    The Portsmouth plant is one of two U.S. Department of Energy (DOE)-owned, contractor-managed uranium enrichment facilities in operation. As of July 1, 1993, responsibility for implementing environmental compliance at the facility was split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a government-owned corporation formed by the National Energy Policy Act of 1992, to operate the nation`s uranium enrichment business. The management contractor for DOE is Lockheed Martin Energy Systems (formerly Martin Marietta Energy Systems), which is responsible for waste management, environmental restoration, removal of highly enriched uranium (HEU), and operation of nonleased facilities at the Portsmouth Gaseous Diffusion Plant (DOE/PORTS). Lockheed Martin Utility Services (formerly Martin Marietta Utility Services) provides management services for USEC. The Nuclear Regulatory Commission will assume direct oversight of USEC operations in 1997. Until then, DOE will provide oversight of nuclear safety and safeguards and security. DOE/PORTS is located on about six square miles in Pike County, Ohio. The County has approximately 24,250 residents. The total population within 50 miles of the plant is about 900,000. The main process at PORTS has been the separation of uranium isotopes through gaseous diffusion. Uranium is no longer enriched by DOE at PORTS. The uranium enrichment production operation facilities at the site are leased to USEC and are managed and operated by Lockheed Martin Utility Services.

This report consists of two separate documents: a discussion of compliance status, data, and environmental impacts (this document); and a volume of detailed data that is available on request. The objectives of this report are to (1) report compliance status during 1995, (2) provide information about the site and DOE operations, (3) report 1995 monitoring data for the installation and its environs that may have been affected by DOE operations on the site, (4) document information on input and assumptions used in calculations, (5) provide trend analyses (where appropriate) to indicate increases and decreases in environmental impact, and (6) provide general information on quality assurance for the environmental monitoring program for DOE operations.

    Responding in 1994 to proposed budget reductions and predicted funding shortfalls, the Office of Environmental Management at the Department of Energy began working closely with its regulators and stakeholders to prioritize activities. In a series of national and site specific meetings held with representatives of states, the Environmental Protection Agency, Indian tribes and the public, the Department of Energy brought regulators and other stakeholders into its budget development process in a {open_quotes}bottoms up{close_quotes} approach to the prioritization of activities at each of its sites. This paper presents an overview of this process which began last year and will highlight its unique cooperative nature. This paper will assess ways of institutionalizing this process. It also identifies issues to be addressed in resolving matters related to future budgets. Areas of concern to the Department of Energy`s host states and their regulators will be identified as they relate to waste management, cleanup and facility transition activities.

    In several studies conducted by the Office of Environmental Management, the Department of Energy (DOE) has begun its first analysis of the benefits of stakeholder involvement. The studies seek to determine how public participation in DOE activities has contributed to cost savings, has changed the course of action for environmental projects, and has influenced the priorities of a national environmental program. This presentation will discuss the results and conclusions of following three studies: Stakeholder Survey of Trust and Confidence; the Success Stories study; and the Site-Specific Advisory Board Evaluation. These studies are taking their data from environmental management projects at Department of Energy sites throughout the United States. The studies of stakeholder involvement are currently analyzing the role of several variables in stakeholder involvement including the climate surrounding the environmental project or decision, the strategies used by DOE, the nature of the actual interactions, the attempts to reach consensus among interested parties, the role played by primary decision-makers, the goals set by the Department or by its stakeholders, and the revision of strategies during the stakeholder involvement process. Based on this analysis the planning and execution of future stakeholder involvement activities in Environmental Management will be improved. The study goal of establishing a set of factors that characterize successful stakeholder involvement within the Environmental Management program, will allow inference as to stakeholder involvement in other Federal and private environmental projects.

    The Portsmouth Gaseous Diffusion Plant (PORTS) is one of two U.S. Department of Energy (DOE)-owned contractor-managed uranium enrichment facilities operating in the United States. Responsibility for implementing environmental compliance at PORTS is split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a corporation formed by the Energy Policy Act of 1992 to operate the nation's uranium enrichment business. The uranium enrichment production and operations facilities at the site are leased to USEC. Martin Marietta Energy Systems and Lockheed Martin Energy Systems were the management contractors for DOE from November 1986 through March 1998. On April 1, 1998, Bechtel Jacobs Company LLC assumed responsibility as the management contractor for DOE. Bechtel Jacobs Company is responsible for environmental restoration, waste management, removal of highly enriched uranium, and operation of nonleased facilities (facilities that are not leased to USEC) at PORTS. This report does not cover USEC operations at PORTS.

    This report was prepared to support development of the Department of Energy Environmental Management cost infrastructure -- a new capability to independently estimate and analyze costs. Currently, the cost data are reported according to a structure that blends level of effort tasks with product and process oriented tasks. Also. the budgetary inputs are developed from prior year funding authorizations and from contractor-developed parametric estimates that have been adjusted to planned funding levels or appropriations. Consequently, it is difficult for headquarters and field-level activities to use actual cost data and technical requirements to independently assess the costs generated and identify trends, potential cost savings from process improvements, and cost reduction strategies.

    The American Recovery and Reinvestment Act of 2009 emphasizes energy efficiency and conservation as critical to the Nation's economic vitality; its goal of reducing dependence on foreign energy sources; and, related efforts to improve the environment. The Act highlights the significant use of various forms of energy in the Federal sector and promotes efforts to improve the energy efficiency of Federal operations. One specific area of interest is the increasing demand for Federal sector computing resources and the corresponding increase in energy use, with both cost and environmental implications. The U.S. Environmental Protection Agency reported that, without aggressive conservation measures, data center energy consumption alone is expected to double over the next five years. In our report on Management of the Department's Data Centers at Contractor Sites (DOE/IG-0803, October 2008) we concluded that the Department of Energy had not always improved the efficiency of its contractor data centers even when such modifications were possible and practical. Despite its recognized energy conservation leadership role, the Department had not always taken advantage of opportunities to reduce energy consumption associated with its information technology resources. Nor, had it ensured that resources were managed in a way that minimized impact on the environment. In particular: (1) The seven Federal and contractor sites included in our review had not fully reduced energy consumption through implementation of power management settings on their desktop and laptop computers; and, as a consequence, spent $1.6 million more on energy costs than necessary in Fiscal Year 2008; (2) None of the sites reviewed had taken advantage of opportunities to reduce energy consumption, enhance cyber security, and reduce costs available through the use of techniques, such as 'thin-client computing' in their unclassified environments; and, (3) Sites had not always taken the necessary steps to reduce

  11. Environmental restoration activities at the US Department of Energy's Pinellas Plant

    The Pinellas Plant, located in Largo, Florida, is part of the US Department of Energy's (DOE) weapons complex. GE Neutron Devices (GEND) has initiated an extremely aggressive, proactive Environmental Restoration (ER) Program at the Pinellas Plant. The ER program was started by AL to investigate environmental concerns associated with past waste management practices and procedures at DOE weapons installations. The Pinellas Plant has been involved with ER activities since the mid 1980's when the DOE's Pinellas Area Office (PAO) entered a voluntary cleanup agreement with the Florida Department of Environmental Regulation (FDER). The agreement was for the remediation of an adjacent parcel of property previously owned, and used for disposal of drums containing waste solvents and resins. Remediation issues at the Pinellas Plant are equivalent to those experienced by many private industries; for example, limited volatile organic compound (VOC) and heavy metal contamination of the surficial aquifer system and heavy metal contamination of soils. ER activities in progress are aimed toward: confining, repositioning and remedying areas of heavy metal and VOC contaminants found within the surficial aquifer system; consistency with EPA's draft Corrective Action rules which state the corrective action program will be to expedite cleanup results by requiring (taking) sensible early action to control environmental problems;'' protection of a US Department of Interior (DOI) designated national wetland; and to ensure that risk to human health and safety and to the environment posed by the plants past, present and future operations are either eliminated or reduced to acceptable, safe levels. This paper will summarize the progress made and the strategies of the Pinellas Plant ER program as well as implementation of interim remedial actions.

    The U.S. Department of Energy (US DOE) has mobilized its National Laboratories to address the broad range of environmental effects of ocean and river energy development. The National Laboratories are using a risk-based approach to set priorities among environmental effects, and to direct research activities. Case studies will be constructed to determine the most significant environmental effects of ocean energy harvest for tidal systems in temperate estuaries, for wave energy installations in temperate coastal areas, wave installations in sub-tropical waters, and riverine energy installations in large rivers. In addition, the National Laboratories are investigating the effects of energy removal from waves, tides and river currents using numerical modeling studies. Laboratory and field research is also underway to understand the effects of electromagnetic fields (EMF), acoustic noise, toxicity from anti-biofouling coatings, effects on benthic habitats, and physical interactions with tidal and wave devices on marine and freshwater organisms and ecosystems. Outreach and interactions with stakeholders allow the National Laboratories to understand and mitigate for use conflicts and to provide useful information for marine spatial planning at the national and regional level.

    The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities. The MYPP summarizes the program areas and the scope of activities within each program area proposed for the next five years to improve safety and reduce costs and environmental impacts associated with waste processing; authorized budget levels will impact how much of the scope of activities can be executed, on a year-to-year basis.     The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

    This environmental assessment (EA) focuses on the long-term (1985-2000) impacts of the US Department of Energy (DOE) electric and hybrid vehicle (EHV) program. This program has been designed to accelerate the development of EHVs and to demonstrate their commercial feasibility as required by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976 (P.L. 94-413), as amended (P.L. 95-238). The overall goal of the program is the commercialization of: (1) electric vehicles (EVs) acceptable to broad segments of the personal and commercial vehicle markets, (2) hybrid vehicles (HVs) with range capabilities comparable to those of conventional vehicles (CVs), and (3) advanced EHVs completely competitive with CVs with respect to both cost and performance. Five major EHV projects have been established by DOE: market demonstration, vehicle evaluation and improvement, electric vehicle commercialization, hybrid vehicle commercialization, and advanced vehicle development. Conclusions are made as to the effects of EV and HV commercialization on the: consumption and importation of raw materials; petroleum and total energy consumption; ecosystems impact from the time of obtaining raw material through vehicle use and materials recycling; environmental impacts on air and water quality, land use, and noise; health and safety aspects; and socio-economic factors.     This report presents the findings of the Interagency Requirements Review of the Department of Energy (DOE) Environmental Restoration and Waste Management (ERWM) Program. The review was requested by Admiral Watkins to help determine the FY 1993 funding levels necessary to meet all legal requirements. The review was undertaken by analysts from the Office of Management and Budget (OMB) and Army Corps of Engineers, reporting to an Interagency Group (IAG) of senior Administration officials concerned with environmental cleanup issues. The purpose of the study was to determine the level of finding needed in FY 1993 for each ERWM Field Office to comply with all Federal, State, and local government legal requirements; all DOE Orders that establish standards for environment, safety and health (ES and H) management; and for prudent investments in other discretionary and management activities such as upgrading administrative buildings, information systems, etc. The study also reviewed the cost estimates supporting the ERWM proposed budget, including direct costs (labor, equipment) and indirect costs (administrative, landlord services, contractor overhead). The study did not analyze whether the Federal/State legal requirements and DOE Orders were necessary or whether the proposed clean-up remedies represent the most cost effective alternatives available.

Environmental control technology is an integral part of the DOE energy technology R, D, and D effort. As the third in a series of annual reports on environmental control R, D, and D activities within DOE, this report may serve as a basis for evaluating program trends. The report presents background material that contributes to the capability to evaluate and assess the environmental control accomplishments, issues, gaps, and overlaps associated with energy development within DOE, in conjunction with other agencies, and in the private sector. A measure of the change in emphasis in the environmental control technology activities within DOE is also presented, indicating shifts, if any, in funding levels for each of the energy technologies. Total DOE FY 1979 budget outlay allocated to environmental control activities was $421,533,000, or 5.0% of the total FY 1979 DOE budget. This report summarizes the inputs received from the energy technology areas.     The report that follows is a summary of the U.S. Department of Energy Portsmouth Annual Site Environmental Report for 2012 (ASER), regarding PORTS located near Piketon, Ohio. The summary has been compiled by the 2015 WHS Environmental Science class, made up of juniors and seniors at WHS during the 2014-2015 school year. Even with most of the class having lived in this region for their entire lives, it became apparent how little of the workings of the plant were known by the members of the class. In the process of putting this summary together, we were able to gain a better understanding of the history, function, and possible future of the site. The presentations provided by Ohio University, Fluor-B&W Portsmouth LLC (FBP), U.S. DOE, and Rio Grande University were greatly appreciated and provided invaluable understanding of the materials which we were asked to summarize. Not only did we learn from the presentations, but we greatly enjoyed the opportunities to participate in the field studies that gave us a glimpse into what is being done at the plant site to ensure the environmental safety of people and wildlife of this region. Our goal from this summary has been to make the information concerning the monitoring and cleanup of the PORTS facility better understood by the people who it most affects. We hope that this summary makes the information useful to you and that you can gain a better understanding of the cleanup processes that are going on around the site to ensure your safety. Though it has been hard work, we appreciate the opportunity that we have been presented with to learn and share with the people of our community.

Currently, EM is cooperating with Rosatom and the Ukraine's CC-IRL to explore issues related to high-level waste and to investigate experience and technologies that could support EM site cleanup needs. EM is currently implementing five collaborative projects with other international institutes on nuclear waste issues: (1) Application of the Cold Crucible Induction Heated Melter to DOE Wastes; SIA Radon, Moscow. (5) Long-term Impacts from Radiation/Contamination within the Chornobyl Exclusion Zone, Chornobyl Center, International Radioecology Laboratory, Ukraine The purpose of this paper is to provide an overview of EM's objectives for participating in cooperative activities with various international institutes.     This report contains the environmental setting information developed for 25 U.S. Department of Energy (DOE) installations in support of the DOE`s Programmatic Environmental Impact Study (PEIS) and the Baseline Environmental Management Report (BEMR). The common objective of the PEIS and the BEMR is to provide the public with information about the environmental contamination problems associated with major DOE facilities across the country, and to assess the relative risks that radiological and hazardous contaminants pose to the public, onsite workers, and the environment. Environmental setting information consists of the site-specific data required to model (using the Multimedia Environmental Pollutant Assessment System) the atmospheric, groundwater, and surface water transport of contaminants within and near the boundaries of the installations. The environmental settings data describes the climate, atmospheric dispersion, hydrogeology, and surface water characteristics of the installations. The number of discrete environmental settings established for each installation was governed by two competing requirements: (1) the risks posed by contaminants released from numerous waste sites were to be modeled as accurately as possible, and (2) the modeling required for numerous release sites and a large number of contaminants had to be completed within the limits imposed by the PEIS and BEMR schedule. The final product is the result of attempts to balance these competing concerns in a way that minimizes the number of settings per installation in order to meet the project schedule while at the same, time providing adequate, if sometimes highly simplified, representations of the different areas within an installation. Environmental settings were developed in conjunction with installation experts in the fields of meteorology, geology, hydrology, and geochemistry.

The analysis performed for the PEIS included the development of life-cycle cost estimates for the different waste management alternatives being considered. These cost estimates were used in the PEIS to support the identification and evaluation of economic impacts. Information developed during the preparation of the life-cycle cost estimates was also used to support risk and socioeconomic analyses performed for each of the alternatives. This technical report provides an overview of the methodology used to develop the life-cycle cost estimates for the PEIS alternatives. The methodology that was applied made use of the Waste Management Facility Cost Information Reports, which provided a consistent approach and estimating basis for the PEIS cost evaluations. By maintaining consistency throughout the cost analyses, life-cycle costs of the various alternatives can be compared and evaluated on a relative basis. This technical report also includes the life-cycle cost estimate results for each of the PEIS alternatives evaluated. Summary graphs showing the results for each waste type are provided and tables showing different breakdowns of the cost estimates are provided. Appendix E contains PEIS cost information that was developed using an approach different than the standard methodology described in this report. Specifically, costs for high-level waste are found in this section, as well as supplemental costs for additional low-level waste and hazardous waste alternatives.

    The Pennsylvania Department of Environmental Protection (DEP) has undertaken a path to build''high performance green'' buildings as part of the objectives of the Governors Green Government Council. The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.

    The Department of Energy`s Environmental Management Science Program (EMSP) serves as a catalyst for the application of scientific discoveries to the development and deployment of technologies that will lead to reduction of the costs and risks associated with cleaning up the nation`s nuclear complex. Appendix B provides details about each of the 202 research awards funded by the EMSP. This information may prove useful to researchers who are attempting to address the Department`s environmental management challenges in their work, program managers who are planning, integrating, and prioritizing Environmental Management projects, and stakeholders and regulators who are interested in the Department`s environmental challenges. The research award information is organized by the state and institution in which the lead principal investigator is located. In many cases, the lead principal investigator is one of several investigators at a number of different institutions. In these cases, the lead investigator (major collaborator) at each of the additional institutions is listed. Each research award abstract is followed by a list of high cost projects that can potentially be impacted by the research results. High cost projects are Environmental Management projects that have total costs greater than $50 million from the year 2007 and beyond, based on the March 1998 Accelerating Cleanup: Paths to Closure Draft data, and have costs or quantities of material associated with an Environmental Management problem area. High cost projects which must remain active in the year 2007 and beyond to manage high risk are also identified. Descriptions of these potentially related high cost Environmental Management projects can be found in Appendix C. Additional projects in the same problem area as a research award can be located using the Index of High Cost Environmental Management Projects by Problem Area, at the end of Appendices B and C.

    In October of 1990, the New Mexico Environment Department entered into an agreement with the US Department of Energy (DOE) to create the Department of Energy Oversight and Monitoring Program. This program is designed to create an avenue for the State to ensure DOE facilities are in compliance with applicable environmental regulations, to allow the State oversight and monitoring independent of the DOE, to allow the State valuable input into remediation decision making, and to protect the environment and the public health and safety of New Mexicans concerning DOE facility activities. This agreement, called the Agreement in Principle (AIP), includes all four of New Mexico`s DOE facilities: Los Alamos National Laboratory in Los Alamos; Sandia National Laboratories and the Inhalation Toxicology Research Institute on Kirtland Air Force Base in Albuquerque; and the Waste Isolation Pilot Plant near Carlsbad.

    This Quality Assessment Program (QAP) is designed to test the quality of the environmental measurements being reported to the Department of Energy by its contractors. Since 1976, real or synthetic environmental samples that have been prepared and thoroughly analyzed at the Environmental Measurements Laboratory (EML) have been distributed at first quarterly and then semi-annually to these contractors. Their results, which are returned to EML within 90 days, are compiled with EML`s results and are reported back to the participating contractors 30 days later. A summary of the reported results is available to the participants 3 days after the reporting deadline via a modem-telephone connection to the EML computer. This report presents the results from the analysis of the 38th set of environmental quality assessment samples (QAP XXXVIII) that were received on or before June 2, 1993.
