    Data generated from the Alum Innovative Exploration Project, one of several promising geothermal properties located in the middle to upper Miocene (~11-5 Ma, or million years BP) Silver Peak-Lone Mountain metamorphic core complex (SPCC) of the Walker Lane structural belt in Esmeralda County, west-central Nevada. The geothermal system at Alum is wholly concealed; its upper reaches discovered in the late 1970s during a regional thermal-gradient drilling campaign. The prospect boasts several shallow thermal-gradient (TG) boreholes with TG >75oC/km (and as high as 440oC/km) over 200-m intervals in the depth range 0-600 m. Possibly boiling water encountered at 239 m depth in one of these boreholes returned chemical- geothermometry values in the range 150-230oC. GeothermEx (2008) has estimated the electrical- generation capacity of the current Alum leasehold at 33 megawatts for 20 years; and the corresponding value for the broader thermal anomaly extending beyond the property at 73 megawatts for the same duration.

    The US Department of Energy`s (DOE) Chicago Operations Office and the DOE`s Federal Energy Technology Center (FETC) developed a Large Scale Demonstration Project (LSDP) at the Chicago Pile-5 Research Reactor (CP-5) at Argonne National Laboratory-East (ANL). The objective of the LSDP is to demonstrate potentially beneficial decontamination and decommissioning (D and D) technologies in comparison with current baseline technologies. The Pipe Explorer{trademark} system was developed by Science and Engineering Associates, Inc. (SEA), Albuquerque, NM as a deployment method for transporting a variety of survey tools into pipes and ducts. Tools available for use with the system include alpha, beta and gamma radiation detectors; video cameras; and pipe locator beacons. Different versions of this technology have been demonstrated at three other sites; results of these demonstrations are provided in an earlier Innovative Technology Summary Report. As part of a D and D project, characterization radiological contamination inside piping systems is necessary before pipes can be recycled, remediated or disposed. This is usually done manually by surveying over the outside of the piping only, with limited effectiveness and risk of worker exposure. The pipe must be accessible to workers, and embedded pipes in concrete or in the ground would have to be excavated at high cost and risk of exposure to workers. The advantage of the Pipe Explorer is its ability to perform in-situ characterization of pipe internals.

Spring- and shallow-borehole thermal-water geochemistry and geothermometry suggest that a Silver Peak geothermal reservoir is very likely to attain the temperature range 260- 300oF (~125-150oC), and may reach 300-340oF (~150-170oC) or higher (GeothermEx, Inc., 2006). Results of detailed geologic mapping, structural analysis, and conceptual modeling of the prospect (1) support the GeothermEx (op. cit.) assertion that the Silver Peak prospect has good potential for geothermal-power production; and (2) provide a theoretical geologic framework for further exploration and development of the resource. The Silver Peak prospect is situated in the transtensional (regional shearing coupled with extension) Walker Lane structural belt, and squarely within the late Miocene to Pliocene (11 Ma to ~5 Ma) Silver Peak-Lone Mountain metamorphic core complex (SPCC), a feature that accommodated initial displacement transfer between major right-lateral strike- slip fault zones on opposite sides of the Walker Lane. The SPCC consists essentially of a ductiley-deformed lower plate, or core, of Proterozoic metamorphic tectonites and tectonized Mesozoic granitoids separated by a regionally extensive, low-angle detachment fault from an upper plate of severely stretched and fractured structural slices of brittle, Proterozoic to Miocene-age lithologies. From a geothermal perspective, the detachment fault itself and some of the upper-plate structural sheets could function as important, if secondary, subhorizontal thermal-fluid aquifers in a Silver Peak hydrothermal system.

    The goal of our project was to test innovative technologies using existing and new data, and to ground-truth these technologies using slim-hole core technology. The slim-hole core allowed us to understand subsurface stratigraphy and alteration in detail, and to correlate lithologies observed in core with surface based geophysical studies.     Surface exploration methods like geological mapping, mineralogical analysis, hydrogeochemistry, magnetotelluric as well as seismic, have been used to analyze the study area and identify a location for a production size exploration well. After that location has been identified in a blind resource scenario, a 5,657 feet deep deviated production size exploration well has been drilled. The surface casing is 13 3/8 inch with open hole starting at 4,136 feet. The well has been designed to be deepened up to 8,000 feet if needed. The first 4,180 feet have been sufficiently analyzed and were considered only of direct use interest prior to drilling. That has been confirmed. The remaining depth couldn't be logged by the time the report has been submitted because the well had an obstruction at 4,180 feet. Currently the power production potential for the drilling location cannot be determined without additional work-over of the well. The seismic conducted prior to drilling was a 100% success, providing a clear image of the subsurface and allowing for geosteering to be fact based and on target. Once the obstruction has been removed, work can continue to determine the power generation potential at that location.

    While many studies have looked at innovation and adoption of technologies separately, the two processes are linked. Advances (and expected advances) in a single technology should affect both its adoption rate and the adoption of alternative technologies. Moreover, advances made abroad may affect adoption differently than improvements developed domestically. This paper combines plant-level data on US coal-fired electric power plants with patent data pertaining to NOx pollution control techniques to study these links. It is shown that technological advances, particularly those made abroad, are important for the adoption of newer post-combustion treatment technologies, but have little effect on the adoption of older combustion modification techniques. Moreover, it provides evidence that adaptive R&D by US firms is necessary before foreign innovations are adopted in the US. Expectations of future technological advances delay adoption. Nonetheless, as in other studies of environmental technologies, the effect of other explanatory variables is dominated by the effect of environmental regulations, demonstrating that the mere presence of environmental technologies is not enough to encourage its usage.

    Our FY14 Final Report included an introduction to the project, background, literature search of uranium dissolution methods, assessment of commercial off the shelf (COTS) automated sample preparation systems, as well as data and results for dissolution of bulk quantities of uranium oxides, and dissolution of uranium oxides from swipe filter materials using ammonium bifluoride (ABF). Also, discussed were reaction studies of solid ABF with uranium oxide that provided a basis for determining the ABF/uranium oxide dissolution mechanism. This report details the final experiments for optimizing dissolution of U3O8 and UO2 using ABF and steps leading to development of a Standard Operating Procedure (SOP) for dissolution of uranium oxides on swipe filters.

    It is apparent the cost of planetary exploration is rising as mission budgets declining. Currently small scientific beds geared to performing limited tasks are being developed and launched into low earth orbit (LEO) in the form of small-scale satellite units, i.e., CubeSats. These micro- and nano-satellites are gaining popularity among the university and science communities due to their relatively low cost and design flexibility. To date these small units have been limited to performing tasks in LEO utilizing solar-based power. If a reasonable propulsion system could be developed, these CubeSat platforms could perform exploration of various extra-terrestrial bodies within the solar system engaging a broader range of researchers. Additionally, being mindful of mass, smaller cheaper launch vehicles (~1,000 kgs to LEO) can be targeted. This, in effect, allows for beneficial explora-tion to be conducted within limited budgets. Researchers at the Center for Space Nuclear Re-search (CSNR) are proposing a low mass, radioisotope-based, dual-mode propulsion system capable of extending the exploration realm of these CubeSats out of LEO. The proposed radioisotope-based system would leverage the high specific energies [J/kg] associated with radioisotope materials and enhance their inherent low specific powers [W/g]. This is accomplished by accumulating thermal energy from nuclear decay within a central core over time. This allows for significant amounts of power to be transferred to a flowing gas over short periods of time. In the proposed configuration the stored energy can be utilized in two ways: (1) with direct propellant injection to the core, the energy can be converted into thrust through the use of a converging-diverging nozzle and (2) by flowing a working fluid through the core and subsequent Brayton engine, energy within the core can be converted to electrical energy. The first scenario achieves moderate ranges of thrust, but at a higher Isp than traditional chemical

    We examine of the capability of the Next Linear Collider to determine the mass as well as the couplings to leptons and b quarks of a new neutral gauge boson Z{sup {prime}} below direct production threshold. By using simulated data collected at several different values of {radical}(s), we demonstrate how this can be done in a model-independent manner via an anonymous case approach. The importance of beam polarization to the success of this program is discussed.     Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    The paper summarizes the results of an extensive study carried out for the UK Government. This assessed the cost and economic impact of technological innovation on subsea and floating developments in the UKCS. The study covered, innovations that could be applied to subsea developments to significantly reduce cost, including multiwell completions, composite pipelines, compartmented pipelines, pipeline specification breaking and autonomous control systems. Cost and economic models were used to assess the economic impact of technological innovation on marginal field developments. The results of these assessments were drawn up as a series of ranking lists designed to assist manufacturers and suppliers in establishing priorities for research and development funding. The study also explored the potential UKCS and World market for innovative subsea technologies and quantified the research and development required to bring key innovations into commercial use.

    The Gobe 4X sidetrack exploration well was drilled in a remote area of the Southern Highlands Province of Papua New Guinea using an innovative sidetrack technique for delineating hydrocarbons. After gas was encountered in the Gobe 4X straight hole, a nonconventional sidetrack was drilled down dip along the bedding plane of the reservoir sand and determined the gas-oil contact and the oil-water contact with a single wellbore thereby establishing the limits of the oil band. This was accomplished despite a difficult well trajectory, high deviation angle, large stepout and limited structural information.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    The Inventions and Innovation Program, formerly known as ERIP (Energy-related Inventions Program), was established by the U.S. Congress in 1974. The program offers assistance to independent inventors and very small businesses engaged in developing new energy-saving technologies. The program remains clearly focused on energy generation and savings. The I&I Program funding is based on a competitive proposal process.

    Simulations - utilizing computers to solve complicated science and engineering problems - are a key ingredient of modern science. The U.S. Department of Energy (DOE) is a world leader in the development of high-performance computing (HPC), the development of applied math and algorithms that utilize the full potential of HPC platforms, and the application of computing to science and engineering problems. An interesting general question is whether the DOE can strategically utilize its capability in simulations to advance innovation more broadly. In this article, I will argue that this is certainly possible.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy

    Last year, I was one of the reviewers of proposals to a newly created NIH program, the New Innovator Award. Its goal was to address a frequent criticism – that peer review is biased against innovation – and to fund exceptionally innovative, high impact research from new investigators. To encourage the submission of innovative ideas, preliminary data was not required. Nearly 2,200 applications were submitted, but only 30 awards were made, for a success rate of <1.4%. This suggests either that there are a lot of unfunded innovative ideas out there, or that the ability to submit a proposal without preliminary data was irresistible. Over the years, I have observed that very few innovative ideas are ever brought to the point where they have made a significant impact on biological research. Grant review panels implicitly understand this unpleasant truth. The defining characteristic of successful ideas are bright and preserving scientists who believe in their ideas and are willing to do whatever it takes to make them succeed. What Thomas Edison said about genius is equally applicable to innovation; it, too, is mostly about perspiration.

    This paper explores several beam power concepts proposed for powering either lunar base or rover vehicles. At present, power requirements to support lunar exploration activity are met by integral self-contained power system designs. To provide requisite energy flexibility for human expansion into space, an innovative approach to replace on-board self-contained power systems is needed. Power beaming provides an alternative approach to supplying power that would ensure increased mission flexibility while reducing total mass launched into space. Providing power to the moon presents significant design challenges because of the duration of the lunar night. Power beaming provides an alternative to solar photovoltaic systems coupled with battery storage, radioisotope thermoelectric generation, and surface nuclear power. The Synthesis Group describes power beaming as a technology supporting lunar exploration. In this analysis beam power designs are compared to conventional power generation methods.

    This report examines the commercialization and use of R and D results funded by DOE's Office of Buildings and Community Systems (OBCS), an office that is dedicated to improving the energy efficiency of the nation's buildings. Three goals guided the research described in this report: to improve understanding of the factors that hinder or facilitate the transfer of OBCS R and D results, to determine which technology transfer strategies are most effective and under what circumstances each is appropriate, and to document the market penetration and energy savings achieved by successfully-commercialized innovations that have received OBCS support. Twelve successfully-commercialized innovations are discussed here. The methodology employed involved a review of the literature, interviews with innovation program managers and industry personnel, and data collection from secondary sources. Six generic technology transfer strategies are also described. Of these, contracting R and D to industrial partners is found to be the most commonly used strategy in our case studies. The market penetration achieved to date by the innovations studied ranges from less than 1% to 100%. For the three innovations with the highest predicted levels of energy savings (i.e., the flame retention head oil burner, low-E windows, and solid-state ballasts), combined cumulative savings by the year 2000 are likely to approach 2 quads. To date the energy savings for these three innovations have been about 0.2 quads. Our case studies illustrate the important role federal agencies can play in commercializing new technologies.

    Traditional site characterization methods rely on preplanned sampling programs and off-site analysis of samples to determine the extent and level of hazardous waste contamination. This process is costly and time-consuming. Static work plans specify the numbers and locations of samples to be collected, as well as the analyses to be performed on collected samples. Sampling crews are mobilized, samples are collected, and the crews are demobilized before final results become available. Additional sampling programs are often required to resolve uncertainties raised by the initial sampling and analysis results. The drawbacks of a traditional approach to sampling program design and execution are high costs per sample, pressure to over sample while at the site, and inevitable surprises in the analytical results that require additional sampling to resolve. A key step in the characterization of hazardous wastes at U.S. Department of Energy (DOE) sites is determination of the extent of contamination. The proper number and placement of sampling locations is required to both minimize characterization costs and guarantee that contamination extent can be estimated with reasonable confidence. Because ''soft'' information (i.e., historical records, computer modeling results, past experience, etc.) for a site are usually just as important as ''hard'' laboratory results, the approach taken must include a quantitative way of accounting for both hard and soft site data. An alternative to traditional sampling programs is Adaptive Sampling and Analysis Programs (ASAPs). ASAPs rely on field analytical methods to generate sample results quickly enough to have an impact on the course of the sampling program. Rather than a static work plan, ASAPs are based on dynamic work plans that specify the logic for how sampling numbers, locations, and analyses will be determined as the program proceeds.     With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary and supplemental support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of support systems other than conventional wood cribbing. The recent success of cable bolts has engendered much interest from western operators. Eastern U.S. coal operators are also now experimenting with various intrinsic and freestanding alternative support systems that provide effective ground control while reducing material handling costs and injuries. These innovative freestanding support systems include (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter supports by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems. Support performance in the form of load-displacement behavior is compared to conventional wood cribbing. Much of the data was developed through full-scale tests conducted by the U.S. Bureau of Mines (USBM) at the Strategic Structures Testing Laboratory in the unique Mine Roof Simulator load frame at the Pittsburgh Research Center. A summary of current mine experience with these innovative supports is also documented.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of other support systems. The recent success of cable bolts has engendered much interest from western operators. Several innovative freestanding support systems have been developed recently including: (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik.     Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

    This book is the documentation of a 3-day symposium on the title subject organized jointly by The Institution of Chemical Engineers (South Western Branch) and The Institute of Energy (South Wales and West England Section) and held at the University of Bath during Sept. 16-18, 1987. The objective of the conference and this book is to highlight innovations in the utilization of energy in the process industries with the express purpose of cross-fertilizing ideas between industries. The authors believes that, by emphasizing unit operations and cost reduction in a large number of case studies, this objective has been achieved. Admittedly, most of the case studies are site-specific and therefore not quantitatively transferable to other sites, but the approaches are stimulative and generate a large number of options that may not be immediately obvious to someone wishing to improve the economics of energy utilization. One of the strengths of the book is the breadth of topics covered, which are divided into six categories: drying and evaporation; energy control systems, applications of thermodynamics; process heating and waste heat recovery; energy from wastes; funding of innovative projects.

    Albania is rich in natural resources, especially crude oil and natural gas. It has far greater petroleum reserves for its size than any other country in Eastern Europe. The nation consists of three principal geologic provinces. Strongly folded upper Paleozoic and Mesozoic strata comprise the Sub-Pelagonian and Pelagonian massifs in the northeast Albania. The search for oil and gas in the future is likely to be concentrated in the coastal basins and offshore in the relatively shallow waters of the Adriatic Sea. Hydrocarbons have been trapped onshore in anticlines and tilted fault blocks, primarily in lenticular upper Miocene sandstones and in Helvetian limestones. Exploration for stratigraphic and other nonstructural traps may represent the best potential for future discoveries onshore. Albania's greatest oil and gas potential is probably in the Albanian shelf of the Durres basin, offshore. No wells have ever been drilled offshore, and exploration is confined to a limited, nearshore seismic survey. Recent access to Albanian data suggests most published regional interpretations are many years out of date. Albania's offshore potential includes several zones of hydrocarbon generation in Mesozoic to Paleogene strata. Potential reservoirs include Neogene flysch sandstones and Mesozoic platform carbonates. Albania has recently invited foreign oil companies to apply for offshore exploration rights. As Albania is opened to foreign investment in the petroleum sector, there is little doubt that modern seismic techniques and the deliberate search for subtle traps may be expected to lead to substantial new discoveries.

    Vortec has successfully completed Phases 1 and 2 of a technology demonstration program for an ''Innovative Fossil Fuel Fired Vitrification Technology for Soil Remediation.'' The principal objective of the program is to demonstrate the ability of a Vortec Cyclone Melting System (CMS) to remediate DOE contaminated soils and other waste forms containing TM RCRA hazardous materials, low levels of radionuclides and TSCA (PCB) containing wastes. The demonstration program will verify the ability of this vitrification process to produce a chemically stable glass final waste form which passes both TCLP and PCT quality control requirements, while meeting all federal and state emission control regulations. The demonstration system is designed to process 36 ton/day of as-received drummed or bulk wastes. The processing capacity equates to approximately 160 barrels/day of waste materials containing 30% moisture at an average weight of 450 lbs./barrel.

    Innovative technologies, built by either utility or nonutility power generators, have the potential to lower costs with less environmental emissions than conventional technologies. However, the public-good nature of information, along with uncertain costs, performance, and reliability, discourages rapid adoption of these technologies. The effect of regulation of electricity production may also have an adverse impact on motivation to innovate. Slower penetration of cleaner, more efficient technologies could result in greater levels of pollution, higher electricity prices, and a reduction in international competitiveness. Regulatory incentives could encourage adoption and deployment of innovative technologies of all kinds, inducting clean coal technologies. Such incentives must be designed to offset risks inherent in innovative technology and encourage cost-effective behavior. To evaluate innovative and conventional technologies equally, the incremental cost of risk (ICR) of adopting the innovative technology must be determined. Through the ICR, the magnitude of incentive required to make a utility (or nonutility) power generator equally motivated to use either conventional or innovative technologies can be derived. Two technology risks are examined: A construction risk, represented by a 15% cost overrun, and an operating risk, represented by a increased forced outage rate (decreased capacity factor). Different incentive mechanisms and measurement criteria are used to assess the effects of these risks on ratepayers and shareholders. In most cases, a regulatory incentive could offset the perceived risks while encouraging cost-effective behavior by both utility and nonutility power generators. Not only would the required incentive be recouped, but the revenue requirements would be less for the innovative technology; also, less environmental pollution would be generated. In the long term, ratepayers and society would benefit from innovative technologies.

    Synthetic zeolites contain microscopic channels, sort of like a sponge. They have many uses, such as helping laundry detergent lather, absorbing liquid in kitty litter, and as catalysts to produce fuel. Of the hundreds of types of zeolites, only about 15 are used for catalysis. PNNL catalysis scientists Ilke Arslan and Mirek Derewinksi are studying these zeolites to understand what make them special. By exploring the mystery of these microscopic channels, their fundamental findings will help design better catalysts for applications such as biofuel production.

    Relatively minor perturbations to a crystal structure can in some cases result in apparently large changes in symmetry. Changes in space group or even lattice can be induced by heavy metal or halide soaking (Dauter et al, 2001), flash freezing (Skrzypczak-Jankun et al, 1996), and Se-Met substitution (Poulsen et al, 2001). Relations between various space groups and lattices can provide insight in the underlying structural causes for the symmetry or lattice transformations. Furthermore, these relations can be useful in understanding twinning and how to efficiently solve two different but related crystal structures. Although (pseudo) symmetric properties of a certain combination of unit cell parameters and a space group are immediately obvious (such as a pseudo four-fold axis if a is approximately equal to b in an orthorhombic space group), other relations (e.g. Lehtio, et al, 2005) that are less obvious might be crucial to the understanding and detection of certain idiosyncrasies of experimental data. We have developed a set of tools that allows straightforward exploration of possible metric symmetry relations given unit cell parameters and a space group. The new iotbx.explore{_}metric{_}symmetry command produces an overview of the various relations between several possible point groups for a given lattice. Methods for finding relations between a pair of unit cells are also available. The tools described in this newsletter are part of the CCTBX libraries, which are included in the latest (versions July 2006 and up) PHENIX and CCI Apps distributions.
