    On June 11, 2003, representatives from universities, federal and state government agencies, Department of Energy national laboratories, and the private sector attended a one-day workshop in Washington, DC. The objective of the workshop was to review and provide input into DOE's assessment of the market for advanced sensors and controls technology and potential R&D pathways to enhance their success in the buildings market place. The workshop consisted of two sessions. During the morning session, participants were given an overview on the following topics: market assessment, current applications and strategies for new applications, sensors and controls, networking, security, and protocols and standards, and automated diagnostics, performance measurement, commissioning and optimal control and tools. In the sessions, workshop participants were asked to review the potential R&D pathways, identify high priority activities, and outline a five year path for each of these activities. Priorities were as follows: largest and quickest impact; best use of finite resources; greatest likelihood for market penetration; and ability to replicate results. The participants identified several promising R&D opportunities.

    Green roof technology is recognized for mitigating stormwater runoff and energy consumption. Methods to overcome the cost gap between green roofs and conventional roofs were recently quantified by incorporating air quality benefits. This study investigates the impact of scaling on these benefits at the city-wide scale using Washington, DC as a test bed because of the proposed targets in the 20-20-20 vision (20 million ft{sup 2} by 2020) articulated by Casey Trees, a nonprofit organization. Building-specific stormwater benefits were analyzed assuming two proposed policy scenarios for stormwater fees ranging from 35 to 50% reduction for green roof implementation. Heat flux calculations were used to estimate building-specific energy savings for commercial buildings. To assess benefits at the city scale, stormwater infrastructure savings were based on operational savings and size reduction due to reduced stormwater volume generation. Scaled energy infrastructure benefits were calculated using two size reductions methods for air conditioners. Avoided carbon dioxide, nitrogen oxide (NOx), and sulfur dioxide emissions were based on reductions in electricity and natural gas consumption. Lastly, experimental and fugacity-based estimates were used to quantify the NOx uptake by green roofs, which was translated to health benefits using U.S. Environmental Protection Agency models. The results of the net present value (NPV) analysis showed that stormwater infrastructure benefits totaled $1.04 million (M), while fee-based stormwater benefits were $0.22-0.32 M/y. Energy savings were $0.87 M/y, while air conditioner resizing benefits were estimated at $0.02 to $0.04 M/y and avoided emissions benefits (based on current emission trading values) were $0.09 M-0.41 M/y. Over the lifetime of the green roof (40 years), the NPV is about 30-40% less than that of conventional roofs (not including green roof maintenance costs).     This report documents observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy GATEWAY Solid-State Lighting (SSL) Technology Demonstration Program at the Smithsonain American Art Museum in Washington, DC. LED Lamp samples were tested in the museum workshop, temporarily installed in a gallery for feedback, and ultimately replaced all traditional incandescent lamps in one gallery of modernist art at the American Art Museum and partially replacing lamps in two galleries at the Musesum's Renwick Gallery.     The Advanced LWR Fuel Working Group first met in November of 2010 with the objective of looking 20 years ahead to the role that advanced fuels could play in improving light water reactor technology, such as waste reduction and economics. When the group met again in March 2011, the Fukushima incident was still unfolding. After the March meeting, the focus of the program changed to determining what we could do in the near term to improve fuel accident tolerance. Any discussion of fuels with enhanced accident tolerance will likely need to consider an advanced light water reactor with enhanced accident tolerance, along with the fuel. The Advanced LWR Fuel Working Group met in Washington D.C. on October 72-18, 2011 to continue discussions on this important topic.

    Energy efficiency retrofits (EERs) face many challenges on the path to scalability. Limited budgets, cost effectiveness, risk factors, and accessibility impact the type and the extent of measures that can be implemented feasibly to achieve energy savings goals. Group home retrofits can face additional challenges than those in single family homes - such as reduced access (occupant-in-place restrictions) and lack of incentives for occupant behavioral change. This project studies the specification, implementation, and energy savings from an EER in a group home, with an energy savings goal of 30%. This short term test report chronicles the retrofit measures specified, their projected cost-effectiveness using building energy simulations, and the short term test results that were used to characterize pre-retrofit and post-retrofit conditions. Additionally, the final report for the project will include analysis of pre- and post-retrofit performance data on whole building energy use, and an assessment of the energy impact of occupant interface with the building (i.e., window operation). Ultimately, the study's results will be used to identify cost effective EER measures that can be implemented in group homes, given constraints that are characteristic of these buildings. Results will also point towards opportunities for future energy savings.

    A workshop sponsored by the Los Alamos National Laboratory in cooperation with the Woodrow Wilson International Center for Scholars was held at the Wilson Center in Washington, DC, on October 28, 2010. The workshop addressed evolving nuclear forces and their impacts on nonproliferation in the context of the new strategic environment, the Obama Administration's Nuclear Posture Review and the 2010 NPT Review Conference. The discussions reflected the importance of the NPR for defining the role of US nuclear forces in dealing with 21st century threats and providing guidance for National Nuclear Security Administration (NNSA) and Department of Defense (DoD) programs and, for many but not all participants, highlighted its role in the successful outcome of the NPT RevCon. There was widespread support for the NPR and its role in developing the foundations for a sustainable nuclear-weapon program that addresses nuclear weapons, infrastructure and expertise in the broader nonproliferation, disarmament and international security contexts. However, some participants raised concerns about its implementation and its long-term effectiveness and sustainability.

    Trees can reduce demand for air conditioning to cool buildings by shading residences and lowering summertime air temperatures. During winter, trees can reduce heating needs by lowering wind speeds and thereby reducing infiltration of cold air. On the otherhand, winter shade from improperly located trees can increase heating requirements. Projections from computer simulations indicate that 100 million mature trees in U.S. cities (3 trees for every other single family home) could reduce energy use for heating and cooling by 30 billion kWh and reduce carbon dioxide emissions by as much as 9 million tons per year. This energy analysis is part of a larger study that quantifies costs and benefits of proposed tree plantings in 12 U.S. cities. While energy savings is an important benefit from community forests, other benefits (e.g., air quality improvement, reduced stormwater runoff, increased property values) can have equal or greater value. Tree planting, care, and other costs (e.g., water-sewer line repair, green waste disposal, litigation/liability, program administration) from the cost-benefit study can be used to help estimate costs associated with a tree planting program for demand-side management. Data from this energy analysis should be of direct value to local utilities, urban foresters, planners, landscape designers, and non-profit tree planting groups.

    Bosch has developed and demonstrated a novel DC microgrid system designed to maximize utilization efficiency for locally generated photovoltaic energy while offering high reliability, safety, redundancy, and reduced cost compared to equivalent AC systems. Several demonstration projects validating the system feasibility and expected efficiency gains have been completed and additional ones are in progress. This work gives an overview of the Bosch DC microgrid system and presents key results from a large simulation study done to estimate the energy savings of the Bosch DC microgrid over conventional AC systems. The study examined the system performance in locations across the United States for several commercial building types and operating profiles and found that the Bosch DC microgrid uses generated PV energy 6%–8% more efficiently than traditional AC systems.

    Energy efficiency retrofits (EERs) face many challenges on the path to scalability. Limited budgets, cost effectiveness, risk factors, and accessibility impact the type and the extent of measures that can be implemented feasibly to achieve energy savings goals. Group home retrofits can face additional challenges than those in single family homes – such as reduced access (occupant-in-place restrictions) and lack of incentives for occupant behavioral change. This project studies the specification, implementation, and energy savings from an EER in a group home, with an energy savings goal of 30%. This short term test report chronicles the retrofit measures specified, their projected cost-effectiveness using building energy simulations, and the short term test results that were used to characterize pre-retrofit and post-retrofit conditions. Additionally, the final report for the project will include analysis of pre- and post-retrofit performance data on whole building energy use, and an assessment of the energy impact of occupant interface with the building (i.e., window operation). Ultimately, the study’s results will be used to identify cost effective EER measures that can be implemented in group homes, given constraints that are characteristic of these buildings. Results will also point towards opportunities for future energy savings.

    The Greening of the Department of Energy Headquarters is a comprehensive, multi-year project designed to identify and implement specific actions DOE can take to save energy and money, improve the comfort and productivity of employees, and benefit the environment. It is part of the Administration`s overall effort to promote greening in all of the nation`s federal buildings. Present Clinton started the Greening of the White House in 1993, and similar efforts have been undertaken by the Department of Defense at the Pentagon, the National Park Service at the Presidio, and now the Department of Energy at the Forrestal and Germantown buildings. The Greening of the Department of Energy Headquarters, An Action Plan for Success (Action Plan), unveiled on April 22, 1996, outlined more than 80 action items for DOE`s Forrestal and Germantown buildings. The action items were designed to increase energy efficiency, improve resource management, improve air quality, reduce water use, reduce paper use, improve landscape management, improve maintenance and operational procedures, increase employee participation, and promote education and outreach. In the two years since the Action Plan was introduced, the Department of Energy has made major progress in implementing specific action items designed to target four major subject areas: (1) Energy Efficiency; (2) Resource Management; (3) Air, Water, Landscape, and (4) Human Factors. This report outlines the status of the recommendations of the Action Plan since they were introduced two years ago.

    An increasing number of energy efficient appliances operate on direct current (DC) internally, offering the potential to use DC from renewable energy systems directly and avoiding the losses inherent in converting power to alternating current (AC) and back. This paper investigates that potential for net-metered residences with on-site photovoltaics (PV) by modeling the net power draw of the ‘direct-DC house’ with respect to today’s typical configuration, assuming identical DC-internal loads. Power draws were modeled for houses in 14 U.S. cities, using hourly, simulated PV-system output and residential loads. The latter were adjusted to reflect a 33% load reduction, representative of the most efficient DC-internal technology, based on an analysis of 32 electricity end-uses. The model tested the effect of climate, electric vehicle (EV) loads, electricity storage, and load shifting on electricity savings; a sensitivity analysis was conducted to determine how future changes in the efficiencies of power system components might affect savings potential. Based on this work, we estimate that net-metered PV residences could save 5% of their total electricity load for houses without storage and 14% for houses with storage. Based on residential PV penetration projections for year 2035 obtained from the National Energy Modeling System (2.7% for the reference case and 11.2% for the extended policy case), direct-DC could save the nation 10 trillion Btu (without storage) or 40 trillion Btu (with storage). Shifting the cooling load by two hours earlier in the day (pre-cooling) has negligible benefits for energy savings. Direct-DC provides no energy savings benefits for EV charging, to the extent that charging occurs at night. However, if charging occurred during the day, for example with employees charging while at work, the benefits would be large. Direct-DC energy savings are sensitive to power system and appliance conversion efficiencies but are not significantly

    About 50 million gallons of high-level mixed waste is currently in storage in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed of in an engineered facility on the Hanford site while the IHLW product will be directed to the national deep geological disposal facility for high-level nuclear waste. The ILAW and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The Office of River Protection is currently examining options to optimize the Low Activity Waste (LAW) facility and the LAW glass waste form. One option under evaluation is to enhance the waste processing rate of the vitrification plant currently under construction. It is likely that the capacity of the LAW vitrification plant can be increased incrementally by implementation of a variety of low-risk, high-probability changes, either separately or in combination. These changes include: (1) Operating at the higher processing rates demonstrated at the LAW Pilot Melter; (2) Increasing the glass pool surface area within the existing external melter envelope; (3) Increasing plant availability; (4) Increasing the glass waste loading; (5) Removing sulfate from the LAW stream; (6) Operating the melter at slightly higher temperature; (7) Installing the third LAW melter into the WTP plant; and (8) Other smaller impact changes. The melter tests described in this report utilized blended feed (glass formers plus waste simulant) prepared by Optima

The system and method permits the combining of AC and DC power sources and the simultaneous distribution of the resulting power over the same wiring.     This report documents the results of the Department of Energy's (DOE's) Tiger Team Assessment of the Lawrence Berkeley Laboratory (LBL) conducted from January 14 through February 15, 1991. The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. Corrective action plans are inadequate, however, many compensatory actions are underway. Also, LBL does not have the technical expertise or training programs nor the tracking and followup to effectively direct and control sitewide guidance and oversight by DOE of ES H activities at LBL. As a result of these deficiencies, the Tiger Team has reservations about LBL's ability to implement effective actions in a timely manner and, thereby, achieve excellence in their ES H program. 4 figs., 24 tabs.

    A multilevel DC link inverter and method for improving torque response and current regulation in permanent magnet motors and switched reluctance motors having a low inductance includes a plurality of voltage controlled cells connected in series for applying a resulting dc voltage comprised of one or more incremental dc voltages. The cells are provided with switches for increasing the resulting applied dc voltage as speed and back EMF increase, while limiting the voltage that is applied to the commutation switches to perform PWM or dc voltage stepping functions, so as to limit current ripple in the stator windings below an acceptable level, typically 5%. Several embodiments are disclosed including inverters using IGBT's, inverters using thyristors. All of the inverters are operable in both motoring and regenerating modes.

    This report examines energy intensities in commercial buildings for nine end uses: space heating, cooling, ventilation, lighting, water heating, cooking, refrigeration, office equipment, and other. The objective of this analysis was to increase understanding of how energy is used in commercial buildings and to identify targets for greater energy efficiency which could moderate future growth in demand. The source of data for the analysis is the 1989 Commercial Buildings Energy Consumption survey (CBECS), which collected detailed data on energy-related characteristics and energy consumption for a nationally representative sample of approximately 6,000 commercial buildings. The analysis used 1989 CBECS data because the 1992 CBECS data were not yet available at the time the study was initiated. The CBECS data were fed into the Facility Energy Decision Screening (FEDS) system, a building energy simulation program developed by the US Department of Energy`s Pacific Northwest Laboratory, to derive engineering estimates of end-use consumption for each building in the sample. The FEDS estimates were then statistically adjusted to match the total energy consumption for each building. This is the Energy Information Administration`s (EIA) first report on energy end-use consumption in commercial buildings. This report is part of an effort to address customer requests for more information on how energy is used in buildings, which was an overall theme of the 1992 user needs study. The end-use data presented in this report were not available for publication in Commercial Buildings Energy Consumption and Expenditures 1989 (DOE/EIA-0318(89), Washington, DC, April 1992). However, subsequent reports on end-use energy consumption will be part of the Commercial Buildings Energy Consumption and Expenditures series, beginning with a 1992 data report to be published in early 1995.

    A portable, hand-held meter used to measure direct current (DC) attenuation in low impedance electrical signal cables and signal attenuators. A DC voltage is applied to the signal input of the cable and feedback to the control circuit through the signal cable and attenuators. The control circuit adjusts the applied voltage to the cable until the feedback voltage equals the reference voltage. The "units" of applied voltage required at the cable input is the system attenuation value of the cable and attenuators, which makes this meter unique. The meter may be used to calibrate data signal cables, attenuators, and cable-attenuator assemblies.

DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    An auxiliary resonant dc tank (ARDCT) converter is provided for achieving soft-switching in a power converter. An ARDCT circuit is coupled directly across a dc bus to the inverter to generate a resonant dc bus voltage, including upper and lower resonant capacitors connected in series as a resonant leg, first and second dc tank capacitors connected in series as a tank leg, and an auxiliary resonant circuit comprising a series combination of a resonant inductor and a pair of auxiliary switching devices. The ARDCT circuit further includes first clamping means for holding the resonant dc bus voltage to the dc tank voltage of the tank leg, and second clamping means for clamping the resonant dc bus voltage to zero during a resonant period. The ARDCT circuit resonantly brings the dc bus voltage to zero in order to provide a zero-voltage switching opportunity for the inverter, then quickly rebounds the dc bus voltage back to the dc tank voltage after the inverter changes state. The auxiliary switching devices are turned on and off under zero-current conditions. The ARDCT circuit only absorbs ripples of the inverter dc bus current, thus having less current stress. In addition, since the ARDCT circuit is coupled in parallel with the dc power supply and the inverter for merely assisting soft-switching of the inverter without participating in real dc power transmission and power conversion, malfunction and failure of the tank circuit will not affect the functional operation of the inverter; thus a highly reliable converter system is expected.

    Many user facilities such as synchrotron light sources and free electron lasers require accelerating structures that support electric fields of 10-100 MV/m, especially at the start of the accelerator chain where ceramic insulators are used for very high gradient DC guns. These insulators are difficult to manufacture, require long commissioning times, and have poor reliability, in part because energetic electrons bury themselves in the ceramic, creating a buildup of charge and causing eventual puncture. A novel ceramic manufacturing process is proposed. It will incorporate bulk resistivity in the region where it is needed to bleed off accumulated charge caused by highly energetic electrons. This process will be optimized to provide an appropriate gradient in bulk resistivity from the vacuum side to the air side of the HV standoff ceramic cylinder. A computer model will be used to determine the optimum cylinder dimensions and required resistivity gradient for an example RF gun application. A ceramic material example with resistivity gradient appropriate for use as a DC gun insulator will be fabricated by glazing using doping compounds and tested.

The primary dc power circuit and the secondary dc power circuit each further comprising at least two tank capacitances arranged in series as a tank leg, at least two resonant switching devices arranged in series with each other and arranged in parallel with the tank leg, and at least one voltage source arranged in parallel with the tank leg and the resonant switching devices, said resonant switching devices including power semiconductor switches that are operated by gating signals. Additional embodiments having a center-tapped battery on the low voltage side and a plurality of modules on both the low voltage side and the high voltage side are also disclosed for the purpose of reducing ripple current and for reducing the size of the components.

    Plug-In Hybrid Electric Vehicles (PHEV) require high power density energy storage system (ESS) for hybrid operation and high energy density ESS for Electric Vehicle (EV) mode range. However, ESS technologies to maximize power density and energy density simultaneously are not commercially feasible. The use of bi-directional DC-DC converter allows use of multiple energy storage, and the flexible DC-link voltages can enhance the system efficiency and reduce component sizing.     About 50 million gallons of high-level mixed waste is currently in storage in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed of in an engineered facility on the Hanford site while the IHL W product will be directed to the national deep geological disposal facility for high-level nuclear waste. The ILAW and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The Office of River Protection is currently examining options to optimize the Low Activity Waste (LAW) facility and the LAW glass waste form. One option under evaluation is to enhance the waste processing rate of the vitrification plant currently under construction. It is likely that the capacity of the LAW vitrification plant can be increased incrementally by implementation of a variety of low-risk, high-probability changes, either separately or in combination. These changes include: (1) Operating at the higher processing rates demonstrated at the LAW Pilot Melter; (2) Increasing the glass pool surface area within the existing external melter envelope; (3) Increasing plant availability; (4) Increasing the glass waste loading; (5) Removing sulfate from the LAW stream; (6) Operating the melter at slightly higher temperature; (7) Installing the third LAW melter into the WTP plant; and (8) Other smaller impact changes.     One of the most significant events in the history of ASHRAE has been its ability to respond to the societal need to reduce energy use in buildings. The development of computer technology and the scare of an Arab oil embargo in the early 1970s stimulated rapid improvements in calculation procedures to predict the thermal performance and energy requirements of buildings. Renewed interest in solar energy applications during that period attracted new scientific talent into ASHRAE, but it was primarily the use of computers for peak-load and energy calculations that attracted the brightest and most talented young engineers into the Society. It is important to note that almost all of the fundamental developments in energy calculation procedures resulted from governmental support. On a national level, it was funding from the U.S. Post Office Department (POD), the US Department of Energy (DOE)--formerly the Energy Research and Development Administration (ERDA), and the US Department of Defense (DOD) that resulted in the two major public domain programs--DOE-2 (LBL 1979) and BLAST (Hittle 1977). This support has been continuous since 1973 and, as discussed later, it evolved from two competing load calculation methodologies. All of the DOD funds were focused at the US Army Construction Engineering Research Laboratory (CERL), while DOE funds were distributed among various governmental laboratories that competed each year for funding from Washington, DC. This led to a curious history in the development of DOE-2, in which several national laboratories made important technical contributions in the early years. These laboratories were Argon National Laboratory (ANL), Los Alamos Scientific Laboratory (LASL), and Lawrence Berkeley Laboratory (LBL). The DOE funding diminished quickly over time at ANL and somewhat later at LASL. LBL rapidly became the lead laboratory for the addition of new developments and maintenance of DOE-2.

    Microgrid demonstrations and deployments are expanding in US power systems and around the world. Although goals are specific to each site, these microgrids have demonstrated the ability to provide higher reliability and higher power quality than utility power systems and improved energy utilization. The vast majority of these microgrids are based on AC power transfer because this has been the traditionally dominant power delivery scheme. Independently, manufacturers, power system designers and researchers are demonstrating and deploying DC power distribution systems for applications where the end-use loads are natively DC, e.g., computers, solid-state lighting, and building networks. These early DC applications may provide higher efficiency, added flexibility, reduced capital costs over their AC counterparts. Further, when onsite renewable generation, electric vehicles and storage systems are present, DC-based microgrids may offer additional benefits. Early successes from these efforts raises a question - can a combination of microgrid concepts and DC distribution systems provide added benefits beyond what has been achieved individually?

    A distributed photovoltaic (PV) power plant includes a plurality of distributed dc-dc converters. The dc-dc converters are configured to switch in coordination with one another such that at least one dc-dc converter transfers power to a common dc-bus based upon the total system power available from one or more corresponding strings of PV modules. Due to the coordinated switching of the dc-dc converters, each dc-dc converter transferring power to the common dc-bus continues to operate within its optimal efficiency range as well as to optimize the maximum power point tracking in order to increase the energy yield of the PV power plant.

    A technical and economic feasibility study of HVDC systems without converter transformers is presented. The presentation includes proposed solutions to the drawback related to the absence of galvanic separation between the ac and dc systems, if the converter transformers are eliminated. The results show that HVDC systems without converter transformers are both technically and economically feasible. The cost savings can be substantial.

    A power generation system configured to provide direct current (DC) power to a DC link is described. The system includes a first power generation unit configured to output DC power. The system also includes a first DC to DC converter comprising an input section and an output section. The output section of the first DC to DC converter is coupled in series with the first power generation unit. The first DC to DC converter is configured to process a first portion of the DC power output by the first power generation unit and to provide an unprocessed second portion of the DC power output of the first power generation unit to the output section.
