    The effects of various financial incentives on potential developers of geothermal electric energy are studied and the impact of timing of plant construction costs on geothermal electricity costs is assessed. The effect of the geothermal loan guarantee program on decisions by investor-owned utilities to build geothermal electric power plants was examined. The usefulness of additional investment tax credits was studied as a method for encouraging utilities to invest in geothermal energy. The independent firms which specialize in geothermal resource development are described. The role of municipal and cooperative utilities in geothermal resource development was assessed in detail. Busbar capital costs were calculated for geothermal energy under a variety of ownerships with several assumptions about financial incentives. (MHR)

Based on the initial search of 177 countries and geographic entities, 71 countries and areas were selected as the most likely targets for the expansion of the geothermal industry internationally. The study then determined to what extent their geothermal resource had been developed, what countries had aided or participated in this development, and what plans existed for future development. Data on the energy, economic, and financial situations were gathered.

  17. Method and apparatus for determining vertical heat flux of geothermal field

    A method and apparatus for determining vertical heat flux of a geothermal field, and mapping the entire field, is based upon an elongated heat-flux transducer (10) comprised of a length of tubing (12) of relatively low thermal conductivity with a thermopile (20) inside for measuring the thermal gradient between the ends of the transducer after it has been positioned in a borehole for a period sufficient for the tube to reach thermal equilibrium. The transducer is thermally coupled to the surrounding earth by a fluid annulus, preferably water or mud. A second transducer comprised of a length of tubing of relatively high thermal conductivity is used for a second thermal gradient measurement. The ratio of the first measurement to the second is then used to determine the earth's thermal conductivity, k.sub..infin., from a precalculated graph, and using the value of thermal conductivity thus determined, then determining the vertical earth temperature gradient, b, from predetermined steady state heat balance equations which relate the undisturbed vertical earth temperature distributions at some distance from the borehole and earth thermal conductivity to the temperature gradients in the transducers and their thermal conductivity. The product of the earth's thermal conductivity, k.sub..infin., and the earth's undisturbed vertical temperature gradient, b, then determines the earth's vertical heat flux. The process can be repeated many times for boreholes of a geothermal field to map vertical heat flux.

    Oregon's geothermal resources represent a large portion of the nation's total geothermal potential. The State's resources are substantial in size, widespread in location, and presently in various stages of discovery and utilization. The exploration for, and development of, geothermal is presently dependent upon a mixture of engineering, economic, environmental, and legal factors. In response to the State's significant geothermal energy potential, and the emerging impediments and incentives for its development, the State of Oregon has begun a planning program intended to accelerate the environmentally prudent utilization of geothermal, while conserving the resource's long-term productivity. The program, which is based upon preliminary work performed by the Oregon Institute of Technology's Geo-Heat Center, will be managed by the Oregon Department of Energy, with the assistance of the Departments of Economic Development, Geology and Mineral Industries, and Water Resources. Funding support for the program is being provided by the US Department of Energy. The first six-month phase of the program, beginning in July 1980, will include the following five primary tasks: (1) coordination of state and local agency projects and information, in order to keep geothermal personnel abreast of the rapidly expanding resource literature, resource discoveries, technological advances, and each agency's projects. (2) Analysis of resource commercialization impediments and recommendations of incentives for accelerating resource utilization. (3) Compilation and dissemination of Oregon geothermal information, in order to create public and potential user awareness, and to publicize technical assistance programs and financial incentives. (4) Resource planning assistance for local governments in order to create local expertise and action; including a statewide workshop for local officials, and the formulation of two specific community resource development plans.     The deformational behavior and fluid flow characteristics of rock samples obtained from DOW/DOE L.R. Sweezy No. 1 Test Well at the Parcperdue Geopressured/Geothermal Site have been investigated in the laboratory. Elastic moduli, compressibility, uniaxial compaction coefficient, strength, creep parameters, permeability, acoustic velocites (all at reservoir conditions) and changes in these quantities induced by simulated reservoir production have been obtained from tests on several sandstone and shale samples from different depths. Tests consisting of several hydrostatic and triaxial loading phases and pore pressure reduction were designed to provide measurements to be used for calculating several of the above mentioned parameters in a single test. Pore volume changes were measured during some phases of the tests.

    Utility-scale geothermal electricity generation plants have generally taken advantage of various government initiatives designed to stimulate private investment. This report investigates these initiatives to evaluate their impact on the associated cost of energy and the development of geothermal electric generating capacity using conventional hydrothermal technologies. We use the Cost of Renewable Energy Spreadsheet Tool (CREST) to analyze the effects of tax incentives on project economics. Incentives include the production tax credit, U.S. Department of Treasury cash grant, the investment tax credit, and accelerated depreciation schedules. The second half of the report discusses the impact of the U.S. Department of Energy's (DOE) Loan Guarantee Program on geothermal electric project deployment and possible reasons for a lack of guarantees for geothermal projects. For comparison, we examine the effectiveness of the 1970s DOE drilling support programs, including the original loan guarantee and industry-coupled cost share programs.

    This final report summarizes work carried out under agreement with the U.S. Department of Energy, related to geothermal energy policy issues. This project has involved a combination of outreach and publications on geothermal energy—Contract Number DE-FG03-01SF22367—with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of geothermal energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of responses to information requests on geothermal energy and publications. The publications addressed: geothermal leasing, geothermal policy, constitutional and statutory authority for the development of geothermal district energy systems, and state regulation of geothermal district energy systems. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about geothermal energy for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to geothermal energy in the states. Coordination with the National Geothermal Collaborative: NCSL worked and coordinated with the National Geothermal Collaborative (NGC) to ensure that state legislatures were represented in all aspects of the NGC's efforts. NCSL participated in NGC steering committee conference calls, attended and participated in NGC business meetings and reviewed publications for the NGC. Additionally, NCSL and WSUEP staff drafted a series of eight issue briefs published by the NGC

    Small business lending is big business and growing. Loans under $1 million totaled $460 billion in June 2001, up $23 billion from 2000. The number of loans under $100,000 continued to grow at a rapid rate, growing by 10.1%. The dollar value of loans under $100,000 increased 4.4%; those of $100,000-$250,000 by 4.1%; and those between $250,000 and $1 million by 6.4%. But getting a loan can be difficult if a business owner does not know how to find small business-friendly lenders, how to best approach them, and the specific criteria they use to evaluate a loan application. This is where the Geothermal Money Book comes in. Once a business and financing plan and financial proposal are written, the Geothermal Money Book takes the next step, helping small geothermal businesses locate and obtain financing. The Geothermal Money Book will: Explain the specific criteria potential financing sources use to evaluate a proposal for debt financing; Describe the Small Business Administration's (SBA) programs to promote lending to small businesses; List specific small-business friendly lenders for small geothermal businesses, including those which participate in SBA programs; Identify federal and state incentives which are relevant to direct use and small-scale (< 1 megawatt) power generation geothermal projects; and Provide an extensive state directory of financing sources and state financial incentives for the 19 states involved in the GeoPowering the West (GPW). GPW is a U.S. Department of Energy-sponsored activity to dramatically increase the use of geothermal energy in the western United States by promoting environmentally compatible heat and power, along with industrial growth and economic development. The Geothermal Money Book will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing

    Developing power plants is a risky endeavor, whether conventional or renewable generation. Feed-in tariff (FIT) policies can be designed to address some of these risks, and their design can be tailored to geothermal electric plant development. Geothermal projects face risks similar to other generation project development, including finding buyers for power, ensuring adequate transmission capacity, competing to supply electricity and/or renewable energy certificates (RECs), securing reliable revenue streams, navigating the legal issues related to project development, and reacting to changes in existing regulations or incentives. Although FITs have not been created specifically for geothermal in the United States to date, a variety of FIT design options could reduce geothermal power plant development risks and are explored. This analysis focuses on the design of FIT incentive policies for geothermal electric projects and how FITs can be used to reduce risks (excluding drilling unproductive exploratory wells).

    Investments in customer-owned grid-connected photovoltaic (PV) energy systems are growing at a steady pace. This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. It concludes with program administration considerations.

    Determining opportunities for geothermal energy can involve a significant investment in data collection and analysis. Analysts within a variety of industry and research domains collect and use these data; however, determining the existence and availability of data needed for a specific analysis activity can be challenging and represents one of the initial barriers to geothermal development [2]. This paper describes the motivating factors involved in designing and building the Geothermal Prospector application, how it can be used to reduce risks and costs related to geothermal exploration, and where it fits within the larger collection of tools that is the National Geothermal Data System (NGDS) [5].

    During the 1970s a number of different exploration and production incentive programs were put in place in Canada, in particular in the Province of Alberta, Canada's principal oil- and gas-producing province. The DOE/RA is evaluating Canadian incentives for oil and gas exploration, and this study is intended to provide information that will help guide DOE/RA in determining the applicability of Canadian incentive programs in US energy policy. The study describes and documents the fiscal structure in which the Canadian oil industry operates. The incentive features of pricing policy, taxation policy, and provincial royalty systems are discussed. A principal focus of the study is on one of the most important of Canada's specific incentive programs, the Alberta Exploratory Drilling Incentive Credit Program (EDICP). The study describes and evaluates the effect of the EDICP on increased oil and gas exploration activity. Similarly, the study also reviews and evaluates other specific incentive programs such as the Alberta Geophysical Incentive Program, Frontier Exploration Allowances, and various tar sand and heavy oil development incentives. Finally the study evaluates the applicability of Canadian incentives to US energy policy.

    The purpose of the Klamath Falls project is to demonstrate the effectiveness of a combined thermal distribution system and power generation facility. The city of Klamath Falls operates a geothermal district heating system which would appear to be an attractive opportunity to install a power generation system. Since the two wells have operated reliably and consistently over many years, no new sources or resource exploration would be necessary. It appears that it will cost more to construct, operate, maintain and amortize a proposed geothermal facility than the long?term value of the power it would produce. The success of a future project will be determined by whether utility power production costs will remain low and whether costs of construction, operations, or financing may be reduced. There are areas that it would be possible to reduce construction cost. More detailed design could enable the city to obtain more precise quotes for components and construction, resulting in reduction in contingency projections. The current level of the contingency for uncertainty of costs is between $200,000 and $300,000. Another key issue with this project appears to be operation cost. While it is expected that only minimal routine monitoring and operating expenses will occur, the cost of water supply and waste water disposal represents nearly one quarter of the value of the power. If the cost of water alone could be reduced, the project could become viable. In addition, the projected cost of insurance may be lower than estimated under a city?wide policy. No provisions have been made for utilization of federal tax incentives. If a transaction with a third-party owner/taxpayer were to be negotiated, perhaps the net cost of ownership could be reduced. It is recommended that these options be investigated to determine if the costs and benefits could be brought together. The project has good potential, but like many alternative energy projects today, they only work economically if the

    A tool is presented to quantify the risks of geothermal projects, the Geothermal Probabilistic Cost Model (GPCM). The GPCM model is used to evaluate a geothermal reservoir for a binary-cycle electric plant at Heber, California. Three institutional aspects of the geothermal risk which can shift the risk among different agents are analyzed.     The stimulation of geothermal wells presents some new and challenging problems. Formation temperatures in the 300-600 F range can be expected. The behavior of stimulation fluids, frac proppants, and equipment at these temperatures in a hostile brine environment must be carefully evaluated before performance expectations can be determined. In order to avoid possible damage to the producing horizon of the formation, high temperature chemical compatibility between the in situ materials and the stimulation materials must be verified. Perhaps most significant of all, in geothermal wells the required techniques must be capable of bringing about the production of very large amounts of fluid. This necessity for high flow rates represents a significant departure from conventional petroleum well stimulation and demands the creation of very high near-wellbore permeability and/or fractures with very high flow conductivity.

    This manual includes geothermal fluid chemistry, corrosion test data, and materials operating experience. Systems using geothermal energy in El Salvador, Iceland, Italy, Japan, Mexico, New Zealand, and the United States are described. The manual provides materials selection guidelines for surface equipment of future geothermal energy systems. The key chemical species that are significant in determining corrosiveness of geothermal fluids are identified. The utilization modes of geothermal energy are defined as well as the various physical fluid parameters that affect corrosiveness. Both detailed and summarized results of materials performance tests and applicable operating experiences from forty sites throughout the world are presented. The application of various non-metal materials in geothermal environments are discussed. Included in appendices are: corrosion behavior of specific alloy classes in geothermal fluids, corrosion in seawater desalination plants, worldwide geothermal power production, DOE-sponsored utilization projects, plant availability, relative costs of alloys, and composition of alloys.     The purpose of this report is to lay the groundwork for an emerging process to assess U.S. geothermal resources that might be suitable for development as Enhanced Geothermal Systems (EGS). Interviews of leading geothermists indicate that doing that will be intertwined with updating assessments of U.S. higher-quality hydrothermal resources and reviewing methods for discovering ''hidden'' hydrothermal and EGS resources. The report reviews the history and status of assessment of high-temperature geothermal resources in the United States. Hydrothermal, Enhanced, and Hot Dry Rock resources are addressed. Geopressured geothermal resources are not. There are three main uses of geothermal resource assessments: (1) They inform industry and other interest parties of reasonable estimates of the amounts and likely locations of known and prospective geothermal resources. This provides a basis for private-sector decisions whether or not to enter the geothermal energy business at all, and for where to look for useful resources. (2) They inform government agencies (Federal, State, local) of the same kinds of information. This can inform strategic decisions, such as whether to continue to invest in creating and stimulating a geothermal industry--e.g., through research or financial incentives. And it informs certain agencies, e.g., Department of Interior, about what kinds of tactical operations might be required to support such activities as exploration and leasing. (3) They help the experts who are performing the assessment(s) to clarify their procedures and data, and in turn, provide the other two kinds of users with a more accurate interpretation of what the resulting estimates mean. The process of conducting this assessment brings a spotlight to bear on what has been accomplished in the domain of detecting and understanding reservoirs, in the period since the last major assessment was conducted.

    Geothermal electricity production in the United States began in 1960. Today there are over 20 plants in the western United States providing a total of about 2,200 MW of clean and reliable electricity. Currently identified resources could provide over 20,000 MW of power in the U.S., and undiscovered resources might provide 5 times that amount. In the 1990s industry growth slowed due to the loss of market incentives and competition from natural gas. However, increased interest in clean energy sources, ongoing technological improvements, and renewed opportunities abroad hold promise for a resurgence in the industry. This review paper covers the status of the technology, the issues faced, and the latest research. While the focus is on geothermal in the U.S., a brief description of the large international market is included.

    GEOTHERM is a comprehensive system of public databases and software used to store, locate, and evaluate information on the geology, geochemistry, and hydrology of geothermal systems. Three main databases address the general characteristics of geothermal wells and fields, and the chemical properties of geothermal fluids; the last database is currently the most active. System tasks are divided into four areas: (1) data acquisition and entry, involving data entry via word processors and magnetic tape; (2) quality assurance, including the criteria and standards handbook and front-end data-screening programs; (3) operation, involving database backups and information extraction; and (4) user assistance, preparation of such items as application programs, and a quarterly newsletter. The principal task of GEOTHERM is to provide information and research support for the conduct of national geothermal-resource assessments. The principal users of GEOTHERM are those involved with the Geothermal Research Program of the U.S. Geological Survey.

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

The results suggest that small geothermal systems offer substantial economic and environmental advantages for powering off-grid towns and villages. Geothermal power is most likely to be economic if the system size is 300 kW or greater, down to reservoir temperatures of 100{degree}C. For system sizes smaller than 300 kW, the economics can be favorable if the reservoir temperature is about 120{degree}C or above. Important markets include sites remote from grids in many developing and developed countries. Estimates of geothermal resources in many developing countries are shown.

    A benchmarking study was conducted on behalf of the Department of Energy to determine the critical factors in successful utility geothermal heat pump programs. A Successful program is one that has achieved significant market penetration. Successfully marketing geothermal heat pumps has presented some major challenges to the utility industry. However, select utilities have developed programs that generate significant GHP sales. This benchmarking study concludes that there are three factors critical to the success of utility GHP marking programs: (1) Top management marketing commitment; (2) An understanding of the fundamentals of marketing and business development; and (3) An aggressive competitive posture. To generate significant GHP sales, competitive market forces must by used. However, because utilities have functioned only in a regulated arena, these companies and their leaders are unschooled in competitive business practices. Therefore, a lack of experience coupled with an intrinsically non-competitive culture yields an industry environment that impedes the generation of significant GHP sales in many, but not all, utilities.
