    With the tendency for vertical disintegration of control and/or ownership of assets within the industry, however, properly defining the relevant product in horizontal competition at each stage of production, transmission, distribution, and marketing assumes increasing importance. There is every reason to expect that market power issues and antitrust concerns will arise in each of the five dimensions outlined above. In each case, the author believes the framework will continue to be properly measuring market shares and concentration for carefully defined product and geographic markets as a basis for making informed judgments about market power concerns. The modeling of industry demand, supply, and competitive interactions certainly helps to inform this process by testing the proper scopes of product and geographic markets and of the economic significance of productive assets in the market defined. Modeling should also help the screening process where the issue is possible market power in markets being restructured for retail competition.

    Communication regarding the management of radioactive materials is a well-established challenge. Residents and consumers have suspected for years that companies and governments place short-term economic concerns ahead of health and safety. This skepticism is compounded with increased attention to safety issues at nuclear power plants everywhere after Fukushima. Nonetheless, today's environment presents unexpected opportunities to transform public fear into teachable moments that bring knowledge and facts to discussions on nuclear energy. In the weeks following Japan's crisis, the lack of reliable information on radiation levels saw citizens taking to the streets with dosimeters and Geiger counters in crowd-sourced radiation monitoring efforts. Efforts, based mainly online, represent a growing set of examples of how internet and cell-phone technology are being put to use in emergency situations. The maps, graphs and tables created to meet public interest also exemplify some of the psychological priorities of audiences and present learning tools that can improve future education efforts in non-emergency situations. Industry outreach efforts often consist of technical details and quantitative data that are difficult for lay audiences to interpret. The intense attention to nuclear energy issues since last March has produced a wide array of visual samples. Citizen monitors, news organizations, government agencies and others have displayed quantitative information in innovative ways. Their efforts offer new perspective on what charts, maps and info graphics do - or need to do - to illustrate requirements, record assessments and promote understanding of nuclear-waste issues. Surveying the best examples, nuclear communicators can improve their offerings of easy-to-use, evidence-based visuals to inform stakeholders.     This document is a summary of the important issues involved in managing spent nuclear fuel (SNF) owned by the Department of Energy (DOE). Issues related to civilian SNF activities are not discussed. DOE-owned SNF is stored primarily at the Hanford Site, Idaho National Engineering Laboratory (INEL), Savannah River Site (SRS), Oak Ridge National Laboratory (ORNL), and West Valley Demonstration Project. Smaller quantities of SNF are stored at Brookhaven National Laboratory, Sandia National Laboratories, and Los Alamos National Laboratory (LANL). There is a wide variety of fuel types, including both low and high enrichment fuels from weapons production, DOE reactors, research and development programs, naval programs, and universities. Most fuel is stored in pools associated with reactor or reprocessing facilities. Smaller quantities are in dry storage. Physical conditions of the fuel range from excellent to poor or severely damaged. An issue is defined as an important question that must be answered or decision that must be made on a topic or subject relevant to achieving the complimentary objectives of (a) storing SNF in compliance with applicable regulations and orders until it can be disposed, and (b) safely disposing of DOE`s SNF. The purpose of this document is to define the issues; no recommendations are made on resolutions. As DOE`s national SNF management program is implemented, a system of issues identification, documentation, tracking, and resolution will be implemented. This document is an initial effort at issues identification. The first section of this document is an overview of issues that are common to several or all DOE facilities that manage SNF. The common issues are organized according to specific aspects of spent fuel management. This is followed by discussions of management issues that apply specifically to individual DOE facilities. The last section provides literature references.

    The U.S. Department of Energy (DOE) Laboratory Directors' Environmental and Occupational/Public Health Standards Steering Group (or ''SSG'') was formed in 1990. It was felt then that ''risk'' could be an organizing principle for environmental cleanup and that risk-based cleanup standards could rationalize clean up work. The environmental remediation process puts workers engaged in cleanup activities at risk from hazardous materials and from the more usual hazards associated with construction activities. In a real sense, the site remediation process involves the transfer of a hypothetical risk to the environment and the public from isolated contamination into real risks to the workers engaged in the remediation activities. Late in its existence the SSG, primarily motivated by its LANL representative, Dr. Harry Ettinger, actively investigated issues associated with worker health and safety during environmental remediation activities. This paper summarizes the insights noted by the SSG. Most continue to be pertinent today.

As described in this report, window-related discrepancies in heating energy predictions were identified through comparative testing of EnergyPlus and DOE-2. Multiple causes for discrepancies were identified, and software fixes are recommended to better align the models with the intended algorithms and underlying test data.

    Before the January 1997 Record of Decision (ROD), the U.S. Department of Energy Office of Fissile Materials Disposition (DOE-MD) evaluated three technologies for the disposition of {approximately}50 MT of surplus plutonium from defense-related programs-reactors, immobilization, and deep boreholes. As part of the process supporting the ROD, and comprehensive assessment of technical viability, cost, and schedule was conducted by DOE-MD and its national laboratory contractors. Oak Ridge National Laboratory managed and coordinated the life-cycle cost (LCC) assessment effort for this program. This report discusses the economic analysis methodology and the results for the reactor options considered prior to ROD. A secondary intent of the report is to discuss major technical and economic issues that impact cost and schedule. To evaluate the economics of the reactor option and other technologies on an equitable basis, a set of cost-estimating guidelines and a common cost-estimating format were utilized by all three technology teams. This report includes the major economic analysis assumptions and the comparative constant-dollar and discounted-dollar LCCs for all nine reactor scenarios.

    The cost effective radiological classification and disposal of solid materials with potential volume contamination, in accordance with applicable U.S. Department of Energy (DOE) Orders, suffers from an inability to unambiguously distinguish among transuranic waste, low-level waste, and unconditional-release materials. Depending on the classification, disposal costs can vary by a hundred-fold. But in many cases, the issues can be easily resolved by a combination of process information, some simple measurements, and calculational predictions from a computer model for radiation shielding.The proper classification and disposal of many solid wastes requires a measurement regime that is able to show compliance with a variety of institutional and regulatory contamination limits. Although this is not possible for all solid wastes, there are many that do lend themselves to such measures. Several examples are discussed which demonstrate the possibilities, including one which was successfully applied to bulk contamination.The only barriers to such broader uses are the slow-to-change institutional perceptions and procedures. For many issues and materials, the measurement tools are available; they need only be applied.

    Until recently, new weapons' warheads were most often an incremental improvement on a previous warhead design. The tools available to the munition designer today, however, allow for a more comprehensive methodology to be employed. The focus of this paper will be a portion of the process of design of an explosively formed projectile (EFP) which uses tantalum as its liner material. Several questions surrounding tantalum's behavior under high strains require answers before such an EFP can be properly designed. The base-technology issues of different material properties will be explored using a three-dimensional finite element code (DYNA3D) and then compared to experiments. State-of-the-art diagnostics are an integral part of this methodology. Predetermined ''flasher block'' contours will provide specific position/time data which will assist in improving and understanding the high explosive equation of state as well as determining the energy imparted to the liner. In turn, this will lead to improved modeling of the liner as it translates along the line of flight. Flash X-ray Radiograph (FXR) will provide clues to axial symmetry, density, and overall time/distance information. This data will also provide answers to the strain rate depencence of the tantalum. Integration of the data from the experiment with the material response models allows post-experiment normalization of the code. This ''normalized'' tool is, finally used in the point design of the warhead.

    The Department of Energy (DOE), Office of Environmental Management (EM) continues to pursue cost-effective, environmental cleanup of the weapons complex sites with a concomitant emphasis on deployment of innovative technologies as a means to this end. The EM Office of Science and Technology (OST) pursues a strategy that entails identification of technologies that have potential applications throughout the DOE complex: at multiple DOE sites and at multiple facilities on those sites. It further encourages a competitive procurement process for the various applications entailed in the remediation of a given facility. These strategies require a competitive private-sector supplier base to help meet EM needs. OST supports technology development and deployment through investments in partnerships with private industry to enhance the acceptance of their technology products within the DOE market. Since 1992, OST and the National Energy Technology Laboratory (NETL) have supported the re search and development of technology products and services offered by the private sector. During this time, NETL has managed over 140 research and development projects involving industrial and university partners. These projects involve research in a broad range of EM related topics, including deactivation and decommissioning, characterization, monitoring, sensors, waste separation, groundwater remediation, robotics, and mixed waste treatment. Successful partnerships between DOE and Industry have resulted in viable options for EM's cleanup needs, and require continued marketing efforts to ensure that these technology solutions are used at multiple DOE sites and facilities.

    Three years ago there were no standards or published guidelines for quality in research environments. Today, one standard has been published, and three guidelines documents are in final draft form and about to be published. In this paper, I describe the events that led to the writing of DOE 5700.6C, 10CFR830.120, and DOE-ER-STD-6001-92, focusing on the cultural barriers that arose (largely in the community of quality assurance professionals) during this process. I go on to describe why I believe that implementing DOE 5700.6C and 10CFR830.120 must be pushed even further toward an approach that embodies the Malcolm Baldrige National Quality Award and why even this is not far enough. The reason is because the most crucial aspect of successfully implementing a quality initiative is to base it on a cohesive, unified foundation of organizational and individual values and beliefs. Stephen Covey`s 7 Habits of Highly Effective People and Principle Centered Leadership provide such a foundations.

    The report consists of three chapters and four appendices. Chapter 1 provides basic information on the role of storage in today`s marketplace where natural gas is treated as a commodity. Chapter 2 provides statistical analyses of the relationship between storage and spot prices on both a monthly and daily basis. For the daily analysis, temperature data were used a proxy for storage withdrawals, providing a new means of examining the short-term relationship between storage and spot prices. Chapter 3 analyzes recent trends in storage management and use, as well as plans for additions to storage capacity. It also reviews the status of the new uses of storage resulting from Order 636, that is, market-based rates and capacity release. Appendix A serves as a stand-along primer on storage operations, and Appendix B provides further data on plans for the expansion of storage capacity. Appendix C explains recent revisions made to working gas and base gas capacity on the part of several storage operators in 1991 through 1993. The revisions were significant, and this appendix provides a consistent historical data series that reflects these changes. Finally, Appendix D presents more information on the regression analysis presented in Chapter 2. 19 refs., 21 figs., 5 tabs.
