    The purpose of this facility description document (FDD) is to establish requirements and associated bases that drive the design of the Canister Handling Facility (CHF), which will allow the design effort to proceed to license application. This FDD will be revised at strategic points as the design matures. This FDD identifies the requirements and describes the facility design, as it currently exists, with emphasis on attributes of the design provided to meet the requirements. This FDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This FDD is part of an iterative design process. It leads the design process with regard to the flowdown of upper tier requirements onto the facility. Knowledge of these requirements is essential in performing the design process. The FDD follows the design with regard to the description of the facility. The description provided in this FDD reflects the current results of the design process.

    The Subsurface Facility System encompasses the location, arrangement, size, and spacing of the underground openings. This subsurface system includes accesses, alcoves, and drifts. This system provides access to the underground, provides for the emplacement of waste packages, provides openings to allow safe and secure work conditions, and interfaces with the natural barrier. This system includes what is now the Exploratory Studies Facility. The Subsurface Facility System physical location and general arrangement help support the long-term waste isolation objectives of the repository. The Subsurface Facility System locates the repository openings away from main traces of major faults, away from exposure to erosion, above the probable maximum flood elevation, and above the water table. The general arrangement, size, and spacing of the emplacement drifts support disposal of the entire inventory of waste packages based on the emplacement strategy. The Subsurface Facility System provides access ramps to safely facilitate development and emplacement operations. The Subsurface Facility System supports the development and emplacement operations by providing subsurface space for such systems as ventilation, utilities, safety, monitoring, and transportation.

    The Department of Energy Order 55003A requires facility-specific hazards assessment be prepared, maintained, and used for emergency planning purposes. This hazards assessment document describes the chemical and radiological hazards associated with the Kauai Test Facility, Barking Sands, Kauai, Hawaii. The Kauai Test Facility`s chemical and radiological inventories were screened according to potential airborne impact to onsite and offsite individuals. The air dispersion model, ALOHA, estimated pollutant concentrations downwind from the source of a release, taking into consideration the toxicological and physical characteristics of the release site, the atmospheric conditions, and the circumstances of the release. The greatest distance to the Early Severe Health Effects threshold is 4.2 kilometers. The highest emergency classification is a General Emergency at the {open_quotes}Main Complex{close_quotes} and a Site Area Emergency at the Kokole Point Launch Site. The Emergency Planning Zone for the {open_quotes}Main Complex{close_quotes} is 5 kilometers. The Emergency Planning Zone for the Kokole Point Launch Site is the Pacific Missile Range Facility`s site boundary.

    This document has been prepared and is being released for Project W-441 to record the design basis for the design of the Cold Vacuum Drying Facility. This document sets forth the physical design criteria, Codes and Standards, and functional requirements that were used in the design of the Cold Vacuum Drying Facility. This document contains section 3, 4, 6, and 9 of the Cold Vacuum Drying Facility Design Requirements Document. The remaining sections will be issued at a later date. The purpose of the Facility is to dry, weld, and inspect the Multi-Canister Overpacks before transport to dry storage.

    This Hazards Assessment Document for the New Waste Transfer Facility (NWTF) has been prepared in accordance with the Interim Hazards Classification Guide for Non-Reactor Facilities at Savannah River Site. The conclusion of this assessment is that the facility is a High Hazard Nuclear Facility. The NWTF consists of all facilities installed by Project S-3122. The NWTF contains three segments. Segment 1 consists of the cells containing the diversion box and pump pits, with a Facility Segment Use Category (FSUC) determined to be High Hazard. Segment 2 is the building that encloses the cells. The FSUC of Segment 2 has been determined to be Low Hazard. Segment 3 consists of all parts of the facility external to the main building; this segment contains the ventilation system and HEPA filters and includes the diesel fuel tank. The FSUC of Segment 3 is Low Hazard.

    This documented safety analysis (DSA) for the Waste Storage Facilities was developed in accordance with 10 CFR 830, Subpart B, 'Safety Basis Requirements', and utilizes the methodology outlined in DOE-STD-3009-94, Change Notice 3. The Waste Storage Facilities consist of Area 625 (A625) and the Decontamination and Waste Treatment Facility (DWTF) Storage Area portion of the DWTF complex. These two areas are combined into a single DSA, as their functions as storage for radioactive and hazardous waste are essentially identical. The B695 Segment of DWTF is addressed under a separate DSA. This DSA provides a description of the Waste Storage Facilities and the operations conducted therein; identification of hazards; analyses of the hazards, including inventories, bounding releases, consequences, and conclusions; and programmatic elements that describe the current capacity for safe operations. The mission of the Waste Storage Facilities is to safely handle, store, and treat hazardous waste, transuranic (TRU) waste, low-level waste (LLW), mixed waste, combined waste, nonhazardous industrial waste, and conditionally accepted waste generated at LLNL (as well as small amounts from other DOE facilities).

    This document provides the detailed accident analysis to support HNF-3553, Annex B, Spent Nuclear Fuel Project Final Safety Analysis Report (FSAR), ''Cold Vacuum Drying Facility Final Safety Analysis Report.'' All assumptions, parameters, and models used to provide the analysis of the design basis accidents are documented to support the conclusions in the FSAR. The calculations in this document address the design basis accidents (DBAs) selected for analysis in HNF-3553, ''Spent Nuclear Fuel Project Final Safety Analysis Report'', Annex B, ''Cold Vacuum Drying Facility Final Safety Analysis Report.'' The objective is to determine the quantity of radioactive particulate available for release at any point during processing at the Cold Vacuum Drying Facility (CVDF) and to use that quantity to determine the amount of radioactive material released during the DBAs. The radioactive material released is used to determine dose consequences to receptors at four locations, and the dose consequences are compared with the appropriate evaluation guidelines and release limits to ascertain the need for preventive and mitigative controls.

    This document is intended to act as a baseline source material for risk assessments which can be used in Environmental Assessments and Environmental Impact Statements. The current Radioactive Liquid Waste Treatment Facility (RLWTF) does not meet current General Design Criteria for Non-reactor Nuclear Facilities and could be shut down affecting several DOE programs. This Biological Information Document summarizes various biological studies that have been conducted in the vicinity of new Proposed RLWTF site and an Alternative site. The Proposed site is located on Mesita del Buey, a mess top, and the Alternative site is located in Mortandad Canyon. The Proposed Site is devoid of overstory species due to previous disturbance and is dominated by a mixture of grasses, forbs, and scattered low-growing shrubs. Vegetation immediately adjacent to the site is a pinyon-juniper woodland. The Mortandad canyon bottom overstory is dominated by ponderosa pine, willow, and rush. The south-facing slope was dominated by ponderosa pine, mountain mahogany, oak, and muhly. The north-facing slope is dominated by Douglas fir, ponderosa pine, and oak. Studies on wildlife species are limited in the vicinity of the proposed project and further studies will be necessary to accurately identify wildlife populations and to what extent they utilize the project area. Some information is provided on invertebrates, amphibians and reptiles, and small mammals. Additional species information from other nearby locations is discussed in detail. Habitat requirements exist in the project area for one federally threatened wildlife species, the peregrine falcon, and one federal candidate species, the spotted bat. However, based on surveys outside of the project area but in similar habitats, these species are not expected to occur in either the Proposed or Alternative RLWTF sites. Habitat Evaluation Procedures were used to evaluate ecological functioning in the project area.

    Characterization of transuranic waste from the LANL Plutonium Facility for certification and transportation to WIPP includes the use of acceptable knowledge as specified in the WIPP Quality Assurance Program Plan. In accordance with a site-specific procedure, documentation of acceptable knowledge for retrievably stored and currently generated transuranic waste streams is in progress at LANL. A summary overview of the transuranic waste inventory is complete and documented in the Sampling Plan. This document also includes projected waste generation, facility missions, waste generation processes, flow diagrams, times, and material inputs. The second part of acceptable knowledge documentation consists of assembling more detailed acceptable knowledge information into auditable records and is expected to require several years to complete. These records for each waste stream must support final assignment of waste matrix parameters, EPA hazardous waste numbers, and radionuclide characterization. They must also include a determination whether waste streams are defense waste streams for compliance with the WIPP Land Withdrawal Act. The LANL Plutonium Facility`s mission is primarily plutonium processing in basic special nuclear material (SNM) research activities to support national defense and energy programs. It currently has about 100 processes ranging from SNM recovery from residues to development of plutonium 238 heat sources for space applications. Its challenge is to characterize and certify waste streams from such diverse and dynamic operations using acceptable knowledge. This paper reports the progress on the certification of the first of these waste streams to the WIPP WAC.

    The Analytical Services Organization (ASO), Union Valley Sample Preparation Facility (UVSPF), provides analytical testing in support of the Department of Energy (DOE), Oak Ridge Operations (ORO), and associated sites. Samples generated on the Oak Ridge Reservation (ORR) are routinely received at the WSPF for analytical evaluatiotiidentification. Many of these samples are polychlorinated biphenyl (PCB) regulated from a source or being sent to the facility to determine PCB content. PCB laboratory wastes in solid and liquid form are generated during the evaluation of these materials, requiring the WSPF staff to maintain formal storage areas for staging the materials prior to off-site shipment for disposal. The purpose of this report is to fulfill the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 761.180(a), Subpart J, which requires owners or operators of a facility using or storing PCBS to prepare an annual inventory document by July 1 of the current year which covers the previous calendar year. This report provides documentation of the inventory of PCB materials/wastes that were generated, stored for dispos~ and shipped off site for disposal for the period January 1, 1997, to January 1, 1998. The following is a summary of materials/wastes subject to the aforementioned reporting requirements.

    The Neutron Radiography Reactor Facility (NRAD) is a Training, Research, Isotope Production, General Atomics (TRIGA) reactor which was installed in the Idaho National Laboratory (INL) Hot Fuels Examination Facility (HFEF) at the Materials and Fuels Complex (MFC) in the mid 1970s. The facility provides researchers the capability to examine both irradiated and non-irradiated materials in support of reactor fuel and components programs through non-destructive neutron radiography examination. The facility has been used in the past as one facet of a suite of reactor fuels and component examination facilities available to researchers at the INL and throughout the DOE complex. The facility has also served various commercial research activities in addition to the DOE research and development support. The reactor was initially constructed using Fuel Lifetime Improvement Program (FLIP)- type highly enriched uranium (HEU) fuel obtained from the dismantled Puerto Rico Nuclear Center (PRNC) reactor. In accordance with international non-proliferation agreements, the NRAD core will be converted to a low enriched uranium (LEU) fuel and will continue to utilize the PRNC control rods, control rod drives, startup source, and instrument console as was previously used with the HEU core. The existing NRAD Safety Analysis Report (SAR) was created and maintained in the preferred format of the day, combining sections of both DOE-STD-3009 and Nuclear Regulatory Commission Regulatory Guide 1.70. An addendum was developed to cover the refueling and reactor operation with the LEU core. This addendum follows the existing SAR format combining required formats from both the DOE and NRC. This paper discusses the project to successfully write a compliant and approved addendum to the existing safety basis documents.

    The United States Department of Energy (DOE) has declared that all Hanford plutonium production- and operations-related information generated between 1944 and 1972 is declassified. Any documents found and deemed useful for meeting Hanford Environmental Dose Reconstruction (HEDR) objectives may be declassified with or without deletions in accordance with DOE guidance by Authorized Derivative Declassifiers. The September 1992, letter report, Declassifications Requested by the Technical Steering Panel of Hanford Documents Produced 1944--1960, (PNWD-2024 HEDR UC-707), provides an important milestone toward achieving a complete listing of documents that may be useful to the HEDR Project. The attached listing of approximately 7,000 currently classified Hanford-originated documents relative to Hanford Production Facilities Operations between 1961 and 1972 fulfills TSP Directive 89-3. This list does not include such titles as the Irradiation Processing Department, Chemical Processing Department, and Hanford Laboratory Operations monthly reports generated after 1960 which have been previously declassified with minor deletions and made publicly available. Also Kaiser Engineers Hanford (KEH) Document Control determined that no KEH documents generated between January 1, 1961 and December 31, 1972 are currently classified. Titles which address work for others have not been included because Hanford Site contractors currently having custodial responsibility for these documents do not have the authority to determine whether other than their own staff have on file an appropriate need-to-know. Furthermore, these documents do not normally contain information relative to Hanford Site operations.

    This report is the second in a series of guidelines on international safeguards requirements and practices, prepared expressly for the designers of nuclear facilities. The first document in this series is the description of generic international nuclear safeguards requirements pertaining to all types of facilities. These requirements should be understood and considered at the earliest stages of facility design as part of a new process called “Safeguards-by-Design.” This will help eliminate the costly retrofit of facilities that has occurred in the past to accommodate nuclear safeguards verification activities. The following summarizes the requirements for international nuclear safeguards implementation at enrichment plants, prepared under the Safeguards by Design project, and funded by the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA), Office of NA-243. The purpose of this is to provide designers of nuclear facilities around the world with a simplified set of design requirements and the most common practices for meeting them. The foundation for these requirements is the international safeguards agreement between the country and the International Atomic Energy Agency (IAEA), pursuant to the Treaty on the Non-proliferation of Nuclear Weapons (NPT). Relevant safeguards requirements are also cited from the Safeguards Criteria for inspecting enrichment plants, found in the IAEA Safeguards Manual, Part SMC-8. IAEA definitions and terms are based on the IAEA Safeguards Glossary, published in 2002. The most current specification for safeguards measurement accuracy is found in the IAEA document STR-327, “International Target Values 2000 for Measurement Uncertainties in Safeguarding Nuclear Materials,” published in 2001.     Sandia National Laboratories (SNL) began in 1945 as the ''Z'' Division of what was then Los Alamos Scientific Laboratory on Oxnard Field, which was owned by the Air Technical Service Command, as a base of operations to store materials and house personnel. Oxnard Field was transferred to the U.S. Engineers, Manhattan District, on July 21, 1945, who converted several wood frame structures to serve functions that were transferred from Los Alamos. Development of the SNL/New Mexico (SNL/NM) site began in 1946 and 1947 with construction of the first four buildings in what is now Tech Area I. Construction of another 14 permanent buildings in Tech Area I began in 1948. SNL constructed a high-explosive assembly area in Tech Area II, a half mile south of Tech Area I, and started plans for several outdoor testing facilities for Tech Area III, about seven miles to the south of Tech Area I, in 1952. By 1953, SNL completed and put into operation the first group of Tech Area III facilities, which included a rocket sled track, a large centrifuge, a vibration facility, and an instrument control center. Tech Area IV and Tech Area V were developed later to provide facilities for pulsed power and high-energy experiments. As the need developed for outdoor testing facilities remote from the public and other work areas, SNL added many facilities on U.S. Air Force and other federal property in the area known as Coyote Test Field (Sandia National Laboratories, 1997b). Most recently, DOE leased U.S. Air Force facilities in the Manzano Area for SNL to use for storage of low-level radioactive waste, mixed waste (a combination of radioactive and hazardous waste), and transuranic waste (Sandia National Laboratories, 1997a).

    Mixed and low-level wastes generated at the Idaho National Engineering Laboratory (INEL) are required to be managed according to applicable State and Federal regulations, and Department of Energy Orders that provide for the protection of human health and the environment. The Mixed and Low-Level Waste Treatment Facility Project was chartered in 1991, by the Department of Energy to provide treatment capability for these mixed and low-level waste streams.     The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. The scope of the Unit-Specific Portion is limited to Part B permit application documentation submitted for individual, operating, treatment, storage, and/or disposal units, such as the Central Waste Complex (this document, DOE/RL-91-17). Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the U.S. Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information needed by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. For ease of reference, the Washington State Department of Ecology alpha-numeric section identifiers from the permit application guidance documentation (Ecology 1996) follow, in brackets, the chapter headings and subheadings. A checklist indicating where information is contained in the Central Waste Complex permit application documentation, in relation to the Washington State Department of Ecology guidance, is located in the Contents section. Documentation contained in the General Information Portion is broader in nature and could be used by multiple treatment, storage, and/or disposal units (e.g., the glossary provided in the General Information Portion). Wherever appropriate, the Central Waste Complex permit application documentation makes cross-reference to the General Information Portion, rather than duplicating text. Information provided in this Central Waste Complex permit application documentation is current as of May 1998.

Electrochemical operations for this group are scheduled to transition from Sandia Building 894 to a new Building located in Sandia TA-II referred to as Building 1012. This report also provides background on select design considerations and identifies the Safety Goals, Stakeholder Objectives, and Design Objectives required by the Sandia Design Team to develop the Performance Criteria necessary to the design of Building 1012. This document recognizes the Architecture-Engineering (A-E) Team as the primary design entity. Where safety considerations are identified, suggestions are provided to provide context for the corresponding operational requirement(s).

    The Grout Disposal Facility (GDF) is currently operated on the US Department of Energy`s Hanford Site. The GDF is located near the east end of the Hanford Site`s 200 East operations area, and is used for the treatment and disposal of low-level radioactive liquid wastes. In the grout treatment process, selected radioactive wastes from double-shell tanks are mixed with grout-forming solids; the resulting grout slurry is pumped to near-surface concrete vaults for solidification and permanent disposal. As part of this treatment process, small amounts of toxic particles and volatile organic compounds (VOCs) may be released to the atmosphere through the GDF`s exhaust system. This analysis constitutes a Best Available Control Technology for Toxics (T-BACT) study, as required in the Washington Administrative Code (WAC 173-460) to support a Notice of Construction for the operation of the GDF exhaust system at a modified flow rate that exceeds the previously permitted value. This report accomplishes the following: assesses the potential emissions from the GDF; estimates air quality impacts to the public from toxic air pollutants; identifies control technologies that could reduce GDF emissions; evaluates impacts of the control technologies; and recommends appropriate emissions controls.

    In December 1982 DOE-SR directed SRL to study the feasibility and impact of a program to lower the U-236 content of the Highly Enriched Uranium (HEU) stockpile used as fuel for the SRP reactors. In response to this request SRL assessed four technologies, Atomic Vapor Laser Isotope Separation (AVLIS), Molecular Laser Isotope Separation (MLIS), Gas Centrifuge, and the Plasma Separation Process (PSP) for this purpose with the assistance of the Engineering Department. In April 1983 cost/benefit analyses for these processes, high spot cost estimates for production facilities, and process uncertainties were submitted to DOE-SR with a recommendation to proceed with the conceptual design and supporting development programs for a facility based on the use of the PSP process. The current program status for the PSP development program at SRL and the design and documentation of a production facility at SRP, referred to as the Fuel Improvement Demonstration Facility (FIDF), is described in this report.

This document specifies the criteria that shall be in the B Plant surveillance and maintenance phase safety basis in order to obtain approval of the DOE-RL. This CD describes the criteria to be addressed in the S&M Phase safety basis for the deactivated Waste Fractionization Facility (B Plant) on the Hanford Site in Washington state. This criteria document describes: the document type and format that will be used for the S&M Phase safety basis, the requirements documents that will be invoked for the document development, the deactivated condition of the B Plant facility, and the scope of issues to be addressed in the S&M Phase safety basis document.

    This directory (NUREG/BR-0088, Revision 7) lists local public document rooms (LPDRs) for commercial nuclear power plants with operating or possession-only licenses or under construction, plus the LPDRs for potential high-level radioactive waste repository sites, gaseous diffusion plants, certain fuel cycle facilities, certain low-level waste disposal facilities, and any temporary LPDRs established for the duration of licensing proceedings. In some instances, the LPDR libraries maintain document collections for more than one licensed facility. The library staff members listed are the persons most familiar with the LPDR collections.     The term {open_quotes}facility siting{close_quotes} refers to the spacial relationships between process units, process equipment within units, and the location of buildings relative to process equipment. Facility siting is an important consideration for the safe operation of manufacturing facilities. Paragraph (d) of the Process Safety Management (PSM) rule (29 CFR 1910.119) requires employers to document the codes and standards used for designing process equipment. This documentation includes facility siting. The regulation also requires employers to document that the design of the facility complies with recognized and generally accepted good engineering practices. In addition, paragraph (e) of the PSM regulation requires that facility siting be evaluated during Process Hazard Analyses. Facility siting issues may also need to be considered in emergency planning and response which are required under paragraph (n) of the PSM rule. This paper will demonstrate, by utilizing an example, one technique for evaluating whether buildings could be affected by a catastrophic incident and for determining if these buildings should be included in the PSM programs developed at the facility such as Process Hazard Analysis and Mechanical Integrity. In addition, this example will illustrate a methodology for determining if the buildings are designed and located in accordance with good engineering practice and industry standards.

    The Hanford Facility Dangerous Waste Permit Application is considered to 10 be a single application organized into a General Information Portion (document 11 number DOE/RL-91-28) and a Unit-Specific Portion. The scope of the 12 Unit-Specific Portion is limited to Part B permit application documentation 13 submitted for individual, `operating` treatment, storage, and/or disposal 14 units, such as the Liquid Effluent Retention Facility and 200 Area Effluent 15 Treatment Facility (this document, DOE/RL-97-03). 16 17 Both the General Information and Unit-Specific portions of the Hanford 18 Facility Dangerous Waste Permit Application address the content of the Part B 19 permit application guidance prepared by the Washington State Department of 20 Ecology (Ecology 1987 and 1996) and the U.S. Environmental Protection Agency 21 (40 Code of Federal Regulations 270), with additional information needs 22 defined by the Hazardous and Solid Waste Amendments and revisions of 23 Washington Administrative Code 173-303. For ease of reference, the Washington 24 State Department of Ecology alpha-numeric section identifiers from the permit 25 application guidance documentation (Ecology 1996) follow, in brackets, the 26 chapter headings and subheadings.     The purpose of this report is to provide a baseline physical characterization of Mound`s facilities as of September 1993. The baseline characterizations are to be used in the development of long-term future use strategy development for the Mound site. This document describes the current missions and alternative future use scenarios for each building. Current mission descriptions cover facility capabilities, physical resources required to support operations, current safety envelope and current status of facilities. Future use scenarios identify potential alternative future uses, facility modifications required for likely use, facility modifications of other uses, changes to safety envelope for the likely use, cleanup criteria for each future use scenario, and disposition of surplus equipment. This Introductory Chapter includes an Executive Summary that contains narrative on the Functional Unit Material Condition, Current Facility Status, Listing of Buildings, Space Plans, Summary of Maintenance Program and Repair Backlog, Environmental Restoration, and Decontamination and Decommissioning Programs.
