    OAK B188 DOE/PHRI Special Medical Care Program in the Republic of the Marshall Islands (RMI)Annual Program Progress Report. The DOE Marshall Islands Medical Program continued, in this it's 48th year, to provide medical surveillance for the exposed population from Rongelap and Utrik and the additional DOE patients. The program was inaugurated in 1954 by the Atomic Energy Commission following the exposure of Marshallese to fallout from a nuclear test (Castle Bravo) at Bikini Atoll. This year marks the fourth year in which the program has been carried out by PHRI under a cooperative agreement with DOE. The DOERHRI Special Medical Care Program, awarded the cooperative agreement on August 28, 1998, commenced its health care program on January 15, 1999, on Kwajalein and January 22, 1999, on Majuro. This report details the program for the July 1, 2001, through the June 30, 2002, period. The program provides year-round, on-site medical care to the DOE patient population residing in the Republic of the Marshall Islands (RMI) and annual examinations to those patients living in Hawaii and on the Continental U.S.

    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period. The reporting system provides recipients with a formal method for identifying problems, including those originated by the Federal government. For purposes of illustration, a hypothetical project - partially funded by DOE under a cooperative agreement - using all the Program Management forms is presented in Part II, Program Management. Part III, Technical Information uses a research grant to illustrate Technical Reporting. Appendix B provides a complete example of the reporting requirements on a research grant.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    The Morgantown Energy Technology Center (METC) is always interested in discussing partnering opportunities with those in the private sector. One way METC can work with the private sector and academia is through Cooperative Research and Development Agreements (CRADAs). From METC`s perspective, a good CRADA consists of two elements: a good project and a good CRADA partner. Good CRADA projects address goals that are beneficial to both the private sector participant and METC. Of primary interest to METC is the development and deployment of clean, efficient power generation technologies and environmental remediation technologies. For power generation, METC`s primary focus is on Integrated Gasification Combined Cycle (IGCC)systems, Pressurized Fluidized-Bed Combustion (PFBC) systems, Advanced Turbine Systems (ATS), Externally Fired Combined-Cycle (EFCC) power systems, fuel cell systems, and fuels technology systems. METC`s environmental remediation interests focus on the development of high-payoff technologies to clean up the inventory of DOE nuclear component manufacturing sites, and to manage DOE-generated waste faster, safer, and cheaper than environmental cleanup technologies that are currently available. Regarding CRADA partners, preference is given to small businesses and to business units located in the United States which agree that products resulting from the CRADA will be manufactured substantially in the United States.

This report summarizes the activities during the second calendar quarter in 2000 of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction and testing activities at these generating stations.

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority�s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement.     During April 1 st , 1998 to June 31 st , 1998, significant work was done in preparation for a series of test involving cofiring at power plants. A biomass material handling system was designed for the Seward testing, a gasification system was designed for the Allen Fossil Plant, and a test program plan was developed for testing at NIPSCO�s Bailly Station. Also completed this quarter was a cyclone combustion model that provides a color visual representation of estimated temperatures within a plant. This report summarizes the activities during the second quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

    During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

    The Technology Cooperation Agreement Pilot Project (TCAPP) was launched by several U.S. Government agencies (USAID, EPA and DOE) in August 1997 to establish a model for climate change technology cooperation with developing and transition countries. TCAPP is currently facilitating voluntary partnerships between the governments of Brazil, China, Kazakhstan, Korea, Mexico, and the Philippines, the private sector, and the donor community on a common set of actions that will advance implementation of clean energy technologies. The six participating countries have been actively engaged in shaping this initiative along with international donors and the private sector. This program helps fulfill the US obligation to support technology transfer to developing countries under Article 4.5 of the United Nations Framework Convention on Climate Change. TCAPP also provides a mechanism to focus resources across international donor programs on the technology cooperation needs of developing and transition countries.

    This paper presents a case study of the development of a multiple party cooperative agreement for a Formerly Used Defense Site (FUDS). The FUDS is located in the California Central Valley and was used as an Army Air Corps facility during World War II. Ground water contamination has been found in nearby public drinking water supply wells and the extent of contamination is currently being investigated. This paper will discuss various perspectives on the Cooperative Agreement. Those perspectives will include that of the California Department of Toxic Substances Control (Department), the lead state regulatory agency; the US Army Corps of Engineers Omaha District (USACE-Omaha), responsible for the Department of Defense (DOD) FUDS program for this site; and the City of Fresno, the current landowner. Further, this paper will discuss the site history, the regulatory history, the current status of the agreement, the current status of the site investigation, and plans for future activities at the site. The key issues of the Cooperative Agreement will also be discussed. Those key issues include: (1) the main points of contention between the various parties to the Cooperative Agreement; (2) problems encountered during the development of the Cooperative Agreement; and (3) how those points or problems were resolved. Finally, this paper summarizes the lessons learned with a brief retrospective of the parties` involvement in the process.

The goal of the project, referred to as NewERA, was to demonstrate the use of open standards for electronic commerce to support research administration, otherwise referred to as Electronic Research Administration (ERA). The NewERA demonstration project provided a means to test interagency standards developed within the Federal Grant Electronic Commerce Committee, a group comprised of federal granting agencies. The NewERA program was initiated by DOE. NewERA was comprised of three separate, but related, ERA activities in preaward administration, postaward administration, and secure Internet commerce. The goal of New ERA was to demonstrate an open standard implementation of ERA using electronic data interchange, e-mail and Internet transaction security between grant applicants and DOE, along with t h e other participating agencies.

    This paper discusses compliance agreements that affect the Department of Energy's (DOE) cleanup program. Compliance agreements are legally enforceable documents between DOE and its regulators, specifying cleanup activities and milestones that DOE has agreed to achieve. Over the years, these compliance agreements have been used to implement much of the cleanup activity at DOE sites, which is carried our primarily under two federal laws - the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (CERCLA) and the Resource Conservation and Recovery Act of 0f 1976, as amended (RCRA). Our objectives were to determine the types of compliance agreements in effect at DOE cleanup sites, DOE's progress in achieving the milestones contained in the agreements, whether the agreements allowed DOE to prioritize work across sites according to relative risk, and possible implications the agreements have on DOE's efforts to improve the cleanup program.

    The FETC/EPRI Biomass Cofiring Program has completed one year of activity, accelerating the pace of cofiring development. Cofiring tests were completed at the Seward Generating Station of GPU Genco and at the Michigan City Generating Station of NIPSCO. The NYSEG work at Greenidge Station resulted in a workable, low cost method for injecting biofuels into coal-fired PC boilers. Support studies and modeling continued to provide analytics for the cofiring program. This report summarizes the activities during the fourth quarter of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon the results of testing in order to highlight the progress at utilities.

    The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. Among these activities is the fuel availability study in the Pittsburgh, PA area. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. This Quarterly Report, covering the third quarter of the FETC/EPRI Biomass Cofiring Program, highlights the progress made on the 16 projects funded under this cooperative agreement.

    Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilities is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas. Schnack on SciDAC Cooperative Agreement: Center for Wave Interactions with Magnetohydrodyanics, DE-FC02-06ER54899, for the period of 8/15/06 - 8/14/11. This report centers on the Slow MHD physics campaign work performed by Dr. Jenkins while at UW-Madison and then at Tech-X Corporation. To make progress on the problem of RF induced currents affect magnetic island evolution in toroidal plasmas, a set of research approaches are outlined. Three approaches can be addressed in parallel. These are: (1) Analytically prescribed additional term in Ohm's law to model the effect of localized ECCD current drive; (2) Introduce an additional evolution equation for the Ohm's law source term. Establish a RF source 'box' where information from the RF code couples to the fluid evolution; and (3) Carry out a more rigorous analytic calculation treating the additional RF terms in a closure problem. These approaches rely on the necessity of reinvigorating the computation modeling efforts of resistive and neoclassical tearing modes with present day versions of the numerical tools. For the RF community, the relevant action item is - RF ray tracing codes need to be modified so that general three-dimensional spatial information can be obtained. Further, interface efforts between the two codes require work as well as an assessment as to the numerical stability properties of the procedures to be used.

    In 2012, India and Pakistan reaffirmed the Agreement on Reducing the Risk from Accidents Relating to Nuclear Weapons. Despite a history of mutual animosity and persistent conflict between the two countries, this agreement derives strength from a few successful nuclear confidence building measures that have stood the test of time. It also rests on the hope that the region would be spared a nuclear holocaust from an accidental nuclear weapon detonation that might be misconstrued as a deliberate use of a weapon by the other side. This study brings together two emerging strategic analysts from South Asia to explore measures to support the Agreement and further develop cooperation around this critical issue. This study briefly dwells upon the strategic landscape of nuclear South Asia with the respective nuclear force management structures, doctrines, and postures of India and Pakistan. It outlines the measures in place for the physical protection and safety of nuclear warheads, nuclear materials, and command and control mechanisms in the two countries, and it goes on to identify the prominent, emerging challenges posed by the introduction of new weapon technologies and modernization of the respective strategic forces. This is followed by an analysis of the agreement itself leading up to a proposed framework for cooperative measures that might enhance the spirit and implementation of the agreement.

    The DOE-EM Office of Engineering and Technology is responsible for implementing EM’s international cooperative program. The Office of Engineering and Technology’s international efforts are aimed at supporting EM’s mission of risk reduction and accelerated cleanup of the environmental legacy of the nation's nuclear weapons program and government-sponsored nuclear energy research. To do this, EM pursues collaborations with government organizations, educational institutions, and private industry to identify and develop technologies that can address the site cleanup needs of DOE. Currently, DOE-EM is performing collaborative work with researchers at the Khlopin Radium Institute (KRI) and the SIA Radon Institute in Russia and the Ukraine’s International Radioecology Laboratory (IRL). Additionally, a task was recently completed with the Nuclear Engineering Technology Institute (NETEC) in South Korea. The objectives of these collaborations were to explore issues relating to high-level waste and to investigate technologies that could be leveraged to support EM site cleanup needs. In FY09, continued collaboration with the current partners is planned. Additionally, new research projects are being planned to expand the International Program. A collaborative project with Russian Electrotechnical University is underway to evaluate CCIM control and monitoring technologies. A Statement of Intent was recently signed between DOE-EM and the U.K. Nuclear Decommissioning Authority (NDA) to work cooperatively on areas of mutual interest. Under this umbrella, discussions were held with NDA representatives to identify potential areas for collaboration.     Between 1984 and 1988, the Grimethorpe Pressurized Fluidized Bed Combustion (PFBC) Facility was operated for the UK BCC/CEGB Joint Programme on PFBC. Additional funding was obtained from the US Department of Energy (for investigation of operation using a wet slurry feed system), EPRI (for testing an advanced gas filtration device) and as an extension of the IEA Agreement in PFBC (for design of the wet slurry feed system, and further studies into the use of wet slurry). Co-operation with the US DOE extended to the investigation of metal wastage in a new tube bank, Tube Bank E', involving a US boiler manufacture, Foster Wheeler Development Corporation. The report outlines the results of this collaborative work including combustor performance, operation and performance of the wet slurry feeding system, operation and performance of the EPRI HTHP Filter, and performance of research instrumentation. It also summarizes materials aspects of the collaborative work, including those aspects of the tube bank metal wastage investigation which can be released into the public domain. 39 refs., 27 figs., 17 tabs.

These efforts are specifically targeted at challenging waste types identified at the Savannah River Site (SRS) and Hanford Site. The objectives of current efforts at SIA Radon are to gain insight into vitrification process limits for the cold crucible induction melter (CCIM) technology. Previous demonstration testing has shown that the CCIM offers the potential for dramatic increases in waste loading and waste throughput. However, little information is known regarding operational limits that could affect long-term, efficient CCIM operations. Collaborative work with the Russian Electrotechnical University (ETU) LETI is aimed at advancing CCIM process monitoring, process control and design. The goal is to further mature the CCIM technology and to establish it as a viable HLW vitrification technology. The greater than two year effort conducted with the International Radioecology Laboratory in the Ukraine recently completed.     Two long gasification tests were accomplished (66 and 72 hours of slagging operation) this quarter, and the balance of the wastewater needed for the second cooling tower (CT) test (approx. 11,000 gallons) was generated. Eleven thousand gallons of slagging fixed-bed gasifier (SFBG) wastewater were solvent extracted and ammonia stripped (AS) to nominal levels of 160 mg/1 phenol and 600 mg/1 NH/sub 3/. This wastewater is being further treated by activated sludge (AS) and granular activated carbon (GAC) processing to prepare a high quality makeup for the second CT test. Phenol mass balances indicated that > 90 pct of the phenol was stripped from the tower, indicating that previous assumptions of high levels of biodegradation were erroneous. Over 80 pct of the ammonia and about 25 pct of the methanol were also stripped. Data collected during steady state operation of the bench-scale rotating biological contractor indicate complete removal of phenolics and alcohols, and 94 pct removal of BOD. Nitrification also occurred in this unit, with over 30 pct removal of ammonia. Problems due to individual bacteria, present in the biotreated wastewater, passing through the multi-media filter and thus decreasing the carbon adsorption efficiency of the GAC system, have resulted in lower treatment rates than originally anticipated. As a result, to achieve the desired treatment, the contact time of the wastewater with the carbon in the granular activated carbon system has been increased. Since this has decreased the treatment rate, a larger carbon adsorption system has been designed and is presently being constructed.

    The Southeastern Environmental Resources Alliance (SERA) is a joint effort between the US Department of Energy, the states of Georgia and South Carolina, and Westinghouse Savannah River Company (WSRC). The original proposal for SERA, submitted under the Technology Reinvestment Project (TRP), is based on improving the competitiveness of manufacturers within Georgia and South Carolina by addressing the costs associated with environmental and waste management issues. By using the many technologies available through the national laboratories, universities, the Savannah River Site, and the commercial sector, SERA will improve the competitive position of companies that would otherwise have no access to those technologies. This Start-Up Plan details the steps SERA will take to begin effective operations by June 1, 1995, and will focus on the short-term needs of the program. This plan will serve as a supplement to the original SERA proposal, and will address the major milestones included in the Department of Energy`s Cooperative Agreement. Also documented are the planning processes that SERA will use to ensure the long-term viability of the program. The planning process will include additional work elements that are referenced by the original proposal, but, for the purposes of program start-up, are not immediately addressed. The major milestones and schedules are provided for each goal.

    This report serves to summarize the major activities completed as part of Virginia Electric and Power Company's North Anna construction and operating license demonstration project with DOE. Project successes, lessons learned, and suggestions for improvement are discussed. Objectives of the North Anna COL project included preparation and submittal of a COLA to the USNRC incorporating ESBWR technology for a third unit a the North Anna Power Station site, support for the NRC review process and mandatory hearing, obtaining NRC approval of the COLA and issuance of a COL, and development of a business case necessary to support a decision on building a new nuclear power plant at the North Anna site.

    The Eleventh Quarter of the USDOE-EPRI contract, April 1, 1999 through June 30, 1999, was characterized by extensive testing at the Seward cofiring demonstration of GPU Genco and the Bailly Unit No.7 demonstration of NIPSCO. Technical work that proceeded during the eleventh quarter of the contract included the following: Testing at up to {approx}15 percent cofiring on a mass basis ({approx}7 percent cofiring on a Btu basis) at the Seward Generating Station No.12 boiler, focusing upon the operability of the separate injection system and the combustion/emission formation characteristics of the cofiring process; and Testing at up to {approx}10 percent cofiring of waste wood on a mass basis ({approx}5 percent cofiring on a Btu basis) at the Bailly Generating Station No.7 boiler, focusing upon the impacts of urban wood waste blended with a mixture of eastern high sulfur coal and western low sulfur coal Both tests demonstrated the following general, and expected, results from cofiring at these locations: (1) Cofiring did not impact boiler capacity; (2) Cofiring did cause a modest reduction in boiler efficiency; (3) Cofiring did reduce NOx emissions; (4) Cofiring did reduce fossil CO2 emissions; and (5) Other impacts of cofiring were modest.

    This paper provides a novel and comprehensive model?based assessment of possible outcomes of the Durban Platform negotiations with a focus on emissions reduction requirements, the consistency with the 2C target and global economic impacts. The Durban Action scenarios investigated in the LIMITS studyall assuming the implementation of comprehensive global emission reductions after 2020, but assuming different 2020 emission reduction levels and different long?term stabilization targetsshow that the probability of exceeding the 2C limit increases with stabilization target from below one third for 450?470 ppm to 40?60% for 490?510 ppm in 2100. Global time?averaged economic costs of the Durban Action scenarios are limited across models, and are largely unaffected by the stringency of 2020 pledges. By contrast, the economic impact of delaying action beyond 2030 is much stronger on transitional costs. The main significance of short term action in the period 2010?2030 lies in preparing the ground for steep emissions reductions thereafter by inducing global emissions to peak and decline. The institutional challenges of all scenarios with fragmented near?term climate policy can be expected to be high as reflected in a steep rise of carbon prices and decarbonization rates until 2040. We conclude that an agreement on comprehensive emissions reductions to be implemented from 2020 onwards has particular significance for meeting long term climate policy objectives.

    DOE/NNSA and IRSN collaborated on a study of gamma-ray instruments and analysis methods used to perform isotopic measurements of special nuclear materials. The two agencies agreed to collaborate on the project in response to inconsistencies that were found in the various versions of software and hardware used to determine the isotopic abundances of uranium and plutonium. IRSN used software developed internally to test the MGA and FRAM isotopic analysis codes for criteria used to stop data acquisition. The stop-criterion test revealed several unusual behaviors in both the MGA and FRAM software codes.

    The (SRS) Federal Facility Agreement (FFA) was made effective by the US. Environmental Protection Agency Region IV (EPA) on August 16, 1993.     Partnerships and cooperative agreements abound in the environmental arena today. This paper briefly highlights the collaborative approach used by the International Cooperative for Ozone Layer Protection (ICOLP). ICOLP has helped international members and non-members to eliminate most of the ozone-depleting solvents from manufacturing processes through the exchange of technical information in a non-proprietary manner. By using alternatives, companies and governments have realized savings in the multiple millions of dollars. Advantages of participating in cooperative environmental partnerships may include: (1) improved access and exchange of information, (2) cost minimization, (3) promotion and facilitation of business opportunities, (4) improved dialogue between groups, (5) coordinated approach to complex issues, and (6) technology development and transfer opportunities.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC21-93MC30098 funded through the Office of Fossil Energy and administered at the Federal Energy Technology Center (FETC) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy and Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying efficient, nonpolluting energy technologies that can compete effectively in meeting market demands for clean fuels, chemical feedstocks, and electricity in the 21st century. The objective of the JSRP was to advance the deployment of advanced technologies for improving energy efficiency and environmental performance through jointly sponsored research on topics that would not be adequately addressed by the private sector alone. Examples of such topics include the barriers to hot-gas cleaning impeding the deployment of high-efficiency power systems and the search for practical means for sequestering CO{sub 2} generated by fossil fuel combustion. The selection of particular research projects was guided by a combination of DOE priorities and market needs, as provided by the requirement for joint venture funding approved both by DOE and the private sector sponsor. The research addressed many different energy resource and related environmental problems, with emphasis directed toward the EERC's historic lead mission in low-rank coals (LRCs), which represent approximately half of the U.S. coal resources in the conterminous states, much larger potential resources in Alaska, and a major part of the energy base in the former U.S.S.R., East Central Europe, and the Pacific Rim. The Base and JSRP agreements were tailored to the growing awareness of critical environmental issues, including water supply and quality, air toxics (e.g., mercury), fine respirable particulate matter (PM{sub 2.5}), and the goal of zero net CO{sub 2} emissions.

    The U.S. Department of Energy (DOE) Clean Coal Technology (CCT) Program seeks to offer the energy marketplace more efficient and environmentally benign coal utilization technology options by demonstrating them in industrial settings. This document is a DOE post-project assessment (PPA) of one of the projects selected in Round III of the CCT Program, the commercial-scale demonstration of the Liquid Phase Methanol (LPMEOH{trademark}) Process, initially described in a Report to Congress by DOE in 1992. Methanol is an important, large-volume chemical with many uses. The desire to demonstrate a new process for the production of methanol from coal, prompted Air Products and Chemicals, Inc. (Air Products) to submit a proposal to DOE. In October 1992, DOE awarded a cooperative agreement to Air Products to conduct this project. In March 1995, this cooperative agreement was transferred to Air Products Liquid Phase Conversion Company, L.P. (the Partnership), a partnership between Air Products and Eastman Chemical Company (Eastman). DOE provided 43 percent of the total project funding of $213.7 million. Operation of the LPMEOH Demonstration Unit, which is sited at Eastman's chemicals-from-coal complex in Kingsport, Tennessee, commenced in April 1997. Although operation of the CCT project was completed in December 2002, Eastman continues to operate the LPMEOH Demonstration Unit for the production of methanol. The independent evaluation contained herein is based primarily on information from Volume 2 of the project's Final Report (Air Products Liquid Phase Conversion Co., L.P. 2003), as well as other references cited.

    Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions.

    Sandia National Laboratories and the Institute for Global Conflict and Cooperation hosted a workshop on the application of cooperative monitoring to the Middle East. The workshop, held in Albuquerque, New Mexico, from July 17 through 21, 1994, was sponsored by the US Department of Energy, the Arms Control and Disarmament Agency, and the US Department of State. The meeting, which focused on use of technical monitoring tools and sharing of collected information to facilitate regional agreements, included participants from five regional countries as well as from American universities, the US government, and US National Laboratories. Some attendees previously participated in meetings of the Arms Control and Regional Security working group of the Middle East Multilateral Peace Talks. The workshop combined presentations, demonstrations and hands-on experimentation with monitoring hardware and software. An exercise was conducted to evaluate and recommend cooperative monitoring options for a model agreement between two hypothetical countries. Historical precedents were reviewed and the role of environmental and natural resource conflicts explored. These activities were supplemented by roundtable discussions covering Middle East security issues, the relationship of ``national means`` to cooperative monitoring, and cooperative monitoring of ballistic missiles in the Middle East.
