    Within the frame work of the French National Act of June 28, 2006 pertaining to the management of high activity, long-lived radioactive waste, one of the proposed processes consists in transmuting the Minor Actinides (MA) in the radial blankets of a Sodium Fast Reactor (SFR). With this option, we may assess the additional cost of the reactor by comparing two SFR designs, one with no Minor Actinides, and the other involving their transmutation. To perform this exercise, we define a reference design called SFRref, of 1500 MWe that is considered to be representative of the Reactor System. The SFRref mainly features a pool architecture with three pumps, six loops with one steam generator per loop. The reference core is the V2B core that was defined by the CEA a few years ago for the Reactor System. This architecture is designed to meet current safety requirements. In the case of transmutation, for this exercise we consider that the fertile blanket is replaced by two rows of assemblies having either 20% of Minor Actinides or 20% of Americium. The assessment work is performed in two phases. - The first consists in identifying and quantifying the technical differences between the two designs: the reference design without Minor Actinides and the design with Minor Actinides. The main differences are located in the reactor vessel, in the fuel handling system and in the intermediate storage area for spent fuel. An assessment of the availability is also performed so that the impact of the transmutation can be known. - The second consists in making an economic appraisal of the two designs. This work is performed using the CEA's SEMER code. The economic results are shown in relative values. For a transmutation of 20% of MA in the assemblies (S/As) and a hypothesis of 4 kW allowable for the washing device, there is a large external storage demanding a very long cooling time of the S/As. In this case, the economic impact may reach 5% on the capital part of the Levelized Unit

    The Kyoto Protocol to the Framework Convention on Climate Change (FCCC) was completed on the morning of December 11, 1997, following over two years of negotiations. The product of these deliberations is a complex and incomplete document knitting together the diversity of interests and perspectives represented by the more than 150 delegations. Because the document is complex, its implications are not immediately obvious. If it enters into force, the Kyoto Protocol will have far-reaching implications for all nations--both nations with obligations under the Protocol and those without obligations. National energy systems, and the world's energy system, could be forever changed. In this paper the authors develop an assessment of the energy and economic implications of achieving the goals of the Kyoto Protocol. They find that many of the details of the Protocol that remain to be worked out introduce critical uncertainties affecting the cost of compliance. There are also a variety of uncertainties that further complicate the analysis. These include future non-CO{sub 2} greenhouse gas emissions and the cost of their mitigation. Other uncertainties include the resolution of negotiations to establish rules for determining and allocating land-use emissions rights, mechanisms for Annex 1 trading, and participation by non-Annex 1 members in the Clean Development Mechanism. In addition, there are economic uncertainties, such as the behavior of Eastern Europe and the former Soviet Union in supplying emissions credits under Annex 1 trading. These uncertainties in turn could affect private sector investments in anticipation of the Protocol's entrance into force. The longer the nature of future obligations remains unclear, the less able decision makers will be to incorporate these rules into their investment decisions. They find that the cost of implementing the Protocol in the US can vary by more than an order of magnitude. The marginal cost could be as low as $26 per tonne of

    This report provides supplemental information to the assessment of target markets provided in Appendix A of the 2012 Next Generation Nuclear Plant (NGNP) Industry Alliance (NIA) business plan [NIA 2012] for deployment of High Temperature Gas-Cooled Reactors (HTGRs) in the 2025 – 2050 time frame. This report largely reiterates the [NIA 2012] assessment for potential deployment of 400 to 800 HTGR modules (100 to 200 HTGR plants with 4 reactor modules) in the 600-MWt class in North America by 2050 for electricity generation, co-generation of steam and electricity, oil sands operations, hydrogen production, and synthetic fuels production (e.g., coal to liquids). As the result of increased natural gas supply from hydraulic fracturing, the current and historically low prices of natural gas remain a significant barrier to deployment of HTGRs and other nuclear reactor concepts in the U.S. However, based on U.S. Department of Energy (DOE) Energy Information Agency (EIA) data, U.S. natural gas prices are expected to increase by the 2030 – 2040 timeframe when a significant number of HTGR modules could be deployed. An evaluation of more recent EIA 2013 data confirms the assumptions in [NIA 2012] of future natural gas prices in the range of approximately $7/MMBtu to $10/MMBtu during the 2030 – 2040 timeframe. Natural gas prices in this range will make HTGR energy prices competitive with natural gas, even in the absence of carbon-emissions penalties. Exhibit ES-1 presents the North American projections in each market segment including a characterization of the market penetration logic. Adjustments made to the 2012 data (and reflected in Exhibit ES-1) include normalization to the slightly larger 625MWt reactor module, segregation between steam cycle and more advanced (higher outlet temperature) modules, and characterization of U.S. synthetic fuel process applications as a separate market segment.

    This study seeks to provide policymakers and other stakeholders with actionable information towards a road map for reducing energy consumption cost-effectively. We focus on individual end use equipment types (hereafter referred to as appliance groups) that might be the subject of policies - such as labels, energy performance standards, and incentives - to affect market transformation in the short term, and on high-efficiency technology options that are available today. the high efficiency or Business Case scenario is constructed around a model of cost-effective efficiency improvement. Our analysis demonstrates that a significant reduction in energy consumption and emissions is achievable at net negative cost, that is, as a profitable investment for consumers. Net savings are calculated assuming no additional costs to energy consumption such as carbon taxes. Savings relative to the base case as calculated in this way is often referred to as “economic savings potential”. So far, the Indian market has responded favorably to government efficiency initiatives, with Indian manufacturers producing a higher fraction of high-efficiency equipment than before program implementation. This study highlights both the financial benefit and the scope of potential impact for adopting this equipment, all of which is already readily available on the market. The approach of the study is to assess the impact of short-term actions on long-term impacts. “Short-term” market transformation is assumed to occur by 2015, while “long-term” energy demand reduction impacts are assessed in 2030. In the intervening years, most but not all of the equipment studied will turn over completely. The Business Case concentrates on technologies for which cost-effectiveness can be clearly demonstrated.

  12. NGV fleet fueling station business plan: A public, private and utility partnership to identify economical business options for implementation of CNG fueling infrastructure

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    superior lighting services to low income people in off-grid areas of developing countries, many of whom currently rely on fuel based lighting sources such as kerosene. If this potential is to be achieved in the near term, however, manufacturers must produce off-grid lighting products that are inexpensive, perform well, and meet the needs of potential end users. At present, relatively few products meet all three of these goals. In this article, we report results from a detailed study of lighting use by micro-enterprises in two small towns in Kenya's Rift Valley Province. The work included a survey about lighting use by 50 small businesses, careful measurements of kerosene lighting use patterns and associated costs for 23 of these businesses, and a subsequent field trial in which 14 of the 23 businesses purchased and used low cost LED lamps over a number of months.

While heavy industry still plays a dominant role in greenhouse gas emissions, demand from residential and commercial buildings has also seen rapid growth in percentage terms. In the residential sector this growth is driven by internal migration from the countryside to cities. Meanwhile, income in both urban and rural subsectors allows ownership of major appliances. While residences are still relatively small by U.S. or European standards, nearly all households own a refrigerator, a television and an air conditioner. In the future, ownership rates are not expected to grow as much as in other developing countries, because they are already close to saturation. However, the gradual turnover of equipment in the world's largest consumer market provides a huge opportunity for greenhouse gas mitigation.     The purpose of this research is to project household energy consumption, energy expenditure, and energy expenditure as share of income for five population groups from 1991 to 2009. The approach uses the Minority Energy Assessment Model (MEAM), developed by Argonne National Laboratory for the US Department of Energy's Office of Minority Economic Impact. The MEAM provides a framework that can be used to forecast regional energy consumption and energy expenditure for majority, black, Hispanic, poor, and nonpoor households. The forecasts of key macroeconomic and energy variables used as exogenous variables in the MEAM were obtained from the Data Resources, Inc., Macromodel and Energy Model. Generally, the projections of household energy consumption, expenditure, and energy expenditure as share of income vary across population groups and census regions.

    This study seeks to provide policymakers and other stakeholders with actionable information towards a road map for reducing energy consumption in the most cost-effective way. A major difference between the current study and some others is that we focus on individual equipment types that might be the subject of policies - such as labels, energy performance standards, and incentives - to affect market transformation in the short term, and on high-efficiency technology options that are available today. The approach of the study is to assess the impact of short-term actions on long-term impacts. “Short term” market transformation is assumed to occur by 2015, while “long-term” energy demand reduction impacts are assessed in 2030. In the intervening years, most but not all of the equipment studied will turn over completely. The 15-year time frame is significant for many products however, indicating that delay of implementation postpones impacts such as net economic savings and mitigation of emissions of carbon dioxide. Such delays would result in putting in place energy-wasting technologies, postponing improvement until the end of their service life, or potentially resulting in expensive investment either in additional energy supplies or in early replacement to achieve future energy or emissions reduction targets.

Eleven system concepts with central air distribution ducting and nine multi-zone systems were selected and their annual and peak demand performance estimated for five locations: Atlanta (mixed-humid), Houston (hot-humid), Phoenix (hot-dry), San Francisco (marine), and Chicago (cold). Performance was estimated by simulating the systems using the TRNSYS simulation engine (Solar Energy Laboratory et al. 2006) in two 1800-ft{sup 2} houses--a Building America (BA) benchmark house and a prototype NZEH taken from BEopt results at the take-off (or crossover) point (i.e., a house incorporating those design features such that further progress towards ZEH is through the addition of photovoltaic power sources, as determined by current BEopt analyses conducted by NREL). Results were summarized in a project report, HVAC Equipment Design options for Near-Zero-Energy Homes--A Stage 2 Scoping Assessment, ORNL/TM-2005/194 (Baxter 2005). The 2005 study report describes the HVAC options considered, the ranking criteria used, and the system rankings by priority. In 2006, the two top-ranked options from the 2005 study, air-source and ground-source versions of an integrated heat pump (IHP) system, were subjected to an initial business case study. The IHPs were subjected to a more rigorous hourly-based assessment of their performance potential compared to a baseline suite of equipment of legally minimum efficiency that provided the same heating, cooling, water heating, demand dehumidification, and ventilation services as the IHPs. Results were summarized in a project report, Initial Business Case Analysis of Two Integrated Heat Pump HVAC Systems for Near-Zero-Energy Homes, ORNL/TM-2006/130 (Baxter 2006). The present report is an update to that document. Its primary purpose is to summarize results of an analysis of the potential of adding an outdoor air economizer operating mode to the IHPs to take advantage of free cooling (using outdoor air to cool the house) whenever possible.     In federal fiscal year 2000 (FY00), Berkeley Lab had 4,347 full- and part-time employees. In addition, at any given time of the year, there were more than 1,000 Laboratory guests. These guests, who also reside locally, have an important economic impact on the nine-county Bay Area. However, Berkeley Lab's total economic impact transcends the direct effects of payroll and purchasing. The direct dollars paid to the Lab's employees in the form of wages, salaries, and benefits, and payments made to contractors for goods and services, are respent by employees and contractors again and again in the local and greater economy. Further, while Berkeley Lab has a strong reputation for basic scientific research, many of the Lab's scientific discoveries and inventions have had direct application in industry, spawning new businesses and creating new opportunities for existing firms. This analysis updates the Economic Impact Analysis done in 1996, and its purpose is to describe the economic and geographic impact of Laboratory expenditures and to provide a qualitative understanding of how Berkeley Lab impacts and supports the local community. It is intended as a guide for state, local, and national policy makers as well as local community members. Unless otherwise noted, this analysis uses data from FY00, the most recent year for which full data are available.

    This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program.     For a number of years, analyses of minority household energy demand have been supported by the United States Department of Energy (DOE), Office of Economic Impact and Diversity (formerly the Office of Minority Economic Impact). The intention of these analyses has been to characterize patterns of energy demand by various demographic, regional and socioeconomic groups and to develop analytical tools to assess the distributive impact of energy prices and policy on these groups. The model supports strategic objectives outlined by the Department of Energy to explicitly recognize and promote equity in state public utility commission decisions and to assess the potential impact of federal and state energy policy on demographically diverse groups as reported in the Department`s Annual Energy Outlook and the upcoming National Energy Policy Plan. The legislation mandating the Office of Economic Impact and Diversity had been premised on the assumption that patterns of energy demand for minority households are different from the population as a whole. Determining the validity of this premise and its potential economic impact on different population groups has been a major objective of these analyses. Consequently, the recripriocal impacts of energy policy on demographic groups and energy consumption and expenditure dynamics on policy formulation and strategy is a central objective of these studies. Residential energy demand research has been substantial in the past twenty years. Insightful and useful research has been done in this area. However, none of this research has addressed the potential differences in the residential energy demand structure among various population groups. Recent work does compare energy and electricity demand elasticities for non-Latino Whites, with the demand elasticities for Latinos and Blacks. This research is particularly important for examination of questions related to the economic welfare implications of national energy policy.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    Energy costs impact low income communities more than anyone else. Low income residents pay a larger percentage of their incomes for energy costs. In addition, they generally have far less discretionary energy use to eliminate in response to increasing energy prices. Furthermore, with less discretionary income, home energy efficiency improvements are often too expensive. Small neighborhood businesses are in the same situation. Improved efficiency in the use of energy can improve this situation by reducing energy costs for residents and local businesses. More importantly, energy management programs can increase the demand for local goods and services and lead to the creation of new job training and employment opportunities. In this way, neighborhood based energy efficiency programs can support community economic development. The present project, undertaken with the support of the Urban Consortium Energy Task Force, was intended to serve as a demonstration of energy/economic programming at the neighborhood level.     Previous studies on the competitive viability of the fuel oil heating market had addressed some of the unique problems facing minority fuel oil marketers (MFMs) within the total market sector (TMS). This study focused on identifying and developing quantitative information on MFMs in the TMS. The specific objective was to determine whether the business problems experienced by MFMs were directly related to their minority status or were characterstic of any firm in the TMS operating under comparable conditions. As an overall conclusion, thorough investigation of the MFMs considered to constitute the universe of minoriy firms within the TMS did not reveal any evidence of overt discrimination affecting the competitive viability of MFMs. Upon analysis, the problems reported by MFMs could not be reasonably ascribed to discrimination on the basis of their minority business status. The study, however, did point up problems unique to MFMs as the result of typical operational and financial characteristics. For example, MFMs, compared to the TMS norm, have not been in the market as long and are smaller in terms of total assets, number of employees, number of trucks, number of accounts and annual volume of oil delivered. Their primary customers are low-income families in urban areas. Financial indicators suggest that the average MFM does not have long-term financial stability. The basis for this overall conclusion, derived by analyses of information from MFMs, as well as many independent sources, is summarized in three parts: (1) MFM industry profile; (2) financial analyses; and (3) problem analyses.

    Cybersecurity practice lags behind cyber technology achievements. Solutions designed to address many problems may and do exist but frequently cannot be broadly deployed due to economic constraints. Whereas security economics focuses on the cost/benefit analysis and supply/demand, we believe that more sophisticated theoretical approaches, such as economic modeling, rarely utilized, would derive greater societal benefits. Unfortunately, today technologists pursuing interesting and elegant solutions have little knowledge of the feasibility for broad deployment of their results and cannot anticipate the influences of other technologies, existing infrastructure, and technology evolution, nor bring the solutions lifecycle into the equation. Additionally, potentially viable solutions are not adopted because the risk perceptions by potential providers and users far outweighs the economic incentives to support introduction/adoption of new best practices and technologies that are not well enough defined. In some cases, there is no alignment with redominant and future business models as well as regulatory and policy requirements. This paper provides an overview of the economics of security, reviewing work that helped to define economic models for the Internet economy from the 1990s. We bring forward examples of potential use of theoretical economics in defining metrics for emerging technology areas, positioning infrastructure investment, and building real-time response capability as part of software development. These diverse examples help us understand the gaps in current research. Filling these gaps will be instrumental for defining viable economic incentives, economic policies, regulations as well as early-stage technology development approaches, that can speed up commercialization and deployment of new technologies in cybersecurity.

    Competition is revolutionizing the electricity industry, and utilities may never be the same. In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    Earth-sheltered buildings inherently posess near-absolute occupant protection from severe winds. They should sustain no structural damage and only minimal facial damage. Assuming that the lower-hazard risk attendant to this type of construction results in reduced insurance-premium rates, the owner accrues economic benefits from the time of construction. Improvements to aboveground buildings, in contrast, may not yield early economic benefits in spite of a favorable benefit-to-cost ratio. This, in addition to sensitivity to initial costs, traditionalism in residential construction, and lack of professional input to design, impede the widespread use of underground improvements and the subsequent economic losses from severe winds. Going underground could reverse the trend. 7 references.

    This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

    The technique for evaluating coiled tubing (CT) drilling prospects is described. The technical and economic factors involved are discussed using a flowchart to guide the operator in the decision making process. In the technical analysis, the parameters limiting the feasibility of using CT for a given drilling project are reviewed. These parameters include CT tension, helical buckling which limits the weight on bit (WOB) and the horizontal reach, CT collapse pressure when drilling underbalanced, CT fatigue, and the usual hydraulic parameters such as annular velocity and pumping pressure. In today`s business environment, some projects, while technically feasible, may not be economically feasible. In the economic analysis, the competitiveness of each CT drilling application versus conventional solutions is evaluated, and factors such as project duration and equipment use are reviewed. The equipment normally required for a CT drilling job and the costs associated with mobilizing this equipment are discussed.
