    This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

Clean Coal Technologies (CCTs) will ensure that continued use of the world`s most abundant energy resource is compatible with a cleaner, healthier environment. Increasing interest in CCTs opens the door for American small businesses to provide services and equipment for the clean and efficient use of coal. Key players in most coal-related projects are typically large equipment manufacturers, power project developers, utilities, governments, and multinational corporations. At the same time, the complexity and scale of many of these projects creates niche markets for small American businesses with high-value products and services. From information technology, control systems, and specialized components to management practices, financial services, and personnel training methods, small US companies boast some of the highest value products and services in the world.     The NDA participated in a panel session 31B on Wednesday afternoon starting at 3:15. The NDA is a non-departmental public body, set up in April 2005 under the Energy Act 2004 to take strategic responsibility for the UK's nuclear legacy. Details of their organization and history are located on their web site at www.nda.gov.uk. Also copies of their Power Point presentations made at WM'06 are available on their web site. Their core objective is to ensure that the 20 civil public sector nuclear sites under our ownership are decommissioned and cleaned up safely, securely, cost effectively and in ways that protect the environment for this and future generations. They lead the development of a unified and coherent decommissioning strategy, working in partnership with regulators and site licensees to achieve best value, optimum impact on local communities, and the highest environmental standards. The NDA's main task is the decommissioning and clean up of civil nuclear sites. If the Government decides it is necessary, however, the Energy Act 2004 allows the NDA to take responsibility for sites currently operated by, or on behalf of, the Ministry of Defence (MoD). Resources will then be transferred from the MoD to meet the costs of clean up. The NDA made a number of presentations to allow conference delegates the opportunity to understand some of the major aspects of their work and to interact with NDA staff. These included the following topics and gave opportunity for audience discussion: - A brief presentation to update on progress by the NDA; - Outline of low level waste management and the prioritisation process; - Discussion of the competition schedule related to low level waste management and the Drigg site.     Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. In this paper, the authors present the findings from a recently completed study on the proposed development of an ESCO industry in Japan. The study was based on four sources of information: (1) a review of the published and unpublished literature on ESCOs; (2) interviews with 26 ESCOs in the US, the US Department of Energy, and the National Association of Energy Service Companies (NAESCO); (3) ESCO presentations at the October 1996 NAESCO meeting; and (4) informal discussions with ESCO experts in the US. They believe that the lessons learned in this study can be transferred or applied to other countries interested in developing an ESCO industry. While energy prices have remained relatively stable over the last several years in Japan and energy capacity is not perceived as a near-term problem, other ``market drivers`` necessary for the emergence of a successful and vibrant ESCO industry exist in Japan. Despite the presence of these market drivers, significant barriers to the successful development of an ESCO industry exist in Japan.

The momentous claim of the book - the need to combine environmentally sound concepts with sharp business plans and competent management' - isn't bad nor negligent advice for the giants, either, that still roam the globe.

    The Department of Energy awarded the South Middlesex Opportunity Council (SMOC) a planning grant to enable SMOC and a consortium of community based organizations known as the Community Energy Partnership (CEP) to explore their future business opportunities and expand their energy activities. The original members of CEP had preexisting federal and state Weatherization Assistance Program grants and had joined together in July, 1985 to provide energy audits and related arranging services for residential consumers as contractors to three eastern Massachusetts utilities under the aegis of the Residential Conservation Service (RCS). SMOC and the other community-based organization which comprised CEP formulated four goals which guided their planning activities under the DOE grant: (1) to expand the scope of the existing energy program activities carried on by member agencies; (2) to add more community based organizations to their membership, eventually achieving a statewide service capability; (3) to diversify their funding base; and (4) to provide a wider variety of energy conservation services to low and moderate income households.

    The LANL Institutional Computing Program (IC) will host an information session about the current state of unclassified Institutional Computing at Los Alamos, exciting plans for the future, and the current call for proposals for science and engineering projects requiring computing. Program representatives will give short presentations and field questions about the call for proposals and future planned machines, and discuss technical support available to existing and future projects. Los Alamos has started making a serious institutional investment in open computing available to our science projects, and that investment is expected to increase even more.

    Twenty-three individuals representing nine countries (Belgium, Canada, the Czech Republic, France, Japan, the Slovak Republic, Spain, the UK, and the US) participated in the session on tube integrity. These individuals represented utilities, vendors, consultants and regulatory authorities. The major subjects discussed by the group included overall objectives of managing steam generator tube degradation, necessary elements of a steam generator degradation management program, the concept of degradation specific management, structural integrity evaluations, leakage evaluations, and specific degradation mechanisms. The group`s discussions on these subjects, including conclusions and recommendations, are summarized in this article.

    This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

    A general introductory overview of the purpose of the group and the general subject area of SG tubing degradation was given by the facilitator. The purpose of the session was described as to {open_quotes}develop conclusions and proposals on regulatory and technical needs required to deal with the issues of SG tubing degradation.{close_quotes} Types, locations and characteristics of tubing degradation in steam generators were briefly reviewed. The well-known synergistic effects of materials, environment, and stress and strain/strain rate, subsequently referred to by the acronym {open_quotes}MESS{close_quotes} by some of the group members, were noted. The element of time (i.e., evolution of these variables with time) was emphasized. It was also suggested that the group might want to consider the related topics of inspection capabilities, operational variables, degradation remedies, and validity of test data, and some background information in these areas was provided. The presentation given by Peter Millet during the Plenary Session was reviewed; Specifically, the chemical aspects and the degradation from the secondary side of the steam generator were noted. The main issues discussed during the October 1995 EPRI meeting on secondary side corrosion were reported, and a listing of the potential SG tube degradations was provided and discussed.

    This session was attended by delegates from 10 countries, and four papers were presented. A wide range of issues was tabled for discussion. Realizing that there was limited time available for more detailed discussion, three topics were chosen for the more detailed discussion: circumferential cracking, performance demonstration (to focus on POD and sizing), and limits of methods. Two other subsessions were organized: one dealt with some challenges related to the robustness of current inspection methods, especially with respect to leaving cracked tubes in service, and the other with developing a chart of current NDE technology with recommendations for future development. These three areas are summarized in turn, along with conclusions and/or recommendations. During the discussions there were four presentations. There were two (Canada, Japan) on eddy current probe developments, both of which addressed multiarray probes that would detect a range of flaws, one (Spain) on circumferential crack detection, and one (JRC, Petten) on the recent PISC III results.

    The newly restructured natural gas industry is providing greater opportunities for independent energy producers searching to match fuel supply contracts with project needs. Order No. 636's unbundling of the services offered by pipelines completed the deregulation of the gas industry started by the Natural Gas Policy Act of 1978, which began a phased deregulation of wellhead natural gas prices. Traditionally, the pipelines aggregated gas from numerous producers, transported it, stored it if necessary and sold it to a local distribution company or major customer, such as an electric generator. Order No. 636 separates pipeline transportation, sales and storage services and provides open access to pipelines. Customers are now subject to balancing requirements, scheduling penalties and operational flow orders, but there are new flexibilities in purchase and receipt of gas. The capacity release provisions allow those with excess transportation capacity entitlements to market that capacity. The order also favors the straight fixed-variable rate design which increases demand charges by including all fixed charges, including a pipeline's return and taxes, in the demand component of the rate. Under the previous modified fixed-variable methodology, a pipeline's fixed-cost recovery and earnings depended at least in part on maintaining throughput. Critics say the change will reduce the pipelines' incentive to operate efficiently and to market gas aggressively to power generators.

    Many secure communication libraries used by distributed systems, such as SSL, TLS, and Kerberos, fail to make a clear distinction between the authentication, session, and communication layers. In this paper we introduce CEDAR, the secure communication library used by the Condor High Throughput Computing software, and present the advantages to a distributed computing system resulting from CEDAR's separation of these layers. Regardless of the authentication method used, CEDAR establishes a secure session key, which has the flexibility to be used for multiple capabilities. We demonstrate how a layered approach to security sessions can avoid round-trips and latency inherent in network authentication. The creation of a distinct session management layer allows for optimizations to improve scalability by way of delegating sessions to other components in the system. This session delegation creates a chain of trust that reduces the overhead of establishing secure connections and enables centralized enforcement of system-wide security policies. Additionally, secure channels based upon UDP datagrams are often overlooked by existing libraries; we show how CEDAR's structure accommodates this as well. Approximately 100 scientists, engineers, and managers from the national laboratories, industry, academia, and govemment participated. The objective of the Berkeley Workshop was to advance the role of the DOE multiprogram energy laboratories in critical technologies research by describing, defining, and illustrating research areas, opportunities, resources, and key decisions necessary to achieve national research goals. An agenda was developed that looked at DOE`s capabilities and options for research in critical technologies and provided a forum for industry, academia, govemment, and the national laboratories to address: Critical technology research needs; existing research activities and resources; capabilities of the national laboratories; and opportunities for national laboratories, industries, and universities. Approximately 100 scientists, engineers, and managers from the national laboratories, industry, academia, and govemment participated. The objective of the Berkeley Workshop was to advance the role of the DOE multiprogram energy laboratories in critical technologies research by describing, defining, and illustrating research areas, opportunities, resources, and key decisions necessary to achieve national research goals. An agenda was developed that looked at DOE's capabilities and options for research in critical technologies and provided a forum for industry, academia, govemment, and the national laboratories to address: Critical technology research needs; existing research activities and resources; capabilities of the national laboratories; and opportunities for national laboratories, industries, and universities. The Workshop included plenary sessions in which presentations by technology and policy leaders set the context for further inquiry into critical technology issues and research opportunities. Separate sessions then focused on each of the following major areas of technology: Advanced materials; biotechnology and life sciences; energy and environment; information and communication; and manufacturing and transportation.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    The Aspen Global Change Institute (AGCI) successfully organized and convened six interdisciplinary meetings over the course of award NNG04GA21G. The topics of the meetings were consistent with a range of issues, goals and objectives as described within the NASA Earth Science Enterprise Strategic Plan and more broadly by the US Global Change Research Program/Our Changing Planet, the more recent Climate Change Program Strategic Plan and the NSF Pathways report. The meetings were chaired by two or more leaders from within the disciplinary focus of each session. 222 scholars for a total of 1097 participants-days were convened under the auspices of this award. The overall goal of each AGCI session is to further the understanding of Earth system science and global environmental change through interdisciplinary dialog. The format and structure of the meetings allows for presentation by each participant, in-depth discussion by the whole group, and smaller working group and synthesis activities. The size of the group is important in terms of the group dynamics and interaction, and the ability for each participant's work to be adequately presented and discussed within the duration of the meeting, while still allowing time for synthesis

The information contained in the forecast is published in accordance with Public Law 100-656. It is not an invitation for bids, a request for proposals, or a commitment by DOE to purchase products or services. Each procurement opportunity is based on the best information available at the time of publication and may be revised or cancelled.

    This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    While the problem of analyzing network traffic at the granularity of individual connections has seen considerable previous work and tool development, understanding traffic at a higher level---the structure of user-initiated sessions comprised of groups of related connections---remains much less explored. Some types of session structure, such as the coupling between an FTP control connection and the data connections it spawns, have prespecified forms, though the specifications do not guarantee how the forms appear in practice. Other types of sessions, such as a user reading email with a browser, only manifest empirically. Still other sessions might exist without us even knowing of their presence, such as a botnet zombie receiving instructions from its master and proceeding in turn to carry them out. We present algorithms rooted in the statistics of Poisson processes that can mine a large corpus of network connection logs to extract the apparent structure of application sessions embedded in the connections. Our methods are semi-automated in that we aim to present an analyst with high-quality information (expressed as regular expressions) reflecting different possible abstractions of an application's session structure. We develop and test our methods using traces from a large Internet site, finding diversity in the number of applications that manifest, their different session structures, and the presence of abnormal behavior. Our work has applications to traffic characterization and monitoring, source models for synthesizing network traffic, and anomaly detection.
