In the following sections, this document describes the Rocky Flats Site, the buildings available for lease, the equipment within these buildings, the site services available to a tenant, the human resources available to support operations in buildings 865 and 883, and the environmental condition of the buildings and property. In addition, a brief description is provided of the work performed to date to explore the potential products that might be manufactured in Buildings 865 and 883, and the markets for these products.

    A geotechnical investigation program has been completed for the Commercial Light Water Reactor - Tritium Extraction Facility (CLWR-TEF) at the Savannah River Site (SRS). The program consisted of reviewing previous geotechnical and geologic data and reports, performing subsurface field exploration, field and laboratory testing, and geologic and engineering analyses. The purpose of this investigation was to characterize the subsurface conditions for the CLWR-TEF in terms of subsurface stratigraphy and engineering properties for design and to perform selected engineering analyses. The objectives of the evaluation were to establish site-specific geologic conditions, obtain representative engineering properties of the subsurface and potential fill materials, evaluate the lateral and vertical extent of any soft zones encountered, and perform engineering analyses for slope stability, bearing capacity and settlement, and liquefaction potential. In addition, provide general recommendations for construction and earthwork.

    The Department of Energy (DOE) has shutdown many production reactors; the Department has begun a major effort to also shutdown a wide variety of other nuclear facilities. Because so many facilities are being closed, it is necessary to place many of them into a safe- storage status, i.e., deactivation, before conducting decommissioning- for perhaps as long as 20 years. The challenge is to achieve this safe-storage condition in a cost-effective manner while remaining in compliance with applicable regulations. The DOE Office of Environmental Management, Office of Transition and Management, commissioned a lessons-learned study of commercial experience with safe storage and decommissioning. Although the majority of the commercial experience has been with reactors, many of the lessons learned presented in this document can provide insight into transitioning challenges that Will be faced by the DOE weapons complex.

    The exploration and production segment of the U.S. oil and gas industry generates millions of barrels of nonhazardous oil field wastes annually. In most cases, operators can dispose of their oil fields wastes at a lower cost on-site than off site and, thus, will choose on-site disposal. However, a significant quantity of oil field wastes are still sent to off-site commercial facilities for disposal. This paper provides information on the availability of commercial disposal companies in different states, the treatment and disposal methods they employ, and how much they charge. There appear to be two major off-site disposal trends. Numerous commercial disposal companies that handle oil field wastes exclusively are located in nine oil-and gas-producing states. They use the same disposal methods as those used for on-site disposal. In addition, the Railroad Commission of Texas has issued permits to allow several salt caverns to be used for disposal of oil field wastes. Twenty-two other oil- and gas-producing states contain few or no disposal companies dedicated to oil and gas industry waste. The only off-site commercial disposal companies available handle general industrial wastes or are sanitary landfills. In those states, operators needing to dispose of oil field wastes off-site must send them to a local landfill or out of state. The cost of off-site commercial disposal varies substantially, depending on the disposal method used, the state in which the disposal company is located, and the degree of competition in the area.

    Changes in the electricity consumption of commercial buildings and industrial facilities (C&I facilities) during Demand Response (DR) events are usually estimated using counterfactual baseline models. Model error makes it difficult to precisely quantify these changes in consumption and understand if C&I facilities exhibit event-to-event variability in their response to DR signals. This paper seeks to understand baseline model error and DR variability in C&I facilities facing dynamic electricity prices. Using a regression-based baseline model, we present a method to compute the error associated with estimates of several DR parameters. We also develop a metric to determine how much observed DR variability results from baseline model error rather than real variability in response. We analyze 38 C&I facilities participating in an automated DR program and find that DR parameter errors are large. Though some facilities exhibit real DR variability, most observed variability results from baseline model error. Therefore, facilities with variable DR parameters may actually respond consistently from event to event. Consequently, in DR programs in which repeatability is valued, individual buildings may be performing better than previously thought. In some cases, however, aggregations of C&I facilities exhibit real DR variability, which could create challenges for power system operation.

  7. Characterizing the Response of Commercial and Industrial Facilities to Dynamic Pricing Signals from the Utility

    We describe a method to generate statistical models of electricity demand from Commercial and Industrial (C&I) facilities including their response to dynamic pricing signals. Models are built with historical electricity demand data. A facility model is the sum of a baseline demand model and a residual demand model; the latter quantifies deviations from the baseline model due to dynamic pricing signals from the utility. Three regression-based baseline computation methods were developed and analyzed. All methods performed similarly. To understand the diversity of facility responses to dynamic pricing signals, we have characterized the response of 44 C&I facilities participating in a Demand Response (DR) program using dynamic pricing in California (Pacific Gas and Electric's Critical Peak Pricing Program). In most cases, facilities shed load during DR events but there is significant heterogeneity in facility responses. Modeling facility response to dynamic price signals is beneficial to the Independent System Operator for scheduling supply to meet demand, to the utility for improving dynamic pricing programs, and to the customer for minimizing energy costs.

    The U.S. Environmental Protection Agency (EPA) is developing regulations that would establish requirements for discharging synthetic-based drill cuttings from offshore wells into the ocean. Justification for allowing discharges of these cuttings is that the environmental impacts from discharging drilling wastes into the ocean may be less harmful than the impacts from hauling them to shore for disposal. In the past, some onshore commercial facilities that disposed of these cuttings were improperly managed and operated and left behind environmental problems. This report provides background information on commercial waste disposal facilities in Texas, Louisiana, California, and Alaska that received or may have received offshore drilling wastes in the past and are now undergoing cleanup.

  13. Analysis of the suitability of DOE facilities for treatment of commercial low-level radioactive mixed waste

    This report evaluates the capabilities of the United States Department of Energy`s (DOE`s) existing and proposed facilities to treat 52 commercially generated low-level radioactive mixed (LLMW) waste streams that were previously identified as being difficult-to-treat using commercial treatment capabilities. The evaluation was performed by comparing the waste matrix and hazardous waste codes for the commercial LLMW streams with the waste acceptance criteria of the treatment facilities, as identified in the following DOE databases: Mixed Waste Inventory Report, Site Treatment Plan, and Waste Stream and Technology Data System. DOE facility personnel also reviewed the list of 52 commercially generated LLMW streams and provided their opinion on whether the wastes were technically acceptable at their facilities, setting aside possible administrative barriers. The evaluation tentatively concludes that the DOE is likely to have at least one treatment facility (either existing or planned) that is technically compatible for most of these difficult-to-treat commercially generated LLMW streams. This conclusion is tempered, however, by the limited amount of data available on the commercially generated LLMW streams, by the preliminary stage of planning for some of the proposed DOE treatment facilities, and by the need to comply with environmental statutes such as the Clean Air Act.

    For the past two years, the United States National Nuclear Security Administration, Office of International Regimes and Agreements (NA-243), has sponsored the Safeguards-by-Design Project, through which it is hoped new nuclear facilities will be designed and constructed worldwide more amenable to nuclear safeguards. In the course of this project it was recognized that commercial designer/builders of nuclear facilities are not always aware of, or understand, the relevant domestic and international safeguards requirements, especially the latter as implemented by the International Atomic Energy Agency (IAEA). To help commercial designer/builders better understand these requirements, a report was prepared by the Safeguards-by-Design Project Team that articulated and interpreted the international nuclear safeguards requirements for the initial case of uranium enrichment plants. The following paper summarizes the subject report, the specific requirements, where they originate, and the implications for design and construction. It also briefly summarizes the established best design and operating practices that designer/builder/operators have implemented for currently meeting these requirements. In preparing the subject report, it is recognized that the best practices are continually evolving as the designer/builder/operators and IAEA consider even more effective and efficient means for meeting the safeguards requirements and objectives.

  17. Environmental assessment for the Strategic Petroleum Reserve Big Hill facility storage of commercial crude oil project, Jefferson County, Texas

    The Big Hill SPR facility located in Jefferson County, Texas has been a permitted operating crude oil storage site since 1986 with benign environmental impacts. However, Congress has not authorized crude oil purchases for the SPR since 1990, and six storage caverns at Big Hill are underutilized with 70 million barrels of available storage capacity. On February 17, 1999, the Secretary of Energy offered the 70 million barrels of available storage at Big Hill for commercial use. Interested commercial users would enter into storage contracts with DOE, and DOE would receive crude oil in lieu of dollars as rental fees. The site could potentially began to receive commercial oil in May 1999. This Environmental Assessment identified environmental changes that potentially would affect water usage, power usage, and air emissions. However, as the assessment indicates, changes would not occur to a major degree affecting the environment and no long-term short-term, cumulative or irreversible impacts have been identified.

    The terrorist attacks of September 11, 2001 (9/11), focused a great deal of interest and concern on how individual and social perceptions of risk change behavior and subsequently affect commercial sector venues. Argonne conducted a review of the literature to identify studies that quantify the direct and indirect economic consequences of avoidance behaviors that result from terrorist attacks. Despite a growing amount of literature addressing terrorism impacts, relatively little is known about the causal relationships between risk perception, human avoidance behaviors, and the economic effects on commercial venues. Nevertheless, the technical and academic literature does provide some evidence, both directly and by inference, of the level and duration of post-event avoidance behaviors on commercial venues. Key findings are summarized in this Executive Summary. Also included as an appendix is a more detailed summary table of literature findings reproduced from the full report.

    This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission (NRC) Radiation Exposure Information and Reporting System (REIRS). The bulk of the information contained in the report was compiled from the 2008 annual reports submitted by five of the seven categories1 of NRC licensees subject to the reporting requirements of 10 CFR 20.2206. The annual reports submitted by these licensees consist of radiation exposure records for each monitored individual. These records are analyzed for trends and presented in this report in terms of collective dose and the distribution of dose among the monitored individuals. Because there are no geologic repositories for high-level waste currently licensed and no low-level waste disposal facilities in operation, only five categories will be considered in this report.

    In accordance with the Low-Level Radioactive Waste Policy Amendments Act of 1985, states are responsible for providing for disposal of commercially generated low-level radioactive waste (LLW) within their borders. LLW in the US is defined as all radioactive waste that is not classified as spent nuclear fuel, high-level radioactive waste, transuranic waste, or by-product material resulting from the extraction of uranium from ore. Commercial waste includes LLW generated by hospitals, universities, industry, pharmaceutical companies, and power utilities. LLW generated by the country`s defense operations is the responsibility of the Federal government and its agency, the Department of Energy. The commercial LLRW disposal sites discussed in this report are located near: Sheffield, Illinois (closed); Maxey Flats, Kentucky (closed); Beatty, Nevada (closed); West Valley, New York (closed); Barnwell, South Carolina (operating); Richland, Washington (operating); Ward Valley, California, (proposed); Sierra Blanca, Texas (proposed); Wake County, North Carolina (proposed); and Boyd County, Nebraska (proposed). While some comparisons between the sites described in this report are appropriate, this must be done with caution. In addition to differences in climate and geology between sites, LLW facilities in the past were not designed and operated to today`s standards. This report summarizes each site`s design and operational considerations for near-surface disposal of low-level radioactive waste. The report includes: a description of waste characteristics; design and operational features; post closure measures and plans; cost and duration of site characterization, construction, and operation; recent related R and D activities for LLW treatment and disposal; and the status of the LLW system in the US.

    This report summarizes the occupational radiation exposure information that has been reported to the NRC`s Radiation Exposure Information Reporting System (REIRS) by nuclear power facilities and certain other categories of NRC licensees during the years 1969 through 1992. The bulk of the data presented in the report was obtained from annual radiation exposure reports submitted in accordance with the requirements of 10CFR20.407 and the technical specifications of nuclear power plants. Data on workers terminating their employment at certain NRC licensed facilities were obtained from reports submitted pursuant to 10CFR20.408. The 1992 annual reports submitted by about 364 licensees indicated that approximately 204,365 individuals were monitored, 183,927 of whom were monitored by nuclear power facilities. They incurred an average individual dose of 0.16 rem (cSv) and an average measurable dose of about 0.30 (cSv). Termination radiation exposure reports were analyzed to reveal that about 74,566 individuals completed their employment with one or more of the 364 covered licensees during 1992. Some 71,846 of these individuals terminated from power reactor facilities, and about 9,724 of them were considered to be transient workers who received an average dose of 0.50 rem (cSv).

    This report is the second in a series of guidelines on international safeguards requirements and practices, prepared expressly for the designers of nuclear facilities. The first document in this series is the description of generic international nuclear safeguards requirements pertaining to all types of facilities. These requirements should be understood and considered at the earliest stages of facility design as part of a new process called “Safeguards-by-Design.” This will help eliminate the costly retrofit of facilities that has occurred in the past to accommodate nuclear safeguards verification activities. The following summarizes the requirements for international nuclear safeguards implementation at enrichment plants, prepared under the Safeguards by Design project, and funded by the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA), Office of NA-243. The purpose of this is to provide designers of nuclear facilities around the world with a simplified set of design requirements and the most common practices for meeting them. The foundation for these requirements is the international safeguards agreement between the country and the International Atomic Energy Agency (IAEA), pursuant to the Treaty on the Non-proliferation of Nuclear Weapons (NPT). Relevant safeguards requirements are also cited from the Safeguards Criteria for inspecting enrichment plants, found in the IAEA Safeguards Manual, Part SMC-8. IAEA definitions and terms are based on the IAEA Safeguards Glossary, published in 2002. The most current specification for safeguards measurement accuracy is found in the IAEA document STR-327, “International Target Values 2000 for Measurement Uncertainties in Safeguarding Nuclear Materials,” published in 2001.     Lawrence Livermore National Laboratory (LLNL) is developing seismic and wind hazard models for the US Department of Energy (DOE). The work is part of a three-phase effort to establish building design criteria developed with a uniform methodology for seismic and wind hazards at the various DOE sites throughout the United States. In Phase 1, LLNL gathered information on the sites and their critical facilities, including nuclear reactors, fuel-reprocessing plants, high-level waste storage and treatment facilities, and special nuclear material facilities. Phase 2 - development of seismic and wind hazard models - is discussed in this paper, which summarizes the methodologies used by seismic and extreme-wind experts and gives sample hazard curves for the first sites to be modeled. These hazard models express the annual probability that the site will experience an earthquake (or windspeed) greater than some specified magnitude. In the final phase, the DOE will use the hazards models and LLNL-recommended uniform design criteria to evaluate critical facilities. The methodology presented in this paper also was used for a related LLNL study - involving the seismic assessment of six commercial plutonium fabrication plants licensed by the US Nuclear Regulatory Commission (NRC).   7. A method for the assessment of site-specific economic impacts of commercial and industrial biomass energy facilities. A handbook and computer model

    A handbook on ``A Method for the Assessment of Site-specific Econoomic Impacts of Industrial and Commercial Biomass Energy Facilities`` has been prepared by Resource Systems Group Inc. under contract to the Southeastern Regional Biomass Energy Program (SERBEP). The handbook includes a user-friendly Lotus 123 spreadsheet which calculates the economic impacts of biomass energy facilities. The analysis uses a hybrid approach, combining direct site-specific data provided by the user, with indirect impact multipliers from the US Forest Service IMPLAN input/output model for each state. Direct economic impacts are determined primarily from site-specific data and indirect impacts are determined from the IMPLAN multipliers. The economic impacts are given in terms of income, employment, and state and federal taxes generated directly by the specific facility and by the indirect economic activity associated with each project. A worksheet is provided which guides the user in identifying and entering the appropriate financial data on the plant to be evaluated. The WLAN multipliers for each state are included in a database within the program. The multipliers are applied automatically after the user has entered the site-specific data and the state in which the facility is located. Output from the analysis includes a summary of direct and indirect income, employment and taxes. Case studies of large and small wood energy facilities and an ethanol plant are provided as examples to demonstrate the method. Although the handbook and program are intended for use by those with no previous experience in economic impact analysis, suggestions are given for the more experienced user who may wish to modify the analysis techniques.

    This project was designed to develop guidance for implementing 10 CFR Part 61 and to determine the overall needs for sampling and statistical work in characterizing, surveying, monitoring, and closing commercial low-level waste sites. When cost-effectiveness and statistical reliability are of prime importance, then double sampling, compositing, and stratification (with optimal allocation) are identified as key issues. If the principal concern is avoiding questionable statistical practice, then the applicability of kriging (for assessing spatial pattern), methods for routine monitoring, and use of standard textbook formulae in reporting monitoring results should be reevaluated. Other important issues identified include sampling for estimating model parameters and the use of data from left-censored (less than detectable limits) distributions.

    This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission`s (NRC) Radiation Exposure Information and Reporting System (REIRS). Annual reports for 1994 were received from a total of 303 NRC licensees, of which 109 were operators of nuclear power reactors in commercial operation. Compilations of the reports submitted by the 303 licensees indicated that 152,028 individuals were monitored, 79,780 of whom received a measurable dose. The collective dose incurred by these individuals was 24,740 person-cSv (person-rem){sup 2} which represents a 15% decrease from the 1993 value. The number of workers receiving a measurable dose also decreased, resulting in the average measurable dose of 0.31 cSv (rem) for 1994. The average measurable dose is defined to be the total collective dose (TEDE) divided by the number of workers receiving a measurable dose. These figures have been adjusted to account for transient reactor workers. In 1994, the annual collective dose per reactor for light water reactor licensees (LWRs) was 198 person-cSv (person-rem). This represents a 18% decrease from the 1993 value of 242 person-cSv (person-rem). The annual collective dose per reactor for boiling water reactors (BWRs) was 327 person-cSv (person-rem) and, for pressurized water reactors (PWRs), it was 131 person-cSv (person-rem). Analyses of transient worker data indicate that 18,178 individuals completed work assignments at two or more licensees during the monitoring year. The dose distributions are adjusted each year to account for the duplicate reporting of transient workers by multiple licensees. In 1994, the average measurable dose calculated from reported data was 0.28 cSv (rem). The corrected dose distribution resulted in an average measurable dose of 0.31 cSv (rem).

The number of workers receiving a measurable dose also decreased, resulting in the average measurable dose of 0.29 cSv (rem) for 1996. These figures have been adjusted to account for transient reactor workers. Analyses of transient worker data indicate that 22,348 individuals completed work assignments at two or more licensees during the monitoring year. The dose distributions are adjusted each year to account for the duplicate reporting of transient workers by multiple licensees.     This report summarizes the occupational exposure data that are maintained in the U.S. Nuclear Regulatory Commission’s (NRC) Radiation Exposure Information and Reporting System (REIRS). The bulk of the information contained in the report was compiled from the 2010 annual reports submitted by five of the seven categories of NRC licensees subject to the reporting requirements of 10 CFR 20.2206. Because there are no geologic repositories for high-level waste currently licensed and no NRC-licensed low-level waste disposal facilities currently in operation, only five categories will be considered in this report. The annual reports submitted by these licensees consist of radiation exposure records for each monitored individual. These records are analyzed for trends and presented in this report in terms of collective dose and the distribution of dose among the monitored individuals. Annual reports for 2010 were received from a total of 190 NRC licensees. The summation of reports submitted by the 190 licensees indicated that 192,424 individuals were monitored, 81,961 of whom received a measurable dose. When adjusted for transient workers who worked at more than one licensee during the year, there were actually 142,471 monitored individuals and 62,782 who received a measurable dose. The collective dose incurred by these individuals was 10,617 person-rem, which represents a 12% decrease from the 2009 value. This decrease was primarily due to the decrease in collective dose at commercial nuclear power reactors, as well as a decrease in the collective dose for most of the other categories of NRC licensees. The number of individuals receiving a measurable dose also decreased, resulting in an average measurable dose of 0.13 rem for 2010. The average measurable dose is defined as the total effective dose equivalent (TEDE) divided by the number of individuals receiving a measurable dose.     This report presents information on those US Department of Energy (DOE) management programs and facilities, existing and planned, that are potentially capable of storing DOE Special Case Waste (SCW) until a disposal capability is available. Major emphasis is given to the possibility of storing commercial greater-than-Class C low-level radioactive waste (GTCC LLW) together with DOE SCW, as well as with other waste types. In addition to this primary issue, the report gives an in-depth background on SCW and GTCC LLW, and discusses their similarities. Institutional issues concerning these waste types are not addressed in this report.

    The ERC family of companies is anticipating market entry of their first commercial product, a 2.8-MW power plant, in the second quarter of 1999. This paper discusses the first item, that of preparing for commercialization. ERC`s formal commercialization program began in 1990 with the selection of the 2-MW Direct Fuel Cell power plant by the American Public Power Association (APPA) for promotion to the over 2000 municipal utilities comprising APPA`s segment of the utility sector. Since that beginning, the APPA core group expanded to become the Fuel Cell Commercialization Group (FCCG) which includes representation from all markets - utilities and other power generation equipment buyers.

    Environmental and socioeconomic impacts likely to occur during the operational phase of two coal liquefaction processes have been evaluated with SELECS (Site Evaluation for Energy Conversion Systems) for each of six potential sites in Kentucky for commercial scale facilities capable of processing about 26,000 tons of coal per stream day. The processes considered in this evaluation are SRC-I, a direct liquefaction route with solid boiler fuel as the principal product, and Coal-to-Methanol-to-Gasoline, an indirect liquefaction route with transportation fuel as the primary product. For comparative purposes, the impacts of a 2-gigawatt coal-fired steam-electric power plant (with coal requirements comparable to the liquefaction facilities) and an automobile parts manufacturing plant (with employment requirements of 849, comparable to the liquefaction facilities) have also been evaluated at each site. At each site, impacts have been evaluated for one or two nearby cities or towns and four to six counties where significant impacts might be expected. The SELECS methodology affords a well-organized and efficient approach to collecting and assessing a large volume of data needed to comprehensively determine the potential socioeconomic and environmental impacts resulting from the implementation of commercial scale synfuel and other energy conversion facilities. This study has also shown that SELECS is equally applicable to determine the impacts of other facilities, such as automobile parts manufacturing. In brief, the SELECS methodology serves the purpose of objectively screening sites in order to choose one at which adverse impacts will be least, and/or to determine what aspect of a proposed facility might be modified to lessen impacts at a specific site.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

    The topic of the Department of Energy acceptance of commercial mixed waste at DOE facilities has been proposed by host States and compact regions that are developing low-level radioactive waste disposal facilities. States support the idea of DOE accepting commercial mixed waste because (a) very little commercial mixed waste is generated compared to generation by DOE facilities (Department of Energy--26,300 cubic meters annually vs. commercial--3400 cubic meters annually); (b) estimated costs for commercial disposal are estimated to be $15,000 to $40,000 per cubic foot; (c) once treatment capability becomes available, 70% of the current levels of commercial mixed waste will be eliminated, (d) some State laws prohibit the development of mixed waste disposal facilities in their States; (e) DOE is developing a nationwide strategy that will include treatment and disposal capacity for its own mixed waste and the incremental burden on the DOE facilities would be minuscule, and (6) no States are developing mixed waste disposal facilities. DOE senior management has repeatedly expressed willingness to consider investigating the feasibility of DOE accepting commercial mixed waste. In January 1991, Leo Duffy of the Department of energy met with members of the Low-Level Radioactive Waste Forum, which led to an agreement to explore such an arrangement. He stated that this seems like a cost-effective way to solve commercial mixed waste management problems.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    The Office of Civilian Radioactive Waste Management (OCRWM) is responsible for developing the Civilian Radioactive Waste Management System (CRWMS) to accept spent nuclear fuel from the commercial facilities. In support of the development of the CRWMS, OCRWM sponsored the Facility Interface Capability Assessment (FICA) project. The objective of this project was to assess the capability of each commercial facility to handle various spent nuclear fuel shipping casks. The purpose of this report is to summarize the results of the facility assessments completed within the FICA project. The project was conducted in two phases. During Phase I, the data items required to complete the facility assessments were identified and the data base for the project was created. During Phase II, visits were made to 122 facilities on 76 sites to collect data and information, the data base was updated, and assessments of the cask-handling capabilities at each facility were performed.

While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes. Water management planning and leak detection are also included as they are essential to a successful water management program.

  10. Commercialization of a DOE Laboratory

    On April 1, 1998, Materials and Chemistry Laboratory, Inc. (MCLinc) began business as an employee-owned, commercial, applied research laboratory offering services to both government and commercial clients. The laboratory had previously been a support laboratory to DoE's gaseous diffusion plant in Oak Ridge (K-25). When uranium enrichment was halted at the site, the laboratory was expanded to as an environmental demonstration center and served from 1992 until 1997 as a DOE Environmental User Facility. In 1997, after the laboratory was declared surplus, it was made available to the employee group who operated the laboratory for DOE as a government-owned, contractor-operated facility. This paper describes briefly the process of establishing the business. Attributes that contributed to the success of MCLinc are described. Some attention is given to lessons learned and to changes that could facilitate future attempts to make similar transitions. Lessons learnt: as with any business venture, operation over time has revealed that some actions taken by the laboratory founders have contributed to its successful operation while others were not so successful. Observations are offered in hopes that lessons learned may suggest actions that will facilitate future attempts to make similar transitions. First, the decision to vest significant ownership of the business in the core group of professionals operating the business is key to its success. Employee-owners of the laboratory have consistently provided a high level of service to its customers while conducting business in a cost-efficient manner. Secondly, an early decision to provide business support services in-house rather than purchasing them from support contractors on site have proven cost-effective. Laboratory employees do multiple tasks and perform overhead tasks in addition to their chargeable technical responsibilities. Thirdly, assessment of technical capabilities in view of market needs and a decision to offer these

    Studsvik has completed over four years of operation at its Erwin, TN facility. During this time period Studsvik processed over 3.3 million pounds (1.5 million kgs) of radioactive ion exchange bead resin, powdered filter media, and activated carbon, which comprised a cumulative total activity of 18,852.5 Ci (6.98E+08 MBq). To date, the highest radiation level for an incoming resin container has been 395 R/hr (3.95 Sv/h). The Studsvik Processing Facility (SPF) has the capability to safely and efficiently receive and process a wide variety of solid and liquid Low Level Radioactive Waste (LLRW) streams including: Ion Exchange Resins (IER), activated carbon (charcoal), graphite, oils, solvents, and cleaning solutions with contact radiation levels of up to 400 R/hr (4.0 Sv/h). The licensed and heavily shielded SPF can receive and process liquid and solid LLRWs with high water and/or organic content. This paper provides an overview of the last four years of commercial operations processing radioactive LLRW from commercial nuclear power plants. Process improvements and lessons learned will be discussed.

    The US Department of Energy`s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) is responsible for developing the Civilian Radioactive Waste Management System (CRWMS) to accept spent nuclear fuel from commercial facilities. The objective of the Facility Interface Capability Assessment (FICA) project was to assess the capability of each commercial spent nuclear fuel (SNF) storage facility, at which SNF is stored, to handle various SNF shipping casks. The purpose of this report is to present and analyze the results of the facility assessments completed within the FICA project. During Phase 1, the data items required to complete the facility assessments were identified and the database for the project was created. During Phase 2, visits were made to 122 facilities on 76 sites to collect data and information, the database was updated, and assessments of the cask-handling capabilities at each facility were performed. Each assessment of cask-handling capability contains three parts: the current capability of the facility (planning base); the potential enhanced capability if revisions were made to the facility licensing and/or administrative controls; and the potential enhanced capability if limited physical modifications were made to the facility. The main conclusion derived from the planning base assessments is that the current facility capabilities will not allow handling of any of the FICA Casks at 49 of the 122 facilities evaluated. However, consideration of potential revisions and/or modifications showed that all but one of the 49 facilities could be adapted to handle at least one of the FICA Casks. For this to be possible, facility licensing, administrative controls, and/or physical aspects of the facility would need to be modified.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

    We request a $25 million government-guaranteed, interest-free loan to be repaid over a 30-year period for construction and initial operations of a cyclotron-based National Biomedical Tracer Facility (NBTF) in North Central Texas. The NBTF will be co-located with a linear accelerator-based commercial radioisotope production facility, funded by the private sector at approximately $28 million. In addition, research radioisotope production by the NBTF will be coordinated through an association with an existing U.S. nuclear reactor center that will produce research and commercial radioisotopes through neutron reactions. The combined facilities will provide the full range of technology for radioisotope production and research: fast neutrons, thermal neutrons, and particle beams (H{sup -}, H{sup +}, and D{sup +}). The proposed NBTF facility includes an 80 MeV, 1 mA H{sup -} cyclotron that will produce proton-induced (neutron deficient) research isotopes.

    The purpose of this design calculation is to revise and update the previous criticality calculation for the Aging Facility (documented in BSC 2004a). This design calculation will also demonstrate and ensure that the storage and aging operations to be performed in the Aging Facility meet the criticality safety design criteria in the ''Project Design Criteria Document'' (Doraswamy 2004, Section 4.9.2.2), and the functional nuclear criticality safety requirement described in the ''SNF Aging System Description Document'' (BSC [Bechtel SAIC Company] 2004f, p. 3-12). The scope of this design calculation covers the systems and processes for aging commercial spent nuclear fuel (SNF) and staging Department of Energy (DOE) SNF/High-Level Waste (HLW) prior to its placement in the final waste package (WP) (BSC 2004f, p. 1-1). Aging commercial SNF is a thermal management strategy, while staging DOE SNF/HLW will make loading of WPs more efficient (note that aging DOE SNF/HLW is not needed since these wastes are not expected to exceed the thermal limits form emplacement) (BSC 2004f, p. 1-2). The description of the changes in this revised document is as follows: (1) Include DOE SNF/HLW in addition to commercial SNF per the current ''SNF Aging System Description Document'' (BSC 2004f). (2) Update the evaluation of Category 1 and 2 event sequences for the Aging Facility as identified in the ''Categorization of Event Sequences for License Application'' (BSC 2004c, Section 7). (3) Further evaluate the design and criticality controls required for a storage/aging cask, referred to as MGR Site-specific Cask (MSC), to accommodate commercial fuel outside the content specification in the Certificate of Compliance for the existing NRC-certified storage casks. In addition, evaluate the design required for the MSC that will accommodate DOE SNF/HLW. This design calculation will achieve the objective of providing the criticality safety results to support the preliminary design of the Aging

  14. Strategies for Demand Response in Commercial Buildings

    This paper describes strategies that can be used in commercial buildings to temporarily reduce electric load in response to electric grid emergencies in which supplies are limited or in response to high prices that would be incurred if these strategies were not employed. The demand response strategies discussed herein are based on the results of three years of automated demand response field tests in which 28 commercial facilities with an occupied area totaling over 11 million ft{sup 2} were tested. Although the demand response events in the field tests were initiated remotely and performed automatically, the strategies used could also be initiated by on-site building operators and performed manually, if desired. While energy efficiency measures can be used during normal building operations, demand response measures are transient; they are employed to produce a temporary reduction in demand. Demand response strategies achieve reductions in electric demand by temporarily reducing the level of service in facilities. Heating ventilating and air conditioning (HVAC) and lighting are the systems most commonly adjusted for demand response in commercial buildings. The goal of demand response strategies is to meet the electric shed savings targets while minimizing any negative impacts on the occupants of the buildings or the processes that they perform. Occupant complaints were minimal in the field tests. In some cases, ''reductions'' in service level actually improved occupant comfort or productivity. In other cases, permanent improvements in efficiency were discovered through the planning and implementation of ''temporary'' demand response strategies. The DR strategies that are available to a given facility are based on factors such as the type of HVAC, lighting and energy management and control systems (EMCS) installed at the site.

    The High Exposure Facility is a collimated high-level gamma irradiator that is located in the basement of the 318 building. It was custom developed by PNNL back in 1982 to meet the needs for high range radiological instrument calibrations and dosimeter irradiations. At the time no commercially available product existed that could create exposure rates up to 20,000 R/h.     This paper presents the case for early commercialization of laser inertial fusion energy (LIFE). Results taken from systems modeling of the US electrical generating enterprise quantify the benefits of fusion energy in terms of carbon emission, nuclear waste and plutonium production avoidance. Sensitivity of benefits-gained to timing of market-entry is presented. These results show the importance of achieving market entry in the 2030 time frame. Economic modeling results show that fusion energy can be competitive with other low-carbon energy sources. The paper concludes with a description of the LIFE commercialization path. It proposes constructing a demonstration facility capable of continuous fusion operations within 10 to 15 years. This facility will qualify the processes and materials needed for a commercial fusion power plant.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    France has been disposing of low-level radioactive waste (LLW) at the Centre de Stockage de la Manche (CSM) since 1969 and now at the Centre de Stockage de l`Aube (CSA) since 1992. In France, several agencies and companies are involved in the development and implementation of LLW technology. The Commissariat a l`Energie Atomic (CEA), is responsible for research and development of new technologies. The Agence National pour la Gestion des Dechets Radioactifs is the agency responsible for the construction and operation of disposal facilities and for wastes acceptance for these facilities. Compagnie Generale des Matieres Nucleaires provides fuel services, including uranium enrichment, fuel fabrication, and fuel reprocessing, and is thus one generator of LLW. Societe pour les Techniques Nouvelles is an engineering company responsible for commercializing CEA waste management technology and for engineering and design support for the facilities. Numatec, Inc. is a US company representing these French companies and agencies in the US. In Task 1.1 of Numatec`s contract with Martin Marietta Energy Systems, Numatec provides details on the design, construction and operation of the LLW disposal facilities at CSM and CSA. Lessons learned from operation of CSM and incorporated into the design, construction and operating procedures at CSA are identified and discussed. The process used by the French for identification, selection, and evaluation of disposal technologies is provided. Specifically, the decisionmaking process resulting in the change in disposal facility design for the CSA versus the CSM is discussed. This report provides` all of the basic information in these areas and reflects actual experience to date.

    A new Tritium Technology Facility has been proposed for the Chalk River Laboratories to support fusion research and the commercial use of tritium. One of the major safety and licensing issues for the new facility raised by the internal Safety Review Committee is the potential hazard fire poses to it. Fire could cause a large release from tritium from the facility's metal tritide storage beds, resulting in conversion of elemental tritium (HT) into oxide tritium (HTO). The radiological hazard of HTO is {approximately}10,000 times higher than that of HT. Because of the potential significance of fire in the tritium facility, a quantitative fire risk assessment has been conducted for the proposed new facility. The frequency of a large tritium release due to a fire in the Tritium Technology Facility was assessed as being on the order of 10{sup {minus}5} per year, which satisfies the safety goal requirement of the facility.

    This paper has an attitude - that the National Ignition Facility (NIF) is needed. The NIF will be unique in its ability to address high energy density physics and to test fusion ignition in the laboratory. This is a major scientific step and has high appeal to scientists and engineers. The reason for taking this step now is the importance of high energy density physics for US policy on nuclear weapons. The fact that the same capability and experiments give the most fundamental information on the potential of inertial fusion for commercial energy, and have value for applications in astrophysics, further supports the case for proceeding with this facility. 21 refs., 6 figs.

    Lockheed Martin Energy Systems, in conjunction with Allied Technology Group, Inc., successfully executed the decommissioning of a former waste evaporator facility at ONRL. This project was conducted as a non-time critical removal action under CERCLA. The decommissioning alternative selected for the Waste Evaporator Facility was partial dismantlement. This alternative provided for the demolition of all above-grade structures; concrete which did not exceed pre-established radiological levels were eligible for placement in the below-grade portion of the facility. This project demonstrated a coordinated team approach that allowed the successful completion of one of the first full-scale decommissioning projects at ORNL.

    This study originally had two primary objectives: (1) to improve EIA`s estimates of district heat consumption for commercial buildings in the CBECS sample that lacked individual metering and (2) to provide a basis for estimating primary fuel consumption by central plants serving commercial buildings. These objectives were expanded to include additional questions relating to these central plants. Background information is provided on the CBECS and on district heating and cooling, which is the most important type of energy-related service provided by multibuilding facilities with central physical plants. Chapters 2 and 3 present data results on multibuilding facilities from the 1989 CBECS and the pilot Facility Survey. Chapter 2 presents the characteristics of multibuilding facilities and the individual buildings located on these facilities. Chapter 3 provides estimates of energy inputs and outputs of multibuilding facilities with central physical plants. Chapter 4 assesses the quality of the pilot Facility Survey and includes recommendations for future work in this area. The appendices provide more detailed information on the Facility Survey itself, in particular the limitations on the use of these results. Appendix B, ``Data Quality``, provides detailed information relating to the limitations of the data and the conclusions presented in this report. As a pilot study, the 1989 Facility Survey has some serious flaws and limitations which are recognized in this report.

    Fuel cell technologies for stationary power are set to play a role in power generation applications worldwide. The worldwide fuel cell vision is to provide powerplants for the emerging distributed generation and on-site markets. Progress towards commercialization has occurred in all fuel cell development areas. Around 100 ONSI phosphoric acid fuel cell (PAFC) units have been sold, with significant foreign sales in Europe and Japan. Fuji has apparently overcome its PAFC decay problems. Industry-driven molten carbonate fuel cell (MCFC) programs in Japan and the U.S. are conducting megawatt (MW)-class demonstrations, which are bringing the MCFC to the verge of commercialization. Westinghouse Electric, the acknowledged world leader in tubular solid oxide fuel cell (SOFC) technology, continues to set performance records and has completed construction of a 4-MW/year manufacturing facility in the U.S. Fuel cells have also taken a major step forward with the conceptual development of ultra-high efficiency fuel cell/gas turbine plants. Many SOFC developers in Japan, Europe, and North America continue to make significant advances.

    Competition in the electric generation market will increase, owing to unbundling and repackaging of electric energy services. One technology that will enable electric companies to expand their role in the energy services marketplace is the molten carbonate fuel cell (MCFC). Distributed power plants using MCFCs can fill the demand for localized, efficient, and environmentally friendly energy supplies at the lowest possible cost. This type of equipment will allow electric companies to supply the majority of a customer`s electric and thermal energy needs from small power plants located at the customer`s facilities. M-C Power`s mission is the development and commercialization of MCFC stacks. Advanced separator plates were designed, and cost of non-repeat hardware was reduced. In the technology development phase of the commercialization program, a 250 KW MCFC demonstration plant at the Naval Air Station Miramar in Sand Diego is the culminating event in the product development test project. Product requirements, economic analysis, and market entry are discussed. This is the 2nd year of a 5-year program.

Imagine an office building so energy efficient that its occupants consume only the amount of energy generated by renewable power on the building site. The building, the Research Support Facility (RSF) occupied by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) employees, uses 50% less energy than if it were built to current commercial code and achieves the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED{reg_sign}) Platinum rating.     The Idaho National Engineering Laboratory (INEL) is a Department of Energy (DOE)-owned, contractor-operated site. Significant quantities of low-level radioactive waste (LLW) have been generated and disposed of onsite at the Radioactive Waste Management Complex (RWMC). The INEL expects to continue generating LLW while performing its mission and as aging facilities are decommissioned. An on-going Performance Assessment process for the RWMC underscores the potential for reduced or limited LLW disposal capacity at the existing onsite facility. In order to properly manage the anticipated amount of LLW, the INEL is investigating various disposal options. These options include building a new facility, disposing the LLW at other DOE sites, using commercial disposal facilities, or seeking a combination of options. This evaluation reports on the feasibility of using commercial disposal facilities.

    Research at the Geothermal Loop Experimental Facility was successfully concluded in September 1979. In 13,000 hours of operation over a three and one half year period, the nominal 10 megawatt electrical equivalent GLEF provided the opportunity to identify problems in working with highly saline geothermal fluids and to develop solutions that could be applied to a commercial geothermal power plant producing electricity. A seven and one half year period beginning in April 1972, with early well flow testing and ending in September 1979, with the completion of extensive facility and reservoir operations is covered. During this period, the facility was designed, constructed and operated in several configurations. A comprehensive reference document, addressing or referencing documentation of all the key areas investigated is presented.

    In 1942 Hanford was commissioned as a site for the production of weapons-grade plutonium. The years since have seen the construction and operation of several generations of plutonium-producing reactors, plants for the chemical processing of irradiated fuel elements, plutonium and uranium processing and fabrication plants, and other facilities. There has also been a diversification of the Hanford site with the building of new laboratories, a fission product encapsulation plant, improved high-level waste management facilities, the Fast Flux test facility, commercial power reactors and commercial solid waste disposal facilities. Obsolescence and changing requirements will result in the deactivation or retirement of buildings, waste storage tanks, waste burial grounds and liquid waste disposal sites which have become contaminated with varying levels of radionuclides. This manual was established as a written repository of information pertinent to decommissioning planning and operations at Hanford. The Resource Book contains, in several volumes, descriptive information of the Hanford Site and general discussions of several classes of contaminated facilities found at Hanford. Supplementing these discussions are appendices containing data sheets on individual contaminated facilities and sites at Hanford. Twelve appendices are provided, corresponding to the twelve classes into which the contaminated facilities at Hanford have been organized. Within each appendix are individual data sheets containing administrative, geographical, physical, radiological, functional and decommissioning information on each facility within the class. 68 refs., 54 figs., 18 tabs.

    As nuclear research and production facilities across the U.S. Department of Energy (DOE) nuclear weapons complex are slated for deactivation and decommissioning (D&D), there is a need to decontaminate some facilities for reuse for another mission or continued use for the same mission. Improved technologies available in the commercial sector and tested by the DOE can help solve the DOE's decontamination problems. Decontamination technologies include mechanical methods, such as shaving, scabbling, and blasting; application of chemicals; biological methods; and electrochemical techniques. Materials to be decontaminated are primarily concrete or metal. Concrete materials include walls, floors, ceilings, bio-shields, and fuel pools. Metallic materials include structural steel, valves, pipes, gloveboxes, reactors, and other equipment. Porous materials such as concrete can be contaminated throughout their structure, although contamination in concrete normally resides in the top quarter-inch below the surface. Metals are normally only contaminated on the surface. Contamination includes a variety of alpha, beta, and gamma-emitting radionuclides and can sometimes include heavy metals and organic contamination regulated by the Resource Conservation and Recovery Act (RCRA). This paper describes several advanced mechanical, chemical, and other methods to decontaminate structures, equipment, and materials.
