    Entry into hazardous areas without the proper protective equipment is extremely dangerous and must be prevented whenever possible. Current postings of radiological hazards at the Rocky Flats Environmental Technology Site (RFETS) do not incorporate recent findings concerning effective warning presentation. Warning information should be highly visible, quickly, and easily understood. While continuing to comply with industry standards (e.g., Department of Energy (DOE) guidelines), these findings can be incorporated into existing radiological sign design, making them more effective in terms of usability and compliance. Suggestions are provided for designing more effective postings within stated guidelines.

    The development is traced of radiocarbon dating from its birth in curiosity regarding the effects of cosmic radiation on Earth. Discussed in historical perspective are: the significance of the initial measurements in determining the course of developments; the advent of the low-level counting technique; attempts to avoid low-level counting by the use of isotopic enrichment; the gradual appearance of the environmental effect due to the combustion of fossil fuel (Suess effect); recognition of the atmosphere ocean barrier for carbon dioxide exchange; detailed understanding of the mixing mechanism from the study of fallout radiocarbon; determination of the new half-life; indexing and the assimilation problem for the massive accumulation of dates; and the proliferation of measurement techniques and the impact of archaeological insight on the validity of radiocarbon dates.     On June 26, 1987 the $270 million contract for the supply of 20 large hydraulic turbines for the Yacyreta Hydroelectric Project was signed by the Entidad Binacional Yacyreta, (a binational agency created by the governments of Argentina and Paraguay for the development of Yacyreta), and by Voith Hydro, Inc., of York, Pennsylvania, and Canadian General Electric of Montreal, Canada. Under the terms of the contract, 9 turbine units will be supplied by Voith Hydro, Inc. from its York, Pennsylvania plant, 4 units by Canadian General Electric of Montreal, and 7 units by Metanac, a consortium of Argentine manufacturers, who will utilize technology and technical assistance from Voith and CGE. The Yacyreta Project is being built on the Parana River on the border between Argentina and Paraguay. Construction at the site commenced in late 1983. Voith's portion of this contrast represents approximately $130 million dollars worth of business for its York, Pennsylvania facility.

    This slide-show presented an overview of the Constrained Progressive Reversal (CPR) method for computing decays, age dating, and spoof detecting. The CPR method is: Capable of temporal profiling a SNM sample; Precise (compared with known decay code, such a ORIGEN); Easy (for computer implementation and analysis).  We have illustrated with real SNM data using CPR for age dating and spoof detection. If SNM is pure, may use CPR to derive its age. If SNM is mixed, CPR will indicate that it is mixed or spoofed.

    The measurement of naturally occurring radioisotopes whose half lives are less than a few hundred million years but more than a few years provides information about the temporal behavior of geologic and climatic processes, the temporal history of meteoritic bodies as well as the production mechanisms of these radioisotopes. A new extremely sensitive technique for measuring these radioisotopes at tandem Van de Graaff and cyclotron facilities has been very successful though the high cost and limited availability have been discouraging. We have built and tested a low energy cyclotron for radiocarbon dating similar in size to a conventional mass spectrometer. These tests clearly show that with the addition of a conventional ion source, the low energy cyclotron can perform the extremely high sensitivity /sup 14/C measurements that are now done at accelerator facilities. We found that no significant background is present when the cyclotron is tuned to accelerate /sup 14/C negative ions and the transmission efficiency is adequate to perform radiocarbon dating on milligram samples of carbon. The internal ion source used did not produce sufficient current to detect /sup 14/C directly at modern concentrations. We show how a conventional carbon negative ion source, located outside the cyclotron magnet, would produce sufficient beam and provide for quick sampling to make radiocarbon dating milligram samples with a modest laboratory instrument feasible.

    Many modern data analysis methods involve computing a matrix singular value decomposition (SVD) or eigenvalue decomposition (EVD). Principal components analysis is the time-honored example, but more recent applications include latent semantic indexing, hypertext induced topic selection (HITS), clustering, classification, etc. Though the SVD and EVD are well-established and can be computed via state-of-the-art algorithms, it is not commonly mentioned that there is an intrinsic sign indeterminacy that can significantly impact the conclusions and interpretations drawn from their results. Here we provide a solution to the sign ambiguity problem and show how it leads to more sensible solutions.

    The unique liquid ironmaking process of HIsmelt{reg_sign} technology produces LD-quality hot metal or pig iron using lower-quality iron ore and non-coking coal, and a variety of iron and carbon-bearing mill wastes, without blending or agglomeration. A HIsmelt facility can replace an obsolete blast furnace in a brownfield application or can be the iron-producing component of a greenfield state-of-the-art steelmaking plant. Two companies in China have signed license agreements to build HIsmelt facilities, but are waiting until the plant in Kwinana, Australia operates for 3 months without any shutdowns or delays before they start construction on their plants.

    Recent innovations in light-emitting diode (LED) exit signs may make LED signs the best choice among the energy efficient options available. In the past, LED signs have offered low power consumption, projected long lamp life, and low maintenance requirements. Now, the best of the LED signs also offer improved optical designs that reduce their already low power consumption while improving visibility and appearance, and even reduce their cost. LED exit signs are gaining market share, and E Source expects this technology to eventually dominate over incandescent, compact fluorescent, and electroluminescent signs. More research is needed, however, to confirm manufacturers` claims of 20-year operating lives for LED signs. Conservative estimates place the number of exit signs in US buildings at about 40 million. Although each sign represents a very small part of a building`s load, exit signs are ready targets for energy efficiency upgrades -- they operate continuously and most use inefficient incandescent sources. With an LED sign, annual energy and maintenance costs can be reduced by more than 90 percent compared to a typical incandescent sign. Low annual costs help to offset the LED sign`s relatively high first cost. More than 25 utilities offer DSM incentives for energy efficient exit signs, and efficient alternatives are becoming more readily available. Recent improvements in optical designs enable many LED signs to visually out perform other sources. In addition to these benefits, LED exit signs have lower life cycle cost than most other options. The biggest barrier to their success, however, is that their first cost has been considerably higher than competing technologies. LED sign prices are falling rapidly, though, because manufacturers are continually improving optical designs of the fixtures to use fewer LEDs and thus even less energy while providing better performance.

    An iron-based amorphous metal, Fe{sub 49.7}Cr{sub 17.7}Mn{sub 1.9}Mo{sub 7.4}W{sub 1.6}B{sub 15.2}C{sub 3.8}Si{sub 2.4} (SAM2X5), with very good corrosion resistance was developed. This material was produced as a melt-spun ribbon, as well as gas atomized powder and a thermal-spray coating. Chromium (Cr), molybdenum (Mo) and tungsten (W) provided corrosion resistance, and boron (B) enabled glass formation. The high boron content of this particular amorphous metal made it an effective neutron absorber, and suitable for criticality control applications. Earlier studies have shown that ingots and melt-spun ribbons of these materials have good passive film stability in these environments. Thermal spray coatings of these materials have now been produced, and have undergone a variety of corrosion testing, including both atmospheric and long-term immersion testing. The modes and rates of corrosion have been determined in the various environments, and are reported here.

    A second-order conservative sign-preserving remapping scheme for Arbitrary Lagrangian-Eulerian (ALE) methods is developed utilising concepts of the Multidimensional Positive Definite Advection Transport Algorithm (MPDATA). The algorithm is inherently multidimensional, and so does not introduce splitting errors. The remapping is implemented in a two-dimensional, finite element ALE solver employing staggered quadrilateral meshes. The MPDATA remapping uses a finite volume discretization developed for volume coordinates. It is applied for the remapping of density and internal energy arranged as cell centered, and velocity as nodal, dependent variables. In the paper, the advection of scalar fields is examined first for test cases with prescribed mesh movement. A direct comparison of MPDATA with the performance of the van Leer MUSCL scheme indicates advantages of a multidimensional approach. Furthermore, distinctly different performance between basic MPDATA and the infinite gauge option is illustrated using benchmarks involving transport of a sign changing velocity field. Further development extends the application of MPDATA remapping to the full ALE solver with a staggered mesh arrangement for density, internal energy and momentum using volume coordinates. At present, two options of the algorithm - basic and infinite gauge - are implemented. To ensure a meaningful assessment, an identical Lagrangian solver and computational mesh update routines are used with either MPDATA or van Leer MUSCL remapping. The evaluation places particular focus on the abilities of both schemes to accurately model multidimensional problems. Theoretical considerations are supported with numerical examples. In addition to the prescribed mesh movement cases for advection of scalars, the demonstrations include two-dimensional Eulerian and ALE flow simulations on quadrilateral meshes with both fixed and variable timestep control.     This paper reports that Kuwait's oil sector continues to show signs of recovery from the Persian Gulf war. On Mar. 23 Kuwait Petroleum Co. (KPC) loaded the country's first shipment of liquefied petroleum gas for export since the Iraqi invasion in August 1990. In addition, the first shipment of Kuwaiti crude recovered from giant oil lakes formed by hundreds of wild wells sabotaged in the war was to arrive by tanker in Naples, Italy, late last month. The tanker is carrying 210,000 bbl of crude. However, the project to clean up the lakes and recover more oil, undertaken by Bechtel Corp. with Kuwait Oil Co. (KOC), has reached a stand still.

    Interface routines to the Microsoft{reg_sign} FORTRAN graphics library (GRAPHICS.LIB) are provided to facilitate development of graphics codes. These routines are collected into the FASTPLOT library (FASTPLOT.LIB). The FASTPLOT routines simplified the development of applications utilizing graphics and add capabilities not available in GRAPHICS.LIB such as plotting histograms, splines, symbols, and error bars. Specifically, these routines were utilized in the development of the mortality data viewing code, MORTVIEW, for the US Environmental Protection Agency.     Recently we investigated the nuclear forensics problem of age determination for mixed special nuclear material (SNM). Through limited computational mixing experiments and interactive age analysis, it was observed that age dating results are generally affected by the mixing of samples with different assays or even by small radioactive material contamination. The mixing and contamination can be detected through interactive age analysis, a function provided by the Decay Interaction, Visualization and Analysis (DIVA) software developed by NSTec. It is observed that for mixed SNM with two components, the age estimators typically fall into two distinct clusters on the time axis. This suggests that averaging or other simple statistical methods may not always be suitable for age dating SNM mixtures. Instead, an interactive age analysis would be more suitable for age determination of material components of such SNM mixtures. This work was supported by the National Center for Nuclear Security (NCNS).

    We report the results of the first X-ray observation of the luminous and helium-rich O-type subdwarf BD +37 Degree-Sign 442 carried out with the XMM-Newton satellite in 2011 August. X-ray emission is detected with a flux of about 3 Multiplication-Sign 10{sup -14} erg cm{sup -2} s{sup -1} (0.2-1 keV) and a very soft spectrum, well fit by the sum of a blackbody with temperature kT{sub BB} = 45{sup +11}{sub -9} eV, and a power law with a poorly constrained photon index. Significant pulsations with a period of 19.2 s are detected, indicating that the X-ray emission originates in a white dwarf or neutron star companion, most likely powered by accretion from the wind of BD +37 Degree-Sign 442.

    THETA Technologies, Inc. is a multidisciplinary research and development firm involved in the design and development of affordable, lightweight, high ballistic protection modular body armor ensemble for future military, law enforcement, and specialized commercial market applications. In the course of their research, THETA Technologies, Inc. identified that current state-of-the-art in ballistic protection and overall composite reinforcement is a high density extended chain polyethylene (HDECPE) fiber known as SPECTRA{reg_sign}, a product of AlliedSignal Fibers, Petersburg, VA. SPECTRA{reg_sign} is ten times stronger than steel of equal weight. As a non-aramid polyethylene, it offers highly desirable properties in areas of resistance to chemical degradation, virtual neutral buoyancy (0.97), and increased capacity for composite bonding over competing nylon-based fibers, such as KEVLAR{reg_sign}. SPECTRA Shield{trademark}, a woven ballistic-resistant fabric using the SPECTRA{reg_sign} fiber, is presently the most effective ballistic-resistant component for both flexible and hard plate composite armors. THETA Technologies, Inc. identified a market need for a boot sole design that would measurably increase protection to the wearer without significantly degrading performance in other areas, such as flexibility and overall weight. THETA Technologies, Inc. proposed a nitrile rubber and SPECTRA{reg_sign} fiber matrix to produce an optimal boot sole. The objective of this CRADA effort was to develop and test a process for combining the SPECTRA{reg_sign} fiber, in both chopped fiber and SPECTRA Shield{trademark} form, within a semiflexible nitrile composite having desirable and marketable properties in areas of resistance to penetration and mechanical stress.

    Exxon's Lena guyed tower, installed in 1,000ft. water in the Gulf of Mexico, is discussed. The Lena tower is designed to move in response to wave forces rather than resist them rigidly, as is the case with conventional platforms. Selection of tower components to satisfy requirements resulted in a complex geometry which presented design challenges. Buoyancy will serve as a stabilizing force for the tower by adding to the restoring force of the guying system. Flexible J-tube pipeline risers were developed to avoid excessive stresses in the pipelines and J-tube pipelines and J-tubes at the mudline. Exxon's Lena platform is to-date in the second deepest water in the world, and at 1,305 ft total height, is the tallest.

    SRNL recently completed density measurements and chemical analyses on modifier samples stored in drums within SRNL. The modifier samples date back to 2008 and are in various quantities up to 40 gallons. Vendor information on the original samples indicates a shelf life of 5 years. There is interest in determining if samples that have been stored for more than the 5 year shelf life are still acceptable for use. The Modular Caustic Side Solvent Extraction Unit (MCU) Solvent component Cs-7SB [(2,2,3,3- tetraflouropropoxy)-3-(4-sec-butylphenoxy)-2-propanol, CAS #308362-88-1] is used as a diluent modifier to increase extractant solubility and provide physical characteristics necessary for diluent trimming.

    Green Technology Group (GTG) was awarded Grant No. DE-FG01-96EE 15657 in the amount of $99,904 for a project to advance GTG`s Pickliq{reg_sign} Process in the Copper and Steel Industries. The use of the Pickliq{reg_sign} Process can significantly reduce the production of waste acids containing metal salts. The Pickliq{reg_sign} Process can save energy and eliminate hazardous waste in a typical copper rod or wire mill or a typical steel wire mill. The objective of this pilot project was to determine the magnitude of the economic, energy and environmental benefits of the Pickliq{reg_sign} Process in two applications within the metal processing industry. The effectiveness of the process has already been demonstrated at facilities cleaning iron and steel with sulfuric acid. 9207 companies are reported to use sulfuric and hydrochloric acid in the USA. The USEPA TRI statistics of acid not recycled in the US is 2.4 x 10{sup 9} lbs (net) for Hydrochloric Acid and 2.0 x 10{sup 9} lbs (net) for Sulfuric Acid. The energy cost of not reclaiming acid is 10.7 x 10{sup 6} BTU/ton for Hydrochloric Acid and 21.6 x 10{sup 6} BTU/Ton for Sulfuric Acid. This means that there is a very large market for the application of the Pickliq{reg_sign} Process and the widespread use of the process will bring significant world wide savings of energy to the environment.

    This report summarizes Detection and Analysis of Threats to the Energy Sector (DATES), a project sponsored by the United States Department of Energy and performed by a team led by SRI International, with collaboration from Sandia National Laboratories, ArcSight, Inc., and Invensys Process Systems. DATES sought to advance the state of the practice in intrusion detection and situational awareness with respect to cyber attacks in energy systems. This was achieved through adaptation of detection algorithms for process systems as well as development of novel anomaly detection techniques suited for such systems into a detection suite. These detection components, together with third-party commercial security systems, were interfaced with the commercial Security Information Event Management (SIEM) solution from ArcSight. The efficacy of the integrated solution was demonstrated on two testbeds, one based on a Distributed Control System (DCS) from Invensys, and the other based on the Virtual Control System Environment (VCSE) from Sandia. These achievements advance the DOE Cybersecurity Roadmap [DOE2006] goals in the area of security monitoring. The project ran from October 2007 until March 2010, with the final six months focused on experimentation. In the validation phase, team members from SRI and Sandia coupled the two test environments and carried out a number of distributed and cross-site attacks against various points in one or both testbeds. Alert messages from the distributed, heterogeneous detection components were correlated using the ArcSight SIEM platform, providing within-site and cross-site views of the attacks. In particular, the team demonstrated detection and visualization of network zone traversal and denial-of-service attacks. These capabilities were presented to the DistribuTech Conference and Exhibition in March 2010. The project was hampered by interruption of funding due to continuing resolution issues and agreement on cost share for four months in 2008

    We investigate the scaling laws of a signed measure derived from the reduced magnetic helicity which has been determined from Cluster data in the solar wind. This quantifies the handedness of the magnetic field; namely, it can be related to the polarization of the magnetic field fluctuations (right or left hand). The measure results to be sign-singular; that is, we do not observe any scale-dependent effect at the ion- and at electron-cyclotron frequencies. Cancellations between right- and left-hand polarizations go on in the dispersive or dissipative range, beyond the electron-cyclotron frequency. This means that the mechanism responsible for the generation of the dispersive or dissipative range is rather insensitive to the polarization of the magnetic field fluctuations.

    With increasing deployment of satellite imaging systems, only a small fraction of collected data can be subject to expert scrutiny. We present and evaluate a two-tier approach to broad area search for signs of anthropogenic activities in high-resolution commercial satellite imagery. The method filters image information using semantically oriented interest points by combining Harris corner detection and spatial pyramid matching. The idea is that anthropogenic structures, such as rooftop outlines, fence corners, road junctions, are locally arranged in specific angular relations to each other. They are often oriented at approximately right angles to each other (which is known as rectilinearity relation). Detecting the rectilinearity provides an opportunity to highlight regions most likely to contain anthropogenic activity. This is followed by supervised classification of regions surrounding the detected corner points as man-made vs. natural scenes. We consider, in particular, a search for anthropogenic activities in uncluttered areas. In this paper, we proposed and evaluated a two-tier approach to broad area search for signs of anthropogenic activities. Results from experiments on high-resolution ({approx}0.6m) commercial satellite image data showed the potential applicability of this approach and its ability of achieving both high precision and recall rates. The main advantage of combining corner-based cueing with general object recognition is that the incorporation of domain specific knowledge even in its more general form, such as presence of comers, provides a useful cue to narrow the focus of search for signs of anthropogenic activities. Combination of comer based cueing with spatial pyramid matching addressed the issue of comer categorization. An important practical issue for further research is optimizing the balance between false positive and false negative rates.
