    The development is traced of radiocarbon dating from its birth in curiosity regarding the effects of cosmic radiation on Earth. Discussed in historical perspective are: the significance of the initial measurements in determining the course of developments; the advent of the low-level counting technique; attempts to avoid low-level counting by the use of isotopic enrichment; the gradual appearance of the environmental effect due to the combustion of fossil fuel (Suess effect); recognition of the atmosphere ocean barrier for carbon dioxide exchange; detailed understanding of the mixing mechanism from the study of fallout radiocarbon; determination of the new half-life; indexing and the assimilation problem for the massive accumulation of dates; and the proliferation of measurement techniques and the impact of archaeological insight on the validity of radiocarbon dates.     This slide-show presented an overview of the Constrained Progressive Reversal (CPR) method for computing decays, age dating, and spoof detecting. The CPR method is: Capable of temporal profiling a SNM sample; Precise (compared with known decay code, such a ORIGEN); Easy (for computer implementation and analysis).  We have illustrated with real SNM data using CPR for age dating and spoof detection. If SNM is pure, may use CPR to derive its age. If SNM is mixed, CPR will indicate that it is mixed or spoofed.

    The measurement of naturally occurring radioisotopes whose half lives are less than a few hundred million years but more than a few years provides information about the temporal behavior of geologic and climatic processes, the temporal history of meteoritic bodies as well as the production mechanisms of these radioisotopes. A new extremely sensitive technique for measuring these radioisotopes at tandem Van de Graaff and cyclotron facilities has been very successful though the high cost and limited availability have been discouraging. We have built and tested a low energy cyclotron for radiocarbon dating similar in size to a conventional mass spectrometer. These tests clearly show that with the addition of a conventional ion source, the low energy cyclotron can perform the extremely high sensitivity /sup 14/C measurements that are now done at accelerator facilities. We found that no significant background is present when the cyclotron is tuned to accelerate /sup 14/C negative ions and the transmission efficiency is adequate to perform radiocarbon dating on milligram samples of carbon. The internal ion source used did not produce sufficient current to detect /sup 14/C directly at modern concentrations. We show how a conventional carbon negative ion source, located outside the cyclotron magnet, would produce sufficient beam and provide for quick sampling to make radiocarbon dating milligram samples with a modest laboratory instrument feasible.

    The inductance of spintronic devices that transport charge neutral spin currents is discussed. It is known that in a media that contains charge neutral spins, a time-varying electric field induces a spin current. We show that since the spin current itself produces an electric field, this implies existence of inductance and electromotive force when the spin current changes with time. The relations between the electromotive force and the corresponding flux, which is a vector calculated by the cross product of electric field and the trajectory of the device, are clarified. The relativistic origin generally renders an extremely small inductance, which indicates the advantage of spin current in building low inductance devices. The same argument also explains the inductance due to electric dipole current and applies to physical dipoles consist of polarized bound charges.

    In 1982, the U.S. Congress passed the Nuclear Waste Policy Act, a Federal law that established U.S. policy for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Congress amended the Act in 1987, directing the Department of Energy to study only Yucca Mountain, Nevada as the site for a permanent geologic repository. As the law mandated, the Department evaluated Yucca Mountain to determine its suitability as the site for a permanent geologic repository. Decades of scientific studies demonstrated that Yucca Mountain would protect workers, the public, and the environment during the time that a repository would be operating and for tens of thousands of years after closure of the repository. A repository at this remote site would also: preserve the quality of the environment; allow the environmental cleanup of Cold War weapons facilities; provide the nation with additional protection from acts of terrorism; and support a sound energy policy. Throughout the scientific evaluation of Yucca Mountain, there has been no evidence to disqualify Yucca Mountain as a suitable site for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Upon completion of site characterization, the Secretary of Energy considered the results and concluded that a repository at Yucca Mountain would perform in a manner that protects public health and safety. The Secretary recommended the site to the President in February 2002; the President agreed and recommended to Congress that the site be approved. The Governor of Nevada submitted a notice of disapproval, and both houses of Congress acted to override the disapproval. In July 2002, the President's approval allowed the Department to begin the process of submittal of a license application for Yucca Mountain as the site for the nation's first repository for spent nuclear fuel and high-level radioactive waste. Yucca Mountain is located on federal land in Nye County in southern Nevada, an arid region

    This report summarizes Detection and Analysis of Threats to the Energy Sector (DATES), a project sponsored by the United States Department of Energy and performed by a team led by SRI International, with collaboration from Sandia National Laboratories, ArcSight, Inc., and Invensys Process Systems. DATES sought to advance the state of the practice in intrusion detection and situational awareness with respect to cyber attacks in energy systems. This was achieved through adaptation of detection algorithms for process systems as well as development of novel anomaly detection techniques suited for such systems into a detection suite. These detection components, together with third-party commercial security systems, were interfaced with the commercial Security Information Event Management (SIEM) solution from ArcSight. The efficacy of the integrated solution was demonstrated on two testbeds, one based on a Distributed Control System (DCS) from Invensys, and the other based on the Virtual Control System Environment (VCSE) from Sandia. These achievements advance the DOE Cybersecurity Roadmap [DOE2006] goals in the area of security monitoring. The project ran from October 2007 until March 2010, with the final six months focused on experimentation. In the validation phase, team members from SRI and Sandia coupled the two test environments and carried out a number of distributed and cross-site attacks against various points in one or both testbeds. Alert messages from the distributed, heterogeneous detection components were correlated using the ArcSight SIEM platform, providing within-site and cross-site views of the attacks. In particular, the team demonstrated detection and visualization of network zone traversal and denial-of-service attacks. These capabilities were presented to the DistribuTech Conference and Exhibition in March 2010. The project was hampered by interruption of funding due to continuing resolution issues and agreement on cost share for four months in 2008

    Recently we investigated the nuclear forensics problem of age determination for mixed special nuclear material (SNM). Through limited computational mixing experiments and interactive age analysis, it was observed that age dating results are generally affected by the mixing of samples with different assays or even by small radioactive material contamination. The mixing and contamination can be detected through interactive age analysis, a function provided by the Decay Interaction, Visualization and Analysis (DIVA) software developed by NSTec. It is observed that for mixed SNM with two components, the age estimators typically fall into two distinct clusters on the time axis. This suggests that averaging or other simple statistical methods may not always be suitable for age dating SNM mixtures. Instead, an interactive age analysis would be more suitable for age determination of material components of such SNM mixtures. This work was supported by the National Center for Nuclear Security (NCNS).

    Previous studies had been done in order to show the attenuation of alpha particles in filter media. These studies provided an accurate correction for this attenuation, but there had not yet been a study with sufficient results to properly correct for attenuation due to dust loading on the filters. At the Savannah River Site, filter samples are corrected for attenuation due to dust loading at 20%. Depending on the facility the filter comes from and the duration of the sampling period, the proper correction factor may vary. The objective of this study was to determine self-absorption curves for each of three counting instruments. Prior work indicated significant decreases in alpha count rate (as much as 38%) due to dust loading, especially on filters from facilities where sampling takes place over long intervals. The alpha count rate decreased because of a decrease in the energy of the alpha. The study performed resulted in a set of alpha absorption curves for each of three detectors. This study also took into account the affects of the geometry differences in the different counting equipment used.

    We reexamine inflation due to a constrained inflaton in the model of a complex scalar. Inflaton evolves along a spiral-like valley of special scalar potential in the scalar field space just like single field inflation. Sub-Planckian inflaton can induce sufficient e-foldings because of a long slow-roll path. In a special limit, the scalar spectral index and the tensor-to-scalar ratio has equivalent expressions to the inflation with monomial potential φ{sup n}. The favorable values for them could be obtained by varying parameters in the potential. This model could be embedded in a certain radiative neutrino mass model.

    Exxon's Lena guyed tower, installed in 1,000ft. water in the Gulf of Mexico, is discussed. The Lena tower is designed to move in response to wave forces rather than resist them rigidly, as is the case with conventional platforms. Selection of tower components to satisfy requirements resulted in a complex geometry which presented design challenges. Buoyancy will serve as a stabilizing force for the tower by adding to the restoring force of the guying system. Flexible J-tube pipeline risers were developed to avoid excessive stresses in the pipelines and J-tube pipelines and J-tubes at the mudline. Exxon's Lena platform is to-date in the second deepest water in the world, and at 1,305 ft total height, is the tallest.

    Electron current fluctuations are measured with an electrostatic energy analyzer at the edge of the MST reversed-field pinch plasma. The radial flux of fast electrons (E>T{sub e}) due to parallel streaming along a fluctuating magnetic field is determined locally by measuring the correlated product <{tilde J}{sub e}{tilde B}{sub r}>. Particle transport is small just inside the last closed flux surface ({Gamma}{sub e,mag} < 0.1 {Gamma}{sub e,total}), but can account for all observed particle losses inside r/a=0.8. Electron diffusion is found to increase with parallel velocity, as expected for diffusion in a region of field stochasticity.

    Alpha particles diffusion due to charge changes in a magnetized plasma is studied. Analytical calculations and numerical simulations are employed to show that this process can be very important in the pedestal-edge-SOL regions. This is the first study that presents clear evidence of the importance of atomic processes on the diffusion of alpha particles. A simple 1D model that includes inelastic collisions with plasma species, “cold” neutrals, and partially ionized species was employed. The code, which follows the exact particle orbits and includes the effect of inelastic collisions via a Monte Carlo type random process, runs on a graphic processor unit (GPU). The analytical and numerical results show excellent agreement when a uniform background (plasma and cold species) is assumed. The simulations also show that the gradients in the density of the plasma and cold species, which are large and opposite in the edge region, produce an inward flux of alpha particles. Calculations of the alpha particles flux reaching the walls or divertor plates should include these processes.

    Samples of ice accretions collected on cables of overhead transmission lines have shown evidence of twisting of the cable during atmospheric icing. Previous work has attributed cable twisting to the torque created by the weight of an eccentric ice shape and by wind forces. However, testing of stranded cables and conductors has shown that such cables also twist when there is a change in tension in the cable span. This phenomenon is related to the interaction of the different strand layers under tension. When a cable is subjected to atmospheric icing, cable tension increases and this type of twisting should also be considered. In order to determine how the two types of twisting would compare on transmission lines, a numerical simulation was made using characteristics of a typical 35-mm stranded conductor. The twist angle was computed as a function of cable span, sag to span ratio and increasing ice loads. The simulation shows that for transmission lines, twisting due to varying tension will be significant. Since cable tension is influenced by wind speed and ambient temperature as well as ice load, this phenomenon, unless prevented, results in ice accretion more circular in shape and hence eventually in larger ice loads.

    EPRI has undertaken a number of project addressing a range of issues on the potential health effects due to long-term inhalation exposure to trace substances emitted from utility stacks. This report describes particular studies conducted to assess the health risks due to emissions from groups of power plants operated by individual utility companies. Researchers conducted specialized risk assessments for each of the power plants involved by incorporating utility-specific data into a modeling framework developed as part of EPRI`s Comprehensive Risk Evaluation (CORE) project to tailor the analysis for the individual utility. The results indicated the value of using more up-to-date, precise data in conducting risk assessments, rather than default assumptions. The report also describes CRAFT, the Comprehensive Risk Assessment Framework for Toxics software package, developed to perform these utility-wide air toxics risk assessments.

    This study presents the contribution of petrography to the comprehension of the alkali-silica reaction mechanism applied to two siliceous limestones. A petrography study was made on the two aggregates before reaction to define their relative proportions and types of reactive silica and to observe their distribution in the microstructure. Then a model reactor, constituted by the reactive siliceous limestone aggregate, portlandite and NaOH, was used to measure the swelling due to reaction of the silica with alkalis and the free expansion of the aggregates. The volume evolution between both aggregates was very different and could be explained by the preliminary petrographic study. It appears that the swelling of the aggregates is conditioned by the microstructure of the carbonated matrix, the quantity and the distribution of the reactive silica.
