  8. DOE enforcement program roles and responsibilities: DOE handbook

    SciTech Connect

    1995-08-01

The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

  12. Electroweak nuclear response at moderate momentum transfer

    SciTech Connect

    Ankowski, Artur M.; Benhar, Omar

    2011-05-15

We discuss the convergence of the expansion of the nuclear electroweak current in powers of |k|/M, where M is the nucleon mass and k denotes either the momentum transfer or the momentum of the struck nucleon. We have computed the electron and neutrino scattering cross sections off uniform nuclear matter at equilibrium density using correlated wave functions and the cluster expansion formalism. The results of our work suggest that the proposed approach provides accurate estimates of the measured electron scattering cross sections. On the other hand, the description of the current based on the widely used leading-order approximation does not appear to be adequate, even at momentum transfer as low as 300 MeV.

  3. Power Transfer Potential to the Southeast in Response to a Renewable Portfolio Standard: Interim Report 1

    SciTech Connect

Hadley, Stanton W; Key, Thomas S

    2009-03-01

The power transfer potential for bringing renewable energy into the Southeast in response to a renewable portfolio standard (RPS) will depend not only on available transmission capacity but also on electricity supply and demand factors. This interim report examines how the commonly used EIA NEMS and EPRI NESSIE energy equilibrium models are considering such power transfers. Using regional estimates of capacity expansion and demand, a base case for 2008, 2020 and 2030 are compared relative to generation mix, renewable deployments, planned power transfers, and meeting RPS goals. The needed amounts of regional renewable energy to comply with possible RPS levels are compared to inter-regional transmission capacities to establish a baseline available for import into the Southeast and other regions. Gaps in the renewable generation available to meet RPS requirements are calculated. The initial finding is that the physical capability for transferring renewable energy into the SE is only about 10% of what would be required to meet a 20% RPS. Issues that need to be addressed in future tasks with respect to modeling are the current limitations for expanding renewable capacity and generation in one region to meet the demand in another and the details on transmission corridors required to deliver the power.

OTEC is one of the potential energy sources being developed to provide alternatives for reducing the Nation's dependence on imported oil. When developed, OTEC is to use the temperature variants of the ocean to produce electricity and energy intensive products. OTEC-1 is a major part of DOE's developmental program for OTEC. It is a floating test facility designed primarily for conducting sea tests of the cleanability and performance of heat exchangers, a major component of OTEC systems. Related OTEC subsystems are also being tested. OTEC-1 was to be accomplished in three phases; design (phase I); construction (phase II); and operations and testing (phase III). In July 1977, DOE contracted with TRW, Inc. to design and develop the heat exchanger to be used on OTEC-1. In September 1978, DOE contracted with Global Marine to refurbish, retrofit, and deploy an old Navy ship with OTEC subsystems including TRW's heat exchanger. Together Global Marine and TRW were the OTEC-1 design and construction contractors for phases I and II with Global Marine having overall responsibility for integrating its and TRW's work. Global Marine's contract also included an option for performing work in phase III.

    2015-03-15

In this paper a radioecological model (TOCATTA) for tritium transfer in a grassland ecosystem developed on an hourly time-step basis is proposed and compared with the first data set obtained in the vicinity of the AREVA-NC reprocessing plant of La Hague (France). The TOCATTA model aims at simulating dynamics of tritium transfer in agricultural soil and plant ecosystems exposed to time-varying HTO concentrations in air water vapour and possibly in irrigation and rain water. In the present study, gaseous releases of tritium from the AREVA NC nuclear reprocessing plant in normal operation can be intense and intermittent over a period of less than 24 hours. A first comparison of the model predictions with the field data has shown that TOCATTA should be improved in terms of kinetics of tritium transfer.

  4. Power Transfer Potential to the Southeast in Response to a Renewable Portfolio Standard: Final Report

    SciTech Connect

Key, Thomas S; Hadley, Stanton W; Deb, Rajat

    2010-02-01

Electricity consumption in the Southeastern US, including Florida, is approximately 32% of the total US. The availability of renewable resources for electricity production is relatively small compared to the high consumption. Therefore meeting a national renewable portfolio standard (RPS) is particularly challenging in this region. Neighboring regions, particularly to the west, have significant wind resources and given sufficient transmission these resources could serve energy markets in the SE. This report looks at renewable resource supply relative to demands and the potential for power transfer into the SE. We found that significant wind energy transfers, at the level of 30-60 GW, are expected to be economic in case of federal RPC or CO2 policy. Development of wind resources will depend not only on the available transmission capacity and required balancing resources, but also on electricity supply and demand factors.

    SciTech Connect

Schweitzer, Martin; Martin, Michaela A; Schmoyer, Richard L

    2008-03-01

The BestPractices program area, which has evolved into the Save Energy Now (SEN) Initiative, is a component of the U.S. Department of Energy's (DOE's) Industrial Technologies Program (ITP) that provides technical assistance and disseminates information on energy-efficient technologies and practices to U.S. industrial firms. The BestPractices approach to information dissemination includes conducting training sessions which address energy-intensive systems (compressed air, steam, process heat, pumps, motors, and fans) and distributing DOE software tools on those same topics. The current report documents a recent Oak Ridge National Laboratory (ORNL) study undertaken to determine the implementation rate, attribution rate, and reduction factor for industrial end-users who received BestPractices training and registered software in FY 2006. The implementation rate is the proportion of service recipients taking energy-saving actions as a result of the service received. The attribution rate applies to those individuals taking energy-saving actions as a result of the services received and represents the portion of the savings achieved through those actions that is due to the service. The reduction factor is the saving that is realized from program-induced measures as a proportion of the potential savings that could be achieved if all service recipients took action. In addition to examining those factors, the ORNL study collected information on selected characteristics of service recipients, the perceived value of the services provided, and the potential energy savings that can be achieved through implementation of measures identified from the training or software. Because the provision of training is distinctly different from the provision of software tools, the two efforts were examined independently and the findings for each are reported separately.

Following the issuance of Title 10 Code of Federal Regulations Part 835 (10 CFR 835), {open_quotes}Occupational Radiation Protection,{close_quotes} in the Federal Register on 14 December 1993, all DOE facilities subject to the rule provisions were required to submit a radiation protection program that Sets forth the plans, schedules, and other measures for achieving compliance with the rule by 1 January 1996. Numerous DOE facilities identified areas of the rule where their facility needed either (1) a clarification of the intent and expectation of a provisions or (2) an exemption from the provisions. In response, the DOE Office of Worker Protection Programs and Hazards Management (EH-52) prepared and disseminated eight Radiological Control Technical Positions (RCTPs). These RCTPs provided clarifications of DOE`s intent and expectations for compliance with specific provisions of the rule. EH-52 also processed requests for exemptions from provisions of 10 CFR 835 received from twelve different DOE facilities. The DOE issued 21 separate responses to these facilities, each one addressing the specific exepemtion request. Each response contained (1) an Exemption Decision and (2) a Technical Position discussing the basis for either denying or granting with conditions, as applicable, the exemption request.

Multinucleon transfer reaction {sup 40}Ar+{sup 208}Pb has been investigated with the PRISMA-CLARA experimental setup in LNL, INFN, Italy. The experimental differential cross sections have been obtained for different transfer channels by measuring more than {Delta}{theta}{sub lab} = 20 Degree-Sign covered by three angular settings of PRISMA. Results have been compared with the semiclassical calculation GRAZING. Since the understanding of the reaction mechanism depends strongly on the determination of absolute cross section, effect of transport of ions through PRISMA has been studied via a Monte Carlo simulation code.

    2007-07-01

The U.S. Department of Energy (DOE) included the Wayne, New Jersey, Site in the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1984, and the site was listed on the National Priorities List that same year. The U.S. Army Corps of Engineers (USACE) completed physical remediation of the site in 2006 and is pursuing regulatory closeout. In September 2006, DOE transferred the site to Wayne Township for park and recreational use. The transfer and reuse process involved the coordinated efforts of DOE, USACE, and other local, state, and federal agencies. DOE imposed an interim ground water use restriction as a best management practice until the regulators concur that the remedy is fully implemented and protective. An institutional control will be applied to potential contamination remaining beneath public rights-of-way. This paper presents a discussion of the process of transferring site responsibility from USACE to the DOE Office of Legacy Management, transitioning the site to an appropriate new use that benefits the local community, long-term surveillance and maintenance requirements for the remediated site, the challenges that were identified and addressed, and lessons learned that may be applied to future FUSRAP site transfers. We obtained photovoltaic response in pristine multilayer WSe{sub 2} by sandwiching WSe{sub 2} between top and bottom metals. In this structure, the work-function difference between the top metal and WSe{sub 2} plays a critical role in generating built-in potentials and photovoltaic responses. Our devices with Zn as top metal exhibit photo-conversion efficiencies up to 6.7% under 532 nm illumination and external quantum efficiencies in the range of 40%–83% for visible light. This work provides a method for generating photovoltaic responses in layered semiconductors without detrimental doping or exquisite heterostructures, and also advances the physics for modulating the band structures of such emerging semiconductors.

  14. 1996 DOE technical standards program workshop: Proceedings

    SciTech Connect

    1996-07-01

The workshop theme is `The Strategic Standardization Initiative - A Technology Exchange and Global Competitiveness Challenge for DOE.` The workshop goal is to inform the DOE technical standards community of strategic standardization activities taking place in the Department, other Government agencies, standards developing organizations, and industry. Individuals working on technical standards will be challenged to improve cooperation and communications with the involved organizations in response to the initiative. Workshop sessions include presentations by representatives from various Government agencies that focus on coordination among and participation of Government personnel in the voluntary standards process; reports by standards organizations, industry, and DOE representatives on current technology exchange programs; and how the road ahead appears for `information superhighway` standardization. Another session highlights successful standardization case studies selected from several sites across the DOE complex. The workshop concludes with a panel discussion on the goals and objectives of the DOE Technical Standards Program as envisioned by senior DOE management. The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Technical standards are used to transfer technology and standardize work processes to produce consistent, acceptable results. They provide a practical solution to the Department`s challenge to protect the environment and the health and safety of the public and workers during all facility operations. Through standards, the technologies of industries and governments worldwide are available to DOE. The DOE Technical Standards Program, a Department-wide effort that crosscuts all organizations and disciplines, links the Department to those technologies.

Ultraviolet radiation (UVR) can be used as a tool to disinfect surgery tools used for implanting transmitters into fish. However, the use of UVR could possibly degrade monofilament suture material used to close surgical incisions. This research examined the effect of UVR on monofilament sutures to determine if they were compromised and negatively influenced tag and suture retention, incision openness, or tissue reaction. Eighty juvenile Chinook salmon Oncorhynchus tshawytscha were surgically implanted with an acoustic transmitter and a passive integrated transponder. The incision was closed with a single stitch of either a suture exposed to 20 doses of UV radiation (5 minute duration per dose) or a new, sterile suture. Fish were then held for 28 d and examined under a microscope at day 7, 14, 21 and 28 for incision openness, ulceration, redness, and the presence of water mold. There was no significant difference between treatments for incision openness, redness, ulceration or the presence of water mold on any examination day. On day 28 post-surgery, there were no lost sutures; however, 2 fish lost their transmitters (one from each treatment). The results of this study do not show any differences in negative influences such as tissue response, suture retention or tag retention between a new sterile suture and a suture disinfected with UVR.

Cracks and honeycombs are often found inside reinforced concrete (RC) structure caused by excessive external force, or improper casting of concrete. The repairing method usually involves epoxy injection. The impact-echo method, which is a sensitive for detecting of the interior voids, may not be applicable to assess the integrity of the repaired member as both air and epoxy are less in acoustic impedances. In this study, the repaired RC structure was evaluated by the simulated transfer function of the IE displacement waveform where the R-wave displacement waveform is used as a base of a simulated force-time function. The effect of different thickness of the epoxy layer to the amplitude corresponding to the interface is studied by testing on specimen containing repaired naturally delaminated cracks with crack widths about 1 mm, 3 mm and 5 mm. The impact-echo responses were compared with the drilling cores at the test positions. The results showed the cracks were not fully filled with epoxy when the peak amplitude corresponding to the interface dropped less than 20%. The peak corresponding to the thicker epoxy layer tends to be larger in amplitude. A field study was also performed on a column damaged by earthquake before and after repairing.

  4. DOE standard: Radiological control

    SciTech Connect

    Not Available

    1999-07-01

The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

Technology Transfer 1995 is intended to inform the US industrial and academic sectors about the many opportunities they have to form partnerships with the US Department of Energy (DOE) for the mutual advantage of the individual institutions, DOE, and the nation as a whole. It also describes some of the growing number of remarkable achievements resulting from such partnerships. These partnership success stories offer ample evidence that Americans are learning how to work together to secure major benefits for the nation--by combining the technological, scientific, and human resources resident in national laboratories with those in industry and academia. The benefits include more and better jobs for Americans, improved productivity and global competitiveness for technology-based industries, and a more efficient government laboratory system.

While implementing a successful leasing program for land and facilities at the Department of Energy's Oak Ridge Operations Office in Oak Ridge, TN, the Department is now transitioning from a leasing program to one of title transfer. The program, called ''Reindustrialization'', is the result of a visionary idea to enable the use of excess resources to meet a community's needs in the wake of continued DOE downsizing. An established process included within the Comprehensive Environmental Response Compensation and Liability Act, tailored to meet DOE-ORO's objectives, was used to lease. Title transfer, using DOE's new 10 CFR 770 process, is being undertaken to meet a DOE-HQs directive to close the ORO facility where Reindustrialization is taking place. Title transfer is a key component of the closure effort. However, the process for title transfer is new, it is a DOE process, and it has not yet been completed for any facilities in the DOE complex. Making the transition from a known to an unknown has created opportunities in program design, as well as implementation, coordination and acceptance challenges in a variety of areas, and a host of lessons learned and learning.

  6. Does Response to Induction Chemotherapy Predict Survival for Locally Advanced Non-Small-Cell Lung Cancer? Secondary Analysis of RTOG 8804/8808

    SciTech Connect

Purpose: Induction chemotherapy (ICT) improves survival compared with radiotherapy (RT) alone in locally advanced non-small-cell lung cancer (LANSCLC) patients with good prognostic factors. Concurrent chemoradiotherapy (CCRT) is superior to ICT followed by RT. The question arises whether ICT response predicts the outcome of patients subsequently treated with CCRT or RT. Methods and Materials: Between 1988 and 1992, 194 LANSCLC patients were treated prospectively with ICT (two cycles of vinblastine and cisplatin) and then CCRT (cisplatin plus 63 Gy for 7 weeks) in the Radiation Therapy Oncology Group 8804 trial (n = 30) or ICT and then RT (60 Gy/6 wk) on Radiation Therapy Oncology Group 8808 trial (n = 164). Of the 194 patients, 183 were evaluable and 141 had undergone a postinduction assessment. The overall survival (OS) of those with complete remission (CR) or partial remission (PR) was compared with that of patients with stable disease (SD) or progressive disease (PD) after ICT. Results: Of the 141 patients, 6, 30, 99, and 6 had CR, PR, SD, and PD, respectively. The log-rank test showed a significant difference (p <0.0001) in OS when the response groups were compared (CR/PR vs. SD/PD). On univariate and multivariate analyses, a trend was seen toward a response to ICT with OS (p = 0.097 and p = 0.06, respectively). A squamous histologic type was associated with worse OS on univariate and multivariate analyses (p = 0.031 and p = 0.018, respectively). SD/PD plus a squamous histologic type had a hazard ratio of 2.25 vs. CR/PR plus a nonsquamous histologic type (p = 0.007) on covariate analysis. Conclusion: The response to ICT was associated with a significant survival difference when the response groups were compared. A response to ICT showed a trend toward, but was not predictive of, improved OS in LANSCLC patients. Patients with SD/PD after ICT and a squamous histologic type had the poorest OS. These data suggest that patients with squamous LANSCLC might benefit

As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee`s activities to date have focused primarily on the ``technology transfer`` aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

  19. Environmental assessment for the transfer of the DP Road tract to the County of Los Alamos. Final document

    SciTech Connect

    1997-01-23

The purpose of an Environmental Assessment (EA) is to provide the DOE with sufficient evidence and analysis to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI). Additional considerations (such as costs, timing, or non-environmental legal issues) that influence DOE decisions are not analyzed in this EA. As part of its initiative to fulfill its responsibilities to provide support for the County of Los Alamos (the County), in northern New Mexico, the US Department of Energy (DOE) proposes to transfer ownership of the undeveloped, so called, DP Road property to the County. Transfer of this tract would permanently reduce the size of Los Alamos National Laboratory (LANL) by approximately 0.1%. Approximately 12 hectares (28 acres) would be changed from an undeveloped to a developed status. This would result in an equivalent loss of wildlife habitat. A hypothetical accident was analyzed that evaluated potential radiological dose to the public at the DP Road tract from LANL operations. The dose to the hypothetical worker population of 450 new employees could result in an increase of approximately three latent cancer fatalities in the population. The DOE finds that there would be no significant impact from proceeding with the transfer of the 28-acre tract for development and use as a business park or for light industrial purposes.

    SciTech Connect

    2013-07-01

The former Rocky Flats Plant in Colorado began operations as part of the nation's nuclear weapons complex in the early 1950's. By the 1980's the associated heavily industrialized area covered approximately 1.2 km{sup 2} (300 acres) and was surrounded by an approximately 25.3 km{sup 2} (6,245 acre) security buffer zone. The federally owned property and adjacent offsite areas were placed on the CERCLA National Priority List in 1989. To complete closure, all buildings and other structures that composed the Rocky Flats industrial complex were removed from the surface, but remnants remain in the subsurface. Contouring and grading to return the surface to approximate conditions that were present prior to the plant's construction was completed in 2005. A goal of the final land configuration was to provide long-term surface and subsurface land stability. Several instances of localized surface subsidence or instability have occurred since the final configuration. The localized nature and the relatively small areas of observed subsidence and instability indicate that, overall, the final configuration is performing well, but responses to these occurrences and the observations that followed may be useful in planning for the closure and designing the final land configuration and post-closure monitoring at other sites. Energy.gov [DOE]

DOE is evaluating the potential conveyance (lease, easement, and/or title transfer) of real property that may be determined to be excessed, underutilized or unneeded at the Paducah Gaseous Diffusion Plant (PGDP). After appropriate agency reviews, DOE could transfer PGDP real property to one or more entities for a range of economic development and/or recreational uses. DOEs potential action is designed to reduce the footprint of the site and the cost for maintenance of the site, providing opportunities for beneficial reuse. DOE prepared this Draft Environmental Assessment (EA) to analyze the potential environmental consequences associated with potential land and facilities transfers.

Sillerud, Laurel O.; van Hulsteyn, David B.

    1990-01-01

A nuclear magnetic resonance (NMR) image is obtained with spatial information modulated by chemical information. The modulation is obtained through polarization transfer from a first element representing the desired chemical, or functional, information, which is covalently bonded and spin-spin coupled with a second element effective to provide the imaging data. First and second rf pulses are provided at first and second frequencies for exciting the imaging and functional elements, with imaging gradients applied therebetween to spatially separate the nuclei response for imaging. The second rf pulse is applied at a time after the first pulse which is the inverse of the spin coupling constant to select the transfer element nuclei which are spin coupled to the functional element nuclei for imaging. In a particular application, compounds such as glucose, lactate, or lactose, can be labeled with .sup.13 C and metabolic processes involving the compounds can be imaged with the sensitivity of .sup.1 H and the selectivity of .sup.13 C.

The purpose of the calculation is to demonstrate that operations performed in the DTF and RF meet the nuclear criticality safety design criteria specified in the ''Project Design Criteria (PDC) Document'' (BSC 2004 [DIRS 171599], Section 4.9.2.2), the nuclear facility safety requirement in ''Project Requirements Document'' (Canori and Leitner 2003 [DIRS 166275], p. 4-206), the functional/operational nuclear safety requirement in the ''Project Functional and Operational Requirements'' document (Curry 2004 [DIRS 170557], p. 75), and the functional nuclear criticality safety requirements described in the ''Dry Transfer Facility Description Document'' (BSC 2005 [DIRS 173737], p. 3-8). A description of the changes is as follows: (1) Update the supporting calculations for the various Category 1 and 2 event sequences as identified in the ''Categorization of Event Sequences for License Application'' (BSC 2005 [DIRS 171429], Section 7). (2) Update the criticality safety calculations for the DTF staging racks and the remediation pool to reflect the current design. This design calculation focuses on commercial spent nuclear fuel (SNF) assemblies, i.e., pressurized water reactor (PWR) and boiling water reactor (BWR) SNF. U.S. Department of Energy (DOE) Environmental Management (EM) owned SNF is evaluated in depth in the ''Canister Handling Facility Criticality Safety Calculations'' (BSC 2005 [DIRS 173284]) and is also applicable to DTF operations. Further, the design and safety analyses of the naval SNF canisters are the responsibility of the U.S. Department of the Navy (Naval Nuclear Propulsion Program) and will not be included in this document. Also, note that the results for the Monitored Geologic Repository (MGR) Site specific Cask (MSC) calculations are limited to the

This project entailed the continuation of solar design and construction workshops for the Navajo, Hopi, and Apache Tribes, including tribal planners, tribal staff, engineers, architects, and installers of energy systems. The project also entailed the continuation of support for the development of an energy self-sufficient community school system for the many rural Navajo communities. Great emphasis was placed in completing the second phase of development of the intertribal computer network. The development of this network will greatly benefit our nation in increased efficiency and coordination of tribal energy programs. A series of workshops was held in energy programs training for planners from the Navajo, Hopi, and Apache Tribes. The initial assessment of this program concludes that the greatest impact and return came from the Navajo Tribe's Division of Economic Development, with lesser impact upon the Community Development branches of the Hopi and Apache Tribes. The impact of microcomputer technologies upon the tribes has been shown to be profound, and the development of the intertribal computer network can be seen as a true asset to both the tribes and to the nation.

    SciTech Connect

    Cusick L.T.

    2002-09-25

The U.S. Department of Energy (DOE) owns, operates, and manages the buildings and land areas on the Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. As land and buildings are declared excess or underutilized, it is the intent of DOE to either transfer the title of or lease suitable property to the Community Reuse Organization of East Tennessee (CROET) or other entities for public use. It is DOE's responsibility, in coordination with the U.S. Environmental Protection Agency (EPA), Region 4, and the Tennessee Department of Environment and Conservation (TDEC), to ensure that the land, facilities, and personal property that are to have the title transferred or are to be leased are suitable for public use. Release of personal property must also meet site requirements and be approved by the DOE contractor responsible for site radiological control. The terms title transfer and lease in this document have unique meanings. Title transfer will result in release of ownership without any restriction or further control by DOE. Under lease conditions, the government retains ownership of the property along with the responsibility to oversee property utilization. This includes involvement in the lessee's health, safety, and radiological control plans and conduct of site inspections. It may also entail lease restrictions, such as limiting access to certain areas or prohibiting digging, drilling, or disturbing material under surface coatings. Survey and sampling requirements are generally more rigorous for title transfer than for lease. Because of the accelerated clean up process, there is an increasing emphasis on title transfers of facilities and land. The purpose of this document is to describe the radiological survey and sampling protocols that are being used for assessing the radiological conditions and characteristics of building and land areas on the Oak Ridge Reservation that contain space potentially available for title transfer or lease. After necessary surveys and

A heat transfer system for a nuclear reactor is described. Heat transfer is accomplished within a sealed vapor chamber which is substantially evacuated prior to use. A heat transfer medium, which is liquid at the design operating temperatures, transfers heat from tubes interposed in the reactor primary loop to spaced tubes connected to a steam line for power generation purposes. Heat transfer is accomplished by a two-phase liquid-vapor-liquid process as used in heat pipes. Condensible gases are removed from the vapor chamber through a vertical extension in open communication with the chamber interior.

The U.S. Department of Energy Grand Junction Office (DOE-GJO) in Grand Junction, Colorado, has played an integral role within the DOE complex for many years. GJO has a reputation for outstanding quality in the performance of complex environmental restoration projects, utilizing state-of-the-art technology. Many of the GJO missions have been completed in recent years. In 1998, DOE Headquarters directed GJO to reduce its mortgage costs by transferring ownership of the site and to lease space at a reasonable rate for its ongoing work. A local community group and GJO have entered into a sales contract; signing of the Quitclaim Deed is planned for February 16, 2001. Site transfer tasks were organized as a project with a critical-path schedule to track activities and a Site Transition Decision Plan was prepared that included a decision process flow chart, key tasks, and responsibilities. Specifically, GJO identified the end state with affected parties early on, successfully dealt with site contamination issues, and negotiated a lease-back arrangement, resulting in an estimated savings of more than 60 percent of facility maintenance costs annually. Lessons learned regarding these transition activities could be beneficial to many other sites.

    1998-06-26

The DOE Spent Nuclear Fuel Disposal Container (SNF DC) supports the confinement and isolation of waste within the Engineered Barrier System of the Mined Geologic Disposal System (MGDS). Disposal containers are loaded and sealed in the surface waste handling facilities, transferred to the underground through the access mains, and emplaced in emplacement drifts. The DOE Spent Nuclear Fuel Disposal Container provides long term confinement of DOE SNF waste, and withstands the loading, transfer, emplacement, and retrieval loads and environments. The DOE SNF Disposal Containers provide containment of waste for a designated period of time, and limit radionuclide release thereafter. The disposal containers maintain the waste in a designated configuration, withstand maximum handling and rockfall loads, limit the individual waste canister temperatures after emplacement. The disposal containers also limit the introduction of moderator into the disposal container during the criticality control period, resist corrosion in the expected repository environment, and provide complete or limited containment of waste in the event of an accident. Multiple disposal container designs may be needed to accommodate the expected range of DOE Spent Nuclear Fuel. The disposal container will include outer and inner barrier walls and outer and inner barrier lids. Exterior labels will identify the disposal container and contents. Differing metal barriers will support the design philosophy of defense in depth. The use of materials with different failure mechanisms prevents a single mode failure from breaching the waste package. The corrosion-resistant inner barrier and inner barrier lid will be constructed of a high-nickel alloy and the corrosion-allowance outer barrier and outer barrier lid will be made of carbon steel. The DOE Spent Nuclear Fuel Disposal Containers interface with the emplacement drift environment by transferring heat from the waste to the external environment and by protecting

  1. Application of Direct Assessment Approaches and Methodologies to Cathodically Protected Nuclear Waste Transfer Lines

    SciTech Connect

Dahl, Megan M.; Pikas, Joseph; Edgemon, Glenn L.; Philo, Sarah

    2013-01-22

The U.S. Department of Energy's (DOE) Hanford Site is responsible for the safe storage, retrieval, treatment, and disposal of approximately 54 million gallons (204 million liters) of radioactive waste generated since the site's inception in 1943. Today, the major structures involved in waste management at Hanford include 149 carbon steel single-shell tanks, 28 carbon-steel double-shell tanks, plus a network of buried metallic transfer lines and ancillary systems (pits, vaults, catch tanks, etc.) required to store, retrieve, and transfer waste within the tank farm system. Many of the waste management systems at Hanford are still in use today. In response to uncertainties regarding the structural integrity of these systems,' an independent, comprehensive integrity assessment of the Hanford Site piping system was performed. It was found that regulators do not require the cathodically protected pipelines located within the Hanford Site to be assessed by External Corrosion Direct Assessment (ECDA) or any other method used to ensure integrity. However, a case study is presented discussing the application of the direct assessment process on pipelines in such a nuclear environment. Assessment methodology and assessment results are contained herein. An approach is described for the monitoring, integration of outside data, and analysis of this information in order to identify whether coating deterioration accompanied by external corrosion is a threat for these waste transfer lines.

    1999-06-23

The Phase 1 privatization contract (DOE-RL 1996) requires that the Project Hanford Management Contractors, on behalf of the U.S. Department of Energy, Richland Operations Office, deliver waste feed in appropriate quantities and composition on schedule. The Feed Process Management Team (FPMT) was created with responsibility for establishing requirements, identifying and recommending baseline change control, assuring configuration management of tank contents (e.g., feed pedigrees), and requiring understanding among the various TWRS elements so the right feed is produced on schedule (Boston 1996). The FPMT has charged the Double Shell Tank (DST) Waste Inventory Control (WIC) (LMHC 1997) group to develop and implement the waste configuration control needed to insure that our ability to deliver feed on schedule is not adversely impacted. The WIC group, which has representatives from engineering, environmental, operations, and waste feed delivery, reviews proposed waste transfers and technical issues affecting the TWRS waste inventory. The WIC group either approves proposed transfers or, if a unanimous decision is not obtained, elevates approval to the FPMT. A representative from the FPMT is present at the WIC group meetings where waste transfer approvals are decided, and WIC relays information to the FPMT as needed. The TWRS operations include waste inventory control, waste consolidation, waste transfers, compatibility evaluations, feed staging for privatization, and technical issues affecting waste transfers. Pumping restrictions are outlined in Boston (1998). The mobilization, retrieval, transfer, pretreatment, staging, and delivery of feed to the privatization contractor take place in the DST system. These tanks support multiple programs; therefore, the tank space must be allocated and controlled so as not to interfere with the delivery of feed by creating space bottlenecks or by significantly changing the composition or quantity of feed. Each feed tank selected for
