    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner.     The Office of Energy Efficiency and Renewable Energy (EE) is part of the U.S. Department of Energy that is specifically charged with encouraging the more efficient use of energy resources, and the use of renewable energy resources - such as solar power, wind power, biomass energy and geothermal energy. In the past several years, EE has increased its emphasis on technology deployment through partnerships with states, local governments and private companies. Partnerships move new discoveries more quickly into the marketplace, where they can create jobs, prevent pollution, save resources, and produce many other benefits. The author then emphasizes the importance of this effort in a number of different sections of the paper: energy consumption pervades everything we do; U.S. energy imports are rising to record levels; transportation energy demand is increasing; U.S. energy use is increasing; population growth increases world energy demand; total costs of energy consumption aren`t always counted; world energy markets offer incredible potential; cost of renewables is decreasing; clean energy is essential to sustainable development; sustainable energy policy; sustainable energy initiatives: utilities, buildings, and transportation.

    Hospitals are known to be among the most energy intensive commercial buildings in California. Estimates of energy end-uses (e.g. for heating, cooling, lighting, etc.) in hospitals are uncertain for lack of information about hospital-specific mechanical system operations and process loads. Lawrence Berkeley National Laboratory developed and demonstrated a benchmarking system designed specifically for hospitals. Version 1.0 featured metrics to assess energy performance for the broad variety of ventilation and thermal systems that are present in California hospitals. It required moderate to extensive sub-metering or supplemental monitoring. In this new project, we developed a companion handbook with detailed equations that can be used toconvert data from energy and other sensors that may be added to or already part of hospital heating, ventilation and cooling systems into metrics described in the benchmarking document.This report additionally includes a case study and guidance on including metering into designs for new hospitals, renovations and retrofits. Despite widespread concern that this end-use is large and growing, there is limited reliable information about energy use by distributed medical equipment and other miscellaneouselectrical loads in hospitals. This report proposes a framework for quantifying aggregate energy use of medical equipment and miscellaneous loads. Novel approaches are suggested and tried in an attempt to obtain data to support this framework.

  16. Energy Efficient Community Development in California: Chula Vista Research Project

    In 2007, the U.S. Department of Energy joined the California Energy Commission in funding a project to begin to examine the technical, economic and institutional (policy and regulatory) aspects of energy-efficient community development. That research project was known as the Chula Vista Research Project for the host California community that co-sponsored the initiative. The researches proved that the strategic integration of the selected and economically viable buildings energy efficiency (EE) measures, photovoltaics (PV), distributed generation (DG), and district cooling can produce significant reductions in aggregate energy consumption, peak demand and emissions, compared to the developer/builder's proposed baseline approach. However, the central power plant emission reductions achieved through use of the EE-DG option would increase local air emissions. The electric and natural gas utility infrastructure impacts associated with the use of the EE and EE-PV options were deemed relatively insignificant while use of the EE-DG option would result in a significant reduction of necessary electric distribution facilities to serve a large-scale development project. The results of the Chula Vista project are detailed in three separate documents: (1) Energy-Efficient Community Development in California; Chula Vista Research Project report contains a detailed description of the research effort and findings. This includes the methodologies, and tools used and the analysis of the efficiency, economic and emissions impacts of alternative energy technology and community design options for two development sites. Research topics covered included: (a) Energy supply, demand, and control technologies and related strategies for structures; (b) Application of locally available renewable energy resources including solar thermal and PV technology and on-site power generation with heat recovery; (c) Integration of local energy resources into district energy systems and existing energy

    The DOE research team Building America Partnership for Improved Residential Construction (BA-PIRC), Bonneville Power Administration (BPA), and Northwest Energy Works (NEW), the current Northwest Energy Efficient Manufactured Home Program (NEEM) program administrator, collaborated to research a new specification that would reduce the energy requirements of a NEEM home.This research identified and developed combinations of cost-effective high performance building assemblies and mechanical systems that can readily can be deployed in the manufacturing setting that reduce energy used for space conditioning, water heating and lighting by 50% over the present NEEM specifications.

    The rapid development of the Chinese economy over the past two decades has led to significant growth in China's energy consumption and greenhouse gas (GHG) emissions. Between 1980 and 2000, China's energy consumption more than doubled from 602 million to 1.3 billion tons of coal-equivalent (NBS, 2003). In 2000, China's GHG emissions were about 12% of the global total, ranked second behind only the US. According to the latest national development plan issued by the Chinese government, China's energy demand is likely to double again by 2020 (DRC, 2004), based on a quadrupling of its gross domestic product (GDP). The objectives of the national development plan imply that China needs to significantly raise the energy efficiency of its economy, i.e., cutting the energy intensity of its economy by half. Such goals are extremely ambitious, but not infeasible. China has achieved such reductions in the past, and its current overall level of energy efficiency remains far behind those observed in other developed economies. However, challenges remain whether China can put together an appropriate policy framework and the institutions needed to improve the energy efficiency of its economy under a more market-based economy today. Shanghai, located at the heart of the Yangtze River Delta, is the most dynamic economic and financial center in the booming Chinese economy. With 1% of Chinese population (13 million inhabitants), its GDP in 2000 stood at 455 billion RMB yuan (5% of the national total), with an annual growth rate of 12%--much higher than the national average. It is a major destination for foreign as well as Chinese domestic investment. In 2003, Shanghai absorbed 10% of actual foreign investment in all China (''Economist'', January 17-23, 2004). Construction in Shanghai continues at a breakneck pace, with an annual addition of approximately 200 million square foot of residential property and 100 million square foot of commercial and industrial space over the last 5 years

  2. Development of an International Electric Cooperative Initiative on Energy Efficiency

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    Community housing developers produce affordable housing and jobs for many residents of low-income neighborhoods through the rehabilitation of existing single and multi-family buildings. Typically operating as small, not-for-profits or community-based organizations, the vast numbers of community housing developers creates high coordinating costs of operating jointly to acquire the shared learning needed to implement new techniques, such as those involving energy efficiency. This paper presents a model of technology adoption that suggests that new profitable technologies will be adopted only with low probability and that strategic interaction between potential adopters further reduces the likelihood of adoption. These features result from the ability of potential adopters to postpone the bearing the costs of adoption of new technologies and their ability to share the knowledge of others who have adopted new technologies. These features are particularly characteristic of community housing developers.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    There is a multiplicity of development pathways in which low energy sector emissions are not necessarily associated with low economic growth. However, changes in development pathways can rarely be imposed from the top. On this basis, examples of energy efficiency opportunities to change development pathways toward lower emissions are presented in this paper. We review opportunities at the sectoral and macro level. The potential for action on nonclimate policies that influence energy use and emissions are presented. Examples are drawn from policies already adopted and implemented in the energy sector. The paper discusses relationships between energy efficiency policies and their synergies and tradeoffs with sustainable development and greenhouse gas emissions. It points to ways that energy efficiency could be mainstreamed into devel?opment choices.

    Organizations that implement strategic energy management programs have the potential to achieve sustained energy savings if the programs are carried out properly. A key opportunity for achieving energy savings that plant managers can take is to determine an appropriate level of energy performance by comparing their plant's performance with that of similar plants in the same industry. Manufacturing facilities can set energy efficiency targets by using performance-based indicators. The U.S. Environmental Protection Agency (EPA), through its ENERGY STAR{reg_sign} program, has been developing plant energy performance indicators (EPIs) to encourage a variety of U.S. industries to use energy more efficiently. This report describes work with the corn refining industry to provide a plant-level indicator of energy efficiency for facilities that produce a variety of products--including corn starch, corn oil, animal feed, corn sweeteners, and ethanol--for the paper, food, beverage, and other industries in the United States. Consideration is given to the role that performance-based indicators play in motivating change; the steps needed to develop indicators, including interacting with an industry to secure adequate data for an indicator; and the actual application and use of an indicator when complete. How indicators are employed in the EPA's efforts to encourage industries to voluntarily improve their use of energy is discussed as well. The report describes the data and statistical methods used to construct the EPI for corn refining plants. Individual equations are presented, as are the instructions for using them in an associated Excel spreadsheet.

    Implementation and adoption of efficient end-use technologies have proven to be one of the key measures for reducing greenhouse gas (GHG) emissions throughout the industries. In many cases, implementing energy efficiency measures is among one of the most cost effective investments that the industry could make in improving efficiency and productivity while reducing carbon dioxide (CO2) emissions. Over the years, there have been incentives to use resources and energy in a cleaner and more efficient way to create industries that are sustainable and more productive. With the working of energy programs and policies on GHG inventory and regulation, understanding and managing the costs associated with mitigation measures for GHG reductions is very important for the industry and policy makers around the world and in California. Successful implementation of applicable emerging technologies not only may help advance productivities, improve environmental impacts, or enhance industrial competitiveness, but also can play a significant role in climate-mitigation efforts by saving energy and reducing the associated GHG emissions. Developing new information on costs and savings benefits of energy efficient emerging technologies applicable in California market is important for policy makers as well as the industries.     The Keweenaw Bay Indian Community (KBIC) is committed to preserving our natural environment and reducing the amount of fossil fuels consumed while developing "green" business manufacturing jobs on tribal lands. The Tribe's Comprehensive Strategic Plan seeks to diversify the Tribal Economy through the creation of alternative energy businesses, such as wind, solar and bio-mass facilities while protecting the waters of Lake Superior, tribal inland lakes and streams. In addition, the Community desired to utilize clean/green energy resources to promote the self-sufficiency of the Tribal Nation. The objective of the study is to preserve our environment and maintain our cultural goals of using the resources of the land wisely. To reduce our consumption of fossil fuels, mercury and carbon dioxide emissions, which harm our water and land; we have decided to evaluate the opportunities of utilizing wind power. Preliminary projections show that we may eliminate pollution from our land in a cost effective manner. This study will evaluate wind capacity and our current energy consumption while projecting the feasibility of converting to wind power for operations at our major facilities. This project will study the feasibility of wind power at two locations for the purpose of reducing the Tribe's reliance upon fossil fuels and creating business opportunities, jobs and revenue for the community.

    California has been using DOE-2 as the main building energy analysis tool in the development of building energy efficiency standards (Title 24) and the code compliance calculations. However, DOE-2.1E is a mature program that is no longer supported by LBNL on contract to the USDOE, or by any other public or private entity. With no more significant updates in the modeling capabilities of DOE-2.1E during recent years, DOE-2.1E lacks the ability to model, with the necessary accuracy, a number of building technologies that have the potential to reduce significantly the energy consumption of buildings in California. DOE-2's legacy software code makes it difficult and time consuming to add new or enhance existing modeling features in DOE-2. Therefore the USDOE proposed to develop a new tool, EnergyPlus, which is intended to replace DOE-2 as the next generation building simulation tool. EnergyPlus inherited most of the useful features from DOE-2 and BLAST, and more significantly added new modeling capabilities far beyond DOE-2, BLAST, and other simulations tools currently available. With California's net zero energy goals for new residential buildings in 2020 and for new commercial buildings in 2030, California needs to evaluate and promote currently available best practice and emerging technologies to significantly reduce energy use of buildings for space cooling and heating, ventilating, refrigerating, lighting, and water heating. The California Energy Commission (CEC) needs to adopt a new building energy simulation program for developing and maintaining future versions of Title 24. Therefore, EnergyPlus became a good candidate to CEC for its use in developing and complying with future Title 24 upgrades.     Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California.   20. A Development Path to the Efficient and Cost-Effective Bulk Storage of Electrical Energy

    Efficient and cost-effective means for storing electrical energy is becoming an increasing need in our electricity-oriented society. For example, for electric utilities an emerging need is for distributed storage systems, that is, energy storage at substations, at solar or wind-power sites, or for load-leveling at the site of major consumers of their electricity. One of the important consequences of distributed storage for the utilities would be the reduction in transmission losses that would result from having a local source of load-leveling power. For applications such as these there are three criteria that must be satisfied by any new system that is developed to meet such needs. These criteria are: (1) high 'turn-around' efficiency, that is, high efficiency of both storing and recovering the stored energy in electrical form, (2) long service life (tens of years), with low maintenance requirements, and, (3) acceptably low capital cost. An additional requirement for these particular applications is that the system should have low enough standby losses to permit operation on a diurnal cycle, that is, storing the energy during a portion of a given day (say during sunlight hours) followed several hours later by its use during night-time hours. One answer to the spectrum of energy storage needs just outlined is the 'electromechanical battery'. The E-M battery, under development for several years at the Laboratory and elsewhere in the world, has the potential to solve the above energy storage problems in a manner superior to the electro-chemical battery in the important attributes of energy recovery efficiency, cycle lifetime, and amortized capital cost. An electromechanical battery is an energy storage module consisting of a high-speed rotor, fabricated from fiber composite, and having an integrally mounted generator/motor. The rotor operates at high speed, in vacuo, inside of a hermetically sealed enclosure, supported by a 'magnetic bearing', that is, a bearing that

    Appliance energy efficiency standards and labeling (S&L) programs have been important policy tools for regulating the efficiency of energy-using products for over 40 years and continue to expand in terms of geographic and product coverage. The most common S&L programs include mandatory minimum energy performance standards (MEPS) that seek to push the market for efficient products, and energy information and endorsement labels that seek to pull the market. This study seeks to review and compare some of the earliest and most well-developed S&L programs in three countries and one region: the U.S. MEPS and ENERGY STAR, Australia MEPS and Energy Label, European Union MEPS and Ecodesign requirements and Energy Label and Japanese Top Runner programs. For each program, key elements of S&L programs are evaluated and comparative analyses across the programs undertaken to identify best practice examples of individual elements as well as cross-cutting factors for success and lessons learned in international S&L program development and implementation. The international review and comparative analysis identified several overarching themes and highlighted some common factors behind successful program elements. First, standard-setting and programmatic implementation can benefit significantly from a legal framework that stipulates a specific timeline or schedule for standard-setting and revision, product coverage and legal sanctions for non-compliance. Second, the different MEPS programs revealed similarities in targeting efficiency gains that are technically feasible and economically justified as the principle for choosing a standard level, in many cases at a level that no product on the current market could reach. Third, detailed survey data such as the U.S. Residential Energy Consumption Survey (RECS) and rigorous analyses provide a strong foundation for standard-setting while incorporating the participation of different groups of stakeholders further strengthen the process

    ABSTRACT: Recent advances in residential building energy efficiency and codes have resulted in increased interest in detailed residential building energy models using the latest energy simulation software. One of the challenges of developing residential building models to characterize new residential building stock is to allow for flexibility to address variability in house features like geometry, configuration, HVAC systems etc. Researchers solved this problem in a novel way by creating a simulation structure capable of creating fully-functional EnergyPlus batch runs using a completely scalable residential EnergyPlus template system. This system was used to create a set of thirty-two residential prototype building models covering single- and multifamily buildings, four common foundation types and four common heating system types found in the United States (US). A weighting scheme with detailed state-wise and national weighting factors was designed to supplement the residential prototype models. The complete set is designed to represent a majority of new residential construction stock. The entire structure consists of a system of utility programs developed around the core EnergyPlus simulation engine to automate the creation and management of large-scale simulation studies with minimal human effort. The simulation structure and the residential prototype building models have been used for numerous large-scale studies, one of which is briefly discussed in this paper.

    The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

    Motor driven processes represent a large portion of the energy consumption in the United States and, as a result, present a large opportunity for energy savings. Energy efficient motors reduce energy use and will see wider implementation as the impact of the Energy Policy Act of 1992 is felt. These motors are made possible by design and material improvements without compromising reliability, quality, or performance. One drawback is their potential for nuisance tripping due to a high inrush current at starting. Solutions do exist to this problem. Economics also play a large role in energy efficient motor application. The cost of repairing a motor or installing a new machine as well as any utility rebates determine if the efficient motor price premium is offset by energy savings. Other issues such as adjustable speed drives, belts and supply voltage affect efficiency as well. Several industry examples demonstrate the potential results. A thorough understanding of these factors show the energy efficient motor can be a good choice for most applications.

The package of measures is able to reduce energy used for space conditioning, water heating and lighting by 50% over typical manufactured homes produced in the northwest.

    Electrotek is an engineering services company specializing in energy-related programs. Clients are most utilities, large energy users, and the U.S. Electric Power Research Institute. Electrotek has directed energy projects for the U.S. Agency for International Development and the U.S. Department of Energy in Poland and other countries of Central Europe. The objective is to assist the host country organizations to identify and implement appropriate energy efficiency and pollution reduction technologies, to transfer technical and organizational knowledge, so that further implementations are market-driven, without needed continuing foreign investment. Electrotek has worked with the Silesian Power Distribution Company to design an energy efficiency program for industrial customers that has proven to be profitable for the company and for its customers. The program has both saved energy and costs, and reduced pollution. The program is expanding to include additional customers, without needing more funding from the U.S. government.

    With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level. The past decades have seen some of the developing world moving towards a standard of living previously reserved for industrialized countries.     This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

    Frictional losses are inherent in most practical mechanical systems. The ability to control friction offers many opportunities to achieve energy conservation. Over the years, materials, lubricants, and surface modifications have been used to reduce friction in automotive and diesel engines. However, in recent years, progress in friction reduction technology has slowed because many of the inefficiencies have been eliminated. A new avenue for friction reduction is needed. Designing surfaces specifically for friction reduction with concomitant enhanced durability for various engine components has emerged recently as a viable opportunity due to advances in fabrication and surface finishing techniques. Recently, laser ablated dimples on surfaces have shown friction reduction properties and have been demonstrated successfully in conformal contacts such as seals where the speed is high and the load is low. The friction reduction mechanism in this regime appears to depend on the size, patterns, and density of dimples in the contact. This report describes modeling efforts in characterizing surface textures and understanding their mechanisms for enhanced lubrication under high contact pressure conditions. A literature survey is first presented on the development of descriptors for irregular surface features. This is followed by a study of the hydrodynamic effects of individual micro-wedge dimples using the analytical solution of the 1-D Reynolds equation and the determination of individual components of the total friction resistance. The results obtained provide a better understanding of the dimple orientation effects and the approach which may be used to further compare the friction reduction provided by different texture patterns.

    An energy efficient seawater desalination plant, which produces pure distilled water at an operating cost 30 to 90 percent lower than that of other desalination plants, and which is large enough to serve a city of at least 55,000, has been constructed in Charlotte Amalie, St. Thomas, Virgin Islands. The St. Thomas plant consists of two units, each capable of producing up to 1.45 million gallons of water per day, nearly 16 percent more than specifications. A third identical unit is located on St. Croix. The three units were designed and built by Israel Desalination Engineering (IDE), of Tel-Aviv, at a total cost of $15 million. They are located next to generating units which supply low grade (low pressure) steam for the desalting operation. Both the generating and desalination units belong to the Virgin Islands Water and Power Authority. The plants are low temperature operation (70/sup 0/C) which allows use of low grade or spent steam from the power plant. The cost of such low pressure steam is lower than the cost of high pressure steam or electric power required by other desalination processes. Low temperature operation has other advantages. It reduces problems of corrosion and scale formation and allows the use of totally non-corrosive plastic tubing and large low cost aluminum alloy heat transfer surfaces.

    The University of Georgia, in collaboration with GE Global Research, has investigated the relevant quenching mechanism of phosphor coatings used in white light devices based on UV LEDs. The final goal of the project was the design and fabrication of a high-efficacy white light UV-LED device through improved geometry and optimized phosphor coatings. At the end of the research period, which was extended to seamlessly carry over the research to a follow-up program, we have demonstrated a two-fold improvement in the conversion efficiency of a white light LED device, where the increase efficacy is due to both improved phosphor quantum efficiency and lamp geometry. Working prototypes have been displayed at DOE sponsored meetings and during the final presentation at the DOE Headquarters in Washington, DC. During the first phase of the project, a fundamental understanding of quenching processes in UV-LEDs was obtained, and the relationships that describe the performance of the phosphor as a function of photon flux, temperature, and phosphor composition were established. In the second phase of the project, these findings were then implemented to design the improved UV-LED lamp. In addition, our research provides a road map for the design of efficient white light LEDs, which will be an important asset during a follow-up project led by GE.

    Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

    This report is one of two that re-examines the forecasted impact of individual programs currently within the Buildings Technology Program (BT) and the Weatherization and Intergovernmental Program (WIP) that appeared in the FY2000 Presidential Budget request. This report develops potential methods for allowing inherent risk to be captured in the program benefits analysis. Note that the FY2000 budget request was originally analyzed under the former Office of Building Technology, State and Community Programs (BTS), where BT and WIP were previously combined. Throughout the document, reference will be made to the predecessor of the BT and WIP programs, BTS, as FY2000 reflected that organization. A companion report outlines the effects of re-estimating the FY 2000 budget request based on overlaying program data from subsequent years, essentially revised out-year forecasts. That report shows that year-to-year long-term projections of primary energy savings can vary widely as models improve and programs change. Those point estimates are not influenced by uncertainty or risk. This report develops potential methods for allowing inherent risk to affect the benefits analysis via Monte Carlo simulation.

    Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` incentive programs, and revenue-neutral ``feebates.`` In addition, a number of low cost, environmentally sound, energy-efficient technologies, such as electronic ballasts, compact fluorescent lamps, and low-emissivity windows, have recently been developed. We discuss how many of these policies and technologies are probably exportable to developing countries and Eastern Europe, giving examples of successful starts in India, the ASEAN countries, and Brazil.

    The Department of Energy funded the Alliance to Save Energy to promote the efficient use of energy under a multiyear cooperative agreement. This funding allowed the Alliance to be innovative and flexible in its program development, and to initiate and enhance projects it would otherwise not have been able to pursue. The program period was 1999 through 2004. The mission of the Alliance to Save Energy is to promote energy efficiency domestically and worldwide. The Alliance followed this mission by working closely with consumers, government, policy makers, and energy efficient product and service providers. The projects that were initiated by the Alliance included communication and consumer education, policy analysis and research, the promotion of interaction among the energy efficiency industry, and international energy efficiency programs. The funding from the Department of Energy allowed the Alliance to study new issues in energy efficiency, draw public attention to those issues, and create targeted programs, such as the Efficient Windows Collaborative or the Green Schools program, which now function on their own to promote energy efficiency in important areas.

    Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

    In this paper, we discuss a low power embedded sensor node architecture we are developing for distributed sensor network systems deployed in a natural environment. In particular, we examine the sensor node for energy efficient processing-at-the-sensor. We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.

    Many developing countries are initiating power sector reforms to stimulate private investment, increase operation and management efficiencies, and recover the full costs of power. Reforms may include unbundling generation, transmission, distribution and retail services; commercial management; competition; and private ownership. This paper draws upon six country case studies--Argentina, Chile, New Zealand, Norway, the United Kingdom, and the US--to identify major models of power reforms and their implications for energy efficiency--both positive and negative. There are both structural and institutional features of reform that may discourage commercial offerings of end-use efficiency services. Valuable lessons are discussed regarding what reforms and policies have worked to promote energy efficiency and which have not. Several models are offered for how developing countries can promote energy efficiency under some of the more common forms of power sector restructuring. Conclusions and recommendations are directed at key decision-makers in developing countries contemplating power sector reforms.

  1. Final Report: Development of Renewable Microbial Polyesters for Cost Effective and Energy- Efficient Wood-Plastic Composites

    In this project, we proposed to produce wood fiber reinforced thermoplastic composites (WFRTCs) using microbial thermoplastic polyesters in place of petroleum-derived plastic. WFRTCs are a rapidly growing product area, averaging a 38% growth rate since 1997. Their production is dependent on substantial quantities of petroleum based thermoplastics, increasing their overall energy costs by over 230% when compared to traditional Engineered Wood Products (EWP). Utilizing bio-based thermoplastics for these materials can reduce our dependence on foreign petroleum. We have demonstrated that biopolymers (polyhydroxyalkanoates, PHA) can be successfully produced from wood pulping waste streams and that viable wood fiber reinforced thermoplastic composite products can be produced from these materials. The results show that microbial polyester (PHB in this study) can be extruded together with wastewater-derived cell mass and wood flour into deck products having performance properties comparable to existing commercial HDPE/WF composite products. This study has thus proven the underlying concept that the microbial polyesters produced from waste effluents can be used to make cost-effective and energy-efficient wood-plastic composites. The cost of purified microbial polyesters is about 5-20 times that of HDPE depending on the cost of crude oil, due to high purification (40%), carbon substrate (40%) and sterilized fermentation (20%) costs for the PHB. Hence, the ability to produce competitive and functional composites with unpurified PHA-biomass mixtures from waste carbon sources in unsterile systems—without cell debris removal—is a significant step forward in producing competitive value-added structural composites from forest products residuals using a biorefinery approach. As demonstrated in the energy and waste analysis for the project, significant energy savings and waste reductions can also be realized using this approach.     On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

    Thanks to investments in more efficient vehicles, appliances, and buildings, Americans will spend $100 billion less this year on energy than if they had remained at 1973 levels of energy consumption. Cumulative savings from efficiency improvements since the first Arab oil embargo now total nearly $1 trillion. Yet even more remarkable is the potential for far greater rewards. Estimates of untapped energy savings range widely, but they are all large. The Electric Power Research Institute, the utility industry's research arm, estimates the US electricity demand could be reduced by up to 44 percent by the year 2000 through efficiency gains made with existing technology. The authors and his colleagues at Rocky Mountain Institute believe that the potential cost-effective savings are even larger, conceivably as much as 75 percent of total US energy demand. This article addresses several ways in which these savings may be brought about.

    All countries have a common obligation regarding environmental issues. Mature market economies still have problems with market imperfections and countries with markets in transition have not yet fully developed the institutions to make use of the market mechanisms. Both market function, institutions and policies must develop to achieve market transformation both in a national and an international context. An initiative from several International Institutions has lead to a set of recommendations aimed at designing an effective energy efficiency policy with implications for different kinds of economies and for the trade of goods and services related to energy efficiency. The paper will present the European context in which this 18-month project took place. It explores the most favorable conditions for an energy efficient economy. The paper then highlights what is believed to be the key steps of a successful energy efficiency policy: (1) organize a global open energy market; (2) set the energy price at the right level (avoiding any subsidies on energy cost); (3) develop a qualified expertise on energy efficiency issues; and (4) integrate energy efficiency in sectorial policies (housing, transportation, urban planning....). The product of the Energy Efficiency Initiative is a book designed for policy makers and governments of developing nations. Many developed countries can also benefit from it. The paper concludes with some lessons learned by the experts involved from this intensive effort.

    The United States has long been accused of being energy inefficient based on a comparison of energy intensities among the industrialized countries. Energy intensity is commonly measured by computing the ratio of energy use per unit of Gross Domestic Product (GDP). This is not a true measure of efficiency, however, because it does not account for differences in the standard of living, differences in population densities, or other factors. After corrections are made to account for these factors, the United States often appears to be as efficient or more efficient than many of the other industrialized countries. In this analysis the industrialized economies considered are the Group of Seven (G7): the United States, Canada, Japan, France, Italy, West Germany, and the United Kingdom. In summary, since 1970 the United States has improved the efficiency of energy use as much or more than have the other G-7 countries. Frequently, the United States is more efficient in its use of energy than are other G-7 countries. Many of the differences in energy use result from the fact that the United States has the comparative advantage of abundant indigenous energy supplies which have been used to develop large energy intensive but not necessarily inefficient petrochemical, and primary metals industries. The United States continues to hold this advantage, producing 50 percent more energy in 1988 than did all the remaining G-7 countries combined. 12 figs.

    Energy consumption in buildings represents 40 percent of primary U.S. energy consumption, split almost equally between residential (22%) and commercial (18%) buildings.1 Space heating (31%) and cooling (12%) account for approximately 9 quadrillion Btu. Improvements in the building envelope can have a significant impact on reducing energy consumption. Thermal losses (or gains) from the roof make up 14 percent of the building component energy load. Infiltration through the building envelope, including the roof, accounts for an additional 28 percent of the heating loads and 16 percent of the cooling loads. These figures provide a strong incentive to develop and implement more energy efficient roof systems. The roof is perhaps the most challenging component of the building envelope to change for many reasons. The engineered roof truss, which has been around since 1956, is relatively low cost and is the industry standard. The roof has multiple functions. A typical wood frame home lasts a long time. Building codes vary across the country. Customer and trade acceptance of new building products and materials may impede market penetration. The energy savings of a new roof system must be balanced with other requirements such as first and life-cycle costs, durability, appearance, and ease of construction. Conventional residential roof construction utilizes closely spaced roof trusses supporting a layer of sheathing and roofing materials. Gypsum board is typically attached to the lower chord of the trusses forming the finished ceiling for the occupied space. Often in warmer climates, the HVAC system and ducts are placed in the unconditioned and otherwise unusable attic. High temperature differentials and leaky ducts result in thermal losses. Penetrations through the ceilings are notoriously difficult to seal and lead to moisture and air infiltration. These issues all contribute to greater energy use and have led builders to consider construction of a conditioned attic. The

    China is fueling its phenomenal economic growth with huge quantities of coal. The environmental consequences reach far beyond its borders--China is second only to the United States in greenhouse gas emissions. Expanding its supply of other energy sources, like nuclear power and imported oil, raises trade and security issues. Soaring electricity demand necessitates the construction of 40-70 GW of new capacity per year, creating sustained financing challenges. While daunting, the challenge of meeting China's energy needs presents a wealth of opportunities, particularly in meeting demand through improved energy efficiency and other clean energy technologies. The China Energy Group at the Lawrence Berkeley National Laboratory (LBNL) is committed to understanding these opportunities, and to exploring their implications for policy and business. We work collaboratively with energy researchers, suppliers, regulators, and consumers in China and elsewhere to: better understand the dynamics of energy use in China. Our Research Focus Encompasses Three Major Areas: Buildings, Industry, and Cross-Cutting Activities. Buildings--working to promote energy-efficient buildings and energy-efficient equipment used in buildings.     This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these

    The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

    Energy use and energy technology play critical roles in the U.S. economy and modern society. The Department of Energy (DOE) conducts civilian energy research and development (R&D) programs for the purpose of identifying promising technologies that promote energy security, energy efficiency, and renewable energy use. DOE-sponsored research ranges from basic investigation of phenomena all the way through development of applied technology in partnership with industry. DOE`s research programs are conducted in support of national strategic energy objectives, however austere financial times have dictated that R&D programs be measured in terms of cost vs. benefit. In some cases it is difficult to measure the return on investment for the basic "curiosity-driven" research, however many applied technology development programs have resulted in measurable commercial successes. The DOE has published summaries of their most successful applied technology energy R&D programs. In this paper, we will discuss five examples from the Building Technologies area of the DOE Energy Efficiency program. Each story will describe the technology, discuss the level of federal funding, and discuss the returns in terms of energy savings, cost savings, or national economic impacts.

    The grading of windows and doors by the National Fenestration Rating Council (NFRC) opens a new era regarding the energy efficiency of fenestration products. For the first time, architects, designers, and other specifiers will find themselves on a level playing field when it comes to comparing the thermal performance of fenestration products. Although only one state, California, now requires the use of fenestration products that have gone through the NFRC's simulation and testing procedures, five other states will soon be doing so, including Washington, Alaska, Oregon, Idaho, and Wisconsin. Others will follow suit; Florida, Arizona, Texas, Louisiana, New York, Massachusetts, and Colorado have shown interest. Exactly what does this mean to architects The NFRC, which was established last year, has developed a procedure to determine accurately the U-value of fenestration products. Under the NFRC program a number of independent simulation and testing laboratories have been approved. These laboratories are charged with the responsibility of determining whether products conform to the U-values represented by the manufacturers. The rating procedure and benefits from it are described.

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    Adoption of efficient end-use technologies is one of the key measures for reducing greenhouse gas (GHG) emissions. With the working of energy programs and policies on carbon regulation, how to effectively analyze and manage the costs associated with GHG reductions become extremely important for the industry and policy makers around the world. Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions (e.g., carbon emission) for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models. In this report, we first conduct brief overview on different representations of end-use technologies (mitigation measures) in various energy-climate models, followed by problem statements, and a description of the basic concepts of quantifying the cost of conserved energy including integrating non-regrets options. A non-regrets option is defined as a GHG reduction option that is cost effective, without considering their additional benefits related to reducing GHG emissions. Based upon these, we develop information on costs of mitigation measures and technological change. These serve as the basis for collating the data on energy savings and costs for their future use in integrated assessment models. In addition to descriptions of the iron and steel making processes, and the mitigation measures identified in this study, the report includes tabulated databases on costs of measure implementation, energy savings, carbon-emission reduction, and lifetimes.     U.S. industry consumes approximately 37 percent of the nation's energy to produce 24 percent of the nation's GDP. Increasingly, industry is confronted with the challenge of moving toward a cleaner, more sustainable path of production and consumption, while increasing global competitiveness. Technology will be essential for meeting these challenges. At some point, businesses are faced with investment in new capital stock. At this decision point, new and emerging technologies compete for capital investment alongside more established or mature technologies. Understanding the dynamics of the decision-making process is important to perceive what drives technology change and the overall effect on industrial energy use. The assessment of emerging energy-efficient industrial technologies can be useful for: (1) identifying R&D projects; (2) identifying potential technologies for market transformation activities; (3) providing common information on technologies to a broad audience of policy-makers; and (4) offering new insights into technology development and energy efficiency potentials. With the support of PG&E Co., NYSERDA, DOE, EPA, NEEA, and the Iowa Energy Center, staff from LBNL and ACEEE produced this assessment of emerging energy-efficient industrial technologies. The goal was to collect information on a broad array of potentially significant emerging energy-efficient industrial technologies and carefully characterize a sub-group of approximately 50 key technologies. Our use of the term ''emerging'' denotes technologies that are both pre-commercial but near commercialization, and technologies that have already entered the market but have less than 5 percent of current market share. We also have chosen technologies that are energy-efficient (i.e., use less energy than existing technologies and practices to produce the same product), and may have additional ''non-energy benefits.''     The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs. Information collected and created through SEAD activities will be shared among all SEAD partners and, to the extent appropriate, with the global public.As of April 2011, the governments participating in SEAD are: Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden
