  1. Interstate Electrification Improvement Project

    The Interstate Electrification Improvement Project, publicly known as the Shorepower Truck Electrification Project (STEP), started in May 2011 and ended in March 2015. The project grant was awarded by the Department of Energy’s Vehicles Technology Office in the amount of $22.2 million. It had three overarching missions: 1. Reduce the idling of Class 8 tractors when parked at truck stops, to reduce diesel fuel consumption and thus U.S. dependence on foreign petroleum; 2. Stimulate job creation and economic activity as part of the American Reinvestment and Recovery Act of 2009; 3. Reduce greenhouse gas emissions (GHG) from diesel combustion and the carbon footprint of the truck transportation industry. The project design was straightforward. First, build fifty Truck Stop Electrification (TSE) facilities in truck stop parking lots across the country so trucks could plug-in to 110V, 220V, or 480VAC, and shut down the engine instead of idling. These facilities were strategically located at fifty truck stops along major U.S. Interstates with heavy truck traffic. Approximately 1,350 connection points were installed, including 150 high-voltage electric standby Transport Refrigeration Unit (eTRU) plugs--eTRUs are capable of plugging in to shore power1 to cool the refrigerated trailer for loads such as produce, meats and ice cream. Second, the project provided financial incentives on idle reduction equipment to 5,000 trucks in the form of rebates, to install equipment compatible with shore power. This equipment enables drivers to shut down the main engine when parked, to heat or cool their cab, charge batteries, or use other household appliances without idling—a common practice that uses approximately 1 gallon of diesel per hour. The rebate recipients were intended to be the first fleets to plug into Shorepower to save diesel fuel and ensure there is significant population of shore power capable trucks.     The Navajo Electrification Demonstration Project (NEDP) is a multi-year project which addresses the electricity needs of the unserved and underserved Navajo Nation, the largest American Indian tribe in the United States. The program serves to cumulatively provide off-grid electricty for families living away from the electricty infrastructure, line extensions for unserved families living nearby (less than 1/2 mile away from) the electricity, and, under the current project called NEDP-4, the construction of a substation to increase the capacity and improve the quality of service into the central core region of the Navajo Nation.

    The author describes a joint program to use renewables for rural electrification projects in Chile. The initial focus was in a limited part of the country, involving wind mapping, pilot project planning, training, and development of methodologies for comparative evaluations of resources. To this point three wind hybrid systems have been installed in one region, as a part of the regional private utility, and three additional projects are being designed. Additional resource assessment and training is ongoing. The author points out the difficulties in working with utilities, the importance of signed documentation, and the need to look at these programs as long term because of the time involved in introducing such new technologies.

    The conclusions of this paper are: 0.5-1.5 G/H and/or BUSG/Y--how much time and money will it take to quantify and WHY BOTHER TO DO SO? No shortage of things to do re truckstop--+ truck!-- electrification; Better that government and industry should put many eggs in lots of baskets vs. all in one or few; Best concepts will surface as most viable; Economic appeal better than regulation or brute force; Launch Ground Freight Partnership and give it a chance to work; Demonstration is an effective means to educate, and learn from, customers--learning is a two way street; Research, Development, Demonstration, and Deployment (RD 3) are all important but only deployment gets results; TSE can start small in numbers of spaces to accommodate economically inspired growth but upfront plans should be made for expansion if meaningful idle reduction is to follow via TE; 110VAC 15A service/ parking space is minimal--if infrastructure starts like this, upfront plans must be made to increase capacity; Increased electrification of truckstop and truck alike will result in much better life on the road; Improved sleep will improve driver alertness and safety; Reduced idling will significantly reduce fuel use and emissions; Universal appeal for DOD, DOE, DOT, EPA, OEMs, and users alike; Clean coal, gas, hydro, nuclear, or wind energy sources are all distinctly American means by which to generate electricity; Nothing can compete with diesel fuel to serve mobile truck needs; stationary trucks are like power plants--they don't move and should NOT be powered by petroleum products whenever possible; Use American fueled power plants--electricity--to serve truck idling needs wherever practical to do so; encourage economic aspect; Create and reward industry initiatives to reduce fuel use; Eliminate FET on new trucks, provide tax credits (non highway fuel use and investment), provide incentives based on results; Encourage newer/ cleaner truck use; solicit BAAs with mandatory OEM/ fleet

Co-organized with the Government of Malawi's Department of Energy, this event gathered participants from the energy, telecom, non-profit, banking sectors as well as from governmental and international agencies to discuss the potential development of private led off-grid electrification in Malawi where only 9% of the population has currently access to electricity. A very active participation provided us with insightful feedback and valuable recommendations.

    H.G. (Mike) Jones and I had numerous meetings with EEGSA staff. We discussed rural electrification plans, reviewed documents, and collaborated on collecting information on decentralized energy alternatives. Meetings were also held with USAID/Guatemala, USAID/ROCAP, NRECA, MEM, PVOs, and equipment vendors. A preliminary draft report and spreadsheet for comparing decentralized power alternatives was completed. The report and findings were presented to EEGSA and the methodology transferred to EEGSA staff. A set of recommended followup activities was also presented to EEGSA.

    The direct and indirect benefits of rural electrification in Ecuador warrant A.I.D.'s continued sponsorship of such programs. This assessment of A.I.D.'s 1964-75 sponsorship of four electrification projects in Ecuador concludes that, although implemented along with other development projects such as road construction, the program was a key factor in upgrading the towns of Santa Elena, Santo Domingo de los Colorados, Daule, and Ambato into regional market and service centers. The main benefits of this program, which was not originally designed to benefit the poor, were job creation, access to agricultural product processing facilities, and increased opportunities for small commercial enterprises.

    Electrification of the transportation sector offers the opportunity to significantly reduce petroleum consumption. The transportation sector accounts for 70% of US petroleum consumption. The transition to electricity as a transportation fuel will create a new load for electricity generation. In support of a recent US Department of Energy funded activity that analyzed a future generation scenario with high renewable energy technology contributions, a set of regional hourly load profiles for electrified vehicles were developed for the 2010 to 2050 timeframe. These load profiles with their underlying assumptions will be presented in this paper. The transportation electrical energy was determined using regional population forecast data, historical vehicle per capita data, and market penetration growth functions to determine the number of plug-in electric vehicles (PEVs) in each analysis region. Two market saturation scenarios of 30% of sales and 50% of sales of PEVs consuming on average {approx}6 kWh per day were considered. Results were generated for 3109 counties and were consolidated to 134 Power Control Areas (PCA) for the use NREL's's regional generation planning analysis tool ReEDS. PEV aggregate load profiles from previous work were combined with vehicle population data to generate hourly loads on a regional basis. A transition from consumer-controlled charging toward utility-controlled charging was assumed such that by 2050 approximately 45% of the transportation energy demands could be delivered across 4 daily time slices under optimal control from the utility perspective. No other literature has addressed the potential flexibility in energy delivery to electric vehicles in connection with a regional power generation study. This electrified transportation analysis resulted in an estimate for both the flexible load and fixed load shapes on a regional basis that may evolve under two PEV market penetration scenarios.     Two rural electrification systems initiated in Bolivia in 1973 and 1974 are the subject of this report. By 1979, all distribution networks were completed, except in the La Paz region. Power was supplied to 42,000 consumers and was used primarily for residential lighting. Although demand outpaced supply, consumption per household was lower than projected, and irrigation and industrial use was negligible. The preponderant positive impact of the projects was social. Household lighting improved the physical quality of life for 7% of Bolivia's rural population.

    CARES has been successful in leveraging its effort with similar programs in other countries. NRECA has done an exceptional job of coordinating the related activities of other AID contracts. The informal lines of communication appear to work well with a relaxed and productive environment evident. ROCAP has expressed confidence in the ability of NRECA to carry out the Workplan successfully. Recent initiatives by Mr. Funes in the area of indicators are seen by the review team as a positive and mutual step to articulate specific goals and accomplishments. Communication and coordination among the ROCAP staff and the local AID Mission appears to have improved since last mentioned in the Engineering Standards Review. This is especially true in Guatemala and Costa Rica. Better reporting procedures would facilitate NRECA-ROCAP-AID Mission communication. Impressive progress has been made in the way local officials approach rural electrification. This is very evident in the areas of engineering design and the productive uses campaign. The Planning and Engineering sections of INDE and CEL rapidly adopted the new mechanical strength based standards as reasonable design solutions. Similarly, productive uses has received much greater attention by all of the various divisions of the utilities in El Salvador, Guatemala and Costa Rica. This was not the case previous to the CARES Project. The final report specifically addresses several areas that should be de-emphasized or given more attention. 26 refs.

    New Mexico State University organized an effort to perform static and dynamic damage-detection tests on the Interstate-40 bridge over the Rio Grande at Albuquerque. The opportunity was available because the 425-ft-long bridge was soon to be replaced. Sandia National Laboratories was asked to provide and operate a shaker that could exert 1000-lb peak amplitude forces for both sinusoidal and random excitations between 2 and 20 Hz. Two Sandia departments collaborated to design and build the shaker, using existing major components connected with Sandia-designed and -fabricated hardware.     This collaborative educational project between the University of Michigan—Ann Arbor, University of Michigan—Dearborn and the Kettering University successfully executed almost all the elements we proposed to do. In the original proposal, we proposed to develop four graduate courses, six undergraduate courses, four professional short courses, a K-12 electric vehicle education kit, a Saturday morning seminar series, and a set of consumer education material to support the advancement of transportation electrification. The first four deliverables were all successfully developed and offered. When we held the kick-off meeting in NETL in Morgantown back in early 2010 with all the ten ARRA education teams, however, it quickly became clear that among the ten ARRA education grantee teams, our proposed “consume education” activities are not better or with the potential to create bigger impact than some of activities proposed in other teams. For example, the Odyssey 2010 event held by the West Virginia University team had planned and successfully reached to more than 230,000 attendees, which is way more than what our proposed 100k event could ever reach. It was under the suggestion of Joseph Quaranta, the ARRA education Program Director at that time, that we should coordinate and eliminate redundancy. The resources should then be focused on activities that have less overlap. Therefore, the originally proposed activities: Saturday morning seminar series, and a set of consumer education material were dropped from our scope. We expanded the scope of our “education kit” activity to include some educational materials, mainly in the form of videos. The target audience also changed from general public to K-12 students. The majority of the project cost (~70%) goes toward the establishment of three undergraduate laboratories, which provides critically needed hands-on learning experience for next-generation green mobility engineers.     Such considerations as the level of traffic, the relative financial health of individual railroads, the capacity of the associated supply and engineering/construction industries, and the logical connecting points at classifying yards, as well as the national interest value of creating a continuous system, continental in scope, were used to construct a scenario for railroad electrification that closely approximates how an electrification program might be implemented. For the economic reasons cited, much of the US railroad system would remain conventionally powered. This scenario provides for an electrified network involving 14 mainlines operated by 10 companies that could transport much of the nation's rail-borne freight. Five years of planning and engineering work would be required for each link before construction could begin. With 1000 miles or less of electrified route per year, 14 years would be needed to construct the 9000-mile network of our scenario. (The scenario constructed runs from 1980 to 1998.) The analysis was aided with the construction of the SRI Railroad Industry Model. Basically a model of industry operations and finances, the model produces income statements and balance sheets at yearly intervals. Railroad energy costs, railroad freight levels, maintenance costs, purchases and leases of rooling stock, electrification facility investments, future inflation, rate setting practices, annual depreciation, taxes, and profits were calculated.

    Deliverability on the Interstate Natural Gas Pipeline System examines the capability of the national pipeline grid to transport natural gas to various US markets. The report quantifies the capacity levels and utilization rates of major interstate pipeline companies in 1996 and the changes since 1990, as well as changes in markets and end-use consumption patterns. It also discusses the effects of proposed capacity expansions on capacity levels. The report consists of five chapters, several appendices, and a glossary. Chapter 1 discusses some of the operational and regulatory features of the US interstate pipeline system and how they affect overall system design, system utilization, and capacity expansions. Chapter 2 looks at how the exploration, development, and production of natural gas within North America is linked to the national pipeline grid. Chapter 3 examines the capability of the interstate natural gas pipeline network to link production areas to market areas, on the basis of capacity and usage levels along 10 corridors. The chapter also examines capacity expansions that have occurred since 1990 along each corridor and the potential impact of proposed new capacity. Chapter 4 discusses the last step in the transportation chain, that is, deliverability to the ultimate end user. Flow patterns into and out of each market region are discussed, as well as the movement of natural gas between States in each region.     The transition to electricity as a transportation fuel will create a new load for electricity generation. A set of regional hourly load profiles for electrified vehicles was developed for the 2010 to 2050 timeframe. The transportation electrical energy was determined using regional population forecast data, historical vehicle per capita data, and market penetration growth functions to determine the number of plug-in electric vehicles (PEVs) in each analysis region. Market saturation scenarios of 30% and 50% of sales of PEVs consuming on average approx. 6 kWh per day were considered.     The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    . The following discussion will focus on the similarities and differences between the two pipeline networks. Hydrogen production is currently concentrated in refining centers along the Gulf Coast and in the Farm Belt. These locations have ready access to natural gas, which is used in the steam methane reduction process to make bulk hydrogen in this country. Production centers could possibly change to lie along coastlines, rivers, lakes, or rail lines, should nuclear power or coal become a significant energy source for hydrogen production processes. Should electrolysis become a dominant process for hydrogen production, water availability would be an additional factor in the location of production facilities. Once produced, hydrogen must be transported to markets. A key obstacle to making hydrogen fuel widely available is the scale of expansion needed to serve additional markets. Developing a hydrogen transmission and distribution infrastructure would be one of the challenges to be faced if the United States is to move toward a hydrogen economy. Initial uses of hydrogen are likely to involve a variety of transmission and distribution methods. Smaller users would probably use truck transport, with the hydrogen being in either the liquid or gaseous form. Larger users, however, would likely consider using pipelines. This option would require specially constructed pipelines and the associated infrastructure. Pipeline transmission of hydrogen dates back to late 1930s. These pipelines have generally operated at less than 1,000 pounds per square inch (psi), with a good safety record. Estimates of the existing hydrogen transmission system in the United States range from about 450 to 800 miles. Estimates for Europe range from about 700 to 1,100 miles (Mohipour et al. 2004; Amos 1998). These seemingly large ranges result from using differing criteria in determining pipeline distances. For example, some analysts consider only pipelines above a certain diameter as transmission lines

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.

    1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e-machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs - commercial grade software is used to design a hybrid electric vehicle, hardware-in-the-loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride-and-drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Students across the college of engineering and at all degree levels are integrating these courses into their degree programs. Over the three year project the course enrollments on-campus has totaled 1,249. The distance learning enrollments has totaled 315. With such robust enrollments we absolutely expect that these courses will be in the curriculum for the long run. 3) How the project is otherwise of benefit to the public: One outcome of the project is the construction of the Michigan Tech Mobile Lab. Two complete HEV dynamometer test cells, and four work stations are installed in the 16.2 meter Mobile Laboratory and hauled by a class 8 truck.     State-level accident rates by mode of freight transport have been developed and refined for application to the US Department of Energy`s (DOE`s) environmental mitigation program, which may involve large-quantity shipments of hazardous and mixed wastes from DOE facilities. These rates reflect multi-year data for interstate-registered highway earners, American Association of Railroads member carriers, and coastal and internal waterway barge traffic. Adjustments have been made to account for the share of highway combination-truck traffic actually attributable to interstate-registered carriers and for duplicate or otherwise inaccurate entries in the public-use accident data files used. State-to-state variation in rates is discussed, as is the stability of rates over time. Computed highway rates have been verified with actual carriers of high- and low-level nuclear materials, and the most recent truck accident data have been used, to ensure that the results are of the correct order of magnitude. Study conclusions suggest that DOE use the computed rates for the three modes until (1) improved estimation techniques for highway combination-truck miles by state become available; (2) continued evolution of the railroad industry significantly increases the consolidation of interstate rail traffic onto fewer high-capacity trunk lines; or (3) a large-scale off-site waste shipment campaign is imminent.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally /sup 232/Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and oil sampling for radionuclide analyses. The survey of this site, on the North Right of Way of Interstate 80 at Lodi Brook, Lodi, New Jersey (LJ077), was conducted during 1988. Results of the survey demonstrated radionuclide concentrations in excess of the DOE Formerly Utilized Sites Remedial Action Program criteria. The radionuclide distributions are typical of the type of material originating from the MCW site. 5 refs., 3 figs., 3 tabs.

    Research highlights: {yields} Legal and economic opinions of free interstate trade of MSW in the US are reviewed. {yields} Economic theory of landfill space as the article of commerce can align opinions. {yields} Waste management policies implied by this economic theory are compared/contrasted. - Abstract: Managing municipal solid waste (MSW) within and across regions is a complex public policy problem. One challenge regards conceptualizing precisely what commodity is to be managed across space and time. The US Supreme Court view is that waste disposal is the article of commerce per se. Some justices, however, have argued that while waste disposal is the article of commerce, its interstate flow could be impeded by states on the grounds that they have the authority to regulate natural resource quality within their boundaries. The argument in this paper is that adopting the economic theory view of the article of commerce as landfill space brings the majority and dissenting US Supreme Court views-and the resulting sides of the public policy dispute-into closer alignment. We discuss waste management policy tools that emerge from this closer alignment that are more likely to both withstand judicial scrutiny and achieve economic efficiency.

    On December 23, 2008, the D.C. Circuit Court remanded but did not vacate the Clean Air Interstate Rule (CAIR), overriding its previous decision on February 8, 2008, to remand and vacate CAIR. The December decision, which is reflected in Annual Energy Outlook 2010 (AEO) , allows CAIR to remain in effect, providing time for the Environmental Protection Agency to modify the rule in order to address objections raised by the Court in its earlier decision. A similar rule, referred to as the Clean Air Mercury Rule (CAMR), which was to set up a cap-and-trade system for reducing mercury emissions by approximately 70%, is not represented in the AEO2010 projections, because it was vacated by the D.C. Circuit Court in February 2008.

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    The U.S. liquid petroleum pipeline industry is large, diverse, and vital to the nation's economy. Comprised of approximately 200,000 miles of pipe in all fifty states, liquid petroleum pipelines carried more than 40 million barrels per day, or 4 trillion barrel-miles, of crude oil and refined products during 2001. That represents about 17% of all freight transported in the United States, yet the cost of doing so amounted to only 2% of the nation's freight bill. Approximately 66% of domestic petroleum transport (by ton-mile) occurs by pipeline, with marine movements accounting for 28% and rail and truck transport making up the balance. In 2004, the movement of crude petroleum by domestic federally regulated pipelines amounted to 599.6 billion tonmiles, while that of petroleum products amounted to 315.9 billion ton-miles (AOPL 2006). As an illustration of the low cost of pipeline transportation, the cost to move a barrel of gasoline from Houston, Texas, to New York Harbor is only 3 cents per gallon, which is a small fraction of the cost of gasoline to consumers. Pipelines may be small or large, up to 48 inches in diameter. Nearly all of the mainline pipe is buried, but other pipeline components such as pump stations are above ground. Some lines are as short as a mile, while others may extend 1,000 miles or more. Some are very simple, connecting a single source to a single destination, while others are very complex, having many sources, destinations, and interconnections. Many pipelines cross one or more state boundaries (interstate), while some are located within a single state (intrastate), and still others operate on the Outer Continental Shelf and may or may not extend into one or more states. U.S. pipelines are located in coastal plains, deserts, Arctic tundra, mountains, and more than a mile beneath the water's surface of the Gulf of Mexico (Rabinow 2004; AOPL 2006).     This paper looks at the role of the National Rural Electric Cooperative Association (NRECA) with regard to applying renewable energy in a village setting. This group has historically been active with state utilities to promote extension of the grid system, and until recently has no historical involvement with renewable resources. They have realized that most future clients will not be served by extending the grid, because of the costs involved, and that renewables play a part of the solution to this problem. NRECA has sought to provide project management and management consultant services, emphasizing training, management efficiency, cost of services studies, and assistance in dealing with regulations. They specialize in forming, training, and supporting user-owned electric service companies, and rely on other partners for technological services and support.

    Concentrations of the heavy metals copper, lead, and zinc, and other constituents, were measured in soil and runoff before and after construction of a stormwater detention basin at the Interstate 95-State Route 656 interchange near Atlee, VA, from April 1993 through May 1997. The spatial and vertical distribution of heavy metals in soil indicate that the paved traffic lanes of the interstate highway are a source of the metals. Concentrations of the metals in soil decrease with increasing soil depth below the ground surface and with increasing distance from the highway lanes. Of the three metals for which samples were analyzed, lead was generally present at the greatest concentration, and copper was at the lowest concentration in the soil.

    US Ecology is the private contractor selected to develop and operate low-level waste disposal facilities in the Southwestern and the Central Interstate Compacts. These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

    ChargePoint America demonstrated the viability, economic and environmental benefits of an electric vehicle-charging infrastructure. Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) arrived in late 2010, there was a substantial lack of infrastructure to support these vehicles. ChargePoint America deployed charging infrastructure in ten (10) metropolitan regions in coordination with vehicle deliveries targeting those same regions by our OEM partners: General Motors, Nissan, Fisker Automotive, Ford, smart USA, and BMW. The metropolitan regions include Central Texas (Austin/San Antonio), Bellevue/Redmond (WA), Southern Michigan, Los Angeles area (CA), New York Metro (NY), Central Florida (Orlando/Tampa), Sacramento (CA), San Francisco/San Jose (CA), Washington DC and Boston (MA). ChargePoint America installed more than 4,600 Level 2 (220v) SAE J1772™ UL listed networked charging ports in home, public and commercial locations to support approximately 2000 program vehicles. ChargePoint collected data to analyze how individuals, businesses and local governments used their vehicles. Understanding driver charging behavior patterns will provide the DoE with critical information as EV adoption increases in the United States.

    FCA US LLC viewed the American Recovery and Reinvestment Act (ARRA) as an historic opportunity to learn about and develop PHEV technologies and create the FCA US LLC engineering center for Electrified Powertrains. The ARRA funding supported FCA US LLC’s light-duty electric drive vehicle and charging infrastructure-testing activities and enabled FCA US LLC to utilize the funding on advancing Plug-in Hybrid Electric Vehicle (PHEV) technologies for production on future programs. FCA US LLC intended to develop the next-generations of electric drive and energy batteries through a properly paced convergence of standards, technology, components and common modules. To support the development of a strong, commercially viable supplier base, FCA US LLC also utilized this opportunity to evaluate various designated component and sub-system suppliers. The original proposal of this project was submitted in May 2009 and selected in August 2009. The project ended in December 2014.

    About 11:40 a.m. central daylight saving time on July 30, 1988, Iowa Interstate Railroad Ltd. (IAIS) freight trains Extra 470 West and Extra 406 East collided head on within the yard limits of Altoona, Iowa, about 10 miles east of Des Moines, Iowa. All 5 locomotive units from both trains; 11 cars of Extra 406 East; and 3 cars, including two tank cars containing denatured alcohol, of Extra 470 West derailed. The denatured alcohol, which was released through the pressure relief valves and the manway domes of the two derailed tank cars, was ignited by the fire resulting from the collision of the locomotives. Both crew members of Extra 470 West were fatally injured; the two crew members of Extra 406 East were only slightly injured. The estimated damage (including lading) as a result of this accident exceeded $1 million. The major safety issues in the accident include operational methods employed by the IAIS, training and selection of train and engine personnel, supervisory oversight by the IAIS, design of closure fittings on hazardous materials rail tanks, and oversight of regional railroads by the Federal Railroad Administration.

    This paper discusses primarily two different renewable energy programs which are in progress in China. One is in Gansu province, based on a solar home system project. This project is stressing a sustainable market development, provision of small lighting systems for residential and small schools, and water pumping and telecommunications support. It seeks involvement of 600 households as a minimum over 18 months. The second project is a very aggressive renewable energy project in Inner Mongolia, where there are excellent wind and solar resources, and where there are already 110,000 small wind turbines installed, in addition to more than 9 hybrid power systems for villages. These programs have major involvement from the Chinese government and industry, with some guidance and support from the USA.

    A method for determining the temperature of a surface upon which a coating is grown using optical pyrometry by correcting Kirchhoff's law for errors in the emissivity or reflectance measurements associated with the growth of the coating and subsequent changes in the surface thermal emission and heat transfer characteristics. By a calibration process that can be carried out in situ in the chamber where the coating process occurs, an error calibration parameter can be determined that allows more precise determination of the temperature of the surface using optical pyrometry systems. The calibration process needs only to be carried out when the physical characteristics of the coating chamber change.

    The Savannah River Site (SRS) is a Department of Energy (DOE) facility encompassing approximately 800 square kilometers near Aiken, South Carolina which began operations in the 1950's with the mission to produce nuclear materials. The SRS contains fifty-one tanks (2 stabilized, 49 yet to be closed) distributed between two liquid radioactive waste storage facilities at SRS containing carbon steel underground tanks with storage capacities ranging from 2,800,000 to 4,900,000 liters. Treatment of the liquid waste from these tanks is essential both to closing older tanks and to maintaining space needed to treat the waste that is eventually vitrified or disposed of onsite. Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005 (NDAA) provides the Secretary of Energy, in consultation with the Nuclear Regulatory Commission (NRC), a methodology to determine that certain waste resulting from prior reprocessing of spent nuclear fuel are not high-level radioactive waste if it can be demonstrated that the waste meets the criteria set forth in Section 3116(a) of the NDAA.     The ultimate goal of the Current Meter Array (CMA) is to be able to compare the current patterns detected with the array with radar images of the water surface. The internal wave current patterns modulate the waves on the water surface giving a detectable modulation of the radar cross-section (RCS). The function relating the RCS modulations to the current patterns is the Modulation Transfer Function (MTF). By comparing radar images directly with co-located CMA measurements the MTF can be determined. In this talk radar images and CMA measurements from a recent experiment at Loch Linnhe, Scotland, will be used to make the first direct determination of MTF for an X and S band radar at low grazing angles. The technical problems associated with comparing radar images to CMA data will be explained and the solution method discussed. The results suggest the both current and strain rate contribute equally to the radar modulation for X band. For S band, the strain rate contributes more than the current. The magnitude of the MTF and the RCS modulations are consistent with previous estimates when the wind is blowing perpendicular to the radar look direction.

    The seismic structure of North Africa is poorly understood due to the relative paucity of stations and seismicity when compared to other continental regions of the world. A better understanding of the velocity structure in this area will allow improved models of travel times and regional phase amplitudes. Such models will improve location and identification capability in this region leading to more effective monitoring of the Comprehensive Nuclear-Test-Ban Treaty. Using regional-to-teleseismic Rayleigh and Love waves that traverse the area we can obtain information about the region's seismic structure by examining phase velocity as a function of period. We utilize earthquakes from the tectonically active regions bounding North Africa (Mediterranean, Red Sea, East African Rift, and Mid-Atlantic Ridge) recorded at broadband seismic stations distributed throughout the region. A two-station method is utilized to determine phase velocity information along the interstation segment of the ray path. The two-station method provides particular advantage in this region as it dramatically increases the number of events available to provide pure North African sampling. Bandpass filters are applied to the seismograms so that peaks and troughs may be correlated. The phase is unwrapped and a difference curve computed. The difference curve is then converted to a phase velocity dispersion curve. Phase velocity curves are constructed in the range of 10 to 120 seconds. Rayleigh and Love waves in this period range are most sensitive to the shear velocity structure of the lithosphere and can be used in combination with additional independent seismic observations (e.g. Pn tomography, surface wave group velocity tomography, receiver functions, etc.) to construct reliable velocity models. We compare velocities computed in this study to those generated from well known models for similar tectonic regions throughout the world in order to better define the tectonic setting of North Africa

    This presentation discusses the fuel savings potential from future in-motion wireless power transfer. There is an extensive overlap in road usage apparent across regional vehicle population, which occurs primarily on high-capacity roads--1% of roads are used for 25% of the vehicle miles traveled. Interstates and highways make up between 2.5% and 4% of the total roads within the Consolidated Statistical Areas (CSAs), which represent groupings of metropolitan and/or micropolitan statistical areas. Mileage traveled on the interstates and highways ranges from 54% in California to 24% in Chicago. Road electrification could remove range restrictions of electric vehicles and increase the fuel savings of PHEVs or HEVs if implemented on a large scale. If 1% of the road miles within a geographic area are electrified, 25% of the fuel used by a 'fleet' of vehicles enabled with the technology could be displaced.

    Disclosed is a method for gender determination of avian embryos. During the embryo incubation process, the outer hard shells of eggs are drilled and samples of allantoic fluid are removed. The allantoic fluids are directly introduced into an ion mobility spectrometer (IMS) for analysis. The resulting spectra contain the relevant marker peaks in the positive or negative mode which correlate with unique mobilities which are sex-specific. This way, the gender of the embryo can be determined.

    An apparatus is presented for remotely determining the alignment of a centrifuge. The centrifage shaft is provided with a shoulder, upon which two followers ride, one for detecting radial movements, and one upon the shoulder face for determining the axial motion. The followers are attached to separate liquid filled bellows, and a tube connects each bellows to its respective indicating gage at a remote location. Vibrations produced by misalignment of the centrifuge shaft are transmitted to the bellows, and tbence through the tubing to the indicator gage. This apparatus is particularly useful for operation in a hot cell where the materials handled are dangerous to the operating personnel.

    One of the objectives of CaPE is to better understand the convective process in central and south Florida during the warm season. The energy and moisture exchanges between the surface and the atmosphere are closely related to this process. Some recent studies have shown that the surface energy balance plays an important role in the climatic fields (Shukla and Mintz; Sud and Smith; Sato et. al). Surface energy fluxes and related surface processes such as evapotranspiration and sensible heat transfer directly effect the temperature, humidity, cloud formation and precipitation. For example, mesoscale circulation around a discontinuity in vegetation type were shown to be stronger with wet soil than with dry soil using an evapotranspiration model (Pinty et. al). In order to better describe the processes in the atmosphere at various scales and improve the ability of modeling and predicting weather related events, it is crucial to understand the mechanism of surface energy transfer in relation to atmospheric events. Surface energy flux measurements are required to fully understand the interactions between the atmosphere and the surface.

    Oak Ridge National Laboratory (ORNL) was requested by Regional Office for Central America and Panama (ROCAP) to conduct a mid-term evaluation of the CARES project. Numerous meetings were held with National Rural Electric Cooperative Association (NRECA) staff, ROCAP staff, and local officials in Guatemala, Honduras, and Belize. In general, the CARES project has been quite successful in a number of key areas as well as in soliciting support from utilities and US Agency for International Development (USAID) Missions. Changes were recommended in the area of report writing and some management activities. It was also recommended that any new activities be considered in the light of the availability of local personnel.

    Given the short time that the staff has been in place the overall progress has been exceptional. No doubt the professionalism and high level of technical competence of the staff are some of the primary reasons. Documentation of the projects is adequate to reconstruct events and information that result in key decisions. The current Annual Workplan, however, is cumbersome due to its organization and excess of redundant reporting. It needs to be re-organized based on the original goals of the Phase I Study and not the 35 components. The progress to date has been impressive. The NRECS Staff has made a significant impact on policy and engineering decisions in Belize, Guatemala and El Salvador, all with some proven cost savings. The demonstration projects and alternative designs have resulted in a high degree of credibility for the NRECA Staff. The proposed new engineering standards have gained acceptance in all of the countries as experience grows. They are well planned and carefully thought out. Professional training will be needed in the coming years to overcome the natural momentum of the status quo.

    Several U.S. Department of Defense based studies have been conducted to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). Task 2 involved identifying daily operational characteristics of select vehicles and initiating data logging of vehicle movements in order to characterize the vehicle’s mission. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provide observations related to placement of PEV charging infrastructure. This report provides the results of the data analysis and observations related to replacement of current vehicles with PEVs. This fulfills part of the Task 3 requirements. Task 3 also includes an assessment of the charging infrastructure required to support this replacement, which is the subject of a separate report.

Task 1 consisted of a survey of the non-tactical fleet of vehicles at MCBCL to begin the review of vehicle mission assignments and types of vehicles in service. Task 2 involved identifying daily operational characteristics of select vehicles and initiating data logging of vehicle movements in order to characterize the vehicle’s mission. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provide observations related to placement of PEV charging infrastructure.     A realistic superconducting RF cavity has its shape deformed comparing to its designed shape due to the loose tolerance in the fabrication process and the frequency tuning for its accelerating mode. A PDE-constrained optimization problem is proposed to determine the deformation of the cavity. A reduce space method is used to solve the PDE-constrained optimization problem where design sensitivities were computed using a continuous adjoint approach. A proof-of-concept example is given in which the deformation parameters of a single cavity-cell with two different types of deformation were computed.

    A method is given for production-line determination of the specific neutronic reactivity of such objects as individual nuclear fuel or neutron absorber elements and is notable for rapidity and apparatus simplicity. The object is incorporated in a slightly sub-critical chain fission reactive assembly having a discrete neutron source, thereby establishing a K/sub eff/ within the crucial range of 0.95 to 0.995. The range was found to afford, uniquely, flux- transient damped response in a niatter of seconds simultaneously with acceptable analytical sensitivity. The resulting neutron flux measured at a situs spaced from both object and source within the assembly serves as a calibrable indication of said reactivity.

    Needle-shaped single crystals of the title compound, C{sub 14}H{sub 9}ClF{sub 3}NO{sub 2}, were obtained from a co-crystallization experiment of Efavirenz with maleic acid in a (1:1) ratio, using methanol as solvent. Crystal structure determination at room temperature revealed a significant anisotropy of the lattice expansion compared to the previously reported low-temperature structure. In both low- and room temperature structures the cyclopropylethynyl fragment in one of the asymmetric unit molecules is disordered. While at low-temperature only one C atom exhibits positional disorder, at room temperature the disorder is present for two C atoms of the cyclopropane ring.

To initialize the system, predictions of state parameters for a ballistic projectile are received at an estimator. The estimator uses the predictions of the state parameters to estimate first trajectory characteristics of the ballistic projectile. A single stationary monocular sensor then observes the actual first trajectory characteristics of the ballistic projectile. A comparator generates an error value related to the predicted state parameters by comparing the estimated first trajectory characteristics of the ballistic projectile with the observed first trajectory characteristics of the ballistic projectile. If the error value is equal to or greater than a selected limit, the predictions of the state parameters are adjusted. New estimates for the trajectory characteristics of the ballistic projectile are made and are then compared with actual observed trajectory characteristics.     With the turn of the century, people in remote areas still live without electricity. Conventional electrification will hardly reach the remaining 50% of the population of the Philippines in remote areas. With photovoltaic technology, the delivery of electricity to remote areas can be sustainable. Malalison island was chosen as a project site for electrification using photovoltaic technology. With the fragile balance of ecology and seasonal income in this island, the PV electrification proved to be a better option than conventional fossil based electrification. The Solar Battery Charging Station (SBCS) was used to suit the economic and geographical condition of the island. Results showed that the system can charge as many as three batteries in a day for an average fee of $0.54 per battery. Charging is measured by an ampere-hour counter to determine the exact amount of charge the battery received. The system was highly accepted by the local residents and the demand easily outgrew the system within four months. A technical, economic and social evaluation was done. A recovery period of seven years and five months is expected when competed with the conventional battery charging in the mainland. The technical, economic, institutional and social risks faced by the project were analyzed. Statistics showed that there is a potential of 920,000 households that can benefit from PV electrification in the Philippines. The data and experiences gained in this study are valuable in designing SBCS for remote unelectrified communities in the Philippines and other developing countries.

    Methods for determination of threshold values of signatures comprised in an assay are described. Each signature enables detection of a target. The methods determine a probability density function of negative samples and a corresponding false positive rate curve. A false positive criterion is established and a threshold for that signature is determined as a point at which the false positive rate curve intersects the false positive criterion. A method for quantitative analysis and interpretation of assay results together with a method for determination of a desired limit of detection of a signature in an assay are also described.

    Methods and apparatuses of determining the pH of a sample. A method can comprise determining an infrared spectrum of the sample, and determining the hemoglobin concentration of the sample. The hemoglobin concentration and the infrared spectrum can then be used to determine the pH of the sample. In some embodiments, the hemoglobin concentration can be used to select an model relating infrared spectra to pH that is applicable at the determined hemoglobin concentration. In other embodiments, a model relating hemoglobin concentration and infrared spectra to pH can be used. An apparatus according to the present invention can comprise an illumination system, adapted to supply radiation to a sample; a collection system, adapted to collect radiation expressed from the sample responsive to the incident radiation; and an analysis system, adapted to relate information about the incident radiation, the expressed radiation, and the hemoglobin concentration of the sample to pH.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services

    A method for demagnetizing comprising positioning a core within the electromagnetic field generated by a first winding until the generated first electrical current is not substantially increasing, thereby determining a saturation current. A second voltage, having the opposite polarity, is then applied across the first winding until the generated second electrical current is approximately equal to the magnitude of the determined saturation current. The maximum magnetic flux within the core is then determined using the voltage across said first winding and the second current. A third voltage, having the opposite polarity, is then applied across the first winding until the core has a magnetic flux equal to approximately half of the determined maximum magnetic flux within the core.
