    Nine companies certified under the U.S. Department of Energy (DOE) Superior Energy Performance Program (SEP) have shown an average energy performance improvement of 10% in the first 18 months of implementing SEP with an average payback of 1.7 years.     The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner.     This is the report of foreign travel by Alvin W. Trivelpiece and William Fulkerson who were part of a US delegation of ten individuals who visited the Soviet Union for two weeks as part of a joint activity between the US National Academy of Sciences (NAS) and the Academy of Sciences (AS) of the USSR. Trivelpiece headed the US delegation. The trip was sponsored by the NAS under a grant from the MacArthur Foundation. It consisted of three parts: (1) a tour of energy facilities and laboratories in Siberia, including the cities of Novosibirsk, Krasnoyarsk, Nazarovo, Achinsk, Bratsk, and Irkutsk; (2) a joint seminar in Moscow called Global Energy Development and Associated Ecological (Environmental) Impacts''; and (3) a workshop to discuss areas of potential future collaboration and cooperation. A Memorandum of Record was signed on the final day. It recommended that the Presidents of the two Academies establish a joint committee for ...coordinating, recommending, and encouraging activities in accordance with this memorandum.'' Projects for possible collaboration were identified in the areas of energy data and models, global warming, technologies for more efficient use of energy, clean coal, gas turbines, tools for assessing environmental impacts, and analysis of approaches to energy decision making.

    The Office of Energy Efficiency and Renewable Energy (EE) is part of the U.S. Department of Energy that is specifically charged with encouraging the more efficient use of energy resources, and the use of renewable energy resources - such as solar power, wind power, biomass energy and geothermal energy. In the past several years, EE has increased its emphasis on technology deployment through partnerships with states, local governments and private companies. Partnerships move new discoveries more quickly into the marketplace, where they can create jobs, prevent pollution, save resources, and produce many other benefits.     The development of new and advanced energy systems often requires the tailoring of new alloys or alloy combinations to meet the novel and often stringent requirements of those systems. Longer life at higher temperatures and stresses in aggressive environments is the most common goal. Alloy theory helps in achieving this goal by suggesting uses of multiphase systems and intermediate phases, where solid solutions were traditionally used. However, the use of materials under non-equilibrium conditions is now quite common - as with rapidly solidified metals - and the application of alloy theory must be modified accordingly. Under certain conditions, as in a reactor core, the rate of approach to equilibrium will be modified; sometimes a quasi-equilibrium is established. Thus an alloy may exhibit enhanced general diffusion at the same time as precipitate particles are being dispersed and solute atoms are being carried to vacancy sinks. We are approaching an understanding of these processes and can begin to model these complex systems.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV. In light of China’s potential for and barriers to growth, the resource and energy requirement for alternative energy technologies were modeled and scenario analysis

    Several months ago, faculty members and researchers at Harvard decided to address the issue of energy as a national-security problem by drawing together experts from the energy, security, and foreign-policy fields with the assistance of the Kennedy School's centers. An initial discussion of the most likely sources of oil-supply interruptions and the most urgent preparations to be undertaken by the US led to a research project, including a series of seminars and workshops. The project generated a book, Energy and Security, edited by the authors of this article, and from which this article is adapted. With nearly 40% of the oil consumed by the free world's economy vulnerable to terrorism, accident, warfare, and extortion, the potential economic costs of major supply interruptions are clearly terrifying. According to one estimate, a nine-million-barrel-per-day cutback of Saudi oil for a year would slash the American GNP by 6.6%, the European GNP by 8.8%, and the Japanese GNP by 9.5%; the loss of all Persian Gulf oil would cut America's GNP by 17.6%, Europe's by 23.3%, and Japan's by 27.3%. Since World War II, American strategy in foreign policy has focused on the defense of Europe and Japan, leading us to spend $150 million yearly on defense, the largest part devoted to strengthening NATO; yet, today, the likelihood of a large interruption of oil supplies stemming from various Middle East conflicts is much greater than an altercation that would involve NATO. Pointing out the sad truth that many government actions taken after the embargo in 1973 have made our situation worse - both energy and security - the authors review our present available options, then make recommendations for a coherent policy for energy security and national security, with the highest priority placed on putting US energy affairs in order.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Public concern about the environment, health and safety consequences of energy technology has been growing steadily for more than two decades in the United States. This concern forms an important boundary condition as the United States seeks to develop a new National Energy Strategy. Furthermore, the international aspects of the energy/environment interface such as acid rain global climate change and stratospheric ozone depletion are very prominent in US thinking. In fact, the energy systems of the world are becoming more closely coupled environmentally and otherwise. Now where is this coupling more important than that between the industrialized and developing world; the choices made by each will have profound effects on the other. The development of energy technologies compatible with both economic growth and improving and sustaining environmental quality represents a major R D challenge to the US and USSR. Decision about adoption of new technology and R D priorities can be improved by better measurements of how energy sources and uses are changing throughout the world and better methods to project the potential consequences of these decisions. Such projection require understanding relative risks of alternating existing and evolving technologies. All of these R D areas, technology improvement energy system monitoring and projection and comparative risk assessment are the topics of this seminar. Progress in each may be enhanced by collaboration and cooperation between our two countries. 7 refs., 27 figs., 5 tabs.

    The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    Energy costs impact low income communities more than anyone else. Low income residents pay a larger percentage of their incomes for energy costs. In addition, they generally have far less discretionary energy use to eliminate in response to increasing energy prices. Furthermore, with less discretionary income, home energy efficiency improvements are often too expensive. Small neighborhood businesses are in the same situation. Improved efficiency in the use of energy can improve this situation by reducing energy costs for residents and local businesses. More importantly, energy management programs can increase the demand for local goods and services and lead to the creation of new job training and employment opportunities. In this way, neighborhood based energy efficiency programs can support community economic development. The present project, undertaken with the support of the Urban Consortium Energy Task Force, was intended to serve as a demonstration of energy/economic programming at the neighborhood level. The San Francisco Neighborhood Energy/Economic Development (NEED) project was designed to be a visible demonstration of bringing the economic development benefits of energy management home to low-income community members who need it most. To begin, a Community Advisory Committee was established to guide the design of the programs to best meet needs of the community. Subsequently three neighborhood energy/economic development programs were developed: The small business energy assistance program; The youth training and weatherization program; and, The energy review of proposed housing development projects.

    In 2007, US consumers experienced the highest sustained gasoline prices in recent history, in real terms, including those seen in the early 1980s1. Partially as a result of the $3/gallon gasoline prices, sales of hybrid electric vehicles (HEVs) increased almost 60% in 20072, and several automakers announced plans to develop plug-in hybrid electric vehicles (PHEVs)3. However, total sales of HEVs remained in the 2-3 percent range of all vehicle sales. An important step for continued HEV market penetration, as well as electrifying the nation's personal transportation, is the development of cost effective, long lasting, and abuse tolerant Li-ion batteries.

    Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.

    The Solar Energy Grid Integration Systems (SEGIS) initiative is a three-year, three-stage project that includes conceptual design and market analysis (Stage 1), prototype development/testing (Stage 2), and commercialization (Stage 3). Projects focus on system development of solar technologies, expansion of intelligent renewable energy applications, and connecting large-scale photovoltaic (PV) installations into the electric grid. As documented in this report, Advanced Energy Industries, Inc. (AE), its partners, and Sandia National Laboratories (SNL) successfully collaborated to complete the final stage of the SEGIS initiative, which has guided new technology development and development of methodologies for unification of PV and smart-grid technologies. The combined team met all deliverables throughout the three-year program and commercialized a broad set of the developed technologies.

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

    Many countries borrowed heavily in the 1970's to keep economic development going while they met new energy demands. Now many of those countries are facing default on those loans. In the development of renewable fuels there have been some successes but also in many cases the cost of developing these fuels, such as wind, geothermal and biogas have been higher than first estimated. Oil prices have dropped which discourages further development of new and renewable energy schemes that might reduce the dependency on imported oil. Even though fossil fuel resources will eventually be exhausted, they will continue to be important over the next decade and continuing great interest among developing country energy planners in exploiting conventional fuel resources will be seen. The traditional renewable energy sector -- fuelwood, charcoal and waste for household uses -- still faces problems because of ever increasing pressures on supplies of trees and appropriate bioenergy field crops and waste. It is discussed that developing renewables would be best done as part of an integrated development scheme that would create an entirely new series of industries in a country.

    In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota. Task 2 involved the EERC cosponsoring and aiding in the planning of three transmission workshops in the midwest and western regions. Under Task 3, the

    One of the most significant events in the history of ASHRAE has been its ability to respond to the societal need to reduce energy use in buildings. The development of computer technology and the scare of an Arab oil embargo in the early 1970s stimulated rapid improvements in calculation procedures to predict the thermal performance and energy requirements of buildings. Renewed interest in solar energy applications during that period attracted new scientific talent into ASHRAE, but it was primarily the use of computers for peak-load and energy calculations that attracted the brightest and most talented young engineers into the Society. It is important to note that almost all of the fundamental developments in energy calculation procedures resulted from governmental support. On a national level, it was funding from the U.S. Post Office Department (POD), the US Department of Energy (DOE)--formerly the Energy Research and Development Administration (ERDA), and the US Department of Defense (DOD) that resulted in the two major public domain programs--DOE-2 (LBL 1979) and BLAST (Hittle 1977). This support has been continuous since 1973 and, as discussed later, it evolved from two competing load calculation methodologies. All of the DOD funds were focused at the US Army Construction Engineering Research Laboratory (CERL), while DOE funds were distributed among various governmental laboratories that competed each year for funding from Washington, DC. This led to a curious history in the development of DOE-2, in which several national laboratories made important technical contributions in the early years. These laboratories were Argon National Laboratory (ANL), Los Alamos Scientific Laboratory (LASL), and Lawrence Berkeley Laboratory (LBL). The DOE funding diminished quickly over time at ANL and somewhat later at LASL. LBL rapidly became the lead laboratory for the addition of new developments and maintenance of DOE-2.

    Molecular electrocatalysts can play an important role in energy storage and utilization reactions needed for intermittent renewable energy sources. This manuscript describes three general themes that our laboratories have found useful in the development of molecular electrocatalysts for reduction of CO2 to CO and for H2 oxidation and production. The first theme involves a conceptual partitioning of catalysts into first, second, and outer coordination spheres. This is illustrated with the design of electrocatalysts for CO2 reduction to CO using first and second coordination spheres and for H2 production catalysts using all three coordination spheres. The second theme focuses on the development of thermodynamic models that can be used to design catalysts to avoid high energy and low energy intermediates. In this research, new approaches to the measurement of thermodynamic hydride donor and acceptor abilities of transition metal complexes were developed. Combining this information with other thermodynamic information such as pKa values and redox potentials led to more complete thermodynamic descriptions of transition metal hydride, dihydride, and related species. Relationships extracted from this information were then used to develop models that are powerful tools for predicting and understanding the relative free energies of intermediates in catalytic reactions. The third theme is the control of proton movement during electrochemical fuel generation and utilization reactions. This research involves the incorporation of pendant amines in the second coordination sphere that can facilitate H-H bond heterolysis and heteroformation, intramolecular and intermolecular proton transfer steps, and the coupling of proton and electron transfer steps. Studies also indicate an important role for outer coordination sphere in the delivery of protons to the second coordination sphere. Understanding these proton transfer reactions and their

    Hospitals are known to be among the most energy intensive commercial buildings in California. Estimates of energy end-uses (e.g. for heating, cooling, lighting, etc.) in hospitals are uncertain for lack of information about hospital-specific mechanical system operations and process loads. Lawrence Berkeley National Laboratory developed and demonstrated a benchmarking system designed specifically for hospitals. Version 1.0 featured metrics to assess energy performance for the broad variety of ventilation and thermal systems that are present in California hospitals. It required moderate to extensive sub-metering or supplemental monitoring. In this new project, we developed a companion handbook with detailed equations that can be used toconvert data from energy and other sensors that may be added to or already part of hospital heating, ventilation and cooling systems into metrics described in the benchmarking document.This report additionally includes a case study and guidance on including metering into designs for new hospitals, renovations and retrofits. Despite widespread concern that this end-use is large and growing, there is limited reliable information about energy use by distributed medical equipment and other miscellaneouselectrical loads in hospitals. This report proposes a framework for quantifying aggregate energy use of medical equipment and miscellaneous loads. Novel approaches are suggested and tried in an attempt to obtain data to support this framework.

  10. Building Energy Model Development for Retrofit Homes

    Based on previous research conducted by Pacific Northwest National Laboratory and Florida Solar Energy Center providing technical assistance to implement 22 deep energy retrofits across the nation, 6 homes were selected in Florida and Texas for detailed post-retrofit energy modeling to assess realized energy savings (Chandra et al, 2012). However, assessing realized savings can be difficult for some homes where pre-retrofit occupancy and energy performance are unknown. Initially, savings had been estimated using a HERS Index comparison for these homes. However, this does not account for confounding factors such as occupancy and weather. This research addresses a method to more reliably assess energy savings achieved in deep energy retrofits for which pre-retrofit utility bills or occupancy information in not available. A metered home, Riverdale, was selected as a test case for development of a modeling procedure to account occupancy and weather factors, potentially creating more accurate estimates of energy savings. This “true up” procedure was developed using Energy Gauge USA software and post-retrofit homeowner information and utility bills. The 12 step process adjusts the post-retrofit modeling results to correlate with post-retrofit utility bills and known occupancy information. The “trued” post retrofit model is then used to estimate pre-retrofit energy consumption by changing the building efficiency characteristics to reflect the pre-retrofit condition, but keeping all weather and occupancy-related factors the same. This creates a pre-retrofit model that is more comparable to the post-retrofit energy use profile and can improve energy savings estimates. For this test case, a home for which pre- and post- retrofit utility bills were available was selected for comparison and assessment of the accuracy of the “true up” procedure. Although a 3% annual increase in electric power capacity is projected for the U.S., the demand in most developing countries is growing at a more rapid pace-between 5% and 15% annually. Electricity planners for developing countries in the past have focused on large centralized power plants fired by fossil fuels. Dependency on imported fuels, long lead times and the inability to project demand load requirements dictate that small decentralized renewable energy technologies should be explored as a viable alternative.

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already

    The primary objective of this research was to develop a forefront analysis tool for application to enhance understanding of long-term, global, nuclear-energy and nuclear-material futures. To this end, an existing economics-energy-environmental (E{sup 3}) model was adopted, modified, and elaborated to examine this problem in a multi-regional (13), long-term ({approximately}2,100) context. The E{sup 3} model so developed was applied to create a Los Alamos presence in this E{sup 3} area through ''niche analyses'' that provide input to the formulation of policies dealing with and shaping of nuclear-energy and nuclear-materials futures. Results from analyses using the E{sup 3} model have been presented at a variety of national and international conferences and workshops. Through use of the E{sup 3} model Los Alamos was afforded the opportunity to participate in a multi-national E{sup 3} study team that is examining a range of global, long-term nuclear issues under the auspices of the IAEA during the 1998-99 period . Finally, the E{sup 3} model developed under this LDRD project is being used as an important component in more recent Nuclear Material Management Systems (NMMS) project.

    A consensus-based methodology to calculate the energy output of a PV module will be described in this paper. The methodology develops a simple measure of PV module performance that provides for a realistic estimate of how a module will perform in specific applications. The approach makes use of the weather data profiles that describe conditions throughout the United States and emphasizes performance differences between various module types. An industry-representative Technical Review Committee has been assembled to provide feedback and guidance on the strawman and final approach used in developing the methodology.

    This paper identifies the need to develop and use standardized avian study protocols to determine avian impacts at new and existing wind energy facilities. This will allow data collected from various sites to be correlated for better understanding wind energy related avian impacts. Factors contributing to an increased interest in wind energy facilities by electric utilities include: (1) Increased demand for electricity;(2) increased constraints on traditional electrical generating facilities (i.e. hydroelectric and nuclear power plants);(3) improved wind turbine technology. During the 1980`s generous tax credits spawned the development of wind energy facilities, known as wind farms, in California. Commercial scale wind farm proposals are being actively considered in states across the country - Washington, Oregon, Wyoming, Wisconsin, Texas, and Vermont to name a few. From the wind farms in California the unexpected issue of avian impacts, especially to birds-of-prey, or raptor, surfaced and continues to plague the wind industry. However, most of the avian studies did not followed a standardized protocol or methodology and, therefore, data is unavailable to analyze and compare impacts at different sites or with differing technologies and configurations. Effective mitigation can not be designed and applied until these differences are understood. The Bonneville Power Administration is using comparable avian study protocols to collect data for two environmental impact statements being prepared for two separate wind farm proposals. Similar protocol will be required for any other avian impact analysis performed by the agency on proposed or existing wind farms. The knowledge gained from these studies should contribute to a better understanding of avian interactions with wind energy facilities and the identification of effective mitigation measures.

    The Solargenix Advanced Trough Development Project was initiated in the Year 2000 with the support of the DOE CSP Program and, more recently, with the added support of the Nevada Southwest Energy Partnership. Parabolic trough plants are the most mature solar power technology, but no large-scale plants have been built in over a decade. Given this lengthy lull in deployment, our first Project objective was development of improved trough technology for near-term deployment, closely patterned after the best of the prior-generation troughs. The second objective is to develop further improvements in next-generation trough technology that will lead to even larger reductions in the cost of the delivered energy. To date, this Project has successfully developed an advanced trough, which is being deployed on a 1-MW plant in Arizona and will soon be deployed in a 64-MW plant in Nevada. This advanced trough offers a 10% increase in performance and over an 20% decrease in cost, relative to prior-generation troughs.

    Sandia Geo Energy Programs related to geothermal, coal, oil and gas, and synfuel resources have provided a useful mechanism for transferring laboratory technologies to private industry. Significant transfer of hardware, computer programs, diagnostics and instrumentation, advanced materials, and in situ process understanding has occurred through US/DOE supported programs in the past five years. The text briefly reviews the technology transfer procedures and summarizes 32 items that have been transferred and another 20 technologies that are now being considered for possible transfer to industry. A major factor in successful transfer has been personal interactions between Sandia engineers and the technical staff from private industry during all aspects of the technology development.

    A {open_quotes}landforming{close_quotes} land development opportunity unique to metals mining is described. {open_quotes}Landforming{close_quotes}, wherein the earth`s surface is reconfigured with mining waste rock and tails for the capture of renewable energy, is proposed by the United States Bureau of Mines (USBM) to be ecologically acceptable and, in selected cases, economically superior to conventional mineral extraction, reclamation, and minesite abandonment practices. Landforming is primary land construction that uses mining waste and applies the principles of land overlay architecture. Landforms can be layered, shaped, and configured through the use of binders and plastic sheeting to the engineering specifications necessary for the support of physical structures and passage or retention of fluids. Landforms that are terraced and south facing (in the Northern Hemisphere) are an ideal mount for sun-tracking mirror (heliostat) arrays. In {open_quotes}blue sky{close_quotes}. solar-rich environments, the mirrors can be targeted on a common area to form a {open_quotes}solar furnace.{close_quotes} The heat generated at the focal point of the solar array can be used to flash generate steam and run a turbine electric generator. The solar steam power generation cycle coproducers distilled water that can be sprayed onto the surfaces of the landform to create {open_quotes}greenscape.{close_quotes} Waters not consumed or evaporated in the site greening process percolate into and are stored by the landform if it is underlain with plastic. The landform serves, in effect as a shallow aquifer. The terrace-landform development of mineral properties in remote, infrastructurally destitute areas creates renewable energy, sustainable, electric power-water {open_quotes}oases.{close_quotes} The landform development of mineral properties adjacent to metropolitan areas creates utilities expansions and recreational {open_quotes}greenspace{close_quotes} in areas of growing urban need.

    The Advanced Energy Design Guide for Small Retail Buildings (AEDG-SR) was developed by a partnership of organizations, including the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE), the American Institute of Architects (AIA), the Illuminating Engineering Society of North America (IESNA), the United States Green Buildings Council (USGBC), and the Department of Energy (DOE). The guide is intended to offer recommendations to achieve 30% energy savings and thus to encourage steady progress towards net-zero energy buildings. The baseline level energy use was set at buildings built at the turn of the millennium, which are assumed to be based on ANSI/ASHRAE/IESNA Standard 90.1-1999, Energy Standard for Buildings Except Low-Rise Residential Buildings (refer to as the ?Standard? in this report). ASHRAE and its partners are engaged in the development of a series of guides for small commercial buildings, with the AEDG-SR being the second in the series. Previously the partnership developed the Advanced Energy Design Guide for Small Office Buildings: Achieving 30% Energy Savings Over ANSI/ASHRAE/IESNA Standard 90.1-1999, which was published in late 2004. The technical support document prepared by PNNL details how the energy analysis performed in support of the Guide and documents development of recommendation criteria.
