    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    This report was prepared by PNNL for the DOE Building America program. The report provides information for businesses considering entering the home performance contracting industry. Metrics discussed include industry trends and drivers, specific points of entry, business models, startup costs, and marketing strategies. The report includes detailed analysis of eight businesses around the country that have successfully entered the home performance contracting industry. Data is provided on their financial structures, program participation, marketing efforts, and staff training.     High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. This guide is intended for use by all parties associated in the design and construction of high performance homes. It serves as a starting point and features initial tools and resources for teams to collaborate to continually improve the energy efficiency and durability of new houses.

Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. Partnering can help bridge the cross-functional aspects of the systems approach and achieve performance-based criteria. Critical success factors for partnering include support from top management, mutual trust, effective and open communication, effective coordination around common goals, team building, appropriate use of an outside facilitator, a partnering charter progress toward common goals, an effective problem-solving process, long-term commitment, continuous improvement, and a positive experience for all involved.

    The heating performance of the Balcomb passive solar home is re-evaluated based on detailed review of 85 channels of data taken during six weeks of 1980. This led to a re-analysis of 176 days of data taken over the winter of 1978-79. Auxiliary heat during this winter was 7.4 million Btu which compares with 66.0 million Btu total heat losses from the house plus 46.4 million Btu losses from the greenhouse. Auxiliary heat predicted using the solar load ratio method is 8.1 million Btu. Solar savings are estimated as 57 million Btu. Good thermal comfort conditions are documented. Energy flows are tabulated for each month. Energy flows are tabulated for each month. Conclusions regarding detailed heat flow and storage in the house are presented.

    Working with builder partners on test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 "Performance House" was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the "Performance House" were not cutting-edge, but simply "best practices practiced". The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    Because there are more than 101 million residential households in the United States today, it is not surprising that existing residential buildings represent an extremely large source of potential energy savings. Because thousands of these homes are renovated each year, Building America is investigating the best ways to make existing homes more energy-efficient, based on lessons learned from research in new homes. The Building America program is aiming for a 20%-30% reduction in energy use in existing homes by 2020. The strategy for the existing homes project of Building America is to establish technology pathways that reduce energy consumption cost-effectively in American homes. The existing buildings project focuses on finding ways to adapt the results from the new homes research to retrofit applications in existing homes. Research activities include a combination of computer modeling, field demonstrations, and long-term monitoring to support the development of integrated approaches to reduce energy use in existing residential buildings. Analytical tools are being developed to guide designers and builders in selecting the best approaches for each application. Also, DOE partners with the U.S. Environmental Protection Agency (EPA) to increase energy efficiency in existing homes through the Home Performance with ENERGY STAR program.

    The improvement of existing homes in the United States can have a much greater impact on overall residential energy use than the construction of highly efficient new homes. There are over 130 million existing housing units in the U.S., while annually new construction represents less than two percent of the total supply (U.S. Census Bureau, 2013). Therefore, the existing housing stock presents a clear opportunity and responsibility for Building America (BA) to guide the remodeling and retrofit market toward higher performance existing homes. There are active programs designed to improve the energy performance of existing homes. Home Performance with ENERGY STAR (HPwES) is a market-rate program among them. BARA's research in this project verified that the New Jersey HPwES program is achieving savings in existing homes that meet or exceed BA's goal of 30%. Among the 17 HPwES projects with utility data included in this report, 15 have actual energy savings ranging from 24% to 46%. Further, two of the homes achieved that level of energy savings without the costly replacement of heating and cooling equipment, which indicates that less costly envelope packages could be offered to consumers unable to invest in more costly mechanical packages, potentially creating broader market impact.

    By working with builder partners on test homes, researchers from the U.S. Department of Energy's Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 "Performance House" was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the "Performance House" were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    This report is intended to provide home performance contractor trainers with a resource to keep both their workers and home residents safe and healthy. This document is an attempt to describe what we currently believe is safe, what we believe is unsafe, and what we’re unsure about. It is intended to identify health and safety issues and provide historical context and current understanding of both risks and mitigation strategies. In addition, it provides links to more in-depth resources for each issue. When we tighten the thermal envelope of a house to improve comfort and reduce energy use, we have to be sure that we are not compromising the indoor air quality of the home. This means identifying and mitigating or eliminating pollution sources before and after you make changes to the home. These sources can include materials and finishes in the home, exhaust gasses from combustion appliances, soil gasses such as radon, and moisture from a bathroom, kitchen, or unvented clothes dryer. Our first responsibility is to do no harm — this applies both to our clients and to our employees. Currently, there are many new products that are widely used but whose health effects are not well understood. Our in ability to have perfect information means the directive to do no harm can be difficult to obey. Each home is a little bit different, and in the face of a situation you’ve never encountered, it’s important to have a solid grasp of the fundamental concepts of building science when the hard and fast rules don’t apply . The home performance industry is gaining momentum, and has the potential to expand greatly as energy costs continue to rise. It is imperative that we remain vigilant about protecting the health and safety of our workers and our customers. It only takes a few news stories about a family that got sick after their home was tightened by a home performance contractor to scare off potential customers and taint the reputation of the entire industry.     The Campbell Creek project is funded and managed by the Tennessee Valley Authority (TVA) Technology Innovation, Energy Efficiency, Power Delivery & and Utilization Office. Technical support is provided under contract by the Oak Ridge National Laboratory (ORNL) and the Electric Power Research Institute.The project was designed to determine the relative energy efficiency of typical new home construction, energy efficiency retrofitting of existing homes, and high -performance new homes built from the ground up for energy efficiency. This project will compare three houses that represented the current construction practice as a base case (Builder House CC1); a modified house that could represent a major energy- efficient retrofit (Retrofit House CC2); and a house constructed from the ground up to be a high- performance home (High Performance House CC3). In order tTo enablehave a valid comparison, it was necessary to simulate occupancy in all three houses and heavily monitor the structural components and the energy usage by component. All three houses are two story, slab on grade, framed construction. CC1 and CC2 are approximately 2,400 square feet2. CC3 has a pantry option, that is primarily used as a mechanical equipment room, that adds approximately 100 square feet2. All three houses are all-electric (with the exception of a gas log fireplace that is not used during the testing), and use air-source heat pumps for heating and cooling. The three homes are located in Knoxville in the Campbell Creek Subdivision. CC1 and CC2 are next door to each other and CC3 is across the street and a couple of houses down. The energy data collected will be used to determine the benefits of retrofit packages and high -performance new home packages. There are over 300 channels of continuous energy performance and thermal comfort data collection in the houses (100 for each house). The data will also be used to evaluate the impact of energy -efficient upgrades ton the envelope, mechanical

    Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As a local sponsor for HPwES, Austin Energy's HPwES program offers a complete home energy assessment and a list of recommendations for efficiency improvements, along with cost estimates. The owner can choose to implement only one or the complete set of energy conservation measures. Austin Energy facilitates the process by providing economic incentives to the homeowner through its HPwES Loan program and its HPwES Rebate program. In 2005, the total number of participants in both programs was approximately 1,400. Both programs are only available for improvements made by a participating HPwES contractor. The individual household billing data - encompassing more than 7,000 households - provided by Austin Energy provides a rich data set to estimate the impacts of its HPwES program. The length of the billing histories is sufficient to develop PRISM-type models of electricity use based on several years of monthly bills before and after the installation of the conservation measures. Individual household savings were estimated from a restricted version of a PRISM-type regression model where the reference temperature to define cooling (or heating degree days) was estimated along with other parameters. Because the statistical quality of the regression models varies across individual households, three separate samples were used to measure the aggregate results. The samples were distinguished on the basis of the statistical significance of the estimated (normalized) cooling consumption. A normalized measure of cooling consumption was based on average temperatures observed over the most recent nine-year period ending in 2006. This

    Through the Chicagoland Single Family Housing Characterization and Retrofit Prioritization report, the Partnership for Advanced Residential Retrofit research team characterized 15 housing types in the Chicagoland region based on assessor data, utility billing history, and available data from prior energy efficiency programs. Within these 15 groups, a subset showed the greatest opportunity for energy savings based on BEopt Version 1.1 modeling of potential energy efficiency package options and the percent of the housing stock represented by each group. In this project, collected field data from a whole-home program in Illinois are utilized to compare marketplace-installed measures to the energy saving optimal packages previously developed for the 15 housing types. Housing type, conditions, energy efficiency measures installed, and retrofit cost information were collected from 19 homes that participated in the Illinois Home Performance with ENERGY STAR program in 2012, representing eight of the characterized housing groups. Two were selected for further case study analysis to provide an illustration of the differences between optimal and actually installed measures. Taken together, these homes are representative of 34.8% of the Chicagoland residential building stock. In one instance, actual installed measures closely matched optimal recommended measures.

    Home Energy Magazine has been publishing articles about residential energy efficiency for 30 years. Its goal has been to disseminate technically reliable and neutral information to the practitioners, that is, professionals in the business of home energy efficiency. The articles, editorials, letters, and advertisements are a kind of window on the evolution of energy conservation technologies, policies, and organizations. Initially, the focus was on audits and simple retrofits, such as weatherstripping and insulation. Instrumentation was sparse sometimes limited to a ruler to measure depth of attic insulation and a blower door was exotic. CFLs were heavy, awkward bulbs which might, or might not, fit in a fixture. Saving air conditioning energy was not a priority. Solar energy was only for the most adventurous. Thirty years on, the technologies and business have moved beyond just insulating attics to the larger challenge of delivering home performance and achieving zero net energy. This shift reflects the success in reducing space heating energy and the need to create a profitable industry by providing more services. The leading edge of the residential energy services market is becoming much more sophisticated, offering both efficiency and solar systems. The challenge is to continue providing relevant and reliable information in a transformed industry and a revolutionized media landscape.

    The Kaupuni community consists of 19 affordable net-zero energy homes that were built within the Waianae Valley of Oahu, Hawaii in 2011. The project was developed for the native Hawaiian community led by the Department of Hawaiian Homelands. This paper presents a comparison of the modeled and measured energy performance of the homes. Over the first year of occupancy, the community as a whole performed within 1% of the net-zero energy goals. The data show a range of performance from house to house with the majority of the homes consistently near or exceeding net-zero, while a few fall short of the predicted net-zero energy performance. The impact of building floor plan, weather, and cooling set point on this comparison is discussed. The project demonstrates the value of using building energy simulations as a tool to assist the project to achieve energy performance goals. Lessons learned from the energy performance monitoring has had immediate benefits in providing feedback to the homeowners, and will be used to influence future energy efficient designs in Hawaii and other tropical climates.

    Two manufactured active solar homes using air collectors and rock storage were designed, bult and are being tested. The cooperative, DOE-funded project involves. Boise Cascade Corporation and the Idaho National Engineering Laboratory (INEL). The two primary goals of the project are to develop an active solar heating system that is cost-effective now, and to provide significant market penetration through the involvement of Boise Cascade, a major manufacturer of factory built houses. A brief discussion of the houses and solar systems is included, with more detailed discussion of the desktop-computer based data acquisition system and initial performance results. The 1979 cooling season data indicated a need for modifications to achieve adequate cooling system performance. Data from the heating season showed good agreement with calculations, especially the house heat loss coefficient. However, solar heating fractions were lower than predicted and an examination of the collector operating efficiency showed the collector losses to be approximately three times higher than predicted. Tests are underway to better understand the large collection losses. Comparison of the performance data and f-chart predictions shows significant differences, with predicted solar fractions being lower than actual. The solar domestic hot water preheating system performed reasonably well, with significant thermal losses noticed from the auxiliary hot water heater. Recommendations are made for the design of solar air-heating systems.

    By working with builder partners on test homes, researchers from the U.S. Department of Energys Building America program can vet whole-house building strategies and avoid potential unintended consequences of implementing untested solution packages on a production scale. To support this research, Building America team Consortium for Advanced Residential Buildings (CARB) partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, Connecticut. The philosophy and science behind the 2,700 ft2 Performance House was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adaptable to the needs of homeowners. The technologies and strategies used in the Performance House were best practices rather than cutting edge, with a focus on simplicity in construction, maintenance, and operation. Achieving 30% source energy savings compared with a home built to the 2009 International Energy Conservation Code in the cold climate zone requires that nearly all components and systems be optimized. Careful planning and design are critical. The end result was a DOE Challenge Home that achieved a Home Energy Rating System (HERS) Index Score of 20 (43 without photovoltaics [PV]).

    This study used EnergyPlus to investigate humidity issues on a typical mid-1990s reference home, a 2006 International Energy Conservation Code home, and a high-performance home in a hot-humid climate; the study confirmed that supplemental dehumidification should be provided to maintain space relative humidity below 60% in a hot-humid climate.

Utility peak electric load comparisons of these dual-fuel homes provide an assessment of envelope and equipment improvements. The control home used natural gas for space and water heating only, while the improved homes had gas heating and major appliances with the exception of a high efficiency heat pump in one home. Data collection began in July of 2009 and continued through April of 2011. Energy ratings for the homes yielded E-Scales (aka HERS indices) of 86 for the control home, 54 for one improved home and 37 for the other home which has a 2.4kW photovoltaic array.

BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense(R) Efficient Hot Water Distribution requirement.

    IBACOS monitored 37 homes during the late summer and early fall of 2014 in a hot and humid climate to better understand indoor comfort conditions. These homes were constructed in the last several years by four home builders that offered a comfort and performance guarantee for the homes. The homes were located in one of four cities: Tampa, Florida; Orlando, Florida; Houston, Texas; and San Antonio, Texas. Temperature and humidity data were collected from the thermostat and each room of the house using small, battery-powered data loggers. To understand system runtime and its impact on comfort, supply air temperature also was measured on a 1-minute interval. Overall, the group of homes only exceeded a room-to-room temperature difference of 6 degrees Fahrenheit for 5% of the time.

    FSEC conducted energy performance monitoring of two existing residences in Central Florida that were undergoing various retrofits. These homes were occupied by FSEC researchers and were fully instrumented to provide detailed energy, temperature, and humidity measurements. The data provided feedback about the performance of two levels of retrofit in two types of homes in a hot-humid climate. This report covers a moderate-level retrofit and includes two years of pre-retrofit data to characterize the impact of improvements. The other home is a 'deep energy retrofit' (detailed in a separate report) that has performed at near zero energy with a photovoltaic (PV) system and extensive envelope improvements.

The report discusses industry trends, market drivers, different business models, and points of entry for existing and new businesses hoping to enter the home performance contracting industry.
