    Monthly averaged data is presented which describes the availability of solar radiation at 248 National Weather Service stations. Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3/sup 0/C (65/sup 0/F). For each station, global anti K/sub T/ (cloudiness index) were calculated on a monthly and annual basis. At a fraction of the cost, it is over 200 times faster and up to 25 times more accurate than competing 3-DOF sensors. Applications range from flexible manufacturing to a 6-DOF mouse for computers. Until now, highly agile and accurate machines have been limited by their inability to adjust to changes in their tasks. By enabling them to sense all six degrees of position, these machines can now adapt to new and complicated tasks without human intervention or delay--simplifying production, reducing costs, and enhancing the value and capability of flexible manufacturing. 3 figs.

    Brigham City owns and operates its own municipal power system which currently includes several hydroelectric facilities. This project was to update the efficiency and capacity of current hydro production due to increased water flow demands that could pass through existing generation facilities. During 2006-2012, this project completed efficiency evaluation as it related to its main objective by completing a feasibility study, undergoing necessary City Council approvals and required federal environmental reviews. As a result of Phase 1 of the project, a feasibility study was conducted to determine feasibility of hydro and solar portions of the original proposal. The results indicated that the existing Hydro plant which was constructed in the 1960’s was running at approximately 77% efficiency or less. Brigham City proposes that the efficiency calculations be refined to determine the economic feasibility of improving or replacing the existing equipment with new high efficiency equipment design specifically for the site. Brigham City completed the Feasibility Assessment of this project, and determined that the Upper Hydro that supplies the main culinary water to the city was feasible to continue with. Brigham City Council provided their approval of feasibility assessment’s results. The Upper Hydro Project include removal of the existing powerhouse equipment and controls and demolition of a section of concrete encased penstock, replacement of penstock just upstream of the turbine inlet, turbine bypass, turbine shut-off and bypass valves, turbine and generator package, control equipment, assembly, start-up, commissioning, Supervisory Control And Data Acquisition (SCADA), and the replacement of a section of conductors to the step-up transformer. Brigham City increased the existing 575 KW turbine and generator with an 825 KW turbine and generator. Following the results of the feasibility assessment Brigham City pursued required environmental reviews with the DOE and

    The Computerized Instrumented Residential Audit (CIRA), a micro-computer building energy analysis program developed at Lawrence Berkeley Laboratory, uses a monthly variable-base degree-day method to calculate heating and cooling loads. The method's unique feature is its ability to model thermostat setbacks and storage of solar gain. The program accomplishes this by dividing each day into two periods, ''average day'' (8 a.m. to 8 p.m.) and ''average night'' (8 p.m. to 8 a.m.), with different base temperatures. For each mode (heating or cooling) and for each period (day or night), the program reconstructs degree-days as a function of average monthly day or night temperature using three empirical coefficients specific to the location. A comparison is made between degree-days computed from hourly weather tapes and those predicted using this method. The root mean square error between predicted and actual degree days is typically between 3 and 12 degree-days per month. Tables of the coefficients are given for over 150 locations in the United States, computed from hourly dry-bulb temperatures on TRY and TMY tapes. Seasonal predictions of heating and cooling energy budgets using this method show good correspondence to the DOE-2 hourly simulation method.

    A multi-degree-of-freedom vehicle employs a compliant linkage to accommodate the need for a variation in the distance between drive wheels or drive systems which are independently steerable and drivable. The subject vehicle is provided with rotary encodes to provide signals representative of the orientation of the steering pivot associated with each such drive wheel or system, and a linear encoder which issues a signal representative of the fluctuations in the distance between the drive elements. The wheels of the vehicle are steered and driven in response to the linear encoder signal, there being provided a controller system for minimizing the fluctuations in the distance. The controller system is a software implementation of a plurality of controllers, operating at the chassis level and at the vehicle level. A trajectory interpolator receives x-displacement, y-displacement, and .theta.-displacement signals and produces to the vehicle level controller trajectory signals corresponding to interpolated control signals. The x-displacement, y-displacement, and .theta.-displacement signals are received from a human operator, via a manipulable joy stick.

    Zirconium has recently garnered attention for use as a diffusion barrier between UMo nuclear fuels and Al cladding alloys. Interdiffusion and reactions between Zr and Al, Al-2 wt.% Si, Al-5 wt.% Si or AA6061 were investigated using solid-to-solid diffusion couples annealed in the temperature range of 425 degrees to 625 degrees C. In the binary Al and Zr system, the Al3Zr and Al2Zr phases were identified, and the activation energy for the growth of the Al3Zr phase was determined to be 347 kJ/mol. Negligible diffusional interactions were observed for diffusion couples between Zr vs. Al-2 wt.% Si, Al-5 wt.% Si and AA6061 annealed at or below 475 degrees C. In diffusion couples with the binary AlSi alloys at 560 degrees C, a significant variation in the development of the phase constituents was observed including the thick t1 (Al5SiZr2) with Si content up to 12 at.%, and thin layers of (Si,Al)2Zr, (Al,Si)3Zr, Al3SiZr2 and Al2Zr phases. The use of AA6061 as a terminal alloy resulted in the development of both T1 (Al5SiZr2) and (Al,Si)3Zr phases with a very thin layer of (Al,Si)2Zr. At 560 degrees C, with increasing Si content in the AlSi alloy, an increase in the overall rate of diffusional interaction was observed; however, the diffusional interaction of Zr in contact with multicomponent AA6061 with 0.40.8 wt.% Si was most rapid.

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    A study has been conducted in Newell Creek Canyon near Oregon City, Oregon, T3S, T2S, R2E. A landslide inventory has located 53 landslides in the 2.8 km[sup 2] area. The landslides range in area from approximately 15,000m[sup 2] to 10m[sup 2]. Past slides cover an approximate 7% of the canyon area. Landslide processes include: slump, slump-translational, slump-earthflow and earthflow. Hard, impermeable clay-rich layers in the Troutdale Formation form the failure planes for most of the slides. Slopes composed of Troutdale material may seem to be stable, but when cuts and fills are produced, slope failure is common because of the perched water tables and impermeable failure planes. Good examples of cut and fill failures are present on Highway 213 which passes through Newell Creek Canyon. Almost every cut and fill has failed since the road construction began. The latest failure is in the fill located at mile-post 2.1. From data gathered, a slope stability risk map was generated. Stability risk ratings are divided into three groups: high, moderate and low. High risk of slope instability is designated to all landslides mapped in the slide inventory. Moderate risk is designated to slopes in the Troutdale Formation greater than 8[degree]. Low risk is designated to slopes in the Troutdale Formation less than 8[degree].

    The demands of energy consumption have been projected as a key factor that affects an economy at the city, national, and international level. Contributions to total U.S. greenhouse gas emissions in 2012 by various urban sectors include electricity (31%), transportation (28%), industry (20%), agriculture (10%), and commercial and residential (10%). Moreover, the heavy demands of energy consumption in the cities by residents, commercial businesses, industries, and transportation are important for maintaining and sustaining sufficient economic growth. The purpose of this study is to investigate the relationships between population trends, historical energy consumptions, the changes of average electricity price, average annual temperature, and extreme weather events for three selected cities: New York, Chicago, and Los Angeles. These cities are exemplary of, metropolitan areas in the East, Middle, and the Western regions of the U.S. Here, we find that the total energy consumptions of New York, Chicago, and Los Angeles are influenced to various degrees by changes in population, temperature and the average price of electricity and that only one city, Los Angeles, does price significantly affect electricity use. Our finding has implications for policy making, suggesting that each city s climate, size and general economic priorities must be considered in developing climate change mitigation strategies and incentives.

    High quality graphene oxide (GO) with controllable degrees of oxidation was synthesized by simple chemical reactions inspired by approaches to unzip single wall carbon nanotubes using strong oxidizing agents. As compared to the conventional Hummers method, these reactions are less exo-therm involved without emission of toxic gases. The structural characteristics of the synthesized GO with various oxidation degrees were evaluated by x-ray diffraction, x-ray photoelectron spectroscopy, Raman spectroscopy, thermal gravimetric analysis, and UV-vis-IR spectroscopy. GO with tailored degrees of oxidation displays tunable optoelectronic properties and may have a significant impact on developing graphene- or GO-based platforms for various technological applications.

    Solar envelope zoning represents a promising approach to solar access protection. A solar envelope defines the volume within which a building will not shade adjacent lots or buildings. Other solar access protection techniques, such as privately negotiated easements, continue to be tested and implemented but none offer the degree of comprehensiveness evident in this approach. Here, the City of Los Angeles, through the Mayor's Energy Office, the City Planning Department, and the City Attorney's Office, examine the feasibility of translating the concept of solar envelopes into zoning techniques. They concluded that envelope zoning is a fair and consistent method of guaranteeing solar access, but problems of complexity and uncertainty may limit its usefulness. Envelope zoning may be inappropriate for the development of high density centers and for more restrictive community plans. Aids or tools to administer envelope zoning need to be developed. Finally, some combination of approaches, including publicly recorded easements, subdivision approval and envelope zoning, need to be adopted to encourage solar use in cities. (MHR)

    The lattice QCD studies on fluctuations and correlations of charm quantum number have established that deconfinement of charm degrees of freedom sets in around the chiral crossover temperature, Tc; i.e., charm degrees of freedom carrying fractional baryonic charge start to appear. When we reexamine those same lattice QCD data we show that, in addition to the contributions from quarklike excitations, the partial pressure of charm degrees of freedom may still contain significant contributions from open-charm-meson- and baryonlike excitations associated with integral baryonic charges for temperatures up to 1.2Tc. Finally, charm-quark quasiparticles become the dominant degrees of freedom for temperatures T>1.2Tc.

    Animal telemetry, which requires the implantation of passive transponders or active transmitters, is used to monitor and assess fish stock and conservation to gain an understanding of fish movement and behavior. As new telemetry technologies become available, studies of their effects on species of interest are imperative as is development of implantation techniques. In this study, we investigated the effects of bevel rotation (0-, 90-, 180-degree axis rotation) on wound extent, tag loss, and wound healing rates in juvenile Chinook salmon injected with an 8-gauge needle, which is required for implantation of the novel injectable Juvenile Salmon Acoustic Telemetry Systems (JSATS) acoustic transmitter or large passive integrated transponder (PIT) tags. Although the injection sites were not closed after injection (e.g., with sutures or glue), there were no mortalities, dropped tags, or indications of fungus, ulceration, and/or redness around the wound. On Day 0 and post-implantation Day 7, the 90-degree bevel rotation produced smaller wound extent than the 180-degree bevel rotation. No axis rotation (0-degrees) resulted in the PIT tag frequently misleading or falling out upon injection. The results of this study indicated the 90-degree bevel rotation was the more efficient technique, produced less wound extent. Given the wound extent compared to size of fish, we recommend researchers should consider a 90-degree rotation over the 180-degree rotation in telemetry studies. Highlights •Three degrees of needle rotation were examined for effects in Chinook salmon. •Mortality, tag loss, wound extent, healing, and infection indicators were measured. •There were no mortalities, tag loss, or indications of infection. •The 90-degree needle rotation through Day 7 produced the smallest wound extent.

    Brookhaven National Laboratory (BNL) has begun construction of a large (3.8 kilometer circumference) heavy ion collider for the Department of Energy. The collider uses superconducting magnets, operating at 4{degrees}K in supercritical helium, which meets the definition of a pressure vessel. The ASME Boiler & Pressure Vessel Code grants an exemption from impact testing to certain metals, but only for operating temperatures down to 20{degrees}K. Research and the latest change to ASTM Standard E23 have invalidated Charpy testing at 4{degrees}K, thus compliance with the Code is not possible. This effort was undertaken to identify the weld process and weld material necessary to comply with the intent of the Code (impact test) requirements, that is, to design a weld joint that will assure adequate fracture toughness. We will report the results of this development and testing, and conclude that nitrogen and maganese enhanced 385L provides a superior weld metal for 4{degrees}K cryogenic applications without the exaggerated purity concerns normally associated with superaustenitic weld materials. This development has been so successful that BNL has procured 15,000 pounds of this material for magnet production. Oxygen content, manifested as inclusion density, has the single most significant effect upon fracture toughness and impact strength. Finally, we report that GMAW is a viable welding process, using off-the-shelf equipment, for 4{degrees}K cryogenic applications.

    In this dissertation, the author develops a new method for obtaining higher degree linear approximations of nonlinear control systems. The standard approach in the analysis and synthesis of nonlinear systems is a first order approximation by a linear model. This is usually performed by obtaining a series expansion of the system at some nominal operating point and retaining only the first degree terms in the series. The accuracy of this approximation depends on how far the system moves away from the normal point, and on the relative magnitudes of the higher degree terms in the series expansion. The approximation is achieved by finding an appropriate nonlinear coordinate transformation-feedback pair to perform the higher degree linearization. With the proposed method, one can improve the accuracy of the approximation up to arbitrarily higher degrees, provided certain solvability conditions are satisfied. The Hunt-Su linearizability theorem makes these conditions precise. This approach is similar to Poincare's Normal Form Theorem in formulation, but different in its solution method. After some mathematical background the author derives a set of equations (called the Homological Equations). A solution to this system of linear equations is equivalent to the solution to the problem of approximate linearization. However, it is generally not possible to solve the system of equations exactly. He outlines a method for systematically finding approximate solutions to these equations using singular value decomposition, while minimizing an error with respect to some defined norm.

    Atomic absorption (AA) analysis was employed to determine, for the first time in this country, lead concentrations in aerosols collected in Nuclepore filter media during the months of February and March (1980) in Guatemala City, Guatemala. In particular, the lead in the atmospheric fine particulate was measured in different downtown locations around noontime and in a single location at 1-h intervals throughout the day. The first was used to study short-term variations from one location to the other, and the second one was used to correlate parameters such as traffic density and wind velocity with the levels of airborne lead on the same day. In addition, this paper presents a brief discussion of the lead content in Guatemalan gasoline, the lead levels in street dusts, and the total suspended particulate matter in downtown Guatemala City.

The purpose of the grant funds was to achieve energy savings in residential and commercial buildings through energy efficiency upgrades such as air sealing and insulation.

    The levels of particulate matter are of concern since they may induce severe effects on public health and is the second atmospheric pollution problem in Mexico City. Another noticeable effect in large cities attributable to particulate matter, is the deterioration of visibility. In this paper the analysis of the data of TSP and PM10 during 1988 to 1996 is presented. The seasonal variation of particulate matter, the typical ratios of PM10/TSP and relationships of the two variables were determined. It was found that PM10 concentrations show an important tendency to decrease during this period, due to some control strategies, although this is not the case for TSP. The monthly trend exhibits a clear relationship with the dry (October through April) and wet (May through September) seasons. The particulate matter concentrations are lower during the wet season. The hourly behavior shows that the highest concentrations are correlated with the traffic rush hours. The most TSP polluted area was the northeast, meanwhile the southeast is the most PM10 polluted area. There is a clear evidence of the particulate matter transportation from these areas to other sites of the City.

    The U.S. Department of Energy's (DOE) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. A national network of nearly 100 Clean Cities coalitions brings together stakeholders in the public and private sectors to deploy alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Each year DOE asks Clean Cities coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT). NREL analyzes the data and translates them into petroleum-use reduction impacts, which are summarized in this report.

    The scattering of particles with a small number of internal degrees of freedom is considered. Billiard formalism is used to study the scattering of two such structurally complex particles. The main scattering characteristics are found. Various types of scattering modes are revealed. In particular, a mode is detected when the velocity of motion of such particles away from each other is higher than their approach velocity before the collision. The scattering of such particles is shown to occur after a finite number of collisions. A generalized Newton law is proposed for the collision of particles with a small number of degrees of freedom, and the form of the effective coefficient of restitution is found.

    The objective of this research is to determine the effect of heat treatment of cold-worked V-Ti and V-Cr-Ti alloys on their resulting microstructures and to correlate the results with the physical and mechanical properties of these alloys. Annealing of 85% cold-worked unalloyed V and V-(1-18)Ti alloys for 1 hr at 180 to 1200{degree}C results in hardness maxima at 180-250{degree}C, 420-600{degree}C, and 1050-1200{degree}C and in hardness minima at 280-360{degree}C and, depending on Ti concentration in the alloy, at 840-1050{degree}C. Annealing of 85% cold-worked V-(4-15)Cr-(3-6)Ti alloys for 1 hr at 180{degree}C to 1200{degree}C results in harness maxima at 180-250{degree}C, 420-800{degree}C, and 1050-1200{degree}C, and in hardness minima at 280-360{degree}C and 920-1050{degree}C.
