  6. Using resistivity to assess Niobrara fracture patterns for horizontal wells

    This paper reports on interest in U.S. horizontal drilling which has largely focused on vertically fractured plays such as the Bakken shale and Austin chalk. The Upper Cretaceous Niobrara formation, the chronological equivalent of the Austin chalk, has recently been targeted as a candidate for horizontal drilling in the Denver basin and other areas of the Rocky Mountains. A primary key to success in such plays is to predict the occurrence and distribution of oil bearing fracture systems. Much emphasis is placed on theoretical aspects of fracture origin and prediction. Remote sensing techniques (e.g., seismic, satellite image analysis) have gained wide use in the search for fractured reservoirs. While these methods are important elements of an integrated exploration effort, they lack the benefit of direct detection of open, oil saturated fracture systems. In the areas of the Denver basin in which the Niobrara is oil prone, certain resistivity responses are indicative of the proximity of oil bearing fractures to the well bore. This provides an extremely useful technique in areas of pre-existing well control penetrating the Niobrara section. As such, the Denver basin is an ideal area due to the large number of penetrations to the Lower Cretaceous D and J sandstones that underlie the Niobrara.

  7. Regional setting of Niobrara Formation in Northern Great Plains

    Natural gas is currently produced from the Upper Cretaceous Niobrara Formation in northeastern Colorado, northwestern Kansas, and several small fields in Nebraska. As a part of studies of low-permeability gas reservoirs in the northern Great Plains, the regional geologic setting of the Niobrara has been investigated in North Dakota, South Dakota, and Nebraska. Structural contours of the Ardmore Bentonite Bed suggest that the area of thin Niobrara strata presently approximates the south flank of the Williston basin and north flank of the Denver and Kennedy basins. Chalk tongues are interpreted as low-angle shelf surfaces, known as carbonate ramps, which sloped gently to the northwest and southeast off a paleotectonic high. The paleotectonic high cut obliquely across the seaway and was close to the position of the Transcontinental arch that influenced Paleozoic sedimentation. As a result, the present-day stratigraphy and structural setting of the Niobrara are different north and south of the arch crest. 58 references, 13 figures, 1 table.

  8. An integrated approach to evaluation of horizontal well prospects in the Niobrara Shale

    Integrated use of surface and subsurface geologic data, structural deformation analysis from second-derivative maps, and dimensionless type curves in identifying potential horizontal well locations in the fractured Niobrara Shale of northwest Colorado is described. The analysis included construction of detailed structure maps from surface geology with tie-ins to seismic surveys and well control and of second-derivative maps that were overlaid on production data to determine the minimum radius of curvature required for commercial production. Reservoir properties were calculated for known fields from type-curve matching with type curves for dual-porosity, anisotropic reservoirs with stress-sensitive permeability. The curves were constructed for vertical and horizontal wells by use of reservoir-simulation models. Spacing and economics of drilling horizontal Niobrara wells in northwest Colorado were evaluated. The analysis suggests that recoverable oil from the fractured Niobrara in northwest Colorado averages 1,392 bbl oil/acre on the basis of a productive fracture area identified by second derivatives of the structural surface with values > 1{times}10{sup {minus}4.5}ft{sup {minus}1}. It is also indicated that horizontal well spacing in the fractured Niobrara should be >640 acres. In some instances, it may be more economical to develop the fractured Niobrara with vertical rather than horizontal wells.

  10. Influence of Permian salt dissolution on distribution of shallow Niobrara gas fields, eastern Colorado

    Subsurface analysis of Permian salt and related strata in the shallow Niobrara gas area on the eastern flank of the Denver basin reveals that the location of faulted anticlines which produce gas from porous chalk is related to the occurrence of six Nippewalla Group (Leonardian) salt zones. Salt distribution is controlled by the configuration of evaporate basins during the Leonardian, truncation at a sub-Jurassic unconformity (which has completely removed Guadalupian salts), and post-Jurassic subsurface dissolution. Significant dissolution took place in response to Laramide orogeny and subsequent eastward regional groundwater flow within the Lyons (Cedar Hills) Sandstone aquifer. Initially, dissolution occurred along a regional facies change from sandstone to salt. Solution collapse allowed for cross-formational flow and removal of younger salts. Shallow Niobrara gas fields are situated above salt outliers or along regionally updip salt edges. No significant Niobrara production exists in areas where salt is absent. Structural relief across fields is related to Leonardian thickness variations, rather than subsalt offset. Seismic data reveal abrupt Leonardian thinning at the regionally updip limit of Eckley field, which has produced over 33 BCFG. Thickness of residual salt may be important in controlling the amount of gas trapped within the Niobrara. Where thick salts are preserved, structural relief is greater, the gas-water transition zone is thicker, and gas saturation is higher at the crests of faulted anticlines.

    Milankovitch-type bedding cycles are well developed in the Upper Cretaceous Fort Hays Limestone Member, Niobrara Formation. These time-equivalent cycles can be correlated across much of Colorado, Kansas, and northeastern New Mexico by combining subsurface and outcrop data. Documentation of thickness variations within the regionally persistent Fort Hays bedding sequences furnishes a basis for fine-scale analysis of Late Cretaceous crustal movements within the eastern ramp region of the Western Interior foreland basin. Regional thickness changes in groups of shale-limestone couplets were correlated and mapped in outcrop and in the subsurface to locate structural elements that influenced Fort Hays deposition. In the Denver-Julesburg basin of Colorado and western Kansas, up to 6.1 m (20 ft) of thinning of the section occurs dominantly along northeastwardly trending belts formed during Late Cretaceous reactivation of the Transcontinental arch. Mapping of these small-scale thickness changes in the Fort Hays demonstrates that Cretaceous reactivation of the Transcontinental arch was not restricted to the northern part of the Denver-Julesburg basin. Additional structures may occur as far south as the Colorado-New Mexico border. A northwestwardly thinning trend is also apparent and may have resulted from increased compaction and diagenesis, reduction of sediment input during transgression, or from uplift in the vicinity of the Colorado Front Range. 8 figures.

    At the request of the Department of Energy and Westinghouse Hanford Company, the Bureau of Mines has investigated the flammability of mixtures of hydrogen, ammonia, nitrous oxide, and air. The tests were performed in a spherical chamber under quiescent and turbulent conditions. This paper describes combustion calculations using the GASFLOW code and compares the calculated pressure ratios with experiments mentioned above. GASFLOW is a finite-volume computer code that solves the transient, three-dimensional, compressible fluid, Navier-Stokes equations with multiple species coupled with finite-rate chemical kinetics. The computational results show good agreement with the experimental data and confirm GASFLOW to be a valuable tool for evaluating the above combustion process.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network.     Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

    This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance. The report ends with conclusions and recommendations for studying carrying capacity.

Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986).     The United Nations (U.N.) Security Council unanimously passed Resolution 1540 in April 2004. This landmark measure legally charges all U.N. Member States to enact and enforce effective measures to prevent the proliferation of weapons of mass destruction and their means of delivery by preventing illicit trafficking of chemical, biological, radiological, and nuclear (CBRN) materials and related technologies. Revelations regarding the expansiveness of the A.Q. Khan network provided a clear impetus for the Resolution. Resolution 1540 is distinctive because it is the first time the U.N. Security Council has required all Member States to act to prevent the illicit trafficking of CBRN materials and their means of delivery. It is also unique in that it specifically addresses prevention of CBRN proliferation and trafficking among non-state actors. The Resolution has a direct impact on the management of nuclear materials and nonproliferation policy in the future. Consequently, the INMM Nonproliferation and Arms Control Technical Division and the INMM Northeast Chapter initiated a professional workshop on March 15, 2005 to engage topical experts in a discussion of U.N. Security Council Resolution 1540. Although Resolution 1540 is now one year old and the Committee established to monitor its implementation has begun its work, many in the nonproliferation and nuclear materials management communities have not learned of the Resolution or have not yet recognized its significance. This article provides a summary of and perspectives on the workshop discussion that was conducted on a not-for-attribution basis.

  8. Statutory complexity disguises agency capture in Citizens Coal Council v. EPA

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

The code standards reduce energy requirements 60%, a saving that will continue through the 50- to 60-year service life of the houses. The first to adopt the Northwest Power Planning Council (NWPPC) Model Conservation Stardards, Tacoma recognized that current electric power surpluses are temporary and that conservation is the cheapest way to get new power. The city adopted the plan despite its low rates because economic growth is likely to come from power-intensive industries. A support package for the plan combines building code compliance, an information system, marketing, and financial incentives.

In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. For more information on the strategy for delivering assistance, please see: www.nrel.gov/docs/fy11osti/48689.pdf. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. In general, three actions were suggested for funding mechanisms, two for near-term successes, and two for longer-term success.

The original members of CEP had preexisting federal and state Weatherization Assistance Program grants and had joined together in July, 1985 to provide energy audits and related arranging services for residential consumers as contractors to three eastern Massachusetts utilities under the aegis of the Residential Conservation Service (RCS). SMOC and the other community-based organization which comprised CEP formulated four goals which guided their planning activities under the DOE grant: (1) to expand the scope of the existing energy program activities carried on by member agencies; (2) to add more community based organizations to their membership, eventually achieving a statewide service capability; (3) to diversify their funding base; and (4) to provide a wider variety of energy conservation services to low and moderate income households.

ETEC proposes to develop an industrial park on the leased site to provide employment opportunities for DOE and contractor employees affected by decreased federal funding. Based on the results of the analysis reported in the EA and implementation of mitigation measures defined in this Finding of No Significant Impact (FONSI), DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this mitigated FONSI. DOE will implement a Mitigation Action Plan for this project and provide annual reports on mitigation and monitoring.

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

  19. A Focus on Offshore Safety: Recent Reports by The Marine Board of the National Research Council

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed. One of the most recent reports describes a concept for using present undersea vehicles technology and systems to perform tasks that respond to the need to monitor the condition of offshore pipelines and seabed facilities. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. The Idaho portion of the survey consisted of extensive surveys of the Clearwater, Salmon, Weiser, and Payette River Subbasins. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950).     Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

  3. The US Geological Survey-Bureau of Land Management cultural resources program in the National Petroleum Reserve in Alaska, 1977-1981

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

    This report contains the proceedings of a workshop held during 1995 in Portland, Oregon. The objective of the workshop was to assemble a group of experts that could help us define carrying capacity for Columbia River Basin salmonids. The workshop was one activity designed to answer the questions asked in Measure 7.1A of the Council`s Fish and Wildlife Program. Based, in part, on the information we learned during the workshop we concluded that the approach inherent in 7.1A will not increase understanding of ecology, carrying capacity, or limiting factors that influence salmon under current conditions. Measure 7.1A requires a definition of carrying capacity and a list of determinants (limiting factors) of capacity. The implication or inference then follows that by asking what we know and do not know about the determinants will lead to research that increases our understanding of what is limiting salmon survival. It is then assumed that research results will point to management actions that can remove or repair the limiting factors. Most ecologists and fisheries scientists that have studied carrying capacity clearly conclude that this approach is an oversimplification of complex ecological processes. To pursue the capacity parameter, that is, a single number or set of numbers that quantify how many salmon the basin or any part of the basin can support, is meaningless by itself and will not provide useful information.

    This report contains survey results identifying the current radiological condition of two areas located at the site of the United States Bureau of Mines' Albany Metallurgical Research Center in Albany, Oregon. These areas are designed as the BioMass Facility and the Back Forty. The BioMass Facility was a pilot plant for the production of oil from wood waste; it consists of five structures on a two-acre site. The Back Forty is a vacant area of about 14 acres south of the BioMass Facility. Both areas were reportedly used as dump sites for the Bureau of Mines operations. No contamination was found to be associated with the structures, equipment, or material in the BioMass Facility; however, four relatively small areas of contamination were found in the exterior grounds. The maximum radiation level measured was 0.7 mR/h at 1 cm. A relatively large area (approx. 0.8 acre) in the Back Forty area exhibited anomalous radiation levels. Radiation levels as high as 100 ..mu..R/h were measured at 3 ft above ground. This area was reportedly used as a dump site for Bureau of Mines activities. The structures, equipment, and material associated with the BioMass Facility can be released for unrestricted use. However, because of the subsurface contamination found in both the BioMass and the Back Forty areas, some restrictions should be incorporated into any planned useage for this site. Some discussion regarding these hazards are included in the text of this report.

  7. Mitigation Action Plan: Lease of Parcel ED-1 of the Oak Ridge Reservation by the East Tennessee Economic Council

    In April 1996, the U.S. Department of Energy (DOE) completed an environmental assessment (EA) (DOE/EA-1113) for the proposed lease of 957-16 acres (Parcel ED-1) of the Oak Ridge (Tennessee) Reservation (ORR) by the East Tennessee Economic Council (ETEC) for industrial development. DOE plans to issue a Finding of No Significant Impact (FONSI) for the proposed action, conditional upon the implementation of mitigation and monitoring to protect environmental resources. According to DOE`s National Environmental Policy Act (NEPA) regulations (10 CFR 1021.322), a FONSI shall include {open_quotes}any commitments to mitigations that are essential to render the impacts of the proposed action not significant, beyond those mitigations that are integral elements of the proposed action, and a reference to the Mitigation Action Plan prepared under 10 CTR 1021.331{close_quotes}. Terms of the lease offer DOE the option of terminating the lease with ETEC should the lessee and/or sublessees fail to implement the mitigation defined in the FONSI.

    Results of a regional stratigraphic investigation of the rhythmically bedded Fort Hays limestone member of Kansas, Colorado, and New Mexico indicate at least two levels of cyclicity. Regional development of these cycles strongly supports the hypothesis that they are climatic in origin. Departures from simple cyclical patterns resulted from sedimentary effects of Late Cretaceous orogenic activity, erosional events associated with eustatic sea level changes, diagenetic modification, and possibly from interference between orbital parameters having different periodicities. The vulnerability of Milankovitch-type cyclicity to overprinting by tectono-sedimentologic effects makes units such as the Fort Hays useful as indicators of subtle tectonic activity. Regional thickness changes in groups of shale-limestone couplets were identified, correlated, and mapped in the subsurface using geophysical well log information in order to locate subtle structural elements that influenced Fort Hays sedimentation. In the Denver-Julesburg Basin of Colorado and western Kansas, thinning of the section between Fort Hays marker horizons occurs dominantly along northeastwardly trending belts that resulted apparently from Late Cretaceous reactivation of the Transcontinental Arch. Isotopic and petrographic analyses were conducted on pelagic (carbonate matrix) and benthic (inoceramid bivalve) constituents of selected shale/limestone couplets. These data suggest that there was little difference in temperature or salinity between times of terrigenous detrital input and times of nearly pure carbonate deposition. Isotopic information from matrix samples suggests a westward decrease in salinity of surface water in the Western Interior Sea. Isotopic data from largely unaltered inoceramid bivalves indicate bottom-water conditions of near-normal marine salinity.

    The smartDESKTOP Initiative at the Indiana Humanities Council received critical support in building and delivering a digital desktop for Indiana educators through the Department of Energy Grant DE-FG02-06ER64282. During the project period September 2006 through October of 2007, the number of Indiana educators with accounts on the smartDESKTOP more than tripled from under 2,000 to more than 7,000 accounts. An external review of the project conducted for the purposes of understanding the impact of the service in Indiana schools revealed that the majority of respondents felt that using the smartDESKTOP did reduce the time they spent managing paper. The same study revealed the challenges of implementing a digital desktop meant to help teachers leverage technology to improve their teaching and ultimately student learning. The most significant outcome of this project is that the Indiana Department of Education expressed interest in assuming responsibility for sustaining this project. The transition of the smartDESKTOP to the Indiana Department of Education was effective on November 1, 2007.

    A new project began in 2005 to monitor the biological and physical effects of improved operations of Hungry Horse and Libby Dams, Montana, called for by the Northwest Power and Conservation Council (NPCC) Mainstem Amendment. This operating strategy was designed to benefit resident fish impacted by hydropower and flood control operations. Under the new operating guidelines, July through September reservoir drafts will be limited to 10 feet from full pool during the highest 80% of water supply years and 20 feet from full pool during the lowest 20% of water supply (drought) years. Limits were also established on how rapidly discharge from the dams can be increased or decreased depending on the season. The NPCC also directed the federal agencies that operate Libby and Hungry Horse Dams to implement a new flood control strategy (VARQ) and directed Montana Fish, Wildlife & Parks to evaluate biological responses to this operating strategy. The Mainstem Amendment operating strategy has not been fully implemented at the Montana dams as of June 2008 but the strategy will be implemented in 2009. This report highlights the monitoring methods used to monitor the effects of the Mainstem Amendment operations on fishes, habitat, and aquatic invertebrates upstream and downstream of Libby Dam. We also present initial assessments of data and the effects of various operating strategies on physical and biological components of the systems upstream and downstream of Libby Dam.     This report contains the results of a literature review on the carrying capacity of Pacific salmon in the Columbia River Basin. The objective of the review was to find the information gaps relative to the determinants of salmon carrying capacity in the Columbia River Basin. The review was one activity designed to answer questions asked in Measure 7.1A of the Councils Fish and Wildlife Program. Based, in part, on the information learned during the literature review and the other work accomplished during this study the Pacific Northwest National Laboratory (PNNL) state concluded that the approach inherent in 7.1A will not increase understanding of ecology, carrying capacity, or limiting factors that influence salmon under current conditions. To increase understanding of ecology, carring capacity, and limiting factors, it is necessary to deal with the complexity of the sustained performance of salmon in the Columbia River Basin. The PNNL team suggests that the regions evaluated carrying capacity from more than one view point. The PNNL team recommends that the region use the contextualistic view for evaluating capacity.

    This Programmatic Agreement (PA) addresses the built environment (i.e., buildings and structures) constructed during the Manhattan Project and Cold War Era periods of Hanford`s operational history. As such it encompasses the years 1943 through 1990. The identification, evaluation, and treatment of buildings and historic archeological remains on the Hanford Site predating 1943 will be accomplished through Sections 800.4 through 800.6 of the Council`s regulations. This PA will be in effect from the date of signature until September 30, 2000. Completion of the Sitewide Treatment Plan established under this PA satisfies all Section 106 requirements for identification, evaluation, and treatment necessary for all undertakings, up to and including demolition which may affect Manhattan Project and Cold War Era properties. This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000. Identification, evaluation, and treatment of properties constructed on the Hanford Site after 1990 will be handled pursuant to the regulations in effect at the time such properties are eligible for review.
