    This document summarizes the Department of Energy`s Second Joint Energy Research/Defence Programs Security Research Workshop. The workshop, built on the results of the first Joint Workshop which reviewed security requirements represented in a range of mission-critical ER and DP applications, discussed commonalties and differences in ER/DP requirements and approaches, and identified an integrated common set of security research priorities. One significant conclusion of the first workshop was that progress in a broad spectrum of DOE-relevant security problems and applications could best be addressed through public-key cryptography based systems, and therefore depended upon the existence of a robust, broadly deployed public-key infrastructure. Hence, public-key infrastructure ({open_quotes}PKI{close_quotes}) was adopted as a primary focus for the second workshop. The Second Joint Workshop covered a range of DOE security research and deployment efforts, as well as summaries of the state of the art in various areas relating to public-key technologies. Key findings were that a broad range of DOE applications can benefit from security architectures and technologies built on a robust, flexible, widely deployed public-key infrastructure; that there exists a collection of specific requirements for missing or undeveloped PKI functionality, together with a preliminary assessment of how these requirements can be met; that, while commercial developments can be expected to provide many relevant security technologies, there are important capabilities that commercial developments will not address, due to the unique scale, performance, diversity, distributed nature, and sensitivity of DOE applications; that DOE should encourage and support research activities intended to increase understanding of security technology requirements, and to develop critical components not forthcoming from other sources in a timely manner.

    Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.

    Public participation in Office of Environmental Management (EM) activities throughout the DOE complex is a critical component of the overall success of remediation and waste management efforts. The challenges facing EM and its stakeholders over the next decade or more are daunting (Nuclear Waste News 1996). Achieving a mission composed of such challenges will require innovation, dedication, and a significant degree of good will among all stakeholders. EM's efforts to date, including obtaining and using inputs offered by EM stakeholders, have been notable. Public participation specialists have accepted and met challenges and have consistently tried to improve their performance. They have reported their experiences both formally and informally (e.g., at professional conferences and EM Public Participation Network Workshops, other internal meetings of DOE and contractor public participation specialists, and one-on-one consultations) in order to advance the state of their practice. Our research, and our field research in particular (including our interactions with many representatives of numerous stakeholder groups at nine DOE sites with diverse EM problems), have shown that it, is possible to develop coherent results even in a problem domain as complex as that of EM. We conclude that performance-based evaluations of public participation appear possible, and we have recommended an approach, based on combined and integrated multi-stakeholder views on the attributes of successful public participation and associated performance indicators, that seems workable and should be acceptable to diverse stakeholders. Of course, as an untested recommendation, our approach needs the validation that can only be achieved by application (perhaps at a few DOE sites with ongoing EM activities). Such an application would serve to refine the proposed approach in terms of its clarity, its workability, and its potential for full-scale use by EM and, potentially, other government agencies and

    Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

    The U.S. Department of Energy (DOE) Laboratory Directors' Environmental and Occupational/Public Health Standards Steering Group (or ''SSG'') was formed in 1990. It was felt then that ''risk'' could be an organizing principle for environmental cleanup and that risk-based cleanup standards could rationalize clean up work. The environmental remediation process puts workers engaged in cleanup activities at risk from hazardous materials and from the more usual hazards associated with construction activities. In a real sense, the site remediation process involves the transfer of a hypothetical risk to the environment and the public from isolated contamination into real risks to the workers engaged in the remediation activities. Late in its existence the SSG, primarily motivated by its LANL representative, Dr. Harry Ettinger, actively investigated issues associated with worker health and safety during environmental remediation activities. This paper summarizes the insights noted by the SSG. Most continue to be pertinent today.

    This paper addresses the concept of energy security, the costs and benefits of energy security, and policies which could potentially alter these costs and benefits. These issues are considered from the perspective of the DOE's Office of Energy Emergencies, with the goal of determining if alternative or additional roles should be open to this Office. The approach taken is limited to the economic costs and benefits of energy security, reflecting our view that the bulk of important energy security issues can at least be approached from this perspective. An energy emergency results from a sudden change in the quantity, market price, and/or social value of energy, in combination with a domestic and/or world wide energy system that cannot rapidly adjust to that change. We do not believe that mitigating the impacts of such events is always necessary, nor that it is uniquely a governmental responsibility. In fact, the first recourse in emergency preparedness should always be to the private sector. Government should deal with three different aspects of emergency energy activities. First, it should condition the decision making environment by seeing that adequate information about energy conditions is available and that its own policy position is clear. Next, it should evaluate the preparedness measures undertaken by the private sector. Finally, if it finds private sector preparation to be inadequate, government has a variety of direct and indirect means with which to intervene. One direct measure currently used is the buildup and drawdown of the strategic petroleum reserve (SPR). Others include contingency plans to override market allocations during wartime, as might be developed under the graduated mobilization response (GMR). Indirect means include a variety of tax and transfer schemes that alter existing private sector incentives to prepare. Well conceived monetary and fiscal policies complete the tools. 1 fig., 1 tab.

    The purpose of this report is to provide the Office of Technology Assessment (OTA) with information about selected technologies under development in the Department of Energy (DOE) through its National Laboratory System and its Program Office operations. The technologies selected are those that have the potential to improve the performance of the nation`s public works infrastructure. The product is a relational database that we refer to as a ``prototype catalogue of technologies.`` The catalogue contains over 100 entries of DOE-supported technologies having potential application to infrastructure-related problems. The work involved conceptualizing an approach, developing a framework for organizing technology information, and collecting samples of readily available data to be put into a prototype catalogue. In developing the catalogue, our objectives were to demonstrate the concept and provide readily available information to OTA. As such, the catalogue represents a preliminary product. The existing database is not exhaustive and likely represents only a fraction of relevant technologies developed by DOE. In addition, the taxonomy we used to classify technologies is based on the judgment of project staff and has received minimal review by individuals who have been involved in the development and testing of the technologies. Finally, end users will likely identify framework changes and additions that will strengthen the catalogue approach. The framework for the catalogue includes four components: a description of the technology, along with potential uses and other pertinent information; identification of the source of the descriptive information; identification of a person or group knowledgeable about the technology; and a classification of the described technology in terms of its type, application, life-cycle use, function, and readiness.

    This report covers activities in the Univesity of Illinois Department of Nulcear, Plasma and Radiological Engineering Matching Grant Program for the period form 30 September 1995 to 30 March 2003. The funds for this program include industrial partner funds which were matched, or nearly matched by DOE-NE. The industrial partner was Commonwealth Edison, which changed its corporate structure and name to Exelon during the course of the contract. The funds from the contract were used to support nuclear engineering educational needs, including undergraduate and graduate students support, purchase of laboratory equipment, support for seminar speakers and conferences, and support for new faculty members. The funds were instrumental in maintaining a first quality nuclear engineering educational program at the University of Illinois.

    This paper will describe the importance of public and stakeholder involvement to the decisions being made at Savannah River Site (SRS) regarding the cleanup of major production facilities. For over a decade the Department of Energy (DOE), the U.S. Environmental Protection Agency (EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC) have operated under a three party agreement (known as the Federal Facilities Agreement or FFA) to clean up the SRS from the remnants of the Cold War plutonium production at SRS. During this time, the 3 agencies have consulted with the surrounding and impacted public to gain stakeholder input on the decisions concerning the clean up of various wastes at the SRS. The primary instrument of public input has been and remains the SRS Community Advisory Board (CAB). Much progress has been made over the years in cleaning up the SRS and the CAB has provided invaluable stakeholder input. Many planned decisions have been modified and changed as a result of the input of the CAB. Recently, DOE has decided to move forward with the Decommissioning of excess facilities at the SRS. These facilities include many buildings involved in the various missions of radioactive isotope production at the SRS, including the reactors and the plutonium processing facilities. The discussions of the 3 agencies on how to best accomplish this work have always included discussions about how to best involve and receive input from all stakeholders. The innovative way the 3 agencies have worked together through the public involvement format has application nationally and DOE-Complex wide. The decisions made will impact the surrounding community and the country for years. Multiple meetings with the CAB and other stakeholders will be required and it will be incumbent on the 3 agencies to reach out to and involve all interested parties.     WAPA REC Assistance Deadline Extended FEMP and the Western Area Power Administration have extended the deadline for assistance in purchasing Renewable Energy Certificates (RECs). Statements of Intent are now due by May 10th, after which WAPA will issue a Request for Proposal, evaluate proposals, and execute the best contract. DOE's Inspector General has found that REC costs can be lowered when they are purchased through experienced intermediaries such as WAPA . FEMP funding may also be available

    A proposed amendmnt (S. 573) to section 252 of the Energy Policy and Conservation Act extending the antitrust exemption expiration date from March 15 to December 31, 1981 is intended to protect US oil companies that are participating in an International Energy Agency program to reduce dependence on imported oil. If the exemption expires, the oil companies could withdraw from the oil-sharing network. The text of S. 573 is followed by statements of four witnesses, including one from the Justice Department to the effect that no adverse impacts on competition or small businesses were discerned.     An apparatus for securing a closure such as door or a window that opens and closes by movement relative to a fixed structure such as a wall or a floor. Many embodiments provide a device for relocating a padlock from its normal location where it secures a fastener (such as a hasp) to a location for the padlock that is more accessible for locking and unlocking the padlock. Typically an extender is provided, where the extender has a hook at a first end that is disposed through the eye of the staple of the hasp, and at an opposing second end the extender has an annulus, such as a hole in the extender or a loop or ring affixed to the extender. The shackle of the padlock may be disposed through the annulus and may be disposed through the eye of a second staple to secure the door or window in a closed or open position. Some embodiments employ a rigid sheath to enclose at least a portion of the extender. Typically the rigid sheath has an open state where the hook is exposed outside the sheath and a closed state where the hook is disposed within the sheath.

    As the price of fuel fabrication, shipment of both new and spent fuel, and fuel reprocessing continue to rise at a rapid rate, researchers look for alternate methods to keep reactor fuel costs within their limited funding. Extended fuel element lifetimes, without jeopardizing reactor safety, can reduce fuel costs by up to a factor of two. The Extended Life Aluminide (ELAF) program was started at the Idaho National Engineering Laboratory (INEL) as a joint project of the United States Department of Energy (DOE), the University of Missouri, and the Massachusetts Institute of Technology research reactors. Fuel plates of Advanced Test Reactor (ATR) type construction were fabricated at Atomics International and irradiated in the ATR at the INEL. Four fuel matrix compositions were tested (i.e., 50 vol% UAl/sub x/ cores for reference, and 40, 45 and 50 vol% UAl/sub 2/ cores). The 50 vol% UAl/sub 2/ cores contained up to 3 grams U-235 per cm/sup 3/ of core. Three plates of each composition were irradiated to peak burnup levels of 3 x 10/sup 21/ fission/cm/sup 3/ of core. The only observed damage was due to external corrosion at similar rates experienced by UAl/sub x/ fuel elements in test reactors.

    One of the most challenging coiled tubing applications to emerge in the last few years is horizontal well maintenance. When wireline cannot be used, techniques that offer some of the same flexibility, availability and relatively low cost must be used. During this same period, however, drilling technology has also made huge strides in horizontal and extended-reach areas. Wells are now being drilled with horizontal lengths in excess of 6,000 ft and measured depths of more than 22,000 ft. This paper reports that although horizontal wells are definitely here to stay, many operators have had to reevaluate their positions after being confronted with the problem of recompleting these wells to eliminate excessive water or gas production. A full workover with workstring using either a drilling rig or snubbing unit can be expensive and may lead to lost production because of limited rig availability. Coiled tubing has successfully been used in most cases thus far, but it has length and horizontal reach limitations that drilling technology will soon overtake. Within the constraints of current technology and tube capabilities, coiled tubing does not have the buckling resistance or reel capacity to service today's longest horizontal and extended reach wells or those planned and foreseen in the future. Even if coiled tubing can reach TD, operations requiring downward force are severely restricted.

Preferably, the first sensor is a MOS solid state device wherein the metal electrode or gate is a nickel alloy. The second sensor is a chemiresistor comprising a nickel alloy.

    A lightweight extendable and retractable telescopic pole is disclosed comprising a plurality of non-metallic telescoping cylinders with sliding and sealing surfaces between the cylinders, a first plug member on the upper end of the smallest cylinder, and a second plug member on the lower end of the largest cylinder, whereby fluid pressure admitted to the largest cylinder will cause the telescoping cylinders to slide relative to one another causing the pole to extend. An elastomeric member connects the first plug member with one of the intermediate cylinders to urge the cylinders back into a collapsed position when the fluid pressure in the cylinders is vented. Annular elastomer members are provided which seal one cylinder to another when the pole is fully extended and further serve to provide a cushion to prevent damage to the cylinders when the pole is urged back into its retractable position by the elastomeric members and the venting of the pressure. A value mechanism associated with the pole is provided to admit a fluid under pressure to the interior of the telescoping cylinders of the pole while pressurizing a pressure relief port having an opening larger than the inlet port in a closed position whereby removal of the pressure on the relief port will cause the relief port to open to quickly lower the pressure in the interior of the telescoping cylinders to thereby assist in the rapid retraction of the extended pole.
