    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    To more fully evaluate its programs to increase the energy efficiency of the U.S. residential and commercial building stock, the U.S. Department of Energys Office of Energy Efficiency and Renewable Energy (EERE) assesses the macroeconomic impacts of those programs, specifically on national employment, wage income, and (most recently) investment. The analysis is conducted using the Impact of Sector Energy Technologies (ImSET) model, a special-purpose 188-sector input-output model of the U.S. economy designed specifically to evaluate the impacts of energy efficiency investments and saving. For the analysis described in the paper, ImSET was amended to provide estimates of sector-by-sector capital requirements and investment. In the scenario of the Fiscal Year (FY) 2005 Buildings Technology (BT) program, the technologies and building practices being developed and promoted by the BT program have the prospect of saving about 2.91015 Btu in buildings by the year 2030, about 27% of the expected growth in buildings energy consumption by the year 2030. The analysis reported in the paper finds that, by the year 2030, these savings have the potential to increase employment by up to 446,000 jobs, increase wage income by $7.8 billion, reduce needs for capital stock in the energy sector and closely related supporting industries by about $207 billion (and the corresponding annual level of investment by $13 billion), and create net capital savings that are available to grow the nations future economy.

    The ZEBRAlliance is an opportunity to accelerate progress toward DOE s goal of maximizing cost-effective energy efficiency by investing in a highly leveraged, focused effort to test new ultra-high-efficiency components emerging from ORNL s Cooperative Research and Development Agreement (CRADA) partners and others. The Alliance integrated efficient components into the construction of four research houses that will be used as test markets to gauge the integral success of the components and houses. These four research houses are expected to be the first houses used to field-test several newly emerging products such as the ClimateMaster ground-source integrated heat pump, factory assembled ZEHcor walls, and one or more new appliances from Whirlpool Corporation.

    It is technically and economically feasible for our nations commercial buildings to consume substantially less energy--and produce substantially less carbon dioxide--than they do. Yet owners of existing buildings are not taking full advantage of todays best energy saving technologies and practices; and developers of new buildings are, most often, constructing to minimum energy codes rather than pushing for greater efficiency. The U.S. Department of Energy (DOE) is addressing these challenges by developing cost-effective technologies and practices that deliver significant improvements in commercial building performance. DOE, through its Commercial Building Initiative, is also collaborating with industry-leading companies and organizations to demonstrate, monitor, and help move these technologies from the laboratory to the marketplace. Ultimately, DOEs dual strategy of pairing aggressive research and development with market engagement, demonstration, and deployment will dramatically improve the energy performance of new and existing commercial buildings throughout the nation.

    In 2011, the Tribe proposed and was awarded the Training in Building Audit Technologies grant from the DOE in the amount of $55,748 to contract for training programs for infrared cameras, blower door technology applications and building systems. The coursework consisted of; Infrared Camera Training: Level I - Thermal Imaging for Energy Audits; Blower Door Analysis and Building-As-A-System Training, Building Performance Institute (BPI) Building Analyst; Building Envelope Training, Building Performance Institute (BPI) Envelope Professional; and Audit/JobFLEX Tablet Software. Competitive procurement of the training contractor resulted in lower costs, allowing the Tribe to request and receive DOE approval to additionally purchase energy audit equipment and contract for residential energy audits of 25 low-income Tribal Housing units. Sault Tribe personnel received field training to supplement the classroom instruction on proper use of the energy audit equipment. Field experience was provided through the second DOE energy audits grant, allowing Sault Tribe personnel to join the contractor, Building Science Academy, in conducting 25 residential energy audits of low-income Tribal Housing units.

    The US Department of Energy (DOE) Office of Building Technologies (OBT) encourages increased efficiency of energy use in the buildings sector through the conduct of a comprehensive research program, the transfer of research results to industry, and the implementation of DOE`s statutory responsibilities in the buildings area. The planning and direction of these activities require the development and maintenance of database and modeling capability, as well as the conduct of analyses. This report summarizes the results of evaluation and planning activities undertaken on behalf of OBT during the past several years. It provides historical data on energy consumption patterns, prices, and building characteristics used in OBT`s planning processes, and summaries of selected recent OBT analysis activities.

    The 1995 annual report discusses laboratory activities in the Building Technology Program. The report is divided into four categories: windows and daylighting, lighting systems, building energy simulation, and advanced building systems. The objective of the Building Technologies program is to assist the U.S. building industry in achieving substantial reductions in building-sector energy use and associated greenhouse gas emissions while improving comfort, amenity, health, and productivity in the building sector. Past efforts have focused on windows and lighting, and on the simulation tools needed to integrate the full range of energy efficiency solutions into achievable, cost-effective design solutions for new and existing buildings. Current research is based on an integrated systems and life-cycle perspective to create cost-effective solutions for more energy-efficient, comfortable, and productive work and living environments. Sixteen subprograms are described in the report.

    EnergyPlus{sup TM} is a new generation computer software analysis tool that has been developed, tested, and commercialized to support DOE's Building Technologies (BT) Program in terms of whole-building, component, and systems R&D (http://www.energyplus.gov). It is also being used to support evaluation and decision making of zero energy building (ZEB) energy efficiency and supply technologies during new building design and existing building retrofits. The 5-year project was managed by the National Energy Technology Laboratory and was divided into 5 budget period between 2006 and 2011. During the project period, 11 versions of EnergyPlus were released. This report summarizes work performed by an EnergyPlus development team led by the University of Central Florida's Florida Solar Energy Center (UCF/FSEC). The team members consist of DHL Consulting, C. O. Pedersen Associates, University of Illinois at Urbana-Champaign, Oklahoma State University, GARD Analytics, Inc., and WrightSoft Corporation. The project tasks involved new feature development, testing and validation, user support and training, and general EnergyPlus support. The team developed 146 new features during the 5-year period to advance the EnergyPlus capabilities. Annual contributions of new features are 7 in budget period 1, 19 in period 2, 36 in period 3, 41 in period 4, and 43 in period 5, respectively. The testing and validation task focused on running test suite and publishing report, developing new IEA test suite cases, testing and validating new source code, addressing change requests, and creating and testing installation package. The user support and training task provided support for users and interface developers, and organized and taught workshops. The general support task involved upgrading StarTeam (team sharing) software and updating existing utility software. The project met the DOE objectives and completed all tasks successfully.     Accelerating the adoption of new and existing cost-effective technologies has significant potential to reduce the energy consumed in US buildings. This report summarizes some of the key results of an interlaboratory technology transfer planning effort in support of the US Department of Energy's Office of Building Technologies (the full report is published under SERI number TP-260-3729). A guiding assumption for planning was that OBT's R D program should forge linkages with existing programs whose goals involved enhancing energy efficiency in buildings. An ad hoc Technology Transfer Advisory Group reviewed the existing analysis and technology transfer program, brainstormed technology transfer approaches, interviewed DOE program managers, identified applicable research results, and developed a framework that management could use in deciding on the best investments of technology transfer resources. Representatives of 22 organizations were interviewed on their views of the potential for transferring energy efficiency technologies through active linking with OBT. The report describes in summary these programs and interview results; outlines OBT tools, technologies, and practices to be transferred; defines OBT audiences; identifies technology transfer functions and presents a framework devised using functions and audiences; presents some example technology transfer activities; and summarizes the Advisory Group's recommendations.

    Technology — from sophisticated computer modeling to advanced windows that actually open — will help the newest building at the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) be one of the world's most energy efficient offices. Scheduled to open this summer, the 222,000 square-foot RSF will house more than 800 staff and an energy efficient information technology data center. Because 19 percent of the country's energy is used by commercial buildings, DOE plans to make this facility a showcase for energy efficiency. DOE hopes the design of the RSF will be replicated by the building industry and help reduce the nation's energy consumption by changing the way commercial buildings are designed and built.

    There are two main objectives to this publication. The first is to find out the communalities in the experience gained in previous studies and in actual applications of solar technologies in buildings, residential as well as nonresidential. The second objective is to review innovative concepts and products which may have an impact on future developments and applications of solar technologies in buildings. The available information and common lessons were collated and presented in a form which, hopefully, is useful for architects and solar engineers, as well as for teachers of "solar architecture" and students in Architectural Schools. The publication is based mainly on the collection and analysis of relevant information. The information included previous studies in which the performance of solar buildings was evaluated, as well as the personal experience of the Author and the research consultants. The state of the art, as indicated by these studies and personal experience, was summarized and has served as basis for the development of the Design Guidelines. In addition to the summary of the state of the art, as was already applied in solar buildings, an account was given of innovative concepts and products. Such innovations have occurred in the areas of thermal storage by Phase Change Materials (PCM) and in glazing with specialized or changeable properties. Interesting concepts were also developed for light transfer, which may enable to transfer sunlight to the core areas of large multi story nonresidential buildings. These innovations may have a significant impact on future developments of solar technologies and their applications in buildings.

    The US Department of Energy (DOE) issued interim new building energy standards (10 CFR 435 1989) to achieve maximum energy efficiency in the designs of new buildings. DOE then entered into a project to demonstrate and assess the impact of these standards on the design community. One area of focus was a test to see how a less conventional design-focused building would meet the standards` requirements -- DOE wanted to demonstrate that compliance with energy standards does not mean compromising the architectural intent of a building. This study, which was initiated at Pacific Northwest Laboratory (PNL), illustrated the process by which compliance with the standards can be proven for a highly {open_quotes}design-oriented{close_quotes} office building. The study also assessed the impact of the whole building simulation compliance alternatives on design. This report documents the compliance requirements, gives a description of the sample building chosen for the study, provides general guidance for the compliance process, documents the method of compliance that was undertaken for the sample building, presents the results of the study, and provides a recommendation on how the compliance requirements could be improved to reflect more realistic use types.

    There are two main objectives to this publication. The first is to find out the communalities in the experience gained in previous studies and in actual applications of solar technologies in buildings, residential as well as nonresidential. The second objective is to review innovative concepts and products which may have an impact on future developments and applications of solar technologies in buildings. The available information and common lessons were collated and presented in a form which, hopefully, is useful for architects and solar engineers, as well as for teachers of solar architecture'' and students in Architectural Schools. The publication is based mainly on the collection and analysis of relevant information. The information included previous studies in which the performance of solar buildings was evaluated, as well as the personal experience of the Author and the research consultants. The state of the art, as indicated by these studies and personal experience, was summarized and has served as basis for the development of the Design Guidelines. In addition to the summary of the state of the art, as was already applied in solar buildings, an account was given of innovative concepts and products. Such innovations have occurred in the areas of thermal storage by Phase Change Materials (PCM) and in glazing with specialized or changeable properties. Interesting concepts were also developed for light transfer, which may enable to transfer sunlight to the core areas of large multi story nonresidential buildings. These innovations may have a significant impact on future developments of solar technologies and their applications in buildings. 15 refs., 19 figs., 3 tabs.

    Recent studies have identified a number of critical technologies that are essential to the nation`s defense, economic competitiveness, energy independence, and betterment of public health. The National Critical Technologies Panel (NCTP) has identified the following critical technology areas: Aeronautics and Surface Transportation; Biotechnology and Life Sciences; Energy and Environment; Information and Communications; Manufacturing; and Materials. Sponsored by the Department of Energy`s Office of Energy Research (OER), the Critical Technologies Research Workshop was held in May 1992. Approximately 100 scientists, engineers, and managers from the national laboratories, industry, academia, and govemment participated. The objective of the Berkeley Workshop was to advance the role of the DOE multiprogram energy laboratories in critical technologies research by describing, defining, and illustrating research areas, opportunities, resources, and key decisions necessary to achieve national research goals. An agenda was developed that looked at DOE`s capabilities and options for research in critical technologies and provided a forum for industry, academia, govemment, and the national laboratories to address: Critical technology research needs; existing research activities and resources; capabilities of the national laboratories; and opportunities for national laboratories, industries, and universities. The Workshop included plenary sessions in which presentations by technology and policy leaders set the context for further inquiry into critical technology issues and research opportunities. Separate sessions then focused on each of the following major areas of technology: Advanced materials; biotechnology and life sciences; energy and environment; information and communication; and manufacturing and transportation.

    As the dawn of the twenty-first century approaches, the current pattern of unsustainable, inequitable and unstable asymmetric demographic and economic growth has forced many segments of society to come together in facing a critical challenge: how can societies across the world meet their current basic human needs, aspirations and desires, without compromising the ability of future generations to meet their own needs? At the core of this challenge is the question: how can the human race maintain in perpetuity a healthy, physically attractive and biologically productive environment. The development path that we have been taking, in the past few centuries, has been ultimately detrimental to the health of our surrounding ecological context. We are consuming an increasing share of the natural resources available to use on this planet, and we are creating sufficiently large amounts of waste and pollution such that the earth can no longer assimilate our wastes and recover from the negative impacts. This is a result of a growing population as well as new technologies which make it easier for use to access natural resources and also require the consumption of more resources. Unsustainable technology has been the result of linear rather than cyclic thinking. The paradigm shift from linear to cyclic thinking in technological design is the crux of the shift from unsustainability to sustainability. This paper discusses the implications for the building design and construction industries. Strategies, technologies, and opportunities are presented to improve the sustainability of the built environment.

    Energy consumed by buildings accounts for one third of the world?s total primary energy use. Associated with the conscious of energy savings in buildings, High Performance Buildings (HPBs) has surged across the world, with wide promotion and adoption of various performance rating and certification systems. It is valuable to look into the actual energy performance of HPBs and to understand their influencing factors. To shed some light on this topic, this paper conducted a series of portfolio analysis based on a database of 51 high performance office buildings across the world. Analyses showed that the actual site Energy Use Intensity (EUI) of the 51 buildings varied by a factor of up to 11, indicating a large scale of variation of the actual energy performance of the current HPBs. Further analysis of the correlation between EUI and climate elucidated ubiquitous phenomenon of EUI scatter throughout all climate zones, implying that the weather is not a decisive factor, although important, for the actual energy consumption of an individual building. On the building size via EUI, analysis disclosed that smaller buildings have a tendency to achieving lower energy use. Even so, the correlation is not absolute since some large buildings demonstrated low energy use while some small buildings performed opposite. Concerning the technologies, statistics indicated that the application of some technologies had correlations with some specific building size and climate characteristic. However, it was still hard to pinpoint a set of technologies which was directly correlative with a group of low EUI buildings. It is concluded that no a single factor essentially determines the actual energy performance of HPBs. To deliver energy-efficient buildings, an integrated design taking account of climate, technology, occupant behavior as well as operation and maintenance should be implemented.

    This document describes lessons learned from designing, building, and monitoring five affordable, energy-efficient test houses in a single development in the Tennessee Valley Authority (TVA) service area. This work was done through a collaboration of Habitat for Humanity Loudon County, the US Department of Energy (DOE), TVA, and Oak Ridge National Laboratory (ORNL).The houses were designed by a team led by ORNL and were constructed by Habitat's volunteers in Lenoir City, Tennessee. ZEH5, a two-story house and the last of the five test houses to be built, provided an excellent model for conducting research on affordable high-performance houses. The impressively low energy bills for this house have generated considerable interest from builders and homeowners around the country who wanted a similar home design that could be adapted to different climates. Because a design developed without the project constraints of ZEH5 would have more appeal for the mass market, plans for two houses were developed from ZEH5: a one-story design (ZEH6) and a two-story design (ZEH7). This report focuses on ZEH6, identical to ZEH5 except that the geothermal heat pump is replaced with a SEER 16 air source unit (like that used in ZEH4). The report also contains plans for the ZEH6 house. ZEH5 and ZEH6 both use 50% less energy than the DOE Building America protocol for energyefficient buildings. ZEH5 is a 4 bedroom, 2.5 bath, 2632 ft2 house with a home energy rating system (HERS) index of 43, which qualifies it for federal energy-efficiency incentives (a HERS rating of 0 is a zero-energy house, and a conventional new house would have a HERS rating of 100). This report is intended to help builders and homeowners build similar high-performance houses. Detailed specifications for the envelope and the equipment used in ZEH5 are compared with the Building America Benchmark building, and detailed drawings, specifications, and lessons learned in the construction and analysis of data gleaned from 94

    Fenestration systems are major contributors to peak cooling loads in commercial buildings and thus to HVAC system costs, peak electric demand, and annual energy use. These loads can be reduced significantly through proper fenestration design and the use of daylighting strategies. However, there are very few documented applications of energy-saving daylighted buildings today, which suggests that significant obstacles to efficient fenestration and lighting design and utilization still exist. This paper reports results of the first phase of a utility-sponsored research, development, and demonstration project to more effectively address the interrelated issues of designing and implementing energy-efficient envelope and lighting systems. We hypothesize that daylighting and overall energy efficiency will not be achieved at a large scale until true building integration has been accomplished to some meaningful degree. Moving beyond the vague concept of ``intelligent` buildings long popular in the design sector, we attempt to integrate component technologies into functional systems in order to optimize the relevant building energy performance and occupant comfort parameters. We describe the first set of integrated envelope and lighting concepts we are developing using available component technologies. Emerging and future technologies will be incorporated in later phases. Because new hardware systems alone will not ensure optimal building performance, we also discuss obstacles to innovation within the design community and proposed strategies to overcome these obstacles.

    To support the missions of the US Department of Energy (DOE) Special Technologies Program, Argonne National Laboratory is defining the requirements for an automated software system that will search electronic databases on technology. This report examines the work done and results to date. Argonne studied existing commercial and government sources of technology databases in five general areas: on-line services, patent database sources, government sources, aerospace technology sources, and general technology sources. First, it conducted a preliminary investigation of these sources to obtain information on the content, cost, frequency of updates, and other aspects of their databases. The Laboratory then performed detailed examinations of at least one source in each area. On this basis, Argonne recommended which databases should be incorporated in DOE`s Technology Information Management System.

    During World War 11, the Oak Ridge Y-12 Plant was built as part of the Manhattan Project to supply enriched uranium for weapons production. In 1945, Building 9201-4 (Alpha-4) was originally used to house a uranium isotope separation process based on electromagnetic separation technology. With the startup of the Oak Ridge K-25 Site gaseous diffusion plant In 1947, Alpha-4 was placed on standby. In 1953, the uranium enrichment process was removed, and installation of equipment for the Colex process began. The Colex process--which uses a mercury solvent and lithium hydroxide as the lithium feed material-was shut down in 1962 and drained of process materials. Residual Quantities of mercury and lithium hydroxide have remained in the process equipment. Alpha-4 contains more than one-half million ft{sup 2} of floor area; 15,000 tons of process and electrical equipment; and 23,000 tons of insulation, mortar, brick, flooring, handrails, ducts, utilities, burnables, and sludge. Because much of this equipment and construction material is contaminated with elemental mercury, cleanup is necessary. The goal of the Y-12 Plant Decontamination and Decommissioning Technology Logic Diagram for Building 9201-4 is to provide a planning document that relates decontamination and decommissioning and waste management problems at the Alpha-4 building to the technologies that can be used to remediate these problems. The Y-12 Plant Decontamination and Decommissioning Technology Logic Diagram for Building 9201-4 builds on the methodology transferred by the U.S. Air Force to the Environmental Management organization with DOE and draws from previous technology logic diagram-efforts: logic diagrams for Hanford, the K-25 Site, and ORNL.

    In the U.S., the ISO 50001 Standard, which establishes energy management systems (EnMSs) and processes, has shown uptake primarily in the industrial sector. The U.S. Department of Energy (DOE) undertook a pilot program to explore ISO 50001 implementation in commercial buildings. Eight organizations participated as pilots, with technical assistance provided by DOE, the National Renewable Energy Laboratory (NREL), the Lawrence Berkeley National Laboratory (LBNL), and the Georgia Institute of Technology (Georgia Tech). This paper shares important lessons learned from the pilot. Staff time was the most critical resource required to establish effective EnMSs in commercial buildings. The pilot also revealed that technical support and template/example materials were essential inputs. Crucial activities included evaluating performance, identifying goals, making connections, communicating operational controls, and tracking/reviewing progress. Benefits realized included enhanced intra-organizational connections, greater energy awareness, increased process efficiencies, and improved ability to make business cases. Incremental benefits for ISO 50001 certification were greater accountability, assurance of best practices, public relations opportunities, and potential to unlock verified savings credits or incentive money. Incremental certification costs included more staff/consultant time, money for certification, and a tendency to limit EnMS scope in order to ensure favorable audit results. Five best practices were identified - utilizing expert technical assistance, training, and other resources; focusing on implementation over documentation; keeping top management involved; considering organizational structure when selecting EnMS scope; and matching the implementation level to an EnMS's scope and scale. The last two practices are particularly relevant to the commercial buildings sector.

    Technologies are being developed under the Buried Waste Integrated Demonstration (BWID) program to facilitate remediation of the US Department of Energy's (DOE) buried and stored low-level radioactive, transuranic (TRU), and mixed radioactive and hazardous buried wastes. The BWID program is being coordinated by the Idaho National Engineering Laboratory (INEL) in southeastern Idaho, a DOE site that has large volumes of buried radioactive wastes.     The energy use in America's commercial and residential building sectors is large and growing. Over 38 quadrillion Btus (Quads) of primary energy were consumed in 2002, representing 39% of total U.S. energy consumption. While the energy use in buildings is expected to grow to 52 Quads by 2025, a large number of energy-related technologies exist that could curtail this increase. In recent years, improvements in such items as high efficiency refrigerators, compact fluorescent lights, high-SEER air conditioners, and improved building shells have all contributed to reducing energy use. Hundreds of other technology improvements have and will continue to improve the energy use in buildings. While many technologies are well understood and are gradually penetrating the market, more advanced technologies will be introduced in the future. The pace and extent of these advances can be improved through state and federal R&D. This report focuses on the long-term potential for energy-efficiency improvement in buildings. Five promising technologies have been selected for description to give an idea of the wide range of possibilities. They address the major areas of energy use in buildings: space conditioning (33% of building use), water heating (9%), and lighting (16%). Besides describing energy-using technologies (solid-state lighting and geothermal heat pumps), the report also discusses energy-saving building shell improvements (smart roofs) and the integration of multiple energy service technologies (CHP packaged systems and triple function heat pumps) to create synergistic savings. Finally, information technologies that can improve the efficiency of building operations are discussed. The report demonstrates that the United States is not running out of technologies to improve energy efficiency and economic and environmental performance, and will not run out in the future. The five technology areas alone can potentially result in total primary energy savings of between 2 and 4

  6. Expand the Modeling Capabilities of DOE's EnergyPlus Building Energy Simulation Program

    EnergyPlus{trademark} is a new generation computer software analysis tool that has been developed, tested, and commercialized to support DOE's Building Technologies (BT) Program in terms of whole-building, component, and systems R&D (http://www.energyplus.gov). It is also being used to support evaluation and decision making of zero energy building (ZEB) energy efficiency and supply technologies during new building design and existing building retrofits. Version 1.0 of EnergyPlus was released in April 2001, followed by semiannual updated versions over the ensuing seven-year period. This report summarizes work performed by the University of Central Florida's Florida Solar Energy Center (UCF/FSEC) to expand the modeling capabilities of EnergyPlus. The project tasks involved implementing, testing, and documenting the following new features or enhancement of existing features: (1) A model for packaged terminal heat pumps; (2) A model for gas engine-driven heat pumps with waste heat recovery; (3) Proper modeling of window screens; (4) Integrating and streamlining EnergyPlus air flow modeling capabilities; (5) Comfort-based controls for cooling and heating systems; and (6) An improved model for microturbine power generation with heat recovery. UCF/FSEC located existing mathematical models or generated new model for these features and incorporated them into EnergyPlus. The existing or new models were (re)written using Fortran 90/95 programming language and were integrated within EnergyPlus in accordance with the EnergyPlus Programming Standard and Module Developer's Guide. Each model/feature was thoroughly tested and identified errors were repaired. Upon completion of each model implementation, the existing EnergyPlus documentation (e.g., Input Output Reference and Engineering Document) was updated with information describing the new or enhanced feature. Reference data sets were generated for several of the features to aid program users in selecting proper model inputs. An
