    We consider a backward stochastic differential equation with jumps (BSDEJ) which is driven by a Brownian motion and a Poisson random measure. We present two candidate-approximations to this BSDEJ and we prove that the solution of each candidate-approximation converges to the solution of the original BSDEJ in a space which we specify. We use this result to investigate in further detail the consequences of the choice of the model to (partial) hedging in incomplete markets in finance. As an application, we consider models in which the small variations in the price dynamics are modeled with a Poisson random measure with infinite activity and models in which these small variations are modeled with a Brownian motion or are cut off. Using the convergence results on BSDEJs, we show that quadratic hedging strategies are robust towards the approximation of the market prices and we derive an estimation of the model risk.

    Task 4 of this collaborative effort between ORNL, Brazil, and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focused on the design of the hierarchical supervisory control for multiple-module units. The state of the IRIS plant design – specifically, the lack of a detailed secondary system design – made developing a detailed hierarchical control difficult at this time. However, other simultaneous and ongoing efforts have contributed to providing the needed information. This report summarizes the results achieved under Task 4 of this Financial Assistance Award. Section 1.2 describes the scope of this effort. Section 2 discusses the IRIS control functions. Next, it briefly reviews the current control concepts, and then reviews the maneuvering requirements for the IRIS plant. It closes by noting the benefits that automated sequences have in reducing operator workload. Section 3 examines reactor loading in the frequency domain to establish some guidelines for module operation, paying particular attention to strategies for using process steam for desalination and/or district heating. The final subsection discusses the implications for reactor control, and argues that using the envisioned percentage (up to 10%) of the NSSS thermal output for these purposes should not significantly affect the NSSS control strategies. Section 4 uses some very general economic assumptions to suggest how one should approach multi-module operation. It concludes that the well-known algorithms used for economic dispatching could be used to help manage a multi-unit IRIS site. Section 5 addresses the human performance factors of multi-module operation. Section 6 summarizes our conclusions.

    This plan provides an overview, work to date, and the path forward for the design development strategy of the Aging cask for aging commercial spent nuclear fuel (CSNF) at the Yucca Mountain Project (YMP) repository site. Waste for subsurface emplacement at the repository includes US Department of Energy (DOE) high-level radioactive waste (HLW), DOE SNF, commercial fuel in dual-purpose canisters (DPCs), uncanistered bare fuel, naval fuel, and other waste types. Table 1-1 lists the types of radioactive materials that may be aged at YMP, and those materials that will not be placed in an aging cask or module. This plan presents the strategy for design development of the Aging system. The Aging system will not handle naval fuel, DOE HLW, MCOs, or DOE SNF since those materials will be delivered to the repository in a state and sequence that allows them to be placed into waste packages for emplacement. Some CSNF from nuclear reactors, especially CSNF that is thermally too hot for emplacement underground, will need to be aged at the repository.

    Cities around the world are implementing policies and programs with the goal to reduce greenhouse gas emissions, as well as save energy, reduce costs, and protect the local, regional, and global environment. In China, low-carbon development is a key element of the 12th Five Year Plan. Pilot low-carbon development zones have been initiated in five provinces and eight cities and many other locations around China also want to pursue a low-carbon development pathway. This booklet provides information for government officials, policy makers, program designers and implementers, provincial and city planners, and others who want an overview of the key options available for low-carbon development at local level. These Strategies for Local Low-Carbon Development draw from successful experiences from around the world. Information is provided for low-carbon actions that can be taken in the sectors of (1) Industry, (2) Buildings and Appliances, (3) Electric Power, (4) Consumption and Waste Management, (5) Transportation and Urban Form, and (6) Agriculture and Forestry. A description of each policy is provided along with information on the stakeholders involved in implementation, the conditions for successful implementation, the expected energy and carbon savings, and the policy cost-effectiveness. Case studies show how each policy has been implemented somewhere around the world. While there are many low-carbon options available for local implementation, this booklet aims to provide guidance on those that have been most successful, that have the largest impact, and that are cost-effective in order to support low-carbon development efforts in Chinese cities.

    The Next Generation Nuclear Plant (NGNP) project will provide the basis for commercialization of a new generation of advanced nuclear plants that utilize hightemperature gas-cooled reactor (HTGR) technology. The inherently safe HTGR design characteristics can be utilized to supply high-temperature process heat, co-generated electricity, and/or hydrogen for a number of industrial applications (e.g., petrochemical processes).     Robust contingency oil spill response arrangements are a prerequisite of nearshore oilfield developments. The Liverpool Bay Development (LBD) represents the greatest UK challenge to date in this regard. This paper describes the development of BHP Petroleum E/R/A/ME Region`s LBD oil spill response strategy and how it was possible to implement this strategy in a very cost effective way. The strategy was based initially on the field Environmental Impact Assessments, which had identified oil spill hazards and risks based on industry data. Additional studies and tests defined credible oil spill events, specific oil properties and coastal impacts. The types, levels and location of response requirements offshore and onshore were then evaluated - we had our strategy. A series of in-house brain storm sessions reviewed all possible means of achieving the strategy. LBD was unique: a 4 field nearshore development with offshore crude storage and offloading. Novel solutions should be possible, resulting in a more cost effective implementation of the response strategy. Using multi-function vessels was a recurring theme - oil spill response arrangements should not be considered in isolation but together with other marine support services. A crucial step was to realize accepted practices were based on single well or single field scenarios. The company successfully opened a debate within the industry and government agencies on existing UK Regulations governing oil spill recovery, resulting in drafted, more practical Regulations and Guidelines. A shortlist of possible vessel scenarios was then prepared. These were costed and tested against the response strategy by risk analysis, checking double jeopardy cover for all marine support services. Government Agencies were consulted closely. This was particularly important because of the novel nature of the proposals. Their considered and positive responses enabled us to go forward with the most cost effective acceptable solution.

    In late 1988, the US Department of Energy (DOE) expects to begin emplacing transuranic waste materials in the Waste Isolation Pilot Plant (WIPP), an R and D facility to demonstrate the safe disposal of radioactive wastes resulting from defense program activities. Transuranic wastes are production-related materials, e.g., clothes, rags, tools, and similar items. These materials are contaminated with alpha-emitting transuranium radionuclides with half-lives of > 20 yr and concentrations > 100 nCi/g. Much of the institutional groundwork has been done with local communities and the State of New Mexico on the siting and construction of the facility. A key to the success of the emplacement demonstration, however, will be a qualified transportation system together with institutional acceptance of the proposed shipments. The DOE's Defense Transuranic Waste Program, and its contractors, has lead responsibility for achieving this goal. The Joint Integration Office (JIO) of the DOE, located in Albuquerque, New Mexico, is taking the lead in implementing an integrated strategy for assessing nationwide institutional concerns over transportation of defense transuranic wastes and in developing ways to resolve or mitigate these concerns.     Bangladesh, it is by now well-known, is at the receiving end, in the literal sense of the term, of the global climate change and its potential impacts. She contributes very little to the current global emission of greenhouse gases (GHGs). The Emission Inventory under the present umbrella project, Bangladesh Climate Change Study (BCCS), has found that her annual emission of carbon has been only 3.99 mn metric tons per year. An earlier study arrived at exactly the same figure. The figures for estimated release of methane is far less firm. The estimated methane emission in 1990 could be anywhere between 1 million and 6 million metric tons. In any case the total emission is unlikely to be more than one-half of one percent of the global total. On the other hand, however, she faces specter of widespread and more frequent floods, more frequent droughts, cyclones and above all sea-level rise (SLR) which may inundate a substantial part of the country all of these bringing in immeasurable misery and destitution and loss of income, employment and growth. One would expect that in such a situation, Bangladesh`s basic concern should be to prepare an appropriate adaptation strategy. This is already a major policy concern of the Government. There is, however, an increasing realization that Bangladesh should as well emphasize an appropriate mitigation strategy (MS). There may be at least three reasons why this should be so. The first is that she is a signatory of the Framework Convention on Climate Change. The second is that in the medium, if not short term she expects major growth due to a developing economy. Third is that Bangladesh depends primarily on fossil fuel imports for energy, and will become a larger source with further development.

    This paper represents the strategy for development of the Polish Electricity Sector dealing with specific problems which are common for all of East Central Europe. In 1990 Poland adopted a restructuring program for the entire energy sector. Very ambitious plans were changed several times but still the main direction of change was preserved. The most difficult period of transformation is featured by several contradictions which have to be balanced. Electricity prices should increase in order to cover the modernization and development program but the society is not able to take this burden in such a short time. Furthermore the new environment protection standards force the growth of capital investment program which sooner or later has to be transferred through the electricity prices. New economic mechanisms have to be introduced to the electricity sector to replace the old ones noneffective, centrally planned. This process has to follow slow management changes. Also, introduction of new electricity market is limited by those constraints. However, this process of change would not be possible without parallel governmental initiation like preparation of new energy law and regulatory frames.

    The United States is facing unprecedented challenges in climate change and energy security. President-elect Obama has called for a reduction of CO2 emissions to 1990 levels by 2020, with a further 80% reduction by 2050. Meeting these aggressive goals while gradually increasing the overall energy supply requires that all non-emitting technologies must be advanced. The development and deployment of nuclear energy can, in fact, help the United States meet several key challenges: 1) Increase the electricity generated by non-emitting sources to mitigate climate change, 2) Foster the safe and proliferation-resistant use of nuclear energy throughout the world, 3) Reduce the transportation sector’s dependence on imported fossil fuels, and 4) Reduce the demand on natural gas for process heat and hydrogen production. However, because of the scale, cost, and time horizons involved, increasing nuclear energy’s share will require a coordinated research effort—combining the efforts of industry and government, supported by innovation from the research community. This report outlines the significant nuclear energy research and development (R&D) necessary to create options that will allow government and industrial decision-makers to set policies and create nuclear energy initiatives that are decisive and sustainable. The nuclear energy R&D strategy described in this report adopts the following vision: Safe and economical nuclear energy in the United States will expand to address future electric and non-electric needs, significantly reduce greenhouse gas emissions and provide energy diversity, while providing leadership for safe, secure and responsible expansion of nuclear energy internationally.

    Low emission development strategies (LEDS) articulate economy-wide policies and implementation plans designed to enable a country to meet its long-term development objectives while reducing greenhouse gas emissions. A development impact assessment tool was developed to inform an analytically robust and transparent prioritization of LEDS actions based on their economic, social, and environmental impacts. The graphical tool helps policymakers communicate the development impacts of LEDS options and identify actions that help meet both emissions reduction and development goals. This paper summarizes the adaptation and piloting of the tool in Kenya and Montenegro. The paper highlights strengths of the tool and discusses key needs for improving it.

    This paper describes a recent National Nuclear Security Administration (NNSA) workshop on Human Resource Development, which was focused on the potential methodology for developing a National Human Resource strategy for nuclear power in emerging nuclear states. The need for indigenous human resource development (HRD) has been singled out as a key milestone by the International Atomic Energy Agency (IAEA) in its 2007 Milestones document. A number of countries considering nuclear energy have reiterated this need for experts and specialists to support a national nuclear program that is sustainable and secure.     Re-brightening bumps are frequently observed in gamma-ray burst afterglows. Many scenarios have been proposed to interpret the origin of these bumps, of which a blast wave encountering a density-jump in the circumburst environment has been questioned by recent works. We develop a set of differential equations to calculate the relativistic outflow encountering the density-jump by extending the work of Huang et al. This approach is a semi-analytic method and is very convenient. Our results show that late high-amplitude bumps cannot be produced under common conditions, rather only a short plateau may emerge even when the encounter occurs at an early time (<10{sup 4} s). In general, our results disfavor the density-jump origin for those observed bumps, which is consistent with the conclusion drawn from full hydrodynamics studies. The bumps thus should be caused by other scenarios.

    This report documents implementation strategies to leverage public and private resources for the development of an adequate national security workforce as part of the National Security Preparedness Project (NSPP), being performed under a U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. There are numerous efforts across the United States to develop a properly skilled and trained national security workforce. Some of these efforts are the result of the leveraging of public and private dollars. As budget dollars decrease and the demand for a properly skilled and trained national security workforce increases, it will become even more important to leverage every education and training dollar. This report details some of the efforts that have been implemented to leverage public and private resources, as well as implementation strategies to further leverage public and private resources.

    RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data. This report summarizes the results of Phase 1. 11 figs., 22 tabs.

    Electric utilities in the Western world have increasingly realized that load commitments can be met not only by constructing new generating plants but also by influencing electricity demand. This demand-side management (DSM) process requires that electric utilities promote measures on the customer's side of the meter to directly or indirectly influence electricity consumption to meet desired load objectives. An important demand-side option to achieve these load objectives is innovative electricity pricing, both by itself and as a financial incentive for other demand-site measures. This study explores electricity pricing as a DSM strategy, addressing four questions in the process: What is the Western experience with DSM in general and electricity pricing in particular Do innovative pricing strategies alter the amount and pattern of electricity consumption Do the benefits of these pricing strategies outweigh the costs of implementation What are future directions in electricity pricing Although DSM can be used to promote increases in electricity consumption for electric utilities with excess capacity as well as to slow demand growth for capacity-short utilities, emphasis here is placed on the latter. The discussion should be especially useful for electric utilities in developing countries that are exploring alternatives to capacity expansion to meet current and future electric power demand.

    Considerable effort has been made to address the transition to low-carbon economy. A key focus of these efforts has been on the development of national low-emissions developments strategies (LEDS). One enabler of these plans is the existence of well-functioning national, regional and international low-emission development networks and knowledge platforms. To better understand the role of LEDS, weexamine this area in relation to network theory. We present a review of strengths and weaknesses of existing LEDS networks that builds on the findings of a study conducted by the Coordinated Low Emission Assistance Network (CLEAN). Based on the insights from theory and a mapping of the climate-related network space, we identify opportunities for further refinement of LEDS networks.

    Cryptococcus neoformans is a fungal pathogen that causes life-threatening infections in immunocompromised individuals, including AIDS patients and transplant recipients. Few antifungals can treat C. neoformans infections, and drug resistance is increasing. Protein farnesyltransferase (FTase) catalyzes post-translational lipidation of key signal transduction proteins and is essential in C. neoformans. We present a multidisciplinary study validating C. neoformans FTase (CnFTase) as a drug target, showing that several anticancer FTase inhibitors with disparate scaffolds can inhibit C. neoformans and suggesting structure-based strategies for further optimization of these leads. Structural studies are an essential element for species-specific inhibitor development strategies by revealing similarities and differences between pathogen and host orthologs that can be exploited. We, therefore, present eight crystal structures of CnFTase that define the enzymatic reaction cycle, basis of ligand selection, and structurally divergent regions of the active site. Crystal structures of clinically important anticancer FTase inhibitors in complex with CnFTase reveal opportunities for optimization of selectivity for the fungal enzyme by modifying functional groups that interact with structurally diverse regions. A substrate-induced conformational change in CnFTase is observed as part of the reaction cycle, a feature that is mechanistically distinct from human FTase. Our combined structural and functional studies provide a framework for developing FTase inhibitors to treat invasive fungal infections.

    The 1990 Clean Air Act Amendments (CAAA), enacted on November 15, 1990, represent landmark legislation which provides the US Environmental Protection Agency with unprecedented authority to promulgate regulations affecting air pollution. Title 3 of the 1990 CAAA focuses on the emissions of hazardous air pollutants (HAP) from the sources of concern. The HAP affected by Title 3 are identified in Section 112(b) of the Clean Air Act (CAA). The industry specific regulations promulgated for major industrial source categories under Section 112(d) and Section 112(g) of the CAA are referred to as the Maximum Achievable Control Technology (MACT). In order to maximize operational flexibility and optimize costs of compliance, facilities must develop a plan to identify methods to comply with the area source provisions of the regulations by becoming a minor source/synthetic minor source or to comply with the major source requirements of the regulations in the most cost effective manner. Area source requirements are generally less stringent as compared to the major source requirements. This paper outlines the fundamental aspects of Title 3 as they impact the upstream oil and gas industry. The paper provides guidelines to the potentially affected facilities in determining applicability of the MACT rules based on emission inventories, potential to emit (PTE), and latest guidance from the EPA. The paper finally provides strategies to comply with the requirements of the regulations and discusses the advantages and disadvantages associated with using specific strategies.

    We are extending the existing features of Aspen, a powerful economic modeling tool, and introducing new features to simulate the role of confidence in economic activity. The new model is built from a collection of autonomous agents that represent households, firms, and other relevant entities like financial exchanges and governmental authorities. We simultaneously model several interrelated markets, including those for labor, products, stocks, and bonds. We also model economic tradeoffs, such as decisions of households and firms regarding spending, savings, and investment. In this paper, we review some of the basic principles and model components and describe our approach and development strategy for emulating consumer, investor, and business confidence. The model of confidence is explored within the context of economic disruptions, such as those resulting from disasters or terrorist events.

    Heating is a vital energy service in Central and Eastern Europe, but the current delivery mechanisms are riddled with problems. District heating (DH) in its present technical form and with the present management structures is an inefficient system which produces expensive heat. Customers cannot control it and react to overheating by opening windows, even in winter. DH facilities together with other forms of individual heating are responsible for air pollution, causing severe impacts on the health of urban residents. The issues relating to DH are discussed, the first World Bank activities and experiences with projects in Poland are analyzed, and the cornerstones of a strategy to support future World Bank financing and the development of sound heating policies in CEE are presented.

    A horizontal tune jump system has been installed to overcome the horizontal intrinsic spin resonances, which requires jumping the horizontal tune 0.04 units 82 times, 41 up and 41 down. Two quadruple magnets have been installed in AGS ring to perform this. The pulsed magnet current ranges from about 140A near injection to about 1400A later. The current pulse rise and fall time are around 100uS and flat tops time is around 4mS. These quadruples have separated supplies. This tune jump pulse power supply employees all semiconductor parts as well as the main switches. During dummy load and magnet testing, the test results showed that the power supply could meet the specification. This article will describe some details of power supply simulation, design and testing. Some test waveforms and pictures are presented in this paper.

    This report is one of a series of supporting documents for the outcome-based characterization strategy developed by PNNL. This report presents a set of proposed risk measures with risk constraint (acceptance) levels for use in the Value of Information process used in the NCS. The characterization strategy has developed a risk-based Value of Information (VOI) approach for comparing the cost-effectiveness of characterizing versus mitigating particular waste tanks or tank clusters. The preference between characterizing or mitigating in order to prevent an accident depends on the cost of those activities relative to the cost of the consequences of the accident. The consequences are defined as adverse impacts measured across a broad set of risk categories such as worker dose, public cancers, ecological harm, and sociocultural impacts. Within each risk measure, various {open_quotes}constraint levels{close_quotes} have been identified that reflect regulatory standards or conventionally negotiated thresholds of harm to Hanford resources and values. The cost of consequences includes the {open_quotes}costs{close_quote} of exceeding those constraint levels as well as a strictly linear costing per unit of impact within each of the risk measures. In actual application, VOI based-decision making is an iterative process, with a preliminary low-precision screen of potential technical options against the major risk constraints, followed by VOI analysis to determine the cost-effectiveness of gathering additional information and to select a preferred technical option, and finally a posterior screen to determine whether the preferred option meets all relevant risk constraints and acceptability criteria.

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

  2. Automated high pressure cell for pressure jump x-ray diffraction

    A high pressure cell for small and wide-angle x-ray diffraction measurements of soft condensed matter samples has been developed, incorporating a fully automated pressure generating network. The system allows both static and pressure jump measurements in the range of 0.1-500 MPa. Pressure jumps can be performed as quickly as 5 ms, both with increasing and decreasing pressures. Pressure is generated by a motorized high pressure pump, and the system is controlled remotely via a graphical user interface to allow operation by a broad user base, many of whom may have little previous experience of high pressure technology. Samples are loaded through a dedicated port allowing the x-ray windows to remain in place throughout an experiment; this facilitates accurate subtraction of background scattering. The system has been designed specifically for use at beamline I22 at the Diamond Light Source, United Kingdom, and has been fully integrated with the I22 beamline control systems.

    On a platform, facility modifications to cope with unexpected operating conditions or unanticipated problems may be made relatively easily at moderate cost. In contrast, subsea systems are placed on the seabed often beyond diver depth and are difficult if not impossible to retrieve or modify. Consequently the design must be optimized up front and have sufficient inherent flexibility to cope with the unexpected. It is therefore critical to develop an operational strategy in conjunction with suppliers, designers and operational staff, concurrently with the design. Input from Operations personnel is necessary from project conception throughout detailed design, fabrication, system integrating testing, installation and commissioning. This paper discusses BP Exploration`s work on the Pompano subsea project in the Gulf of Mexico and addresses many of the practical aspects in which Operations staff need to become involved with throughout a subsea project to ensure a problem free start-up and operation. It will provide a useful guide for Operations groups involved in the planning and operation of a subsea development

The East-West Center`s Program on Resources: Energy and Minerals, has been assigned HES Project 2, Fossil Energy Review, which focuses on fossil energy use in Hawaii and the greater regional and global markets. HES Project 2 has four parts: Task I (World and Regional Fossil Energy Dynamics) covers petroleum, natural gas, and coal in global and regional contexts, along with a discussion of energy and the environment. Task II (Fossil Energy in Hawaii) focuses more closely on fossil energy use in Hawaii: current utilization and trends, the structure of imports, possible future sources of supply, fuel substitutability, and energy security. Task III`s emphasis is Greenfield Options; that is, fossil energy sources not yet used in Hawaii. This task is divided into two sections: first, an in-depth {open_quotes}Assessment of Coal Technology Options and Implications for the State of Hawaii,{close_quotes} along with a spreadsheet analysis model, which was subcontracted to the Environmental Assessment and Information Sciences Division of Argonne National Laboratory; and second, a chapter on liquefied natural gas (LNG) in the Asia-Pacific market and the issues surrounding possible introduction of LNG into the Hawaii market.

  8. Energy management action plan: Developing a strategy for overcoming institutional barriers to municipal energy conservation

    Energy offices working to improve efficiency of local government facilities face not only technical tasks, but institutional barriers, such as budget structures that do not reward efficiency, a low awareness of energy issues, and purchasing procedures based only on minimizing initial cost. The bureau, in working to remove such barriers in San Francisco, has identified 37 institutional barriers in areas such as operations & maintenance, purchasing, and facility design; these barriers were then reorganized into three groupings-- policy & attitudes, budget & incentives, and awareness & information-- and mapped. This map shows that the barriers mutually reinforce each other, and that a holistic approach is required for permanent change. The city`s recreation & parks department was used as a model department, and information about facility energy use was compiled into a departmental energy review. Staff interviews showed how barriers affect conservation. The bureau then generated ideas for projects to remove specific barriers and rated them according to potential impact and the resources required to implement them. Four of the six projects selected focused on maintenance staff: a cost- sharing lighting retrofit program, a boiler efficiency program, a departmental energy tracking system, and a budgetary incentive program for conservation. The other two projects are city-wide: promotion of a new term contract supplying energy-efficient light materials, and publication/distribution of ENERGY NEWS newsletter. A general methodology, the EMAP Strategy Guide, has been created to assist other energy offices in developing EMAPs.

    In this article we consider, under a Levy process model for the stock price, the utility optimization problem for an insider agent whose additional information is the final price of the stock blurred with an additional independent noise which vanishes as the final time approaches. Our main interest is establishing conditions under which the utility of the insider is finite. Mathematically, the problem entails the study of a 'progressive' enlargement of filtration with respect to random measures. We study the jump structure of the process which leads to the conclusion that in most cases the utility of the insider is finite and his optimal portfolio is bounded. This can be explained financially by the high risks involved in models with jumps.

    When droplets coalesce on a superhydrophobic nanostructured surface, the resulting droplet can jump from the surface due to the release of excess surface energy. If designed properly, these superhydrophobic nanostructured surfaces can not only allow for easy droplet removal at micrometric length scales during condensation but also promise to enhance heat transfer performance. However, the rationale for the design of an ideal nanostructured surface as well as heat transfer experiments demonstrating the advantage of this jumping behavior are lacking. Here, we show that silanized copper oxide surfaces created via a simple fabrication method can achieve highly efficient jumping-droplet condensation heat transfer. We experimentally demonstrated a 25% higher overall heat flux and 30% higher condensation heat transfer coefficient compared to state-of-the-art hydrophobic condensing surfaces at low supersaturations (<1.12). This work not only shows significant condensation heat transfer enhancement but also promises a low cost and scalable approach to increase efficiency for applications such as atmospheric water harvesting and dehumidification. Furthermore, the results offer insights and an avenue to achieve high flux superhydrophobic condensation.

    During the past 12 months, the first phase of a major upgrading of disposal operations at Drigg has been completed. This has involved the introduction of waste containerization and orderly emplacement in open concrete vaults. A further phase over the next few years will involve the introduction of compaction of all suitable waste. While the current upgrade has clearly resulted in a major improvement in the visual impact and management control of the site, the desire to implement such an improvement on a timescale consistent with the short term need for new facilities at Drigg has not allowed sufficient time for a detailed assessment of the full implications of the proposed system. This paper describes the development of the strategy for upgrading the Drigg site, highlights improvements that have been implemented as the project has progressed and outlines major outstanding concerns, particularly in relation to long term site management, that may eventually lead to a requirement for further optimization of the overall strategy. Progress under the Drigg Technical Development Programme is reviewed with specific emphasis on the preliminary results of engineering studies aimed at defining an integrated strategy that will meet the requirements of both acceptable visual impact and long term site stability and safety.

  10. Development of pollution reduction strategies for Mexico City: Estimating cost and ozone reduction effectiveness

    This reports on the collection and preparation of data (costs and air quality improvement) for the strategic evaluation portion of the Mexico City Air Quality Research Initiative (MARI). Reports written for the Mexico City government by various international organizations were used to identify proposed options along with estimates of cost and emission reductions. Information from appropriate options identified by SCAQMD for Southem California were also used in the analysis. A linear optimization method was used to select a group of options or a strategy to be evaluated by decision analysis. However, the reduction of ozone levels is not a linear function of the reduction of hydrocarbon and NO{sub x} emissions. Therefore, a more detailed analysis was required for ozone. An equation for a plane on an isopleth calculated with a trajectory model was obtained using two endpoints that bracket the expected total ozone precursor reductions plus the starting concentrations for hydrocarbons and NO{sub x}. The relationship between ozone levels and the hydrocarbon and NO{sub x} concentrations was assumed to lie on this plane. This relationship was used in the linear optimization program to select the options comprising a strategy.

  11. Re-Entries: New strategies in development zones at the Orinoco Oil Belt

    Drilling of horizontal wells in Venezuela began in the Orinoco Oil Belt with the wells CI-87 and CI-97 in the J-20 block, drilled in 1989 and 1990, respectively. Well CI-87 produces up to 1000 BPD without steam injection. Due to the success of this well, the exploitation strategy was oriented toward re-entry and sidetracking wells with mechanical problems, high water cut and low potential. The purpose of this programme was to enhance drainage patterns, access new reservoirs through existing bores, and increase oil production while reducing per-barrel costs. Eighteen (18) wells were re-drilled in different pay zones such as O-12, O-13, O-14 and O-15 with horizontal sections between a thousand feet and one thousand six hundred feet. Those wells were completed with progressive cavity pumps, sucker rod beam pumps and electrical submersible pumps. Presented in this paper are the results of the re-entries at the Orinoco Oil Belt and the future re-entry strategy.

    Zinc finger nucleases (ZFNs) are associated with cell death and apoptosis by binding at countless undesired locations. This cytotoxicity is associated with the binding ability of engineered zinc finger domains to bind dissimilar DNA sequences with high affinity. In general, binding preferences of transcription factors are associated with significant degenerated diversity and complexity which convolutes the design and engineering of precise DNA binding domains. Evolutionary success of natural zinc finger proteins, however, evinces that nature created specific evolutionary traits and strategies, such as modularity and rank-specific recognition to cope with binding complexity that are critical for creating clinical viable toolsmore » to precisely modify the human genome. Our findings indicate preservation of general modularity and significant alteration of the rank-specific binding preferences of the three-finger binding domain of transcription factor SP1 when exchanging amino acids in the 2nd finger.« less

    With the development of on-line and real-time process simulations, one obtains the ability to predict and control the process; thus, the opportunity exists to improve energy efficiency, decrease materials wastes, and maintain product quality. Developing this capability was the objective of the this research program. A thermomechanical pulp mill was simulated using both a first principles model and a neural network. The models made use of actual process data and a model that calculated the mass and energy balance of the mill was successfully implemented and run at the mill on an hourly basis. The attempt to develop a model that accurately predicted the quality of the pulp was not successful. It was concluded that the key fro a successful implementation of a real-time control model, such as a neural net model, is availability of on-line sensors that sufficiently characterize the pulp.

    Nature swaps are a generally well-conceived approach to mitigating the destruction of environmentally sensitive areas in developing nations while remaining sensitive to the economic needs of developing countries. They allow developing countries to dedicate some of their debt repayment to local projects, thus benefiting both their economies and the environment. Swaps also help them obtain assistance from environmental organizations in developed nations to manage their own natural resources. Environmentalists, through the purchase of steeply discounted debt, maximize their investment in tropical forest preservation. In addition they can strengthen environmental organizations in developing nations by including local environmentalists in both policy decisionmaking and the implementation of conservation projects. Debt-for-nature swaps also keep the subject of tropical deforestation on the agenda of the international community and offer small international lending institutions a socially redeeming means of removing bad loans from their ledgers. Finally, each government's authority to choose its own development objectives is only slightly encumbered by sharing decisionmaking authority with the environmentalists. Essentially, the swapping governments have agreed to cooperate. consequently, tropical forests only have as much protection as the tropical states desire. This does not mean that swaps are of little moment. Hopefully, collaboration between conservationists in the developed world and leaders of the developing nations will contribute to a constructive framework for future efforts to preserve the earth's tropical forests.

    This paper describes a rigorous approach for quantitatively evaluating inservice testing effectiveness that evolved from two pilot plant studies. These studies prototyped methodologies for designing and selecting inservice testing (IST) strategies in a manner structured to insure that the targeted components will perform their required safety functions while minimizing life cycle inservice testing costs. The paper concentrates on the use of expert judgment in developing test effectiveness measures that move risk-based methods beyond ranking to optimization of plant IST programs. Selected results for check valves and pumps are shown to illustrate the practical significance of the approach.

    We present the results of a three year LDRD project which has focused on the development of novel, compact, ultraviolet solid-state sources and fluorescence-based sensing platforms that apply such devices to the sensing of biological and nuclear materials. We describe our development of 270-280 nm AlGaN-based semiconductor UV LEDs with performance suitable for evaluation in biosensor platforms as well as our development efforts towards the realization of a 340 nm AlGaN-based laser diode technology. We further review our sensor development efforts, including evaluation of the efficacy of using modulated LED excitation and phase sensitive detection techniques for fluorescence detection of bio molecules and uranyl-containing compounds.

  1. Method development and strategy for the characterization of complexly faulted and fractured rhyolitic tuffs, Yucca Mountain, Nevada

    The planned high-level nuclear waste repository at Yucca Mountain, Nevada, would exist in unsaturated, fractured welded tuff. One possible contaminant pathway to the accessible environment is transport by groundwater infiltrating to the water table and flowing through the saturated zone. Therefore, an effort to characterize the hydrology of the saturated zone is being undertaken in parallel with that of the unsaturated zone. As a part of the saturated zone investigation, there wells-UE-25c{number_sign}1, UE-25c{number_sign}2, and UE-25c{number_sign}3 (hereafter called the c-holes)-were drilled to study hydraulic and transport properties of rock formations underlying the planned waste repository. The location of the c-holes is such that the formations penetrated in the unsaturated zone occur at similar depths and with similar thicknesses as at the planned repository site. In characterizing a highly heterogeneous flow system, several issues emerge. (1) The characterization strategy should allow for the virtual impossibility to enumerate and characterize all heterogeneities. (2) The methodology to characterize the heterogeneous flow system at the scale of the well tests needs to be established. (3) Tools need to be developed for scaling up the information obtained at the well-test scale to the larger scale of the site. In the present paper, the characterization strategy and the methods under development are discussed with the focus on the design and analysis of the field experiments at the c-holes.

    The Nuclear Decommissioning Authority (NDA) is a UK non-departmental public body with a remit to clean up the civil public sector nuclear legacy. Much work has been done to date on developing contractor competition for the management of NDA-owned sites, including the UK's principal disposal facility: the Low Level Waste Repository (LLWR) in Cumbria. The competition goals and principles are integrated with the framework for the development of a UK Low Level Waste (LLW) management plan, through which the NDA will deliver its commitments to UK Government and stakeholders. Nexia Solutions has undertaken work for the NDA in assessing strategic options and scenarios for the management and disposal of current UK LLW. The volumetric, radiological and strategic limitations of existing disposition routes have been assessed against the inventories and characteristics of LLW forecast to arise. A number of potential alternative scenarios and variants for future LLW management have been modelled and assessed. (authors)

    A major factor determining the Northeast's economic revitalization will be a stable supply and a resonable price of energy for the region's residential, commercial, and industrial sectors. As this report explains, the underemployment of human, natural, and capital resources is closely related to the composition of the region's energy base. Chapter I identifies the relationship between energy dependency and economic growth. The potential for development of alternative energies and their employment are set forth in Chapter II. Chapter III recommends state and regional policy options to promote alternative energy development and conservation, and describes initiatives already underway. Chapter IV discusses the implementation of these policies as they relate to specific energy sources, as well as possible legislation, institutional, and financial impediments. Chapter V looks to the future impacts and benefits of state-energy-policy efforts. Two appendices present the pros and cons of alternate energy sources and existing tax incentives by state. 36 references, 1 figure, 6 tables.

  18. Developments in Die Pressing Strategies for Low-Cost Titanium Powders

    Recent developments in the production of low-cost titanium powders have rejuvenated interest in manufacturing titanium powder metallurgy components by direct press and sinter techniques. However excessive friction typically observed during titanium powder pressing operations leads to numerous problems ranging from non-homogeneous green densities of the compacted powder to excessive part ejection forces and reduced die life due to wear and galling. An instrumented double-acting die press was developed to both investigate the mechanics of titanium powder pressing (particularly for the new low-cost powder morphologies) and to screen potential lubricants that could reduce frictional effects. As will be discussed, the instrument was used to determine friction coefficients and to evaluate a number of candidate lubricants. These results were then used to optimize the lubricant system to reduce die-wall stresses and improve part density uniformity.

    Freshwater fishes are one of the most imperiled groups of vertebrates and species declines have been linked to a number of anthropogenic influences. This is alarming as the diversity and stability of populations are at risk. In addition, freshwater fish serve as important protein sources, particularly in developing countries. One of the focal activities thought to influence freshwater fish population declines is water resource development, which is anticipated to increase over the next several decades. For fish encountering hydro structures, such as passing through hydroturbines, there may be a rapid decrease in pressure which can lead to injuries commonly referred to as barotraumas. The authors summarize the research to date that has examined the effects of rapid pressure changes on fish and outline the most important factors to consider (i.e., swim bladder morphology, depth of acclimation, migration pattern and life stage) when examining the susceptibility of barotraumas for fish of interest.

  20. Development and utilization strategies for recovery and utilization of coal mine methane

    The U.S. Department of Energy (DOE), at its Morgantown Energy Technology Center, has been involved in natural gas research since the 1970`s. DOE has assessed the potential of gas in coals throughout the U.S. and promoted research and development for recovery and use of methane found in minable and unminable coalbeds. DOE efforts have focused on the use of coal mine methane for regional economic gas self-sufficiency, energy parks, self-help initiatives, and small-power generation. This paper focuses on DOE`s past and present efforts to more effectively and efficiently recover and use this valuable domestic energy source. The Climate Change Action Plan (CCAP) (1) lists a series of 50 voluntary initiatives designed to reduce greenhouse gas emissions, such as methane from mining operations, to their 1990 levels. Action No. 36 of the CCAP expands the DOE research, development, and demonstration (RD&D) efforts to broaden the range of cost-effective technologies and practices for recovering methane associated with coal mining operations. The major thrust of Action No. 36 is to reduce methane emissions associated with coal mining operations from target year 2000 levels by 1.5 MMT of carbon equivalent. Crosscutting activities in the DOE Natural Gas Program supply the utilization sectors will address RD&D to reduce methane emissions released from various mining operations, focusing on recovery and end use technology systems to effectively drain, capture, and utilize the emitted gas. Pilot projects with industry partners will develop and test the most effective methods and technology systems for economic recovery and utilization of coal mine gas emissions in regions where industry considers efforts to be presently non-economic. These existing RD&D programs focus on near-term gas recovery and gathering systems, gas upgrading, and power generation.

  1. Integrated Decision-Making Tool to Develop Spent Fuel Strategies for Research Reactors

    IAEA Member States operating or having previously operated a Research Reactor are responsible for the safe and sustainable management and disposal of associated radioactive waste, including research reactor spent nuclear fuel (RRSNF). This includes the safe disposal of RRSNF or the corresponding equivalent waste returned after spent fuel reprocessing. One key challenge to developing general recommendations lies in the diversity of spent fuel types, locations and national/regional circumstances rather than mass or volume alone. This is especially true given that RRSNF inventories are relatively small, and research reactors are rarely operated at a high power level or duration typical of commercial power plants. Presently, many countries lack an effective long-term policy for managing RRSNF. This paper presents results of the International Atomic Energy Agency (IAEA) Coordinated Research Project (CRP) #T33001 on Options and Technologies for Managing the Back End of the Research Reactor Nuclear Fuel Cycle which includes an Integrated Decision Making Tool called BRIDE (Back-end Research reactor Integrated Decision Evaluation). This is a multi-attribute decision-making tool that combines the Total Estimated Cost of each life-cycle scenario with Non-economic factors such as public acceptance, technical maturity etc and ranks optional back-end scenarios specific to member states situations in order to develop a specific member state strategic plan with a preferred or recommended option for managing spent fuel from Research Reactors.

    Tritium processing technologies of the two European Test Blanket Systems (TBS), HCLL (Helium Cooled Lithium Lead) and HCPB (Helium Cooled Pebble Bed), play an essential role in meeting the main objectives of the TBS experimental campaign in ITER. The compliancy with the ITER interface requirements, in terms of space availability, service fluids, limits on tritium release, constraints on maintenance, is driving the design of the TBS tritium processing systems. Other requirements come from the characteristics of the relevant test blanket module and the scientific programme that has to be developed and implemented. This paper identifies the main requirements for the design of the TBS tritium systems and equipment and, at the same time, provides an updated overview on the current design status, mainly focusing onto the tritium extractor from Pb-16Li and TBS tritium accountancy. Considerations are also given on the possible extrapolation to DEMO breeding blanket. (authors)

    The objective of this joint U.S./Russian study was to develop a safe, technically feasible, economically acceptable strategy for decommissioning Leningrad Nuclear Power Plant (LNPP) Unit No. 1 as a representative first-generation RBMK-1000 reactor. The ultimate goal in developing the decommissioning strategy was to select the most suitable decommissioning alternative and end state, taking into account the socioeconomic conditions, the regulatory environment, and decommissioning experience in Russia. This study was performed by a group of Russian and American experts led by Kurchatov Institute for the Russian efforts and by the Pacific Northwest National Laboratory for the U.S. efforts and for the overall project.
