    This document is a summary of the important issues involved in managing spent nuclear fuel (SNF) owned by the Department of Energy (DOE). Issues related to civilian SNF activities are not discussed. DOE-owned SNF is stored primarily at the Hanford Site, Idaho National Engineering Laboratory (INEL), Savannah River Site (SRS), Oak Ridge National Laboratory (ORNL), and West Valley Demonstration Project. Smaller quantities of SNF are stored at Brookhaven National Laboratory, Sandia National Laboratories, and Los Alamos National Laboratory (LANL). There is a wide variety of fuel types, including both low and high enrichment fuels from weapons production, DOE reactors, research and development programs, naval programs, and universities. Most fuel is stored in pools associated with reactor or reprocessing facilities. Smaller quantities are in dry storage. Physical conditions of the fuel range from excellent to poor or severely damaged. An issue is defined as an important question that must be answered or decision that must be made on a topic or subject relevant to achieving the complimentary objectives of (a) storing SNF in compliance with applicable regulations and orders until it can be disposed, and (b) safely disposing of DOE`s SNF. The purpose of this document is to define the issues; no recommendations are made on resolutions. As DOE`s national SNF management program is implemented, a system of issues identification, documentation, tracking, and resolution will be implemented. This document is an initial effort at issues identification. The first section of this document is an overview of issues that are common to several or all DOE facilities that manage SNF. The common issues are organized according to specific aspects of spent fuel management. This is followed by discussions of management issues that apply specifically to individual DOE facilities. The last section provides literature references.

    Following the issuance of Title 10 Code of Federal Regulations Part 835 (10 CFR 835), {open_quotes}Occupational Radiation Protection,{close_quotes} in the Federal Register on 14 December 1993, all DOE facilities subject to the rule provisions were required to submit a radiation protection program that Sets forth the plans, schedules, and other measures for achieving compliance with the rule by 1 January 1996. Numerous DOE facilities identified areas of the rule where their facility needed either (1) a clarification of the intent and expectation of a provisions or (2) an exemption from the provisions. In response, the DOE Office of Worker Protection Programs and Hazards Management (EH-52) prepared and disseminated eight Radiological Control Technical Positions (RCTPs). These RCTPs provided clarifications of DOE`s intent and expectations for compliance with specific provisions of the rule. EH-52 also processed requests for exemptions from provisions of 10 CFR 835 received from twelve different DOE facilities. The DOE issued 21 separate responses to these facilities, each one addressing the specific exepemtion request. Each response contained (1) an Exemption Decision and (2) a Technical Position discussing the basis for either denying or granting with conditions, as applicable, the exemption request.

    Issues in building energy software accuracy are often identified by comparative, analytical, and empirical testing as delineated in the BESTEST methodology. As described in this report, window-related discrepancies in heating energy predictions were identified through comparative testing of EnergyPlus and DOE-2. Multiple causes for discrepancies were identified, and software fixes are recommended to better align the models with the intended algorithms and underlying test data.

    Before the January 1997 Record of Decision (ROD), the U.S. Department of Energy Office of Fissile Materials Disposition (DOE-MD) evaluated three technologies for the disposition of {approximately}50 MT of surplus plutonium from defense-related programs-reactors, immobilization, and deep boreholes. As part of the process supporting the ROD, and comprehensive assessment of technical viability, cost, and schedule was conducted by DOE-MD and its national laboratory contractors. Oak Ridge National Laboratory managed and coordinated the life-cycle cost (LCC) assessment effort for this program. This report discusses the economic analysis methodology and the results for the reactor options considered prior to ROD. A secondary intent of the report is to discuss major technical and economic issues that impact cost and schedule. To evaluate the economics of the reactor option and other technologies on an equitable basis, a set of cost-estimating guidelines and a common cost-estimating format were utilized by all three technology teams. This report includes the major economic analysis assumptions and the comparative constant-dollar and discounted-dollar LCCs for all nine reactor scenarios.

    The cost effective radiological classification and disposal of solid materials with potential volume contamination, in accordance with applicable U.S. Department of Energy (DOE) Orders, suffers from an inability to unambiguously distinguish among transuranic waste, low-level waste, and unconditional-release materials. Depending on the classification, disposal costs can vary by a hundred-fold. But in many cases, the issues can be easily resolved by a combination of process information, some simple measurements, and calculational predictions from a computer model for radiation shielding.The proper classification and disposal of many solid wastes requires a measurement regime that is able to show compliance with a variety of institutional and regulatory contamination limits. Although this is not possible for all solid wastes, there are many that do lend themselves to such measures. Several examples are discussed which demonstrate the possibilities, including one which was successfully applied to bulk contamination.The only barriers to such broader uses are the slow-to-change institutional perceptions and procedures. For many issues and materials, the measurement tools are available; they need only be applied.

Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the short

    The Department of Energy (DOE), Office of Environmental Management (EM) continues to pursue cost-effective, environmental cleanup of the weapons complex sites with a concomitant emphasis on deployment of innovative technologies as a means to this end. The EM Office of Science and Technology (OST) pursues a strategy that entails identification of technologies that have potential applications throughout the DOE complex: at multiple DOE sites and at multiple facilities on those sites. It further encourages a competitive procurement process for the various applications entailed in the remediation of a given facility. These strategies require a competitive private-sector supplier base to help meet EM needs. OST supports technology development and deployment through investments in partnerships with private industry to enhance the acceptance of their technology products within the DOE market. Since 1992, OST and the National Energy Technology Laboratory (NETL) have supported the re search and development of technology products and services offered by the private sector. During this time, NETL has managed over 140 research and development projects involving industrial and university partners. These projects involve research in a broad range of EM related topics, including deactivation and decommissioning, characterization, monitoring, sensors, waste separation, groundwater remediation, robotics, and mixed waste treatment. Successful partnerships between DOE and Industry have resulted in viable options for EM's cleanup needs, and require continued marketing efforts to ensure that these technology solutions are used at multiple DOE sites and facilities.

    The U.S. Department of Energy (DOE) Laboratory Directors' Environmental and Occupational/Public Health Standards Steering Group (or ''SSG'') was formed in 1990. It was felt then that ''risk'' could be an organizing principle for environmental cleanup and that risk-based cleanup standards could rationalize clean up work. The environmental remediation process puts workers engaged in cleanup activities at risk from hazardous materials and from the more usual hazards associated with construction activities. In a real sense, the site remediation process involves the transfer of a hypothetical risk to the environment and the public from isolated contamination into real risks to the workers engaged in the remediation activities. Late in its existence the SSG, primarily motivated by its LANL representative, Dr. Harry Ettinger, actively investigated issues associated with worker health and safety during environmental remediation activities. This paper summarizes the insights noted by the SSG. Most continue to be pertinent today.

    Environmental assessments and remediation activities are being conducted by the U.S. Department of Energy (DOE) at the Paducah Gaseous Diffusion Plant (PGDP), Paducah, Kentucky. The Oak Ridge Institute for Science and Education (ORISE), a DOE prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct radiation dose modeling analyses and derive single radionuclide soil guidelines (soil guidelines) in support of the derivation of Authorized Limits (ALs) for 'DOE-Owned Property Outside the Limited Area' ('Property') at the PGDP. The ORISE evaluation specifically included the area identified by DOE restricted area postings (public use access restrictions) and areas licensed by DOE to the West Kentucky Wildlife Management Area (WKWMA). The licensed areas are available without restriction to the general public for a variety of (primarily) recreational uses. Relevant receptors impacting current and reasonably anticipated future use activities were evaluated. In support of soil guideline derivation, a Conceptual Site Model (CSM) was developed. The CSM listed radiation and contamination sources, release mechanisms, transport media, representative exposure pathways from residual radioactivity, and a total of three receptors (under present and future use scenarios). Plausible receptors included a Resident Farmer, Recreational User, and Wildlife Worker. single radionuclide soil guidelines (outputs specified by the software modeling code) were generated for three receptors and thirteen targeted radionuclides. These soil guidelines were based on satisfying the project dose constraints. For comparison, soil guidelines applicable to the basic radiation public dose limit of 100 mrem/yr were generated. Single radionuclide soil guidelines from the most limiting (restrictive) receptor based on a target dose constraint of 25 mrem/yr were then rounded and identified as the derived soil guidelines.     The 5th International Conference on Polar and Alpine Microbiology (PAM5) was held in Big Sky, Montana (USA) from 8-12 September 2013. This meeting is a continuation of the highly successful meetings previously held in Rovaniemi, Finland (2004), Innsbruck, Austria (2006), Banff, Canada (2008) and Ljubljana, Slovenia (2011), which brought together leading international researchers and students in this field. The objectives of the Big Sky meeting were to bring together scientists, students and professionals to discuss all aspects of cold-adapted microorganisms and the roles they play in polar and alpine environments, to understand the role of these organisms in our search for life on other icy worlds, to address recent developments, and to exchange ideas and experiences on an international scale. The conference provided a multi-disciplinary forum to explore emerging areas in the field and as always, will have a wealth of opportunities for the exchange of ideas and building of collaborations. Funds were requested to help defray registration fees and travel costs of 13 early career scientists. Distribution of the funds were based on the quality of the abstracts submitted.

    The purpose of this compilation is to summarize the current needs of US Nuclear Energy programs and other applied technolgies for nuclear data. It is the result of a biennial review in which the Department of Energy (DOE) and contractors, Department of Defense Laboratories and contractors, and other interested groups have been asked to review and revise their requests for nuclear data. It was felt that the evaluators of cross section data and the users of these evaluations should be involved in the review of the data requests to make this compilation more useful. This request list is ordered by target nucleus (Isotope) and then reaction type (Quantity). Each request is assigned a unique identifying number. The first two digits of this number give the year the request was initiated. All requests for a given Isotope and Quantity are grouped (or blocked) together. The requests in a block are followed by any status comments. Each request has a unique Isotope, Quantity and Requester. The requester is identified by laboratory, last name, and sponsoring US government agency, e.g., BET, DEI, DNR. All requesters, together with their addresses and phone numbers, are given in appendix B. A list of the evaluators responsible for ENDF/B-V evaluations with their affiliation appears in appendix C. All requests must give the energy (or range of energy) for the incident particle when appropriate. The accuracy needed in percent is also given. The error quoted is assumed to be 1-sigma at each measured point in the energy range requested unless a comment specifies otherwise. Sometimes a range of accuracy indicated by two values is given or some statement is given in the free text comments. An incident particle energy resolution in percent is sometimes given. (WHK)

The request list is ordered by target nucleus (isotope) and then reaction type (quantity). An attempt has been made to describe the quantity in standard notation. An appendix contains a glossary of the symbols used with a short explanatory text. Because of the changing and continuing character of the need for data request information, as well as the probability that current measurements may satisfy a portion of the request, this report is to be regarded as a working document. In fact, it is maintained as a data base by the National Nuclear Data Center. Procedures for submitting data request, priority assignments, and the DOE/NDC Committee membership are included.
