet composite films exhibited band-edge ultraviolet (UV) and visible emission (blue and green) indicating the formation of ZnO crystals with good crystallinity and are supported by Raman scattering results. The formation of one-dimensional (1D) ZnO nanorod arrays and two-dimensional (2D) ZnO nanosheet films using seeded substrates in a single low-temperature hydrothermal step would be beneficial for realization of device applications that utilize substrates with limited temperature stability. The ZnO nanorods and nanosheets composite structure demonstrated higher photocatalytic activity during degradation of aqueous methylene blue under visible-light irradiation. -- Graphical abstract: Schematic illustration of ZnO nanorodnanosheet composite structure formation by hydrothermal at low-temperature of 80 C against time.     This proposal requests support for the fabrication and operation of a modest facility that would provide relatively intense beams of monochromatic and polarized photons with energies in the range of several hundreds of MeV. These {gamma} rays would be produced by Compton backscattering laser light from the electrons circulating in the 2.5-3.0 GeV 'X-RAY' storage ring of the National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory. The excellent emittance, phase space, and high current of this state-of-the-art storage ring will allow the production of 2 x 10{sup 7} {gamma} rays per second. These photons would be tagged by detecting the scattered electrons, thereby determining the energy to 2.7 MeV for all {gamma}-ray energies. The efficiency of this tagging procedure is 100% and the {gamma}-ray beam would be essentially background free. Tagging will also allow the flexibility of operating with a dynamic range as large as 200 MeV in photon energy while still preserving high resolution and polarization. These beams will permit a fruitful study of important questions in medium-energy nuclear physics. The initial goals of this program are to reach reliable operation with photon energies up to 300 MeV and to develop {gamma}-ray beams with energies up to about 500 MeV. To demonstrate reliable operation, a modest physics program is planned that, for the most part, utilizes existing magnets and detector systems but nonetheless addresses several important outstanding problems. Gamma ray beams of the versatility, intensity, energy, and resolution that can be achieved at this facility are not currently available at any other world facility either existing or under construction. Furthermore, the proposed program would produce the first intense source of medium-energy {gamma} rays that are polarized. Because of the difficulties in producing such polarized beams, it is very unlikely that viable alternate sources can be developed in the near future; at present

Other research facilities are facilities at DOE and other government laboratories that provide sophisticated equipment, testing areas, or processes that may not be available at private facilities.     An overview is presented of the LIPSS experimental search for very light neutral bosons using laser light from Jefferson Lab's Free Electron Laser. This facility provides very high power beams of photons over a large optical range, particularly at infrared wavelengths.     This report discusses Test Campaign TC12 of the Kellogg Brown & Root, Inc. (KBR) Transport Gasifier train with a Siemens Westinghouse Power Corporation (SW) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The Transport Gasifier is an advanced circulating fluidized-bed reactor designed to operate as either a combustor or a gasifier using a particulate control device (PCD). While operating as a gasifier, either air or oxygen can be used as the oxidant. Test run TC12 began on May 16, 2003, with the startup of the main air compressor and the lighting of the gasifier start-up burner. The Transport Gasifier operated until May 24, 2003, when a scheduled outage occurred to allow maintenance crews to install the fuel cell test unit and modify the gas clean-up system. On June 18, 2003, the test run resumed when operations relit the start-up burner, and testing continued until the scheduled end of the run on July 14, 2003. TC12 had a total of 733 hours using Powder River Basin (PRB) subbituminous coal. Over the course of the entire test run, gasifier temperatures varied between 1,675 and 1,850 F at pressures from 130 to 210 psig.

Operation of the world's first x-ray free electron laser (FEL) facility will require innovations in electron injectors to provide electron beams of unprecedented quality. Upgrades to provide ever shorter wavelength x-ray beams of increasing intensity will require significant advances in the state-of-the-art. The BESAC 20-Year Facilities Roadmap identifies the electron gun as ''the critical enabling technology to advance linac-based light sources'' and recognizes that the sources for next-generation light sources are ''the highest-leveraged technology'', and that ''BES should strongly support and coordinate research and development in this unique and critical technology''.[1] This white paper presents an R&D plan and a description of a facility for developing the knowledge and technology required to successfully achieve these upgrades, and to coordinate efforts on short-pulse source development for linac-based light sources.

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    The National Ignition Facility (NIF) is under construction, capping over 25 years of development of the inertial confinement fusion concept by providing the facility to obtain fusion ignition in the laboratory for the first time. The NIF is a 192 beam glass laser to provide energy controlled in space and time so that a millimeter-scale capsule containing deuterium and tritium can be compressed to fusion conditions. Light transport, conversion of light in frequency, interaction of light with matter in solid and plasma forms, and diagnostics of extreme material conditions on small scale all use atomic data in preparing for use of the NIF. The NIF will provide opportunity to make measurements of atomic data in extreme physical environments related to fusion energy, nuclear weapon detonation, and astrophysics.     The National Ignition Facility (NIF) is under construction, capping over 25 years of development of the inertial confinement fusion concept by providing the facility to obtain fusion ignition in the laboratory for the first time. The NIF is a 192 beam glass laser to provide energy controlled in space and time so that a millimeter-scale capsule containing deuterium and tritium can be compressed to fusion conditions. Light transport, conversion of light in frequency, interaction of light with matter in solid and plasma forms, and diagnostics of extreme material conditions on small scale all use atomic data in preparing for use of the NIF. The NIF will provide opportunity to make measurements of atomic data in extreme physical environments related to fusion energy, nuclear weapon detonation, and astrophysics.     The Kauai Test Facility (KTF) is a Department of Energy rocket launch facility operated by Sandia National Laboratories. Originally it was constructed in support of the high altitude atmospheric nuclear test phase of operation Dominic in the early 1960's. Later, the facility went through extensive improvement and modernization to become an integral part of the Safeguard C readiness to resume nuclear testing program. Since its inception and build up, in the decade of the sixties and the subsequent upgrades of the seventies, range test activities have shifted from full scale test to emphasis on research and development of materials and components, and to making high altitude scientific measurements. Primarily, the facility is intended to be utilized in support of development programs at the DOE weapons laboratories, however, other organizations may make use of the facility on a non-interface basis. The physical components at KTF and their operation are described.

    Today an improperly closed facility can be a liability to its owner, both financially and environmentally. A facility deactivation program must be planned and implemented to decrease liabilities, minimize operating costs, seek to reuse or sell processes or equipment, and ultimately aid in the sale and/or reuse of the facility and property whether or not the building(s) are demolished. These programs should be characterized within the deactivation plan incorporating the following major categories: Utility Usage; Environmental Decontamination; Ongoing Facility Management; Property Management/Real Estate Issues. This paper will outline the many facets of the facility deactivation and demolition programs implemented across the country for clients in the chemical, automotive, transportation, electronic, pharmaceutical, power, natural gas and petroleum industries. Specific emphasis will be placed on sampling and analysis plans, specification preparation, equipment and technologies utilized, ``how clean is clean`` discussions and regulatory guidelines applicable to these issues.

    In the past decade, great strides have been made in the adoption of noise control regulations and implementation of noise control measures; however, still prevelant are problems in the interpretation and enforcement of these regulations. Many planning commissions, building departments, and other local government officials are not aware of acoustical nomenclature and principles, although their responsibilities include making binding decisions regarding their community's noise control programs. This paper discusses a project undertaken by Dames and Moore to aid a developer to comply with strict noise regulation. Construction called for a computer/office complex in a light industrial park, located adjacent to an established suburban residential neighborhood. The major noise source consisted of an emergency generating facility including twelve-1200 kw diesel generators, twelve rooftop-mounted radiator units, six rooftop-mounted 20-hp, 50,000 cfm vaneaxial exhaust fans, and four 100-hp cooling towers.

  19. Energy Efficiency Through Lighting Upgrades

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

STAR is a radiological facility with an administrative total tritium inventory limit of 1.5g (14,429 Ci) [1]. Research studies with moderate tritium quantities and various radionuclides are performed in STAR. Successful operation of the STAR facility requires the ability to receive, inventory, store, dispense tritium to experiments, and to dispose of tritiated waste while accurately monitoring the tritium inventory in the facility. This paper describes tritium accountancy in the STAR facility. A primary accountancy instrument is the tritium Storage and Assay System (SAS): a system designed to receive, assay, store, and dispense tritium to experiments. Presented are the methods used to calibrate and operate the SAS. Accountancy processes utilizing the Tritium Cleanup System (TCS), and the Stack Tritium Monitoring System (STMS) are also discussed. Also presented are the equations used to quantify the amount of tritium being received into the facility, transferred to experiments, and removed from the facility. Finally, the STAR tritium accountability database is discussed.

    Currently there are 90,000 tons of contaminated ferrous and nonferrous scrap metal stored in aboveground scrap yards at the Department of Energy's Uranium Enrichment Facilities in Tennessee, Kentucky, and Ohio. This scrap is primarily contaminated with 100 to 500 ppM uranium at an average enrichment of 1 to 1.5% /sup 235/U. A study was performed that evaluated smelting of the ORGDP metal in a reference facility located at Oak Ridge. The study defined the process systems and baseline requirements, evaluated alternatives to smelting, and provided capital and operating costs for the reference facility. A review of the results and recommendations of this study are presented.

    The R.J. Frisby Mfg. Co. operates on three shifts and produces precision screw machine products for a variety of industries, including automotive, marine, machine tool, hydraulics and pneumatics, business machines, electrical and electronics, photography, and precision instruments. The required degree of manufacturing precision demands high light levels in manufacturing areas. When the 100,000 sq ft plant was built in 1973, mercury vapor lighting was installed consistent with the current state of the art for lighting such facilities. In the ensuing years, it became apparent that the soaring electric bills that came in the wake of the Arab oil embargo of 1973-74 would have to be controlled. Estimates by the U.S. Department of Energy indicated that electric energy costs were likely to rise by 160 percent over the next 10 yr. Based on this estimate, and the fact that lighting accounted for $70,000, or half of the annual electric bill, it was estimated that $900,000 to $1,000,000 would be spent for lighting energy over the next decade. The concern over the probability of rapidly escalating electrical costs was soon justified when, in three steps over one 12 mo period, the electric energy rate increased from $0.0305/kwh to $0.0416/kwh -more than a 36 percent increase. During that same period, the demand charge was raised in two steps from $3.75/kw to $4.85/kw --more than a 29 percent increase.

    Modern and technologically up-to-date facilities and systems infrastructure are necessary to accommodate today's research environment. In response, Lawrence Livermore National Laboratory (LLNL) has a continuing commitment to develop and apply effective management models and processes to maintain, modernize, and upgrade its facilities to meet the science and technology mission. The Facility Modernization Pilot Study identifies major subsystems of facilities that are either technically or functionally obsolete, lack adequate capacity and/or capability, or need to be modernized or upgraded to sustain current operations and program mission. This study highlights areas that need improvement, system interdependencies, and how these systems/subsystems operate and function as a total productive unit. Although buildings are 'grandfathered' in and are not required to meet current codes unless there are major upgrades, this study also evaluates compliance with 'current' building, electrical, and other codes. This study also provides an evaluation of the condition and overall general appearance of the structure.

    The purpose of this report is to provide a baseline physical characterization of Mound`s facilities as of September 1993. The baseline characterizations are to be used in the development of long-term future use strategy development for the Mound site. This document describes the current missions and alternative future use scenarios for each building. Current mission descriptions cover facility capabilities, physical resources required to support operations, current safety envelope and current status of facilities. Future use scenarios identify potential alternative future uses, facility modifications required for likely use, facility modifications of other uses, changes to safety envelope for the likely use, cleanup criteria for each future use scenario, and disposition of surplus equipment. This Introductory Chapter includes an Executive Summary that contains narrative on the Functional Unit Material Condition, Current Facility Status, Listing of Buildings, Space Plans, Summary of Maintenance Program and Repair Backlog, Environmental Restoration, and Decontamination and Decommissioning Programs. Under Section B, Site Description, is a brief listing of the Site PS Development, as well as Current Utility Sources. Section C contains Site Assumptions. A Maintenance Program Overview, as well as Current Deficiencies, is contained within the Maintenance Program Chapter.

    From mid-April through the end of June 2001, a Facility Environmental Vulnerability Assessment (FEVA) was performed at Oak Ridge National Laboratory (ORNL). The primary goal of this FEVA was to establish an environmental vulnerability baseline at ORNL that could be used to support the Laboratory planning process and place environmental vulnerabilities in perspective. The information developed during the FEVA was intended to provide the basis for management to initiate immediate, near-term, and long-term actions to respond to the identified vulnerabilities. It was expected that further evaluation of the vulnerabilities identified during the FEVA could be carried out to support a more quantitative characterization of the sources, evaluation of contaminant pathways, and definition of risks. The FEVA was modeled after the Battelle-supported response to the problems identified at the High Flux Beam Reactor at Brookhaven National Laboratory. This FEVA report satisfies Corrective Action 3A1 contained in the Corrective Action Plan in Response to Independent Review of the High Flux Isotope Reactor Tritium Leak at the Oak Ridge National Laboratory, submitted to the Department of Energy (DOE) ORNL Site Office Manager on April 16, 2001. This assessment successfully achieved its primary goal as defined by Laboratory management. The assessment team was able to develop information about sources and pathway analyses although the following factors impacted the team's ability to provide additional quantitative information: the complexity and scope of the facilities, infrastructure, and programs; the significantly degraded physical condition of the facilities and infrastructure; the large number of known environmental vulnerabilities; the scope of legacy contamination issues [not currently addressed in the Environmental Management (EM) Program]; the lack of facility process and environmental pathway analysis performed by the accountable line management or facility owner; and poor

    The Ernest Orlando Lawrence Berkeley National Laboratory`s Comprehensive Facilities Plan (CFP) document provides analysis and policy guidance for the effective use and orderly future development of land and capital assets at the Berkeley Lab site. The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. Facilities planing is motivated by the need to develop facilities for DOE programmatic needs; to maintain, replace and rehabilitate existing obsolete facilities; to identify sites for anticipated programmatic growth; and to establish a planning framework in recognition of site amenities and the surrounding community. The CFP presents a concise expression of the policy for the future physical development of the Laboratory, based upon anticipated operational needs of research programs and the environmental setting. It is a product of the ongoing planning processes and is a dynamic information source.

    The Berkeley Low Background Facility (BLBF) at Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to a wide array of experiments and projects. The analysis of samples takes place within two unique facilities; locally within a carefully-constructed, low background laboratory on the surface at LBNL and at the Sanford Underground Research Facility (SURF) in Lead, SD. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic/anthropogenic products; active screening via neutron activation analysis for U,Th, and K as well as a variety of stable isotopes; and neutron flux/beam characterization measurements through the use of monitors. A general overview of the facilities, services, and sensitivities will be presented. Recent activities and upgrades will also be described including an overview of the recently installed counting system at SURF (recently relocated from Oroville, CA in 2014), the installation of a second underground counting station at SURF in 2015, and future plans. The BLBF is open to any users for counting services or collaboration on a wide variety of experiments and projects.

    The DOE-organized Laboratory Microfusion Facility (LMF) has a goal of generation 1000 MJ of fusion yield in order to perform weapons physics experiments, simulate weapons effects, and develop high-gain inertial confinement fusion (ICF) targets for military and civil applications. There are currently three options seriously being considered for the driver of this facility: KrF lasers, Nd:glass lasers, and light-ion accelerators. In order to provide a basis for comparison of the cost estimated for each of the different driver technologies, a standardized costing methodology has been devised. This methodology defines the driver-independent costs and indirect cost multipliers for the LMF to aid in the comparison of the LMF proposal cost estimates. 10 refs., 4 tabs.

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms
