    The DOE Employee Assistance Program (EAP) for DOE contractor and subcontractor workers complements the DOE medical and psychological evaluations and surveillance program. The EAP provides contractor workers who are experiencing personal problems with an opportunity to receive appropriate treatment and support. The goal of the EAP is to provide a conduit through which the individual can resolve personal and workplace problems. The HSS EAP Manager aids the DOE contracting organizations to maintain a healthy and productive workforce.

The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided. The assistance has been well received by practitioners and regulators that have been involved. The paper highlights assistance and sharing of information that has been conducted in the last two years to support activities underway in support of proposed disposal facilities at Paducah, Portsmouth, and the Idaho National Laboratory and tank closure at Hanford.     The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project`s objectives in FY95 were to validate DOE`s PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex.

    At the request of the Government of Japan, DOE did a complex wide survey of available remotely operated and robotic systems to assist in the initial assessment of the damage to the Fukushima Daiichi reactors following an earthquake and subsequent tsunami. As a result several radiation hardened cameras and a Talon robot were identified as systems that could immediately assist in the effort and were subsequently sent to Japan. These systems were transferred to the Government of Japan and used to map radiation levels surrounding the damaged facilities. This report describes the equipment, its use, data collected, and lessons learned from the experience.

    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period. The reporting system provides recipients with a formal method for identifying problems, including those originated by the Federal government. For purposes of illustration, a hypothetical project - partially funded by DOE under a cooperative agreement - using all the Program Management forms is presented in Part II, Program Management. Part III, Technical Information uses a research grant to illustrate Technical Reporting. Appendix B provides a complete example of the reporting requirements on a research grant.

    The Department of Energy (DOE) and its contractors are faced with a large waste management problem as are other industries. One of the tools used in a successful waste minimization pollution prevention (WMin/P2) program is a process waste assessment (PWA). The purpose of this project was to share the Kansas City Plant`s (KCP`s) PWA expertise with other DOE personnel and DOE contractors. This consisted of two major activities: (1) The KCP`s PWA graded approach methodology was modified with the assistance of DOE/Defense Program`s laboratories, and (2) PWA training and technical assistance were provided to interested DOE personnel and DOE contractors. This report documents the FY93 efforts, lesson learned, and future plans for both PWA-related activities.

    An allegation was made to the Office of Inspector General (OIG) that the integrity of the Department of Energy`s (DOE) unsolicited proposal review process may have been compromised by the actions of a former Deputy Secretary of Energy and his Executive Assistant during the review of an unsolicited proposal received from Chevron U.S.A. Production Company (Chevron) in may 1993. The Chevron unsolicited proposal was for the management and operation of DOE`s Elk Hills Naval Petroleum Reserve (Elk Hills), located near Bakersfield, California. Chevron submitted the unsolicited proposal on May 19, 1993. DOE formally rejected Chevron`s unsolicited proposal in May 1995. Although Chevron`s unsolicited proposal was eventually rejected by DOE, the complainant specifically alleged that the {open_quotes}sanctity, integrity, and sensitivity{close_quotes} of the unsolicited proposal review process had been breached in meetings during the Fall of 1993 between Chevron officials, the Deputy Secretary of Energy (Deputy Secretary), and his Executive Assistant. Based on our review of the allegation, we identified the following issue as the focus of our inspection.

    The paper describes advance sample tracking and processing techniques which utilize bar code technology for field data collection and count room analysis. Techniques described by the paper include bar coded area air sampling, bar coded portable breathing zone air sampling, and bar coded loose surface contamination sampling. Bar coded sample tracking is explored to demonstrate how it can assist in compliance with new DOE 10 CFR 835 and NRC 10 CFR 20 requirements. Operation of portable bar code readers is explored to provide insight to the advantages of bar coded sample tracking and corresponding sample trending analyses. Case studies involving bar coded sample tracking systems which are in use at NRC facilities, DOE sites, and decommission projects are discussed.

    This report presents a summary of the studies and analyses that compose the retrospective evaluation of the U.S. Department of Energy s low-income Weatherization Assistance Program (WAP). WAP provides grants to Grantees (i.e., states) that then provide grants to Subgrantees (i.e., local weatherization agencies) to weatherize low-income homes. This evaluation focused on the WAP Program Year 2008. The retrospective evaluation produced twenty separate reports, including this summary. Four separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, small multifamily, and large multifamily. Other reports address the environmental emissions, macroeconomic, and health and household-related benefits attributable to WAP, and characterize the program, its recipients, and those eligible for the program. Major field studies are also summarized, including a major indoor air quality study and a follow-up ventilation study, an in-depth in-field assessment of weatherization work and quality, and a study that assesses reasons for variations in energy savings across homes. Results of surveys of weatherization staff, occupants, occupants satisfaction with weatherization services provided, and weatherization trainees are summarized. Lastly, this report summarizes a set of fifteen case studies of high-performing and unique local weatherization agencies.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

The EM International Program supported out of the EM Office of the Associate Principal Deputy Assistant Secretary pursues collaborations with foreign government organizations, educational institutions and private industry to assist in identifying technologies and promote international collaborations that leverage resources and link international experience and expertise. In fiscal year (FY) 2012, the International Program awarded eight international collaborative projects for work scope spanning waste processing, groundwater and soil remediation, deactivation and decommissioning (D and D) and nuclear materials disposition initiatives to seven foreign organizations. Additionally, the International Program's scope and collaboration opportunities were expanded to include technical as well as non-technical areas. This paper will present an overview of the on-going tasks awarded in FY 2012 and an update of upcoming international activities and opportunities for expansion into FY 2013 and beyond. (authors)

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team.     A Chemical EOR Workshop was held on June 23--24, 1993 in Houston, Texas. The objectives of this workshop were to evaluate the potential for chemical Enhanced Oil Recovery (EOR) to repower significant quantities of remaining domestic oil, to assess the role of the Department of Energy (DOE) and petroleum industry to achieve this potential, and to assess the research needs in chemical EOR. Fifty-six research engineers and scientists from major oil companies, independent oil companies, academic institutes, research institutes, and DOE attended this workshop. Opening remarks were given by Alex Crawley from DOE Bartlesville Project Office and Thomas E. Burchfield of the National Institute for Petroleum and Energy Research (NIPER). The keynote address was delivered by Donald Juckett, Acting Deputy Assistant Secretary for Gas and Petroleum Technology. Ten papers on the state-of-the-art in chemical EOR technologies and recent field test experience were presented on the first day. Two workshops, one on surfactant/alkali flooding and the other on profile modification/polymer flooding, were held on the second day. It was concluded that chemical EOR has the potential of recovering significant quantities of remaining oil, and it is the only method that has the potential of economically recovering residual oil from reservoirs of shallow and medium depth. It is recommended that funding of support research in chemical EOR be continued and sustained to provide continuity and expertise for future advanced oil recovery technologies. Selected papers are being indexed separately for inclusion in the Energy Science and Technology Database.
