    A workshop was held at the Idaho National Laboratory on May 25, 2005, to discuss the development of a next generation lead or lead-alloy coolant test facility. Attendees included representatives from the Generation IV lead-cooled fast reactor (LFR) program, Advanced Fuel Cycle Initiative, and several universities. Several participants gave presentations on coolant technology, existing experimental facilities for lead and lead-alloy research, the current LFR design concept, and a design by Argonne National Laboratory for an integral heavy liquid metal test facility. Discussions were focused on the critical research and development requirements for deployment of an LFR demonstration test reactor, the experimental scope of the proposed coolant test facility, a review of the Argonne National Laboratory test facility design, and a brief assessment of the necessary path forward and schedule for the initial stages of this development project. This report provides a summary of the presentations and roundtable discussions.

    On October 9, 2008, NREL hosted a workshop to provide an opportunity for external stakeholders to offer insights and recommendations on the design and functionality of DOE's planned Energy Systems Infrastructure Facility (ESIF). The goal was to ensure that the planning for the ESIF effectively addresses the most critical barriers to large-scale energy efficiency (EE) and renewable energy (RE) deployment. This technical report documents the ESIF workshop proceedings.

    This document summarizes results from a workshop held April 5--7, 1990, on the proposed Combustion Dynamics Facility (CDF). The workshop was hosted by the Lawrence Berkeley Laboratory (LBL) and Sandia National Laboratories (SNL) to provide an opportunity for potential users to learn about the proposed experimental and computational facilities, to discuss the science that could be conducted with such facilities, and to offer suggestions as to how the specifications and design of the proposed facilities might be further refined to address the most visionary scientific opportunities. Some 130 chemical physicists, combustion chemists, and specialists in UV synchrotron radiation sources and free-electron lasers (more than half of whom were from institutions other than LBL and SNL) attended the five plenary sessions and participated in one or more of the nine parallel working group sessions. Seven of these sessions were devoted to broadening and strengthening the scope of CDF scientific opportunities and to detail the experimental facilities required to realize these opportunities. Two technical working group sessions addressed the design and proposed performance of two of the major CDF experimental facilities. These working groups and their chairpersons are listed below. A full listing of the attendees of the workshop is given in Appendix A. 1 tab.

Participants included groups from AHF, Brookhaven National Laboratory, European Hadron Facility, Fermilab, and the Moscow Meson Factory.     Executive Summary The International Atomic Energy Agency (IAEA) implements nuclear safeguards and verifies countries are compliant with their international nuclear safeguards agreements. One of the key provisions in the safeguards agreement is the requirement that the country provide nuclear facility design and operating information to the IAEA relevant to safeguarding the facility, and at a very early stage. , This provides the opportunity for the IAEA to verify the safeguards-relevant features of the facility and to periodically ensure that those features have not changed. The national authorities (State System of Accounting for and Control of Nuclear Material - SSAC) provide the design information for all facilities within a country to the IAEA. The design information is conveyed using the IAEAs Design Information Questionnaire (DIQ) and specifies: (1) Identification of the facilitys general character, purpose, capacity, and location; (2) Description of the facilitys layout and nuclear material form, location, and flow; (3) Description of the features relating to nuclear material accounting, containment, and surveillance; and (4) Description of existing and proposed procedures for nuclear material accounting and control, with identification of nuclear material balance areas. The DIQ is updated as required by written addendum. IAEA safeguards inspectors examine and verify this information in design information examination (DIE) and design information verification (DIV) activities to confirm that the facility has been constructed or is being operated as declared by the facility operator and national authorities, and to develop a suitable safeguards approach. Under the Next Generation Safeguards Initiative (NGSI), the National Nuclear Security Administrations (NNSA) Office of Non-Proliferation and International Security identified the need for more effective and efficient verification of design information by the IAEA for improving international safeguards in

    We present experimental results on thermodynamic properties of dense copper plasma in Mbar pressure range. The laser facility “Luch” with laser intensity 10{sup 14} W/cm{sup 2} is used to compress copper up to ∼8 Mbar by a strong shock wave; subsequent expansion of copper plasma into Al, Ti, Sn allows us to obtain release isentropes of copper by the impedance–matching method. A theoretical analysis and quantum simulations show that in our experiments strongly coupled quantum plasma is generated.

    There are significant issues regarding Large Scale System integration that are not being addressed in other forums such as current research portfolios or vendor user groups. Unfortunately, the issues in the area of large-scale system integration often fall into a netherworld; not research, not facilities, not procurement, not operations, not user services. Taken together, these issues along with the impact of sub-optimal integration technology means the time required to deploy, integrate and stabilize large scale system may consume up to 20 percent of the useful life of such systems. Improving the state of the art for large scale systems integration has potential to increase the scientific productivity of these systems. Sites have significant expertise, but there are no easy ways to leverage this expertise among them . Many issues inhibit the sharing of information, including available time and effort, as well as issues with sharing proprietary information. Vendors also benefit in the long run from the solutions to issues detected during site testing and integration. There is a great deal of enthusiasm for making large scale system integration a full-fledged partner along with the other major thrusts supported by funding agencies in the definition, design, and use of a petascale systems. Integration technology and issues should have a full 'seat at the table' as petascale and exascale initiatives and programs are planned. The workshop attendees identified a wide range of issues and suggested paths forward. Pursuing these with funding opportunities and innovation offers the opportunity to dramatically improve the state of large scale system integration.

    A workshop on the potential uses of depleted uranium (DU) in the repository was organized to coordinate the planning of future activities. The attendees, the original workshop objective and the agenda are provided in Appendices A, B and C. After some opening remarks and discussions, the objectives of the workshop were revised to: (1) exchange information and views on the status of the Department of Energy (DOE) activities related to repository design and planning; (2) exchange information on DU management and planning; (3) identify potential uses of DU in the storage, transportation, and disposal of high-level waste and spent fuel; and (4) define the future activities that would be needed if potential uses were to be further evaluated and developed. This summary of the workshop is intended to be an integrated resource for planning of any future work related to DU use in the repository. The synopsis of the first day`s presentations is provided in Appendix D. Copies of slides from each presenter are presented in Appendix E.

    A proposal is presented for a major accelerator addition to the Holifield Heavy Ion Research Facility. The expanded facility will provide ion beams of mass 1 to 238 amu with a combination of energy, intensity, momentum resolution, and beam quality not currently available at any other facility in North America. The physics motivation for such an addition is discussed, and involves physics dominated by meson-exchange forces, Coulomb-force dominated physics, and possibly a regime where the quark and gluon degrees of freedom are significant. The physics research would include topics in atomic and interdisciplinary areas as well as nuclear physics. Some remarks are made on the merits of Oak Ridge as a site for this facility, placing the proposal in some historical perspective. The accelerator system is then described, giving the required beam properties, and the parameters of the synchrotron ring components, injection, ring magnets, RF systems, vacuum system, and electron cooling system and stochastic cooling system requirements. Also described are such facilities as buildings, beam transport and shielding, and experimental facilities, including target areas. (LEW)

    The governments of Norway and the US have committed their mutual cooperation and support the Murmansk Shipping Company (MSCo) to expand and upgrade the Low-Level Liquid Radioactive Waste (LLRW) treatment system located at the facilities of the Russian company RTP Atomflot, in Murmansk, Russia. RTP Atomflot provides support services to the Russian icebreaker fleet operated by the MSCo. The objective is to enable Russia to permanently cease disposing of this waste in Arctic waters. The proposed modifications will increase the facility`s capacity from 1,200 m{sup 3} per year to 5,000 m{sup 3} per year, will permit the facility to process high-salt wastes from the Russian Navy`s Northern fleet, and will improve the stabilization and interim storage of the processed wastes. The three countries set up a cooperative review of the evolving design information, conducted by a joint US and Norwegian technical team from April through December, 1995. To ensure that US and Norwegian funds produce a final facility which will meet the objectives, this report documents the design as described by Atomflot and the Russian business organization, ASPECT, both in design documents and orally. During the detailed review process, many questions were generated, and many design details developed which are outlined here. The design is based on the adsorption of radionuclides on selected inorganic resins, and desalination and concentration using electromembranes. The US/Norwegian technical team reviewed the available information and recommended that the construction commence; they also recommended that a monitoring program for facility performance be instituted.

    On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

    This paper documents the workshop process as a beneficial training tool for nuclear facility safeguards and security (SAS). Described are the workshop benefits, development phases, implementation steps, conduct, and follow-up. A workshop, as described there, is a directed effort that results in a written product. The workshop process is used by the DOE Central Training Academy (CTA). So far, the CTA workshop end products have been user guides, plans, or procedures. The process has benefited the SAS community by developing documented consensus positions related to DOE topics. The workshop process is especially useful when policy statements are difficult to implement and guidance is limited. The workshop process also has application at DOE sites.

    This workshop was held at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia, on July 11--12, 1995. The workshop sought to establish a foundation for continued dialogue between industry and the DOE to ensure that industry`s experiences, lessons learned, and recommendations are incorporated into D and D program policy, strategy, and plans. The mission of the D and D Focus Area is to develop improved technologies, processes and products, to characterize, deactivate, survey, maintain, decontaminate, dismantle, and dispose of DOE surplus structures, buildings, and contents. The target is a five-to-one return on investment through cost avoidance. The cornerstone of the D and D focus area activities is large-scale demonstration projects that actually decontaminate, decommission, and dispose of a building. The aim is to demonstrate innovative D and D technologies as part of an ongoing DOE D and D project. OTD would pay the incremental cost of demonstrating the innovative technologies. The goal is to have the first demonstration project completed within the next 2 years. The intent is to select projects, or a project, with visible impact so all of the stakeholders know that a building was removed, and demonstrate at a scale that is convincing to the customers in the EM program so they feel comfortable using it in subsequent D and D projects. The plan is to use a D and D integrating contractor who can then use the expertise in this project to use in jobs at other DOE sites.

    The cybersecurity consortium, which was established by DOE/NNSA’s Minority Serving Institutions Partnerships Program (MSIPP), allows students from any of the partner schools (13 HBCUs, two national laboratories, and a public school district) to have all consortia options available to them, to create career paths and to open doors to DOE sites and facilities to student members of the consortium. As a part of this year consortium activities, Sandia National Laboratories and the University of Virgin Islands conducted a week long cyber workshop that consisted of three courses; Digital Forensics and Malware Analysis, Python Programming, and ThunderBird Cup. These courses are designed to enhance cyber defense skills and promote learning within STEM related fields.

    The proceedings of the eighth radwaste workshop are presented. The workshop presentations and discussion sessions addressed: Waste Minimization and On-Site Storage, Regulatory Issues, and Radwaste Equipment Operating Experience. Significant accomplishments in waste volume reduction and resultant cost savings were demonstrated by the actual results achieved with the implementation of dedicated management supported volume reduction programs at Brunswick and Crystal River Unit /number sign/3. On-site storage implementation is being accomplished at the Duane Arnold Energy Center of Iowa Electric by construction of a low level radwaste processing and storage facility. The design of this facility was described. The regulatory lectures covered disposal site issues and an update on waste transportation regulations. Current regulatory issues were addressed by a representative of the NRC. The lectures on radwaste equipment operating experience discussed radwaste evaporator experience at Callaway, steam generator chemical cleaning waste processing at Millstone Unit /number sign/2 and comparison testing of General Electric and Westinghouse-Hittman super compactors at Idaho National Engineering Laboratory. Individual papers were processed separately for the data base.

    On Sept. 10, 1996, LLNL hosted a workshop aimed at answering the question: Is it possible to carry out transmission electron microscopy (TEM) on plutonium metal in an electron microscope located outside the LLNL plutonium facility. The workshop focused on evaluation of a proposed plan for Pu microscopy both from a technical and environment, health, and safety point of view. After review and modification of the plan, workshop participants unanimously concluded that: (1) the technical plan is sound, (2) this technical plan, including a proposal for a new TEM, provides significant improvements and unique capabilities compared with the effort at LANL and is therefore complementary, (3) there is no significant environment, health, and safety obstacle to this plan.

    The first meeting devoted to cold neutron sources was held at the Los Alamos National Laboratory on March 5--8, 1990. Cosponsored by Los Alamos and Oak Ridge National Laboratories, the meeting was organized as an International Workshop on Cold Neutron Sources and brought together experts in the field of cold-neutron-source design for reactors and spallation sources. Eighty-four people from seven countries attended. Because the meeting was the first of its kind in over forty years, much time was spent acquainting participants with past and planned activities at reactor and spallation facilities worldwide. As a result, the meeting had more of a conference flavor than one of a workshop. The general topics covered at the workshop included: Criteria for cold source design; neutronic predictions and performance; energy deposition and removal; engineering design, fabrication, and operation; material properties; radiation damage; instrumentation; safety; existing cold sources; and future cold sources.

    This report documents the Mixed Waste Focus Area (MWFA)-sponsored Alternative Technology Workshop held in Salt Lake City, Utah, from January 24--27, 1995. The primary workshop goal was identifying potential applications for emerging technologies within the Options Analysis Team (OAT) ``wise`` configuration. Consistent with the scope of the OAT analysis, the review was limited to the Mixed Low-Level Waste (MLLW) fraction of DOE`s mixed waste inventory. The Los Alamos team prepared workshop materials (databases and compilations) to be used as bases for participant review and recommendations. These materials derived from the Mixed Waste Inventory Report (MWIR) data base (May 1994), the Draft Site Treatment Plan (DSTP) data base, and the OAT treatment facility configuration of December 7, 1994. In reviewing workshop results, the reader should note several caveats regarding data limitations. Link-up of the MWIR and DSTP data bases, while representing the most comprehensive array of mixed waste information available at the time of the workshop, requires additional data to completely characterize all waste streams. A number of changes in waste identification (new and redefined streams) occurred during the interval from compilation of the data base to compilation of the DSTP data base with the end result that precise identification of radiological and contaminant characteristics was not possible for these streams. To a degree, these shortcomings compromise the workshop results; however, the preponderance of waste data was linked adequately, and therefore, these analyses should provide useful insight into potential applications of alternative technologies to DOE MLLW treatment facilities.

    The Nuclear Innovation Workshops were held at six locations across the United States on March 3-5, 2015. The data collected during these workshops has been analyzed and sorted to bring out consistent themes toward enhancing innovation in nuclear energy. These themes include development of a test bed and demonstration platform, improved regulatory processes, improved communications, and increased public-private partnerships. This report contains a discussion of the workshops and resulting themes. Actionable steps are suggested at the end of the report. This revision has a small amount of the data in Appendix C removed in order to avoid potential confusion.

    The manuscripts in these proceedings represent current understanding of geologic issues associated with the Weldon Spring Site Remedial Action Project (WSSRAP). The Weldon Spring site is in St. Charles County, Missouri. The proceedings are the record of the information presented during the WSSRAP Geosciences Workshop conducted on February 21, 1991. The objective of the workshop and proceedings is to provide the public and scientific community with technical information that will facilitate a common understanding of the geology of the Weldon Spring site, of the studies that have been and will be conducted, and of the issues associated with current and planned activities at the site. This coverage of geologic topics is part of the US Department of Energy overall program to keep the public fully informed of the status of the project and to address public concerns as we clean up the site and work toward the eventual release of the property for use by this and future generations. Papers in these proceedings detail the geology and hydrology of the site. The mission of the WSSRAP derives from the US Department of Energy's Surplus Facilities Management Program. The WSSRAP will eliminate potential hazards to the public and the environment and make surplus real property available for other uses to the extent possible. This will be accomplished by conducting remedial actions which will place the quarry, the raffinate pits, the chemical plant, and the vicinity properties in a radiologically and chemically safe condition. The individual papers have been catalogued separately.

    The Oak Ridge National Laboratory (ORNL) organized a workshop at ORNL July 14-15, 2005, to highlight the unique measurement capabilities of the Oak Ridge Electron Linear Accelerator (ORELA) facility and to emphasize the important role of ORELA for performing differential cross-section measurements in the low-energy resonance region that is important for nuclear applications such as nuclear criticality safety, nuclear reactor and fuel cycle analysis, stockpile stewardship, weapons research, medical diagnosis, and nuclear astrophysics. The ORELA workshop (hereafter referred to as the Workshop) provided the opportunity to exchange ideas and information pertaining to nuclear cross-section measurements and their importance for nuclear applications from a variety of perspectives throughout the U.S. Department of Energy (DOE). Approximately 50 people, representing DOE, universities, and seven U.S. national laboratories, attended the Workshop. The objective of the Workshop was to emphasize the technical community endorsement for ORELA in meeting nuclear data challenges in the years to come. The Workshop further emphasized the need for a better understanding of the gaps in basic differential nuclear measurements and identified the efforts needed to return ORELA to a reliable functional measurement facility. To accomplish the Workshop objective, nuclear data experts from national laboratories and universities were invited to provide talks emphasizing the unique and vital role of the ORELA facility for addressing nuclear data needs. ORELA is operated on a full cost-recovery basis with no single sponsor providing complete base funding for the facility. Consequently, different programmatic sponsors benefit by receiving accurate cross-section data measurements at a reduced cost to their respective programs; however, leveraging support for a complex facility such as ORELA has a distinct disadvantage in that the programmatic funds are only used to support program

    In November 2008, the Institute of Nuclear Materials Management (INMM) and the European Safeguards Research and Development Association (ESARDA) co-hosted the International Workshop on Gamma Spectrometry Analysis Codes for U and Pu Isotopics at the Oak Ridge National Laboratory (ORNL). This workshop was conducted in response to needs expressed by the international safeguards community to understand better the capabilities and limitations of the codes; to ensure these codes are sustained; and to ensure updates or revisions are performed in a controlled manner. The workshop was attended by approximately 100 participants. The participants included code developers, code suppliers, safeguards specialists, domestic and international inspectors, process operators, regulators, and programme sponsors from various government agencies. The workshop provided a unique opportunity for code developers, commercial distributors and end users to interact in a hands-on laboratory environment to develop solutions for programmatic and technical issues associated with the various codes. The workshop also provided an international forum for discussing development of an internationally accepted standard test method. This paper discusses the organization of the workshop, its goals and objectives and feedback received from the participants. The paper also describes the significance of the working group's contribution to improving codes that are commonly used during inspections to verify that nuclear facilities are compliant with treaty obligations that ensure nuclear fuel cycle facilities are used for peaceful purposes.

    An Advanced Photon Source (APS) Collaborative Access Team (CAT) Workshop on Beamline Optical Designs was held at Argonne National Laboratory on July 26--27, 1993. The goal of this workshop was to bring together experts from various synchrotron sources to provide status reports on crystal, reflecting, and polarizing optics as a baseline for discussions of issues facing optical designers for CAT beamlines at the APS. Speakers from the European Synchrotron Radiation Facility (ESRF), the University of Chicago, the National Synchrotron Light Source, and the University of Manchester (England) described single- and double-crystal monochromators, mirrors, glass capillaries, and polarizing optics. Following these presentations, the 90 participants divided into three working groups: Crystal Optics Design, Reflecting Optics, and Optics for Polarization Studies. This volume contains copies of the presentation materials from all speakers, summaries of the three working groups, and a ``catalog`` of various monochromator designs.

    The workshop theme is `The Strategic Standardization Initiative - A Technology Exchange and Global Competitiveness Challenge for DOE.` The workshop goal is to inform the DOE technical standards community of strategic standardization activities taking place in the Department, other Government agencies, standards developing organizations, and industry. Individuals working on technical standards will be challenged to improve cooperation and communications with the involved organizations in response to the initiative. Workshop sessions include presentations by representatives from various Government agencies that focus on coordination among and participation of Government personnel in the voluntary standards process; reports by standards organizations, industry, and DOE representatives on current technology exchange programs; and how the road ahead appears for `information superhighway` standardization. Another session highlights successful standardization case studies selected from several sites across the DOE complex. The workshop concludes with a panel discussion on the goals and objectives of the DOE Technical Standards Program as envisioned by senior DOE management. The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Technical standards are used to transfer technology and standardize work processes to produce consistent, acceptable results. They provide a practical solution to the Department`s challenge to protect the environment and the health and safety of the public and workers during all facility operations. Through standards, the technologies of industries and governments worldwide are available to DOE. The DOE Technical Standards Program, a Department-wide effort that crosscuts all organizations and disciplines, links the Department to those technologies.

    On September 5th and 6th, 2012, the Dynamic Defense Workshop: From Research to Practice brought together researchers from academia, industry, and Sandia with the goals of increasing collaboration between Sandia National Laboratories and external organizations, de ning and un- derstanding dynamic, or moving target, defense concepts and directions, and gaining a greater understanding of the state of the art for dynamic defense. Through the workshop, we broadened and re ned our de nition and understanding, identi ed new approaches to inherent challenges, and de ned principles of dynamic defense. Half of the workshop was devoted to presentations of current state-of-the-art work. Presentation topics included areas such as the failure of current defenses, threats, techniques, goals of dynamic defense, theory, foundations of dynamic defense, future directions and open research questions related to dynamic defense. The remainder of the workshop was discussion, which was broken down into sessions on de ning challenges, applications to host or mobile environments, applications to enterprise network environments, exploring research and operational taxonomies, and determining how to apply scienti c rigor to and investigating the eld of dynamic defense.

    Since the November 1993 Flywheel Workshop, there has been a major surge of interest in Flywheel Energy Storage. Numerous flywheel programs have been funded by the Advanced Research Projects Agency (ARPA), by the Department of Energy (DOE) through the Hybrid Vehicle Program, and by private investment. Several new prototype systems have been built and are being tested. The operational performance characteristics of flywheel energy storage are being recognized as attractive for a number of potential applications. Programs are underway to develop flywheels for cars, buses, boats, trains, satellites, and for electric utility applications such as power quality, uninterruptible power supplies, and load leveling. With the tremendous amount of flywheel activity during the last two years, this workshop should again provide an excellent opportunity for presentation of new information. This workshop is jointly sponsored by ARPA and DOE to provide a review of the status of current flywheel programs and to provide a forum for presentation of new flywheel technology. Technology areas of interest include flywheel applications, flywheel systems, design, materials, fabrication, assembly, safety & containment, ball bearings, magnetic bearings, motor/generators, power electronics, mounting systems, test procedures, and systems integration.     Plasma expansion is an important physical process that takes place in laser interactions with solid targets. Within a self-similar model for the hydrodynamical multi-fluid equations, we investigated the expansion of both dense and under-dense plasmas. The weakly relativistic electrons are produced by ultra-intense laser pulses, while ions are supposed to be in a non-relativistic regime. Numerical investigations have shown that relativistic effects are important for under-dense plasma and are characterized by a finite ion front velocity. Dense plasma expansion is found to be governed mainly by quantum contributions in the fluid equations that originate from the degenerate pressure in addition to the nonlinear contributions from exchange and correlation potentials. The quantum degeneracy parameter profile provides clues to set the limit between under-dense and dense relativistic plasma expansions at a given density and temperature.

Section III, the report of the rotating coil group, includes a summary table of the major measuring systems in use today, with separate sections on each. Section IV is the summary report of the group that addressed other measuring techniques. Because one of the limits of all the techniques being considered is electronic data acquisition, Section V addresses this topic. A set of issues relevant to magnetic field measurements of SSC dipoles was raised and addressed during the workshop. These are included as Section VI. Section VII includes a complete list of attendees with their addresses and a separate list of the members of the two working groups.

    The 3rd Penn State Bioinorganic Workshop took place in early June 2014 and was combined with the 3rd Penn State Frontiers in Metallobiochemistry Symposium. The workshop was even larger than the 2nd Penn State Bioinorganic Workshop we offered in 2012. It had even more participants (162 rather than 123 in 2012). Like the 2012 workshop, the 2014 workshop had three parts. The first part consisted of 16 90-minute lectures presented by faculty experts on the topic of their expertise (see below). Based on the suggestions from the 2012 workshop, we have recorded all 16 lectures professionally and make them available to the entire bioinorganic community via online streaming. In addition, hard copies of the recordings are available as backup.

  2. Accelerating the loop expansion

    This thesis introduces a new non-perturbative technique into quantum field theory. To illustrate the method, I analyze the much-studied phi/sup 4/ theory in two dimensions. As a prelude, I first show that the Hartree approximation is easy to obtain from the calculation of the one-loop effective potential by a simple modification of the propagator that does not affect the perturbative renormalization procedure. A further modification then susggests itself, which has the same nice property, and which automatically yields a convex effective potential. I then show that both of these modifications extend naturally to higher orders in the derivative expansion of the effective action and to higher orders in the loop-expansion. The net effect is to re-sum the perturbation series for the effective action as a systematic ''accelerated'' non-perturbative expansion. Each term in the accelerated expansion corresponds to an infinite number of terms in the original series. Each term can be computed explicitly, albeit numerically. Many numerical graphs of the various approximations to the first two terms in the derivative expansion are given. I discuss the reliability of the results and the problem of spontaneous symmetry-breaking, as well as some potential applications to more interesting field theories. 40 refs.

    SAGE-WASP is designed to find the optimal generation expansion policy for an electrical utility system. New units can be automatically selected from a user-supplied list of expansion candidates which can include hydroelectric and pumped storage projects. The existing system is modeled. The calculational procedure takes into account user restrictions to limit generation configurations to an area of economic interest. The optimization program reports whether the restrictions acted as a constraint on the solution. All expansionmore » configurations considered are required to pass a user supplied reliability criterion. The discount rate and escalation rate are treated separately for each expansion candidate and for each fuel type. All expenditures are separated into local and foreign accounts, and a weighting factor can be applied to foreign expenditures.« less

    Disclosed is a cooler for television cameras and other temperature sensitive equipment. The cooler uses compressed gas ehich is accelerated to a high velocity by passing it through flow passageways having nozzle portions which expand the gas. This acceleration and expansion causes the gas to undergo a decrease in temperature thereby cooling the cooler body and adjacent temperature sensitive equipment.

    This document describes the activities for clean closure under the Resource Conservation and Recovery Act of 1976 (RCRA) of the 216-B-3 Expansion Ponds. The 216-B-3 Expansion Ponds are operated by the US Department of Energy, Richland Operations Office (DOE-RL) and co-operated by Westinghouse Hanford Company (Westinghouse Hanford). The 216-B-3 Expansion Ponds consists of a series of three earthen, unlined, interconnected ponds that receive waste water from various 200 East Area operating facilities. The 3A, 3B, and 3C ponds are referred to as Expansion Ponds because they expanded the capability of the B Pond System. Waste water (primarily cooling water, steam condensate, and sanitary water) from various 200 East Area facilities is discharged to the Bypass pipe (Project X-009). Water discharged to the Bypass pipe flows directly into the 216-B-3C Pond. The ponds were operated in a cascade mode, where the Main Pond overflowed into the 3A Pond and the 3A Pond overflowed into the 3C Pond. The 3B Pond has not received waste water since May 1985; however, when in operation, the 3B Pond received overflow from the 3A Pond. In the past, waste water discharges to the Expansion Ponds had the potential to have contained mixed waste (radioactive waste and dangerous waste). The radioactive portion of mixed waste has been interpreted by the US Department of Energy (DOE) to be regulated under the Atomic Energy Act of 1954; the dangerous waste portion of mixed waste is regulated under RCRA.

    Biomass is the most flexible renewable energy resource in Hawaii. Today it provides the state with cost-effective fuel for electrical generation and for thermal energy used in sugarcane processing; tomorrow it will provide feedstock to produce liquid and gaseous fuels, which will help meet Hawaii's transportation energy needs. With optimal growing conditions year round and a strong economy based in part on sugarcane and pineapple cultivation, Hawaii is an ideal place to develop fuels from biomass. In November 1984, the Hawaii Natural Energy Institute (HNEI) held the First Pacific Basin BioFuels Workshop. The Plan for Action resulting from this workshop led to significant new program efforts that addressed the advancement of biomass research, development, and use. The Second Pacific Basin BioFuels Workshop was held at the Kauai Resort Hotel in Kapaa, Kauai, April 22-24, 1987. Before and after the workshop, HNEI conducted field visits to biomass energy facilities and test sites on Hawaii, Maui, Oahu, and Kauai. The workshop consisted of presentations, discussion groups, and plenary sessions on growth and yield, conversion, end use, institutional issues, and other topics. The final session focused on recommendations for a Plan for Action update.

    The third international workshop on ice storage for cooling applications which was informal and interactive in nature, was open to persons interested in all ice-growing technologies and in ice storage, both seasonal and diurnal. Presentations were made on some 20 topics, ranging from freezers in Alaska to ice cooling of commercial jet aircraft. Workshop tours included visits to ice-storage systems at Commonwealth Edison's facilities in Bolingbrook and Des Plaines Valley, the A.C. Neilsen builing in Northbrook, and the new State of Illinois Center in Chicago. The first workshop in the present series considered the future of ice storage and predicted applications in the agricultural sector, desalinization, and commercial ice production. Progress has been rapid in the intervening two years, and an important topic at the third workshop was the possible use of ''warm ices'' (clathrate hydrates) for energy storage. This report consists primarily of abstracts of presentations made at the workshop. Persons wishing to obtain further information about particular papers should contact the speakers directly; speakers' addresses and telephone numbers are listed in this report.

    The report contains summaries of papers, discussions, and operational exercises presented at the first Department of Energy ALARA Workshop held at Brookhaven National Laboratory, Upton, New York on April 21--22, 1992. The purpose of this workshop was to provide a forum for, and enhance communication among, ALARA personnel, as well as to inform DOE's field office and contractor personnel about the Office of Health's programs and expectations from the entire DOE complex efforts in the ALARA area.The two-day workshop consisted of one day dedicated to presentations on implementing various elements of a formal ALARA program at the DOE contractors' facilities, regulatory aspects of ALARA programs, and DOE Headquarters' ALARA expectations/initiatives. The second day was devoted to detailed discussions on ALARA improvements and problems, and operational exercises on cost-benefit analyses and on ALARA job/experiment reviews. At this workshop, 70 health physicists and radiation safety engineers from 5 DOE Headquarter Offices, 7 DOE operations/area offices, and 27 contractor facilities exchanged information, which is expected to stimulate further improvement in the DOE contractors' ALARA programs.     The U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) held a Biogas and Fuel Cells Workshop June 11-13, 2012, in Golden, Colorado, to discuss biogas and waste-to-energy technologies for fuel cell applications. The overall objective was to identify opportunities for coupling renewable biomethane with highly efficient fuel cells to produce electricity; heat; combined heat and power (CHP); or combined heat, hydrogen and power (CHHP) for stationary or motive applications. The workshop focused on biogas sourced from wastewater treatment plants (WWTPs), landfills, and industrial facilities that generate or process large amounts of organic waste, including large biofuel production facilities (biorefineries).

    Responses to a survey on the INEEL Comprehensive Facility and Land Use Plan (US DOE 1996a) indicated the need for additional discussion on environmental resources, disturbance, and land use issues on the Idaho National Engineering and Environmental Laboratory (INEEL). As a result, in September 1997, a workshop evaluated the existing scientific basis and determined future data needs for long-term land management on the INEEL. This INEEL Long-Term Land Management Workshop examined existing data on biotic, abiotic, and heritage resources and how these resources have been impacted by disturbance activities of the INEEL. Information gained from this workshop will help guide land and facility use decisions, identify data gaps, and focus future research efforts. This report summarizes background information on the INEEL and its long-term land use planning efforts, presentations and discussions at the workshop, and the existing data available at the INEEL. In this document, recommendations for future INEEL land use planning, research efforts, and future workshops are presented. The authors emphasize these are not policy statements, but comments and suggestions made by scientists and others participating in the workshop. Several appendices covering land use disturbance, legal drivers, land use assumptions and workshop participant comments, workshop participants and contributors, and the workshop agenda are also included.

    On June 8, 2011, DOE/NREL hosted a hydrogen sensor workshop attended by nearly forty participants from private organizations, government facilities, and academic institutions . The workshop participants represented a cross section of stakeholders in the hydrogen community, including sensor developers, end users, site safety officials, and code and standards developers. The goals of the workshop were to identify critical applications for the emerging hydrogen infrastructure that require or would benefit from hydrogen sensors, to assign performance specifications for sensor deployed in each application, and to identify shortcomings or deficiencies (i.e., technical gaps) in the ability of current sensor technology to meet the assigned performance requirements.

    At the request of the U.S. Department of Energy's (DOE) Office of Science (SC) Advanced Scientific Computing Research (ASCR) program office, a workshop was held June 2-3, 2015, in Gaithersburg, MD, to identify potential long term (10 to +20 year) cybersecurity fundamental basic research and development challenges, strategies and roadmap facing future high performance computing (HPC), networks, data centers, and extreme-scale scientific user facilities. This workshop was a follow-on to the workshop held January 7-9, 2015, in Rockville, MD, that examined higher level ideas about scientific computing integrity specific to the mission of the DOE Office of Science. Issues included research computation and simulation that takes place on ASCR computing facilities and networks, as well as network-connected scientific instruments, such as those run by various DOE Office of Science programs. Workshop participants included researchers and operational staff from DOE national laboratories, as well as academic researchers and industry experts. Participants were selected based on the submission of abstracts relating to the topics discussed in the previous workshop report [1] and also from other ASCR reports, including "Abstract Machine Models and Proxy Architectures for Exascale Computing" [27], the DOE "Preliminary Conceptual Design for an Exascale Computing Initiative" [28], and the January 2015 machine learning workshop [29]. The workshop was also attended by several observers from DOE and other government agencies. The workshop was divided into three topic areas: (1) Trustworthy Supercomputing, (2) Extreme-Scale Data, Knowledge, and Analytics for Understanding and Improving Cybersecurity, and (3) Trust within High-end Networking and Data Centers. Participants were divided into three corresponding teams based on the category of their abstracts. The device will regulate to a predetermined load for solid state bonding when heated to a bonding temperature. The device includes a load regulating feature, whereby the expansion stresses generated for bonding are regulated and self adjusting. The load regulator comprises a pair of friction isolators with a plurality of annealed copper members located therebetween. The device, with the load regulator, will adjust to and maintain a stress level needed to successfully and economically complete a leak tight bond without damaging thin foils or other delicate components. 1 fig.

    The objective of this project was to explore the problems and opportunities for utility participation with solar water heating as a DSM measure. Expected benefits from the workshops included an increased awareness and interest by utilities in solar water heating as well as greater understanding by federal research and policy officials of utility perspectives for purposes of planning and programming. Ultimately, the project could result in better information transfer, increased implementation of solar water heating programs, greater penetration of solar systems, and more effective research projects. The objective of the workshops was satisfied. Each workshop succeeded in exploring the problems and opportunities for utility participation with solar water heating as a DSM option. The participants provided a range of ideas and suggestions regarding useful next steps for utilities and NREL. According to evaluations, the participants believed the workshops were very valuable, and they returned to their utilities with new information, ideas, and commitment.

    This two-day workshop will engage the international neutron scattering community to vet and improve the Lujan Center Strategic Plan 2007-2013 (SP07). Sponsored by the LANL SC Program Office and the University of California, the workshop will be hosted by LANSCE Professor Sunny Sinha (UCSD). Endorsement by the Spallation Neutron Source will be requested. The discussion will focus on the role that the Lujan Center will play in the national neutron scattering landscape assuming full utilization of beamlines, a refurbished LANSCE, and a 1.4-MW SNS. Because the Lujan Strategic Plan is intended to set the stage for the Signature Facility era at LANSCE, there will be some discussion of the long-pulse spallation source at Los Alamos. Breakout groups will cover several new instrument concepts, upgrades to present instruments, expanded sample environment capabilities, and a look to the future. The workshop is in keeping with a request by BES to update the Lujan strategic plan in coordination with the SNS and the broader neutron community. Workshop invitees will be drawn from the LANSCE User Group and a broad cross section of the US, European, and Pacific Rim neutron scattering research communities.

    "Synchrotron Radiation Workshop" (SRW) is a physical optics computer code for calculation of detailed characteristics of Synchrotron Radiation (SR) generated by relativistic electrons in magnetic fields of arbitrary configuration and for simulation of the radiation wavefront propagation through optical systems of beamlines. Frequency-domain near-field methods are used for the SR calculation, and the Fourier-optics based approach is generally used for the wavefront propagation simulation. The code enables both fully- and partially-coherent radiation propagation simulations inmore » steady-state and in frequency-/time-dependent regimes. With these features, the code has already proven its utility for a large number of applications in infrared, UV, soft and hard X-ray spectral range, in such important areas as analysis of spectral performances of new synchrotron radiation sources, optimization of user beamlines, development of new optical elements, source and beamline diagnostics, and even complete simulation of SR based experiments. Besides the SR applications, the code can be efficiently used for various simulations involving conventional lasers and other sources. SRW versions interfaced to Python and to IGOR Pro (WaveMetrics), as well as cross-platform library with C API, are available.« less

    The paper and presentations compiled in this volume form the Proceedings of the fourth in a series of Workshops sponsored by Solar Energy Research Institute (SERI/DOE) under the general theme of photovoltaic module reliability during the period 1986--1990. The reliability Photo Voltaic (PV) modules/systems is exceedingly important along with the initial cost and efficiency of modules if the PV technology has to make a major impact in the power generation market, and for it to compete with the conventional electricity producing technologies. The reliability of photovoltaic modules has progressed significantly in the last few years as evidenced by warranties available on commercial modules of as long as 12 years. However, there is still need for substantial research and testing required to improve module field reliability to levels of 30 years or more. Several small groups of researchers are involved in this research, development, and monitoring activity around the world. In the US, PV manufacturers, DOE laboratories, electric utilities and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in this field were brought together under SERI/DOE sponsorship to exchange the technical knowledge and field experience as related to current information in this important field. The papers presented here reflect this effort.

    A cryogenic expansion engine includes intake and exhaust poppet valves each controlled by a cam having adjustable dwell, the valve seats for the valves being threaded inserts in the valve block. Each cam includes a cam base and a ring-shaped cam insert disposed at an exterior corner of the cam base, the cam base and cam insert being generally circular but including an enlarged cam dwell, the circumferential configuration of the cam base and cam dwell being identical, the cam insert being rotatable with respect to the cam base.     Since its formation, the Office of Health (EH-40) has stressed the importance of the exchange of information related to and improvements in neutron dosimetry. This Workshop was the eleventh in the series sponsored by the Department of Energy (DOE). It provided a forum for operational personnel at DOE facilities to discuss current issues related to neutron dosimetry and for leading investigators in the field to discuss promising approaches for future research. A total of 26 papers were presented including the keynote address by Dr. Warren K. Sinclair, who spoke on, ``The 1990 Recommendations of the ICRP and their Biological Background.`` The first several papers discussed difficulties in measuring neutrons of different energies and ways of compensating or deriving correction factors at individual facilities. Presentations were also given by the US Navy and Air Force. Current research in neutron dosimeter development was the subject of the largest number of papers. These included a number on the development of neutron spectrometers. Selected papers were processed separately for inclusion in the Energy Science and Technology Database.

    This workshop was the sixth in a series of workshops sponsored by NREL/DOE under the general subject of photovoltaic testing and reliability during the period 1986--1993. PV performance and PV reliability are at least as important as PV cost, if not more. In the US, PV manufacturers, DOE laboratories, electric utilities, and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in the field were brought together to exchange the technical knowledge and field experience as related to current information in this evolving field of PV reliability. The papers presented here reflect this effort since the last workshop held in September, 1992. The topics covered include: cell and module characterization, module and system testing, durability and reliability, system field experience, and standards and codes.

    The Urban Atmospheric Observatory (UAO) First Planning Workshop was held on 27-28 January 2003 at the Environmental Measurements Laboratory (EML) in downtown Manhattan, New York City. The meeting was well attended by local, state, and national administrators, as well as scientists and engineers from the national laboratories and academia. The real-time intensive UAO is a necessary step toward the development and validation of new technologies in support of the New York City emergency management and anti-terrorism effort. The real-time intensive UAO will be a dense array of meteorological instrumentation, remote sensing and satellite products and model output, as well as radiation detection, gamma spectrometer and aerosol measurements focused onto a small area in the heart of Manhattan. Such a test-bed, developed in a somewhat homogeneous urban area, and with a well-developed communication and data collection backbone, will be of immense utility for understanding how models of all scales can be improved and how they can best be integrated into the city's emergency program. The goal of the First Planning Workshop was to bring together a small group of experts in the fields of urban meteorology, modeling from mesoscale to fine-mesh computational fluid dynamics, instrumentation, communications and visualization, in order to (1) establish the importance of the observational program, (2) define the most efficient and cost-effective design for the program, (3) define needed intensive observational efforts and establish a schedule, and (4) define the importance of the UAO in emergency operations. The workshop achieved its goals with the enthusiastic participation of over forty persons. There was a synthesis of ideas towards a world-class facility that would benefit both immediate emergency management activities and, over an extended time, the entire field of urban meteorology and contaminant dispersion modeling.
