    This report summarizes the work conducted by the Building America Industrialized Housing Partnership (BAIHP - www.baihp.org) during the final budget period (BP5) of our contract, January 1, 2010 to November 30, 2010. Highlights from the four previous budget periods are included for context. BAIHP is led by the Florida Solar Energy Center (FSEC) of the University of Central Florida. With over 50 Industry Partners including factory and site builders, work in BP5 was performed in six tasks areas: Building America System Research Management, Documentation and Technical Support; System Performance Evaluations; Prototype House Evaluations; Initial Community Scale Evaluations; Project Closeout, Final Review of BA Communities; and Other Research Activities.

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills.     As the dawn of the twenty-first century approaches, the current pattern of unsustainable, inequitable and unstable asymmetric demographic and economic growth has forced many segments of society to come together in facing a critical challenge: how can societies across the world meet their current basic human needs, aspirations and desires, without compromising the ability of future generations to meet their own needs? At the core of this challenge is the question: how can the human race maintain in perpetuity a healthy, physically attractive and biologically productive environment. The development path that we have been taking, in the past few centuries, has been ultimately detrimental to the health of our surrounding ecological context. We are consuming an increasing share of the natural resources available to use on this planet, and we are creating sufficiently large amounts of waste and pollution such that the earth can no longer assimilate our wastes and recover from the negative impacts. This is a result of a growing population as well as new technologies which make it easier for use to access natural resources and also require the consumption of more resources. Unsustainable technology has been the result of linear rather than cyclic thinking. The paradigm shift from linear to cyclic thinking in technological design is the crux of the shift from unsustainability to sustainability. This paper discusses the implications for the building design and construction industries. Strategies, technologies, and opportunities are presented to improve the sustainability of the built environment.

    California has a large number of small and medium sized industries which have a major impact on the demand growth of California utilities. Energy use in building services (lighting, HVAC, office equipment, computers, etc.). These industries constitute an important but largely neglected fraction of the total site energy use. The ratio of energy use in building service to the total site energy use is a function of the industrial activity, its size, and the climate at the site of the facility. Also, energy use in building services is more responsive to weather and occupant schedules than the traditional base-load'' industrial process energy. Industrial energy use is considered as a base-load'' by utility companies because it helps to increase the utilities' load factor. To increase this further, utilities often market energy at lower rates to industrial facilities. Presently, the energy use in the building services of the industrial sector is often clubbed together with industrial process load. Data on non-process industrial energy use are not readily available in the literature. In cases where the major portion of the energy is used in the building services (with daily and seasonal load profiles that in fact peak at the same time as systemwide load peaks), the utility may be selling below cost at peak power times. These cases frequently happen with electric utilities. 30 figs., 6 tabs.

    Small buildings have been left behind in the energy efficiency marketplace because financial and technical resources have flowed to larger commercial buildings. DOE's Building Technologies Office works with the commercial building industry to accelerate the uptake of energy efficiency technologies and techniques in existing and new commercial buildings (DOE 2013). BTO recognizes the SBSP sector'spotential for significant energy savings and the need for investments in resources that are tailored to this sector's unique needs. The industry research and recommendations described in this report identify potential approaches and strategic priorities that BTO could explore over the next 3-5 years that will support the implementation of high-potential energy efficiency opportunities for thisimportant sector. DOE is uniquely positioned to provide national leadership, objective information, and innovative tools, technologies, and services to support cost-effective energy savings in the fragmented and complex SBSP sector. Properly deployed, the DOE effort could enhance and complement current energy efficiency approaches. Small portfolios are loosely and qualitatively defined asportfolios of buildings that include only a small number of small buildings. This distinction is important because the report targets portfolio owners and managers who generally do not have staff and other resources to track energy use and pursue energy efficiency solutions.

    Several methods of reprocessing metallurgical (blast furnace) slag into materials for the building industry, based on melting aggregates with submerged combustion, were developed and tested. The first method involves melting hot slag with some additives directly in a slag ladle with a submerged gas-air burner, with the objective of producing stabilized slag or glass-ceramic. The second method involves direct draining of melted slag from a ladle into the slag receiver, with subsequent control of the slag draining into the converter where special charging materials are added to the melt, with the objective of producing glass-ceramic. A third method involves melting cold slag with some additives inside a melting converter with submerged gas-air burners, with the objective of producing glass-ceramic fillers for use in road construction. Specific to the melting process is the use of a gas-air mixture with direct combustion inside the melt. This feature provides melt bubbling to help achieve maximum heat transfer from combustion products to the melt, improve mixing (and therefore homogeneity of the melt), and increases the rate of chemical reactions. The experimental data for different aspects of the proposed methods are presented. The reprocessed blast-furnace slag in the form of granules can be used as fillers for concretes, asphalts, and as additives in the production of cement, bricks and other building materials. As well, reprocessed blast-furnace slag can be poured into forms for the production of glass-ceramic tiles.

    This project, “Building Surface Science Capacity to Serve the Automobile Industry in Southeastern Michigan” was carried out in two phases: (1) the 2009 – 2012 renovation of space in the new EMU Science Complex, which included the Surface Science Laboratory (SSL), a very vigorous research lab at EMU that carries on a variety of research projects to serve the auto and other industries in Michigan; and (2) the 2013 purchase of several pieces of equipment to further enhance the research capability of the SSL. The funding granted by the DoE was proposed to “renovate the space in the Science Complex to include SSL and purchase equipment for tribological and electrochemical impedance measurements in the lab, thus SSL will serve the auto and other industries in Michigan better.” We believe we have fully accomplished the mission.

    In 2002, the United States Department of Energy (USDOE) published an energy efficiency assessment of U.S. industrial sector motor systems titled United States Industrial Electric Motor Systems Market Opportunities Assessment. The assessment advanced motor system efficiency by providing a greater understanding of the energy consumption, use characteristics, and energy efficiency improvement potential of industrial sector motor systems in the U.S. Since 2002, regulations such as Minimum Energy Performance Standards, cost reductions for motor system components such as variable frequency drives, system-integrated motor-driven equipment, and awareness programs for motor system energy efficiency have changed the landscape of U.S. motor system energy consumption. To capture the new landscape, the USDOE has initiated a three-year Motor System Market Assessment (MSMA), led by Lawrence Berkeley National Laboratory (LBNL). The MSMA will assess the energy consumption, operational and maintenance characteristics, and efficiency improvement opportunity of U.S. industrial sector and commercial building motor systems. As part of the MSMA, a significant effort is currently underway to conduct field assessments of motor systems from a sample of facilities representative of U.S. commercial and industrial motor system energy consumption. The Field Assessment Plan used for these assessments builds on recent LBNL research presented at EEMODS 2011 and EEMODS 2013 using methods for characterizing and determining regional motor system energy efficiency opportunities. This paper provides an update on the development and progress of the MSMA, focusing on the Field Assessment Plan and the framework for assessing the global supply chain for emerging motors and drive technologies.

    The US Department of Energy's Office (DOE) of Geothermal Technologies conducted its annual Program Review XVII in Berkeley, California, on May 18--20, 1999. The theme this year was "Building on 25 Years of Geothermal Partnership with Industry". In 1974, Congress enacted Public Law 93-410 which sanctioned the Geothermal Energy Coordination and Management Project, the Federal Government's initial partnering with the US geothermal industry. The annual program review provides a forum to foster this federal partnership with the US geothermal industry through the presentation of DOE-funded research papers from leaders in the field, speakers who are prominent in the industry, topical panel discussions and workshops, planning sessions, and the opportunity to exchange ideas. Speakers and researchers from both industry and DOE presented an annual update on research in progress, discussed changes in the environment and deregulated energy market, and exchanged ideas to refine the DOE Strategic Plan for research and development of geothermal resources in the new century. A panel discussion on Climate Change and environmental issues and regulations provided insight into the opportunities and challenges that geothermal project developers encounter. This year, a pilot peer review process was integrated with the program review. A team of geothermal industry experts were asked to evaluate the research in progress that was presented. The evaluation was based on the Government Performance and Results Act (GPRA) criteria and the goals and objectives of the Geothermal Program as set forth in the Strategic Plan. Despite the short timeframe and cursory guidance provided to both the principle investigators and the peer reviewers, the pilot process was successful. Based on post review comments by both presenters and reviewers, the process will be refined for next year's program review.

  6. Analysis of energy use in building services of the industrial sector in California: A literature review and a preliminary characterization

    Energy use patterns in many of California's fastest-growing industries are not typical of those in the mix of industries elsewhere in the US. Many California firms operate small and medium-sized facilities, often in buildings used simultaneously or interchangeably for commercial (office, retail, warehouse) and industrial activities. In these industrial subsectors, the energy required for building services'' to provide occupant comfort and necessities (lighting, HVAC, office equipment, computers, etc.) may be at least as important as the more familiar process energy requirements -- especially for electricity and on-peak demand. In this report, published or unpublished information on energy use for building services in the industrial sector have been compiled and analyzed. Seven different sources of information and data relevant to California have been identified. Most of these are studies and/or projects sponsored by the Department of Energy, the California Energy Commission, and local utilities. The objectives of these studies were diverse: most focused on industrial energy use in general, and, in one case, the objective was to analyze energy use in commercial buildings. Only one of these studies focused directly on non-process energy use in industrial buildings. Our analysis of Northern California data for five selected industries shows that the contribution of total electricity consumption for lighting ranges from 9.5% in frozen fruits to 29.1% in instruments; for air-conditioning, it ranges from nonexistent in frozen fruits to 35% in instrument manufacturing. None of the five industries selected had significant electrical space heating. Gas space heating ranges from 5% in motor vehicles facilities to more than 58% in the instrument manufacturing industry. 15 refs., 15 figs., 9 tabs.

    Changes in the electricity consumption of commercial buildings and industrial facilities (C&I facilities) during Demand Response (DR) events are usually estimated using counterfactual baseline models. Model error makes it difficult to precisely quantify these changes in consumption and understand if C&I facilities exhibit event-to-event variability in their response to DR signals. This paper seeks to understand baseline model error and DR variability in C&I facilities facing dynamic electricity prices. Using a regression-based baseline model, we present a method to compute the error associated with estimates of several DR parameters. We also develop a metric to determine how much observed DR variability results from baseline model error rather than real variability in response. We analyze 38 C&I facilities participating in an automated DR program and find that DR parameter errors are large. Though some facilities exhibit real DR variability, most observed variability results from baseline model error. Therefore, facilities with variable DR parameters may actually respond consistently from event to event. Consequently, in DR programs in which repeatability is valued, individual buildings may be performing better than previously thought. In some cases, however, aggregations of C&I facilities exhibit real DR variability, which could create challenges for power system operation.

    Disaggregation of sectoral energy use and greenhouse gas emissions trends reveals striking differences between sectors and regions of the world. Understanding key driving forces in the energy end-use sectors provides insights for development of projections of future greenhouse gas emissions. This report examines global and regional historical trends in energy use and carbon emissions in the industrial, buildings, transport, and agriculture sectors, with a more detailed focus on industry and buildings. Activity and economic drivers as well as trends in energy and carbon intensity are evaluated. The authors show that macro-economic indicators, such as GDP, are insufficient for comprehending trends and driving forces at the sectoral level. These indicators need to be supplemented with sector-specific information for a more complete understanding of future energy use and greenhouse gas emissions.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams.     General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video.     Considerable quantities of various materials are accumulated during the decommissioning process of nuclear installations. Some of arising materials are activated or contaminated. However, many of them continue to have an economic value and exist in a form that can be recycled or reused for special purposes. Furthermore much of the material generated during decommissioning process will contain only small amounts of radionuclides. For these materials there exist environmental and economic incentives to maximize the use of the concept of clearance from further regulatory control. This impact analysis is devoted to mentioned incentives. The aim is to conditionally clear maximum amount of the scrap steel and consequently recycle and reuse it in form of reinforcing components in tunnel and bridge building scenarios. Recent calculations relevant for external exposure pathway indicate that concept of conditional clearance represent a feasible option for the management of radioactive materials. Even in chosen specific industrial applications it is possible to justify new, approximately one order of magnitude higher, clearance levels. However analysis of other possible exposure pathways relevant for particular scenario of reuse of conditionally cleared materials has to be performed in order to confirm indications from partially obtained results. Basically, the concept of conditional clearance can bring two basic benefits. Firstly it is saving of considerable funds, which would be otherwise used for treatment, conditioning and disposal of materials at appropriate radioactive waste repository. Moreover materials with intrinsic value (particularly metals) can be recycled and reused in industrial applications instead of investing resources on mining and production process in order to obtain new, 'fresh' materials.     To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a ''moving target''.

    Two federal district judges have recently opened the door for negligence suits aimed specifically an environmental consultants. In William Levy and Harper Realty, Inc. v. Versar, Inc., the respective courts allowed negligence-based claims to survive motions to dismiss, suggesting environmental consultants who fail to discover and/or disclose contamination on the properties they are investigating may be liable for considerable damages, including remediation costs and the economic losses suffered as a result of a claimant`s reliance on the environmental consultant`s work product. These cases poses great concern for environmental consultants. This paper will review these cases in detail, and other legal issues of concern to environmental consultants. It will also review the steps consultants can take to limit their liability, including obtaining errors and omissions insurance, using properly drafted environmental services agreements, properly training their employees, effectively communicating about risks with their clients, and other risk management techniques. In light of the exorbitant costs of environmental clean up, and the expansive breadth of liability imposed by federal environmental laws, consultants need to understand the potential causes of action that can be brought against them. Two federal district judges from Illinois have recently opened the door for negligence suits aimed specifically at environmental consultants, in William Levy and Harper Realty, Inc. v. Versar Inc. This paper will analyze the versar and Mobil Oil cases in detail. It will also explore other issues on professional liability generally of concern to environmental consultants. Finally, suggestion are briefly offered to guide environmental consultants as they embark on clean up activities, to reduce their potential liability to third parties.

    This report on the California Energy Balance version 2 (CALEB v2) database documents the latest update and improvements to CALEB version 1 (CALEB v1) and provides a complete picture of how energy is supplied and consumed in the State of California. The CALEB research team at Lawrence Berkeley National Laboratory (LBNL) performed the research and analysis described in this report. CALEB manages highly disaggregated data on energy supply, transformation, and end-use consumption for about 40 different energy commodities, from 1990 to 2008. This report describes in detail California's energy use from supply through end-use consumption as well as the data sources used. The report also analyzes trends in energy demand for the "Manufacturing" and "Building" sectors. Decomposition analysis of energy consumption combined with measures of the activity driving that consumption quantifies the effects of factors that shape energy consumption trends. The study finds that a decrease in energy intensity has had a very significant impact on reducing energy demand over the past 20 years. The largest impact can be observed in the industry sector where energy demand would have had increased by 358 trillion British thermal units (TBtu) if subsectoral energy intensities had remained at 1997 levels. Instead, energy demand actually decreased by 70 TBtu. In the "Building" sector, combined results from the "Service" and "Residential" subsectors suggest that energy demand would have increased by 264 TBtu (121 TBtu in the "Services" sector and 143 TBtu in the "Residential" sector) during the same period, 1997 to 2008. However, energy demand increased at a lesser rate, by only 162 TBtu (92 TBtu in the "Services" sector and 70 TBtu in the "Residential" sector). These energy intensity reductions can be indicative of energyefficiency improvements during the past 10 years.     Buildings are an integral part of our nation’s energy economy. The advancement in information and communications technology (ICT) has revolutionized energy management in industrial facilities and large commercial buildings. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging. However, while the technology to support this collaboration has been demonstrated at various degrees of maturity, the integration frameworks and ecosystems of products that support the ability to easily install, maintain, and evolve building systems and their equipment components are struggling to nurture the fledging business propositions of their proponents.

    The primary objective of the project was to obtain information regarding the effect of the length of the positive phase of blast on the response of drag and semidrag structures. A total of six steel-frame buildings were tested during this operation. The structure of each type nearest ground zero was located such that if the yield of the weapon was near the lower limit of its predicted range, it would probably undergo considerable inelastic deformation. Conversely, those structures farthest from ground zero were located such that if the yield of the nuclear device was near the upper limit of its predicted range, they would be substantially deformed, but would not collapse. The third building of each type was located at an intermediate point between these two extremes. Instrumentation was provided to obtain records of the transient structural deflections, strains, and accelerations, as well as of overpressure and dynamic pressure versus time at the sites of the various test structures.

    The U.S. Department of Energy’s (DOE) residential research and demonstration program, Building America, has triumphed through 20 years of innovation. Partnering with researchers, builders, remodelers, and manufacturers to develop innovative processes like advanced framing and ventilation standards, Building America has proven an energy efficient design can be more cost effective, healthy, and durable than a standard house. As Building America partners continue to achieve their stretch goals, they have found that the barrier to true market transformation for high performance homes is the limited knowledge-base of the professionals working in the building industry. With dozens of professionals taking part in the design and execution of building and selling homes, each person should have basic building science knowledge relevant to their role, and an understanding of how various home components interface with each other. Instead, our industry typically experiences a fragmented approach to home building and design. After obtaining important input from stakeholders at the Building Science Education Kick-Off Meeting, DOE created a building science education strategy addressing education issues preventing the widespread adoption of high performance homes. This strategy targets the next generation and provides valuable guidance for the current workforce.     The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    The topic of "intelligent buildings" (IBs) emerged in the early 1980s. Since, the term has been used to represent a variety of related, yet differing topics, each with a slightly different focus and purpose. Wiring and networking-infrastructure companies emphasize the cabling requirements for communication in intelligent buildings and the need to accommodate future needs for higher-speed broadband. Lucent (Lucent 2000) for example, defines an IB as "...one with a completely integrated wiring architecture. A single cabling system that handles all information traffic - voice, data, video, even the big building management systems."

    U.S. and China are the world’s top two economics. Together they consumed one-third of the world’s primary energy. It is an unprecedented opportunity and challenge for governments, researchers and industries in both countries to join together to address energy issues and global climate change. Such joint collaboration has huge potential in creating new jobs in energy technologies and services. Buildings in the US and China consumed about 40% and 25% of the primary energy in both countries in 2010 respectively. Worldwide, the building sector is the largest contributor to the greenhouse gas emission. Better understanding and improving the energy performance of buildings is a critical step towards sustainable development and mitigation of global climate change. This project aimed to develop a standard methodology for building energy data definition, collection, presentation, and analysis; apply the developed methods to a standardized energy monitoring platform, including hardware and software, to collect and analyze building energy use data; and compile offline statistical data and online real-time data in both countries for fully understanding the current status of building energy use. This helps decode the driving forces behind the discrepancy of building energy use between the two countries; identify gaps and deficiencies of current building energy monitoring, data collection, and analysis; and create knowledge and tools to collect and analyze good building energy data to provide valuable and actionable information for key stakeholders.

    The 1995 annual report discusses laboratory activities in the Building Technology Program. The report is divided into four categories: windows and daylighting, lighting systems, building energy simulation, and advanced building systems. The objective of the Building Technologies program is to assist the U.S. building industry in achieving substantial reductions in building-sector energy use and associated greenhouse gas emissions while improving comfort, amenity, health, and productivity in the building sector. Past efforts have focused on windows and lighting, and on the simulation tools needed to integrate the full range of energy efficiency solutions into achievable, cost-effective design solutions for new and existing buildings. Current research is based on an integrated systems and life-cycle perspective to create cost-effective solutions for more energy-efficient, comfortable, and productive work and living environments.     In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

    The Department of Energy (DOE) has sponsored research and development programs in Building 7602 at Oak Ridge National Laboratory (ORNL) since 1984. This work focused on development of advanced technology for processing nuclear fuels. Building 7602 was used for engineering-scale tests using depleted and natural uranium to simulate the nuclear fuel. In April 1994 the DOE Office of Nuclear Energy (NE) sent supplemental FY 1994 guidance to ORNL stating that in FY 1995 and beyond, Building 7602 is considered surplus to NE programs and missions and shall be shut down (deactivated) and maintained in a radiologically and industrially safe condition with minimal surveillance and maintenance (S&M). DOE-NE subsequently provided FY 1995 funding to support the deactivation activities. Deactivation of Building 7602 was initiated on October 1, 1994. The principal activity during the first quarter of FY 1995 was removal of process materials (chemicals and uranium) from the systems. The process systems were operated to achieve chemical solution concentrations needed for reuse or disposal of the solutions prior to removal of the materials from the systems. During this phase of deactivation the process materials processed and removed were: (1) Uranyl nitrate solution 30,178 L containing 4490 kg of uranium; (2) Nitric acid (neutralized) 9850 L containing less than 0.013 kg of uranium; (3) Organic solution 3346 L containing 265 kg of uranium; (4) Uranium oxide powder 95 kg; and (5) Miscellaneous chemicals. At the end of December 1994, the process systems and control systems were shut down and deactivated. Disposition of the process materials removed from the process systems in Building 7602 proved to be the most difficult part of the deactivation. An operational stand down and funding reductions at Y-12 prevented planned conversion of the uranyl nitrate solution to depleted uranium oxide powder. This led to disposal of the uranyl nitrate solution as waste.

    The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multi-family buildings with the goals of reducing energy waste and improving occupant comfort. The U.S. Department of Energy's Building America program develops technologies with the goal of reducing energy use by 30% to 50% in residential buildings. Toward this goal, the program sponsors 'Expert Meetings' focused on specific building technology topics. The meetings are intended to sharpen Building America research priorities, create a forum for sharing information among industry leaders and build partnerships with professionals and others that can help support the program's research needs and objectives. The topic of this expert meeting was cost-effective controls and distribution retrofit options for hot water and steam space heating systems in multifamily buildings with the goals of reducing energy waste and improving occupant comfort. The objectives of the meeting were to: (1) Share knowledge and experience on new and existing solutions: what works, what doesn't and why, and what's new; (2) Understand the market barriers to currently offered solutions: what disconnects exist in the market and what is needed to overcome or bridge these gaps; and (3) Identify research needs.

    This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

    There are two main objectives to this publication. The first is to find out the communalities in the experience gained in previous studies and in actual applications of solar technologies in buildings, residential as well as nonresidential. The second objective is to review innovative concepts and products which may have an impact on future developments and applications of solar technologies in buildings. The available information and common lessons were collated and presented in a form which, hopefully, is useful for architects and solar engineers, as well as for teachers of "solar architecture" and students in Architectural Schools. The publication is based mainly on the collection and analysis of relevant information. The information included previous studies in which the performance of solar buildings was evaluated, as well as the personal experience of the Author and the research consultants. The state of the art, as indicated by these studies and personal experience, was summarized and has served as basis for the development of the Design Guidelines. In addition to the summary of the state of the art, as was already applied in solar buildings, an account was given of innovative concepts and products. Such innovations have occurred in the areas of thermal storage by Phase Change Materials (PCM) and in glazing with specialized or changeable properties. Interesting concepts were also developed for light transfer, which may enable to transfer sunlight to the core areas of large multi story nonresidential buildings. These innovations may have a significant impact on future developments of solar technologies and their applications in buildings.

  11. The methanol industry`s missed opportunities

    Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    In 2011 and early 2012, Building Science Corporation (BSC) collaborated with Innova Services Corporation on a multifamily community unvented crawlspace retrofit project at Oakwood Gardens in Lansdale, Pennsylvania. BSC provided design consulting services and pre- and post-retrofit evaluation, testing, and data monitoring. The existing condition was a vented crawlspace with an uninsulated floor between the crawlspace and the dwelling units above. The crawlspace was therefore a critically weak link in the building enclosure and was ripe for improvement. Saving energy was the primary interest and goal, but the greatest challenge in this unvented crawlspace retrofit project was working through a crawlspace bulk water intrusion problem caused by inadequate site drainage, window well drainage, foundation wall drainage, and a rising water table during rainy periods.

    In the U.S., the ISO 50001 Standard, which establishes energy management systems (EnMSs) and processes, has shown uptake primarily in the industrial sector. The U.S. Department of Energy (DOE) undertook a pilot program to explore ISO 50001 implementation in commercial buildings. Eight organizations participated as pilots, with technical assistance provided by DOE, the National Renewable Energy Laboratory (NREL), the Lawrence Berkeley National Laboratory (LBNL), and the Georgia Institute of Technology (Georgia Tech). This paper shares important lessons learned from the pilot. Staff time was the most critical resource required to establish effective EnMSs in commercial buildings. The pilot also revealed that technical support and template/example materials were essential inputs. Crucial activities included evaluating performance, identifying goals, making connections, communicating operational controls, and tracking/reviewing progress. Benefits realized included enhanced intra-organizational connections, greater energy awareness, increased process efficiencies, and improved ability to make business cases. Incremental benefits for ISO 50001 certification were greater accountability, assurance of best practices, public relations opportunities, and potential to unlock verified savings credits or incentive money. Incremental certification costs included more staff/consultant time, money for certification, and a tendency to limit EnMS scope in order to ensure favorable audit results. Five best practices were identified - utilizing expert technical assistance, training, and other resources; focusing on implementation over documentation; keeping top management involved; considering organizational structure when selecting EnMS scope; and matching the implementation level to an EnMS's scope and scale. The last two practices are particularly relevant to the commercial buildings sector.

This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    PEAR (Program for Energy Analysis of Residences) provides an easy-to-use and accurate method of estimating the energy and cost savings associated with various energy conservation measures in site-built single-family homes. Measures such as ceiling, wall, and floor insulation; different window type and glazing layers; infiltration levels; and equipment efficiency can be considered. PEAR also allows the user to consider the effects of roof and wall color, movable night insulation on the windows, reflective and heatmore » absorbing glass, an attached sunspace, and use of a night temperature setback. Regression techniques permit adjustments for different building geometries, window areas and orientations, wall construction, and extension of the data to 880 U.S. locations determined by climate parameters. Based on annual energy savings, user-specified costs of conservation measures, fuel, lifetime of measure, loan period, and fuel escalation and interest rates, PEAR calculates two economic indicators; the Simple Payback Period (SPP) and the Savings-to-Investment Ratio (SIR). Energy and cost savings of different sets of conservation measures can be compared in a single run. The program can be used both as a research tool by energy policy analysts and as a method for nontechnical energy calculation by architects, home builders, home owners, and others in the building industry.« less

  3. Wynkoop Building Performance Measurement: Water

    This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis.     There are two main objectives to this publication. The first is to find out the communalities in the experience gained in previous studies and in actual applications of solar technologies in buildings, residential as well as nonresidential. The second objective is to review innovative concepts and products which may have an impact on future developments and applications of solar technologies in buildings. The available information and common lessons were collated and presented in a form which, hopefully, is useful for architects and solar engineers, as well as for teachers of solar architecture'' and students in Architectural Schools. The publication is based mainly on the collection and analysis of relevant information. The information included previous studies in which the performance of solar buildings was evaluated, as well as the personal experience of the Author and the research consultants. The state of the art, as indicated by these studies and personal experience, was summarized and has served as basis for the development of the Design Guidelines. In addition to the summary of the state of the art, as was already applied in solar buildings, an account was given of innovative concepts and products. Such innovations have occurred in the areas of thermal storage by Phase Change Materials (PCM) and in glazing with specialized or changeable properties. Interesting concepts were also developed for light transfer, which may enable to transfer sunlight to the core areas of large multi story nonresidential buildings.     renovated in 1998, but the existing roof had not been designed to carry a large load. Due to this fact, a complete roofing and structural analysis had to be performed to match the available roof loading to the existing and/or new solar PV technology, and BIPV was considered an excellent solution for this structure with the roof weight limitations. The solar BIPV system on the large roof area was estimated to provide about 25% of the total facility load with an average of 52,560 kWh per month. In order to accomplish the goals of the project, the following steps were performed: 1. SFPUC and consultants evaluated the structural capability of the facility roof, with recommendations for improvements necessary to accommodate the solar PV system and determine the suitable size of the system in kilowatts. The electrical room and switchgear were evaluated for any improvements necessary and to identify any constraints that might impede the installation of necessary inverters, transformers or meters. 2. Development of a design-build Request for Proposal (RFP) to identify the specifications for the solar PV system, and to include SFPUC technical specifications, equipment warranties and performance warranties. Due to potential labor issues in the local solar industry, SFPUC adjusted the terms of the RFP to more clearly define scope of work between electricians, roofers and laborers. 3. Design phase of project included electrical design drawings, calculations and other construction documents to support three submittals: 50% (preliminary design), 90% (detailed design) and 100% (Department of Building Inspection permit approved). 4. Installation of solar photovoltaic panels, completion of conduit and wiring work, connection of inverters, isolation switches, meters and Data Acquisition System by Contractor (Department of Public Works). 5. Commissioning of system, including all necessary tests to make the PV system fully functional and operational at its rated capacity of 100 kW (DC

    More than fifteen years after the launch of programs in theU.K. and U.S., industry still offers one of the largest opportunities forenergy savings worldwide. The International Energy Agency (IEA) estimatesthe savings potential from cost-optimization of industrial motor-drivensystems alone at 7 percent of global electricity use. The U.S. Departmentof Energy (USDOE) Industrial Technologies Program estimates 7 percentsavings potential in total US industrial energy use through theapplication of proven best practice. Simple paybacks for these types ofprojects are frequently two years or less. The technology required toachieve these savings is widely available; the technical skills requiredto identify energy saving opportunities are known and transferable.Although programs like USDOE's Best Practices have been highlysuccessful, most plants, as supported by 2002 MECS data, remain eitherunaware or unmotivated to improve their energy efficiency--as evidencedby the 98 percent of US industrial facilities reporting to MECS say thatthey lack a full-time energy manager. With the renewed interest in energyefficiency worldwide and the emergence of carbon trading and newfinancial instruments such as white certificates1, there is a need tointroduce greater transparency into the way that industrial facilitiesidentify, develop, and document energy efficiency projects. Historically,industrial energy efficiency projects have been developed by plantengineers, frequently with assistance from consultants and/or supplierswith highly specialized technical skills. Under this scenario,implementation of energy efficiency improvements is dependent onindividuals. These individuals typically include "champions" within anindustrial facility or corporation, working in cooperation withconsultants or suppliers who have substantial knowledge based on years ofexperience. This approach is not easily understood by others without thisspecialized technical knowledge, penetrates the market fairly slowly

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance.     The EmPOWER Maryland Energy Efficiency Act of 2008 sets the statewide goal of a 15% reduction in both electricity and peak demand by 2015. This policy initiative was motivated by several factors, which include, but are not limited to, electricity rate increases, a potential capacity shortage, and concerns about CO2 emissions and climate change. The goals set forth by the governor and state legislature correlated closely to DOE’s Better Buildings, Better Plants program goal of reducing energy intensity in the industrial sector 25% in 10 years. For the past several years, Maryland has participated in efforts to reduce energy consumption in the state. As part of these efforts, industrial customers are recognizing more and more the importance of energy efficiency. Maryland was clearly a suitable candidate to take part in activities related to industrial energy efficiency, and the Better Buildings, Better Plants approach is one of the most proven means for delivering results to industry.
