    Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

    Five years ago, the management at Brooklyn Union embarked on a long, hard look at the way the company conducted business. In effect, they stepped into their customers` shoes. Business Process Improvement (BPI) is designed to construct a lasting corporate culture that can help Brooklyn Union meet its stated goal of becoming the premier energy company in the Northeast. A major component of that culture involves a dedication to service and cost management that is as solid as their credit ratings. To date, the bottom line on BPI has been impressive: By 1995, the customer satisfaction rating, which had been hovering in the `80s, had shot up to 95%. The management commitment has come in the form of resources, and a willingness to put its money where its mouth is (rewards for performance). The employee buy-in has shown up in those outstanding ratings from customers and in the financial results. Changing the culture of any long-established entity is never easy, whether it be on the micro-level (a family, for instance) of the macro-level (a country). It involves issues of trust, and a certain leap of faith that the new approach will bring results. Communication and education are two of the keys to gaining that participation. The company was able to impress upon employees the need for change--in particular the need for them to begin thinking like customers. The paper discusses the implementation of this re-engineering strategy.

  4. Brooklyn Union`s award-winning phosphoric-acid fuel cell installation

    Brooklyn Union has been involved with the development of commercial fuel cells since the late 1960s. In the early 1990`s, the ONSI Corporation began a limited first-of-its-kind production run of a 200-kW system. ONSI`s Model PC-25 remains the only commercially available on-site fuel cell system. Brooklyn Union is currently operating a PC-25 at St. Vincent`s Medical Center in Staten Island, NY. In December of 1989, Brooklyn Union signed a contract with ONSI for the purchase of one of the first PC-25s. Installation of this unit began in September 1992, and the system went on line in October. The system is operating at an electrical efficiency of 36.8% (based on higher heating value) with a combined thermal/electrical efficiency of nearly 71.5%. The thermal output of the fuel cell is being used for the production of domestic hot water for use in the hospital`s laundry. This paper describes the system and its performances to date.

    Bob Catell is turning Brooklyn Union into the premier energy company of the Northeast. He also plans to make A.G.A. the premier trade association of the energy business, and natural gas the premier energy source of the world. And as far back as 1984, Catell and others at Brooklyn Union anticipated the need to change the way gas companies ran their core business, in order to meet the coming deregulation that they all thought was a certainty. Believing that industry restructuring would make gas companies more responsible for acquiring and transporting gas, Catell began looking around for alternative suppliers and new ways to transport gas. This resulted in two of his proudest accomplishments. The first is the construction of the Iroquois Gas Transmission System, which extends from Canada to New York and transports gas to all of the Northeast. The second is the close working relationship he and Brooklyn Union have established with Canadian suppliers, whose exports make up nearly 24 percent of the gas used in the Northeast. Catell plans to use his year as A.G.A. chairman to cultivate even closer relationships with the Canadian gas industry.

    Brooklyn Union Gas Co. has been providing gas to 50% of the population of New York City for the last 100 years. The company has constructed an elaborate gas distribution network that includes a gas main under nearly every city street in a service territory that includes Brooklyn, Staten Island and parts of Queens. Conventional ways of pipeline construction and maintenance are inadequate in today's environment of heightened competition, increased regulations and, most importantly, demanding customer expectations of quality service. As a result, Brooklyn Union Gas must use special construction and maintenance methods in its operations, and in particular trenchless technologies. Over the past 10 years the company has paid close attention to developing a variety of trenchless techniques. Like many gas distribution companies providing service in densely populated urban areas, Brooklyn Union must operate and maintain its gas distribution network in a challenging environment of increasing governmental regulation and escalating field construction costs. Technological innovation is not a luxury, but instead a necessity to achieve corporate growth, regulatory compliance and greater customer satisfaction. Trenchless technologies offset rising pipe installation costs and provide benefits both to the customer and the company. Of special value to Brooklyn Union is the development of systems that renovate old metal pipes by lining. Such techniques are described.

    The natural gas industry is in a position to benefit significantly from the inherent environmental advantages of natural gas and access to a large reserves base. Concurrently, the domestic natural gas industry will be undergoing extensive regulatory and structural changes in the coming years as a result of the implementation of FERC Order 636. The competition between fuels is intensifying, and the number of new market players and consumer demands are rising. As all sectors of the industry are facing new risk resulting from changes in access to storage, balancing, excess capacity, capacity release programs, and from the entry of gas marketers and aggregators, companies must increasingly rely on strategic alliances to remain competitive and stable. Strategic alliances are cooperative relationships between gas companies, pipelines, end-users, producers, marketers, as well as government bodies and labor unions. The principal goals of strategic alliances are to reduce risks, leverage resources and competitiveness, achieve long-term objectives, and build flexibility. Brooklyn Union has been involved in strategic alliances in the areas of (1) exploration, production, and supply; (2) transportation and storage; (3) marketing and market development; (4) regulatory and legislative activities; and (5) environmental activities. These alliances have allowed Brooklyn Union to diversify its gas supply, cooperatively support new pipelines, introduce new products and services, retain customers, generate new business, and assist in the enactment of reasonable Federal and State regulations and energy policies. Brooklyn Union recognizes that in the future the natural gas industry must continue to form strategic alliances to better serve the customer. Through strategic alliances the industry can increase the value and importance of natural gas as America`s premier energy source.

  12. The bear awakens: Resurgence of oil and gas in the former Soviet Union

    Since dissolution of the Soviet Union (USSR) in late 1991, the oil and gas industries in the 15 component nations have been in a state of turmoil stemming mainly from past communist management practices and the transition to Western-style market economies and multiparty governments. As a result, oil and gas output have fallen dramatically. This study incorporates separate oil and gas production forecasts, predicted independently by onshore and offshore sectors, for each of the producing republics of the Former Soviet Union (FSU) over the period 1996-2005. Supply--assessed by full-cycle resource analysis--and demand, estimated from available historic and projected consumption figures, are balanced to yield a coherent picture. Production of both oil and gas for the FSU is forecast to recover strongly. Oil and condensate output--led by Russia, Kazakhstan, and Azerbaijan--are forecast to rebound to 9,545 MBOPD by 2005, which will reinstate the FSU as one of the world`s premier crude exporting blocs. Natural gas output--propelled by gains in Russia, Turkmenistan, and Uzbekistan--will likewise resurge, reaching a world-leading 96,051 MMCFD level, of which a large amount will be exported.

    In August 1980, the National Institute for Occupational Safety and Health (NIOSH) received a request for a Health Hazard Evaluation from the Carpenters Union, Local 1456, AFL-CIO, to evaluate coal tar creosote exposure among dock builders. Specifically, the request concerned six employees engaged in pile-driving creosote-preserved wood logs for a dock underpinning in Brooklyn, New York. NIOSH concluded that coal tar products, including creosote, are carcinogenic (have the potential to cause cancer). Inhalation of CTPVs may increase the risk of developing lung cancer. Direct skin contact with creosote causes acute irritation and can lead to the development of skin tumors, including skin cancer. Recommendations on personal protection and hygiene, respirator usage, and medical monitoring are presented.

    Coalbed methane (CBM) is currently the hottest area of energy development in the Rocky Mountain area. The Powder River Basin (PRB) is the largest CBM area in Wyoming and has attracted the majority of the attention because of its high permeability and relatively shallow depth. Other Wyoming coal regions are also being targeted for development, but most of these areas have lower permeability and deeper coal seams. This project consists of the development of a CBM stimulation system for deep coal resources and involves three work areas: (1) Well Placement, (2) Well Stimulation, and (3) Production Monitoring and Evaluation. The focus of this project is the Washakie Basin. Timberline Energy, Inc., the cosponsor, has a project area in southern Carbon County, Wyoming, and northern Moffat County, Colorado. The target coal is found near the top of the lower Fort Union formation. The well for this project, Evans No.1, was drilled to a depth of 2,700 ft. Three coal seams were encountered with sandstone and some interbedded shale between seams. Well logs indicated that the coal seams and the sandstone contained gas. For the testing, the upper seam at 2,000 ft was selected. The well, drilled and completed for this project, produced very little water and only occasional burps of methane. To enhance the well, a mild severity fracture was conducted to fracture the coal seam and not the adjacent sandstone. Fracturing data indicated a fracture half-length of 34 ft, a coal permeability of 0.2226 md, and permeability of 15.3 md. Following fracturing, the gas production rate stabilized at 10 Mscf/day within water production of 18 bpd. The Western Research Institute (WRI) CBM model was used to design a 14-day stimulation cycle followed by a 30-day production period. A maximum injection pressure of 1,200 psig to remain well below the fracture pressure was selected. Model predictions were 20 Mscf/day of air injection for 14 days, a one-day shut-in, then flowback.   7. Conversion and enrichment in the Soviet Union

    In the Soviet Union, just as in the West, the civilian nuclear industry emerged from research work undertaken for nuclear weapons development. At first, researchers tried various techniques for physical separation of uranium isotopes: electromagnetic and molecular-kinetic thermo-diffusion methods; gaseous diffusion; and centrifuge methods. All of those methods, which are based primarily on differences in the atomic mass of uranium isotopes, called for extensive research and the development of new, technically unprecedented equipment. Gradually gaseous diffusion and gas centrifuge technology became recognized as most feasible for industrial use, so research on other methods was terminated. Industrial-scale uranium enrichment in the Soviet Union began in 1949 using the gaseous diffusion method; by the early 1960s, centrifuge technology was in use on an industrial scale. All Soviet production of highly-enriched, weapons-grade uranium was halted in 1987. The Soviet Union now has four enrichment plants in operation (at classified locations), solely for civilian nuclear power needs. All four enrichment plants have centrifuge modules, and enrichment provided by gaseous diffusion accounts for less than 5% of their total output. Two of the four enrichment plants also incorporate facilities for conversion to uranium hexafluoride (UF{sub 6}).

    The pros and cons of nuclear power are similar in many countries, but the following pro factors are specific to the Soviet Union: the major sources of conventional fuel are in one area of the country, but energy consumption is concentrated in another; and a large portion of energy is generated using oil and gas. The arguments against nuclear power are as follows: safety requirements and expectations have been increased; and public opinion is negative. A program of nuclear power generation has been developed. New techniques are being implemented to increase safety and enhance operations of different types of nuclear power plants. Its should be obvious in the future that a nuclear power plant has better economic and environmental parameters than existing methods of power generation.

    Union Pacific Railroad is testing LNG in six locomotives through 1997 to determine if the liquefied natural gas technology is right for them. Two of the six LNG test locomotives are switch, or yard, locomotives. These 1,350 horsepower locomotives are the industry`s first locomotives totally fueled by natural gas. They`re being tested in the yard in the Los Angeles area. The other four locomotives are long-haul locomotives fueled by two tenders. These units are duel-fueled, operating on a mixture of LNG and diesel and are being tested primarily on the Los Angeles to North Platte, Nebraska corridor. All the information concerning locomotive emissions, locomotive performance, maintenance requirements, the overall LNG system design and the economic feasibility of the project will be analyzed to determine if UPR should expand, or abandon, the LNG technology.

    This paper discusses object oriented program systems (OOPS). When America's businesses went on-line 15 or 20 years ago, the computer systems they created were heralded for their technical achievement. Whether predicted or not, however, the changes that have taken place since then---in computer technology itself and, perhaps more importantly, in each company's business practices---have rendered many of these systems inadequate. The Brooklyn Union Gas Co. has been no exception. By the mid-1980s, however, Brooklyn Union had just about stretched the capability of CRIS---its customer-related information system---to its limit. The natural gas industry was undergoing unprecedented changes toward a competitive, market-driven environment, and if Brooklyn Union was to keep its edge in efficiency and service, it would have to substantially update its information system. Tom Morgan, an information specialist, and Bill Feraudo, an executive, became convinced that putting a new front or new rear onto the old program would not do; rather, they decided to create a new system altogether. After a good deal of though, Feraudo and Morgan proposed a radical departure from the past. They would work with a new kind of programming, never before applied in a company as large as Brooklyn Union or to a mainframe computer, called object-oriented programming (OOP). Naturally, the system on which it runs is called an object-oriented programming system, or OOPS---an acronym juggled playfully by clever techies and journalists alike.

    In 1993 a pilot project between the Defense Technical Information Center and the U.S. Army Cold Regions Research and Engineering Laboratory resulted in a proposal to conduct a state-of-the-art review of technology and techniques for building, operating, and maintaining arctic natural gas and liquid petroleum pipelines in the former Soviet Union. The objectives of the pipeline review were to (1) Review the design, construction, operation, and maintenance procedures of oil and gas pipelines in the permafrost areas of eastern and western Siberia. (2) Assemble data on the evolution of Siberian pipelines, reflecting changes in size, modes of construction, and age. (3) Assemble data on maintenance procedures and practices, including inspection techniques with respect to corrosion, pipe wrinkling, and metal fatigue. (4) Assemble data on pipeline failures and attempt to predict life expectancy of different pipelines under the harsh arctic environment. (5) Evaluate the environmental impact of different pipeline construction techniques and relate it to ruptures and breaks. In conjunction with the study objectives, a literature search was conducted on northern pipelines in the former Soviet Union. References were compiled on dates of construction, location, route conditions, design, construction, maintenance, environmental impact, accidents, production management, and other pertinent facts. In the resulting bibliography, references are separated into three categories: Oil and Gas Pipelines, Construction, and Accidents. There is some repetition of references between the categories because some are relevant to more than one of the subject categories.

    The former Soviet Union made a major commitment to Cogeneration. The scale and nature of this commitment created a system conceptually different from Cogeneration in the west. The differences were both in scale, in political commitment, and in socio economic impact. This paper addresses some of the largest scale Cogeneration programs, the technology, and the residual impact of these programs. The integration of the Cogeneration and nuclear programs is a key focus of the paper. Soviet designed nuclear power plants were designed to produce both electricity and heat for residential and industrial uses. Energy systems used to implement this design approach are discussed. The significant dependence on these units for heat created an urgent need for continued operation during the winter. Electricity and heat are also produced in nuclear weapons production facilities, as well as power plants. The Soviets also had designed, and initiated construction of a number of nuclear power plants {open_quotes}ATETs{close_quotes} optimized for production of heat as well as electricity. These were canceled.

    With more than a million customers in the New York City boroughs of Brooklyn, Queens, and Staten Island, Brooklyn Union Gas Co. is one of the largest natural gas distributors in the US. In September 1993, the company began working with MapFrame Corp., Dallas, to develop a new program to automate their underground leak investigation process. Automating this process would greatly reduce time in finding a leaking main and result in improved customer relations and productivity gains. Keys to the success of this program were in using pen computers, wireless communications, and a jointly-developed software. MapFrame and Brooklyn Union Gas agreed that the application should allow onsite users to: display a model of the affected area using map data to show streets, services, buildings, manholes, street lights, and other landmarks; record bar hole readings, manipulate data, and use diagnostic tools to analyze gas concentrations; update leak records (per legal requirements); and integrate Map Data. The paper reviews this program.

    A rotary union for rotatably supporting an ultrasonic probe operable to nondestructively measure the thickness of steam generator tubes to determine the amount of corrosion experienced by the tubes includes a stationary body having a bore therethrough and an outlet drain, and a fitting rotatably mounted within the upper end of the body. The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe. An elastomeric lower bushing seals the annular arrangement to the lower end of the rotary union body and an elastomeric upper bushing seals the connector element to the fitting to permit the connector element and the ultrasonic probe connected thereto to rotate with the fitting relative to the body. The lower and upper bushings permit water to be passed through the annular arrangement and into the ultrasonic probe and thereafter discharged between the annular arrangement and the connector element to the outlet drain of the rotary union body.

    A rotary union for rotatably supporting an ultrasonic probe operable to nondestructively measure the thickness of steam generator tubes to determine the amount of corrosion experienced by the tubes includes a stationary body having a bore therethrough and an outlet drain, and a fitting rotatably mounted within the upper end of the body. The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe. An elastomeric lower bushing seals the annular arrangement to the lower end of the rotary union body and an elastomeric upper bushing seals the connector element to the fitting to permit the connector element and the ultrasonic probe connected thereto to rotate with the fitting relative to the body. The lower and upper bushings permit water to be passed through the annular arrangement and into the ultrasonic probe and thereafter discharged between the annular arrangement and the connector element to the outlet drain of the rotary union body. 5 figs.

    Current United States geological tight sand designations in the Piceance and Uinta Basins' Western Gas Sands Project include the Mesaverde Group, Fort Union and Wasatch Formations. Others, such as the Dakota, Cedar Mountain, Morrison and Mancos may eventually be included. Future production from these formations will probably be closely associated with existing trends. Cumulative gas production through December 1979, of the Mesaverde Group, Fort Union and Wasatch Formations in the Piceance and Uinta Basins is less than 275 billion cubic feet. This contrasts dramatically with potential gas in place estimates of 360 trillion cubic feet. If the geology can be fully understood and engineering problems surmounted, significant potential reserves can be exploited.

    The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

    The former Soviet Union (FSU) was the largest country in the world and was one of the greatest emitters of greenhouse gases to the atmosphere. At the end of the 1980s and the beginning of the 1990s the CO[sub 2] emissions for the FSU amounted to 1.46 Pg C yr[sup [minus]1] (Pg = 10[sup 15] g). Total CH[sub 4] emissions for the FSU were 55.8 Tg C yr[sup [minus]1] (Tg = 10[sup 12] g) or approximately one-third of the global CH[sub 4] emissions; 53% of the FSU CH[sub 4] emissions was contributed by peatlands. Emissions of CFCs were 67 Gg yr[sup [minus]1] (Gg = 10[sup 9] g) and comprised 12% of the global CFCs emissions. The forest sector was a net sink for 0.48 Pg C yr[sup [minus]1] of atmospheric carbon, offsetting approximately one-half of the CO[sub 2] emissions from industrial processes. FSU peatlands accumulated 52 Tg C yr[sup [minus]1], but overall they were a net source of 48 Tg C yr[sup [minus]1] to the atmosphere considering utilization of peat. The net CO[sub 2] emissions of the FSU were 0.68 Pg C yr[sup [minus]1]. The FSU and China shared the fifth and sixth places in the world ranking of net CO[sub 2] emissions. The FSU and European countries shared the fourth and fifth places in the world ranking of net CO[sub 2] emissions per capita.

It makes fairly precise projections for the mid-1980s and cloudier ones for 1990. Hewett sees no crisis of the kind predicted by the CIA for the 1980s, but the Moscow will face hard decisions imposed by the rising cost of energy, competing economic demands, and political constraints.

    There is a definite need for the US government to provide leadership for research in gas hydrates and to coordinate its activities with academia, industry, private groups, federal agencies, and their foreign counterparts. In response to this need, the DOE Morgantown Energy Technology Center implemented a gas hydrates R and D program. Understanding the resource will be achieved through: assessment of current technology; characterization of gas hydrate geology and reservoir engineering; and development of diagnostic tools and methods. Research to date has focused on geology. As work progressed, areas where gas hydrates are likely to occur were identified, and specific high potential areas were targeted for future detailed investigation. Initial research activities involved the development of the Geologic Analysis System (GAS); which will provide, through approximately 30 software packages, the capability to manipulate and correlate several types of geologic and petroleum data into maps, graphics, and reports. Preliminary mapping of hydrate prospects for the Alaskan North Slope is underway. Geological research includes physical system characterization which focuses on creating synthetic methane hydrates and developing synthetic hydrate cores using tetrahydrofuran, consolidated rock cores, frost base mixtures, water/ice base mixtures, and water base mixtures. Laboratory work produced measurements of the sonic velocity and electrical resistivity of these synthetic hydrates. During 1983, a sample from a natural hydrate core recovered from the Pacific coast of Guatemala was tested for these properties by METC. More recently, a natural hydrate sample from the Gulf of Mexico was also acquired and testing of this sample is currently underway. In addition to the development of GAS, modeling and systems analysis work focused on the development of conceptual gas hydrate production models. 16 figs., 6 tabs.

    Although the international community is rightly concerned about the dangers of nuclear weapons proliferation in the former Soviet Union, the greatest nuclear threat emanating from that region has nothing to do with weapons. It stems, rather, from the deteriorating state of nuclear safety at the civilian nuclear power plants in Kazakhstan, Lithuanian, Russia, and Ukraine. This situation, caused by a combination of economic, political, and social factors, threatens to undermine the future of nuclear power in the former Soviet Union at the very time when the proponents of nuclear energy appear to be staging a remarkable comeback.

    A gas sensor is described which incorporates a sensor stack comprising a first film layer of a ferromagnetic material, a spacer layer, and a second film layer of the ferromagnetic material. The first film layer is fabricated so that it exhibits a dependence of its magnetic anisotropy direction on the presence of a gas, That is, the orientation of the easy axis of magnetization will flip from out-of-plane to in-plane when the gas to be detected is present in sufficient concentration. By monitoring the change in resistance of the sensor stack when the orientation of the first layer's magnetization changes, and correlating that change with temperature one can determine both the identity and relative concentration of the detected gas. In one embodiment the stack sensor comprises a top ferromagnetic layer two mono layers thick of cobalt deposited upon a spacer layer of ruthenium, which in turn has a second layer of cobalt disposed on its other side, this second cobalt layer in contact with a programmable heater chip.

    The authors interpreted seismic reflection data, supported by well control, to reconstruct the stratigraphic development of Paleocene Lake Waltman in the Wind River basin of Wyoming. After dividing the upper Fort Union into eight seismic sequences, the authors mapped seismic attributes (amplitude, continuity, and frequency) within each sequence. Interpretation of the variation in seismic attributes allowed them to detail delta development and encroachment into Lake Waltman during deposition of the upper Fort Union Formation. These deltas are interpreted as high-energy, well-differentiated lobate forms with distinct clinoform morphology on seismic data. Prograding delta-front facies are easily identified on seismic data as higher amplitude, continuous events within the clinoforms. Seismic data clearly demonstrate the time-Transgressive nature of this facies. Downdip of these clinoforms, homogeneous shales, as evidenced by low-amplitude, generally continuous seismic events, accumulated in an interpreted quiet, areally extensive lacustrine setting. Seismic definition of the lateral extent of this lacustrine facies is excellent, allowing them to effectively delineate changes in the lake morphology during deposition of the upper Fort Union Formation. Encasing the upper Fort Union lacustrine deposits are fluvial-alluvial deposits, interpreted from discontinuous, variable-amplitude seismic facies. The authors highlight the correlation of seismic facies data and interpretation to well log data in the Frenchie Draw field to emphasize the accuracy of depositional environment prediction from seismic data.

    A seal is described for a cover closing an opening in the top of a pressure vessel that may house a nuclear reactor. The seal comprises a U-shaped trough formed on the pressure vessel around the opening therein, a mass of metal in the trough, and an edge flange on the cover extending loosely into the trough and dipping into the metal mass. The lower portion of the metal mass is kept melted, and the upper portion, solid. The solid pontion of the metal mass prevents pressure surges in the vessel from expelling the liquid portion of the metal mass from the trough; the liquld portion, thus held in place by the solid portion, does not allow gas to go through, and so gas cannot escape through shrinkage holes in the solid portion.

    Until the late 80`s information on Soviet underground nuclear explosions, let alone seismic recording on Soviet soil, were not generally available to the seismological community. The dramatic changes since then have resulted in access to a wide variety of seismic data from Soviet explosions. In this report the author presents a data set, unique to the field of seismic verification. The data includes a large number of waveforms from in-country seismological station Borovoye for the Soviet peaceful nuclear explosions with announced yields and origin times, some with physical and mechanical conditions at the test site. The waveforms were recorded by digital station of different types. In this report the author has summarized and reviewed information on 122 explosions, and 55 waveforms in this data set, which contains recordings obtained in the course of more than 15 years. As the characteristics of recording instruments were changing during this period of time available information on instrument calibrations is also described and reviewed. The author also has attempted to describe the observed peculiarities of P-wave by using a simple source function and magnitude correction which take in attention such parameters as the velocity of longitudinal wave, density, moisture, gas content and depth of explosion. More detail analysis was conducted for the explosions conducted in salt as there is representative sample and they were observed on local distances.

    This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.

    Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

Export capacity will limit production and slow development activity in the region until new pipelines are in place. Plenty of pipeline proposals have come forward. The problem is politics, which for every proposal so far complicates routing or financing or both. Russia has made clear its intention to use pipeline route decisions to retain influence in the region. As a source of external pressure, it is not alone. Iran and Turkey also have made strong bids for the southern FSU`s oil and gas transport business. Diplomacy thus will say as much as commerce does about how transportation issues are settled and how quickly the southern republics move toward their potentials to produce oil and gas. The paper discusses possible routes and the problems with them, the most likely proposal, and future oil flows.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region. The user has almost complete control over the cost estimates for each unconventional gas source in each year and thus can compare contributions from unconventional resources under different cost/price/demand scenarios.« less

    An improved membrane gas separation process is described comprising: (a) passing a feed gas stream to the non-permeate side of a membrane system adapted for the passage of purge gas on the permeate side thereof, and for the passage of the feed gas stream in a counter current flow pattern relative to the flow of purge gas on the permeate side thereof, said membrane system being capable of selectively permeating a fast permeating component from said feed gas, at a feed gas pressure at or above atmospheric pressure; (b) passing purge gas to the permeate side of the membrane system in counter current flow to the flow of said feed gas stream in order to facilitate carrying away of said fast permeating component from the surface of the membrane and maintaining the driving force for removal of the fast permeating component through the membrane from the feed gas stream, said permeate side of the membrane being maintained at a subatmospheric pressure within the range of from about 0.1 to about 5 psia by vacuum pump means; (c) recovering a product gas stream from the non-permeate side of the membrane; and (d) discharging purge gas and the fast permeating component that has permeated the membrane from the permeate side of the membrane, whereby the vacuum conditions maintained on the permeate side of the membrane by said vacuum pump means enhance the efficiency of the gas separation operation, thereby reducing the overall energy requirements thereof.

    During the Cold War the handling of Soviet military nuclear wastes was a classified topic--kept secret to hide the status and readiness of Soviet military forces. Following the end of the Cold War information about the handling of nuclear wastes by agencies of the Former Soviet Union (FSU) became available. The US Government response to the disclosure of disposal of radioactive wastes into the Arctic Ocean and into rivers that drain into the Arctic Ocean was the finding of the Arctic Nuclear Waste Assessment Program (ANWAP) in the Office of Naval Research (ONR). Projects were aided by ANWAP to study the behavior, transport, and fate of radionuclides in the Arctic Ocean. One of the research teams, the Risk Assessment Integration Group (RAIG) assessed the potential risks to humans and to the environment, particularly in the US Alaskan Arctic.

    A system is described that is suitable for use in determining the location of leaks of gases having a background concentration. The system is a point-wise backscatter absorption gas measurement system that measures absorption and distance to each point of an image. The absorption measurement provides an indication of the total amount of a gas of interest, and the distance provides an estimate of the background concentration of gas. The distance is measured from the time-of-flight of laser pulse that is generated along with the absorption measurement light. The measurements are formated into an image of the presence of gas in excess of the background. Alternatively, an image of the scene is superimosed on the image of the gas to aid in locating leaks. By further modeling excess gas as a plume having a known concentration profile, the present system provides an estimate of the maximum concentration of the gas of interest.

    This paper briefly describes the wellhead prices of natural gas compared to crude oil over the past 70 years. Although natural gas prices have never reached price parity with crude oil, the relative value of a gas BTU has been increasing. It is one of the reasons that the total amount of money coming from natural gas wells is becoming more significant. From 1920 to 1955 the revenue at the wellhead for natural gas was only about 10% of the money received by producers. Most of the money needed for exploration, development, and production came from crude oil. At present, however, over 40% of the money from the upstream portion of the petroleum industry is from natural gas. As a result, in a few short years natural gas may become 50% of the money revenues generated from wellhead production facilities.

    Environmental and economic benefits could accrue from a safe, above-ground, natural-gas storage process allowing electric power plants to utilize natural gas for peak load demands; numerous other applications of a gas storage process exist. A laboratory study conducted in 1999 to determine the feasibility of a gas-hydrates storage process looked promising. The subsequent scale-up of the process was designed to preserve important features of the laboratory apparatus: (1) symmetry of hydrate accumulation, (2) favorable surface area to volume ratio, (3) heat exchanger surfaces serving as hydrate adsorption surfaces, (4) refrigeration system to remove heat liberated from bulk hydrate formation, (5) rapid hydrate formation in a non-stirred system, (6) hydrate self-packing, and (7) heat-exchanger/adsorption plates serving dual purposes to add or extract energy for hydrate formation or decomposition. The hydrate formation/storage/decomposition Proof-of-Concept (POC) pressure vessel and supporting equipment were designed, constructed, and tested. This final report details the design of the scaled POC gas-hydrate storage process, some comments on its fabrication and installation, checkout of the equipment, procedures for conducting the experimental tests, and the test results. The design, construction, and installation of the equipment were on budget target, as was the tests that were subsequently conducted. The budget proposed was met. The primary goal of storing 5000-scf of natural gas in the gas hydrates was exceeded in the final test, as 5289-scf of gas storage was achieved in 54.33 hours. After this 54.33-hour period, as pressure in the formation vessel declined, additional gas went into the hydrates until equilibrium pressure/temperature was reached, so that ultimately more than the 5289-scf storage was achieved. The time required to store the 5000-scf (48.1 hours of operating time) was longer than designed. The lower gas hydrate formation rate is attributed to a

Preferably, the temperature is above about 1800 K and the sodium compound is present as a vapor to provide a gas-gas reaction to form Na/sub 2/SO/sub 4/ as a liquid. Since liquid Na/sub 2/SO/sub 4/ may cause fouling of heat exchanger surfaces downstream from the combustion zone, the process advantageously includes the step of injecting a cooling gas downstream of the injection of the sodium compound yet upstream of one or more heat exchangers to cool the combustion gas to below about 1150 K and form solid Na/sub 2/SO/sub 4/. The cooling gas is preferably a portion of the combustion gas downstream which may be recycled for cooling. It is further advantageous to utilize an electrostatic precipitator downstream of the heat exchangers to recover the Na/sub 2/SO/sub 4/. It is also advantageous in the process to remove a portion of the combustion gas cleaned in the electrostatic precipitator and recycle that portion upstream to use as the cooling gas. 3 figures.

Some recent analyses have focused on METC's directional well projects, targeting unconventional formations throughout the United States.     A liquid piston gas pump is described, capable of pumping minute amounts of gas in accurately measurable quantities. The pump consists of a flanged cylindrical regulating chamber and a mercury filled bellows. Sealed to the ABSTRACTS regulating chamber is a value and having a gas inlet and outlet, the inlet being connected by a helical channel to the bellows. A gravity check valve is in the gas outlet, so the gas passes through the inlet and the helical channel to the bellows where the pumping action as well as the metering is accomplished by the actuation of the mercury filled bellows. The gas then flows through the check valve and outlet to any associated apparatus.

    The Energy Information Administration (EIA), in cooperation with the US Geological Survey (USGS), has assessed 13 major petroleum producing regions outside of the United States. This series of assessments has been performed under EIA`s Foreign Energy Supply Assessment Program (FESAP). The basic approach used in these assessments was to combine historical drilling, discovery, and production data with EIA reserve estimates and USGS undiscovered resource estimates. Field-level data for discovered oil were used for these previous assessments. In FESAP, supply projections through depletion were typically formulated for the country or major producing region. Until now, EIA has not prepared an assessment of oil and gas provinces in the former Soviet Union (FSU). Before breakup of the Soviet Union in 1991, the Fergana basin was selected for a trial assessment of its discovered and undiscovered oil and gas. The object was to see if enough data could be collected and estimated to perform reasonable field-level estimates of oil and gas in this basin. If so, then assessments of other basins in the FSU could be considered. The objective was met and assessments of other basins can be considered. Collected data for this assessment cover discoveries through 1987. Compared to most other oil and gas provinces in the FSU, the Fergana basin is relatively small in geographic size, and in number and size of most of its oil and gas fields. However, with recent emphasis given to the central graben as a result of the relatively large Mingbulak field, the basin`s oil and gas potential has significantly increased. At least 7 additional fields to the 53 fields analyzed are known and are assumed to have been discovered after 1987.

    In one embodiment, an apparatus includes a first gas distribution assembly that includes a first gas passage for introducing a first process gas into a second gas passage that introduces the first process gas into a processing chamber and a second gas distribution assembly that includes a third gas passage for introducing a second process gas into a fourth gas passage that introduces the second process gas into the processing chamber. The first and second gas distribution assemblies are each adapted to be coupled to at least one chamber wall of the processing chamber. The first gas passage is shaped as a first ring positioned within the processing chamber above the second gas passage that is shaped as a second ring positioned within the processing chamber. The gas distribution assemblies may be designed to have complementary characteristic radial film growth rate profiles.

    An atmospheric gas sampler with a multi-port valve which allows for multi, sequential sampling of air through a plurality of gas sampling tubes mounted in corresponding gas inlet ports. The gas sampler comprises a flow-through housing which defines a sampling chamber and includes a gas outlet port to accommodate a flow of gases through the housing. An apertured sample support plate defining the inlet ports extends across and encloses the sampling chamber and supports gas sampling tubes which depend into the sampling chamber and are secured across each of the inlet ports of the sample support plate in a flow-through relation to the flow of gases through the housing during sampling operations. A normally closed stopper means mounted on the sample support plate and operatively associated with each of the inlet ports blocks the flow of gases through the respective gas sampling tubes. A camming mechanism mounted on the sample support plate is adapted to rotate under and selectively lift open the stopper spring to accommodate a predetermined flow of gas through the respective gas sampling tubes when air is drawn from the housing through the outlet port.

The system includes an enclosure and an electrochemical cell disposed within the enclosure, the electrochemical cell productive of the moist gas stream. A first vent is in fluid communication with the electrochemical cell for venting the moist gas stream to an exterior of the enclosure, and a second vent is in fluid communication with an interior of the enclosure and in thermal communication with the first vent for discharging heated air to the exterior of the enclosure.     Of the 242 major gas fields in the Permian basin, 67 are on the Central Basin Platform, 59 are in the Delaware basin, 44 are in the Midland basin, 28 are in the Val Verde basin, 24 are on the Eastern Shelf, 12 are in the Horshoe Atoll and eight are on the Northwest Shelf. Eleven fields have produced over one trillion cubic feet of gas, 61 have produced between 100 billion and one trillion cubic feet of gas and 170 have produced less than 100 billion cubic feet. Highlights of the study show 11% of the gas comes from reservoirs with temperatures over 300 degrees F. and 11% comes from depths between 19,000 and 20,000 feet. Twenty percent of the gas comes from reservoirs with pressures between 1000 and 2000 psi, 22% comes from reservoirs with 20-24% water saturation and 24% comes from reservoirs between 125 and 150 feet thick. Fifty-three reservoirs in the Ellenburger formation have produced 30% of the gas, 33% comes from 88 reservoirs in the Delaware basin and 33% comes from reservoirs with porosities of less than five percent. Forty percent is solution gas and 46% comes from combination traps. Over 50% of the production comes from reservoirs with five millidarcys or less permeability, and 60% of the gas comes from reservoirs in which dolomite is the dominant lithology. Over 50% of the gas production comes from fields discovered before 1957 although 50% of the producing fields were not discovered until 1958.

    The Analytical Services Organization (ASO), Union Valley Sample Preparation Facility (UVSPF), provides analytical testing in support of the Department of Energy (DOE), Oak Ridge Operations (ORO), and associated sites. Samples generated on the Oak Ridge Reservation (ORR) are routinely received at the WSPF for analytical evaluatiotiidentification. Many of these samples are polychlorinated biphenyl (PCB) regulated from a source or being sent to the facility to determine PCB content. PCB laboratory wastes in solid and liquid form are generated during the evaluation of these materials, requiring the WSPF staff to maintain formal storage areas for staging the materials prior to off-site shipment for disposal. The purpose of this report is to fulfill the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 761.180(a), Subpart J, which requires owners or operators of a facility using or storing PCBS to prepare an annual inventory document by July 1 of the current year which covers the previous calendar year. This report provides documentation of the inventory of PCB materials/wastes that were generated, stored for dispos~ and shipped off site for disposal for the period January 1, 1997, to January 1, 1998. The following is a summary of materials/wastes subject to the aforementioned reporting requirements.

    Following the Chernobyl accident, the US and the USSR entered into an agreement to work on the safety of civilian nuclear reactors; one aspect of that work was to study the environmental transport and health effects of radionuclides released by the accident. After the break-up of the USSR separate agreements were established between the US and Ukraine, Belarus, and Russia to continue work on dose reconstruction and epidemiologic studies of health effects from exposure to external radiation and the incorporation of radionuclides. Studies in Belarus and Ukraine related to the Chernobyl accident now emphasize epidemiologic: studies of childhood-thyroid cancer and leukemia, and eye-lens-cataract formation in liquidators. Supporting studies on dose reconstruction emphasize a variety of ecological, physical, and biological techniques. Studies being conducted in Russia currently emphasize health effects in the workers and the population around the Mayak Industrial Association. As this production complex is an analogue of the US Hanford Works, advantage is being taken of the US experience in conducting a similar, recently completed dose-reconstruction study. In all cases the primary work on dose reconstruction is being performed by scientists from the former Soviet Union. US assistance is in the form of expert consultation and participation, exchange visits, provision of supplies and equipment, and other forms of local assistance.

    A gas compressor based on the use of a driven rotor having a compression ramp traveling at a local supersonic inlet velocity (based on the combination of inlet gas velocity and tangential speed of the ramp) which compresses inlet gas against a stationary sidewall. In using this method to compress inlet gas, the supersonic compressor efficiently achieves high compression ratios while utilizing a compact, stabilized gasdynamic flow path. Operated at supersonic speeds, the inlet stabilizes an oblique/normal shock system in the gasdyanamic flow path formed between the rim of the rotor, the strakes, and a stationary external housing. Part load efficiency is enhanced by the use of a pre-swirl compressor, and using a bypass stream to bleed a portion of the intermediate pressure gas after passing through the pre-swirl compressor back to the inlet of the pre-swirl compressor. Inlet guide vanes to the compression ramp enhance overall efficiency.

    This is the final report of a two-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop a natural-gas-powered natural-gas liquefier that has absolutely no moving parts and requires no electrical power. It should have high efficiency, remarkable reliability, and low cost. The thermoacoustic natural-gas liquefier (TANGL) is based on our recent invention of the first no-moving-parts cryogenic refrigerator. In short, our invention uses acoustic phenomena to produce refrigeration from heat, with no moving parts. The required apparatus comprises nothing more than heat exchangers and pipes, made of common materials, without exacting tolerances. Its initial experimental success in a small size lead us to propose a more ambitious application: large-energy liquefaction of natural gas, using combustion of natural gas as the energy source. TANGL was designed to be maintenance-free, inexpensive, portable, and environmentally benign.

    A gas regulator operating on the piston and feedback principle is described. The device is particularly suitable for the delicate regulation of high pressure, i.e., 10,000 psi and above, gas sources, as well as being perfectly adaptable for use on gas supplies as low as 50 psi. The piston is adjustably connected to a needle valve and the movement of the piston regulates the flow of gas from the needle valve. The gas output is obtained from the needle valve. Output pressure is sampled by a piston feedback means which, in turn, regulates the movement of the main piston. When the output is other than the desired value, the feedback system initiates movement of the main piston to allow the output pressure to be corrected or to remain constant. (AEC)

    Systems and methods of treating a gas stream are described. A method of treating a gas stream includes cryogenically separating a first gas stream to form a second gas stream and a third stream. The third stream is cryogenically contacted with a carbon dioxide stream to form a fourth and fifth stream. A majority of the second gas stream includes methane and/or molecular hydrogen. A majority of the third stream includes one or more carbon oxides, hydrocarbons having a carbon number of at least 2, one or more sulfur compounds, or mixtures thereof. A majority of the fourth stream includes one or more of the carbon oxides and hydrocarbons having a carbon number of at least 2. A majority of the fifth stream includes hydrocarbons having a carbon number of at least 3 and one or more of the sulfur compounds.

    Since the fall of Communism in the former Soviet Union, US Presidents and policy makers have stressed the importance of helping Russia and the Newly Independent States develop democratic forms of government and forge strong economic and environmental ties with other nations throughout the world. The US can and should play a role in helping the Commonwealth of Independent States repair decades of damage caused by Cold War-driven industrial and nuclear development. This report describes some of the region`s most serious environmental problems and their potential to spread throughout the affected areas to neighboring countries. It provides an overview of the emerging environmental component of the US. National Security Strategy first proposed by President Bush. Finally, it describes an ambitious proposal to implement geographic information system (GIS) technology as a means of helping the former Soviet Union identify and monitor existing and potential environmental hazards. The ability to locate, analyze, and track existing damage reliably, as a prelude to predicting potential threats, is a necessary first step in developing a viable strategy to protect environmental, economic, and social resources, both in the former Soviet Union and world-wide.
