    In 1992, the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) initiated the Utility Wind Turbine Verification Program (TVP). The goal of the program is to evaluate prototype advanced wind turbines at several sites developed by U.S. electric utility companies. Two six MW wind projects have been installed under the TVP program by Central and South West Services in Fort Davis, Texas and Green Mountain Power Corporation in Searsburg, Vermont. In early 1997, DOE and EPRI selected five more utility projects to evaluate distributed wind generation using smaller {open_quotes}clusters{close_quotes} of wind turbines connected directly to the electricity distribution system. This paper presents an overview of the objectives, scope, and status of the EPRI-DOE TVP program and the existing and planned TVP projects.

    The Darrieus-type Vertical Axis Wind Turbine (VAWT) presents a variety of unusual structural problems to designers. The level of understanding of these structural problems governs, to a large degree, the success or failure of today's rotor designs. A survey is presented of the technology available for rotor structural design with emphasis on the DOE research program now underway. Itemizations are included of the major strucural issues unique to the VAWT along with discussion of available analysis techniques for each problem area. It is concluded that tools are available to at least approximately address the most important problems. However, experimental data for confirmation is rather limited in terms of volume and the range of rotor configurations tested.

    All the projects within the US Department of Energy (DOE) Electrical Power Research Institute (EPRI) Wind Turbine Verification Program (TVP) are now in operation. As a result, the emphasis of the owners and operators has shifted from installation and commissioning to a focus on optimizing the operation and maintenance (O and M) activities of the projects. Each project utilizes a unique strategy for performing O and M. O and M personnel for projects in Searsburg, Vermont; Glenmore, Wisconsin; Algona, Iowa; Springview, Nebraska; Kotzebue, Alaska; and Big Spring, Texas include on-site vendor representatives, dedicated utility personnel, and utility personnel who split their time between the wind turbines and other utility responsibilities. Each project has its own set of priorities for balancing turbine availability against safety, minimizing overtime pay, and other utility responsibilities. Various strategies have also been employed to ensure access to tools and spare parts. This paper compares and contrasts the various O and M strategies at TVP projects and reviews the causes of turbine downtime and the frequency and duration of faults.

    The SERI Wind Energy Program manages the areas or innovative research, wind systems analysis, and environmental compatibility for the U.S. Department of Energy. Since 1978, SERI wind program staff have conducted in-house aerodynamic and engineering analyses of novel concepts for wind energy conversion and have managed over 20 subcontracts to determine technical feasibility; the most promising of these concepts is the passive blade cyclic pitch control project. In the area of systems analysis, the SERI program has analyzed the impact of intermittent generation on the reliability of electric utility systems using standard utility planning models. SERI has also conducted methodology assessments. Environmental issues related to television interference and acoustic noise from large wind turbines have been addressed. SERI has identified the causes, effects, and potential control of acoustic noise emissions from large wind turbines.

    In 1978 the Solar Energy Research Institute (SERI) was given the responsibility of managing the Advanced and Innovative Wind Energy Concepts (AIWEC) Task by the US Department of Energy (DOE). The objective of this program has been to determine the technical and economic potential of advanced wind energy concepts. Assessment and R and D efforts in the AIWEC program have included theoretical performance analyses, wind tunnel testing, and/or costing studies. Concepts demonstrating sufficient potential undergo prototype testing in a Proof-of-Concept research phase. Several concepts, such as the Dynamic Inducer, the Diffuser Augmented wind Turbine, the Electrofluid Dynamic Wind-Driven Generator, the Passive Cyclic Pitch concept, and higher performance airfoil configurations for vertical axis wind turbines, have recently made significant progress. The latter has currently reached the Proof-of-Concept phase. The present paper provides an overview of the technical progress and current status of these concepts.

    This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.

    Wind energy research has two goals: (1) to gain a fundamental understanding of the interactions between wind and wind turbines; and (2) to develop the basic design tools required to develop advanced technologies. A primary objective of applied research activities is to develop sophisticated computer codes and integrate them into the design, testing, and evaluation of advanced components and systems, Computer models have become a necessary and integral part of developing new high-tech wind energy systems. A computer-based design strategy allows designers to model different configurations and explore new designs before building expensive hardware. DOE works closely with utilities and the wind industry in setting its applied research agenda. As soon as research findings become available, the national laboratories transfer the information to industry through workshops, conferences, and publications.

    This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    This report presents an analysis of the technical performance and cost effectiveness of nine small wind energy conversion systems (SWECS) funded during FY 1979 by the U.S. Department of Energy. Chapter 1 gives an analytic framework with which to evaluate the systems. Chapter 2 consists of a review of each of the nine projects, including project technical overviews, estimates of energy savings, and results of economic analysis. Chapter 3 summarizes technical, economic, and institutional barriers that are likely to inhibit widespread dissemination of SWECS technology.

    NANA Regional Corporation (NRC) of northwest Alaska is located in an area with abundant wind energy resources. In 2007, NRC was awarded grant DE-FG36-07GO17076 by the US Department of Energy's Tribal Energy Program for funding a Wind Resource Assessment Project (WRAP) for the NANA region. The NANA region, including Kotzebue Electric Association (KEA) and Alaska Village Electric Cooperative (AVEC) have been national leaders at developing, designing, building, and operating wind-diesel hybrid systems in Kotzebue (starting in 1996) and Selawik (2002). Promising sites for the development of new wind energy projects in the region have been identified by the WRAP, including Buckland, Deering, and the Kivalina/Red Dog Mine Port Area. Ambler, Shungnak, Kobuk, Kiana, Noorvik & Noatak were determined to have poor wind resources at sites in or very near each community. However, all five of these communities may have better wind resources atop hills or at sites with slightly higher elevations several miles away.

    High winds tend to pick up and transport various objects and debris, which are referred to as wind-borne missiles or tornado missiles, depending on the type of storm. Missiles cause damage by perforating the building envelope or by collapsing structural elements such as walls, columns or frames. The primary objectives of this study are as follows: (1) to provide a basis for wind-borne or tornado missile criteria for the design and evaluation of DOE facilities, and (2) to provide guidelines for the design and evaluation of impact-resistant missile barriers for DOE facilities The first objective is accomplished through a synthesis of information from windstorm damage documentation experience and computer simulation of missile trajectories. The second objective is accomplished by reviewing the literature, which describes various missile impact tests, and by conducting a series of impact tests at a Texas Tech University facility to fill in missing information.

    As a service element within the Federal Wind Energy Program, the Wind Characteristics Program Element (WCPE) is established to provide the appropriate wind characteristics information to those involved in: the design and evaluation of wind energy conversion systems (WECS); energy program planning; selecting sites for WECS installation; and the operation of WECS. To effectively produce the information needed in these four categories, the WCPE, for which the Pacific Northwest Laboratory (PNL) has the responsibility for management and technical assistance, has been divided into four technical program areas. During this reporting period PNL was also assigned the management responsibility for the data collection at the US Department of Energy's (DOE's) candidate sites, as well as the task of providing technical assistance to DOE evaluation and site selection panels for new candidate sites.

    In the early development of wind turbine generators (WTG) in the United States, wind farms were primarily located in California where lightning activity is the lowest in the United States. As such, lightning protection for wind turbines was not considered to be a major issue for designers or wind farm operators. However, wind turbine installations are expanding into the Midwest, Southwest and other regions of the United States where lightning activity is significantly more intense and lightning damage to wind turbines is more common. There is a growing need, therefore, to better understand lightning activity on wind farms and to improve wind turbine lightning protection systems. In support of the U.S. Department of Energy/Electric Power Research Institute (DOE/EPRI) Utility Wind Turbine Verification Program (TVP), the National Renewable Energy Laboratory (NREL) has recently begun to take steps to determine the extent of damage due to lightning and the effectiveness of various lightning protection techniques for wind power plants. Working through the TVP program, NREL will also perform outreach and education to (1) help manufacturers to provide equipment that is adequately designed to survive lightning, (2) make sure that operators are aware of effective safety procedures, and (3) help site designers and wind farm developers take the risk of lightning into account as effectively as possible.

With emphasis on applications that will effectively strengthen our nation's energy security and improve our stewardship of the environment, the Program engages in research, development, and demonstration of critical improvements in the technologies. Highlights of the Program's accomplishments can be found in the sub-program chapters of this report.

    The workshop theme is `The Strategic Standardization Initiative - A Technology Exchange and Global Competitiveness Challenge for DOE.` The workshop goal is to inform the DOE technical standards community of strategic standardization activities taking place in the Department, other Government agencies, standards developing organizations, and industry. Individuals working on technical standards will be challenged to improve cooperation and communications with the involved organizations in response to the initiative. Workshop sessions include presentations by representatives from various Government agencies that focus on coordination among and participation of Government personnel in the voluntary standards process; reports by standards organizations, industry, and DOE representatives on current technology exchange programs; and how the road ahead appears for `information superhighway` standardization. Another session highlights successful standardization case studies selected from several sites across the DOE complex. The workshop concludes with a panel discussion on the goals and objectives of the DOE Technical Standards Program as envisioned by senior DOE management. The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Technical standards are used to transfer technology and standardize work processes to produce consistent, acceptable results. They provide a practical solution to the Department`s challenge to protect the environment and the health and safety of the public and workers during all facility operations. Through standards, the technologies of industries and governments worldwide are available to DOE. The DOE Technical Standards Program, a Department-wide effort that crosscuts all organizations and disciplines, links the Department to those technologies.

    The U.S. Department of Energy (DOE) conducts research on advanced hydropower technology through its hydropower program, which is organized under the Office of Wind and Hydropower Technologies within the Office of Energy Efficiency and Renewable Energy. This annual report describes the various projects supported by the hydropower program in FY 2002. The program=s current focus is on improving the environmental performance of hydropower projects by addressing problems such as fish mortality during passage through turbines, alteration of instream habitat, and water quality in tailwaters. A primary goal of this research is to develop new, environmentally friendly technology. DOE-funded projects have produced new conceptual designs for turbine systems, and these are now being tested in pilot-scale laboratory tests and in the field. New design approaches range from totally new turbine runners to modifications of existing designs. Biological design criteria for these new turbines have also been developed in controlled laboratory tests of fish response to physical stresses, such as hydraulic shear and pressure changes. These biocriteria are being combined with computational tools to locate and eliminate areas inside turbine systems that are damaging to fish. Through the combination of laboratory, field, and computational studies, new solutions are being found to environmental problems at hydropower projects. The diverse program activities continue to make unique contributions to clean energy production in the U.S. By working toward technology improvements that can reduce environmental problems, the program is helping to reposition hydropower as an acceptable, renewable, domestic energy choice.

    Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

    The objective of the Department of Energy (DOE) Epidemiologic Research Program is to determine the human health effects resulting from the generation and use of energy, and of the operation of DOE facilities. The program is divided into seven general areas of activity; the Radiation Effects Research Foundation (RERF) which supports studies of survivors of the atomic weapons in Hiroshima and Nagasaki, mortality and morbidity studies of DOE workers, studies on internally deposited alpha emitters, medical/histologic studies, studies on the aspects of radiation damage, community health surveillance studies, and the development of computational techniques and of databases to make the results as widely useful as possible. Excluding the extensive literature from the RERF, the program has produced 340 publications in scientific journals, contributing significantly to improving the understanding of the health effects of ionizing radiation exposure. In addition, a large number of public presentations were made and are documented elsewhere in published proceedings or in books. The purpose of this bibliography is to present a guide to the research results obtained by scientists supported by the program. The bibliography, which includes doctoral theses, is classified by laboratory and by year and also summarizes the results from individual authors by journal.

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    The KY DOE EPSCoR Program supports two research clusters. The Materials Cluster uses unique equipment and computational methods that involve research expertise at the University of Kentucky and University of Louisville. This team determines the physical, chemical and mechanical properties of nanostructured materials and examines the dominant mechanisms involved in the formation of new self-assembled nanostructures. State-of-the-art parallel computational methods and algorithms are used to overcome current limitations of processing that otherwise are restricted to small system sizes and short times. The team also focuses on developing and applying advanced microtechnology fabrication techniques and the application of microelectrornechanical systems (MEMS) for creating new materials, novel microdevices, and integrated microsensors. The second research cluster concentrates on High Energy and Nuclear Physics. lt connects research and educational activities at the University of Kentucky, Eastern Kentucky University and national DOE research laboratories. Its vision is to establish world-class research status dedicated to experimental and theoretical investigations in strong interaction physics. The research provides a forum, facilities, and support for scientists to interact and collaborate in subatomic physics research. The program enables increased student involvement in fundamental physics research through the establishment of graduate fellowships and collaborative work.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

    SUMMARY The U.S. Department of Energy (DOE) Hydropower Program is part of the Office of Wind and Hydropower Technologies, Office of Energy Efficiency and Renewable Energy. The Program's mission is to conduct research and development (R&D) that will increase the technical, societal, and environmental benefits of hydropower. The Department's Hydropower Program activities are conducted by its national laboratories: Idaho National Laboratory (INL) [formerly Idaho National Engineering and Environmental Laboratory], Oak Ridge National Laboratory (ORNL), Pacific Northwest National Laboratory (PNNL), and National Renewable Energy Laboratory (NREL), and by a number of industry, university, and federal research facilities. Programmatically, DOE Hydropower Program R&D activities are conducted in two areas: Technology Viability and Technology Application. The Technology Viability area has two components: (1) Advanced Hydropower Technology (Large Turbine Field Testing, Water Use Optimization, and Improved Mitigation Practices) and (2) Supporting Research and Testing (Environmental Performance Testing Methods, Computational and Physical Modeling, Instrumentation and Controls, and Environmental Analysis). The Technology Application area also has two components: (1) Systems Integration and Technology Acceptance (Hydro/Wind Integration, National Hydropower Collaborative, and Integration and Communications) and (2) Supporting Engineering and Analysis (Valuation Methods and Assessments and Characterization of Innovative Technology). The objective of the JSRP was to advance the deployment of advanced technologies for improving energy efficiency and environmental performance through jointly sponsored research on topics that would not be adequately addressed by the private sector alone. Examples of such topics include the barriers to hot-gas cleaning impeding the deployment of high-efficiency power systems and the search for practical means for sequestering CO{sub 2} generated by fossil fuel combustion. The selection of particular research projects was guided by a combination of DOE priorities and market needs, as provided by the requirement for joint venture funding approved both by DOE and the private sector sponsor. The research addressed many different energy resource and related environmental problems, with emphasis directed toward the EERC's historic lead mission in low-rank coals (LRCs), which represent approximately half of the U.S. coal resources in the conterminous states, much larger potential resources in Alaska, and a major part of the energy base in the former U.S.S.R., East Central Europe, and the Pacific Rim. The Base and JSRP agreements were tailored to the growing awareness of critical environmental issues, including water supply and quality, air toxics (e.g., mercury), fine respirable particulate matter (PM{sub 2.5}), and the goal of zero net CO{sub 2} emissions.

    Sites selected in 1979 as tentative sites for installation of a demonstration MOD-2 turbine are emphasized. Selection as a candidate site in this program meant that the US Department of Energy (DOE) designated the site as eligible for a DOE-purchased and installed meteorological tower. The regulatory procedures involved in the siting and installation of these meteorological towers at the majority of the candidate sites are examined. An attempt is also made, in a preliminary fashion, to identify the legal and regulatory procedures that would be required to put up a turbine at each of these candidate sites. The information provided on each of these sites comes primarily from utility representatives, supplemented by conversations with state and local officials. The major findings are summarized on the following: federal requirements, state requirements, local requirements, land ownership, wind rights, and public attitudes.

    Wind power development in the United States is outpacing previous estimates for many regions, particularly those with good wind resources. The pace of wind power deployment may soon outstrip regional capabilities to provide transmission and integration services to achieve the most economic power system operation. Conversely, regions such as the Southeastern United States do not have good wind resources and will have difficulty meeting proposed federal Renewable Portfolio Standards with local supply. There is a growing need to explore innovative solutions for collaborating between regions to achieve the least cost solution for meeting such a renewable energy mandate. The DOE-funded project 'Integrating Southwest Power Pool Wind Energy into Southeast Electricity Markets' aims to evaluate the benefits of coordination of scheduling and balancing for Southwest Power Pool (SPP) wind transfers to Southeastern Electric Reliability Council (SERC) Balancing Authorities (BAs). The primary objective of this project is to analyze the benefits of different balancing approaches with increasing levels of inter-regional cooperation. Scenarios were defined, modeled and investigated to address production variability and uncertainty and the associated balancing of large quantities of wind power in SPP and delivery to energy markets in the southern regions of the SERC. The primary analysis of the project is based on unit commitment (UC) and economic dispatch (ED) simulations of the SPP-SERC regions as modeled for the year 2022. The UC/ED models utilized for the project were developed through extensive consultation with the project utility partners, to ensure the various regions and operational practices are represented as accurately as possible realizing that all such future scenario models are quite uncertain. SPP, Entergy, Oglethorpe Power Company (OPC), Southern Company, and the Tennessee Valley Authority (TVA) actively participated in the project providing input data for the models
