    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

That is why the Department of energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1998 Federal Energy and Water Management Award. The 1998 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $222 million and 10.5 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects. Through their dedication, hard work, ingenuity, and success, the award winners have also inspired others to increase their own efforts to save energy and water and to more aggressively pursue the use of renewable energy sources.     The primary objective of this study was to estimate the current life-cycle cost-effective (i.e., economic) energy savings potential in Federal buildings and the corresponding capital investment required to achieve these savings, with Federal financing. Estimates were developed for major categories of energy efficiency measures such as building envelope, heating system, cooling system, and lighting. The analysis was based on conditions (building stock and characteristics, retrofit technologies, interest rates, energy prices, etc.) existing in the late 1990s. The potential impact of changes to any of these factors in the future was not considered.

    The U.S. Department of Energy (DOE) is required by statute and Presidential Memorandum to establish guidelines for agencies to meter their Federal buildings for energy (electricity, natural gas, and steam) and water. See 42 U.S.C. § 8253(e). DOE issued guidance in February 2006 on the installation of electric meters in Federal buildings. A recent update to the 2006 guidance accounts for more current metering practices within the Federal Government. The updated metering guidance specifies that all Federal buildings shall be considered “appropriate” for energy or water metering unless identified for potential exclusion. In developing the updated guidance to carry out the statue, Congress also directed DOE to (among other things) establish exclusions from the metering requirements based on the de minimis quantity of energy use of a Federal building, industrial process, or structure. This paper discusses the method used to identify de minimis values.

    Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

The 1997 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $100 million and 9.8 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects.     Federal agencies are taking many steps to improve the sustainability of their operations, including improving the energy efficiency of their buildings, promoting recycling and reuse of materials, encouraging carpooling and alternative transit schemes, and installing low flow water fixture units are just a few of the common examples. However, an often overlooked means of energy savings is to provide feedback to building users about their energy use through information dashboards connected to a building?s energy information system. An Energy Information System (EIS), broadly defined, is a package of performance monitoring software, data acquisition hardware, and communication systems that is used to collect, store, analyze, and display energy information. At a minimum, the EIS provides the whole-building energy-use information (Granderson 2009a). We define a ?dashboard? as a display and visualization tool that utilizes the EIS data and technology to provide critical information to users. This information can lead to actions resulting in energy savings, comfort improvements, efficient operations, and more. The tools to report analyzed information have existed in the information technology as business intelligence (Few 2006). The dashboard is distinguished from the EIS as a whole, which includes additional hardware and software components to collect and storage data, and analysis for resources and energy management (Granderson 2009b). EIS can be used for a variety of uses, including benchmarking, base-lining, anomaly detection, off-hours energy use evaluation, load shape optimization, energy rate analysis, retrofit and retro-commissioning savings (Granderson 2009a). The use of these EIS features depends on the specific users. For example, federal and other building managers may use anomaly detection to identify energy waste in a specific building, or to benchmark energy use in similar buildings to identify energy saving potential and reduce operational cost.   5. Cool roofs as an energy conservation measure for federal buildings

    We have developed initial estimates of the potential benefits of cool roofs on federal buildings and facilities (building scale) as well as extrapolated the results to all national facilities under the administration of the Federal Energy Management Program (FEMP). In addition, a spreadsheet ''calculator'' is devised to help FEMP estimate potential energy and cost savings of cool roof projects. Based on calculations for an average insulation level of R-11 for roofs, it is estimated that nationwide annual savings in energy costs will amount to $16M and $32M for two scenarios of increased roof albedo (moderate and high increases), respectively. These savings, corresponding to about 3.8 percent and 7.5 percent of the base energy costs for FEMP facilities, include the increased heating energy use (penalties) in winter. To keep the cost of conserved energy (CCE) under $0.08 kWh-1 as a nationwide average, the calculations suggest that the incremental cost for cool roofs should not exceed $0.06 ft-2, assuming that cool roofs have the same life span as their non-cool counterparts. However, cool roofs usually have extended life spans, e.g., 15-30 years versus 10 years for conventional roofs, and if the costs of re-roofing are also factored in, the cutoff incremental cost to keep CCE under $0.08 kWh-1 can be much higher. In between these two ends, there is of course a range of various combinations and options.

    As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

    This EA evaluated the environmental impacts of a proposal to amend the current rule for commercial and high-rise multi-family residential buildings, 10 CFR 433 “Energy Efficiency Standards for New Federal Commercial and High-Rise Multi-Family Residential Buildings,” to replace ASHRAE Standard 90.1-2004 with the more stringent ASHRAE Standard 90.1-2007, incorporated by reference. This EA also evaluated the environmental impacts with regard to low-rise residential buildings; this rulemaking updated 10 CFR 435 Subpart A, “Energy Efficiency Standards for New Federal Residential Low-Rise Residential Buildings,” to replace the International Energy Conservation Code (IECC) 2004 with the more stringent IECC 2009, incorporated by reference. This EA was completed as DOE/EA-1871.

    An evaluation was made of potential asbestos exposure in the Federal Office Building located in Evansville, Indiana. Several surface samples revealed chrysotile and amosite fibers which indicated a history of past airborne asbestos at the site. The author concluded that a potential health hazard exists. It is recommended that the material be safely removed by a reliable contractor skilled in asbestos abatement. Interim precautionary measures are suggested to allow for building use until the asbestos is completely removed.

The results of this collaboration include a high-level data reporting, analysis and management system to support the deployment efforts. The technical objectives include successfully install, commission, operate, maintain and document the performance of radiation control coatings on roofs at Tyndall AFB and the Buildings Technology Center at the Oak Ridge National Laboratory; determine the life cycle savings that can be achieved by using radiation control coatings on entire roofs at Tyndall AFB, based on documented installed cost and operating maintenance costs with and without the coatings; determine if any specific improvements are required in the coatings before they can be successfully deployed in the federal sector; determine the most effective way to facilitate the widespread and rapid deployment of radiation control coatings in the federal sector; and clearly define any barriers to deployment.

  19. Wood Pellet-Fired Biomass Boiler Project at the Ketchikan Federal Building

    Biomass boiler systems have existed for many years, but the technology has advanced in recent decades and can now provide automated and efficient operation for a relatively modest investment. Key advances in system monitoring and control allow for lower operating costs, since the control systems run all aspects of the boiler, including feed, load reduction and even tube cleaning. These advances have made such systems economical on a small scale in situations where inexpensive fuels like natural gas are not available. This creates an opportunity for building operators in remote, cold-climate locations to reduce the use of expensive fuels for heating buildings. GSA Region 10 installed the system at the federal building in Ketchikan, Alaska and submitted the project to the Green Proving Ground (GPG) program. GSA's GPG program contracted with the National Renewable Energy Laboratory (NREL) to assess the installation and the technology. The system serves as a demonstration to assess actual system efficiencies, as well as operating characteristics and financial benefits. In addition to installation and operational issues, the project team/researchers examined other issues, including fuel transportation costs, building energy savings, and overall economics.

    This report presents a reassessment of the proposed standard for energy conservation in new federal residential buildings. The analysis uses the data presented in the report, Economic Analysis: In Support of Interim Energy Conservation Standards for New Federal Residential Buildings (June 1988)-to be referred to as the EASIECS report. The reassessment differs from that report in several respects. In modeling factual information, it uses more recent forecasts of future energy prices and it uses data from the Bureau of the Census in order to estimate the distribution of lifetimes of residential buildings rather than assuming a hypothetical 25-year lifetime. In modeling social preferences decision analysis techniques are used in order to examine issues of public values that often are not included in traditional cost-benefit analyses. The present report concludes that the public would benefit from the proposed standard. Several issues of public values regarding energy use are illustrated with methods to include them in a formal analysis of a proposed energy policy. The first issue places a value on costs and benefits that will occur in the future as an irreversible consequence of current policy choices. This report discusses an alternative method, called relative value discounting which permits flexible discounting of future events-and the possibility of placing greater values on future events. The second issue places a value on the indirect benefits of energy savings so that benefits accrue to everyone rather than only to the person who saves the energy. This report includes non-zero estimates of the indirect benefits. The third issue is how the costs and benefits discussed in a public policy evaluation should be compared. In summary, selection of individual projects with larger benefit to cost ratios leads to a portfolio of projects with the maximum benefit to cost difference. 30 refs., 6 figs., 16 tabs. (JF)

    The US Department of Energy (DOE) has recognized the opportunity to achieve energy, economic, and environmental benefits by promoting energy-efficient lighting through federal policies, including lighting standards, financial incentives, and information programs. To assist in this process, the Office of Conservation and Renewable Energy's Office of Codes and Standards invited Lawrence Berkeley Laboratory to assess prospective national impacts for a variety of policy options. Some progress has already been made in developing lighting policies at both the federal and state levels. The US DOE's Office of Building Technologies has evaluated lighting efficiency incentives as part of its analysis for the National Energy Strategy. Fluorescent and incandescent lamp standards are included in the national Energy Policy Act of 1992 (P.L. 102-486, October 24, 1992). A few states have analyzed or implemented lamp and luminaire standards. Many policy-related issues merit further investigation. For example, there is considerable debate over issues such as mandatory or voluntary standards versus component labeling and other education-oriented strategies. Several different technologies are involved that interact with each other-lamps (incandescent, compact fluorescent, and HID), ballasts (for fluorescent and HID lamps), and fixtures with reflectors and lenses. Control systems and operation patterns must also be considered (timers, automated dimming, or occupancy sensors). Lighting applications are diverse, ranging from offices, restaurants, hallways, hospital operating rooms, to exterior lights. Lighting energy use influences heating and cooling requirements in buildings. Successful lighting system design must also address interactions between architectural design elements and daylighting availability. Proper system installation and ongoing operation and maintenance are crucial. The economic aspects of the preceding points must also be considered for policy making.

    The activities and results of the Non-Federal Public Buildings Assessment project are summarized. The purpose of the project was to stimulate and assist the states of the Northeast Region in planning for the conversion of non-federal (state, county and municipal) public buildings from conventional energy to solar. These buildings include office buildings, schools, universities, hospitals, courthouses, prisons, police and fire stations, city and town halls, animal pounds, fish hatcheries, game farms and agricultural facilities. All are major users of energy, most of it in the form of distillate or residual oil. The thrust of the project was solely on domestic hot water and space heating applications, with energy provided by active or passive solar thermal, wood, and, possibly, wind.

    The US Department of Energy`s (DOE`s) Federal Energy Management Program (FEMP) supports efforts to reduce energy use and associated expenses in the federal sector. One such effort, the New Technology Demonstration Program (NTDP), seeks to evaluate new energy-saving US technologies and secure their more timely adoption by the US government. Through a partnership with a federal site, the utility serving the site, a manufacturer of an energy-related technology, and other organizations associated with these interests, DOE can evaluate a new technology. The results of the program give federal agency decision makers more hands-on information with which to validate a decision to utilize a new technology in their facilities. This is the second volume of a two-volume report that describes the effects of radiation control coatings installed on federal buildings at Tyndall Air Force Base (AFB) in Florida by ThermShield International. ORNL`s Buildings Technology Center (BTC) was assigned the responsibility for gathering, analyzing, and reporting on the data to describe the effects of the coatings. The first volume described the monitoring plan and its implementation, the results of pre-coating monitoring, the coating installation, results from fresh coatings compared to pre-coating results, and a plan to decommission the monitoring equipment. This second volume updates and completes the presentation of data to compare performance of fresh coatings with weathered coatings.

    This report documents the findings from an onsite audit of the John W. Bricker Federal building located in Columbus, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would either reduce electrical and gas consumption or increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    The active solar Domestic Hot Water (DHW) system at the Fort Devens Launderette was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system was one of eight systems selected for quality monitoring. The purpose of this monitoring effort was to document the performance of quality state-of-the-art solar systems in large federal buildings. The launderette is part of the Post Exchange complex at the Fort Devens Army Post in Fort Devens, Massachusetts. The solar system preheats hot water for the coin operated laundry which has an estimated 25,000 customers per year. There are 108 collector panels comprising the 2563-square foot collector array. Collected solar energy is stored in a 3800-gallon tank. Propylene glycol is used to protect the solar array from freezing. Two immersed heat exchangers provide heat transfer from the propylene glycol to directly heat the DHW supply water in the storage tank. Auxiliary energy is supplied by gas and oil boilers. This solar system can be considered one of a kind and as such is a prototype. The lessons learned from building and operating this system should be used to correct design deficiencies and improve the performance of future solar systems for this application. Highlights of the system performance at the Fort Devens Launderette solar system during the December 1984 through June 1985 monitoring period are presented in this report.

    The active solar Domestic Hot Water (DHW) system at the Tucson Job Corps Center was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP selected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large Federal buildings. The systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregated overall performance is often considerably below what might be expected had similar systems been constructed consecutively with each repetition incorporating corrections and improvements. The solar collector system is installed on a two story dormitory at the Job Corps Center. The solar system preheats hot water for about two hundred students. The solar system provided about 50% of the energy needed for water heating in the winter and nearly 100% of the water heating needs in the summer. There are about 70,000 gallons of water used per month. There are seventy-nine L.O.F. panels or 1659 square feet of collectors (1764 square feet before freeze damage occurred) mounted in two rows on the south facing roof. Collected solar energy is stored in the 2200-gallon storage tank. The control system is by Johnson Controls. City water is piped directly to the storage tank and is circulated in the collectors. Freeze protection is provided by recirculation of storage water. There is an auxiliary gas fired boiler and 750 gallon DHW storage tank to provide backup for the solar system. Highlights of the performance monitoring from the solar collection system at the Tucson Job Corps Center during the November 1984 through July 1985 monitoring period are presented in this report.

    The active solar Domestic Hot Water (DHW) and space heating system at the Eisenhower Museum was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP slected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large federal building applications. These systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregate, overall performance is often considerably below what might be expected had similar systems been constructed consecutively with each repetition incorporating corrections and improvements. The solar system is a retrofit, designed to supply part of the space heating (and reheating for humidity control) load at the museum, located at President Eisenhower's boyhood home in Abilene, Kansas. The small DHW load is also served by the solar system. The museum and adjacent library entertain approximately 200,000 visitors per year, and require controlled temperature and humidity for preservation of artifacts. The summer reheating load for humidity control is comparable to the space heating load in winter. The solar system has 110 US Solar flat plate collectors with a gross area of 4201 square feet, using ethylene glycol as the collector fluid. The energy from the collector loop is transferred to two 1980 gallon storage tanks via an external heat exchanger. Solar energy is used for DHW preheating and for space heating. Highlights of the performance monitoring at the Eisenhower Museum during the period March 1985 through September 1985 are summarized in this report.

    The US Department of Energy`s (DOE`s) Federal Energy Management Program (FEMP) supports efforts to reduce energy use and associated expenses in the federal sector. One such effort, the New Technology Demonstration Program (NTDP), seeks to evaluate new energy-saving US technologies and secure their more timely adoption by the US government. Through a partnership with a federal site, the utility serving the site, a manufacturer of an energy-related technology, and other organizations associated with these interests, DOE can evaluate a new technology. The results of the program give federal agency decision makers more hands-on information with which to validate a decision to utilize a new technology in their facilities. The partnership of these interests is secured through a cooperative research and development agreement (CRADA), in this case between Lockheed Martin Energy Research Corporation, the manager of the Oak Ridge National Laboratory (ORNL), Oak Ridge, Tennessee, and ThermShield International, Ltd., the manufacturer of the technology. This is the first volume of a two-volume report that describes the effects of radiation control coatings installed on federal buildings at Tyndall Air Force Base (AFB) in Florida by ThermShield International. ORNL`s Buildings Technology Center (BTC) was assigned the responsibility for gathering, analyzing, and reporting on the data to describe the effects of the coatings. This volume describes the monitoring plan and its implementation, the results of pre-coating monitoring, the coating installation, results from fresh coatings compared to pre-coating results, and a plan to decommission the monitoring equipment. By including results from roofs at Tyndall AFB and from an outdoor test facility at the BTC, the data cover the range from poorly insulated to well-insulated roofs and two kinds of radiation control coatings on various roof membranes.

    This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    Chromogenic glazing materials are emerging technologies that tint reversibly from a clear to dark tinted state either passively in response to environmental conditions or actively in response to a command from a switch or building automation system. Switchable coatings on glass manage solar radiation and visible light while enabling unobstructed views to the outdoors. Building energy simulations estimate that actively controlled, near-term chromogenic glazings can reduce perimeter zone heating, ventilation, and airconditioning (HVAC) and lighting energy use by 10-20% and reduce peak electricity demand by 20-30%, achieving energy use levels that are lower than an opaque, insulated wall. This project demonstrates the use of two types of chromogenic windows: thermochromic and electrochromic windows. By 2013, these windows will begin production in the U.S. by multiple vendors at high-volume manufacturing plants, enabling lower cost and larger area window products to be specified. Both technologies are in the late R&D stage of development, where cost reductions and performance improvements are underway. Electrochromic windows have been installed in numerous buildings over the past four years, but monitored energy-efficiency performance has been independently evaluated in very limited applications. Thermochromic windows have been installed in one other building with an independent evaluation, but results have not yet been made public.

  16. The Role of Awards Programs in Stimulating Energy Efficient Behavior: A Study of Award Winners

    The value of formal awards programs may be principally in gaining wider recognition for achievements in energy efficiency. But how do these programs contribute to the goal that is presumably behind this value, i.e., stimulating further energy efficient behavior, beyond publicizing the awards ceremonies and describing the projects via websites, posters, and the like? Interviews with 22 individuals and teams of award winners under the Department of Energy Federal Energy Management Program (DOE FEMP) yield insights on the roles that awards programs can play in stimulating energy efficient behavior, especially with regard to institutional dimensions of such behavior. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. Although only one of the interviewees affirmed that winning an award was a motivating factor, awards do validate often-hard-won achievements through recognition and, in some cases, additional resources, thus stimulating both the winners themselves and those who see the achievements to further energy-saving activities. Finally, award winners’ responses demonstrated the importance of behavioral and institutional change in energy efficiency.
